The ministry of home affairs(MHA) said that restrictions on the movement of individuals during the night have been removed. The government said that social, political, sports, entertainment and cultural events including religious functions and other large congregations are still not permitted.

The MHA said that yoga institutes and gymnasiums should observe social distancing norms laid down by the health ministry.

"Independence Day functions will be allowed with social distancing and by following other health protocols," it said while adding that wearing of masks and other guidelines should be followed.

The government also allowed international air travel in a "limited manner" under the Vande Bharat mission. Cinema halls and metro services continue to be barred, including the use of swimming pools, theatres, bars, auditoriums and assembly halls which have been kept out of Unlock 3.0.

Meanwhile, the Tamil Nadu government said that only small temples in rural areas with an annual income of less than Rs 10,000, small mosques, dargahs, churches and other religious places will be allowed for public worship from July 1.

The government emphasised that similar establishments in Greater Chennai Police Commissionerate areas and in containment zones will not be allowed to open.

The West Bengal government extended lockdown measures in containment zones till July 31 amid rising COVID-19 cases. The state government said cinema halls, schools, colleges, gyms, entertainment parks, political religious and other large gatherings will be prohibited during this time.

OPEC had earlier declared in April that it would cut oil output by 9.7 million bpd from May 1 until the end of June due to falling demand.

International oil prices had edged higher on Monday amid rising coronavirus cases worldwide with fears of stalling fuel demand. Brent crude was up 48 cents at $42.67 a barrel with West Texas Intermediate (WTI) crude rising by 50 cents to $40.33.

It divides the countries into three groups: those 'on track', facing 'warning signs', or are in the 'danger zone'.

Amid Unlock 1.0, India reports highest single-day COVID-19 cases; death toll over 7,000

After 75 days of a nationwide lockdown, India is finally opening up the economy for people. As India gears up for Unlock 1.0, the number of rising cases is still on a constant rise.

From today, majority Indian states are reopening malls, religious places, inter-state travel, weddings, funerals and more -- with few restrictions.

However, the constant rise in number of cases is raising questions on whether or not the decision of reopening the economy at this stage of a lockdown is a good idea or not.

From today, a token&nbsp;system for regulated entry will be followed in all religious places. There are strict guidelines to the religious places to not offer any prasad or let anyone have any kind of physical touch -- such as ringing bells or touching the idols.

The count of new coronavirus cases in the country yesterday was 9,971, as India overtook Spain and became the fifth highest in the world. This is the first phase of the three-phase plan for reopening of prohibited activities in non-containment zones with a strict set of Standard Operating Procedures (SOPs), which will be in place till June 30.

In the malls, cinema halls, gaming arcades and children play areas will continue to be closed. The Central Government issued a standard set of SOPs, and urged the states to finetune these SOPs according to the local needs and situations.

While majority states have opened religious places and has event banquets to start mini-functions, some states like Rajasthan have, for now, put a hold on resuming the religious places.

Delhi Chief Minister Arvind Kejriwal, on Sunday, announced opening of borders but announced that the hotels and banquet halls will remain closed as the authorities may need these facilities to convert them into hospitals.

All weddings are allowed with a gathering capacity of 50 people, and funerals can have a gathering of 20 people only.

Domestic travel has been allowed now, however the Delhi Metro in the capital of India will not resume its services yet.

While the economy is reopening from today, all educational institutions will remain closed in all states for the month of June. Schools and colleges have been advised to continue with online classes.

All eateries, however, will only be allowed to operate take-aways and deliveries of orders.&nbsp;

In all public places, it is compulsory for people to wear masks and maintain social distance from each other. At no point will an individual be allowed to come in physical contact with another person. All institutions have been advised to conduct proper sanitisation throughout the day, and hand sanitizing machines have been installed in malls, temples, stations and other places.

The Union Ministry of Health and Family Welfare (MoHFW) has issued a standard operating procedure to be followed by religious places, shopping malls, restaurants, hotels and offices as India gears up to reopen the economy amid the coronavirus crisis.

The preparations for reopening the economy, which has been severely hit by the coronavirus-triggered lockdown, from June 8 comes even as the death toll due to COVID-19 rose to 6,075 and cases climbed to 2,16,919 in the country on Thursday.

India now stands seventh among the nations worst hit by the pandemic after the US, Brazil, Russia, the UK, Spain and Italy.

According to the SOPs, restaurants, hotels, places of worship and offices in COVID-19 containment zones will remain closed and only those outside these areas will be allowed to open.

Also, shopping malls located outside containment zones will be allowed to open, barring cinema halls, gaming arcades and children play areas in these establishments, the ministry said.

The standard operating procedures included measures like allowing only asymptomatic staff, guests, customers and devotees on the premises, proper crowd management and maintaining effective and frequent sanitation, with a particular focus on lavatories, drinking and hand washing stations/areas.

Frequently touched surfaces like door knobs, elevator buttons, hand rails, benches and washroom fixtures among others should be cleaned and regularly disinfected.

Hand hygiene (sanitiser dispenser) and thermal screening provisions should be in place mandatorily at the entrance and everyone should maintain respiratory etiquettes and follow the prescribed 'do's and dont's', the ministry stated.

The SOPs also advises installation and use of the Aarogya Setu app.

For air-conditioning and ventilation, the ministry said the guidelines of CPWD shall be followed which inter alia emphasises that the temperature setting of all air conditioning devices should be in the range of 24-30 degrees Celsius, relative humidity should be in the range of 40-70 per cent and intake of fresh air should be as much as possible and cross ventilation should be adequate.

Employees of the establishments who are at higher risk -- like older staff members or those who are pregnant or have underlying medical conditions - should take extra precautions. It also asked hotels and restaurant owners to encourage contactless mode of ordering and digital payments.

The government asked the hotels and hospitality services to ensure a proper record of the guest's travel history and medical condition, along with ID and self-declaration form.

"Luggage should be disinfected before sending the luggage to rooms. For room service, communication between guests and in-house staff should be through intercom/ mobile phone and room service (if any) should be provided while maintaining adequate social distance," the ministry said.

vi. Advise all employees who are at higher risk i.e. older employees, pregnant employees and employees who have underlying medical conditions, to take extra precautions. They should preferably not be exposed to any front-line work requiring direct contact with the public. Office management to facilitate work from home wherever feasible.

vii. All officers and staff / visitors to be allowed entry only if using face cover/masks. The face cover/mask has to be worn at all times inside the office premises.

viii. Routine issue of visitors/temporary passes should be suspended and visitors with proper permission of the officer who they want to meet, should be allowed after being properly screened.

ix. Meetings, as far as feasible, should be done through video conferencing.

x. Posters/standees/AV media on preventive measures about COVID-19 to be displayed prominently.

xi. Staggering of office hours, lunch hours/coffee breaks to be done, as far as feasible.

xii. Proper crowd management in the parking lots and outside the premises - duly following social distancing norms be ensured.

5. Measures to be taken on occurrence of case(s):

Despite taking the above measures, the occurrence of cases among the employees working in the office cannot be ruled out. The following measures will be taken in such circumstances:

i. When one or few person(s) who share a room/close office space is/are found to be suffering from symptoms suggestive of COVID-19:

a. Place the ill person in a room or area where they are isolated from others at the workplace. Provide a mask/face cover till such time he/she is examined by a doctor.

b. Immediately inform the nearest medical facility (hospital/clinic) or call the state or district helpline.

c. A risk assessment will be undertaken by the designated public health authority (district RRT/treating physician) and accordingly further advice shall be made regarding management of case, his/her contacts and need for disinfection.

d. The suspect case if reporting very mild/mild symptoms on assessment by the health authorities would be placed under home isolation.

e. Suspect case, if assessed by health authorities as moderate to severe, will be treated as per health protocol in appropriate health facility.

f. The rapid response team of the concerned district shall be requisitioned and will undertake the listing of contacts.

g.The necessary actions for contact tracing and disinfection of work place will start once the report of the patient is received as positive. The report will be expedited for this purpose.

ii.If there are large numbers of contacts from a pre-symptomatic/asymptomatic case, there could be a possibility of a cluster emerging in workplace setting. Due to the close environment in workplace settings this could even be a large cluster (&gt;15 cases). The essential principles of risk assessment, isolation, and quarantine of contacts, case referral and management will remain the same. However, the scale of arrangements will be higher.

iii. Management of contacts:

a.The contacts will be categorised into high and low risk contacts by the District RRTas detailed in the Annexure I.

b. The high-risk exposure contacts shall be quarantined for 14 days.

c.These persons shall undergo testing as per ICMR protocol.

d. The low risk exposure contacts shall continue to work and closely monitor their health for next 14 days.

e. The flowchart for management of contact/ cases is placed at Annexure - II.

6. Closure of workplace

i. If there are one or two cases reported, the disinfection procedure will be limited to places/areas visited by the patient in past 48 hrs. There is no need to close the entire office building/halt work in other areas of the office and work can be resumed after disinfection as per laid down protocol.

ii. However, if there is a larger outbreak, the building/block will have to be closed for 48 hours after thorough disinfection. All the staff will work from home, till the building/block is adequately disinfected and is declared fit for re-occupation.

Guidelines for religious places and places of worship:

vi. Shoes / footwear to be preferably taken off inside own vehicle. If needed they should be kept in separate slots for each individual / family by the persons themselves.

vii. Proper crowd management in the parking lots and outside the premises - duly following social distancing norms shall be organized.

viii. Any shops, stalls, cafeteria etc., outside and within the premises shall follow social distancing norms at all times

Place the ill person in a room or area where they are isolated from others. b. Provide a mask/face cover till such time he/she is examined by a doctor. c. Immediately inform the nearest medical facility (hospital/clinic) or call the state or district helpline. d. A risk assessment will be undertaken by the designated public health authority (district RRT/treating physician) and accordingly further action be initiated regarding management of case, his/her contacts and need for disinfection. e. Disinfection of the premises to be taken up if the person is found positive.

The Delhi High Court on Thursday disposed of a plea challenging the sealing of the borders of national capital for a week while directing Delhi government to highlight the order whereby citizens can avail of e-pass in case of medical emergency to enter Delhi.

A Division Bench of Chief Justice DN Patel and Justice Prateek Jalan disposed of the petition filed by advocate Kushagra Kumar.

The court also took note of the consequential order dated June 1, wherein it has been clearly stated in para 6 that in case of a medical emergency, any person can apply for an e-pass and avail of the same to enter Delhi.

The court has also directed the Government of National Capital Territory of Delhi (GNCTD) to upload this order of June 1 on the government websites in a prominent manner and have it highlighted and blinking for easy access to citizens by today itself.

HP Sharma, Senior Advocate who appeared on behalf of the petitioner Kumar, argued that non-residents of Delhi are not allowed to avail medical facilities in centrally-funded hospitals in Delhi because of the unpublished order passed by the Delhi Government sealing the borders of Delhi.

Appearing for Delhi government, Advocate Sanjoy Ghose and lawyer Urvi Mohan, submitted that the present petition was in the nature of a publicity interest litigation and had been filed without any homework or fact-checking by the petitioner.

The petition filed by Kushagra Kumar against the sealing of the borders of Delhi said that the order of Delhi government is an illogical, irrational, unreasonable and unconstitutional order. Advocate Kumar said that this order is violative of Article 14, 19 and 21 of the Constitution.

"Delhi, being the national capital of the country, the centrally funded hospitals like AIIMS etc are in Delhi. By sealing the borders, the Delhi government is taking away the rights of those working in Delhi and staying in the National Capital Region (NCR) like Noida and Gurugram to avail the health facilities of Delhi. In addition, the citizens in other states like Uttar Pradesh and Haryana are also denied the basic right to access the central hospitals in Delhi," the petition said.

The petitioner said that "in India, we do not have dual citizenship. Everyone is a citizen of this country and everyone has the right to reside in any place and avail the medical facilities in any place(s) which she/he can afford. It is unconstitutional to deny the citizens of this country working in Delhi and staying in NCR and citizens residing in any other states the right to treatment," the petitioner added.

According to the petitioner, the order of the Delhi government is inhuman and illegal."Instead of creating medical infrastructure and working to ensure medical facilities, it is sealing the borders and thereby stopping people to avail medical facilities in Central hospitals in Delhi," the petitioner said.&nbsp;

Haryana education minister, Kanwar Pal Gujjar, announced resuming teaching work in schools for classes 10, 11 and 12 from July, in the first phase of unlocking the economy. All colleges and universities, private or government, can reopen from August; first-year students will only commence their classes from September. However, the resumption can begin only in shifts, as only 50 per cent students will be allowed to attend the classes at a time.

“We will do it in a phased manner by starting teaching work for classes 10, 11 and 12 on July 1; for classes 6, 7, 8 and 9 after 15 days; and for the primary classes from August,” said Kanwar Pal Gujjar.

“The classes would be held in shifts so that half the students of a class come in first shift and the rest in the second shift. We are yet to decide whether it should be morning and evening shift or on alternate days”, he added.
