Israel raids Palestinian NGOs, labelling them 'terrorist organisations'; UN calls action 'arbitrary'

Fewer than four months after Russia's forces invaded the neighbouring Ukraine, dozens of UN ambassadors from Africa, the Middle East, Latin America, and Asia attended a reception to celebrate the nation's national day on a June night beneath the chandeliers of Russia's United Nations mission in New York.

"We thank all of you for your support and your principled position against the so-called anti-Russian crusade," Russian UN Ambassador Vassily Nebenzia told them, after accusing countries he did not name of trying to "cancel" Russia and its culture.

After an initial burst of UN denunciations for attacking Ukraine, the crowd of ambassadors demonstrated the challenges western diplomats face in trying to maintain international commitment to isolate Russia diplomatically.

Western diplomats recognise they are constrained in their ability to significantly further target Russia beyond having meetings due to frustration and concern among some countries that the war is consuming too much global attention nearly six months in with no prospect of the United Nations being able to put an end to it.

"As the war has dragged on, it has become harder to find meaningful ways to penalize Russia," said Richard Gowan, UN director at the independent International Crisis Group.

In some instances, Western nations are holding off on taking certain actions out of concern for lukewarm support since rising vote abstentions have shown a growing hesitation to openly criticise Moscow, diplomats and analysts said.

COSTUMES AND CHOCOLATES

According to diplomats, the European Union considered a plan in June to name a UN expert to look into human rights issues in Russia, but it abandoned the idea due to concerns that over half of the 47 members of the UN Human Rights Council in Geneva may oppose it.

According to the Russian representation to the UN in Geneva, Western countries "know all too well that it's impossible to isolate Russia since it's a global power."

The best "national clothing" for a reception in June was chosen in a secret vote in Geneva, despite the diplomatic isolation. After winning, a box of chocolates was given to a Russian envoy, as seen on camera. The delegation representing Ukraine left.

Russia can avoid serious measures like sanctions because it has a veto on the UN Security Council, which has 15 members, but it has also fought to stymie support for Western diplomatic initiatives elsewhere.

Russia issued a warning to nations that a vote in favour of suspending Russia from the Human Rights Council or an abstention would be seen as "unfriendly," which would have an impact on their relations. The 193-member UN General Assembly voted in April to do so.

After receiving 93 votes in favour, 24 votes against, and 58 abstentions, the US-led initiative was approved.

Linda Thomas-Greenfield, the US ambassador to the UN, claimed that Russia has been successful in persuading certain nations to support it despite a "false narrative" that Western sanctions are to blame for a world food crisis sparked by Moscow's war.

RED LINES

After the invasion on 24 February, the General Assembly voted to censure Russia and demand that it withdraw its soldiers less than a week later. Three weeks later, it once more condemned Russia vehemently for inciting a "dire" humanitarian crisis.

"Support will wane because the March resolutions represent a high water mark; and there is no appetite for further action unless red lines are crossed," a senior Asian diplomat said, speaking on condition of anonymity.

Such red lines, according to some officials, could include the use of nuclear or chemical weapons, the mass killing of civilians, or the annexation of Ukrainian land.

Focusing on elections to UN agencies has been successful for Western countries. For the first time since UNICEF was established in 1946, Russia failed to retain its board position in April, as well as its seats in other organisations.

But in May, when it came time to vote on a Ukraine resolution at the World Health Organization, some 30 states—half of them from Africa—failed to show up, leading several delegates in attendance to quip that they must be missing a party.

Ukraine has requested that Russia be expelled from the UN. But in order to take the extraordinary action, the Security Council must propose it, which Russia might veto, and then the General Assembly must vote on it.

Removing the representatives of Russian President Vladimir Putin's credentials is another possibility, but doing so would require at least 75% backing from the General Assembly.

At an emotion-laden UN review of its record on Friday, Washington promised to improve its efforts to combat racial discrimination, but officials ignored requests for compensation for decades of systemic racism. Desiree Cormier Smith, who was recently named as the first US special envoy for racial equity and justice, said, "We need to continue to make strong, concerted efforts to eliminate the scourge of racial discrimination in our country."

She emphasised Washington's commitment to "eliminating systemic racism" in her address to the UN Committee on the Elimination of Racial Discrimination (CERD), but she also noted that there was "so much left to do." At the two days of hearings in Geneva, Cormier Smith, who is herself of African American origin, co-chaired a sizable, diverse US delegation. She stated that "for many of us," the matter was "deeply personal."

An international treaty on eradicating all forms of racial discrimination, which the United States adopted in 1994, is evaluated by a panel of 18 independent experts. The committee questioned the US representatives on subjects such as the treatment of migrants and indigenous people, the rise in hate speech, and police deaths of black people. In their inquiries, other committee members also brought up the subject of restitution.

However, despite spending hours answering the committee's questions, the US officials did not address the issue before the hearing's allotted time was up. They were given 48 hours to respond in writing. On August 30, the committee is expected to release its conclusions. Many of the human rights activists who had travelled to Geneva to witness the hearings and brief the CERD ahead of the assessment praised the committee for pressuring the US to pay reparations but bemoaned the lack of response.

India has termed China's putting a hold on the listing of Pakistan-based terrorists at the United Nations as "unfortunate" and one that smacks of "double speak and double standards". On Wednesday, China put a six-month hold on the listing of Jaish-e-Mohammad (JeM)'s second in command, Abdul Rauf Azhar (Asghar), as United Nations designated international terrorist.

The proposal was moved by India and co-sponsored by the US. China was the only country in the 15-member sanctions committee of the United Nations Security Council to put on hold the listing of Abdul Rauf, who is the younger brother of Masood Azhar. Listing of Rauf would have meant he would be financially sanctioned, and couldn't travel or buy weapons.

This is the second time this year that China has blocked the listing of a Pakistan-based terrorist. In June 2022, Beijing placed a hold on listing the Lashkar-e-Taiba (LeT) deputy chief Abdul Rehman Makki, who has been involved in raising funds, recruiting, and radicalizing youths to resort to violence and planning attacks in India, including the Mumbai terror attacks in 2008.

Sources said that there was "incontrovertible evidence" for listing both Azhar and Makki. Both have been sanctioned by the US under its domestic legislation and are among the most wanted men in India. As sources explained, "Such politically motivated actions by China, in nearly every listing case of a Pak-based terrorist, undermine the entire sanctity of the working methods of the UNSC Sanctions Committee."

United Nations Secretary-General Antonio Guterres on Monday (August 1) said that a small misunderstanding can cause nuclear annihilation of humanity. His words came as the US, Britain and France urged Russia to stop "its dangerous nuclear rhetoric and behaviour." Guterres was talking at the time of opening of a key Nuclear Non-proliferation Treaty conference in New York. UN secretary general warned that world faced "a nuclear danger not seen since the height of the Cold War."

He mentioned Russia's invasion of Ukraine, tensions on the Korean peninsula and in West Asia and said that crises "with nuclear undertones" could escalate.

"Today, humanity is just one misunderstanding, one miscalculation away from nuclear annihilation," Guterres told the 10th review conference of the NPT, an international treaty that came into force in 1970 to prevent the spread of nuclear weapons.

"We have been extraordinarily lucky so far. But luck is not a strategy. Nor is it a shield from geopolitical tensions boiling over into nuclear conflict," he added, calling on nations to "put humanity on a new path towards a world free of nuclear weapons."

The meeting is being held at UN headquarters in New York it will run till August 26. The meeting was postponed several times since 2020 due to Covid pandemic. Guterres said that the conference was "a chance to strengthen" the treaty and "make it fit for the worrying world around us."

"Eliminating nuclear weapons is the only guarantee they will never be used," the secretary-general implored, adding that he would visit Hiroshima for the anniversary of the August 6, 1945 atomic bombing of the Japanese city by the United States.

"Almost 13,000 nuclear weapons are now being held in arsenals around the world. All this at a time when the risks of proliferation are growing and guardrails to prevent escalation are weakening," Guterres added.

UNSC urges Congolese government to investigate the killing of three UN peacekeepers

According to figures released by the United Nations, more than 200 people have been killed in Haiti's capital, Port-au-Prince, in just 10 days. The reason behind all these killings is said to be gang violence.

The UN said that almost half of those who died were innocent people without ties to the gangs fighting for control of the Cité Soleil neighbourhood.

Residents say they are running out of drinking water and food as deliveries have stopped due to the ongoing shoot-outs.

A local described his life as a "cycle of fear, stress and despair". Gang violence had increased since the assassination of President Jovenel Moïse by mercenaries a year ago. However, it has reached shocking levels since a battle erupted on 8th July between two criminal alliances, G9 and G-Pèp.

The UN stated that 209 people were killed between 8th and 17th July, of which 114 were gang members and 95 were innocent civilians. A further 254 people have also sustained gunshot wounds.

A young resident from Brooklyn, the area within the sprawling Cité Soleil neighbourhood where the fighting has worst hit, described how his life had changed.

The young person told the UN that whenever he goes to bed, he wakes up to the sound of gunfire and even if the shooting terrifies him, he tries to use the rhythmic sounds of bullets to sleep, and that's the only way he can survive.

A local also said that even if a friend or family member manages to leave the Cité Soleil, if they don't hear from them during the day, they begin to fear that they have been killed, which adds, even more, worry to the already traumatic life.

About 3,000 people have already fled from the city, and many have nothing to return to after the gangs destroyed or burned their homes. Others do not dare leave their homes due to the fear of being killed.

With food, fuel and water supplies disrupted, the World Food Programme and the UN Children's Fund have started delivering aid directly to the most vulnerable people in Cité Soleil.

However, a youth leader from Cité Soleil said that he was hopeful that the violence would stop so he could return to his work bringing together young people from areas controlled by rival gangs to play sports.

The International Court of Justice (ICJ), United Nations' highest court ruled on Friday (July 22) that Rohingya genocide case against military-ruled Myanmar can go ahead. ICJ in The Hague has rejected all objections from Myanmar to a case filed by west African nation of Gambia. The case was filed in 2019. The decision means that full hearings can take place at the court over Myanmar's violent crackdown on the Rohingya.

ICJ president Joan Donoghue said the tribunal "finds that it has jurisdiction... to entertain the application filed by the republic of the Gambia, and that the said application is admissible".

Five years ago, Hundreds of thousands of Rohingya Muslims fled Myanmar to escape the crackdown. There were reports of murder, arson and rape.

Around 850,000 Rohingya are languishing in camps in neighbouring Bangladesh while another 600,000 Rohingya remain in Myanmar's southwestern Rakhine state.

At ICJ initially, Myanmar was represented by Nobel laureate and former leader Aung San Suu Kyi. However, her regime was toppled last year by Myanmar military.

Mainly-Muslim Gambia filed the case in November 2019 alleging that Myanmar's treatment of the Rohingya breached the 1948 UN Genocide Convention.

Myanmar had argued that the court had no jurisdiction in this matter. It had demanded that the case be dismissed in preliminary stages. However, Myanmar assertion that Gambia was acting as "proxy" of Organisation of Islamic Co-operation (OIC) was rejected unanimously by the judges.

Only states, and not organisations, are allowed to file cases at the ICJ, which has ruled on disputes between countries since just after World War II.

Judges also unanimously dismissed Myanmar's contention that Gambia was not direct party to the alleged genocide and hence could not file the case.

Finally, they threw out by 15-1 Myanmar's claim that there was no formal dispute at the time Gambia filed the case, and that the court therefore had no jurisdiction.

It could however take years for full hearings and a final judgment in the case.
