India and China were among the 65 UN Member States that abstained from the resolution.
Meanwhile, Ukrainian President Volodymyr Zelensky put forward the proposal for a full exchange of all prisoners of war with Russia as the "start" of a process of ending the conflict.
"Russia must release all Ukrainians. Ukraine is ready to exchange all for all, and this is a fair way to start," Zelensky said at the summit.
He also urged for "real, lasting peace" this year as European leaders came together for a summit in Kyiv.
"This year should be the year of the beginning of real, lasting peace," Zelensky told Kyiv's backers.
"Putin will not give us peace or give it to us in exchange for&nbsp; something. We have to win peace through strength and wisdom and unity," he added.

For the first time, even close US ally Australia voted in favour of the resolution, marking a rare split in the alliance. The voting pattern laid bare the increased isolation that the US and Israel have been facing amongst the international community.

Only 10 nations voted against the resolution, and 23 nations abstained.

<h2>India’s explanation</h2>

During the explanation of vote (EoV) speech delivered Wednesday (Dec 13), India’s Permanent Representative to the UN Ruchira Khamboj said India “welcomes” the fact that the international community had been able to find a “common ground” to address the situation in West Asia.

“Our challenge in this extraordinarily difficult time is to strike the right balance,” Khamboj added.&nbsp;

However, she stopped short of clarifying the reason for India’s decision to go against the US and Israel-backed resolution.

<h2>Policy shift?</h2>

In a previous resolution on the Israel-Gaza war, dated October 27, India had refused to vote in favour as it did not include any specific reference to the October 7 terror attacks in Israel by Hamas.

But this time, the Indian permanent representative cited the “gravity and complexity” of the issue to justify its vote against Israel.

Responding to this, the Israeli Embassy in Delhi said it appreciated Prime Minister Narendra Modi’s “stand with Israel against terrorism” after the attacks.

Israel-Gaza war: Even allies ditch US as 153 nations including India vote in favour of ceasefire

The United Nations General Assembly, on Friday (Oct 27) overwhelmingly voted in favour of the Jordanian resolution which called for an immediate humanitarian truce between Israel and the Palestinian terror group Hamas. The resolution also demands “continuous, sufficient and unhindered” provisions to supply aid to Gaza and protection of civilians.&nbsp;

On the other hand, the resolution proposed by Canada and backed by 35 member states, including the United States which sought condemnation of Hamas and its attacks on southern Israel on October 7, failed to garner enough votes.&nbsp;

This comes after the UNGA and the Security Council failed four times to pass a resolution to take action in Gaza over the past two weeks.&nbsp;

<h2>What do the two resolutions say?</h2>

The resolution proposed by Canada, the first one to be voted on, said that it “unequivocally rejects and condemns the terrorist attacks by Hamas” in Israel, including the taking of more than 200 hostages.&nbsp;

Meanwhile, the Jordanian resolution, which was backed by 40 member states, called for an “immediate, durable and sustained humanitarian truce”. It also demanded compliance with international humanitarian law amid the ongoing war as well as provisions to supply aid to Gaza.&nbsp;

The Jordan-authored resolution also called for the “immediate and unconditional release” of all civilians held captive. However, the resolution did not mention Hamas’ attacks on southern Israel.&nbsp;

While these resolutions are not binding or represent the official position of the UNGA until adopted they hold political weight. This comes as the pressure on Israel has been ramped up in recent days after it said that it would launch a “ground operation” in Gaza.

<h2>What happened?</h2>

The Canada-led resolution failed after managing to garner enough votes with 88 nations in favour, 55 against, and 23 nations abstaining. On the other hand, the Jordanian resolution was adopted by the UNGA with 120 votes in favour, 14 against and 45 abstentions.

General Assembly&nbsp;stressed on the “importance of preventing further destabilization and escalation of violence in the region”, urging “all parties to exercise maximum restraint and upon all those with influence on them to work toward this objective.”

This comes amid fears that the war between Israel and Hamas could expand to the rest of the region. It has also called on Israel to cancel its order to civilians in northern Gaza – as many as 1.1 million people – to move to the south of the Palestinian territory.&nbsp;

The General Assembly “firmly rejects any attempts at the forced transfer of the Palestinian civilian population,” the resolution said. It also called for the “immediate and unconditional release of all civilians who are being illegally held captive,” but did not mention Hamas anywhere in the text.&nbsp;

<h2>Israel slams ‘ridiculous’ resolution</h2>

Gilad Erdan, Israel’s permanent representative to the UN, reiterated the country’s right to defend itself and slammed the resolution which does not mention Hamas’ attacks which was one of the worst ones that Israel has witnessed in its 75-year-old history.

“This ridiculous resolution has the audacity to call for a truce, the goal for this resolution’s truce is that Israel should cease to defend itself, so Hamas can light us on fire,” said Erdan. “Why are you defending murderers? Why are you defending terrorists…? What is going on here?”&nbsp;

He also said that Israel is “closely monitoring” the humanitarian situation in Gaza, “and we know that there is no humanitarian crisis in accordance with humanitarian law trusting the reports coming out of is exactly like trusting reports from ISIS,” referring to the Islamic State militant group.&nbsp;

<h2>Hamas, Palestinian Authority welcome decision</h2>

Hamas and the Palestinian Authority welcomed the adoption of the Jordanian resolution. “We demand its immediate application to allow the entry of fuel and humanitarian aid for civilians,” said the Palestinian militant group in a statement.&nbsp;

Meanwhile, the Palestinian Authority Israel’s campaign against the Palestinian people “reaches a new peak of brutality,” there was “a solid international position rejecting Israel's unhinged aggression”.

On the other hand, the resolution proposed by Canada and backed by 35 member states, including the United States which sought condemnation of Hamas and its attacks on southern Israel on October 7, failed to garner enough votes. This comes after the UNGA and the Security Council failed four times to pass a resolution to take action in Gaza over the past two weeks. What do the two resolutions say? The resolution proposed by Canada, the first one to be voted on, said that it “unequivocally rejects and condemns the terrorist attacks by Hamas” in Israel, including the taking of more than 200 hostages. Meanwhile, the Jordanian resolution, which was backed by 40 member states, called for an “immediate, durable and sustained humanitarian truce”. It also demanded compliance with international humanitarian law amid the ongoing war as well as provisions to supply aid to Gaza. The Jordan-authored resolution also called for the “immediate and unconditional release” of all civilians held captive. However, the resolution did not mention Hamas’ attacks on southern Israel. While these resolutions are not binding or represent the official position of the UNGA until adopted they hold political weight. This comes as the pressure on Israel has been ramped up in recent days after it said that it would launch a “ground operation” in Gaza. What happened? The Canada-led resolution failed after managing to garner enough votes with 88 nations in favour, 55 against, and 23 nations abstaining. On the other hand, the Jordanian resolution was adopted by the UNGA with 120 votes in favour, 14 against and 45 abstentions. General Assembly stressed on the “importance of preventing further destabilization and escalation of violence in the region”, urging “all parties to exercise maximum restraint and upon all those with influence on them to work toward this objective.” This comes amid fears that the war between Israel and Hamas could expand to the rest of the region. It has also called on Israel to cancel its order to civilians in northern Gaza – as many as 1.1 million people – to move to the south of the Palestinian territory. The General Assembly “firmly rejects any attempts at the forced transfer of the Palestinian civilian population,” the resolution said. It also called for the “immediate and unconditional release of all civilians who are being illegally held captive,” but did not mention Hamas anywhere in the text. Israel slams ‘ridiculous’ resolution Gilad Erdan, Israel’s permanent representative to the UN, reiterated the country’s right to defend itself and slammed the resolution which does not mention Hamas’ attacks which was one of the worst ones that Israel has witnessed in its 75-year-old history. “This ridiculous resolution has the audacity to call for a truce, the goal for this resolution’s truce is that Israel should cease to defend itself, so Hamas can light us on fire,” said Erdan. “Why are you defending murderers? Why are you defending terrorists…? What is going on here?” He also said that Israel is “closely monitoring” the humanitarian situation in Gaza, “and we know that there is no humanitarian crisis in accordance with humanitarian law trusting the reports coming out of is exactly like trusting reports from ISIS,” referring to the Islamic State militant group. Hamas, Palestinian Authority welcome decision Hamas and the Palestinian Authority welcomed the adoption of the Jordanian resolution. “We demand its immediate application to allow the entry of fuel and humanitarian aid for civilians,” said the Palestinian militant group in a statement. UN adopts resolution calling for ‘humanitarian truce’ between Israel and Hamas. Here's what happened

India on Thursday abstained in the UN General Assembly on a resolution by Ukraine and its allies on the humanitarian crisis in the war-torn eastern European country, saying the focus should be on cessation of hostilities and on urgent humanitarian assistance and the draft did not fully reflect New Delhi's expected to focus on these challenges.

The 193-member UN General Assembly adopted the draft resolution 'Humanitarian consequences of the aggression against Ukraine' by Ukraine and its western allies, with 140 nations voting in favour, five against and 38 abstentions. India abstained on the resolution.

"We firmly believe efforts at the United Nations should contribute to de-escalation of the conflict, facilitate immediate cessation of hostilities to promote dialogue and diplomacy and bring together parties to find an immediate end to the suffering of the people," India's Permanent Representative to the UN Ambassador T S Tirumurti said in the Explanation of Vote after the resolution was adopted.

"We continue to underline the need to respect the UN Charter, international law and the sovereignty and territorial integrity of states. India abstained on the resolution since what we require now is to focus on cessation of hostilities and on urgent humanitarian assistance. The draft resolution did not fully reflect our expected focus on these challenges," Tirumurti said, reiterating India's call for immediate ceasefire.

Tirumurti underlined that India continues to remain deeply concerned at the ongoing situation which has rapidly been deteriorating since the beginning of the hostilities. He noted that the conflict has resulted in death of civilians, and nearly 10 million people have either been displaced internally or moved to neighbouring countries.

"We have constantly called for cessation of hostilities," he said, noting with concern that the humanitarian situation continues to worsen, particularly in the conflict zones in urban areas.

"Women, children and elderly are disproportionately affected by the prolonging of this conflict," he said.

Tirumurti emphasised that there is an urgent need to address the humanitarian needs of the affected population. India supports the initiatives of the UN and its agencies and expressed hope that the international community will continue to respond positively to the humanitarian needs of the people of Ukraine, including through extending generous support to the Secretary General's flash appeal and the regional refugee response plan on Ukraine.

He underscored that it is important that humanitarian action is always guided by the principles of humanitarian assistance, which is humanity, neutrality, impartiality and independence. "These measures should not be politicized."

Tirumurti told the General Assembly that India has already sent over 90 tonnes of humanitarian supplies, including medicines and other essential relief material, to Ukraine and its neighbours as part of the nine separate tranches of humanitarian assistance delivered so far.

India is in the process of sending further supplies in the coming days. He also said that India has ensured the safe return of about 22,500 Indians from Ukraine through the Operation Ganga involving 90 flights.

"We have also assisted nationals from 18 other countries in that process. We are deeply appreciative of the facilitation rendered by the authorities of Ukraine and its neighbouring countries and ensuring their safe return."

A rival resolution was also proposed in the UNGA by South Africa 'Humanitarian situation emanating out of the conflict in Ukraine'. It made no mention of Russia and called for an immediate cessation of hostilities by "all parties"&nbsp;in the conflict.

Following objections by Ukraine, the assembly voted to decided whether action should be taken in the UNGA on the South African-led draft resolution. With 67 member states voting against, 50 in favour and 36 abstentions, the resolution, supported by China, was not put for vote and no action was taken on that draft. India abstained on this vote as well.

On Wednesday, India, along with 12 other UN Security Council members, had abstained on a resolution by Russia on the humanitarian crisis in Ukraine. The UNSC resolution failed to pass as it did not get the required 9 yes votes. Only Russia and China voted in favour of the UNSC resolution.

The draft resolution on Ukraine in the General Assembly demands an immediate cessation of the hostilities by Russia against Ukraine, in particular of any attacks against civilians and civilian objects; demands that civilians, including humanitarian personnel, journalists and persons in vulnerable situations, including women and children, be fully protected and also demands that all parties protect civilians fleeing armed conflict and violence, including foreign nationals, notably students, without discrimination, to allow voluntary, safe and unhindered passage.

The resolution recognised that the military offensive of the Russian Federation inside the sovereign territory of Ukraine and its humanitarian consequences are on a scale that the international community has not seen in Europe in decades and reiterated the call of Secretary-General Antonio Guterres to Russia to stop its military offensive, as well as his call to establish a ceasefire and to return to the path of dialogue and negotiations.

The resolution also recalled its demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders.

When the 11th Emergency Special Session was opened on February 28, the UN General Assembly had on March 2 adopted a resolution titled 'Aggression against Ukraine' that had overwhelmingly condemned Russia's invasion of Ukraine and demanded that Moscow 'completely and unconditionally'&nbsp;withdraw all of its military forces from the territory of Ukraine.

A ban on conventional weapons sales to Iran ends on October 18 and the United States has threatened to try to force a return of UN sanctions if it is not continued.

Pompeo said the United States would submit the long-awaited resolution next week and said he was alarmed at indications that China was already preparing arms sales to Iran.

"There are nations lining up for weapons that will destabilize the Middle East, put Israel at risk, put Europe a risk, risk American lives as well," Pompeo told reporters.

"We're not going to let it happen. And so we're using every diplomatic tool we have in the tool-kit," he said.

Russia and China enjoy veto power on the Security Council and want the embargo to expire as laid out under a 2015 resolution.

That resolution had blessed a denuclearization deal with Iran negotiated by former US president Barack Obama from which Trump pulled out, denouncing it as a blunder.

But Pompeo has offered the contested argument that the United States remains a "participant" in the accord as it was listed in the 2015 resolution -- and therefore can force a return to sanctions if it sees Iran as in violation of its terms.

Pompeo pointed to Iranian support to Yemen's Huthi rebels, who are under assault from US ally Saudi Arabia, as an example of an arms violation.

Even European allies of the United States have been skeptical on whether Washington can force sanctions and warn that the attempt may delegitimize the Security Council.

A Franco-Tunisian resolution was presented to the core UN body, but due to US-China till and use of language, the draft could not be passed. The 75th anniversary UN draft also calls for preparing by learning and sharing experience and information in "order to make our system more resilient" since COVID-19 "caught us off guard". The draft resolution under the commitment to "protect the planet" called COVID "historic opportunity to build back better" and need to "immediately curb greenhouse gas emission". The commitments include that no one is left behind, protection of plant, ensuring peace and security, abide by international rules and norms, put women at the centre, built trust, promote the use of new technologies for benefit of all, ensure financing and boost partnership. The co-facilitators for intergovernmental consultations on the resolution's text are Permanent Representative of Qatar Alya Ahmed bin Saif Al-Thani & Permanent Representative of Sweden Anna Karin Eneström.

The draft resolution stresses "deep concern with the violence and excessive use of force by Venezuelan security forces against unarmed, peaceful protesters."

It also "calls for the immediate start of a political process leading to free, fair and credible presidential elections, with international electoral observation, in line with Venezuela's constitution."

The text also requests that UN Secretary General Antonio Guterres "utilize his good offices" to obtain such elections.

It also "stresses the need to prevent further deterioration of the humanitarian situation in Venezuela and to facilitate access and delivery of assistance to all in need in the entirety of the territory of Venezuela."

On Friday, Moscow proposed an alternative resolution to the American one, diplomats said.

It expresses "concern over the threats to use force against the territorial integrity and political independence of... Venezuela," according to a draft seen by AFP.

The draft also criticizes "attempts to intervene in matters which are essentially within the domestic jurisdiction of... Venezuela."

US seeks United Nations resolution calling for Venezuela elections

Turkey on Friday said the Kashmir issue should be resolved according to the UN resolutions, after Pakistan Prime Minister Imran Khan met Turkish President Recep Tayyip Erdogan.

The Turkish stand appeared in a joint statement issued at the end of a two-day visit by Imran Khan to Turkey on the invitation of Erdogan.

The statement said the two countries "underscored the need for resolution of the issue of Jammu and Kashmir through a sustained dialogue process and in accordance with the relevant UN Security Council resolutions".

Khan and Erdogan also "recognised Turkish support for Pakistan's membership in the Nuclear Suppliers' Group based on non-discriminatory criteria, and reaffirmed that Pakistan's adherence to the NSG guidelines and participation in the NSG would strengthen global non-proliferation objectives".

The two nations acknowledged that sustainable peace and stability in Afghanistan could be achieved through reconciliation of all segments of Afghan society with support of regional countries and the international community.

They noted their expanding defence cooperation and expressed their resolve to further strengthening the existing economic, trade and commercial relations.

Haley told the council the measure was "wildly inaccurate in its characterization of recent events in Gaza" by condemning Israel for the violence and failing to mention Hamas, which rules Gaza.
