Ukrainian President Volodymyr Zelensky has given qualified support to the peace plan proposed by China and he said that he plans to meet Chinese President Xi Jinping. This came after Beijing at the United Nations General Assembly reiterated its support for diplomatic negotiations and offered solutions to end the war.

Ukraine cautiously welcomes China's proposal, Zelensky says 'Interest to broker peace not bad'

The United Nations was established in 1945 after the end of World War II, to prevent similar wars in future and maintain international peace between nation-states. The message was very clear – the world cannot afford another war.

After 77 years of the establishment of the UN with the hope of maintaining peace in the global order, the imagery of a peaceful future was ruined by the fierce war that broke out between Russia and Ukraine, as the former launched an offensives to seize regions of Eastern Ukraine. The United Nations tried to take steps to bring the situation under control to prevent major humanitarian and environmental devastation.

UN dismisses warnings ahead of war

Weeks before the war broke out, the United States and the United Kingdom had issued warnings to United Nations Secretary-General Antonio Guterres about Russia's intention to wage war against Ukraine, which were dismissed.

However, when Russian tanks entered the Ukrainian territory violating the principles of the Charter of the United Nations, Guterres was forced to consider the suggestion of paying a visit to Kyiv in a show of solidarity with the war-hit Ukraine and make a diplomatic effort to resolve the conflict between the two countries.

Resolutions, resolutions and resolutions

On March 2, a resolution was adopted by the United Nations General Assembly criticising Russia's “aggression” against Ukraine. Another resolution was adopted by the UN Human Rights Council on March 4 demanding the “swift and verifiable” withdrawal of Russian-backed armed groups and Russian troops from Ukrainian territories.

On March 5, the UN Human Rights Council called for the urgent establishment of an independent international commission of inquiry. The UN General Assembly demanded humanitarian access and civilian protection in Ukraine on March 24 while accusing Russia of creating a “dire” humanitarian situation.

On March 30, three human rights experts were appointed by the UN to investigate how Russia is violating international law in the war. On April 7, another resolution was adopted by the UN General Assembly for the suspension of Russia from the Human Rights Council.

A new resolution was adopted by the UN General Assembly on April 26 asking all the Security Council's five permanent members to justify the use of the veto.

UN's response to Bucha crimes

Bucha, a town in Kyiv's northwest, was seized by the Russian army quickly as they entered through neighbouring Belarus and reached the capital city's gates from where they were eventually forced to retreat.

However, the world was shocked when images of the carnage appeared in the media in April. Roads and pavements were seen littered with bodies of civilians, few had their hands tied behind their backs. Russia was accused of war crimes by Ukraine and the West, but Moscow denied them vehemently and said the images were “fake”.

Reacting to the incident, UN human rights chief Michelle Bachelet had expressed how horrified she was on seeing images of the dead and graves in Bucha. She had also called for independent and effective investigations into the Bucha war crimes.

The United Nations also continued to express its deepening concerns over the apparent housing of prisoners of war in metal cages in the devastated city of Mariupol and the escalation in sexual crimes.

Grain deal – the high point of the UN's involvement in the war

Ukraine, which is the largest exporter of grain in the world, normally supplied 45 million tonnes of grains to the global agricultural market. However, after the invasion by Russia, ships were not able to get safe passage to and from Ukraine which led to the collection of mountains of grains in silos leading to global food crisis.

A Black Sea Grain Initiative was brokered on July 22 by the UN and Turkey which allowed the export of grain from three Ukrainian ports – Chornomorsk, Odesa, and Yuzhny/Pivdennyi.

No recognition of annexed Ukrainian regions

On October 12, 2022, a resolution was passed by the UN General Assembly with a large majority appealing countries to not recognise the four Ukrainian regions – Donetsk, Luhansk, Kherson and Zaporizhzhia – seized by Russia, after Moscow did not heed to its demand of reversing course on its “attempted illegal annexation”.

India questions UN's efficacy

India, which has continued to abstain from voting on resolutions of the UN's General Assembly, recently raised questions over the efficacy of the international organisation.

Expressing India's concerns, New Delhi’s envoy to the UN Ruchira Kamboj said, “Has the UN system, and particularly its principal organ, the UN Security Council, based on a 1945-world construct, not been rendered ineffective to address contemporary challenges to global peace and security? Are we anywhere near a possible solution acceptable to both sides?”

With major economies dwindling, nuke threats being exchanged and peace not in sight, the Russia-Ukraine war is becoming a serious threat to the world order and the onus of establishing peace and harmony within nation-states is lying on the shoulders of the UN.

Explained | UN could not prevent Russia-Ukraine war, has it really lost its efficacy

A minute's silence for Ukrainian lives lost in one year of the war was interrupted by Russia’s ambassador to the UN as the two countries faced off during the war anniversary at the Security Council's session.

Concluding his speech in the chamber, Ukraine's Foreign Minister Dmytro Kuleba called for a minute's silence as a tribute “in memory of the victims of the aggression”.

As the UN members present in the council chamber rose in silence, Russia’s United Nations envoy Vasily Nebenzia continued to remain in his seat and appealed for the floor.

He further raised objections over inclusion of 14 European countries' foreign ministers on the speakers list along with European Union’s foreign policy chief Josep Borrell, stating that the foreign ministers have the same EU position “and will bring no added value” to the debate.

Putin gifted Joe Biden a $12,000 pen set, months before invading Ukraine

UN Security Council marks one year anniversary of Russia's invasion of Ukraine. Several minsters expected to attend. No action has been proposed or is expected by the 15-member council as Russia could wield its veto power.

How Ukraine took on a mightier foe

Exclusive: 'International law is foundation of peace & stability across the world, India is committed to those principles…we count on India this year [as G20 Pres.] to continue the work... done last year, by Indonesia' French FM @francediplo_EN tells @WIONews's @susanmtehrani

Can India help resolve the Ukraine conflict?

Russian President Vladimir Putin on Tuesday sent out a hard-hitting message to the West and talked about suspending a nuclear arms control pact that it holds with the US, the New START treaty.

"... if the United States conducts tests, then we will. No one should have dangerous illusions that global strategic parity can be destroyed," Putin said.

This once again heightened concerns over a possible nuclear threat as the world's two main nuclear powers come face-to-face.

But how real are Putin's threats?

India's former ambassador to Turkey and Uzbekistan and Author of “Uncle Sam's Nuclear Cabin”, M.K. Bhadrakumar, spoke with WION and shared his razor-sharp observations on what significance Putin's nuclear threats have. He also spoke about the US thinking and how India's steadfast position on the Ukraine war reflects the nation’s well-founded foreign policy.

The envoy cut to the chase and said, "The nuclear threat is more of a hoax."

"It is political. One must understand that Russians have a clear nuclear doctrine, which is registered with the UN and is the country’s legislation as well. Putin or anyone cannot change it arbitrarily."

The world first believed that Russia would capture Ukraine in a matter of days but now discussions are around whether Putin's nuclear threat is real and can actually lead to a global disaster.

Bhadrakumar detailed what Russia's doctrine actually entails. "It spells out very clearly that nuclear power will be used in certain situations. Like, if the Russian state comes under threat or its existence is in danger, and the Ukraine conflict does not really come to that."

When can a shift really happen in the nuke status quo?

The former diplomat said the doctrine can "only change if there is a direct NATO intervention in Ukraine."

"(US President Joe) Biden is quite mindful of it and that is why he keeps saying that there is no question of putting boots on the ground or NATO interfering in the war."

In any case, Bhadrakumar pointed out, even if the US wants, the other NATO powers are not going to go along with it.

"They know a confrontation of that kind between NATO and Russia will develop into a nuclear confrontation and Europe will be in the crossfire."

Nuclear threat: A propaganda tool

Nuclear threat, the former envoy said, is propaganda to create certain narratives.

By talking about the suspension of the New START treaty, Putin has put the ball in the American court, he said. "Now Biden cannot go on and escalate because if he escalates now, Russians will walk out of the New START treaty completely."

The Russian foreign ministry issued a statement after Putin’s treaty suspension speech, clarifying that they will nonetheless observe the terms of the treaty till 2026.

“That (talk of New START treaty suspension) is clearly to compel the US to exercise self-restraint because if US goes ahead and escalates like this and Russians walk out, then Europe is in a mess. Europe has two nuclear powers and Germany and Italy will also now want nuclear deterrence of their own, then what happens with NATO? NATO becomes redundant."

He stressed that Americans know all this. "It is a different ball game that is being played there. What Russians have done is to compel the US to strategically engage with Russia and that means all issues connected to security will be on the table."

"This is nothing about nuclear war, this is more about nuclear diplomacy."

By nuclear diplomacy, he said, Russians hope to bring matters to the negotiating table.

"Security is not divisible, like you cannot just handle nuclear security, there has to be mutual trust, mutual confidence, various underpinnings have to be built into it and so on but the Americans will have no choice but to engage with Russians.”

“Russians will then say you can not give long-range weapons to Ukraine and you cannot induct Ukraine as a NATO member and so on."

Searching for a thaw? The Nuland interview

Speaking about US Under Secretary of State for Political Affairs Victoria Nuland's interview with TASS news agency, the envoy said, if one looks closely they will note that there are many backdoor talks which go on.

Notably, in an interview with the agency, Nuland said that the United States is ready to start talks with Russia on the New START nuclear arms control treaty "tomorrow" without preconditions and accusations if Moscow is prepared for this.

"She would not have said it without instructions from Biden himself."

He said that Americans are now ready to talk as otherwise, it can lead to the demolition of NATO and the transatlantic system and all nuclear threshold states in Europe like Turkey, Poland, Germany, and Italy will all become nuclear states. "And if there is no nuclear architecture everyone will go for deterrent capability on its own."

And then what happens?

He said, "It will be free for all."

"And what is the requirement of an alliance if all develop their own deterrent capabilities?" the envoy questioned.

"South Arabia will go for it, Iran, South Korea... so many threshold states are there... Egypt."

"Americans know that after that, there conventional superiority... military superiority becomes irrelevant."

"And if the other side has nuclear capabilities they checkmate American power. So this is the brilliant game that the Russians have played by bringing these things to the fore. So there are no winners after this."

He underscored that the conventional military superiority of the US cannot be translated in geopolitical terms.

"Saddam Hussein did not have weapons (of mass destruction)....suppose Saddam Hussain had weapons or Muammar Gaddafi had weapons. They would not have met with that miserable fate. So a number of countries are going to think along those lines."

After all, in the case of Russia, the former envoy underlined, the country cannot lose this war. "Russia cannot be defeated only because it is someone with nuclear capability."

"Because if they are down, they will take the Americans along with them. Biden knows in any case the game is up.. it will be all order or complete anarchy."

Ukraine can make a ‘dirty bomb?’

In the latest IAEA report, the UN nuclear watchdog elaborated on nuclear safety in Ukraine. It noted that the nuclear plant Zaporizhzhia NPP, which Russian troops entered on March 4, 2022, remains under Russian control.

On a discussion over the report, the Ambassador said Zaporizhzhia NPP is an entirely different category and has nothing to do with nuclear weapons.

"It is in terms of energy security. It caters to the bulk of Ukraine's power grid. If these provinces are going to be part of Russia, Zaporizhzhia, Kherson, Donbas province and so on, their economic viability will depend on power supplies and it will help Russia quite a lot."

Going back to the main issue of nuclear threat, the envoy said, "Second aspect is that unless they are not in control…there is always a possibility that Ukraine is a nuclear threshold state. So in these kinds of anarchical conditions, they can always go nuclear and they can always make the dirty bomb."

Russian President Vladimir Putin on Tuesday sent out a hard-hitting message to the West and talked about suspending a nuclear arms control pact that it holds with the US, the New START treaty.

The envoy cut to the chase and said, "The nuclear threat is more of a hoax." "It is political. One must understand that Russians have a clear nuclear doctrine, which is registered with the UN and is the country’s legislation as well. Putin or anyone cannot change it arbitrarily." The world first believed that Russia would capture Ukraine in a matter of days but now discussions are around whether Putin's nuclear threat is real and can actually lead to a global disaster. Bhadrakumar detailed what Russia's doctrine actually entails. "It spells out very clearly that nuclear power will be used in certain situations. Like, if the Russian state comes under threat or its existence is in danger, and the Ukraine conflict does not really come to that." When can a shift really happen in the nuke status quo? The former diplomat said the doctrine can "only change if there is a direct NATO intervention in Ukraine." "(US President Joe) Biden is quite mindful of it and that is why he keeps saying that there is no question of putting boots on the ground or NATO interfering in the war." In any case, Bhadrakumar pointed out, even if the US wants, the other NATO powers are not going to go along with it. "They know a confrontation of that kind between NATO and Russia will develop into a nuclear confrontation and Europe will be in the crossfire." Nuclear threat: A propaganda tool Nuclear threat, the former envoy said, is propaganda to create certain narratives. By talking about the suspension of the New START treaty, Putin has put the ball in the American court, he said. "Now Biden cannot go on and escalate because if he escalates now, Russians will walk out of the New START treaty completely." The Russian foreign ministry issued a statement after Putin’s treaty suspension speech, clarifying that they will nonetheless observe the terms of the treaty till 2026. NATO becomes redundant." He stressed that Americans know all this. "It is a different ball game that is being played there. What Russians have done is to compel the US to strategically engage with Russia and that means all issues connected to security will be on the table." "This is nothing about nuclear war, this is more about nuclear diplomacy." By nuclear diplomacy, he said, Russians hope to bring matters to the negotiating table. "Security is not divisible, like you cannot just handle nuclear security, there has to be mutual trust, mutual confidence, various underpinnings have to be built into it and so on but the Americans will have no choice but to engage with Russians.” “Russians will then say you can not give long-range weapons to Ukraine and you cannot induct Ukraine as a NATO member and so on." Searching for a thaw? The Nuland interview Speaking about US Under Secretary of State for Political Affairs Victoria Nuland's interview with TASS news agency, the envoy said, if one looks closely they will note that there are many backdoor talks which go on. Notably, in an interview with the agency, Nuland said that the United States is ready to start talks with Russia on the New START nuclear arms control treaty "tomorrow" without preconditions and accusations if Moscow is prepared for this. "She would not have said it without instructions from Biden himself." He said that Americans are now ready to talk as otherwise, it can lead to the demolition of NATO and the transatlantic system and all nuclear threshold states in Europe like Turkey, Poland, Germany, and Italy will all become nuclear states. "And if there is no nuclear architecture everyone will go for deterrent capability on its own." And then what happens? He said, "It will be free for all." "And what is the requirement of an alliance if all develop their own deterrent capabilities?" the envoy questioned. "South Arabia will go for it, Iran, South Korea... so many threshold states are there... Egypt." "Americans know that after that, there conventional superiority... military superiority becomes irrelevant." "And if the other side has nuclear capabilities they checkmate American power. So this is the brilliant game that the Russians have played by bringing these things to the fore. So there are no winners after this." He underscored that the conventional military superiority of the US cannot be translated in geopolitical terms. "Saddam Hussein did not have weapons (of mass destruction)....suppose Saddam Hussain had weapons or Muammar Gaddafi had weapons. They would not have met with that miserable fate. So a number of countries are going to think along those lines." After all, in the case of Russia, the former envoy underlined, the country cannot lose this war. "Russia cannot be defeated only because it is someone with nuclear capability." "Because if they are down, they will take the Americans along with them. Biden knows in any case the game is up.. it will be all order or complete anarchy." Ukraine can make a ‘dirty bomb?’ In the latest IAEA report, the UN nuclear watchdog elaborated on nuclear safety in Ukraine. If these provinces are going to be part of Russia, Zaporizhzhia, Kherson, Donbas province and so on, their economic viability will depend on power supplies and it will help Russia quite a lot." Going back to the main issue of nuclear threat, the envoy said, "Second aspect is that unless they are not in control…there is always a possibility that Ukraine is a nuclear threshold state. So in these kinds of anarchical conditions, they can always go nuclear and they can always make the dirty bomb." "Russian raised this in the UNSC and I was asked to come and look into it whether Ukraine is already doing it or not. So, NPP is entirely different, it has nothing to do with nuclear war." India's steadfast stand on the Russia-Ukraine war India's position on the Russia-Ukraine war has remained constant. Even under western pressure, India did not waver. Russia-Ukraine war anniversary: Why this former diplomat thinks Putin's nuclear threat ‘is more of a hoax’

WION decodes 5 ways the Russia-Ukraine war changed the world. This war is the first major conflict since the World War 2.

Russia seeks other friends as world order eyes a change

China on Friday appealed for peace talks between Russia and Ukraine while pressing on "no use" of nuclear weapons to resolve the conflict. The comments were made by China in a 12-point proposal issued on the "political settlement" of the crisis in the wake of the completion of one year of the Russia-Ukraine war.

"All parties should support Russia and Ukraine in working in the same direction and resuming direct dialogue as quickly as possible," the paper stated, released on the website of the foreign ministry.

Earlier, Russian President Vladimir Putin had threatened that the conflict may take the shape of nuclear war. Clearing its stance on the issue, China stated that it strictly opposes not only the use of nuclear weapons but also the issuance of threats to deploy such weapons.

"Nuclear weapons must not be used and nuclear wars must not be fought. The threat or use of nuclear weapons should be opposed," the statement read. China further emphasised the need to protect civilians. "Parties to the conflict should strictly abide by international humanitarian law, and avoid attacking civilians or civilian facilities," it added.

"Conflict and war benefit no one. All parties must stay rational and exercise restraint, avoid fanning the flames and aggravating tensions and prevent the crisis from deteriorating further or even spiralling out of control. We oppose the development, and use of biological and chemical weapons by any country under any circumstances. There are no winners in conflict wars,” the proposal said.

Before the release of the proposal, Ukrainian President Volodymyr Zelensky called it a crucial step. “I think that, in general, the fact that China started talking about peace in Ukraine, I think that it is not bad. It is important for us that all states are on our side, on the side of justice,” Zelensky said on Friday.

On Thursday, China abstained when a nonbinding resolution was approved by the UN General Assembly that appealed to Russia to withdraw its forces and end hostilities in Ukraine. It is among the 16 countries that either voted in opposition or abstained on around five previous resolutions on the Ukraine war.

The resolution, which Ukraine had drafted in consultation with its allies, passed 141-7 with 32 abstentions, giving a strong message to Russia on the war's first anniversary.

Meanwhile, China on Thursday told the United Nations that "brutal facts offer ample proof that sending weapons will not bring peace" in the Russia-Ukraine war.

"Adding fuel to the fire will only exacerbate tensions. Prolonging and expanding the conflict will only make ordinary people pay an even heftier price," said China's deputy UN Ambassador Dai Bing, while speaking at the UN General Assembly.
