British Finance Minister Kwasi Kwarteng said that it has been a “tough day” as the government decided to not introduce the controversial tax cuts for high earners in the country. During his speech at the Conservative conference, Kwarteng said that the economic plan caused “a little turbulence”.

“It has been tough but we need to focus on the job in hand. We need to move forward. No more distractions. We have a plan and we need to get on and deliver it. That is what the public expect from the government,” the finance minister said according to The Guardian.

In the mini-budget, Kwarteng announced that they will be implementing a 45 per cent tax cut for the top earners. However, it was met with a lot of criticism from all sides and in the aftermath of the budget, the pound fell to a record low against the United States dollar last week.

With the International Monetary Fund (IMF) and other major organisations not backing the move, the British government said on Monday that they will not be going forward with the tax cuts.

While the measures will not be implemented at the moment, the finance minister made it clear that the government will be looking to introduce tax cuts in a bid to boost the economy.

According to a report by the Guardian, British sculptor Henry Moore’s work once labelled “a monstrosity” that deserved to be buried and not displayed, is now set to break auction records as the most expensive sculpture ever made by a British sculptor. Moore’s work, an edition of the Reclining Figure: Festival will be sold at its flagship modern art sale in New York later this year in November.

Sotheby’s, the auction house, indicated that they will be selling Moore’s bronze of a reclining semi-abstract figure which was first exhibited at the Festival of Britain in 1951 as a centrepiece. At the time, it received several reactions ranging from startled to unsettling and amused to adoration.

However, Moore reportedly singled out the piece as one of his most important sculptures, and the first in which he succeeded in making “form and space sculpturally inseparable”. According to the Guardian, Sotheby’s is selling one of the seven sculptures that was kept by the Moore family. It has an estimated $30-$40 million which is the highest ever bid on one of Moore’s works or any British sculptor.

There were several interpretations of this sculpture, including some seeing it as a “thrilling representation” of the British defiance and resilience after World War II. Others were supposedly shocked by it, saying that Moore is occupied by images of Nazi concentration camps or other horrors and aftermath of the war. Some others hated it and when Leeds city council agreed to accept the work by the artist on a long-term loan, it raised many eyebrows and stirred up a storm among the people, said the media report.

Meanwhile, Moore had declined to weigh in on this row saying that he believes artists themselves entering into these controversies is wrong and that he would never get any work done. He added, “These things sort themselves out in the long run.” The report also indicated that the original plaster sculpture of Reclining Figure is in the Tate collection and others remain in museum collections, one of which includes the Musée National d’Art Moderne in Paris.

“It is a very innovative work which was completely in tune with the mood of postwar London,” said chair of Sotheby's Europe, Oliver Barker to the Guardian. He added, “All great art often divides crowds. If you think about Guernica, it was very contentious when it first came out. All great art provokes. Since then it has just become more and more celebrated.” He also went on to say that there is something “very radical” about the sculpture.

Report: Henry Moore’s Festival of Britain bronze may break auction records

Just 10 days after a debt-driven budget caused market turbulence and drew harsh condemnation during a cost-of-living crisis, Britain on Monday abandoned plans to lower its top income tax rate.

Finance Minister Kwasi Kwarteng tweeted on the second day of the annual conference of the ruling Conservative Party that he was "not advancing" with the elimination of the highest 45 percent income tax rate because it had turned into a "distraction."

The statement also represented British Prime Minister Liz Truss's first significant policy reversal since she assumed office less than a month ago.

"It is clear that the abolition of the 45p tax rate has become a distraction from our overriding mission to tackle the challenges facing our country. As a result, I'm announcing we are not proceeding with the abolition of the ... rate.

"We get it, and we have listened."

The announcement also came after Grant Shapps and Michael Gove, two former cabinet ministers, expressed their disapproval of the unfunded tax cuts that Kwarteng presented in his contentious mini-budget on September 23.

The removal of the 45 percent tax for Britons making more above $167,400 annually was Kwarteng's proposal.

The so-called mini budget had caused bond yields to spike on worries about a borrowing binge and sent the pound falling to a record low against the dollar.

UK makes U-turn, eliminates tax cut for high earners following market unrest

Earlier today, in an interview, Kwasi Kwarteng, UK's Chancellor of the Exchequer, spoke up about his presence at the private champagne reception that stirred controversy, as it was hours after delivering his mini-budget speech. The reception was reportedly attended by Britain’s leading entrepreneurs, hedge fund managers and property developers.

On Sunday, Anneliese Dodds, the labour party chair demanded a full list of attendees from her Conservative counterpart, Jake Berry. She also asked them to announce if they pledged donations or paid a fee to be there. According to the Guardian, in her letter, Dodds wrote, “Many people are sickened by the image of champagne-quaffing Conservative donors encouraging the chancellor to press ahead with further tax cuts for billionaires, at the same time as many members of the British public are unable to access a mortgage.”

She further questioned if lawmakers and civil servants were present and if so were the minutes noted and “if not, then why not?” On the other hand, Berry during an interview said that people who donated to political parties were thanked at this party and should be “lauded”. This included entrepreneurs, hedge fund managers, and property developers who were present at the party, he said.

However, he went on to clarify that it wasn't a get-together of hedge fund managers but Britain’s leading entrepreneurs and when asked if hedge fund managers were also present he said “sure there were”. Berry added that “it’s the normal drumbeat of treasurer’s events that we have all the time,” reported Sky News.

Meanwhile, many people have alleged that the chancellor had given information regarding the upcoming government spending cuts during this event, hosted at the west London residence of a financier, on September 23.

It was earlier that day that Kwarteng had announced the mini-budget which introduced the 45 billion pound package of tax cuts which would be set to benefit the richest fifth of households in the UK and subsequently triggered an economic turmoil. This led lawmakers and members of the opposing parties to call an inquiry about what the chancellor told the donors at this event.

“While struggling homeowners saw their mortgage bills spiral, it seems the chancellor was sipping champagne with hedge fund managers profiting from the falling pound. How out of touch can you get? We need an official inquiry into this now,” said Liberal Democrat Treasury spokeswoman, Sarah Olney.

The issue was brought up during an interview with the London Broadcasting Company (LBC), on Monday, where Kwarteng was questioned about why he went to a party with hedge fund managers after the mini-budget. In response, the chancellor indicated that it was an event by the Conservative party and he was not there for about a quarter an hour or so.

“I think it was a difficult call and I totally get how it looks. I just feel that it was something that I was signed up to do and I had to do…With hindsight it probably wasn’t the best way to go,” said Kwarteng, when asked if he regretted attending the event.

UK: Prime Minister Liz Truss will delay vote on 45P tax cut for the wealthy

The United Kingdom's Treasury chief Kwasi Kwarteng said Monday that he would abandon plans to scrap the top 45% rate of income tax paid on earnings above 150,000 pounds ($167,000) a year. “We get it, and we have listened,” he said in a statement.

Liz Truss is having trouble convincing Conservative MPs to support her divisive mini-budget; some are even ready to rebel outright out of concern that they will once again be labelled as the "ugly party."

Since she said she would "stand by" her plans to slash the highest rate of income tax and force through public spending cuts, the prime minister is dealing with a growing tide of unhappiness that is overshadowing the Conservative conference.

Truss' economic proposals came under fire from Michael Gove, who declared it was "not Conservative" to finance tax cuts by borrowing or cutting the welfare budget. He urged Truss to rethink her strategy or risk her mini-budget being rejected.

But despite the turmoil his mini-budget has caused in the economy, chancellor Kwasi Kwarteng will promise to "keep the course" with a "solid, credible" plan that is "supported by an iron-clad commitment" to fiscal restraint on Monday.

Truss expressed some regret for how the mini-budget was received, which resulted in the temporary devaluation of the pound, a criticism from the IMF, and cautions that interest rates might be increased again.

In an effort to calm popular outrage over her economic management, the prime minister first strongly reiterated her tax proposals while refusing to rule out public spending cuts and a real terms decrease in benefits to pay for them.

After less than a month in power, Truss has received criticism from those within her own party over initiatives like as removing the 45p tax rate and capping bankers' bonuses in an effort to promote growth, and she has been badly beaten in the polls.

According to recent reports, the Chinese government has opened several illegal police stations across the world, including in countries like Europe, the UK, the US, Canada and Ireland. This revelation comes amid China’s quest to emerge as a global superpower and has sparked concerns among human rights campaigners.

These police stations are affiliated with the Public Security Bureau (PSB) across Canada and have been set up to antagonise China’s adversaries, said Investigative Journalism Reportika citing local media. The report also claims that at least three such police stations are in the Greater Toronto Area alone.

The Investigative Journalism Reportika also alleges that Beijing is trying to influence elections in certain countries through these illegal police stations. The arrangement of these illegal police stations is also present in countries like Ukraine, France, Spain, Germany, and the UK. According to the Fuzhou police, they have already opened 30 such police stations in 21 different countries.

Meanwhile, China has reportedly called these facilities “vocational skill training centres” which they deemed necessary to “counter” extremism and improve livelihoods. In 2019, Chinese officials also indicated that most “trainees” had “graduated” from the centres.

Another report, titled, “110 Overseas: Chinese Transnational Policing Gone Wild,” released earlier this month, details how these “overseas police service stations” monitor citizens living abroad. This is reportedly a part of China’s efforts to combat “fraud” committed by these citizens and how the police stationed in the five continents have assisted authorities in Beijing to carry out “policing operations on foreign soil”.

“These operations eschew official bilateral police and judicial cooperation and violate the international rule of law, and may violate the territorial integrity in third countries involved in setting up a parallel policing mechanism using illegal methods,” read the report by Safeguard Defenders, a Spain-based human rights NGO.

According to the report, there are a total of 54 such stations in 30 different countries. It further indicates that Europe is home to a majority of these illegal police stations and they are in several major cities including Paris, Madrid, Prague, Budapest, Athens, and Frankfurt. There are reportedly also three such stations in the UK including two in London and one in Glasgow.

Meanwhile, the report also claimed that there are four such stations in North America, three in Toronto and one in New York City. There are several illegal police stations in Asian countries like Japan, Uzbekistan, Brune, and Mongolia, said the report.

The report also details how Beijing has done this as an attempt to combat the growing issue of telecommunication fraud by Chinese nationals living abroad. Till now, they have reportedly run several operations that have led to at least 230,000 Chinese nationals being “persuaded to return” to China “voluntarily” to face criminal prosecution.

According to the report, the Chinese government has claimed that these police stations are essential for citizens living abroad but the report points out how many of the services that these illegal police stations carry out would be traditionally carried out by the country’s embassy. The report alleges that these stations have been used to further China’s overseas law enforcement capabilities which might be in violation of international law.

Therefore, the report concludes by saying, “As these operations continue to develop, and new mechanisms are set up, it is evident that countries governed by the standards set by universal human rights and the rule of law urgently need to investigate these practices to identify the (local) actors at work, mitigate the risks and effectively protect the growing number of those targeted.”

This statement was made in relation to another part of the report that outlines the potential human rights violations that take place at these stations including using methods like harassment or intimidation or even threatening family members of those living overseas. The report also claims that these stations are being used to spread Beijing's propaganda, and monitor the behaviour and opinions of Chinese nationals living abroad.

ALSO READ: China facing shortage of 200 qualified fighter jet pilots for its 130 ship-borne aircraft: Report According to the report, the Chinese government has claimed that these police stations are essential for citizens living abroad but the report points out how many of the services that these illegal police stations carry out would be traditionally carried out by the country’s embassy. The report alleges that these stations have been used to further China’s overseas law enforcement capabilities which might be in violation of international law. Therefore, the report concludes by saying, “As these operations continue to develop, and new mechanisms are set up, it is evident that countries governed by the standards set by universal human rights and the rule of law urgently need to investigate these practices to identify the (local) actors at work, mitigate the risks and effectively protect the growing number of those targeted.” This statement was made in relation to another part of the report that outlines the potential human rights violations that take place at these stations including using methods like harassment or intimidation or even threatening family members of those living overseas. The report also claims that these stations are being used to spread Beijing's propaganda, and monitor the behaviour and opinions of Chinese nationals living abroad. (With inputs from agencies)

UK PM Liz Truss has now broken silence on the mini budget that her government has unveiled. Truss has defended her decision to cut taxes. She said, "the tax cuts and energy support plan will get the economy moving and will deal with inflation."

UK PM Liz Truss defends tax cuts, mini budget

British Prime Minister Liz Truss has been in office for less than a month and is already facing a severe financial problem that has some Conservatives feeling mutinous as the party's annual convention approaches.

Following his stunning announcement of debt-fueled tax cuts on September 23, Chancellor of the Exchequer Kwasi Kwarteng is scheduled to address the four-day conference on Monday.

Truss then brings it to a close with the leader's Wednesday keynote address.

Her team will be hoping for a better performance than the odd outburst she delivered at the 2014 Tory conference in support of British food, which put markets and voters on edge.

After Queen Elizabeth II passed away on September 8 — only two days after electing Truss to succeed Boris Johnson as her 15th prime minister — the party was obliged to make a last-minute change to this year's schedule.

The unique and special coins of £5 and 50 pence, honouring the life of Queen Elizabeth II, will be the first coins with the king's image on them. Two new brand images of the Queen will be on the reverse side of the commemorative coin.

UK: King Charles III to appear on coins with queen's new images on the reverse side

Data suggests more than 5,000 planes with zero passengers on board have arrived at or left UK airports since 2019.

Since 2019, more than 35,000 commercial flights have operated with less than 10% of seats occupied and nearly no passengers, according to a study of data from the Civil Aviation Authority (CAA). There are now roughly 40,000 "ghost flights" in all.

For instance, 62 empty planes left Luton airport for Poland in one quarter, and 663 practically empty flights to and from the US were observed at Heathrow over the same period. In both quarters, the Covid-19 epidemic was present.

Climate advocates have focused on air travel because it produces more carbon emissions per hour than any other consumer activity and is dominated by a small group of frequent passengers. They referred to the phantom flight disclosures as "shocking" and asserted that both airport development plans and the necessity for a levy on jet fuel should be raised. Ghost flights are referred to as "environmentally damaging" by the UK government.

Ghost flights' motivations remain a mystery. Only airlines are aware of the causes, but they don't release information to support the practice. The "use-it-or-lose-it" airport slot rules may still be followed, even if they were halted at the height of the pandemic. Airlines also list Covid repatriation flights or aircraft repositioning as additional justifications. However, these cannot be confirmed, and activists said more transparency was needed.

Since earlier data only included international departures, the new data provide the most complete picture yet of the number of UK ghost flights. It now includes flights within the UK as well as arrivals from outside. Following a series of FOI requests by the Guardian, the CAA will now publish this data on a quarterly basis.

Since 2019, the data indicates 130 completely empty flights every month on average. Before, during, and after the travel limitations imposed by the pandemic, the number of empty flights stayed at a comparable level, with the second-highest level occurring in the second quarter of 2022. This indicates that the airlines' decision to fly empty planes was not influenced by Covid's effects on aviation.

Since the beginning of 2020, when the Covid epidemic started, there have been 1,200 almost empty ghost flights on average each month. About 80 per cent of these were to or from other countries.
