China has criticised Azar's visit to Taiwan.&nbsp;

The cabinet is proposing T$453.4 billion in military spending for the year starting in January, a 10 per cent increase from this year's T$411.3 billion budget, according to Reuters calculations.&nbsp;

"The steady increase in the defence budget will facilitate the implementation of various military-building and war-preparation tasks ... and ensure national security and regional peace and stability," Taiwan's Defence Ministry said.

Nearly three hours after this announcement, Beijing acknowledged that it had carried out combat drills at the Taiwan strait aimed at US's recent measures to "safeguard national sovereignty."&nbsp;

"Recently, a certain large country has continued to make negative moves on Taiwan-related issues, sending serious wrong signals to 'Taiwan independence' forces, and seriously threatening the peace and stability of the Taiwan Strait," the Chinese statement said.

"The theatre command's organising of patrols and exercises are necessary actions taken in response to the current security situation across the Taiwan Strait and to safeguard national sovereignty," it added.

Washington has billed the Taiwan trip as an opportunity to learn from the island's fight against the coronavirus and to celebrate its progressive values.&nbsp;

"This trip is a recognition of Taiwan's success in combating COVID-19 and a testament to the shared beliefs that open and democratic societies are best equipped to combating disease threats like COVID-19," a health and human services department official told reporters ahead of the visit.

But Beijing balks at any recognition of self-ruled Taiwan, which it claims as its own territory and vows to one day seize, by force if necessary.

It has described Azar's visit as a threat to "peace and stability", while China's defence minister warned against Washington making any "dangerous moves".

As well as meeting Tsai, Azar will hold talks with his counterpart Chen Shih-chung and Foreign Minister Joseph Wu.

He will also meet coronavirus experts and give a speech to public health students as well as alumni of a training programme with the US Centers for Disease Control and Prevention.

"They had promised 50 years unchanged for Hong Kong but they are getting all the more heavy-handed... I am worried Hong Kong today could be&nbsp;Taiwan&nbsp;tomorrow."

Over the years China has used a mixture of threats and inducements, including a promise&nbsp;Taiwan&nbsp;could have the "One Country, Two Systems" model that governs Hong Kong, supposedly guaranteeing key civil liberties and a degree of autonomy for 50 years after the city's 1997 handover.

Both&nbsp;Taiwan's two largest political parties long ago rejected the offer, and the new security law has incinerated what little remaining faith many Taiwanese may have had in Beijing's outreach.

Some now fear even transiting through Hong Kong, worried that their social media profiles could see them open to prosecution under the legislation.

The law "makes China look so bad, distancing themselves even further from Hong Kongers, not to mention people across the strait in&nbsp;Taiwan", Alexander Huang, a political analyst at Tamkang University in Taipei, told AFP.

But the pressure campaign has done little to endear China to&nbsp;Taiwan's 23 million people.

In January, Tsai won a second term with a historic landslide and polls consistently show a growing distrust of China.

A record 67 percent now self-identify as "Taiwanese" instead of either Taiwanese-Chinese or Chinese -- a ten percent increase on the year before -- according to a routine poll conducted by the National Chengchi University.&nbsp;

In 1992, that figure was just 18 percent.

In recent decades&nbsp;Taiwan&nbsp;has morphed from a brutal autocracy into one of Asia's most progressive democracies.

Younger Taiwanese tend to be especially wary of its huge authoritarian neighbour.&nbsp;

Social media is filled with messages of support for Hong Kong's democracy movement. Some back Taiwanese independence, or highlight China's rights abuses in regions such as Tibet and Xinjiang.&nbsp;

Wendy Peng, a 26-year-old magazine editor who said she often shared pro-Hong Kong democracy messages on social media, said she would now avoid visiting the city.&nbsp;

"The national security law makes me wonder how far would China go. Right now I don't see a bottom line and there's probably none. I think it's possible they will target&nbsp;Taiwan&nbsp;next," she said.

Universal jurisdiction&nbsp;

Peng's fears are not unfounded.&nbsp;

As well as allowing China's security apparatus to set up shop openly in Hong Kong for the first time, Beijing's security law claims universal jurisdiction.&nbsp;

Article 38 says security crimes can be committed anywhere in the world by people of any nationality.

Hong Kong police have made clear that support for Hong Kong,&nbsp;Taiwan, Tibet or Xinjiang independence is now illegal.&nbsp;

University employee Patrick Wu, 31, said he would now avoid even transiting through Hong Kong.&nbsp;

"It's like a blanket law, whatever China wants to define and interpret," he told AFP. "I don't know if the 'Likes' or messages I have left on social media will be prosecutable."

Last week Chen Ming-tong, the minister for&nbsp;Taiwan's Mainland Affairs Council, accused Beijing of aiming to become a supremely powerful "heavenly empire" by ordering "subjects all over the world" to obey its law.

Lin Fei-fan, deputy secretary-general of the ruling DPP, warned that "regular Taiwanese people" might now face arrest in "manufactured cases" if they went to Hong Kong.&nbsp;

He cited China's jailing of Taiwanese NGO worker Lee Ming-che under the mainland's own subversion laws.&nbsp;

Lee was arrested in 2017 during a trip to the mainland and held incommunicado for months before his eventual fate was made public.

Sung Chen-en, a political commentator and columnist in Taipei, said Beijing's new security law "creates a great uncertainty about what can be said" far beyond Hong Kong's borders.

"If everyone is watching his own expression of opinions, it creates a chilling effect on democracy," he told AFP.&nbsp;

Gold coins marking the Taiwan presidential inauguration have hit record high prices.

This comes as the central bank unveiled two new commemorative coins to mark the inauguration of President Tsai Ing-wen and vice president-elect William Lai.

A total of 10,000 gold coins and 50,000 silver coins will be sold by the bank of Taiwan on the inauguration day.

More than 3,000 pre-orders have already been placed for the commemorative gold coin--which is priced at a record $1,873.

The silver coins, on the other hand, are priced at a little more than $53 each.

Besides the pre-orders--the rest of the coins will be available for sale at some bank of Taiwan branches.

The central bank began issuing these coins in 1996 which was the first time Taiwan had a direct presidential election.&nbsp;

This year's inauguration ceremony will also be streamed online amid the pandemic.

"However, the 86-page Phase One&nbsp;<a href="https://www.wionews.com/world/chinas-vice-premier-liu-to-sign-us-trade-deal-next-week-in-washington-273242">agreement</a> has not yet been made public.&nbsp;There are doubts how comprehensive the deal is, and whether the Phase One&nbsp;agreement will be implemented in full by both governments."

Washington has reserved the right to reimpose tariffs if it judges China is not abiding by the deal.

"If there is any surprise from the Phase One&nbsp;deal&nbsp;that may actually cause some kind of volatility," said Tommy Xie, economist and head of greater China research at OCBC in Singapore.

"People are really focused on whether China is really committed to purchasing additional $200 billion in goods and services from the US&nbsp;over the next two years, there's not much commitment from China yet."

Xie said China's fourth-quarter and 2019 full-year GDP figures, due on Friday, are also likely to draw close scrutiny as investors look for signs that improvements seen in recent manufacturing surveys are reflected in broader growth and investment figures.

Han Kuo-yu fits the current zeitgeist for populist outsiders who shake up the old political establishment.

Tsai versus Han: Taiwan's top two presidential candidates

At a raucous&nbsp;election&nbsp;rally for Taiwanese President <a href="https://www.wionews.com/world/taiwan-election-voting-begins-in-polls-closely-watched-by-china-273500">Tsai Ing-wen</a>,&nbsp;Hong&nbsp;Konger Karen Leung surveyed the huge crowd of excited flag-waving voters as a rap song blasted over the loudspeakers and sighed: "We&nbsp;want&nbsp;to have&nbsp;elections&nbsp;like this."

Leung is one of the scores of&nbsp;<a href="https://www.wionews.com/world/ukrainian-airplane-brought-down-due-to-human-error-iran-273506">Hong&nbsp;Kong&nbsp;election</a>&nbsp;tourists&nbsp;who have travelled to&nbsp;Taiwan&nbsp;this week to witness something denied to them universal suffrage.

Tsai, who is seeking a second term, has repeatedly invoked the seven months of pro-democracy protests engulfing the financial hub as a warning call for what might happen should Beijing succeed in its wish to one day take control of&nbsp;Taiwan.

Her opponent <a href="https://www.wionews.com/world/taiwan-election-2020-china-friendly-han-kuo-yu-challenges-president-tsai-ing-wen-273288">Han Kuo-yu</a> of the Kuomintang party favours warmer ties with China but has also promised to defend the island's freedoms.

In the days running up to Saturday's presidential and parliamentary&nbsp;elections,&nbsp;Hong&nbsp;Kongers have become an increasingly common sight at Tsai's&nbsp;rallies.

"I feel like there is hope here (in&nbsp;Taiwan)," Leung, a 26-year-old accountant, told reporters&nbsp;after getting a tote bag stamped with&nbsp;Hong&nbsp;Kong's pro-democracy protests slogans at a booth on the sidelines of Tsai's final rally on Friday night.

"Taiwan&nbsp;has its freedom and they are standing up to China," she added.

She also took on twitter and wrote: "Tomorrow, the power rests in our hands. Let’s show the world that the light of democracy burns strong in #Taiwan. Get out and vote!"

Hong&nbsp;Kong's democracy activists have long maintained close ties with Taipei, an island that transitioned from decades of dictatorship into one of Asia's most liberal democracies.

But months of violent pro-democracy protests in the city has intensified Taiwanese interest&nbsp;as debate rages about how close to tack to its giant authoritarian neighbour.

The phrase "Today&nbsp;Hong&nbsp;Kong, tomorrow&nbsp;Taiwan" has become a popular slogan among supporters of Tsai's ruling <a href="https://www.wionews.com/world/taiwan-has-urgent-need-for-infiltration-law-in-face-of-china-president-tsai-ing-wen-270657">Democratic Progressive Party</a> (DPP).

Kyle, a 26-year-old&nbsp;Hong&nbsp;Konger at Tsai's Friday night rally, said he took inspiration from how&nbsp;Taiwan&nbsp;shook off its own dictatorship under Kuomintang leader <a href="https://www.wionews.com/world/white-terror-hong-kongs-china-critics-beaten-in-targeted-attacks-257848">Chiang Kai-shek</a> and also have resisted pressure from Beijing's communist leadership.

"The people of&nbsp;Taiwan&nbsp;bled and even sacrificed their lives until they had democracy," he said.

"In&nbsp;Hong&nbsp;Kong, we only have struggled for several years in fighting for democracy, so there is no reason for us to give up so quickly."

The island does not recognise the concept of asylum. But under Tsai's administration, officials have turned a blind eye to dozens of&nbsp;Hong&nbsp;Kongers who have fled there and Taiwanese supporters have also sent gas masks and helmets to protesters.

"The movement in the past year has brought&nbsp;<a href="https://www.wionews.com/world/taiwan-election-2020-china-friendly-han-kuo-yu-challenges-president-tsai-ing-wen-273288">Hong&nbsp;Kong&nbsp;and&nbsp;Taiwan</a>&nbsp;closer," Ivy, a 36-year-old social worker who travelled from the city, told reporters.

"Taiwan&nbsp;has helped&nbsp;Hong&nbsp;Kong. They didn't drive away from the&nbsp;Hong&nbsp;Kong&nbsp;youngsters who fled our city," she said at the Tsai rally.

A smattering of the financial hub's flag and pro-demonstration slogans have now become commonplace at Tsai's&nbsp;rallies.

When Tsai appeared at a Thursday night rally, the crowd shouted the popular protest chant: "Free&nbsp;Hong&nbsp;Kong, the revolution of our times."

Instead, as he prepares for the election on Saturday against incumbent president Tsai Ing-wen and her independence-minded <a href="https://www.wionews.com/world/taiwan-has-urgent-need-for-infiltration-law-in-face-of-china-president-tsai-ing-wen-270657">Democratic Progressive Party</a> (DPP), he has seen his fortunes wane, hammered by criticism over controversial public remarks and failing to deliver on campaign promises, including oil exploration in the&nbsp;South&nbsp;China&nbsp;Sea.

Last month, a coalition of groups called "Wecare Kaohsiung" held a mass anti-Han rally that drew tens of thousands, some holding signs with the words "Dismiss pro-Communist mayor".

"The 21st century belongs to&nbsp;China," Wang said as she campaigned on a quiet street with a three-person support team, struggling to find people to speak to.
