China's growing 'EJIAO' market to suffer if trade is banned. China imports over 3 million donkeys per year. The Donkey Skin is used to make traditional medicine in China.

2-year-old onboard 'Donkey Flight' not missing; 730 unaccompanied children found at US border

The donkey skin trade, crucial for China's traditional medicine ejiao, faces challenges as the African Union and Brazil move towards banning the slaughter and export of donkeys, affecting a key supply source for China's booming industry.

China's massive annual demand for over five million donkeys, primarily for ejiao, relies heavily on imported skins due to domestic shortages.

This high demand has led to cruel treatment of animals and theft from farmers who depend on donkeys for their livelihoods.

African Union's stance: A 15-year ban proposal

The African Union, comprising 55 member countries, endorsed a report advocating a 15-year ban on donkey slaughter and skin export.

In Brazil, a bill to ban donkey and horse slaughter, recently passed in agricultural and environmental commissions, is set to be reviewed by the parliamentary constitution and justice committee.

Brazil, a significant market for donkey skins, acknowledges the cultural importance of donkeys and their role as a symbol of resilience.

The proposed bans in Africa and Brazil will significantly impact the supply chain of donkey skins to China, disrupting two major markets.

This development prompts hopes from The Donkey Sanctuary for the ejiao industry to explore sustainable and cruelty-free alternatives.

China's voracious appetite for ejiao, demonstrated by a soaring market from 19.6 billion yuan in 2013 to 53.5 billion yuan in 2020, poses risks to global donkey populations.

With about two-thirds of the world's donkeys in Africa, the industry's impact extends beyond China, affecting the socio-economic fabric of communities.

Donkeys, crucial for social and physical mobility in some of Africa's poorest regions, face challenges due to theft and affordability issues.

An anticipated milestone in the Indo-Pacific Economic Framework (IPEF), a crucial element of the Biden administration's strategy to counter China, hit a roadblock as negotiations on the trade pillar faced opposition, jeopardising the broader initiative.

The IPEF aims to enhance cooperation on supply chains, environmental concerns, and governance issues. However, the lack of progress in concluding enforceable trade rules has raised doubts among allies, reminiscent of challenges faced during the Trans-Pacific Partnership under President Barack Obama.

President Biden and leaders from 13 nations, including a meeting with China's Xi Jinping, signed agreements focusing on communication and cooperation. Still, the contentious trade negotiations have raised concerns among Asia-Pacific allies, fearing a repetition of the Trans-Pacific Partnership's fate. The situation underlines challenges for the Biden administration, especially as China actively expands its trade agreements in the region, potentially influencing US allies' economic preferences.

"Collapse of the IPEF trade pillar would deal a blow to US standing in the region," Bloomberg quoted John Murphy, Senior Vice President for International Policy at the US Chamber of Commerce as saying. The setback echoes the withdrawal from the Trans-Pacific Partnership under President Trump, reflecting poorly on US leadership and undermining efforts to strengthen economic ties in the Indo-Pacific.

The pressure on the Biden administration from Democratic trade sceptics, including Senator Sherrod Brown, reflects domestic political challenges. Brown deems the trade portion of the IPEF unacceptable, emphasising the difficulties faced by the administration in navigating trade agreements that align with its worker-centric trade policy.

President Biden and his trade representative, Katherine Tai, are attempting to downplay differences with other countries, stressing the ongoing commitment to the trade pillar's vision. Tai argues that progress has been made and attributes the lack of a significant announcement to concerns about public communication rather than substantive issues. However, deadlocks over labour and environmental standards, along with a recent shift in the US stance on digital trade, contribute to the impasse.

The stalled negotiations raise concerns about the US's ability to assert itself economically in the Indo-Pacific region. Observers note that while the talks may continue, little progress is expected in the 2024 election year, emphasising the potential impact of the presidential vote on any deal. The uncertainty leaves the door open for China to expand its influence, presenting a challenge to the Biden administration's efforts to counter China's economic sway in the region.

"The trade pillar has been more difficult, and we have not made as much progress as people were hoping," Australia's Trade Minister Don Farrell said. The lack of advancement on trade issues within the IPEF complicates the broader economic diplomacy efforts of the United States in the Asia-Pacific region.

Experts and analysts suggest that failure to move forward on economic and trade matters within the IPEF may make China's trade agreements more appealing to Indo-Pacific countries. China's active participation in initiatives such as the CPTPP and its efforts to upgrade its trade agreements position it as a robust economic partner, potentially undermining US influence.

In countries like Indonesia, where the US competes with China for economic influence, the lack of progress in the IPEF is perceived as a missed opportunity. President Joko Widodo expressed frustration with the US's limited commitment compared to China's willingness to invest in critical areas like electric vehicles and alternative energy projects.

The overall message is that the US's capacity for economic diplomacy is in question. Nigel Cory, a former Australian diplomat, compared US trade and economic policy in the Asia-Pacific to a first-time marathoner starting ambitiously but ending up with challenges.

In a bizarre case, four people in the United States have been accused of buying and reselling "paleontological resources" valued at over $1 million. Among these resources are dinosaur bones that were illicitly exported to China.

This not only constitutes a breach of federal law but also runs afoul of the Paleontological Resources Preservation Act. These alleged misdeeds spanned a period of five years, commencing in March 2018 and culminating in March 2023, reported NBC news.

Who have been accused?

Utah residents Vint Wade and Donna Wade, aged 65 and 67, and Steven Willing (67) along with his son, Jordan Willing (40), hailing from Los Angeles and Oregon are the accused in the case.

All four individuals are confronting a barrage of charges stemming from their alleged involvement in the illegal trade of paleontological resources, in direct violation of the Paleontological Resources Preservation Act.

The Act classifies paleontological resources as fossilised remains, traces, or imprints of organisms that are preserved in or on the Earth's crust, holding significant paleontological interest.

They stand accused of acquiring, relocating, and exporting dinosaur bones from federal lands, resulting in a total value exceeding $1 million.

This unlawful operation included the extraction of paleontological materials, primarily dinosaur bones, from federal and state lands located in southeastern Utah.

Prosecutors contend that the Wades accumulated these paleontological materials with the intent to sell them to national merchants and to showcase them at gem and mineral exhibitions.

Furthermore, it is alleged that they sold paleontological materials to Jordan and Steven Willing. The Willings, acting through their business entity, JMW Sales Inc., are accused of deliberately mislabelling the dinosaur bones to reduce their perceived value before exporting them to China.

US: Four accused of stealing dinosaur bones worth $1 million and selling them to China

France began vaccinating millions of ducks on Monday (Oct 2), becoming the only European country with a vaccination campaign against bird flu in a bid to avoid mass culls. The move comes despite countries like the United States and Japan saying that they would impose import restrictions on French poultry.

France has been one of the countries worst affected by the unprecedented global spread of the highly pathogenic avian influenza, commonly called bird flu.

“There’s high pressure from the virus, but vaccination should mean we only face individual cases, avoiding the tidal wave sweeping through farms,” said Jocelyn Marguerie, poultry chief at the SNGTV farm vets’ association, as quoted by AFP.

What is France planning to do?

Around 60 million ducks are to be vaccinated across the country over the next year after France made the two-jab course for ducklings as young as 10 days on farms raising more than 250 birds mandatory from October.

The first shots were administered on Monday morning to ducks on a farm in the Landes, a region in southwestern France in the presence of Agriculture Minister Marc Fesneau. “It’s a moment of optimism, we have the feeling of seeing the light at the end of the tunnel,” Fesneau told reporters there.

The total cost to vaccinate the millions of birds is estimated to be $102 million (96 million euros), out of which 85 per cent will be funded by the government.

The country’s first 80 million doses will come from pharmaceutical company Boehringer Ingelheim.

Bird flu in France

France’s liver for foie gras or meat-producing duck sector is especially sensitive to the virus. The country’s poultry population saw a wave of bird flu in 2015-17 and has suffered nearly constant outbreaks since 2020.

“This vaccination plan...is a world first: its goal is to protect all farmed birds and should put an end to the preventive slaughter of animals, which no one wants to live with anymore,” said duck and fois gras makers group CIFOG.

The discovery of one case would mean culling for the whole farm and others nearby, often bringing a heavy financial toll on French farmers.

“I’ve been caught up in four culls since 2016. I hope we’ll get back to being unscathed. (vaccination) has to work!” Thierry Dezes, who raises ducks in Landes and plans to jab some 5,000 ducklings, as quoted by AFP.

There has been some backlash about the move as one farmer told AFP how customers don’t want meat from “vaccinated ducks”.

US, Japan import restrictions

The US imposed restrictions on imports of French poultry starting October 1 citing a risk of introduction and spread of the virus into the country since vaccinated birds may not show signs of infection.

Meanwhile, a senior official at the Japanese ministry of agriculture told AFP that Tokyo would suspend imports of French poultry products after the vaccination campaign had started.

France to vaccinate millions of ducks against bird flu despite risk of import restrictions

The India-Canada row is having a ripple effect. The impact of it can be seen in Canadian lentil sales to India. The lentil trade between India and Canada is moving at a snail's pace.

India-Canada row: Canada's lentil sales to India slow after Trudeau's allegations

Trade negotiations between India and Canada have hit a snag amid escalating tensions. Canadian Prime Minister Justin Trudeau's mention of a probe into "credible allegations" connecting New Delhi's agents to the assassination of Khalistani terrorist Hardeep Singh Nijjar has further strained relations.

On Tuesday (September 19), New Delhi dismissed these allegations as "absurd" and urged Canada to take action against anti-India elements operating on its land. This comes as a surprise move, given that just three months ago, both countries expressed their intent to finalise an initial agreement within the year.

Experts say the Comprehensive Economic Partnership Agreement (CEPA) between Canada and India has the potential to substantially boost bilateral trade by up to $6.5 billion, with Canada's GDP standing to gain between $3.8 billion and $5.9 billion by 2035.

Recent years have witnessed a steady increase in goods trade, with total trade reaching $8 billion in 2022. Trade negotiations between the UK and India are reportedly in its “final but trickier” stages, the BBC reported.

This week, G20 trade ministers are expected to gather in India under the leadership of Trade Secretary Kemi Badenoch.

Whether a trade agreement will be reached before Rishi Sunak’s travel to India in September has been the subject of rumours.

However, the BBC has been informed that the UK government does not anticipate that a complete deal will be reached by then.

The BBC report nevertheless highlights that there are still some “big nuts to crack” before an agreement could potentially be reached in the coming “months.”

The government has long viewed a trade agreement with India as one of the most advantageous bilateral agreements the UK could make after Brexit.

Former UK Prime Minister Boris Johnson had pledged last year that an agreement would be “done” by Diwali in 2022, but that target was missed.

The UK is eager to reach a deal that might lower import duties on UK exports like cars and whisky, which are currently subject to triple-figure import charges in India.

Because of these levies, UK goods are less affordable in India and less competitive.

Due to British officials' refusal to issue visas to Indian employees, trade negotiations have encountered obstacles in the past year.

The UK has been eager to persuade India to let more UK companies and service industries establish operations there.

The British Chambers of Commerce's William Bain, head of trade strategy, claimed that this would be a “big win” for British companies, particularly those offering travel, business, or financial services.

China on Monday announced export controls on some drones and drone-related equipment, saying it wanted to safeguard "national security and interests" amid escalating tension with the United States over access to technology.

The controls would also affect some consumer drones, and no civilian drones could be exported for military purposes, a ministry spokesperson said in a statement.
