WION Fineprint | Taiwan local elections: Tsai Ing-Wen faces local polls drubbing

Taiwan President Tsai Ing-wen stepped down from the post of ruling party chief on Saturday (November 26) after her party's poor performance in Taiwan's local elections. The president had projected local elections as being about showing defiance to China. The approach failed to resonate with the voters. Latest reports said that main opposition party, the Kuomintang (KMT), bagged 13 of the 21 city mayor and county chief seats up for grabs, including the capital Taipei.

Turnout on Saturday was at record low, just 59% for Taiwan's six most important cities, compared to an overall figure of around 75% in 2020.

The elections for mayors, county chiefs and local councillors are ostensibly about domestic issues such as the COVID-19 pandemic and crime, and those elected will not have a direct say on China policy.

President Tsai had sought to project these elections as more than just a local vote. She had said that the world was watching at the elections as an example of how Taiwan defends its democracy.

China claims Taiwan to be its own territory and has not ruled out use of force to retake the self-governing island.

Both the DPP and KMT, which traditionally favours close ties with China though strongly denies being pro-Beijing, had concentrated their campaign efforts in wealthy and populous northern Taiwan, especially Taipei, whose mayor from the small Taiwan People's Party could not run again due to term limits.

"I have let everyone down," the DPP's Taipei mayor candidate Chen Shih-chung told supporters, adding he has offered his "sincere" congratulations to the KMT's Wayne Chiang in a telephone call, and urged people to continue to support Tsai.

"I know this election's results have greatly disappointed everyone, but we can't despair. In the past, the DPP has lost Taipei's elections many times, but we've never been defeated. We must wipe our tears and stand up again."

China carried out war games near Taiwan in August to express anger at a visit to Taipei by US House Speaker Nancy Pelosi, and its military activities have continued, though on a reduced scale.

Amid rising China tensions, Taiwan kicks off local midterm elections

Taiwan has sought to lower the voting and candidacy ages for more than a decade. But now that the amendment has been approved by legislators across party lines, it faces several other hurdles. And the biggest of them is the voter threshold of 9.6 billion required to lower the voting age to 18. Meanwhile, China has slammed the referendum and called it 'separatist'

The senior general at the Pentagon said there was a "low probability" of Ukraine forcing Russia militarily to leave the occupied territories, including Crimea, adding that Moscow was still superior to its neighbour in terms of combat power despite suffering few setbacks in the war.

"The probability of a Ukrainian military victory, kicking the Russians out of all of Ukraine to include... Crimea, the probability of that happening anytime soon, is not high militarily," Joint Chiefs Chair General Mark Milley told reporters on Wednesday.

"There may be a political solution where, politically, the Russians withdraw. That's possible," he said, adding that Russia "right now is on its back."

It would be a mistake for China to invade Taiwan

When asked about the possibility of the Chinese invasion of Taiwan, General Mark Milley said, "I think it would be unwise, it would be a political, geopolitical, a strategic mistake, similar to what the strategic mistake that (Russian President Vladimir) Putin has made in Ukraine."

Milley made no mention of an impending attack on the democratically self-governing island.

However, he stated that he thought Taiwan's unification with China was a top priority for President Xi Jinping of China, who had won a historic third term as the nation's paramount leader, was a "rational actor."

The Chinese military would suffer a strategic setback if they launched an attack on Taiwan in the near future, Milley told reporters.

"I think he evaluates things on cost, benefit, and risk, and I think that he would conclude that an attack on Taiwan in the near future would be an excessive amount of risk," he said.

According to Milley, that would halt China's ascent to the position of the world's leading economic and military power.

He said that the Russian invasion of Ukraine in February, which was thwarted by unexpectedly resolute Kyiv defences armed with Western weapons, provided instructive lessons.

At least three Ming dynasty (1368-1644) and Qing dynasty (1644-1911) artefacts have been broken in the National Palace Museum in Taiwan, in the past 18 months. This included a bowl, a teacup and a plate broken in three separate incidents which the museum has recently admitted following questioning from a Taiwan legislator.

On Friday, the country’s opposition leader, Chen I-shin accused the museum’s Director Wu Mi-cha of attempting to cover up that the Palace Museum has broken a national treasure. However, in a press conference, Wu denied these allegations and said they did not hide the news and admitted that at least three items from the museum’s archive have in fact been broken.

Wu also said that these broken artefacts had never been put on display and were not insured and the collective estimated value should not be over NT$2.5 billion ($77.85 million). Reports suggest that the National Palace Museum located on the outskirts of Taipei is home to the world’s largest collection of Chinese artefacts.

The artefacts dating back to the 15th and 17th centuries were broken between 2021 and 2022. Wu said the first incident took place on February 3, 2021, followed by another on April 7, earlier this year. Staff members were organising artefacts when they discovered a Ming dynasty “yellow teacup with two green dragons” and a Qing dynasty “yellow teacup with dragon pattern” were damaged, said Wu.

He also said that despite checking a decade's worth of surveillance footage they were unable to find the person responsible for the breakage, which led him to believe they were broken due to unsatisfactory storage methods.

However, the Qing dynasty “blue-and-white floral plate” was damaged due to staff mishandling when the artefact was placed on a 100-centimetre-high workstation, fell onto a carpeted floor and broke into several pieces “like a bowl would,” said Wu. This incident took place on May 19, 2022.

Furthermore, the museum director said that after the three incidents he was notified by the staff immediately and even launched investigations in response. He also claimed that the information was classified to protect the evidence and not hide it. Notably, the museum had not initially released the images citing the ongoing investigation but did so anyway days later.

The museum told the Guardian that the reason why a formal notification was not issued to the public or the cultural ministry was that the artefacts damaged were only “general antiquities”, the lowest-level designation of cultural heritage. Meanwhile, they were working to confirm the liability for the “blue-and-white floral plate” before reporting it was broken due to mishandling, said Wu. He went on to assure that the museum has been working on upgrading storage methods and are setting aside a budget for next year to improve porcelain archive packaging, in light of recent events.

ALSO READ: Taiwan's deputy economic minister travels to India next week The artefacts dating back to the 15th and 17th centuries were broken between 2021 and 2022. ALSO WATCH: Taiwan: No Taiwanese air force pilots trained PLA troops The museum told the Guardian that the reason why a formal notification was not issued to the public or the cultural ministry was that the artefacts damaged were only “general antiquities”, the lowest-level designation of cultural heritage. Japan is all set to establish a new joint command to manage its land, sea and air self-defense forces as part of its major defence overhaul. This comes after China's increasing assertiveness over Taiwan.

Report: Japan to set up new joint command to manage land, sea & air self-defence forces

Tens of thousands braved downpours in Taiwan on Saturday to celebrate as the island staged its first LGBTQ Pride rally since fully reopening its border.

Taiwan is at the vanguard of the burgeoning LGBTQ rights movement in Asia and became the first place in the region to legalise marriage equality in 2019.

Its capital Taipei hosts one of Asia's largest Pride marches annually except for last year when a surge in Covid cases forced the event online.

The festivity was back in full swing on Saturday as marchers donned eye-catching costumes and draped themselves in rainbow flags in Taiwan's 20th Pride march, with organisers estimating the turnout was 120,000.

"I'm so very excited to be a part of the first physical parade in two years," said 40-year-old service industry worker Wolf Yang, sporting a gold bodysuit with a matching sequined headpiece and nose ring.

Max, a 35-year-old French national, joined the march for the first time since moving to Taiwan last year, along with several friends who flew in from Japan and South Korea.

"I think Taiwan needs to be proud of that. It's a great thing to recognise gay marriage. Asia and the world need to be proud of it."

A record crowd of 200,000 joined the 2019 Pride march to celebrate after Taiwan legalised same-sex marriages that year.

At least 7,000 same-sex couples have wed since then, although the law still contains restrictions that heterosexual couples do not face.

Under the current rules, Taiwanese nationals can only marry those from roughly 30 countries and territories where same-sex marriage is also legal.

College student Virginia Li, 22, said she joined the parade with about 20 friends from eastern Hualien city to support gay rights.

"Taiwan is much more friendly to the gay community than many countries...I am proud of the progress that has been made."

The long-standing status quo on Taiwan has been rejected by China, according to US Secretary of State Antony Blinken, who also reiterated the belief that Beijing is moving more quickly to annex the island.

His comments come after Taiwan projected increased pressure on the diplomatic front and Chinese President Xi Jinping won an unprecedented third term.

According to Blinken, the four-decade status quo, in which the US only recognises Beijing while providing the island with arms for self-defence, has "helped to make sure there wouldn't be a conflict between the US and China over Taiwan."

"What's changed is this -- a decision by the government in Beijing that that status quo was no longer acceptable, that they wanted to speed up the process by which they would pursue reunification," Blinken told an event at Bloomberg News.

China has decided on "coercion and making life difficult in a variety of ways on Taiwan in the hopes that that would speed reunification, but also holding out the possibility, if that didn't work, of using force to achieve their goals," Blinken said.

Blinken, who recently made a similar assessment at Stanford University, cited Beijing's deployment of soldiers and significant military exercises in August in response to US House Speaker Nancy Pelosi's visit to Taiwan.

China has rejected status quo on Taiwan, speeding up reunification: Blinken

US Secretary of State Antony Blinken has accused China of undermining the decades-long status quo that has kept both nations from going to a war over Taiwan. Blinken has accused Beijing of trying to speed up its seizure of the island.

United States: China wants to 'speed up' its seizure of Taiwan

If the media chatter is to be believed, China is gearing up for a showdown with the United States over the neighbouring island nation of Taiwan. Reportedly, Chinese President Xi Jinping has re-appointed Zhang Youxia as the vice-chairman of the Central Military Commission. Apart from retaining his position in the CMC, Zhang has also found a seat in the Central Committee, which is regarded as the country's top leadership body. All the announcements were made after the end of the 20th CPC Congress. However, what suggests that China is gearing up for an offensive is that Xi broke the unofficial retirement age rule while selecting Zhang. The unwritten retirement age in China is 68 which Xi has used as a baseline throughout most of his tenure. However, Zhang is 72 and comfortably crossed the mark. Zhang may be old but he compensates for it in a way not many in the Chinese military can do. He is a veteran of the 1979 Sino-Vietnamese war and one of the few People's Liberation Army (PLA) generals to have combat experience. According to reports, Xi is willing to utilise Zhang's expertise to the fullest when he takes on US and Taiwan. Zhang knows the ins and out's of CMC which is China's military command, responsible for the services of over two million active personnel in the PLA. The appointment also comes in the backdrop of speeches made by Xi at the Congress. On multiple occasions, he evoked the Taiwan issue and threatened the western countries from interfering in its internal problem. Read more: 'Will never renounce force', says Xi Jinping on Taiwan during the party congress “The resolution of the Taiwan issue is a matter for the Chinese people themselves, to be decided by the Chinese people," said Xi during his opening remarks. The CCP leader added that China reserves the option of “taking all measures necessary” against separatist forces. “We will continue to strive for peaceful reunification with the greatest sincerity and the utmost effort. But, we will never promise to renounce the use of force. And we reserve the option of taking all measures necessary.” While Zhang gets the extended run, other Chinese bureaucratic officials have not been as lucky. As reported by WION, on Sunday, Chen Quanguo, the former party secretary of Tibet and Xinjiang Uyghur Autonomous Region was shown the door by Xi from the Central Committee, despite being only 66-years-old.
