All 12 were reportedly suspected of committing crimes including manufacturing or possessing explosives, arson and rioting in Hong Kong.

Many demonstrators wore black shirts, with some holding signs demanding "immediate release" for the 12 and others waving yellow umbrellas, a symbol of Hong Kong's pro-democracy movement.

An online rally was scheduled in Hong Kong on Sunday evening.

Hong Kong leader Carrie Lam has said the 12 would have to face justice in the mainland and that her government will provide them with "needed and feasible" assistance.

Ten of them were on bail and not allowed to leave Hong Kong.

Taiwan shares with the Hong Kong protesters a deep antipathy for Beijing, which considers Taiwan its territory and has never renounced the use of force to bring the island under its control.

Taiwan President Tsai Ing-wen in May became the first government leader globally to pledge measures to help Hong Kong people who leave due to what they see as tightening Chinese controls.

"China's officials posted overseas are acting like hooligans; beating people is not acceptable. We sternly condemn this," he told reporters.

The issue was hard to deal with because the Chinese diplomats there has diplomatic immunity, Su added.

In response, Taiwan's Mainland Affairs Council labelled the show "complete nonsense".

"This is malicious political hyping up by the other side, entrapping one of our people into engaging in spying activities, deliberately damaging relations across the Taiwan Strait," it said.

China should stop trying to frame Taiwanese citizens, the council added, saying putting Lee on television was contrary to the legal process.

"As long as the Beijing authorities are willing to resolve antagonisms and improve cross-strait relations, while parity and dignity are maintained, we are willing to work together to facilitate meaningful dialogue," Tsai said.

There was no immediate reaction from China, which cut off a formal talks mechanism in 2016 after she first won office.

Tsai said she was committed to maintaining stability in the Taiwan Strait, but that this was the responsibility of both sides.

Still, she has made strengthening Taiwan`s armed forces a priority, and said she would keep pushing this, upholding the principle of neither seeking war nor fearing it.

"Our commitment to our sovereignty and democratic values will not change, but we will also maintain strategic flexibility and be responsive to changes," she said, without elaborating.

The United States has been pushing Taiwan to modernise its military so they can become a "porcupine", hard for China to attack. Washington, like most countries, has no formal diplomatic ties with Taipei, though it is its strongest global backer.

China claims democratic Taiwan as its sovereign territory, and says only it has the right to speak for the island internationally, a position it has pushed strongly during the pandemic, especially at the World Health Organisation.

Taiwan said on Monday its armed forces have the right to self-defence and counter attack amid "harassment and threats", in an apparent warning to China, which last week sent numerous jets across the mid-line of the sensitive Taiwan Strait.

Tensions have sharply spiked in recent months between Taipei and Beijing, which claims democratically run Taiwan as its own territory, to be taken by force if needed.

Multiple Chinese aircraft flew across the mid-line of the Taiwan Strait and into the island`s air defence identification zone on Friday and Saturday, prompting Taiwan to scramble jets to intercept and President Tsai Ing-wen to call China a threat to the region.

Taiwan`s defence ministry said in a statement it had "clearly defined" procedures for the island`s first response amid "high frequency of harassment and threats from the enemy`s warships and aircraft this year".

It said Taiwan had the right to "self-defence and to counter attack" and that it followed the guideline of "no escalation of conflict and no triggering incidents".

Taiwan would not provoke but is also was "not afraid of the enemy", it added.

The Chinese drills took place last week as Beijing expressed anger at the visit of a senior U.S. official to Taipei.

The United States is an "extremely important" trade partner for Taiwan, and the decision has nothing to do with the upcoming U.S. presidential election, she added.

Taiwan-U.S. trade last year was worth $85.5 billion, with the United States running a $23.1 billion deficit. Taiwan was the United States` 14th biggest export market in 2019.

A senior member of US President Donald Trump's administration will land in Taiwan Sunday for Washington's highest level visit since switching diplomatic recognition to China in 1979, a move Beijing has condemned.

During the three-day trip Health Secretary Alex Azar will meet President Tsai Ing-wen, an advocate for Taiwan being recognised as a sovereign nation who is loathed by China's leaders.

Azar is the most senior cabinet member to visit Taiwan in decades and it comes as relations between the world's two biggest economic powers plunge to historic lows.

Washington has billed the trip as an opportunity to learn from Taiwan's fight against the coronavirus and to celebrate its progressive values.

"This trip is a recognition of Taiwan's success in combating COVID-19 and a testament to the shared beliefs that open and democratic societies are best equipped to combating disease threats like COVID-19," a health and human services department official told reporters ahead of the visit.

Beijing balks at any recognition of self-ruled Taiwan, which it claims as its own territory and vows to one day seize, by force if necessary.

Last week it described Azar's visit as a threat to "peace and stability" while China's defence minister warned against Washington making any "dangerous moves".

As well as meeting Tsai, Azar will hold talks with his counterpart Chen Shih-chung and Foreign Minister Joseph Wu.

He will also meet coronavirus experts and give a speech to public health students as well as alumni of a training programme with the US Centers for Disease Control and Prevention.

Taiwan has become a poster child for defeating the coronavirus thanks to a well honed track and tracing programme as well as firm border controls.

Despite its proximity and economic links to China it has recorded fewer than 500 infections and seven deaths.

In contrast the US has recorded the most deaths in the world with more than 160,000 fatalities.

The rapidly deteriorating relationship between Beijing and Washington comes as Trump seeks re-election in November.

He is trailing in the polls to rival Joe Biden and has begun campaigning hard on an increasingly strident anti-Beijing message.

As public disapproval has grown for his handling of the epidemic, Trump has pivoted from his previous focus on striking a trade deal with China to blaming the country for the coronavirus crisis.

The two countries have clashed on a range of issues, from trade to espionage allegations and Beijing's human rights record.

Washington remains the leading arms supplier to Taiwan but has historically been cautious in holding official contacts with it.

Under Trump, relations with Taiwan have warmed dramatically and he has approved a number of major military sales, including F16 fighter jets.

Douglas Paal, a former head of the American Institute in Taiwan, Washington's de facto embassy, said the Trump administration was still paying heed to China's red line -- that no US official handling national security visit Taiwan.

Throughout the 1990s the United States sent trade officials to Taiwan with regularity.

The difference this time, he said, is the context -- with Azar travelling at a time when relations between Washington and Beijing have hit a new bottom.

"Sending him to Taiwan shows respect for the old framework while putting a finger in China's eye at the same time," Paal said.

"The fact that they didn't choose to send a national security advisor or someone else suggests they are trying to come as close as possible to China's red line but don't want to cross it."

After passing over Taiwan, the typhoon was expected to approach China's eastern city of Shanghai on Tuesday, forecasts showed.

Chinese state media said the storm was likely to make landfall in the eastern province of Zhejiang on Tuesday afternoon, or closely skirt its coastline, bringing heavy rain to both Zhejiang and neighbouring Fujian provinces.
