US President Donald Trump today confirmed that he would meet North Korean leader Kim Jong-un for a historic summit in Singapore on June 12.

Trump's announcement came at the end of a two-hour meeting in the Oval Office of the White House with North Korean envoy Kim Yong Chol, who had travelled from New York after two days of talks with US Secretary of State Mike Pompeo.

Kim Yong Chol delivered a letter from the North Korean leader to Trump.

"We are meeting with the Chairman (Kim Jong-un) on June 12 (in Singapore). It is ultimately going to be a successful process," Trump said immediately after Kim Yong Chol left the White House.

"I will travel to Singapore on June 12. Relationships are building. It will be a beginning...I never said that it will happen in one meeting. I think we will have a very positive result in one meeting," the president said.

It was a letter presentation which ended up with a two-hour conversation, Trump said, adding that the meeting was with the second most powerful man in North Korea.

"Good meeting today. I think, it is a great start," he said in response to a question.

"We talked about a lot of things," he said adding that it also included US sanctions on North Korea.

"The big thing will be on June 12. The process will begin on June 12 in Singapore," said the US president.&nbsp;

Before heading back to the Oval Office, Trump told reporters he has not read Kim's letter delivered to him by the North Korean envoy.

He said he asked the envoy if he should read it during the meeting, and was told he could read it later.

The annual Shangri-La Dialogue, delegates say, will be an opportunity for Mattis and other regional officials to look beyond North Korea and address other pressing issues, especially China’s recent moves to further consolidate its extensive territorial claims in the South China Sea.

Indian Prime Minister Narendra Modi will give the meeting’s keynote speech on Friday, and is likely to lay out his country’s expanding security role in the Indo-Pacific.

India has gradually stepped up its naval activity across the Indian Ocean to balance China’s rising presence. Modi is expected to advertise India’s interest in developing port infrastructure in the region.

“It will not be a surprise if Korea emerges as the single most important topic at the Shangri-La Dialogue,” said Tim Huxley, executive director for Asia at the International Institute for Strategic Studies, which organizes the conference.

“But it will not overshadow other very important crises in the region,” he said.

Among them, Huxley said, were China’s growing assertiveness in the South China Sea, and what part the United States would play in Asia.

“There is a big question mark about that role now in light of the America-first policy,” he said.

Mattis is likely to only make glancing references to the proposed summit between U.S. President Donald Trump and North Korean leader Kim Jong Un in Singapore on June 12, according to U.S. officials.

“Mattis will likely be vague on North Korea his focus will be on a broader U.S. strategy and regional security issues,” said a U.S. official, speaking on the condition of anonymity because he was not authorized to speak to the media.

Mattis said last week of the summit: “The diplomats are in the lead and in charge, and we give them our best wishes to have a fruitful way forward.”

Greg Poling, director of Washington’s Asia Maritime Transparency Initiative at the Center for Strategic and International Studies, said Mattis needed to show that the United States could address more than just North Korea.

The United States must demonstrate that it is “capable of focusing on other challenges, including the South China Sea and the threat of economic coercion through the Belt and Road Initiative and all of these slow-moving crises, even though North Korea is an immediate concern,” he added.

The U.S. military has put countering China and Russia at the center of a new national defense strategy that will set the Pentagon’s priorities for years to come.

Experts are looking to Mattis for more details on what exactly that means in practical terms for the U.S. military.

A trickier question is how Washington will manage seeking Beijing’s cooperation on North Korea while simultaneously reining in its behavior in the South China Sea and over self-ruled Taiwan, which China claims.

“This is a balance dynamic every administration has to deal with, but we really haven’t seen the Trump administration talk through that yet,” said Abraham Denmark, a former deputy assistant secretary of defense for East Asia under President Barack Obama.

China’s presence at the dialogue will be typically low-key the country will be represented by Lieutenant General He Lei, vice president of the Academy of Military Science of the Chinese People’s Liberation Army, who also represented Beijing last year.

The Trump administration had vowed a more assertive approach towards China than Obama’s over issues such as the South China Sea. But critics say that it has allowed China to continue setting the agenda, and that Pentagon actions have for the most part been largely symbolic reactions to Chinese moves.

On Sunday, two U.S. Navy warships sailed near South China Sea islands claimed by China, the latest attempt to counter what Washington sees as Beijing’s efforts to limit freedom of navigation in the strategically important waters.

It came at a sensitive time, amid trade negotiations and just days after the Pentagon withdrew an invitation to China to attend a major U.S.-hosted naval drill.

Friday's response by North Korean Vice Foreign Minister Kim Kye Gwan was more conciliatory, specifically praising Trump's efforts.

"We had hoped a 'Trump-style solution' would be a wise way to relieve worries from both sides, meet our demands and realistically resolve problems," he said in a Korean language statement carried by state media, without elaborating.

North Korea has sharply criticised suggestions by senior US&nbsp;officials - including Vice President Mike Pence - that it could share the fate of Libya if it did not swiftly surrender its nuclear arsenal. Trump did not say, however, whether the preparatory talks between US&nbspand North Korean officials in coming days were expected to clarify the situation.

Pompeo said he was "very hopeful" the summit would take place but said the decision was ultimately up to Kim, who the secretary of state has met twice in less than two months.

"We will neither beg the U.S. for dialogue nor take the trouble to persuade them if they do not want to sit together with us," said Choe Son Hui, according to a report by North Korea's central news agency on Thursday.

Choe said she could suggest to leader Kim that North Korea reconsider the summit if the United States offended the North's good will.

If the summit is called off or fails, it would be a major blow to what Trump supporters hope will be the biggest diplomatic achievement of his presidency.

'BAD DEAL IS NOT AN OPTION'

Pompeo insisted the Trump administration was "clear-eyed" about North Korea, which has a history of making promises in negotiations and then backtracking.

"A bad deal is not an option," Pompeo said in his written opening statement for a House of Representatives Foreign Affairs Committee hearing. "If the right deal is not on the table, we will respectfully walk away."

Pompeo, who was director of the CIA before becoming secretary of state in April after Trump fired Rex Tillerson, is the highest-ranking Trump administration to meet Kim. On his most recent trip he brought back three Americans who had been held by North Korea.

Pompeo said a US-led sanctions pressure campaign would not be eased until North Korea gives up nuclear weapons. “We have made zero concessions to Chairman Kim and have no intention to do so,” he said.

"Our posture will not change until we see credible steps taken toward the complete, verifiable and irreversible denuclearization of the Korean peninsula," he said.

Meeting Wang later in the day, Pompeo said the United States expects all countries, including China - North Korea's main trading partner and ally - to "meet their obligations" to enforce sanctions on Pyongyang.

Trump suggested on Tuesday that Kim's recent meetings with Chinese President Xi Jinping had influenced Kim to harden his stance ahead of the summit. China's foreign ministry said, however, that Beijing had played a positive role on the Korean peninsula.

Also on Wednesday, a United Nations Security Council committee approved travel by North Korean officials to Singapore for the summit, diplomats said. Singapore had asked the U.N. sanctions panel for a blanket waiver for the North Koreans' participation.

Two visits by US&nbspSecretary of State Mike Pompeo over the past two months have apparently failed to yield much clarity on Kim’s intentions.

Some in the US&nbspgovernment worries that Moon may be prepared to accept a less-stringent version of North Korean denuclearisation than Washington wants and could be open to faster sanctions relief for Pyongyang, the officials said.

Most analysts say it is unrealistic to believe North Korea will agree to complete abandonment of its nuclear program, which has focused on developing a missile capable of hitting the United States and which Kim sees as crucial to his survival in power.

If the summit is cancelled or fails, it would be a major blow to what Trump supporters hope will be the biggest diplomatic achievement of his presidency.

The uncertainty comes at a time when Trump’s withdrawal from the Iran nuclear deal has drawn criticism internationally, his moving of the US&nbspembassy to Jerusalem has fueled violence on the Israel-Gaza border and he is on the defensive over an investigation into alleged Russian meddling in the 2016 election.

Treating Trump

North Korea's warning of a possible withdrawal from the summit is seen as an effort to test Trump’s willingness to make concessions on his demands for Pyongyang's denuclearisation, the US&nbspofficial said.

"It’s straight out of North Korea’s playbook," the official said.

North Korea’s condemnation of Trump’s hawkish national security adviser, John Bolton, for proposing that North Korea should emulate Libya by abandoning its program of weapons of mass destruction was believed meant to sow divisions within the administration.

Despite Trump having contradicted Bolton on the Libya point, there has been no sign of Bolton losing influence.

Seoul has been hoping to ensure a successful summit after a historic meeting last month between Moon and Kim produced a declaration of goodwill.

But South Korea’s role has been brought into question since last week when North Korea's chief negotiator derided Seoul as "ignorant and incompetent."

Seoul has refrained from responding.

"The heads of South Korea and the United States are expected to discuss measures to guarantee a bright future for North Korea in the case it truly goes through complete denuclearisation," said Nam Gwan-pyo, an official at the presidential Blue House.

Trump has sought to placate Kim by holding out the possibility of economic development, and he pledged on Thursday that Kim’s security would be guaranteed in any deal.

But Trump has insisted on concrete steps before any easing of sanctions and warned that failure to reach a denuclearisation agreement could lead to "decimation" of Kim's rule.

"They are locked into not giving much to the North Koreans early...whereas South Korea probably has a bit more interest in economic incentivization," said Christopher Green, an analyst with the International Crisis Group. "So they need to calibrate between the two of them."

China could also be on the agenda. Trump suggested last week that Beijing, which Washington is at odds with over trade, may be influencing North Korea's hardened stance.

Beijing responded on Friday that it stands for stability on the Korean peninsula and for settlement through diplomacy.

With North Korea summit on shaky ground, Trump to press South Korean leader

Indian Prime Minister Narendra Modi is all set to meet Russian President Vladimir Putin in the Black Sea resort town of Sochi. This will be an informal summit, so expect no joint communique, guard of honour, joint statements or any other protocol.&nbsp;

Interestingly, this will be Modi's second informal summit in just one month, the first being with Chinese President Xi Jinping in Wuhan.

An MEA press release said: “This will be an important occasion for the two leaders to exchange views on international matters in a broad and long-term perspective with the objective of further strengthening our Special and Privileged Strategic Partnership. Both leaders will also discuss their respective national developmental priorities and bilateral matters.”

Speaking to news agency ANI, the Indian Ambassador to Russia said that the informal summit is a great opportunity for Modi and Putin to discuss different issues. Talks will begin May 21 at 3.30 PM IST in Sochi in delegation format followed by lunch hosted by Putin.&nbsp;

The informal summit comes just after the US withdrawing from the Iran deal, sparking global outrage. Speaking to agency ANI, Ambassador Saran confirmed that the impact of the US withdrawal will be discussed. “Iran is very important subject. There's been recent development with regard to nuclear agreement with Iran. I'm sure it'll come up for discussion between Russia and India because they have relations with Iran of different kinds and have big stakes in Iran,” said Saran.

But terror is likely to dominate the agenda. “ISIS threat, international terrorism, how we need to tackle it, will come up for discussion. Besides India being victim of terrorism from so many years, Russia also has been a victim and is concerned about spread of terrorism within its own country," said Saran.&nbsp;

INDIA, RUSSIA ANNUAL SUMMITS

India and Russia have annual summits. The last summit took place at St Petersberg 2017. During the summit, Modi also participated in the St Petersburg International Economic forum as guest of honour. Subsequently, Modi and Putin also met on the sidelines of the Astana SCO summit in June 2017 and the G20 summit in Hamburg in July 2017. In a few months, Putin himself will be travelling to India for the regular summit.

NUCLEAR POWER: AREA OF COOPERATION

India and Russia are important defence partners and Moscow has been helping in building nuclear power plants not only in India but in south Asia also. Russia is already participating in the construction of the Kudankulam nuclear plant and has committed to building six plants in Kudankulam. India has signed an agreement with Russia to construct more units in India. The agreement for Kudankulam's units 5 and 6 was concluded during the 18th Annual Bilateral Summit in St&nbsp;Petersburg in June. Besides this, an emerging area of cooperation in the nuclear sector is possible co-operation between India and Russia in third countries.

In Bangladesh, Moscow and New Delhi are pooling their expertise to build the Rooppur nuclear plant.

THE CAATSA QUESTION

India and Russia have been long-term defence allies. But the West vs Russia tussle now threatens to impact India. According to the US legislation CAATSA — Countering America's Adversaries Through Sanctions Act — any country trading with the Russian defence sector can be placed under sanctions. India will be impacted by this legislation. Indian government sources told WION that we “won't allow our defence requirements to be dictated by other countries. India has been lobbying with US administration. Russia has been reliable and trusted partner."&nbsp;

Meanwhile, US Pacific commander Harry Harris has already pitched for India being put on an exception list.

North Korea will never completely give up its nuclear weapons, a top defector said ahead of leader Kim Jong Un's landmark summit with US President Donald Trump next month.

The current whirlwind of diplomacy and negotiations will not end with "a sincere and complete disarmament" but with "a reduced North Korean nuclear threat", said Thae Yong-ho, who fled his post as the North's deputy ambassador to Britain in August 2016.

"In the end, North Korea will remain 'a nuclear power packaged as a non-nuclear state'," Thae told the South's Newsis news agency.

His remarks come ahead of an unprecedented summit between Kim and Trump in Singapore on June 12 where North Korea's nuclear and missile programmes are expected to dominate the agenda.

North and South Korea affirmed their commitment to the goal of denuclearisation of the peninsula at summit last month, and Pyongyang announced at the weekend it will destroy its only known nuclear test site next week.

But it has not made public what concessions it is offering.

Washington is seeking the "complete, verifiable and irreversible denuclearisation (CVID)" of the North and stresses that verification will be key.

Pyongyang has said it does not need nuclear weapons if the security of its regime is guaranteed.

But Thae, one of the highest ranking officials to have defected in recent years, said: "North Korea will argue that the process of nuclear disarmament will lead to the collapse of North Korea and oppose CVID."

The North wanted to ensure Kim's "absolute power" and its model of hereditary succession, he added, and would oppose intrusive inspections as they "would be viewed as a process of breaking down Kim Jong Un's absolute power in front of the eyes of ordinary North Koreans and elites".

At a party meeting last month when Kim proclaimed the development of the North's nuclear force complete and promised no more nuclear or missile tests, he called its arsenal "a powerful treasured sword for defending peace".

"Giving it up soon after Kim Jong Un himself labelled it the 'treasured sword for defending peace' and a firm guarantee for the future? It can never happen," Thae said.

In his memoir that hit shelves Monday, Thae added: "More people should realise that North Korea is desperately clinging to its nuclear programme more than anything."

Tensions on and around the peninsula had been mounting for years as Pyongyang's nuclear and ballistic missile programmes saw it subjected to multiple rounds of increasingly strict sanctions by the UN Security Council, the US, EU, South Korea and others.

Trump last year threatened the North with "fire and fury".

But since the Winter Olympics in the South, Pyongyang and Washington have agreed to the unprecedented Singapore meeting.

Kim has also twice visited China after not paying his respects to President Xi Jinping in the six years since he inherited power from his father, and met the South's President Moon Jae-in in the Demilitarized Zone that divides their countries.

North Korea's sudden change in attitude was probably driven by the mounting international sanctions imposed over its weapons programmes that had begun to take a toll on the livelihoods of ordinary citizens, Thae said.

As of last year the UN Security Council sanctions included measures on sectors such as coal, fish, textiles and overseas workers.

"North Korea did not foresee the destructive power of these sanctions," Thae told the interview. "These sanctions are threatening the livelihoods of millions of North Koreans at the root."

But Pyongyang had a long history of making overtures that ultimately came to nothing, he warned.

The choice of Singapore as the site of the first-ever meeting of a sitting US&nbsppresident and a North Korean leader was as much because it was within reasonable flight time and distance from Pyongyang as because of the island state’s political neutrality, a South Korean presidential official told reporters.

Since becoming North Korea’s leader in 2011, Kim has only taken one known overseas trip by air – and that was earlier this week to Dalian in China to hold talks with Chinese President Xi Jinping. He flew in his personal Ilyushin-62M jet accompanied by a cargo plane that people with knowledge of North Korean affairs say is believed to have carried his limousine.

"It looks very much like the trip to Dalian was a dry run," said Andray Abrahamian, a research fellow at Pacific Forum CSIS and formerly with Choson Exchange, a Singapore-based group that trains North Koreans in business skills.

At 4,700 km from Pyongyang's Sunan airport, Singapore is easily in the range of the Il-62M aircraft. The Soviet-era narrow-body jet with four engines was first introduced in the 1970s and has a maximum range of 10,000 km.

But the Ilyushin-76 cargo plane cannot fly more than 3,000 km without refuelling if carrying a full load. It will, therefore, have to stop off at a friendly location like Vietnam’s capital on the way to Singapore or fly with a reduced load.

The Il-76, originally designed for moving heavy machinery to remote parts of the Soviet Union, is big enough to fit a school bus or two shipping containers inside it, according to passenger and cargo flight operator Antarctic Logistics & Expeditions.

But the cargo plane has had some safety issues. In the latest incident last month, a crash killed 257 people on board after takeoff from an Algiers air base.

Unlike his father Kim Jong Il, who died in 2011 and who travelled by armoured train on his rare trips abroad because he feared being shot down, according to a North Korean defector familiar with his security details, the younger leader is not known to be averse to flying.

But air travel of this distance does pose a significantly greater challenge in transporting communication and security equipment and personnel needed to back up a summit meeting.

Suite fit for the leader

Lee Yun-keol, a defector who had worked for the North's government and now heads the North Korea Strategic Information Service Center in Seoul, said the trip will involve dozens of security personnel and equipment including possibly a personal toilet for the leader.

It will also mean burning a large quantity of jet fuel, a refined oil product sharply limited by UN&nbspsanctions targeting North Korea’ imports. Kim's two planes will need around 50 metric tons of jet fuel per aircraft for the flight from Pyongyang to Singapore.

China, the main source of fuel for the North, exported just 3 tons of jet fuel in March and made no official exports the two previous months, according to Chinese customs data.

But the North's planes can pick up extra fuel when they fly to China and Russia for commercial operations, and international security experts believe the North may have been stockpiling the fuel which it has also used for its missile programme.

“The United States had preferred Geneva," the South Korean presidential official told reporters, requesting anonymity to discuss the arrangements for the summit meeting.

&nbsp"But Singapore was selected as it was the most realistically viable destination Kim Jong Un could probably travel when considering the travel time and flight distance."

&nbspThe two sides initially considered meeting in the Panmunjom truce village straddling the Korean military border, the scene of the third inter-Korea summit attended by Kim and South Korean President Moon Jae-in last month, the official said. The official said the South did not know the reason why Panmunjom was dropped.

&nbspThere was no confirmation on the specific location for the meeting between Kim and Trump although there are a number of sites in Singapore that can guarantee security protection, including hotels that have experience hosting high-security events, Singapore media and a Singapore government official said.

Singapore Prime Minister Lee Hsien Loong said the country was "honoured to host it, and would do our best to facilitate a smooth and successful meeting," in a telephone call with Trump on Friday.

Trump said the summit would contribute to resolving the long outstanding issue of securing peace and stability on the Korean peninsula, Singapore's foreign ministry said.

The meeting is scheduled for one day on June 12, but if either or both of the leaders decide to stay overnight, there is only one hotel room in all of the city that meets “security protocol" for the US&nbsppresident, according to a source with knowledge of previous US&nbsppresidential visits.

That is the 348-square meter Shangri-la Suite in the Valley Wing of the hotel of the same name, at a current rate of S$10,000 ($7,500) a night for June 12.

South Korea said on Wednesday it is considering how to change a decades-old armistice with North Korea into a peace agreement, as U.S. officials confirmed an unprecedented top-level meeting with the North Korean leader.

U.S. Secretary of State nominee and CIA Director Mike Pompeo became the most senior U.S. official known to have met North Korean leader Kim Jong Un when he visited Pyongyang at the end of March to discuss a planned summit with U.S. President Donald Trump.

Pompeo's visit provided the strongest sign yet about Trump's willingness to become the first serving U.S. president ever to meet a North Korean leader.

At the same time, old rivals North Korea and South Korea are preparing for their own summit, between Kim and South Korean President Moon Jae-in, on April 27, with a bid to formally end the 1950-53 Korean War a major factor in talks.

"As one of the plans, we are looking at a possibility of shifting the Korean peninsula's armistice to a peace regime," a high-ranking South Korean presidential official told reporters when asked about the North-South summit.

"But that's not a matter than can be resolved between the two Koreas alone. It requires close consultations with other concerned nations, as well as North Korea," the official said.

South Korea and a U.S.-led U.N. force are technically still at war with North Korea after the Korean War ended with a truce, not a peace treaty. The U.S.-led United Nations Command, Chinese forces and North Korea signed the 1953 armistice, to which South Korea is not a party.

"I do not know if any joint statement to be reached at the inter-Korean summit would include wording about ending the war, but we certainly hope to be able to include an agreement to end hostile acts between the South and North," the official said.

Such discussions between the two Koreas, and between North Korea and the United States, would have been unthinkable at the end of last year, after months of escalating tension, and fear of war, over the North's nuclear and missile programmes.

But then Kim declared in a New Year's speech his country was "a peace-loving and responsible nuclear power" and called for lower military tension and improved ties with the South.

He also said he was considering sending a delegation to the Winter Olympics in South Korea in February, a visit that began a succession of steps to improve ties.

Pompeo's visit to the North was arranged by South Korean intelligence chief Suh Hoon with his North Korean counterpart, Kim Yong Chol, and was intended to assess whether Kim was prepared to hold serious talks, a U.S. official said.

Pompeo flew from a U.S. air force base in Osan, south of Seoul, an official with the South's defence ministry said. The South's presidential office declined to comment on the trip.

Amid the diplomatic flurry, CNN reported that Chinese President Xi Jinping also planned to visit Pyongyang soon, after North Korean leader Kim made a surprise trip last month to China, its major sole ally.

Speaking in Beijing, Chinese Foreign Ministry spokeswoman Hua Chunying said she had no information about any Xi visit to North Korea.

"What I can stress is that China and North Korea have a tradition of high level mutual visits," she told reporters.

"China is willing to strengthen high-level exchanges with North Korea, deepen strategic communications, expand talks and cooperation, and to bring out the important leading role of high-level contact in China-North Korea relations."

Trump said on Tuesday he backed efforts between North and South Korea aimed at ending the state of war.

"People don't realise the Korean War has not ended," Trump told reporters.

"It's going on right now. And they are discussing an end to the war. Subject to a deal, they have my blessing and they do have my blessing to discuss that."

Trump said he believed there was a lot of goodwill in the diplomatic push with North Korea, but added it was possible the summit - first proposed in March and which the president said could take place in late May or early June - may not happen.

South Korea says discussing peace deal with North Korea ahead of summit

Citing continuing support to cross-border terrorism from Pakistan, India on Saturday said it was difficult to proceed with the South Asian Association of Regional Cooperation (SAARC) initiative under current circumstances.

The issue of organising the SAARC Summit came up for discussion during a meeting between Prime Minister Narendra Modi and his Nepalese counterpart KP Sharma Oli, who is in India on a three-day visit.

"The Prime Minister (Modi) mentioned that he very enthusiastically participated in the Kathmandu (SAARC) summit, but given the current state of play where there is cross-border terrorism - and this is a disruptive force in the region, it is difficult in such circumstances to proceed with such initiatives," Foreign Secretary Vijay Gokhale told reporters.

SAARC Summits are usually held biennially and are hosted by a member state in alphabetical order. The member state hosting the summit assumes the Chair of the Association.

The last SAARC Summit in 2014 was held in Kathmandu, which was attended by PM Modi.

The 2016 SAARC Summit was to be held in Islamabad.

But after the terrorist attack on an Indian Army camp in Uri in Jammu and Kashmir on September 18 that year, India expressed its inability to participate in the summit due to "prevailing circumstances" and stepped up diplomatic pressure on Pakistan. 19 Indian soldiers had died in the attack.

The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the Islamabad meet.

Maldives and Sri Lanka are the seventh and eighth members of the initiative.

During his visit to Kathmandu last month, Pakistani Prime Minister Shahid Khaqan Abbasi sought Mr Oli's support for convening the SAARC Summit in Islamabad.

Abbasi has also urged Sri Lankan President Maithripala Sirisena "to play his role for early convening of the summit".

"While India is very supportive of all regional connectivity and regional cooperation issues, the views expressed by the Prime Minister (Modi) was Prime Minister Oil was well aware of the circumstances," Mr Gokhale said.

The foreign secretary said the Nepalese prime minister told PM Modi he was looking forward to host the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation Summit or BIMSTEC this year. BIMSTEC excludes Pakistan.

The leaders of North and South Korea will hold a historic summit in the Demilitarized Zone next month after Pyongyang expressed willingness to give up its nuclear weapons in exchange for security guarantees, Seoul said Tuesday.

The North is open to &quot;frank&quot; talks with the United States on denuclearisation and would suspend missile and nuclear tests while dialogue was under way, the South&#39;s national security adviser Chung Eui-yong said after returning from a meeting in Pyongyang with leader Kim Jong Un.

North Korea is subject to multiple rounds of UN Security Council sanctions over its atomic and ballistic missile programmes, and has long insisted that its &quot;treasured sword&quot; is not up for negotiation.&nbsp;

But it is willing to abandon the programmes if its national security -- and that of its leadership -- is guaranteed, Chung said.&nbsp;

That remains a high threshold -- Pyongyang has considered itself at risk of invasion by the United States since the Korean War ended in a ceasefire in 1953, leaving the two sides technically still at war.

But, Chung said, Kim is willing to discuss denuclearisation in talks with Washington -- which could be the crucial concession needed to enable a dialogue to happen.

The US has long insisted that Pyongyang take concrete steps towards denuclearisation as a precondition.

Tuesday&#39;s developments are the latest steps in a rapid Olympics-driven rapprochement on the peninsula. The leaders of North and South Korea will hold a historic summit in the Demilitarized Zone next month after Pyongyang expressed willingness to give up its nuclear weapons in exchange for security guarantees, Seoul said Tuesday. The North is open to "frank" talks with the United States on denuclearisation and would suspend missile and nuclear tests while dialogue was under way, the South's national security adviser Chung Eui-yong said after returning from a meeting in Pyongyang with leader Kim Jong Un. North Korea is subject to multiple rounds of UN Security Council sanctions over its atomic and ballistic missile programmes, and has long insisted that its "treasured sword" is not up for negotiation. But it is willing to abandon the programmes if its national security -- and that of its leadership -- is guaranteed, Chung said. That remains a high threshold -- Pyongyang has considered itself at risk of invasion by the United States since the Korean War ended in a ceasefire in 1953, leaving the two sides technically still at war. But, Chung said, Kim is willing to discuss denuclearisation in talks with Washington -- which could be the crucial concession needed to enable a dialogue to happen. The US has long insisted that Pyongyang take concrete steps towards denuclearisation as a precondition. Tuesday's developments are the latest steps in a rapid Olympics-driven rapprochement on the peninsula. They follow a year of high tensions during which Pyongyang carried out its most powerful nuclear test to date, along with multiple missile launches, including rockets capable of reaching the US mainland. Kim and US President Donald Trump traded personal insults and threats of war, sending fears of conflict spiralling. But the Pyeongchang Winter Olympics in the South triggered an apparent transformation, with Kim sending his sister to the opening ceremony and sparking a flurry of cross-border trips as South Korean President Moon Jae-in tries to broker talks between Pyongyang and Washington. North and South agreed to hold a summit in late April in Panmunjom, the truce village in the DMZ, Chung said after leading the most senior delegation to travel North for more than a decade. It will be the third meeting between the leaders of North and South, but the first to take place in the DMZ after summits in Pyongyang in 2000 and 2007. The North "made clear that there is no reason to own nuclear (weapons) if military threats towards the North are cleared and the safety of its regime is guaranteed", Chung said. Pyongyang "expressed willingness to have frank dialogue with the US to discuss the denuclearisation issue and to normalise North-US relations," he added, and said there would be no provocations such as nuclear or ballistic missile tests while dialogue was under way. "Also, the North promised not to use atomic weapons or conventional weapons towards the South," he told reporters, adding that Seoul and Pyongyang would set up a hotline between the leaders. Kim said he would "understand" if the South goes ahead with delayed joint military exercises with the US that usually infuriate Pyongyang, a senior official at the South's presidential office added. 'Very important breakthrough' The envoys' visit had produced "a very important breakthrough", said Cheong Seong Chang of Sejong Institute think tank, calling the results "an important first step towards stably managing the North's nuclear and missile threats, preventing war on the Korean peninsula and building political and military trust". He cautioned that the definition of "military threats" the North wanted to see removed was "up for interpretation", but said he believed Washington and Pyongyang "would soon begin serious dialogue". But previous negotiations have ultimately foundered. Six-party talks, grouping the two Koreas, Russia, China, Japan and the US, and offering the North security and economic benefits in exchange for denuclearisation, broke down almost a decade ago. North Korean state media pictures of the delegation's meeting with Kim in Pyongyang -- which Seoul said lasted more than four hours -- showed the North's leader in jovial mood, smiling and shaking hands enthusiastically. "Hearing the intention of President Moon Jae-In for a summit from the special envoy of the south side, he exchanged views and made a satisfactory agreement," the North's official news agency KCNA said earlier. Rodong Sinmun newspaper, the mouthpiece of the ruling Workers Party, devoted its entire front page Tuesday to the visit. The Seoul representatives' trip came after the North's leader sent his sister to the Winter Games in the South and invited Moon to a summit in Pyongyang. Kim Yo Jong's trip was the first to the South by a member of the North's ruling dynasty since the end of the 1950-53 Korean War. Her appearance at the Games' opening ceremony -- where athletes from the two Koreas marched together -- made global headlines. At the time Moon did not accept the invitation to a summit, saying that the "right conditions" were needed. The South's envoys will travel to Washington on Wednesday to brief US officials on their discussions in Pyongyang.
