Rajapaksa was forced out of office earlier this year amid unprecedented protests that called for a change in Colombo's presidential palace amid the country's economic crisis.

According to officials at the Bandaranaike International Airport, Rajapaksa and his family left for the US via Dubai on Monday morning, multiple Colombo-based papers reported.&nbsp;

Additional funds are important for the Sri Lankan government which is burdened with a public external debt amounting to $40.6 billion, 22% of which it owes to Chinese creditors. An agreement was reached between Sri Lanka and the IMF in September for a loan of $2.9 billion, which may get approval for disbursal next year.

The minister stated that Sri Lanka was looking forward to getting approval from the IMF board for the loan in December; however, it has been likely postponed to January.

The government is working towards finalising financing assurances from nations like India, China and Japan, along with private creditors. The foreign minister said that the government is yet to receive "letters of assurance” for restructuring of debt from India as well as China, which is its largest bilateral creditor.

The minister added that the restructuring efforts have been supported by the two nations and that the required data and documents have been shared by Sri Lanka.

"Some stability is taking place. Then the growth can return. So that should start in the next quarter of next year with the IMF loan coming in, other multilateral agencies coming in. But the growth to take place, it is going to be 2024 if everything goes according to plan,” said Sabry.

After months of reeling under the worst economic crisis, Sri Lanka is hoping that growth returns to the nation. The country is expecting as much as $5 billion in loans next year from multilateral agencies besides an IMF deal, while the government is aiming to raise up to $3 billion via restructuring of state assets.

Crisis-hit Sri Lanka passed the budget bill of 5.82 trillion rupee ($15 billion) aimed to improve country’s financial situation.

The Parliament approved the budget for the year 2023 on Thursday, with 123 lawmakers voting for and 80 against it. Two lawmakers abstained.

The budget was tabled on November 14 by President Ranil Wickremesinghe, who is also the finance minister.

The budget is viewed as International Monetary Fund (IMF) friendly budget as it aims at restructuring state-owned enterprises, reducing subsidies for electricity, and increasing taxes to boost state revenue based.

The provisions of the budget are based on the proposals by the IMF under a preliminary $2.9 billion bailout plan.

The IMF agreed to disburse $2.9 billion bailout plan in September, but the progress was slowed down due to the condition that agreeing with the island's creditors were required before the disbursement.

Speaking at the Parliament, Wickremesinghe said the budget seeks to introduce unpopular reforms arguing that as the current economic crisis precipitated largely due to many popular decisions taken historically for political reasons, reports PTI news agency.

"The government has no income. Printing money would cause the devaluation of the rupee. If we are to raise VAT it would lead to problems," Wickremesinghe said.

The opposition criticised the government’s budget for failing to provide economic relief to the public who have been hit by high inflation.

It also hit out against the government’s proposal to privatise the profit-making&nbsp;state-owned entities such as Sri Lanka Telecom.

Sri Lanka plunged into economic crisis after it could not pay debt due to a severe balance of payments crisis that aroused in the aftermath of the COVID-19 pandemic.

As a result, it led to a shortage of essentials such as fuel, medicine and food, and soaring prices have caused severe hardships for most Sri Lankans. Many have lost their jobs because businesses have become unsustainable.

In April, the government announced that it was suspending repayment of nearly $7 billion in foreign debt due this year.

The total foreign debt of the island nation exceeds $51 billion, of which $28 billion has to be repaid by 2027.

Recently, the&nbsp;32nd International Maritime Boundary Line(IMBL) meeting between India and Sri Lanka witnessed the discussion of Maritime Security and the safety of Indian fishermen in the Palk Strait. The Palk Strait is a narrow strip of sea that connects Southern India with Sri Lanka.&nbsp;

In the backdrop of the visit of Chinese spy ship, Sri Lankan foreign minister Ali Sabry has said that Indian "Indian sensitivities will be kept in mind" so that it doesn't lead to any "unpleasantries" for both the countries. Speaking exclusively with our diplomatic correspondent Sidhant Sibal from Colombo, FM Sabry said, "Everyone who will be entitled will be known in advance, we will have a known procedure in place so that no one is surprised, so therefore it is important we also have the freedom of navigation in the Indian ocean." The foreign minister lauded New Delhi's role amid the economic crisis his country has been facing pointing to "significant improvement" in the situation. India provided assistance worth 3.8 billion dollars to Sri Lanka to tide over unprecedented economic crisis. FM said," Indian support is very critical to us. India has played a great role in supporting the neighbor in the most difficult time of its history." He also spoke about ties with China, implementation of 13th amendment and Tamil issue, IMF bailout.
