Australian High Commissioner Barry O’Farrell has hit back at Chinese Ambassador to India Sun Weidong for objecting to his comments about China’s destabilising&nbsp;manoeuvres in the South China Sea. He also asserted that Beijing should refrain from actions that could unilaterally alter the status quo in the region.

O’Farrell on Friday said Australia remains deeply concerned by Chinese actions in the South China Sea that are “destabilising and could provoke escalation”. The resource-rich South China Sea is also an important shipping route.

China claims sovereignty over all of South China Sea, a huge source of hydrocarbons. However, several countries in the region including Vietnam, the Philippines, Taiwan and Brunei have competing claims.

Sun, in a tweet, took objection to the Australian diplomat’s remarks and said they were made through “disregarding facts”.

To this end, O’Farrell reminded the Chinese envoy about the verdict by the Permanent Court of Arbitration in The Hague in 2016 rejecting China’s claim of sovereignty over the South China Sea region.

“Thank you @China_Amb_India. I would hope then you follow the 2016 South China Sea Arbitral Award which is final and binding under international law, and also generally refrain from actions that unilaterally alter the status quo,” the Australian High Commissioner tweeted.

In its verdict, the international tribunal, constituted under the United Nations Convention on the Law of the Sea (UNCLOS) said that China had violated the sovereign rights of the Philippines by carrying out certain activities in the South China Sea.

The Philippines had approached the tribunal arguing that China’s territorial claims in the region were&nbsp;unlawful.

In response, the US had sent military ships near the disputed islands and called Beijing’s claim over the region illegal.

<h3>TROUBLED WATERS</h3>

China illustrates its claims with a vague, U-shaped “nine-dash line” that includes swathes of Vietnam’s exclusive economic zone, or EEZ, as well as the Paracel Islands and Spratly Islands. It also overlaps the EEZs of Brunei, Indonesia, Malaysia, the Philippines, Taiwan and Vietnam.

A tribunal at The Hague, based on a suit brought by the Philippines, ruled in 2016 that China has no “historic title” over the waters, and that its line was superseded by the 1982 U.N. Convention on the Law of the Sea.

Chinese state media had then called the Permanent Court of Arbitration in the Hague a “puppet” of external forces after it ruled that China had breached the Philippines’ sovereign rights by endangering its ships and fishing and oil projects.

Australian envoy criticises Chinese Ambassador to India for objecting to comments on South China Sea

It seems all is not well in China as President Xi Jinping is facing a challenge from two People's Liberation Army (PLA) hawks.&nbsp;

They have written about their disappointment with Xi's aggressive foreign policy.&nbsp;

Qiao has written a book called "Unrestricted Warfare", which had suggestions on how China could become a global superpower.&nbsp;

The book also talks about exporting a virus, creating a pandemic.&nbsp;

Once again Qiao has written and his latest message is to President Xi that: don't treat the pandemic as an opportunity to take back Taiwan by force.&nbsp;

"China's ultimate goal is not the reunification of Taiwan, but to achieve the dream of national rejuvenation so that all 1.4 billion Chinese can have a good life. Could it be achieved by taking Taiwan back? Of course, not," he said in an interview on Monday.&nbsp;

What he spoke afterwards is equally interesting.&nbsp;

Even Qiao agreed on what we were saying for weeks that in case of a war, China will not be able to mobilise its troops.&nbsp;

"If Beijing wants to take Taiwan back by force, it will need to mobilise all its resources and power to do this...You shouldn't put all your eggs in one basket. It's too costly," he said.&nbsp;

Qiao is a retired major general and knows PLA's capacity.&nbsp;

He also posted a message on WeChat, where he said a move by the PLA to take Taiwan by force may trigger the US to declare war against Beijing.&nbsp;

He said China maritime links at the South China Sea may be cut-off, adding sanctions from other Western countries could hit Beijing's economic development.&nbsp;

Another prominent hawk, Dai Xi, a PLA General, also warns China on similar lines.&nbsp;

In a recently-written article, called: Four unexpected things and ten new understandings about the United States, Dai advises Beijing to take stock of its relative weakness vis-a-vis Washington.&nbsp;

"Remember, the 30 billion in tariffs imposed on you will bring an effect of 60 billion, 90 billion, or more. This is where imperial America is truly powerful. We must be rational, instead of angry and fight wisely," Dai wrote.&nbsp;

The PLA general claims that China's confrontation with the US has won it no friends.&nbsp;

This is a correct argument as several countries across continents are uniting against China.&nbsp;

Even China's chequebook diplomacy has failed in buying supporters.&nbsp;

Even Dai hints at this in a more subtle way.

"China has provided assistance to so many countries...benefiting them in so many ways...but at this critical moment, none of them has taken any unification action with China," he further wrote.&nbsp;

The point is, China's most prominent hawks know that their country is headed towards a downhill, and they are not just discussing this behind closed doors, but also writing about it in as many words possible.&nbsp;

Dai substantiates this point, writing "not a single country has stood out expressing sympathy and support for China".&nbsp;

Of course, the article is written in Mandarin, but the essence of it has not been lost in the translation. &nbsp;

What will happen if these Chinese hawks decide to put their words into action as they are still in a position to shape the opinion of the army.&nbsp;

If that happens, Xi's political survival will not be going to be easy.&nbsp;

WION Dispatch: Aus-US meet halfway on South China Sea, Both sides condemn China's action

Australia has rejected Beijing's territorial and maritime claims in the South China Sea in a formal declaration to the United Nations. And in doing so, it has aligned itself more closely with Washington in the escalating row.

Australia on Thursday said there was "no legal basis" to several disputed Chinese claims in the sea including those related to the construction of artificial islands on small shoals and reefs.

"Australia rejects China's claim to 'historic rights' or 'maritime rights and interests' as established in the 'long course of historical practice' in the South China Sea," the declaration read.

"There is no legal basis for China to draw straight baselines connecting the outermost points of maritime features or 'island groups' in the South China Sea, including around the 'Four Sha' or 'continental' or 'outlying' archipelagos."

Why US has deployed its $2 billion worth B-2 Spirit bombers in South China Sea

Australian warships were reportedly 'confronted' by Chinese Navy in contested South China Sea&nbsp;amid heightened tensions between the two nations.

The incident took place when the Australia's Defence Force joint task group consisting of five ships was travelling through the area on the way to Hawaii for joint military war games with the US and Japan in the Philippine Sea.

While the Australian ships did not come near 12 nautical miles of the disputed islands,&nbsp;they spotted the Chinese Navy near the Spratly Islands, which China claims as its own.

Upon being caught, members of the Chinese Navy allegedly ''confronted'' the Australian ships, according to a report first by news network ABC.

The report was confirmed by a defence spokesperson who said that five Australian warships, HMAS Canberra, Hobart, Stuart, Arunta and Sirius, “transited the South China Sea independently” from 14-18 July, including near the Spratly Islands. They were bound for Hawaii to join a US-led military exercise known as Rimpac.

“As we would expect in response to vessels operating in international waters in accordance with international law, all interactions with foreign warships were handled safely and professionally''.

There were “routine and professional naval communications” and “no confrontation”, the spokesperson added.
The Australian government downplayed the incident by saying ''all interactions with foreign warships throughout the deployment were conducted in a safe and professional manner''.

The report comes after Trump administration toughened its stance on Beijing's maritime claims regarding the South China Sea.

Australian warships 'confronted' by Chinese Navy in disputed South China Sea

Beijing is trying&nbsp;to change facts on the ground in the South China Sea&nbsp;to gradually change the world's mind regarding its claims in the region, according to a Washington-based think tank.

In a report published in Asia Maritime Transparency Initiative, Nguyen Thuy Anh, who is a research fellow at the East Sea Institute of Diplomatic Academy of Vietnam, has said that ''the nine-dash line is a representation of China's expansive claims in the South China Sea. The line itself is a collection of arbitrary dashes or dots without specific coordinates. China has not given any official explanations regarding its precise delimitation or legal origin.''

"China's claim has been openly rejected by Vietnam, Indonesia, the Philippines, and the United States, and has been criticized by numerous international scholars. More importantly, the claim to historic waters within the line was rejected by the arbitral award of the South China Sea tribunal in July 2016. But China has disregarded the ruling and insists on the nine-dash line claim,"&nbsp;Anh said in the report.

As per the report, China has aimed to create "a narrative in the popular consciousness" that the nine-dash line is part of China's administrative territory.''

In pursuit of this goal, China uses any means it can to promote the visibility of the nine-dash line, displaying it on passports, maps, exported globes, movies, books, online games, clothing, tourist leaflets, booklets, television shows, and more.

In October 2019, a nine-dash map was visible in "Abominable," an animated family movie jointly produced by China-based Pearl Studio and America's DreamWorks Animation.

In 2018, a group of Chinese tourists wearing T-shirts with a nine-dash line drawing arrived in Vietnam. Earlier, in 2015, China watchers unveiled Google Maps images that highlighted the nine-dash line.

Before 2009, the nine-dash line appeared in scientific articles only rarely. However, the number of articles illustrated with the line has drastically and steadily increased since 2010.

A similar trend continues int 2020, covering a wide range of hard-science disciplines including climate change, hydrography, archaeology, agriculture, bio-energy, environment, waste management, and public health, the report said.

The insertion of the nine-dash line in scientific prints is not accidental. The majority of articles having the nine-dash line appear to have been authored or co-authored by Chinese scholars, it said further.

"Most of the articles presented the research outcomes of projects funded by Chinese government agencies. And Chinese scholars themselves are not able to explain the relation between the nine-dash line illustrations and the arguments in the articles," Anh said.

When asked, one Chinese author admitted that the insertion of the nine-dash line was a Chinese government requirement, she added.

One of the reasons why such irrelevant figures have been so worthy for China may be that it has leveraged its market power to force publishers, educational institutions, and think-tanks to self-censor and accommodate Beijing's rules on publication. The Asian giant has also been able to force publication firms to remove content which it regarded as harmful to Chinese interests.

Though having no impact on the legal nature of the claim, the widespread publication of such maps could prompt misperceptions among scientists, researchers, or students who are readers of these journals but are not familiar with the issue, as per the report.

"More dangerously, at some point policymakers in Beijing may mistake such publications as some form of popular recognition of its erroneous claim. Such a misconception could lead to a serious miscalculation," Anh added.

China trying to change international perception on South China Sea: Report

China is not seeking to replace or to confront the United States as the world's top technological power,&nbsp;a foreign ministry spokesperson said Friday.

Responding to a litany of recent accusations from the Trump administration, Hua Chunying said China will fight back against "malicious slander" and attacks from Washington.

<div class="videoWrapper trancodeVideo"><iframe allowfullscreen="" autoplay="1" class="includeVideo" frameborder="0" height="350" src="https://www.wionews.com/videos/us-navy-resumes-drills-amid-rising-tensions-with-china-in-south-china-sea-314208/embed" style="width:100%;max-width:560px;" width="560"></iframe></div>

''China's long-term economic growth fundamentals have remained unchanged after withstanding the impact of the novel coronavirus outbreak, despite what critics say is an increasingly aggressive foreign policy that looks to expand Chinese influence in the military, technology, economic and other spheres,'' Chunying said Friday at a regular press briefing.

"As an independent sovereign state, China has the right to safeguard its own sovereignty, security and development interests, to defend the achievements made by the Chinese people with hard work, to refuse any bullying and injustice against China, and to fight back against malicious slander and attacks by the US&nbsp;against China," Hua added.

Her comments came in response to a speech Thursday by US Attorney General William Barr blasted American firms with Chinese links for 'kowtowing' to Beijing.

Barr took aim at Hollywood companies, including Walt Disney Co on Thursday as well as large technology firms like Apple, Alphabet's Google and Microsoft Corp over company actions with China.

"Corporations such as Google, Microsoft, Yahoo, and Apple have shown themselves all too willing to collaborate with the (Chinese Communist party)," Barr said.

He added that Hollywood has routinely caved into pressure and censored their films "to appease the Chinese Communist Party."

"I suspect Walt Disney would be disheartened to see how the company he founded deals with the foreign dictatorships of our day," Barr said in a speech at the Gerald R. Ford Presidential Museum in Michigan.

Barr chided US companies for being too willing to take steps to ensure access to the large Chinese market.

In recent months, US-China ties have dipped to their lowest ebb in decades, strained over issues ranging from the global coronavirus pandemic and China's massive trade surpluses, to Beijing’s suppression of pro-democracy protests in Hong Kong, its military buildup in the South China Sea and treatment of minority Muslims.

Two US Navy aircraft carriers have resumed rare dual exercises in the South China Sea.

The USS Ronald and USS Nimitz carrier strikes groups, comprising more than 12,000 US military personnel among the two aircraft carriers and their escorting cruisers and destroyers, were operating in the South China Sea as of Friday, the US Pacific Fleet said in a statement.

The two carriers, with more than 120 aircraft deployed between them, were conducting tactical air defense drills "to maintain warfighting readiness and proficiency," the statement said.

This is the second time this month the massive warships have teamed up in the contested waters.

Prior to this month,&nbsp;the Nimitz and the Reagan in the South China Sea had earlier operated together there in 2014 and 2001.

China, which claims almost all of the 1.3 million square mile South China Sea as its sovereign territory, reacted harshly to the carriers' presence in the region in early July.

Since then, tensions have increased, with the Washington this week labelling most of China's maritime claims in the South China Sea as illegal.

Beijing hit back Tuesday at the US branding of Chinese pursuits in the South China Sea as illegal, saying the accusation was "unjustified' and a bid to sabotage regional peace.

"We advise the US side to earnestly honor its commitment of not taking sides on the issue of territorial sovereignty, respect regional countries’ efforts for a peaceful and stable South China Sea and stop its attempts to disrupt and sabotage regional peace and stability," the Chinese embassy in Washington said in a statement.

The United States is sending two aircraft carriers into the South China Sea at the same time as China is conducting military exercises in the contested waterway, Reuters reported quoting the Wall Street Journal. The USS Ronald Reagan and USS Nimitz would be in the South China Sea from Saturday, the US news outlet quoted the strike group commander as saying. "The purpose is to show an unambiguous signal to our partners and allies that we are committed to regional security and stability," Rear Admiral George M. Wikoff was quoted as saying. He said the exercises were not a response to those being conducted by China, which the Pentagon criticised this week as "counter-productive to efforts at easing tensions and maintaining stability". ''I can confirm USS Nimitz(CVN 68)&USS Ronald Reagan (CVN 76) are holding dual carrier ops in South China Sea to support free&open Indo-Pacific,'' said. Military Public Affairs Officer for Ronald Reagan Carrier Strike Group, Lt Cmdr S Brophy told ANI. China dismissed the US criticism of its drills on Friday and suggested the United States was to blame for increasing tensions. Wikoff did not give the location of the US exercises. The Wall Street Journal said they would be conducted by the two carriers and four other warships and would include round-the-clock flights. China announced last week it had scheduled five days of drills starting July 1 near the Paracel Islands, which are claimed by both Vietnam and China. Vietnam and the Philippines have also criticised the planned Chinese drills, warning they could create tension in the region and impact Beijing's relationship with its neighbours. The United States accuses China of miniaturising the South China Sea and trying to intimidate Asian neighbours who might want to exploit its extensive oil and gas reserves. China claims 90% of the potentially energy-rich South China Sea, but Brunei, Malaysia, the Philippines, Taiwan and Vietnam also lay claim to parts of it, through which about $3 trillion of trade passes each year. US Secretary of State Mike Pompeo accused China of using 'tactical situation' to threaten others on the Sino-India border and the South China Sea.

During an interview with Fox News, he said that the threat posed by China is real.

China's President Xi, 66, is also the head of the two-million-strong military.

The US Navy has, once again, challenged Beijing's claims in the South China Sea, sailing the Arleigh Burke-class guided missile destroyer USS Mustin near the Paracel Islands.

This comes amid heightened tensions between Washington and Beijing on a range of issues including the Hong Kong row and responsibility for the coronavirus outbreak.

The US Navy has earlier sailed warships in a similar effort -- first along the Paracel and Spratly islands in the last month, and the second near the Paracels in March.

"On May 28 (local time), USS Mustin (DDG 89) asserted navigational rights and freedoms in the Paracel Islands, consistent with international law," a spokesperson for the US Navy's 7th Fleet, said in a statement.

"By conducting this operation, the United States demonstrated that these waters are beyond what China can lawfully claim as its territorial sea," the statement added.

The Mustin passed within 12 nautical miles of Woody Island and Pyramid Rock in the islands.

The Pentagon recently revealed that a Chinese vessel on April 14 conducted unprofessional manoeuvres near the Mustin which was conducting normal operations in international waters.

The US military has recently accused China of seeking to exploit the coronavirus pandemic to gain military and economic advantages in the region.

US Navy warship again challenges Beijing's South China Sea claims

Indonesia has rejected Chinese claims in the South China Sea in a letter written by Indonesia's permanent mission to the United Nation to UN Secretary-General Antonio Guterres and Division of Ocean Affairs and Law of the sea of the body.

The letter as seen by WION said, "Indonesia reiterates that the nine-dash line map implying historic rights claim lacks international legal basis and is tantamount to upset UNCLOS 1982".

Nine dash line is Chinese claim in the South China sea and nearly encompasses the entire area include the disputed islands of Paracel and Spratly. Earlier this year, China approved the establishment of 2 districts to administer disputed Paracel &amp; Spratly island in the South China Sea, in an attempt to affirm sovereignty over the area.&nbsp;

The Letter by the Indonesian permanent mission reminded that Chinese claims are in contravention to international law and said that "view has been confirmed by Award of 12 July 2016 by the tribunal that any historic rights that the People's republic of China may have had to the living and non-living resources were superseded by the limits of the maritime zones provided for by UNCLOS 1982"

The 2016 cases of Philippines v. China or the South China Sea Arbitration, the Permanent Court of Arbitration in The Hague had ruled that in favour of Philippines and said China has no historic right to the area based on the "nine-dash line".

Since Jakarta is a signatory to the United Nations Convention on the Law of the Sea (UNCLOS 1982) or Laws of the Seas, which is internationally agreed governance system for the sea, the letter called for "full compliance towards international law" and the country "not being bound by any claims made in contravention to international law including UNCLOS 1982".

While this is not for the first time Indonesia has said so, but the letter sent on 26th May to UN come at a time when China in letters to UN has protested against Malaysia, Philipines and against both Malaysia and Vietnam submissions by the ASEAN countries on the continental shelf.

Indonesia rejects China's claims in the South China Sea; says not bound by claims contravening international law

Smaller countries are challenging the might of China. Vietnam may sue China on the South China Sea. Indonesia summoned China's ambassador after the deaths of four Indonesian crew from two Chinese-flagged vessels. Taiwan - which China claims as its own - is challenging the dragon too. WION's Palki Sharma tells you how smaller players are taking on China.

Gravitas: Vietnam stands up to China

China has been pushing its borders far out into international waters. The speed and scale of this military aggression is unprecedented.

There have been ten instances of how the Chinese regime is using the pandemic to wage a silent war. Encroachment of Indonesian fisheries is still happening with the first instance that was reported in January. An incursion by a Chinese coast guard vessel near the north Natuna islands. Indonesia had to beef up its naval defences.

The area is internationally recognised as part of Indonesia but China is infamous for violating the sovereignty of others. The result is Chinese incursions in Indonesian waters haven't stopped.

Also, the ramming a Taiwanese coast guard vessel which happened on March 16. At least ten Chinese speed boats entered Taiwan's territorial waters.

They attacked a patrol vessel which was clearing illegal Chinese fishing nets then targeting a Japanese naval ship that occurred in the East China Sea on March 30.

A Chinese fishing vessel collided and badly damaged a Japanese maritime destroyer. China said this was vessel was sailing in its waters and endangered its safety.&nbsp;

The sinking of a Vietnamese fishing boat near the Paracel Islands on April 2 was another example. The fishing boat sank after being hit by a Chinese coast guard vessel. A crew of eight on board the boat was captured and detained. China's excuse was the same - threat to its interests in the South China Sea.

Then the unwarranted drills in the Taiwan Strait. On April 11, Chinese fighter jets conducted drills just miles away from Taiwan. The reason was America's support for Taiwan's sovereignty. A US destroyer was transiting through Taiwan on this day. China deployed an aircraft carrier in the Miyako Strait which happened just two days later on April 13.

Miyako Strait is a strategic international waterway nobody can lay claim to this Strait. China deployed an aircraft carrier, two guided missile destroyers, two multi-role warships, and a fast combat support ship near the Strait.

China deployed an exploration vessel near Malaysia. On Apri 16, China sent a "survey ship" to the Malaysian exclusive economic zone. A "survey" activity inside Malaysian waters.&nbsp;

It also stablished new districts in the South China Sea. It was first reported on April 19. China announced new administrative districts in the contested waterway which the Global Times said was for better management.

Expelling a US vessel conducting routine operations that happened last week. Beijing had accused Washington of taking advantage of the coronavirus pandemic by aggressively intervening in the South China Sea.

And finally, it gave official names to islands in South China Sea. Chinese authorities released standard names for 25 islands and reefs in the South China Sea in April. The Global Times said that the standardization of names reflected China's sovereignty over these islands.&nbsp;

Amid COVID-19 pandemic, China wages 'silent war' in international waters

US slamming Bejing said the country is using COVID-19 distraction to further its hold in the South China Sea. US secretary of state Mike Pompeo said, "Even as we fight the outbreak, we must remember that the long-term threats to our shared security have not disappeared. In fact, they’ve become more prominent."

The United States called on China on Saturday to stop "bullying behaviour" in the South China Sea.

The US also said that it was concerned about reports of China's "provocative actions" aimed at offshore oil and gas developments in the disputed waters.

The Reuters report quoting three regional security sources said on Friday that a Chinese government survey ship was tagging an exploration vessel operated by Malaysia's state oil company Petronas in those waters.

Earlier in the week, when the survey ship the Haiyang Dizhi 8 was off Vietnam, a Chinese foreign ministry spokesman had said the ship was conducting normal activities and accused US&nbsp;officials of smearing Beijing.

"The United States is concerned by reports of China's repeated provocative actions aimed at the offshore oil and gas development of other claimant states," the US&nbsp;State Department said in an emailed statement on Saturday.

"In this instance, (China) should cease its bullying behaviour and refrain from engaging in this type of provocative and destabilizing activity," it said.
