Singapore's Prime Minister Lee Hsien Loong, 72, is stepping down, marking the end of a political era.

After two decades in office, Lee will officially pass leadership to Deputy Prime Minister and Finance Minister Lawrence Wong on Wednesday (May 15) evening. Lee will stay on as a senior minister, a path taken by all former premiers.

Since independence in 1965, Singapore has seen only three prime ministers, all hailing from the ruling People's Action Party (PAP).

The first prime minister was Lee's father, Lee Kuan Yew, who is considered as the founder of modern Singapore and led the country for 25 years.

Who is Lee Hsien Loong?

Lee Hsien Loong joined politics in 1984, while his father was still in power. He rose up the position under Singapore's second Prime Minister Goh Chok Tong before taking over the wheel in 2004.

The first years of Lee’s political career were certainly marked by intense scrutiny. Critics also accused the family of nepotism, which the Lee family repeatedly denied.

Under Lee’s leadership, Singapore's economy expanded and grew, as the island transformed into an international financial powerhouse and top tourist destination.

Singapore’s GDP per capita has more than doubled in the past 20 years. Lee's government has also been praised for proficiently steering the country through several recessions, including global financial crisis and Covid pandemic.

In international geopolitics, Lee balanced relationships with US and China.

While his government finally ended the ban on same-sex intimacy after years of pressure, freedom of expression continues to be limited.

Lee has topped survey rankings of Singapore's most popular politicians and his constituency consistently receives the highest vote share in elections.

Lawrence Wong, the incoming prime minister

Wong is the first leader to have been born after the country’s independence in 1965. He is the second leader who is not a member of the founding Lee family.

He will be inaugurated in a ceremony on Wednesday night.

Wong, a civil servant-turned-politician, earned prominence while coordinating the fight against COVID-19, but he wasn't the first choice for the job. Heng Swee Keat, a former central bank chief and education minister, was anointed successor but he withdrew his nomination in 2021. The ruling People's Action Party then picked up Wong in 2022 to fill the vacuum and was quickly promoted to deputy prime minister.

"I will certainly strive to be a leader who is strong, kind, and decisive. And I will do my best to build a Singapore where everyone can realize their full potential," Wong said on social media earlier this month.

Wong, set to earn a salary of S$2.2 million (US$1.6 million), assumes office amid a challenging period for the city-state, marked by rising domestic worries over living expenses, inequality, and immigration. Singapore, heavily reliant on international trade, faces exposure to broader global uncertainties, including tensions between the US and China.

According to experts, Singapore suffers from this identity crisis and the debate of being Chinese vs Singaporean is not new.

In an attempt to retain talent and adapt to changing work trends, Singapore has introduced new guidelines allowing workers to request four-day work weeks, increased work-from-home days, and staggered work timings starting December 1.

The Tripartite Alliance for Fair and Progressive Employment Practices, established by the Ministry of Manpower, the National Trades Union Congress, and the Singapore National Employers Federation, announced the guideline on Tuesday (April 16). Additionally, employees can request flexible work locations by the year's end.

Importance of flexible work arrangements

Yeo Wan Ling, co-chair of the Tripartite Workgroup, told the South China Morning Post that access to flexible work arrangements is crucial for care-givers, women workers, and senior workers in deciding whether to remain or rejoin the workforce.

Though not legally enforceable, the guideline mandates companies to establish a formal process for employees to request flexible work arrangements.

Employers can decline requests if they significantly deteriorate productivity, escalate costs, or are infeasible due to job nature. However, rejections based on a firm's traditions or management's beliefs in traditional work styles are prohibited.

Singapore's initiative aligns with countries like Ireland and Britain, where businesses must consider flexible work requests.

While remote work surged during the pandemic, its decline post-Covid, driven by concerns over underutilised office spaces, is noticeable.

India's External Affairs Minister S Jaishankar on Sunday (Mar 24) said “a terrorist is a terrorist” and one should never allow terrorism to either be excused or defended just because people were using a different explanation for it.

His remarks at an interaction with the Indian community in Singapore came in the wake of the terror attack in a Moscow theatre that left nearly 140 people dead.

In response to a question about how Indian officials handle delicate and linguistically disparate subjects with their international counterparts, Jaishankar stated that many countries bring their own cultures, traditions, and at times their ideas to the table while engaging in diplomatic discussions.

"It's also natural that there will be different viewpoints. And what diplomacy is about is to find a way of reconciling it and coming to some kind of agreement," he said.

However, he said there were some issues like terrorism where clarity persists and there is no scope for confusion.

"You can take it in any language, but a terrorist is a terrorist in any language," he said.

"Never allow something like terrorism to be excused or defended because they're using a different language or a different explanation," he said.

His comments could also be an apparent reference to China which has in the past dismissed proposals put forward by India and the US at the United Nations Security Council to blacklist several Pakistan-based terrorists, including Lashkar-e-Taiba terrorist Sajid Mir.

He said there can be issues where two countries can genuinely have different viewpoints and there "will be issues when they are used as a cover as an excuse as a justification."

He then said that one should just know how to spot the difference and figure out a way to deal with it.

Rebuffing China's claims regarding Arunachal Pradesh as “ludicrous”, Jaishankar on Saturday reiterated that the state was a “natural part of India”.

Responding to China's opposition to Indian leaders visiting the state and its repeated claims on Arunachal Pradesh, Jaishankar said that it was not a new issue.

“This is not a new issue. I mean China has laid claim, it has expanded its claim. The claims are ludicrous, to begin with, and remain ludicrous today,” he said in response to a question on the Arunachal issue after delivering a lecture at the NUS Institute of South Asian Studies.

Singh contested the committee's findings, criticising what he perceived as political bias in the report.

During a parliamentary debate on the committee's final report, Singh asserted that he never instructed Khan to conceal the truth and refuted allegations of his involvement in guiding Khan's actions.

Authorities in Singapore have charged two men, Yang Chenguang (29) and Li Xiao Wei (45), for allegedly assisting three people to illegally enter a Taylor Swift concert. The accused purportedly distracted entry gate personnel while the trio slipped into the venue without tickets.

Reportedly, one of the accused engaged guards in conversation to divert their attention, while the other manipulated a turnstile to allow the unauthorised entry. All people involved are from China. A third individual has been arrested but awaits formal charges. The incident occurred during Swift's Eras Tour, the exclusive Southeast Asian stop being in Singapore.

The sold-out concert, held at the National Stadium within the Singapore Sports Hub, was part of Swift's highly anticipated Eras Tour. The event attracted fans from across the region, some resorting to resellers for tickets. The accused purportedly facilitated the illegal entry of Shangguan Linmo, Hu Zhijun, and Yang Junhao.

Celebrating Families

In his New Year Message 2024, Loong said: "As we celebrate Chinese New Year, let us also celebrate our families. Families are at the heart of our society."

"One important element of family life is having and bringing up children. It is a great joy for parents to bring kids into this world, and to watch them learn and grow, reaching one milestone after another and growing up year by year. Grandparents, like me, share this joy too. We dote and fuss over our grandchildren, helping the parents to bring them up and contributing our part in this journey filled with happiness, purpose, and love," he added.

He said that Chinese families consider a child born in the year of the dragon to be "extremely auspicious," and remarked, "So now is as good a time as any for young couples to add a 'little dragon' to your family."

The PM said that he hopes his "encouragement prompts more couples to try for a baby, although I know that the decision is a very personal one."

Declining fertility rates

Across the globe, fertility rates have been declining. As per Loong, this is especially true for developed societies like Singapore.

"Each generation has different aspirations. Many young people prioritise developing their careers, spending quality time with their partners, and pursuing other interests. Even couples who want kids may put off starting families, not realising how quickly it gets harder with each passing year," he said.

"All this is quite understandable. But I still hope that more Singaporean couples will decide to have more children, and to have them earlier!" Loong added.

In 2022, Singapore's fertility rate hit an all-time low of 1.05. This was a fall from the previous records of 1.1 in 2020 and 1.12 in 2021.

Assuring couples of continued government support, he said, "We will build a 'Singapore Made For Families', and continue supporting your marriage and parenthood aspirations."
