Happy my first foreign visit after COVID onset is to friendly neighbour Bangladesh: PM Modi

The key role played by India in the birth of Bangladesh cannot be overlooked and since then, despite roadblocks, the two countries have maintained close relations.

On March 26, Indian Prime Minister Narendra Modi will be visiting Bangladesh on a two-day trip to mark the centenary celebrations of Sheikh Mujibur Rahman and the 50th anniversary of Bangladesh's independence from Pakistan.

This will be Modi's first visit abroad since the coronavirus pandemic, and is an example of the importance New Delhi gives to its ties with Dhaka. Recently, India has also sent the largest consignment of coronavirus vaccine doses to Bangladesh as part of its 'vaccine diplomacy'.

As the Indian prime minister gets set for his visit, let's look at the history of ties in key areas and what can be expected in this trip.

Trade

Bangladesh is currently India's biggest trade partner in the South Asian region. To strengthen and encourage Bangladesh's trade and commerce, India has given several concessions to Dhaka, including duty-free access to Bangladeshi products into the Indian markets. New Delhi is also working continually to reduce Non-Tariff Barriers (NTB). To encourage trade, India is developing the Integrated Check Post in 10 border crossing points to lower NTBs, according to Observer Research Foundation. New Delhi's attempts to boost trade with Bangladesh saw fruitful results, as in 2019 Bangladesh's exports to India witnessed an increase of 43 per cent from the previous year.

Connectivity

This is one area where a lot has been delivered on the ground. A bus service was launched in 1999 that connected Dhaka with the eastern Indian city of Kolkata. Soon, another such service was kicked off between Dhaka with Agartala, which extended the connectivity of India's northeast. An old railway line that remained non-operational for 43 years was restored in 2008 between Dhaka and Kolkata.

Th two nations launched the Maitri (Friendship) Express and several old rail networks have been restored.

In December 2020, Modi met Bangladeshi Prime Minister Sheikh Hasina during which both leaders agreed to revive the trans-border railway link connecting India's Chilahati and Bangladesh's Haldibari. Many other railway routes are set to be established this year.

A friend in need

India has extended its hand of friendship whenever Bangladesh faced crises. India offered lines of credit worth about $10 billion to Bangladesh as part of development assistance, which includes setting up orphanages, cultural centres, educational institutions. India has also simplified the visa process for Bangladeshi tourists and 1.5 million visas were issued in 2019. New Delhi has also come forward during natural disasters in Bangladesh, including cyclone Sidr in 2007 and the ongoing Covid-19 pandemic. During the coronavirus crisis, India provided medical training to Bangladeshi professionals, test kits and medicines, beside the dispatch of vaccine consignments.

Security

The successful security cooperation between the nations resulted in tackling militancy in Bangladesh. India's efforts to contain the militant group Jamaat-ul-Mujahideen Bangladesh's activities is an example of engagement on this front.

Settlement of boundaries

The resolution of land and maritime boundaries disputes is one of the major highlights of the bilateral ties. After a ruling by the United Nations, India agreed to give up around 19,467 km in the Bay of Bengal without challenging the decision, a move that gave great access to Bangladesh to the resource-rich sea.

The Land Boundary Agreement (LBA) signed between both nations in 2015 facilitated the transfer of 111 enclaves. According to the historic agreement, Bangladesh received more than 17,000 acres from India and gave up over 7,000 acres to India.

Expectations from Modi's visit

During this visit, India and Bangladesh are likely to sign three Memoranda of Understanding (MoUs). Bangladeshi Foreign Secretary Masud bin Momen has said the agreements were likely to be in the areas of disaster management and cooperation between institutions of the two nations.

Discussions on the 'India-Bangladesh-Myanmar-Thailand and beyond' belt are also expected to come up along with road connectivity with India and Bangladesh that wound extend up to Nepal.

Watch | As the Indian prime minister gets set for his visit, let's look at the history of ties in key areas and what can be expected in this trip. Trade Bangladesh is currently India's biggest trade partner in the South Asian region. A friend in need India has extended its hand of friendship whenever Bangladesh faced crises. Security The successful security cooperation between the nations resulted in tackling militancy in Bangladesh. India's efforts to contain the militant group Jamaat-ul-Mujahideen Bangladesh's activities is an example of engagement on this front. Settlement of boundaries The resolution of land and maritime boundaries disputes is one of the major highlights of the bilateral ties. India-Bangladesh relations: A robust history and optimistic future

The 1971 India-Pakistan war was a military confrontation that led to the birth of a new country in South Asia, Bangladesh.

And after emerging as an independent nation, Bangladesh was in economic turmoil, wracked by poverty and famine, for several years.

Once dubbed as a “bottomless basket” by former US secretary of state Henry Kissinger, Bangladesh is now among the most vibrant economies in the world with great prospects.

Olivier Guillard for the Asialyst writes that at present, Dhaka ranks ahead of Islamabad in terms of development. The country displays a stable civilian government unlike recurrent military coups in Pakistan and has benefited from good relations with India, its big neighbour.

Earlier this month, Prime Minister Narendra Modi and his Bangladeshi counterpart Sheikh Hasina inaugurated the Friendship Bridge, a 2 km-long interstate structure linking Bangladesh and Tripura. It will partially open up the North-East of India by opening a road towards Chittagong. Hasina has on numerous occasions recalled how much Indian assistance had been crucial n the realisation of the desire for independence of the people.

Since the establishment of India's external doctrine 'neighbourhood first', both countries have intensified their bilateral relationship under the leadership of the same two heads of government - a rarity in the regional landscape.

Indian PM Modi is set to visit Bangladesh on March 26 to attend the 50th anniversary of the independence of its eastern neighbour, which will further strengthen the historical ties connecting India and Bangladesh.
Guillard further writes that New Delhi has made significant efforts to strengthen relations with Bangladesh, one notable example of which is the entry into service at the end of 2020 of a fifth cross-border rail line.

Meanwhile, governance in Bangladesh has essentially been civil as compared to recurrent military coups in Pakistan. Unlike Pakistan and its conflicts with India between 1947 and 1999, Bangladesh has not been faced with the pain of war since its secession in 1971, according to Asialyst.

The country ranks 35th in the global economy, as compared to Pakistan in 43rd place, while in terms of human development, the former nation is ranked 133rd out of 189 countries in the United Nations Development Program's (UNDP) 2020 report, higher than Pakistan in 154th place.

Citing a leading columnist of a major Pakistani daily, Guillard wrote that the annual income per capita for a Bangladeshi citizen is over USD 2,000 as compared to USD 1,130 for his Pakistani counterpart, while access to primary education is 98 per cent in Bangladesh and 72 per cent in Pakistan. Furthermore, the level of infant mortality in Bangladesh is 25 per 1,000, while in Pakistan it is 59 per 1,000.

'From bottomless basket to vibrant economy': Bangladesh is far ahead of Pakistan in development indicators

Think of Bangladesh and chances are that you will think of a garment manufacturing hub, with a goal to dominate the world in the textiles sector.

That’s precisely what the South Asian nation has done since the turn of this century.

From being a little-known entity in the business, it has spun an amazing yarn of success to become the world's second-largest exporter of readymade garments, just behind mighty China.

The textile sector contributes around 20 per cent of the country’s GDP now. The RMG (readymade garments) sector currently accounts for 80 per cent of Bangladesh’s net exports.

Just before the coronavirus pandemic hit, industry circles were abuzz with achieving the target of $50 billion in RMG exports by 2021 and doubling it to $100 bn by 2025.

A casual scan of the textile sector would suggest that cheap labour was an advantage, with minimum wages still lower than China, India, Vietnam and others. But that would be an oversimplistic explanation of a success story. Bangladesh has been using different factors to its advantage to become a garmenting powerhouse.

While supportive government policies continue to play a part in encouraging foreign direct investment in the textile sector, Bangladesh has also used preferential access to the European Union market to its advantage.

With its Least Developed Country status, Bangladesh enjoyed duty-free access to markets in over 50 countries.

In particular, the EU’s duty-free, quota-free exports policy under its ‘Everything But Arms’ mandate helped Bangladesh increase its apparel exports from $7 bn in 2007 to over $21 bn in 2017.

But what makes Bangladesh an enduring success story is the willingness of the industry to adapt to the changing environment.

While 37 universities in the country now produce textile graduates every year, FDI in setting up spinning and weaving factories is being encouraged to meet the raw material demand internally, cutting dependency on countries like China and India.

Learning from Vietnam, Bangladesh remains acutely aware that its labour cost advantage will fritter away in the years to come.

The CEO of Bangladesh Apparel Exchange, Mostafiz Uddin, recently pointed out that the country will lose its labour advantage to automation sooner than later.

It must, therefore, be ready with adequate investment in research and development and well-educated professionals to provide tech solutions for the industry to adapt and grow, he said.

It is with this keen eye on the future that in 2019, Bangladesh decided to create the RMG Sustainability Council to ensure workplace safety in the garment sector.

If done and delivered right, the safety and sustainability monitoring system could be the country’s calling card in a highly competitive market in the years to come.

Readymade in Bangladesh: A future-proof success story in textiles

Bangladesh capital Dhaka is all spruced up with the ongoing celebrations of the country’s golden jubilee of attaining independence and centenary year of Bangabandhu Sheikh Mujibur Rahman, whose exemplary leadership was largely responsible for the liberation of Bangladesh from the brutal Pakistani occupational forces. The grand celebrations, already underway, with the participation of many world leaders, appear more significant with the upcoming presence of Prime Minister Narendra Modi who is reaching Dhaka on a two-day visit (March 26-27). Indian PM's visit is also crucial because Bangladesh is the first overseas country that PM Modi is paying a visit to after almost a year of remaining within the country due to coronavirus pandemic. The COVID threat notwithstanding, PM Modi and his counterpart, Bangladesh PM Sheikh Hasina had video talks discussing crucial bilateral issues. In sum, both the neighbouring countries remained in close touch further reinforcing ties.

PM Modi, visiting Dhaka at this juncture is bound to strengthen relationship. Incidentally, Bangladesh was the first recipient of COVID vaccines from India when the consignment was flown by a special aircraft. This humanitarian gesture has augured very well with the Bangladesh government as well the people of Bangladesh. It was purely a humanitarian gesture. Bangladesh accepted this extraordinary gesture with gratitude. The Indian Foreign Secretary, Harshvardhan Shringla, who was immediately earlier Indian High Commissioner to Dhaka, reached out to PM Hasina at the peak of coronavirus pandemic and later Indian External Affairs Minister, S Jaishankar paid a visit and met PM Hasina and his counterpart, Bangladesh Foreign Minister paving the way for a smooth and creaseless interaction between PMs Modi and Hasina scheduled in less than a week’s time.

Earlier, PM Modi had inaugurated a new bridge appropriately called the Maitri (friendship) bridge connecting India and Bangladesh over river Feni. This is yet another milestone reaffirming ties between the two friendly countries.

While in Dhaka, PM Modi, other than participating in the Golden Jubilee independence and Mujib centenary celebrations, will visit Tungipara, the birthplace of Mujib and pay tributes to Bangabandhu, visit two Hindu temples in Gopalganj and Satkhira districts, meet a delegation of prominent Hindus in Bangladesh other than holding bilateral talks with Hasina on matters of mutual concern. It is also said that two postage stamps will be issued in PM Modi’s presence.

Meanwhile, heads of governments of Maldives, Sri Lanka and Bhutan are already in Dhaka and some other global leaders are also expected to join in by next week. A number of world leaders including from Russia, Canada and Sweden have sent video recordings greeting the Bangladesh PM in the twin celebrations. All seem to be genuinely reaching out to Bangladesh for multiple reasons.

Bangladesh, under Sheikh Hasina’s uninterrupted more than a decade long governance, has paid a lot of dividends. Its economy is shining, there is a stable government in place, terror scene looks largely under control and on the social front , women emancipation, literacy etc are showing a steady trend. Trade and exports of Ready Made Garments ( RMGs) is picking up. And most recently, Bangladesh has been declared the 68th happiest nation in the world. The timing couldn’t have been more appropriate for Bangladesh .

Prime Minister Hasina’s political stature is now on the upswing. Her handling of the humongous Rohingya problem since 2017 had been praiseworthy. She seems to be transiting from a politician to a statesman or at least that’s a perception in the making. Her iron-handed dealing with the terror menace has also been recognised. Since the July 1, 2016 Artesan Bakery deadly terror incident in Dhaka, there had not been any major terror incident. The patience she displayed on repeated provocations by certain quarters that China was cosying towards Bangladesh and that was at the cost of Indian security interests displayed her maturity. And, similarly, Bangladesh purchasing submarines from China seemed to unsettle some in India but she handled it adroitly.

Bangladesh is a sovereign independent nation and it has every right to maintain ties with other countries. Recently, Pakistan and Turkey have set up new diplomatic missions in Dhaka. Geo-political equations are rapidly changing. It would appear prudent to be alert and watch the activities rather than reacting. There had been acerbic attacks on Bangladesh when some unsavourily called Bangladeshis as termites or pests. Bangladesh and Hasina showed restraint aplenty not to be dragged in any controversy impairing bilateral ties. Fortunately, things appear to be settling down and there are hardly any talk of CAA or NRC. This status merits to be maintained to keep the bonhomie intact. Bangladesh has so far proved to be the most trusted ally and friend in the neighbourhood.

Hence, it’s imperative to develop more deeper ties and this can be further firmed up during PM Modi’s upcoming visit. On her part, Hasina has time and again acknowledged India’s role in the liberation of Bangladesh and Indian war heroes are decorated by Hasina for their valiant role in the freedom struggle of 1971.

Now that it’s becoming increasingly clear that India and Bangladesh are coming closer than before, utilising the Mujib centenary and golden jubilee of independence rejoicings, the opportunity must be seized for good. Yet, the security outfits of both countries must not lower their guard or be complacent. The elements vehemently opposed to Indo- Bangladesh friendship, with the help of religious extremists and in collaboration with extraneous powers, can go to any extent to harm the mutual interests. We have Sheikh Mujib's brutal end still fresh in our memory. If history is any indication or a lesson or two to be learnt, utmost security preparedness is called for. A more dynamic intelligence and security cooperation seems need of the hour amid a new chapter being opened between India and Bangladesh. In the coming week, more events are likely to unfold in relation to Indian PM’s visit, which could be worth watching with interest.

Opinion: PM Modi's visit to open new vista in Indo-Bangladesh ties

Indian Army's Col Ashok Tara in 1971 was just 29 years old, and along with 2 Jawan went to save the life of the family of Bangladesh's father of the nation Sheikh Mujibur Rahman. During a daring rescue from the clutches of the Pakistani Army, Tara saved the life of Sheikh Hasina and her newborn child. Hasina is the current PM of Bangladesh.

India's External Affairs Minister S Jaishankar will fly to Bangladesh on a daylong visit on Thursday to finalise details of the trip of Prime Minister Narendra Modi later this month, as the two countries mark 50 years of diplomatic relations this year.

Bangladesh, which is also set to celebrate the 50th anniversary of Independence, looks forward to Modi's visit, the country's junior foreign minister has said.

Modi's visit, planned for March 26-27, will be his first trip abroad in more than a year.

The Indian prime minister and his Bangladeshi counterpart, Prime Minister Sheikh Hasina, had held a virtual summit on December 17, during which he described the South Asian neighbour a "'pillar of India’s Neighbourhood First policy."

On Thursday, Jaishankar will hold talks with his Bangladeshi counterpart AK Abdul Momen on water sharing, trade, borders, connectivity and other bilateral issues. Multiple sources said the two sides would discuss the necessary steps to further strengthen bilateral ties through Modi's visit.

Jaishankar will also call on Prime Minister Hasina.

The Indian minister is expected to arrive in Dhaka by a special aircraft at 10am on Thursday and will leave the same day.

He will attend a joint media briefing after talks with Momen at the state guesthouse Padma.

"There are always some expectations centering all the visits, or least to take forward the issues through discussions,"' Bangladesh State Minister for Foreign Affairs M Shahriar Alam told reporters on Tuesday, adding that they keep deliverables for the big visit.

Asked about the agenda of the meeting, Alam said they will discuss connectivity, trade and regional cooperation.

Noting that the Covid-19 pandemic has not only ‘’created health emergencies but also economic emergency,'' Alam said Jaishankar and Momen will discuss ways to remove barriers to export and import activities.

The two prime ministers had decided to conduct a joint feasibility study for a comprehensive economic partnership agreement. Dhaka will urge it to be started soon, said the minister.

‘‘We are not at all worried about what another country might think when we get closer to one country,’’ he said when asked if China would be happy with the economic partnership.

"Prime Minister Sheikh Hasina's diplomacy has long since allayed this fear. I don't think anyone should have any doubts. Neither India nor China,’’ he added.

"We want to discuss the Teesta [water sharing], the other six rivers, the Rahimpur canal and other unresolved issues," a Bangladeshi foreign ministry official told WION on condition of anonymity. He said the issue of Teesta would naturally come up for discussion. Bangladesh hopes that the agreement will be signed soon as promised in 2011.

Bangladesh wants to establish itself as a 'connectivity hub' in the region and India can take advantage of it, another Bangladeshi official told WION. He said Bangladesh wants to be connected to the India-Myanmar-Thailand trilateral highway. The two sides would also discuss Dhaka's proposal in this regard. Bangladesh has also proposed five new routes for connectivity with Nepal and Bhutan through India, which are under consideration by New Delhi.

There is also a possibility of discussing Rohingya migrants, maritime economy and other issues, he added.

There are still many unresolved issues between Bangladesh and India. Dhaka wants to discuss this issue seriously during PM Modi's visit, the minister said.

There is also a possibility of discussing Rohingya migrants, maritime economy and other issues, he added. There are still many unresolved issues between Bangladesh and India. Dhaka wants to discuss this issue seriously during PM Modi's visit, the minister said.

Amid prevailing tensions between India & China, Sheikh Hasina has managed to walk the diplomatic tightrope successfully. Palki Sharma Upadhyay tells you how national interest dictates Sheikh Hasina's balancing act.

Gravitas: Decoding Sheikh Hasina's balancing act

Despite being in the middle of rising Indian and Chinese competition for South Asian influence, Bangladesh has tactfully approached both the regional powers.

On one hand, Bangladesh enjoys robust strategic ties with India, witnessed in just- completed joint naval exercises with India where the two sides held surface warfare drills in the Bay of Bengal.

On the other, China is bankrolling billions of dollars worth of needed infrastructure projects in Bangladesh, checkbook diplomacy that has helped to pull the two sides closer together than perhaps ever in their modern history.

Here is the strategy adopted by Bangladesh's Prime Minister Sheikh Hasina:

When Sheikh Hasina was elected as the prime minister of the country for the fourth time, a major diplomatic challenge was staring at her.

Even when she was forced to pick a side, she chose both India and China.

Sheikh Hasina has managed to walk the diplomatic tightrope quite successfully by carefully striking a balanced partnership with both the countries.

Bangladesh is almost completely surrounded by India with a 4,096-kilometer shared border. Robust and cordial ties with India are thus critical for Bangladesh’s economic development and national security.

Most crucially, Bangladesh’s water supply is dependent on rivers that flow into the country from neighbouring India.

Being a developing country, Bangladesh deepened its ties with China to bankroll its key infrastructural projects.

Unlike Pakistan and Sri Lanka has retained some autonomy because it is not buried under Chinese debt.

Bangladesh has adopted a cautious infrastructure development strategy, which involves drawing on the financial support and technical expertise of a number of countries in order to avoid becoming over-dependent on any single nation.

According to the ministry of finance, the external debt of Bangladesh stood at a little more than 33 billion dollars in 2018.

While the total foreign debt is less than 14 percent of the GDP of Bangladesh. Chinese loans account for just six percent of the total debt.

Dhaka's recent decision to bury the Sonadia deep-sea port project shows it is being selective in granting projects to China.

When concerns grew over rising Chinese influence, Dhaka assured New Delhi that it remains committed to strong ties with India.

During the visit of India's foreign secretary to Dhaka in August, Bangladesh and India discussed a two year long road map to improve their relationship. Both sides also agreed to open a travel bubble.

Bangladesh government is considering introduction of a death penalty for those convicted of rape. A government minister confirmed this on Friday following angry protests that erupted this week over online video. The video showed a group of men sexually assaulting a woman. Currently, the maximum punishment for rape is life imprisonment.

A proposal for an urgent amendment to current rape legislation is being prepared. The review is to be submitted on Monday.

"We need to ensure that those who are proven guilty get the punishment they deserve... this is being drafted on behalf of the prime minister's instructions," Law Minister Anisul Huq told the Thomson Reuters Foundation.

Women's rights activist are demanding stricter implementation of law instead of solely making them stricter.

More than 950 women were raped in Bangladesh in the first nine months of this year, according to rights group Ain o Salish Kendra. That was similar to the number of rapes reported during the same period last year, but up from 2018.

Campaigners, however, say the real number is much higher, with many women reluctant to report sexual assaults.

Hundreds of Bangladeshis took to the streets of Dhaka and other cities this week to protest, demanding safe spaces for women and the arrest of rapists after the video circulated on social media.

An investigation by the country's National Human Rights Commission - an autonomous state body - found that the woman in the video had been threatened and raped repeatedly by one of the men in the group over the last year.

Police have arrested at least 10 suspects in connection with the video, said Alamgir Hossain, police superintendent in Noakhali, the southeastern city where the footage was shot.

Two weeks earlier, the alleged gang rape of a woman in a student hostel in the northeastern city of Sylhet sparked similar street protests and calls for the government to take steps to tackle sexual violence.

"The Bangladesh government needs to listen to women," said Meenakshi Ganguly, from Human Rights Watch, on Friday. "The government should ensure that all sexual assault survivors are treated with dignity."

Salma Ali, president of Bangladesh National Women Lawyers Association, said tougher penalties would not be enough.

"Focusing solely on capital punishment won't work... Our Women and Children Repression Prevention tribunals are overburdened. The number of courts need to increase," she said.

"We also need to focus on victim protection. Several other aspects related to this law need to be updated," she added.
