As a key outcome of the first India-Central Asia summit that took place in January this year, the inaugural National Security Advisors meet will take place in December this year in India.

The meeting takes place even as India and Central Asia celebrate 30 years of establishment of ties and focus on increasing&nbsp;engagement. Central Asia consists of five&nbsp;countries&nbsp; - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan&nbsp;and Uzbekistan with whom India has cultural and civilization ties.

The India Central Asia summit had taken place earlier with&nbsp;the participation of PM Modi and&nbsp;all leaders of the five countries&nbsp;and&nbsp;the key outcomes of the meet included holding summit level meet every two&nbsp;years. Leaders also agreed on regular meetings of foreign ministers, trade ministers, culture ministers and&nbsp;secretaries of the Security Council or NSAs as part of close cooperation.

India will also host the Shanghai Cooperation Organization (SCO) NSA&nbsp;meeting in March of next year(2023). India will be taking over the chair of the group in September this year after the summit in Uzbekistan's Samarkand.

On Friday, India's deputy national security adviser Vikram Misri took part in 17th Secretaries of Security Councils meeting in the Uzbek capital Tashkent. During the meeting, the key focus of India was on Afghanistan as officials highlighted&nbsp;how India has helped the Afghan people as it&nbsp;reiterated its call for the formation of an inclusive government, preserving the rights of women, children and minorities and&nbsp;combating terrorism and drug trafficking.

While the Taliban's takeover of Afghanistan in August last year shocked the region and the world, the focus since then has been on aid to the Afghan people by New Delhi. India has sent 40,000 MT of wheat, 30 tons of medicines, 500,000 doses of COVID-19&nbsp;vaccine and 500 units of winter clothing so far. In the aftermath of the devastating earthquake in Patika province, Indian Air force planes delivered 28 tons of emergency relief assistance.

However, worries remain over Afghan territory being used by terrorists which&nbsp;was emphasised by India's deputy NSA who highlighted the threat posed by various terror groups including those designated by UNSC such as ISIS, Al-Qaeda, Lashkar -e-Taiba, Jaish -e-Mohammed among others. He pointed to&nbsp;the recent attack on Karte Parwan Gurudwara in Kabul while&nbsp;expressing concerns over the increase in the number of terror attacks by ISIS affiliate Islamic State-Khorasan Province (ISKP).

This year&nbsp;India is the Chair of the Council of Regional Anti-Terrorist Structure ( RATS) of the SCO and&nbsp;has strongly taken up the issue of countering terror finance. It has chaired 24 meetings of various groups of the SCO RATS structure with five meetings held in India.

India will also be holding the SCO RATS council meeting on October 14th this year in Delhi.

During his Uzbekistan visit, Deputy NSA Misri held bilateral meetings with Uzbek NSA Viktor Makhmudov, Mongolian NSA J. Enkhbayar and&nbsp;called on the Acting Foreign Minister of Uzbekistan Vladimir Norov Imanovich.

Tajikistan will be holding the Shanghai Cooperation Organisation (SCO) heads of state&nbsp;summit&nbsp;on&nbsp;September&nbsp;16-17&nbsp;in&nbsp;the capital&nbsp;Dushanbe, the country's&nbsp;president&nbsp;Emomali&nbsp;Rahmon&nbsp;has announced.&nbsp;

Tajikistan is chair of the grouping which has eight&nbsp;member states - Russia, China,&nbsp;India, Pakistan, and four&nbsp;central Asian countries - Tajikistan, &nbsp;Uzbekistan, Kazakhstan, Kyrgyzstan.

Speaking to Khovar National News Agency,&nbsp;President&nbsp;Rahmon while pointing&nbsp;out the key focus areas said,"The main task is to strengthen the potential and&nbsp;international position of our organization" and amid the COVID-19&nbsp;pandemic "it is extremely important to build up trade and economic cooperation within the&nbsp;SCO&nbsp;space."

Ahead of the&nbsp;summit&nbsp;in&nbsp;September, a number of meetings between ministers of foreign affairs, defense, justice, finance, healthcare&nbsp;of&nbsp;SCO&nbsp;member states are scheduled. Last month,&nbsp;SCO&nbsp;NSAs had met&nbsp;in&nbsp;Dushanbe. The first meetings of the ministers of&nbsp;industry and energy of the&nbsp;SCO&nbsp;member states is scheduled to be held&nbsp;in&nbsp;Dushanbe&nbsp;in&nbsp;July and August of this year.

On the issue of terror, he said, it is necessary "to promote the joint purposeful work to combat global threats and security challenges. The issues of cybercrime and countering the spread of various radical ideologies, especially among young people, require special attention."&nbsp;SCO&nbsp;Regional Anti-Terrorist Structure (RATS) on one such group&nbsp;in&nbsp;the body working on counter-terror policies.

Tajikistan, as the chair, will also focus on hydropower, as one of the ways&nbsp;in&nbsp;dealing with climate change.

The&nbsp;president&nbsp;said, "The joint use of&nbsp;Tajikistan's immense hydropower potential will significantly&nbsp;increase the level of energy supply to the countries of the region, reduce the cost of its production, reduce the damage to the environment,&nbsp;including by limiting the volume of carbon dioxide emissions&nbsp;into the atmosphere.".&nbsp;&nbsp;

Tajikistan has 13,000 glaciers and about 1,000 rivers, which form more than 60 per cent of Central Asia's water resources.

SCO&nbsp;as a grouping occupies 60 per cent of the Eurasian continent&nbsp;which is over 34 million square kilometres on which 3 billion people&nbsp;reside accounting for&nbsp;almost half of the world's population.

Mongolia, Belarus, Afghanistan, and Iran are the&nbsp;observers&nbsp;in&nbsp;the grouping, while&nbsp;Armenia, Azerbaijan, Turkey, Cambodia, Nepal&nbsp;and Sri Lanka have received dialogue partner status.

For about four months, Indian and Chinese forces are engaged in a standoff in eastern Ladakh.&nbsp;

News agency PTI reported that the Indian mission has been informed by Beijing over its keenness to have a meeting with both the defence ministers on the sidelines of the SCO meet in Moscow. But, so far, there has not been any official confirmation.&nbsp;

A few days ago, tensions escalated in the eastern side after China unsuccessfully tried to occupy Indian territory in the Southern Bank of Pangong when both the sides were participating in diplomatic and military talks to resolve the festering border crisis.&nbsp;

New Delhi on Thursday said the standoff in Ladakh over the past four months is a "direct result" of Chinese unilateral actions directed towards changing the status quo.

It also said that negotiations are the only way forward to resolve the issue.&nbsp;

The SCO meeting is being held when the border standoff between both SCO members, India and China remain tense.&nbsp;

Gen Wei Fenghe and Pervez Khattak, the defence ministers of China and Pakistan respectively are also expected to attend the event.&nbsp;

Indian officials have not hinted of any meeting between Singh and Wei on the sidelines of the visit.&nbsp;

They also said the Indian defence minister, in his three-day visit, will also hold talks with the Russian defence minister, where he will push Kremlin for expediting supply of various weapon systems, contracts of which were completed earlier.&nbsp;
