Tanker rates to ship oil in very large crude carriers (VLCCs) are surging as oil traders hunt for ships to store cheap oil in as they take advantage of a 25% plunge in prices on Monday amid a price war between top oil producers Saudi Arabia and Russia.

Shipping rates from the Middle East to Asia, for instance, have risen by more than 25% since last Friday, while several traders are making enquiries to lease tankers to temporarily store oil offshore, traders and shipping sources told Reuters on Tuesday.

The cost of renting a VLCC, which can carry 2 million barrels of crude and can be used for floating storage, was assessed Tuesday at around $38,700 per day, compared with around $30,700 per day on Friday and $14,800 a month ago, shipbroker sources said.

"Tanker offers are quite high today," said a Singapore-based crude oil trader. "Now the contango market structure supports (oil storage), but shipowners are raising prices."

Oil tanker charter rates jump as traders hunt for ships to store cheap oil.

The rise in tanker chartering rates is a boon for shipowners who have seen demand walloped recently by the fast-spreading coronavirus outbreak which choked commodity and semi-finished goods imports into top consumer China.

We are seeing several deals being negotiated for short-term (6-12 months) charters, with one already concluded. The fall in oil prices has made floating storage more attractive, although the margins are still relatively thin," energy shipbroker and consultancy Poten & Partners said in a research note.

A Pareto Securities shipping note to clients said: "while actual fixing activity was rather limited yesterday, the 'floating storage' interest has boosted shipowners' sentiment and rate ideas have thus been increased substantially."

Another shipbroker in Singapore said his firm had not secured any fixtures yet "but there a is huge expectation of firming of the spot market. It's the older tonnage that will be more likely to be engaged for floating storage."

Crude oil's forward curve change from backwardation to contango.

Crude oil prices suffered their biggest daily rout since the 1991 Gulf War on Monday as top producers Saudi Arabia and Russia began a price war that threatens to overwhelm global oil markets with supply.

Several refiners are already looking to maximise imports of Middle Eastern purchase to take advantage of cheap crude after the Saudis slashed their official selling prices (OSPs) for April in an attempt to lure buyers.

"The VLCC rates are climbing up but it's mainly sentiment-driven right now, it's main traders who are enquiring for storage," a Singapore-based ship broker told Reuters.

The Worldscale index rate for shipping crude on a VLCC from the Middle East to North Asia rose to 54 points on Tuesday, from 49 points on Monday, according to trade and shipping sources.

Time charter equivalent rates for a 2,70,000 deadweight tonnes tanker on the Middle East to China route increased by 27 per cent in one day on Monday, said Ralph Leszczynski, head of research at shipbroker Banchero Costa in Singapore.

The flip in the crude oil market's forward curve to a contango where deferred prices are above spot prices has been a key factor spurring demand for storage.

The recent steep fall in spot Brent oil prices has made storing oil for later sale economical.

In the Middle East benchmark Dubai crude oil market, the April, May Dubai inter-month spread widened to 77 cents a barrel as of noon on Tuesday, making oil storage profitable. Brent crude prices are in a similar structure.

In addition to floating storage, countries like China and India could move to exploit the weak prices and increase imports for strategic reserves, boosting tanker demand, said Ralph Leszczynski, head of research at shipbroker Banchero Costa in Singapore.

"China, in particular, was the first to suffer from the coronavirus outbreak, but now also seems to be the first to put it behind them. The situation seems increasingly under control," he said.

Tanker rates surge as traders hunt for ships to store cheap oil

Saudi Arabia imposed on Sunday a temporary lockdown on its eastern oil-producing province of Qatif, home to most of its 15 coronavirus infections, and suspended schools and universities nationwide.

Four new cases, including an American arrival who visited Italy and the Philippines, took the tally to 15 on Monday, as the kingdom suspended travel with nine nations, from neighbouring United Arab Emirates to Bahrain, Kuwait, and Egypt.

The interior ministry announced the lockdown in Qatif, which has a large Shi'ite Muslim population, after Saudi Arabia confirmed the four latest cases. It is not expected to have any impact on Saudi oil production, two industry sources said.

But the decision could stir resentment in Qatif, which has been a flashpoint between the Sunni-dominated Saudi government and minority Shi'ites who have complained of discrimination and marginalisation, charges the government denies.

"Work at all public and private institutions is halted as a precautionary measure to prevent the spread of the disease," the interior ministry said in a statement, adding that only vital services such as security and provisioning would be excluded.

The ministry said the Qatif curbs on movement would allow residents to return home and commercial supplies to continue.

Cement blocks were placed on the main road to Qatif, said one resident of the province, while others reported a rush to grocery shops after the lockdown began.

Saudi authorities have previously said those infected had visited either Iran or Iraq or been in contact with people who visited those countries, home to Shi'ite holy sites.

The curbs in Qatif could also increase tension between Saudi Arabia and Iran, rivals in a regional struggle for influence. Riyadh denounced Tehran on Thursday for granting Saudi citizens entry during the outbreak.

From among Monday's cases, the American visitor has been transferred to a hospital in Riyadh, the capital. The rest involve a Saudi national who had contact with an infected person in Qatif, and two Bahraini women who came from Iraq.

The entertainment authority announced on Monday the closure of leisure attractions Riyadh Boulevard and Winter Wonderland, over virus concerns.

Saudi Arabia, which suspended travel with nine countries on Monday, had already banned travel to Iran, which has a tally of 194 virus deaths.

The health ministry said the newly diagnosed people, three of whom are women, had contact with a person with the virus who was reported to have returned from Iran via the United Arab Emirates but did not disclose his visit to the authorities.

Sunday's precautions included suspending all educational and Koranic activities in mosques in Saudi Arabia, the birthplace of Islam.

All public and private schools and universities would also be suspended from Monday until further notice, state media said, adding that distance learning measures would be adopted.

The March 23 start of the new Saudi Games, billed as the country's largest sporting event, has been postponed, Al Arabiya TV said.

Saudi Arabia said on Monday it will impose a fine of up to 500,000 riyals ($133,000) on people who do not disclose their health-related information and travel details at entry points, as the Gulf state works to prevent the spread of coronavirus.

The kingdom on Sunday imposed a temporary lockdown on its eastern oil-producing province of Qatif, where the majority of the 15 individuals diagnosed with the disease reside. Some have failed to disclose travelling to Iran to the authorities upon returning to Saudi Arabia via other Gulf Arab states.

Saudi Arabia suspended travel with nine countries including neighbouring Arab states on Monday and said legal action would be taken against any citizen travelling to Iran, which reported 237 deaths from the virus on Monday.

West Bengal man returning from Saudi Arabia admitted to hospital

Saudi Arabia has detained two senior members of the Saudi royal family - Prince Ahmed bin Abdulaziz, the younger brother of King Salman, and Mohammed bin Nayef, the king's nephew, two sources with knowledge of the matter said.

Crown Prince Mohammed bin Salman, King Salman's son and the de facto ruler of the world's top oil exporter and key US ally, has moved to consolidate power since ousting his cousin, Mohammed bin Nayef, as heir to the throne in a palace coup in 2017. He arrested several royals in an anti-corruption campaign later that year.

One source said the detentions took place on Friday. Reuters could not immediately determine the reasons behind the detentions.

The Wall Street Journal reported the detentions of the two royals earlier on Friday, and said they related to an alleged coup attempt.

Saudi officials could not be immediately reached for comment early on Saturday. The Saudi government media office did not immediately respond to a Reuters request for comment.

Prince Mohammed has fuelled resentment among some prominent branches of the ruling family by tightening his grip on power and some question his ability to lead following the 2018 murder of a prominent journalist by Saudi agents and the largest-ever attack on Saudi oil infrastructure last year, sources have said.

They said royals seeking to change the line of succession view Prince Ahmed, King Salman's only surviving full brother, as a possible choice who would have support of family members, the security apparatus, and some Western powers.

Saudi insiders and Western diplomats say the family is unlikely to oppose the crown prince while the 84-year-old king remains alive, recognizing that the king is unlikely to turn against his favourite son. The monarch has delegated most responsibilities of rule to his son but still presides over weekly cabinet meetings and receives foreign dignitaries.

Prince Ahmed has largely kept a low profile since returning to Riyadh in October 2018 after 2-1/2 months abroad. During the trip, he appeared to criticize the Saudi leadership while responding to protesters outside a London residence chanting for the downfall of the Al Saud dynasty.

He was one of only three people on the Allegiance Council, made up of the ruling Al Saud family's senior members, who opposed Mohammed bin Salman becoming crown prince in 2017, sources have earlier said.

Mohammed bin Nayef's movements have been restricted and monitored since then, sources have previously said.

The latest detentions come at a time of heightened tension with regional rival Iran and as Crown Prince Mohammed implements ambitious social and economic reforms, including an initial public offering by oil giant Saudi Aramco on the domestic bourse last December. Saudi Arabia is also the current chair for the Group of 20 major economies.

Prince Mohammed has been lauded at home for easing social restrictions in the Muslim kingdom and opening up the economy. But he has come under international criticism over a devastating war in Yemen, the murder of journalist Jamal Khashoggi in the kingdom's Istanbul consulate and the detention of women's rights activists seen as part of a crackdown on dissent.

Coronavirus Outbreak: Saudi Arabia empties Islam's holiest site for sterilisation

Saudi Arabia reopened Al-Haram Mosque in Mecca and Al-Masjid al Nabawy in Medina, two of the holiest religious sites in Islam, after closing them for days amid the rapidly spreading coronavirus threat, local media reported on Friday.

The Mosques were closed for the sterilisation. However, there is no clarity on whether the pilgrims will be allowed immediately to visit the mosques.

On February 27, Saudi Arabia has announced the closure of the pilgrimage sites to foreign pilgrims and traditional tourists to stop the spread of the virus.

In an official statement, it also said that citizens and residents of Gulf Cooperation Council countries wishing to enter must wait 14 days after returning from outside the region.

Saudi Arabia on Thursday declared three new coronavirus cases, bringing the total number of reported infections to five.

Worldwide, over 3,000 people have been killed and about 90,000 infected since the virus was first detected late last year in the central Chinese city of Wuhan.

While the numbers in China are still far lower than the huge daily increases reported during the first two weeks of February, COVID-19 has spread rapidly across borders, with South Korea, Italy and Iran emerging as hotspots.

Saudi Arabia reopens Mecca, Medina holy sites after coronavirus closure: Report

In an unprecedented move, Saudi Arabia will stop Gulf citizens from visiting the holy cities of Mecca and Medina amid coronavirus fears.

The kingdom suspended visas for the year-round Umrah pilgrimage yesterday. This is the first time that the Saudi Kindom has announced such a travel restriction which has caught the Muslims across the world off-guard.

This new move will prevent citizens from the Gulf Cooperation Council (GCC) countries from visiting Mecca and Medina -- the 2 holiest cities of Islam. Saudi Arabia itself is a member of the organisation and it's not clear if the decision will apply to its own citizens.

GCC citizens who are already in the country can visit the holy shrines if they do not present with coronavirus symptoms for 14 days.

The kingdom has not reported any positive cases of the virus so far but there has been a massive spike in West Asia especially in Iran. GCC citizens can normally enter Saudi Arabia by producing their identity cards without passports. But the Kingdom has temporarily reversed this decision so as to ensure that travellers have not visited virus-hit countries.

Tourist visas to people from countries like China, South Korea, Japan and Italy have also been suspended. The focus now is on the Hajj Pilgrimage which falls in the month of July.

The kingdom released a statement saying precautionary measures were being reviewed and additional measures would be taken if necessary.

Saudi Arabia suspends Mecca and Medina's religious trips over coronavirus fears

Saudi Arabia this week hosts the world's richest horse race, with $20 million in cash prizes on offer in the latest international sports extravaganza designed to boost its battered global image.

The ultra-conservative kingdom has in recent years invested heavily in sporting events, in a soft power push designed to project a more moderate image and jettison a reputation for rights abuses and the export of hardline ideology.

The Saudi Cup, expected to attract about 10,000 spectators, takes place at the King Abdulaziz Racetrack on February 29 with the main race run over 1,800m on a dirt track with a maximum field of 14.

The winner will walk away with $10 million, second place with $3.5 million and even the 10th place finisher will go away with something.

The Saudi Cup includes another seven races on dirt and turf with prizes worth $9.2 million up for grabs.

"We are taking the first steps on a journey to bring the domestic racing product on a par with our international counterparts," said Tom Ryan, director of the strategy and international racing at the Jockey Club of Saudi Arabia.

The event will "increase the sport's following inside Saudi Arabia, as well as opening up the industry to international horses and connections to make our mark on global racing," he said.

Saudi journalist Mugbel al-Zabni, who writes for Arriyadiyah sports daily, said the event plays to Saudi culture, in a kingdom where the horse is considered a symbol of its heritage.

The Saudi Cup is set to take place in between its two predecessors as the world's richest race -- the Pegasus World Cup in the United States and the Dubai World Cup which are scheduled one month either side.

The Pegasus World Cup was the richest in the world in 2018 worth $16 million surpassing the $12 million Dubai World Cup, but it was only worth $9 million this year.

The big-name jockeys at the Saudi Cup include Italian legend Frankie Dettori and Britain's Ryan Moore.

The Racing Post said that Nicola Currie is one of seven international female jockeys who will make history by becoming the first women to ride in a competitive race in Saudi Arabia.

Currie and her fellow female riders are to compete on Friday in a four-race points-based challenge with seven male riders led by Dettori.

"We're delighted to welcome some of the best jockeys in the business to compete," the Post quoted Prince Bandar bin Khalid Al Faisal, chairman of the Jockey Club of Saudi Arabia, as saying.

"Racing routinely sees male and female riders compete on a level playing field and we are proud to continue this great tradition at King Abdulaziz Racecourse during Saudi Cup weekend."

The Saudi Cup field is weighted more towards the United States entrants, who race on dirt more often than European racehorses.

A top contender is McKinzie, which was runner-up in the prestigious Breeder's Cup Classic last year, and trained by Bob Baffert who has an excellent record in the Dubai World Cup with three victories in total.

Another American runner Maximum Security won the Kentucky Derby last year but was then disqualified and has not shown much since.

Saudi Arabia's de facto ruler Crown Prince Mohammed bin Salman's sports push is designed to lure international tourists and boost domestic spending as the OPEC kingpin seeks to diversify its oil-reliant economy.

The kingdom also hosted the Dakar Rally, one of motor racing's most gruelling adventure rallies, earlier this year as well as the Italian and Spanish super cup finals last year -- with the added attraction of football superstars Cristiano Ronaldo and Lionel Messi.

Activists accuse Saudi rulers of "sports washing" -- using such events as a tool to soften their international image.

And in a country where two-thirds of the population is under 30, critics say the sporting drive is aimed at blunting public frustration over an economic downturn and soaring youth unemployment.

While Saudi women now have the right to drive, campaigners say jailed activists who spearheaded the push for a ban on the long-standing restriction have faced sexual harassment and torture in detention.

The brutal murder of journalist Jamal Khashoggi in Istanbul in 2018, the Saudi-led military intervention in Yemen and a sweeping crackdown on dissent have also dented the kingdom's reputation.

"The amount of money spent on those events is... an investment in Saudi Arabia's PR campaign to improve its image that was tarnished by a number of policy missteps," said Yasmine Farouk, a Middle East expert at the Carnegie Endowment for International Peace.

"Racing routinely sees male and female riders compete on a level playing field and we are proud to continue this great tradition at King Abdulaziz Racecourse during Saudi Cup weekend." The Saudi Cup field is weighted more towards the United States entrants, who race on dirt more often than European racehorses.

Saudi Arabia to host world's richest horse race

US Secretary of State Mike Pompeo arrived in Saudi Arabia on Wednesday to discuss regional security, namely Iran, after the US killing last month of a top Iranian general pushed the oil-producing region closer to an all-out war.

In meetings with King Salman and Crown Prince Mohammed bin Salman over the next two days, Pompeo will also raise economic and human rights issues like the case of a Saudi-American physician who remains on trial after nearly two years in detention, he told reporters traveling with him.

Saudi Arabia has backed the Trump administration's efforts to counter Iran but cautioned against military action after a series of strikes last year damaged its oil facilities. Riyadh blamed the attacks on Tehran, which denies responsibility.

The United States and Iran backed off from intensified conflict last month after a US air strike in Iraq killed Qassem Soleimani and Tehran retaliated with missile strikes on US bases that injured more than 100 troops.

"We are not rushed, the pressure campaign continues. It's not just an economic pressure campaign... It's isolation through diplomacy as well," Pompeo said before his flight to Riyadh.

"(In Riyadh) we'll spend a lot of time talking about the security issues -- the threats from Islamic Republic of Iran in particular, but we'll talk about a broad range of things."

Saudi Arabia has come in for intense criticism from Western governments and the US Congress over its devastating five-year war in Yemen as well as the detention of prominent women activists and the killing of journalist Jamal Khashoggi in the kingdom's Istanbul embassy in 2018.

Five Democratic senators, the chairman of the House foreign affairs committee and the Republican ranking member have urged Pompeo to press for a resolution to the court case of dual national Walid Fitaihi, who was arrested in 2017 under an anti-corruption campaign, and lift travel bans on his family.

Pompeo's trip comes three weeks after President Donald Trump unveiled his long-awaited Middle East peace plan, which the Palestinians rejected outright.

Saudi Arabia expressed support for direct peace negotiations under US auspices while reiterating unwavering commitment to the Palestinian cause.

Mike Pompeo in Saudi Arabia to talk Iran, economy and human rights

Like Western feminists of the early 20th century, in an era of social change in Saudi Arabia some women are embracing cigarettes, shisha pipes or vaping as a symbol of emancipation. The sight of women smoking in public has become much more common in recent months, an unthinkable prospect before the introduction of sweeping reforms in the ultra-conservative kingdom. The kingdom's ambitious de facto ruler, Crown Prince Mohammed bin Salman, has rolled out an array of economic and social innovations to project a moderate, business-friendly image. Watch: Saudi Arabia arrests 200 people for violating 'public decency' Women are now allowed to drive, attend public sporting events and concerts, or obtain passports without the approval of a male guardian. Rima, who started smoking two years ago, dismisses concerns about the harmful effects of tobacco but is worried her family will find out. She says she is prepared for a showdown. "I won't tell them that this is about my liberty, because they won't understand that women are free to smoke like men," said Rima, dressed in a traditional black abaya with gold embroidery matching the hijab that covered her hair. Najla, 26, who like Rima asked to use a pseudonym, said that despite the rapid social changes, double standards still existed and that it was still considered a "scandal and disgrace" if women smoked. The only woman lighting up amid several tables of male smokers, she said she intended to "challenge society" and ignore the occasional dirty looks. "My rights will be fully respected when my family accepts me as a smoker," she said, recalling that a friend was sent to an addiction clinic when her parents found out about her smoking. Najla started smoking while still a school student and, like her, up to 65 per cent of female Saudi high schoolers light up secretly, according to a 2015 study by the medical faculty at King Abdulaziz University cited by Arab News. Everything is allowed Despite the limitations, in a country where until just a few years ago religious police would chase and hit women for infractions like wearing nail polish or allowing a strand of hair to escape from their hijab, the changes have been head-spinning. "Most of our women clients order shisha. It was unimaginable just three months ago," a Lebanese waiter stated. Heba, a 36-year-old longtime smoker who sat at a table nearby, described growing up in a closed country where "everything was forbidden to women". "Now, everything is allowed. Women venture out without hijab, without abaya and they even smoke publicly." But even as the kingdom has introduced reforms, it has attracted condemnation for a heavy-handed crackdown on dissidents including intellectuals, clerics and female activists. In 2018, authorities arrested at least a dozen women activists just before the historic lifting of the decades-long ban on female motorists. Many of the detained have accused interrogators of sexual harassment and torture. Saudi authorities reject the accusations. "There is no doubt that at the persona level there is more freedom," said Walid al-Hathloul, whose sister Loujain is on trial over allegations of having contacts with foreign media and diplomats. "The arrest and demonisation of women activists is proof of this - it's designed so that the reforms will not be credited to the activists."

'Happy I can choose': New era sees Saudi women light up in public

Iran and Saudi Arabia appeared no closer to bridging their differences on Saturday with both sides sticking to their positions and regional facilitator Oman seeing no breakthrough before US elections in November. Tensions in the Gulf region stepped up after the killing in early January of Iranian military commander Qassem Soleimani by the United States in Iraq. European and Arab states have since scrambled to avert a full-fledged conflict between the two sides. Iran's Foreign Minister Mohammad Javad Zarif and his Saudi counterpart Prince Faisal bin Farhan Al Saud both attended the Munich Security Conference on Saturday and took part in a session on defusing tensions in the Gulf. Also Read: How Saudi-Iranian oil rivalry has been shaped by American power But the two were kept apart with Zarif even claiming that his Saudi counterpart had asked to reshuffle the schedule so that he wouldn't have to meet him. "I believe our neighbours, especially Saudi Arabia, do not want to (de-escalate)," Zarif said, adding that he believed Riyadh was firmly under the influence of the US campaign to put maximum pressure on Tehran. When asked about possible contacts with Iran, Prince Faisal said there had been neither private messages nor direct contacts. He said the ball was in Iran's court, especially as it had been behind attacks on the kingdom, including drone and missile strikes on its oil facilities in September. "Our message to Iran is to change its behaviour first before anything is to be discussed," he said after Zarif had left the room thirty minutes earlier. "Until we can talk about the real sources of that instability, talk is going to be unproductive." After Washington withdrew from a 2015 nuclear deal with world powers, Trump began a policy of "maximum pressure", saying a broader deal should be negotiated on nuclear issues, Iran's missile programme and Iranian activities in the Middle East. US sanctions have crippled Iran's economy, slashing its oil exports. Iran has long said it will not negotiate with Washington while sanctions are in place. [ Irani Foreign Minister Mohammad Javad Zarif (Courtesy: AFP) ] Zarif said French and Japanese efforts to bring Iran and the United States around the negotiating table had "fallen on deaf ears" because Trump believed Iran was on the verge of economic collapse. "He is wrong," Zarif said. "Everything they want is about regime change." Oman often considered as a facilitator for talks between Washington and Tehran appeared downcast on the prospects. "The reality is there are no messages," Foreign Minister Yusuf bin Alawi bin Abdullah said after meeting Zarif earlier in the day. "I'm not anticipating anything (will happen) in the next six months," he said, referring to upcoming US elections.

No dialogue for now as Saudis, Iranians camp on positions

Arab women, long relegated to the private sphere by law and social custom, are gaining new access to public life.

All countries of the Arab Gulf now have workforce “nationalisation policies” that aim to reduce dependency on migrant labour by getting more women into the workforce. Saudi Arabia set a goal of 30 per cent female labour participation by 2030. In Kuwait, female citizens outnumber male citizens in the workforce. And across the Gulf, women outnumber men in higher education enrollment.

Women are making political inroads in the region, too. In Qatar, four women have been appointed to ministerial positions since 2003. Eleven women have held cabinet positions in Kuwait since 2005, including the health minister, transportation minister and finance minister.

Even Saudi Arabia, which notoriously restricts women’s rights, reformed the guardianship system that grants authority over women to their male relatives. Since August 2019, women may obtain passports, travel abroad and register marriages and births on their own.

These changes have real-world benefits for Arab women, giving them greater economic independence and a voice in domestic and international affairs.

But Arab Muslim women in the Middle East still face substantial social and legal inequalities. Even as governments in the region tout female advancement abroad, my research on women in the Arab Gulf finds, at home, they still enforce traditional gender roles.

Women as symbols of Islam

The discovery of oil in the Arab Gulf in the 1930s turned these Islamic monarchies into global players. One result of this globalisation was that Western leaders put pressure on the region to “modernise” their laws and customs.

Championing women’s advancement is one way Gulf rulers can present a positive international image. This helps maintain good political, military and trade relationships with Europe and the United States and allays criticisms of human rights violations.

In recent years, Arab Gulf women have also fought hard for their rights. Saudi women successfully campaigned for the right to drive, which was granted in 2018. In Kuwait, activists are now pushing for better protection against domestic violence.

But Gulf rulers still need the support of conservative citizens and influential religious leaders, too. And these sectors of the population have repeatedly raised fears of Westernisation threatening local language, dress styles, food and cultural traditions.

One way Gulf rulers manage this tension, I’ve found, is by promoting Quranic interpretations that relegate women to traditional roles like bearing and raising children and caring for their families. Celebrating women’s domesticity is an easy way to signal their government’s commitment to what they consider Islamic values.

In Qatar, for example, the National Vision 2030 – an economic and social development blueprint – states that “Qatar has maintained its cultural and traditional values as an Arab and Islamic nation that considers the family to be the main pillar of society.”

And the Qataris propping up this pillar are women.

“Through their nurturing of language, codes of ethics, behavioural patterns, value systems and religious beliefs, women play an indispensable role in upholding traditional familial and cultural values,” reads a government document building on the proposals laid out in the National Vision 2030.

Religion and gender

There are, of course, more gender-equal interpretations of the Quran. Islam itself does not require repressing women.

But throughout history male leaders in the Gulf have associated patriarchal gender roles with religious purity. And clerics, who have significant social and political influence in the region, enforce conservative readings of Islamic law that subordinate women.

For example, women in all of the Gulf states must receive the approval of a male guardian to marry. In Qatar, single women under 25 require permission to travel abroad, and Qatari men can argue in court to stop their wives from traveling. In Saudi Arabia, men can file a “disobedience” complaint against female relatives for leaving the house without permission.

In Qatar, Kuwait and Bahrain, a man can stop his wife from working if he feels her employment interferes with her domestic responsibilities or religious conduct.

As a result, women in Gulf countries find themselves caught between two contradictory agendas for the 21st century.

What women want

Many Qatari women I’ve interviewed say they struggle to balance the conflicting expectations between domestic responsibilities and emerging professional opportunities.

Sheikha, an unmarried Qatari in her late 20s who works as an academic adviser, told me she often wonders: “I have a job and future plans. Why should I marry?”

“I don’t want to say that marriage erases the dreams,” she said, “but sometimes with the family commitment you can’t do it.”

Qatari women like Sheikha tend to face significant social pressure to settle down and have children by a certain age and to make sure their education and career goals do not get in the way of domestic responsibilities.

Not all the pressure is external. Many women I met hold conservative views on marriage and the family, too.

“I started work when my last daughter got married,” Amina Al-Ansari, an associate professor at Qatar University, told me. “Before that, I took care of the house and kids.”

Al-Ansari, like all 15 Qatari women I interviewed, believes caring for the family is a woman’s religious duty.

Still can’t have it all

Conservative Qataris also view women working or studying in a gender-mixed environment as a violation of Islamic values and a sign of Westernisation.

That’s why Amal Al-Shammari, a 32-year-old Qatari who now runs a cultural association for expatriates and tourists called Embrace Doha, attended Qatar University – the country’s only gender-segregated university.

“My parents wanted me to go there to keep a good reputation. Guys assume you have lots of relationships if you go to gender-mixed universities,” she told me. “My parents wanted me to stay with the conservative way.”

As political and religious leaders in the Gulf push their national agendas, women must find their own ways to balance newfound freedoms with existing social and religious pressures.

“There is always development, improvement, but always tradition, religion, and culture,” the professor, Al-Ansari, told me, summing up these tensions.

“We are living under the umbrella of religion.”

How young Saudis are sowing seeds of love amid conservative boundaries

The optics seem evident: Turkish President Recep Tayyip Erdogan is at odds with just about everybody.

Erdogan is on opposite sides of Russia in Syria, with Turkish and Syrian troops poised for an all-out fight in the north of the war-torn country, as well as, in Libya. He didn’t do himself any favours by coming out swinging against his supposed Russian ally during a visit to Ukraine earlier this month.

On all three flashpoints, Turkey and Russia are testing the limits of what was always at best an opportunistic, fragile partnership aimed at capitalising on a seemingly diminishing US interest in the Middle East, evident already under President Barak Obama, and in Donald Trump’s haphazard redefinition of what he sees as America’s national interests.

If that were not already a plate full, Erdogan’s relations with his US and European allies are strained over unilateral Turkish moves in the eastern Mediterranean, Turkey’s acquisition of a Russian S-400 anti-missile system and/or Turkey’s military intervention in Syria as well as refugees and much more.

Turkey has threatened to close Incirlik Air Base and a critical radar station in Kurecik if the United States and the European Union fail to recognise what Turkey views as its national interests.

At the same time, Erdogan frets about his alliance with Qatar in the wake of suggestions that the Gulf state and Saudi Arabia are searching for a way to end a Saudi-led 2.5-year-old economic and diplomatic boycott of Qatar.

Reports that the talks between the Kingdom and Qatar have failed may not put Erdogan’s concerns to bed with the United Arab Emirates, Qatar’s most hardline detractor, restoring postal services with the Gulf state.

The restoration, mediated by the United Nation’s Universal Postal Union, was the first time that a third-party succeeded in negotiating any easing of the boycott.

Piling it on, Erdogan’s powerful navy, imitating Chinese tactics in the South China Sea, has significantly raised tensions in the eastern Mediterranean by sending naval forces to escort Turkish drillships into contested waters and to block Greek and Cypriot petrochemical exploration vessels in waters recognised as theirs under international law.

Turkey has warned Israel that it needs Turkish approval to build together with Greece and Turkey an undersea natural gas pipeline to Europe.

As he battles on multiple regional fronts, Erdogan is walking a finely calibrated tightrope, rather than hitting out blindly at everyone, in the assumption that neither Russia nor the United States or, for that matter, Qatar, can afford to lose Turkey. By the same token, neither can Turkey risk jeopardising its relationships.

As a result, Erdogan’s confrontational moves constitute a high stakes gamble, particularly with Turkey’s military build-up in northern Syria, an area in which Erdogan does not enjoy air superiority.

The Turkish leader is betting on Russia blinking first by reigning in Syrian forces and pressing for a negotiated resolution of the crisis.

Erdogan’s provocative visit to Kyiv and backing for Ukraine in its conflict with Russia was about far more than differences over the Russian-backed Syrian assault in Idlib, the last rebel outpost in the country.

Concerned that Russia’s annexation of Crimea in 2014 has put a halt to Turkey’s maritime dominance of the Black Sea and turned it into a Russian lake, Erdogan sought in Kyiv to play both sides against the middle.

The International Crisis Group has warned that in the Black Sea “Russia’s 2014 annexation of Crimea has enabled it to expand its naval capability, project power south and shift the strategic balance in its favour.”

Russia’s de facto coastline grew from 475 to 1,200 kilometres or about 25 per cent of the sea’s total shorefront since the annexation.

Add to that 300 kilometres of coastline belonging to Abkhazia, a Russian-backed breakaway region of Georgia.

In a bid to counter Russian advances, Erdogan’s gamble also constitutes a bid to persuade NATO to back Turkey in the Black Sea, reversing a decades-old policy of keeping the alliance out of the region.

With 13 Turkish soldiers being killed in the last week in two Syrian attacks on Turkish targets and Turkey claiming to have killed more than 100 Syrian soldiers in retaliation, Erdogan’s gambit appears to have produced initial dividends with the Trump administration backing the Turkish leader in his high-stakes Syrian bid.

One key joker is the degree to which Erdogan may feel that he has no choice but to escalate further than he would like to in response to far-right nationalists who resonate with a part of his voter base and are pressuring him to go for Syrian President Bashar al-Assad’s jugular.

"What are you waiting for? Don't beat around the bush while Turkish soldiers are being martyred in attacks carried out by soldiers of another state," said Meral Aksener, leader of the Iyi or Good Party.

Added Devlet Bahceli, head of Erdogan’s coalition partner, the Nationalist Movement Party (MHP): “Assad is a murderer, a criminal and the source of hostility. There will be no peace in Turkey until Assad is brought down from his throne. Turkey must start plans to enter Damascus now, and annihilate the cruel ones."

The optics seem evident: Turkish President Recep Tayyip Erdogan is at odds with just about everybody. Erdogan is on opposite sides of Russia in Syria, with Turkish and Syrian troops poised for an all-out fight in the north of the war-torn country, as well as, in Libya.

Erdogan battles on multiple fronts in risky regional power bid

Pakistan Prime Minister Imran khan went to Malaysia promising to unite the Muslim world but his balancing act may have back-fired.

Imran has slammed the Organisation of Islamic Cooperation for failing to speak in one voice over Kashmir as Saudi Arabia continues to show reluctance to accept Islamabad’s request for an immediate meeting on the issue.

Pakistan wants an OIC meeting on Kashmir and Saudi Arabia has reportedly rejected the request.

The Pakistan media says that no progress has been made by the council of OIC foreign ministers on Pakistan's request.

The reason — Saudi Arabia isn't game for this. They won't back Pakistan's cause. This is significant — because Saudi Arabia is the de-facto leader of the OIC.

Looks like — Imran Khan's stunts haven't paid off. Driving the Saudi prince around has taken the prime minister nowhere. That is not to say that the kingdom never backed Imran Khan.

In December — after his absence from the Kuala Lumpur summit of Muslim nations. Saudi Arabia had shown flexibility on the proposal of a forum on Kashmir.

This Saudi flexibility, however, was short-lived. Riyadh has now done a u-turn. Imran Khan's Malaysia visit has turned into a diplomatic disaster.

Turns out — Saudi Arabia was not taken into confidence. Reports of Saudi disapproval had emerged earlier too.

What probably adds to their reluctance -- is this confession by Imran Khan on divisions within the OIC.

“The reason is that we have no voice and there is a total division amongst [us]. We can’t even come together as a whole on the OIC meeting on Kashmir," Imra Khan said indirectly chiding Saudi Arabia and UAE for diluting Pakistan’s stand.

This may have been enough to miff the self-proclaimed custodians of the Muslim community.

The message from Riyadh is clear — domestic political narratives cannot drive foreign policy.

Pakistan's diplomatic efforts go in vain as Saudi Arabia unwilling to back OIC ministers’ meeting on Kashmir

A decade of anti-government protests in the Arab world have thrown popular trust in the military into the garbage bin and undermined the military’s position as one of the most trusted institutions.

Long gone are the days when protesters on Cairo’s Tahrir Square chanted 'The military and the people are one.'

In 2011 it was the barriers of fear that protesters broke. Created by autocratic rulers, fear was what long kept disgruntled from taking their grievances to the street.

In 2019 and 2020 those barriers have been further reduced with protesters refusing to back down despite the use of brutal force by law enforcement and security forces in Lebanon and Iraq and occasional violence elsewhere in the Arab world.

Changed popular perceptions of the military are the result. Increasingly, the military is seen at best as positioning itself to salvage what can be salvaged of an ancien regime and at worst the enforcer of a hated regime.

“Iraqis broke the shackles of fear and reached the point of no return. The movement will not stop, and the Iraqi people will never be silent,” said Ali Hashim, a protester in Baghdad, speaking only a week after one night of mass killings in December.

In increasingly violent clashes in Beirut earlier this month, protesters unsuccessfully sought to persuade the security forces they were attacking that their demands for a complete break with Lebanon’s political elite was also in the interest of men in uniform.

“Among the most important lessons cited by Sudanese and Algerian protesters so far are…(that) transition plans designed by the military—particularly proposals for quick elections—can be a trap,” said Middle East scholar Michele Dunne.

Algeria’s newly elected president Abdelmadjid Tebboune is struggling to garner legitimacy with mass protests continuing nine months after the toppling of Abdelaziz Bouteflika. Voters voted with their feet in last month’s presidential poll with 60 per cent abstaining.

Algeria was railroaded into the election by its powerful military in a bid to outflank protesters by holding the poll before they had an opportunity to prepare for it.

A crucial nail was driven into the coffin of the notion of a unity of purpose between protesters and armed forces with the 2013 military coup in Egypt that produced one of the Arab world’s most repressive regimes under general-turned-president Abdul Fattah Al-Sisi.

Protesters realise almost a decade after the 2011 protests in which demonstrators declared victory once leaders like Egypt’s Hosni Mubarak and Tunisia’s Zine El Abidine Ben Ali had resigned, that their only chance of success is to retain their street power until elites, including the military, agree as appears to be the case in Sudan to a truly transformational process.

In Sudan, unlike in Egypt in 2011, this meant protesters and/or civil society groups ensuring that they had a seat at the table before they surrendered the street.

In Lebanon, protests escalated as a result of the elite’s attempt to address the crisis with the appointment as prime minister of Hassan Diab, widely seen as beholden to Hezbollah, the Iranian-backed militia and political group.

Mounting violence on the streets of Lebanon and Iraq in which hundreds of protesters have been killed or wounded will do little to rebuild confidence in the military and allied security forces.

If Lebanon and Iraq are anything to go by, clashes are likely to escalate and leave deep-seated scars.

“Our backs are against the wall. We have nothing more to lose. We are fighting a regime with a history of 40 years of corruption and their armed defenders,” said a masked protester on the streets of Beirut.

Taking journalist and scholar Rami Khouri’s analysis of what he terms ‘revolutions’ that are pitted against the decades-old ‘resistance’ of hard-line Arab states, Iran and its non-state Arab allies who opposed the US, Israel and conservative Gulf states Saudi Arabia and the United Arab Emirates as a starting point, militaries become outposts of a political system that has produced brutal autocracies and/or economic and environmental mismanagement.

“Arab and Iranian ruling elites and their own citizens now openly fight and resist each other, seeking to define their countries' identities and policies. This is probably the most consequential ideological battle in the Middle East since its state system was established a century ago,” Khouri said.

It’s an epic battle that has turned the once-revered military into yet another institution that finds itself on the wrong side of history.

While Arab protesters have made that clear on the streets of Khartoum, Algiers, Beirut and Baghdad, Iranian students demanded the departure and demise of the Revolutionary Guards in anti-government demonstrations prior to and after the recent killing of Iranian general Qassim Soleimani.

"The only way out of our current predicament is the simultaneous rejection of both domestic despotism and imperial arrogance. We need a politics that doesn't merely claim security, freedom, and equality for a select group or class, but that understands these rights as inalienable and for all people," said a statement by Iranian students demanding an end to all foreign interference in the affairs of the region, be it by the United States, Iran or the conservative Gulf states.

'Bala' becomes Ayushmann Khurrana's first film to get a release in Saudi Arabia

A series of recent measures in Saudi Arabia and Iran that violate the rights, if not endanger religious and ethnic minorities call into question their moral claims of adhering to core faith-based values of mercy and compassion.

If anything, the two arch-rivals compete in violating the rights of minorities like Uighurs threatened with deportation to China where they run the risk of being incarcerated in re-education camps in the troubled, north-western province of Xinjiang; Rohingyas who have been the victims of ethnic cleansing in Myanmar; and persecuted Bahais and other religious minorities in Iran.

Saudi and Iranian policies seem more in line with those of authoritarian and autocratic leaders who often seek their legitimacy in civilisationalism that emphasises the supremacy of a distinct civilization at the expense of others rather than principles of humanitarianism.

The plight of threatened Muslim majorities alongside potential different Muslim responses to US President Donald Trump’s controversial Israeli-Palestinian peace plan that favours Israel is likely to sharpen a struggle for leadership of the Islamic world between a Saudi-UAE-led alliance and countries like Turkey, Iran and Malaysia.

Backed by Turkey and Iran, Malaysia last month organised an Islamic summit in Kuala Lumpur that failed to live up to its billing of defending the rights of endangered Muslim minorities. Nonetheless, the summit sparked ripples in various Muslim nations in the Middle East as well as Asia.

Beyond Iran and Saudi Arabia’s overall abuse of universal human rights, recent reports highlight their failure to ensure the safety and rights of persecuted minorities – a principle that was left, right and centre in this week’s commemoration of the 75th anniversary of the liberation of Auschwitz, the German extermination camp in Poland.

“Auschwitz did not fall from the sky,” said 93-year-old historian and Auschwitz survivor Marian Turski.. He argued that Auschwitz was the result of thousands of small steps that stripped minorities of their dignity and humanity. “The 11th commandment is thou shalt not be indifferent. Do not be indifferent when any minority is discriminated against,” Turski said.

The Saudi deportation of Uighurs who are caught in a no-man’s land given the blanket refusal by Chinese diplomatic missions to extend their passports as part of its brutal crackdown on Turkic Muslims in Xinjiang, casts a shadow over a visit this month to Auschwitz by Mohammed Al-Issa, the first by a senior Saudi cleric.

Al-Issa’s visit was designed to project the kingdom under Crown Prince Mohammed bin Salman, who has defended the crackdown, as a religiously tolerant country that has broken with the intolerant aspects of ultra-conservative Islam, not only in its discrimination against women but also in its attitudes towards other faiths and minority groups.

Al-Issa heads the Muslim World League that for decades was one of the prime Saudi vehicles for the global promotion and funding of Sunni Muslim ultra-conservatism.

The world must ensure that “these kinds of horrible crimes” will never “happen again,” Al-Issa said in Auschwitz, echoing statements by multiple Auschwitz survivors who insisted that ‘never again’ was a principle applicable to all persecuted minorities, not just Jews.

Al-Issa’s statement may well have been genuine. “His face reflected feelings of shock and sadness as he looked at piles of used canisters of Zyklon-B, the gas used to suffocate victims, along with mounds of eyeglasses, shoes, prayer shawls, and human hair that the Nazis collected from incoming prisoners,” The Times of Israel reported.

“Unfortunately, humanity is still suffering from these kinds of crimes on a large scale today, different human beings against each other. I believe there is a huge responsibility on the international community to do something to deal with these kinds of horrible crimes and to make sure none of this will happen again. Our world will not be able to achieve peace unless we have a strong will together to fight evil,” Al-Issa said in Auschwitz.

Fighting evil would mean that arrangements are found for Uighurs rendered without valid documents as a result of Chinese policy, if not in the kingdom itself in cooperation with other countries rather than exposing them to the risk of indefinite incarceration.

It would also mean adopting a compassionate attitude towards the approximately 250,000 Rohingya who have sought refuge in the kingdom from ethnic and religious persecution in Myanmar where they are denied basic rights.

The International Court of Justice (ICJ) last week ordered Myanmar to adopt provisional measures to prevent further attempts at genocide against the roughly 600,000 members of the Rohingya Muslim minority remaining in Myanmar. Some 750,000 Rohingya have fled to Bangladesh in recent years to escape what the United Nations called ethnic cleansing.

Rohingya began migrating to Saudi Arabia in the 1950s and were granted residency by King Feisal in 1973, allowing them to live, work and travel within the kingdom and abroad.

Thousands of Rohingya have, however, been expelled in recent years as illegal immigrants or because they entered the kingdom on false documents, the only papers available to them, as part of Prince Mohammed’s efforts to reduce dependence on foreign labour and increase employment opportunities for Saudi nationals.

By the same token, Iran this week ruled that national identity cards would only be issued to adherents of the three minority religions recognized by the country’s constitution, Christianity, Judaism and Zoroastrianism.

The ruling eliminated the category ‘other’ on the application forms for the card that is needed to access government and banking services as well as numerous other transactions.

The ruling targets Baha’is, members of a sect viewed as a heretic by mainstream Islam, and other sects, forcing them to lie to obtain the identity card.

Baha’i leaders have been imprisoned and those who openly follow the faith are routinely denied university education and employment, while members of the community have seen their businesses shut down and land confiscated by the state.

Iran’s National Organisation For Civil Registration, responding to a complaint about the omission of the ‘other’ option, advised the Baha’i complainant to in effect disavow his faith and fill out the form with incorrect information.

“Dear citizen, we wish you health. The law neither recognises your religion nor offers a solution. You may submit your application under existing options,” the authority said.

Saudi Arabia will stop funding to mosques in foreign countries. how Saudi funded mosques built up their influence in India - and how Riyadh's latest move impacts them.

Gravitas: Saudi Arabia to stop funding mosques in foreign nations

According to a Swiss newspaper, Saudi Arabia is planning to stop funding mosques in foreign countries.

The report which appeared in the Swiss newspaper, Le Matin Dimanche, said a Mosque in Geneva is being handed over to a Swiss administrative council that will have an "elected cleric".

The newspaper quoting Saudi Arabia's former minister of justice Mohammed Bin Abdul-Karim Issa said the measure was being undertaken due to "security reasons".

The Saudi official added that the same measure would be undertaken with all the mosques all over the world.

“The same measures will be taken around the world. In every country, there will be a local board of administration set up in coordination with the national authorities. This is necessary, for example, for security reasons. We should ensure that the mosques end up in safe hands. Then we will no longer intervene”, Mohammed Bin Abdul-Karim Issa was quoted by the Swiss newspaper Le Matin du Dimanche as saying.

The move, if it becomes official policy will be a huge break from Saudi Arabia's foreign policy.

Since the 1960s, Saudi Arabia has sponsored multi-million dollar effort to export Wahhabi Islam to the world, by 2007, Saudi Arabia had spent close to $2 billion annually on promoting this ideology.

It is also seen part of Saudi Arabia's "soft power" having funded mosques in several countries which have Muslim communities including India.

Saudi Arabia's latest statement quoted by the Swiss newspaper points to Crown Prince Mohammad bin Salman trying to modernise the country by separating politics and religion with the country already undergoing dramatic changes with women been authorized to drive and cinemas having been reopened.
