It will provide multi-spectral detailed images of Earth's surface in 2D/3D and shall enhance the surveillance capabilities of the armed forces, for land and maritime border security. &nbsp;&nbsp;

The orbit of RISAT-2BR1, which is an inclined 37 degrees to the equator, will allow for greater revisit rates on the area of interest in the Indian subcontinent. This elevation does not enable global surveillance. Rather, the satellite's gaze will be fixed on the Indian subcontinent.&nbsp;

The X Band SAR enables the satellite to provide, continuous all-weather, all-terrain earth observation and imagery, cutting through the clouds and darkness, which is critical for surveillance and intelligence for the armed forces for prevention of any hostile activity including infiltrations and also provide inputs for the planning of strategic operations.&nbsp;

Cartosat 3: A global class strategic satelite

High-resolution satellite images show that the construction of China's first full-sized aircraft carrier is progressing steadily alongside expansive infrastructure work that analysts say suggests the ship will be the first of several large vessels produced at the site.

The images of the Jiangnan shipyard outside Shanghai were taken last month and provided to Reuters by the non-partisan Centre for Strategic and International Studies (CSIS), building on satellite photos it obtained in April and September last year.

Noting a series of pre-fabricated sections, bulkheads and other components stacked nearby, CSIS analysts say the hull should be finished within 12 months, after which it is likely to be moved to a newly created harbour and wharf before being fitted out.

The vast harbour on the Yangtze River estuary, including a wharf nearly 1 kilometre long and large buildings for manufacturing ship components, is nearly complete. Much of the harbour area appeared to be abandoned farmland just a year ago, according to earlier images CSIS analysed.

It dwarfs an existing harbour nearby, where destroyers and other warships are docked.

"We can see slow but steady progress on the hull, but I think the really surprising thing these images show is the extensive infrastructure buildup that has gone on simultaneously," said CSIS analyst Matthew Funaiole.

"It is hard to imagine all this is being done for just one ship," he added. "This looks more like specialised space for carriers and or other larger vessels."

Singapore-based military analyst Collin Koh said the modern, purpose-built facility on a sparsely populated island in the Yangtze may provide better security than the congested shipyards of Dalian in northern China. It could also help deepen co-operation between commercial and military shipbuilders.

The London-based International Institute for Strategic Studies noted this year that China's military shipyards were focusing increasingly on larger surface warships, "adding to the sense that Chinese naval-capability development may be entering a new phase."

China's navy has recently launched four large Type 055 cruisers and its first large helicopter carrier, known as the Type 075.

China's military has not formally announced the plans for the third carrier, designated Type 002, but official state media have said it is being built.

The Pentagon said it in its annual survey of China's military modernisation, published in May, that work on the third carrier had begun.

China's Ministry of Defence did not respond to questions from Reuters.

Funaiole said the latest images appeared to confirm the earlier photos, which suggested the latest carrier would be somewhat smaller the 100,000-tonne "supercarriers" operated by the US but larger than France's 42,500-tonne Charles de Gaulle.

The images are due to be released by the CSIS China Power Project later Thursday.

Asian and Western militaries are tracking developments closely. They say this carrier would represent a vital step in China's ambitions to create a far-ranging navy that can project power around the world to serve Beijing's expanding global interests.

A series of recent Reuters Special Reports showed how that effort is challenging decades of US strategic superiority in East Asia.&nbsp;

It is expected to be China's first carrier with a flat deck and catapult launch system, allowing the use of a wider range of aircraft and more heavily armed fighter jets.

China's first two carriers, which it has dubbed Type 001-class, are relatively small, accommodating only up to 25 aircraft that are launched from ramps built onto their decks. US carriers routinely deploy with nearly four times the number of aircraft.

Foreign military attaches and security analysts say the Type 001 ships are expected to essentially serve as training platforms for what they believe will be fleet of up to six operational carriers by 2030.

They say the construction and deployment of aircraft carriers is considered exceptionally difficult to master. Protecting such a large and vital surface target with escort ships, submarines and aircraft is a core part of the problem.

"The PLA navy is not saying much in detail about its plans now, but we can see from their building works that their ambitions are vast," said one Asian military attache, who declined to be named because of the sensitivity of the matter. "And they will get there."

Koh, a research fellow at Singapore's S. Rajaratnam School of International Studies, said the new Jiangnan facilities looked permanent and reflected China's long-held ambitions to bulk up its fleet with more carriers and other large vessels.

On the other hand, the Chandryaan-2 is different from the earlier moon mission because it will attempt to soft-land its Vikram module on the lunar surface and deploy a six-wheeled Rover, Pragyaan on the moon to carry out several scientific experiments.

Chandrayaan-2 aims to widen the scientific objectives of Chandrayaan-1 by way of soft landing on the Moon and deploying a rover to study the lunar surface.The mission life of Orbiter will be one year whereas the mission life of lander (Vikram) and rover (Pragyan) will be one Lunar day which is equal to fourteen earth days.

ISRO has also made provision for the public to view the launch from recently opened Viewer`s gallery at Satish Dhawan Space Centre SHAR, Sriharikota.

NepaliSat-1 is a low orbit satellite which will be in the 400-km distance from the Earth's surface. It will be stationed at the International Space Station for a month and then it will be sent to orbit the earth, according to NAST.

The satellite will take photographs on a regular basis to gather geographical information of the country.

The satellite has a Nepali flag and the NAST logo. It also has the name of the scientists involved in the making of the satellite.

ISRO's PSLV C45 lifted off from the Satish Dhawan Space Centre in Sriharikota on Monday, carrying India's EMISAT satellite along with 28 nano satellites of global customers.

After the launch, the satellite successfully injected EMISAT into sun-synchronous polar orbit. Now, 28 customer satellites are to be placed into their designated orbit.

As the 27-hour countdown concluded, the nearly 50-metre tall rocket, a new variant of ISRO's trusted work horse PSLV-QL, blasted off from the second launch pad at the spaceport of Sriharikota, about 125 km from Chennai , at 9.27 am.

The EMISAT satellite is aimed at electromagnetic measurement.

The mission marks several firsts to the credit of the space agency as it would manoeuvre satellites in various orbits and orbital experiments, including on maritime satellite applications.

According to ISRO, a new variant of the rocket PSLV-QL equipped with four Strap-On motors in the first stage is used for the launch.

PSLV, also used in India's two key missions, "Chandrayan" in 2008 and Mars Orbiter in 2013, is a reliable and versatile launch vehicle for ISRO with 39 consecutive successful flights till June, 2017 and five-in-a-row from January 2018.

The rocket has encountered only two failures so far, its maiden developmental flight ended unsuccessful way back in 1993.

In September, 2017, the flight went off without any hitch but the IRNSS-1H Satellite could not be released into orbit after the PSLV-C39's heat shield failed to open on reaching the orbit.

In this mission, ISRO scientists would place the satellites and payloads in three different orbits, a first for the agency.

After injecting the 436 kg primary satellite EMISAT, intended for electromagnetic spectrum measurement, at around 17 minutes from lift off in a 749 km orbit, they would restart the fourth stage again.

ISRO said this was the first time it has been envisaged to provide a micro-gravity environment for research organisations and academic institutes to perform experiments.

The PS4-fourth stage hosts three payloads in this mission.

They are automatic identification system from ISRO for maritime satellite applications capturing messages transmitted from ships.

&nbsp;It has a relatively simple structure and can be launched in a short time, state-run Xinhua news agency reported Wednesday.

After leaving port, the rocket could be launched within a week, Jin said.

The rocket can carry a payload of up to 350 kg to a sun-synchronous orbit at an altitude of 700-km and 700 kg to a low-Earth orbit at 200-km.

It is mainly used to carry small satellites and can take multiple satellites into orbit at the same time.

A seaborne launch has many advantages over a land launch, Jin said. For instance, the launch site is flexible, and falling rocket poses less danger.

Using civilian ships to launch rockets at sea would lower launch costs and give it a commercial edge, said Jin.

It will also help lay the groundwork for developing reusable rockets and recovery technologies at sea.

The seaborne launch technology will help China provide launch services for countries participating in the Belt and Road Initiative, he added.

Another three Long March-11 launches on land are also planned this year.

The Indian Space Research Organisation(ISRO) will launch GSAT-7A, an advanced geostationary communication satellite from Sriharikota at 4.10 pm today. &nbsp;

This satellite will give a boost to the Indian Air Force and other armed forces.

GSLV-F11 carrying 2,250kg GSAT-7A is scheduled to lift-off at 4.10pm from the second launch pad at the spaceport of Sriharikota, situated about 110 km from Chennai.

The mission life of the GSAT-7A, built by the Indian Space Research Organisation, is eight years.

The four liquid strap-ons and a solid rocket motor at the core form the first stage of the launch vehicle, while the second stage is equipped with high thrust engine using liquid fuel, the space agency said on its website.

The Cryogenic Upper Stage forms the third and final stage of the vehicle. The seventh launch of 2018 from Sriharikota marks the 69th mission of GSLV-F11 for ISRO.

ISRO to launch GSAT-7A communication satellite today from Sriharikota

The Indian Space Research Organisation (ISRO) launched an <a href="http://www.wionews.com/india-news/isro-launches-hysis-and-30-other-satellites-180142">earth observation satellite </a>Hyper Spectral Imaging Satellite (HysIS) on Thursday at around 10 am.

The satellite was launched by Polar Satellite Launch Vehicle (PSLV) in its 45th flight PSLV-C43 along with 30 co-passenger satellites from the First Launch Pad (FLP) of Satish Dhawan Space Centre (SDSC) SHAR Sriharikota.

The primary mission of the HysIS is to study the earth's surface in visible, near infrared and shortwave infrared regions of the electromagnetic spectrum.

Besides this, the satellite is also designed to contribute to agriculture, forestry, geological environments, coastal zones and inland waters.

A media report also cited an ISRO offcial as saying that the earth observation satellite will help in monitoring air pollution from industries. 
 
With the launch of HysIS India has crossed the milestone of lifting and putting into orbit over 250 foreign satellites. India has till date put into orbit 269 foreign satellites.

Satellites of eight different countries including Australia, Canada, Malaysia, Columbia, Finland, Netherlands, Spain, USA were launched&nbsp;along&nbsp;with the HysIS.&nbsp;

One of the important features of the launch is that the satellite was put in two different orbits, one at a higher altitude and the others in a lower one.

Arianespace on Wednesday launched a rocket from French Guiana carrying Morocco’s second earth observation satellite, the European launch company said.

The satellite, named Mohammed VI-B, was developed by Thales Alenia Space and Airbus, Arianespace said in a statement on its website.

It will be mainly used for mapping, land surveying, agricultural monitoring, prevention and management of natural disasters, monitoring changes in the environment and desertification as well as border and coastal surveillance, it said.

China sent its first-ever satellite built in partnership with another country into space on Monday, a device tasked with helping scientists better predict dangerous cyclones and climate change by monitoring ocean surface winds and waves.

A Long March 2C carrier rocket blasted off from the Jiuquan Satellite Launch Centre in northwest China's Gobi Desert at 0043 GMT, according to China's State Administration of Science, Technology and Industry for National Defence.

The 650-kilogram (1,430 pounds) China-France Oceanography Satellite (CFOSAT) is the first satellite jointly built by China and France and will allow climate scientists to better understand interactions between oceans and the atmosphere.

It's fitted with two radars: the French-made SWIM spectrometer, which will measure the direction and the wavelength of waves, and China's SCAT, a scatterometer that will analyse the force and direction of winds.

The data will be collected and analysed in both countries.

The instruments will allow scientists to collect information about winds and waves of the same location simultaneously for the first time, Wang Lili, chief designer of the satellite with the China Academy of Space Technology, said, according to the official Xinhua news agency.

"It will help increase the observation and prediction of catastrophic sea states, such as huge waves and tropical storms, and provide security support for offshore operations and engineering, ship navigation, fisheries, and coastal management," said Zhao Jian, a senior official at the China National Space Administration.

The rocket successfully put the satellite into orbit 520 kilometres (323 miles) above the Earth.

Chinese leader Xi Jinping and French President Emmanuel Macron exchanged congratulations in a phone call, according to Xinhua.

"It's historic. It's the first satellite China has made through international cooperation," Jean-Yves Le Gall, president of France's National Centre for Space Studies, told AFP.

"This satellite will help make considerable progress in understanding climate change." The project began in 2007.&nbsp;

The two countries are also working together on the Space Variable Objects Monitor (SVOM) mission, which will launch a satellite in 2021 to detect and study gamma-ray bursts.

China and France already cooperate in space, with a French cardiovascular device aboard China's Tiangong-2 space lab to monitor a crew's hearts.&nbsp;

The lab is expected to de-orbit after July 2019. Le Gall said France is also working with China on cooperating in exploration missions to the moon and Mars.

China plans to have a crewed space station by 2022 and send a manned mission to the moon in the future.

"The (CFOSAT) launch shows that the international community is more and more willing to consider China as a full partner," said Jacqueline Myrrhe, a space expert at GoTaikonauts.Com, which specialises in China's space programme.

"It will also allow (France) to have launch opportunities and privileged access to space cooperation with China. And who knows, maybe to put a French astronaut in the future Chinese space station," Myrrhe said.

Some three hours after the joint Chinese French launch, Japan's space agency sent a rocket carrying a satellite that will monitor greenhouse gases.

The satellite is officially named GOSAT-2, short for "greenhouse gases observing satellite-2", and is intended to provide data that will help Japan create and publish "emission inventories" of the CO2 output of various countries, as outlined in the Paris climate accord.

Russia's state security agency is opposing a high-level deal for the US. OneWeb satellite startup to bring Internet access to remote parts of the country because it says the project could be used to gather intelligence and damage national security.

OneWeb, which plans to use a constellation of hundreds of satellites to provide a worldwide Internet network, struck a deal with Russian space agency Roscosmos in 2015 to send them into orbit and it clinched a joint venture with a subsidiary of the agency to service Russia.

But now, after objections from Moscow, OneWeb is relinquishing its majority stake in the venture, according to two industry sources and a Russian state procurement document.

Speaking at a conference in Moscow, Federal Security Service official Vladimir Sadovnikov said the FSB was against the project servicing Russia for security reasons since it could potentially hand a foreign Internet service provider a monopoly over rural and remote areas.

"Some of Russia's regions would become totally dependent on a foreign satellite service," Sadovnikov said, adding that Moscow had not received any conclusive evidence that OneWeb's satellites would not be used for intelligence gathering.

"The only way to address the threats of foreign satellite networks like OneWeb, especially in the Arctic region and Far North, is to restrict their usage in Russia," Sadovnikov said.

He added that Russia favoured setting up a similar network partnering with India, China and countries which he described as non-aggressive.

Moscow's ties with the West are at a post-Cold War low following Russia's 2014 annexation of Crimea and rows over sanctions, Syria, alleged election meddling and a poisoning attack on a former spy in Britain.

Sadovnikov conceded that there were satellite projects similar to OneWeb in scale such as Iridium which were already in use, but they were not used widely and are therefore not seen as a threat.

Roscosmos and Oleg Ivanov, Russia's deputy minister for digital development and communications, declined to comment.

Late on Wednesday, OneWeb issued a statement to Reuters confirming that its joint venture with the Roscosmos subsidiary would be majority Russian owned and operated locally.

The OneWeb system "is designed to fully respect the regulatory and cultural requirements of its many partner countries", the statement said.

The company said it recognised that security was of paramount concern to every country in which OneWeb will operate. It said its system would ensure all Internet traffic remained secure. It said the OneWeb system would begin launching early next year.

Almost 45 per cent of the world population does not have access to the Internet, according to Internet World Stats. OneWeb aims to make it available to everyone, including on aircraft and other high-speed transport. The project is meant to be fully online by 2027.

Russia is important to the success of the project as it has many remote and far-flung areas where high-speed broadband is not available.

OneWeb was founded by former Google manager Greg Wyler and closed an $1.7 billion investment deal with Airbus Group, Bharti, Coca-Cola, Hughes, Virgin Group, Qualcomm and SoftBank.

It plans to create a network of 900 satellites, most of which will be sent into orbit by 21 Soyuz launch vehicles from the Baikonur Cosmodrome in Kazakhstan and the Guiana Space Center.

The contract for the launch was signed by OneWeb, Arianspace and Roscosmos in 2015. It will cost OneWeb $1 billion to have the satellites sent into orbit, Igor Komarov, Roscosmos' former CEO, said after signing the deal.

The first launch was scheduled for late 2017, but the company has pushed the date back several times. The launch is now scheduled for between December 2018 and February 2019, according to Wyler.

In 2017, OneWeb strengthened its partnership with Roscosmos by creating a joint venture with satellite operator Gonets, a subsidiary of Roscosmos, to develop the project in Russia. OneWeb currently holds a 60 per cent stake and Gonets has the rest.

However, Gonets now intends to increase its stake to 51 per cent and is looking for a contractor to estimate the cost of the deal, a document submitted by Gonets in the Russian state procurement system showed.

Gonets is a state company and is therefore required to publish details of all procurement orders in line with Russia's anti-corruption legislation.

Two industry sources - one at the FSB, and the other an official at the Ministry for Digital Development and Communication - confirmed to Reuters that Gonets would become a controlling stakeholder in the joint venture with OneWeb.

This is a key condition for OneWeb operating in Russia, although there are other conditions as well, the source at the FSB said without detailing what those other conditions were.

"OneWeb is an important project for Roscosmos and Russia's space industry, but national security issues come first. There are many doubts regarding that project, especially because of the sanctions against us," said the source at the FSB.

OneWeb submitted a request to receive a frequency band in Russia, but was refused by authorities, according to Russian media reports confirmed by a communications official. A source at the Ministry for Digital Development and Communications said OneWeb would be given permission after legal issues regarding the joint venture were completed.

It plans to create a network of 900 satellites, most of which will be sent into orbit by 21 Soyuz launch vehicles from the Baikonur Cosmodrome in Kazakhstan and the Guiana Space Center. The contract for the launch was signed by OneWeb, Arianspace and Roscosmos in 2015. It will cost OneWeb $1 billion to have the satellites sent into orbit, Igor Komarov, Roscosmos' former CEO, said after signing the deal. Two industry sources - one at the FSB, and the other an official at the Ministry for Digital Development and Communication - confirmed to Reuters that Gonets would become a controlling stakeholder in the joint venture with OneWeb. This is a key condition for OneWeb operating in Russia, although there are other conditions as well, the source at the FSB said without detailing what those other conditions were. "OneWeb is an important project for Roscosmos and Russia's space industry, but national security issues come first. There are many doubts regarding that project, especially because of the sanctions against us," said the source at the FSB. OneWeb submitted a request to receive a frequency band in Russia, but was refused by authorities, according to Russian media reports confirmed by a communications official. A source at the Ministry for Digital Development and Communications said OneWeb would be given permission after legal issues regarding the joint venture were completed.
