While reviewing flood-like situation triggered by continuous rains in the state, Chief Minister Amarinder Singh put the Army on alert to help the state deal with any eventuality,&nbsp;

Fearing damage to kharif crops because of widespread downpour, the state government also ordered a special 'girdawari' to assess crop damage.

Rains are likely to lash isolated places in Punjab and Haryana Tuesday, though it will recede thereafter, an official of the Chandigarh Meteorological Department said.

Punjab has been witnessing widespread rains for the last two days and the downpour continued on Monday as well.

Chandigarh recorded 63.8 mm of rainfall Monday. The maximum temperature settled at 23 degrees Celsius, 10 notches below normal.

Patiala was the wettest in the region with 86 mm of downpour, followed by Ludhiana at 57 mm.

In Haryana, Ambala recorded 53 mm of rainfall. The maximum temperature was 25.2 degrees Celsius.

Train services were also affected due to waterlogging in some districts.

Amritsar-New Delhi, Delhi-Amritsar, New Delhi-Jalandhar, New Delhi-Intercity express were cancelled while Bathinda-Jammutawi and Jammutwa-Bathinda were diverted in the wake of waterlogging in Punjab's Amritsar district, the officials said.

The incessant rains played a havoc in Punjab with several low-lying areas in the state inundating and fields at a few places getting flooded because of breach in canals. 
Water-level in rivers and rivulets, including the Ghaggar, rose following rains.

In Amritsar, a large section of Mall Road near municipal corporation's office caved in while a portion of flyover in Patiala collapsed, according to reports.

Roads in several cities, including Patiala, Ludhiana and Amritsar were flooded.

In Haryana's Ambala district, a 45-year-old man died when the roof of his home collapsed in village Jandli, while four people were injured in Punjab's Phagwara when roof of their house caved in due to incessant rains, officials said.

In Chandigarh, the floodgate of Sukhna lake was opened and people were asked to avoid travelling from the&nbsp;back side of the lake, they said.

The Punjab chief minister held an emergency meeting on Monday to review the arrangements in order to deal with any flood-like situation.

Chairing an emergency meeting here, he asked ministers and MLAs to tour their respective areas extensively to assess the ground situation and tie up with the departments concerned for immediate redressal of hardships faced by the people.

He also directed the Food and Civil Supplies and Animal Husbandry ministers to appoint nodal officers for distribution of food packets to the affected people and dry fodder for the animals in view of the situation.

The chief minister also asked Financial Commissioner Revenue (FCR) to seek assistance from the Army, the BSF and the NDRF and other paramilitary forces, if needed.

The FCR informed the chief minister that a contingency fund to the tune of Rs 7.40 crore has been placed at the disposal of deputy commissioners to get flood protection works executed besides carrying out rescue operations.

On the possible outbreak of water-borne diseases, Amarinder Singh asked the Health Department to take preventive measures by organising special medical checkup camps and arranging sufficient stock of medicines in this behalf.

Taking part in the deliberations, BBMB chief D K Sharma apprised the CM the situation at Bhakhra reservoir was in control so far and they were regularly monitoring the water levels at Pong dam. 
Earlier, the chief principal secretary to the CM said all deputy commissioners were keeping a close tab over the current situation and disaster control rooms activated.

In Uttarakhand, most of the places, including state capital Dehradun, received showers with around 45 rural roads blocked in these districts, the state emergency operation centre said.

In Rajasthan, heavy to moderate rainfall was recorded in various parts of the state in 24 hours, an MeT official said.

At least 14 people were killed and several others went missing today as torrential rains triggered landslides near camps housing over one million Rohingya refugees in southeast Bangladesh.

The landslides triggered by heavy rains washed away several homes and shelters in the districts of Cox’s Bazar and Rangamati - both bordering Myanmar from where some 700,000 Rohingya Muslims have fled into the country due to a military crackdown.

The government has put the National Disaster Relief Force(NDRF) on alert as several areas were inundated due to rains.

The monsoon arrived in&nbsp;Maharashtra on Friday bringing rains in the city. &nbsp;According to the Meteorological Department, in the next few hours, it may reach the surrounding areas around Mumbai.

"Heavy to very heavy rainfall was recorded in the suburbs till 8.30 am today," IMD Deputy Director K S Hosalikar said.

Meanwhile, trains on the suburban section of the Central Railway (CR) were running late by 10-12 minutes due to the showers, an official said, adding that there were no cancellations.

"There was a case of wall debris falling on tracks this morning on Down slow line. The debris were removed immediately and for some time, trains on down slow line were diverted to the fast line," Sunil Udasi, Chief PRO of CR, said.

Tripura Minister Ratan Lal Nath along with the authorities of the administration visited some flood-affected areas to meet the victims. "Due to a sudden downpour in the hilly areas, the Balda Khal, Chandrapur and adjoining areas are flooded as the water level in rivers have increased, due to which, the water is unable to pass to Bangladesh," he said

"In the meantime, several families had to be evacuated and the administration had already reached before I came here. Officials have looked into people's problems and local people have also rendered help. Arrangements for boats have been made though we were not ready for this situation which is a natural hazard and the administration stood by the people," he added.

Heavy downpour was reported in the states hilly areas over the past 24 hours triggering flood in the downstream areas, including the capital town and its adjacent areas.

Heavy rains expected in India next week, uncertainty over cyclone formation

The Indian Meteorological Department (IMD) has predicted heavy rains to hit Odisha starting today evening. A depression over the southeast Bay of Bengal is likely to intensify further into a deep depression in the next 24 hours and triggering heavy rains in various parts of the state.

As many as 11 districts in Odisha are likely to get affected by the torrential downpour. While the rains will continue till December 11, the associated weather impacts will persist till December 13, noted a release issued by the Regional Met Department.&nbsp;

Presently the speed of squally winds is 50 to 55 kmph. Wind shear and sea surface temperatures will continue to favour its growth. The Indian Meteorological Department (IMD) has predicted heavy rains to hit Odisha starting today evening. As many as 11 districts in Odisha are likely to get affected by the torrential downpour. While the rains will continue till December 11, the associated weather impacts will persist till December 13, noted a release issued by the Regional Met Department. "Depression is likely to reach South Odisha and North Andhra Pradesh coast by around December 9. Rainfall may start tonight and will continue till December 10. Fishermen are advised not to venture into the sea from December 7 to December 10", said Sarat Chandra Sahu, an IMD official. According to a Skymet weather report, "the depression persisting over the southeast Bay of Bengal has moved northwards in the past six hours. Presently the speed of squally winds is 50 to 55 kmph. The cloud formation is showing signs of intensification and hence this system is likely to concentrate into a deep depression in the next 12 hours". "It will move northwards inching close to the coast. Wind shear and sea surface temperatures will continue to favour its growth. In wake of this weather system, light rainfall is likely to commence over North Coastal Andhra Pradesh, Odisha and Gangetic West Bengal from the night of December 7," it further noted. Moderate rains may also to hit the Gangetic West Bengal and states like Nagaland, Manipur, Mizoram, and Tripura by December 9 or 10. Heavy to very heavy rains may not occur. "Tamil Nadu will be spared by the weather system," noted Skymet.

Over the next 100 years, the glacial melt may potentially rise Mangalore&#39;s sea levels by 15.98cm as and&nbsp;to 15.26cm in&nbsp;Mumbai and 10.65cm for New York, according&nbsp;to a&nbsp;study carried in the journal Science Advances.&nbsp;&nbsp;

The insights are based on a forecasting tool, gradient fingerprint mapping (GFM) which help to predict how water will be &ldquo;redistributed&rdquo; globally.

&ldquo;This provides, for each city, a picture of which glaciers, ice sheets, and ice caps are of specific importance,&rdquo; researchers said.

&ldquo;As cities and countries attempt to build plans to mitigate flooding, they have to be thinking about 100 years in the future and they want to assess risk in the same way that insurance companies do,&rdquo; said Erik Ivins, senior scientist at NASA&rsquo;s Jet Propulsion Laboratory in the US.

Weather data for areas in China that border North Korea&#39;s main crop zones show rains picked up from August, helping to alleviate dry conditions.

U.S. Department of Agriculture satellite images suggest North Korea&#39;s crop yields will be similar to last year, said Kim Young-hui, a North Korean defector and a specialist in the country&rsquo;s economy at Korea Finance Corp in Seoul.

North Korea experienced a crippling famine in the 1990s when a combination of bad weather, economic mismanagement and the demise of fuel subsidies from the Soviet Union all but destroyed its state-run Public Distribution System (PDS) of rationing.

The FAO report, which described the PDS as the &quot;main source of food&quot; for around 70 percent of the population, said increased food imports would be required to ensure adequate food supplies for the most at-risk groups, including children and elderly.

However, the rise of privately produced food sold in North Korean markets has slowly overtaken the PDS as the primary distributor of food, a factor which experts say official UN&nbsp;reports overlook.

The reports, often produced in conjunction with the North Korean government, may not be able to focus on markets given the political sensitivity of inherently capitalist activity in a state which still outwardly professes to maintain a Soviet-style command economy, experts say.

&quot;Many people rely completely on the markets and off-the-books private farming for their food,&quot; said Sokeel Park of Liberty in North Korea, an organisation which aids defectors.

&quot;Corrupt officials will also siphon off government supplies and sell them for profit,&quot; said Park. &quot;This means international agencies&#39; regurgitation of Pyongyang&#39;s official food data should be taken with a pinch of salt&quot;.

In the years since the famine, farmers have also been granted increasing autonomy at local levels to proactively change crops, staving off the risk of food shortages, and reducing the reliance on imports.

North Korea&#39;s grain imports totalled $26.5 million in 2016, down from $139.2 million in 2012, according to the state-run Korea Trade-Investment Promotion Agency. January to June imports this year were just $10.6 million, albeit up sharply on the $3 million over the same period a year go.

Prices in North Korean markets have remained relatively stable and continue to be a reliable source of food, according to defectors who closely monitor North Korean market prices and activity.

The U.N.&#39;s World Food Programme (WFP) said there was still very little direct information available on how important markets are for household food access. WFP was consulting with the North Korean government to carry out more detailed studies on food security later this year, it said in an emailed response to questions.

Another threat to North Korea&#39;s food security was an increase in U.N. sanctions following the country&#39;s sixth and largest nuclear bomb test earlier this month.

The U.N. Security Council unanimously agreed to a range of new measures including imposing a ban on the country&#39;s textile exports and capping imports of crude oil and fuel.

Gasoline and diesel prices rose sharply since the nuclear test, market data analysed by Reuters on Monday showed.

The sanctions were likely to hit essential items such as oil, sugar, salt, vinegar and milk powder, which are imported, controlled centrally and distributed via state shops at subsidized prices, the WFP said.

But in contrast to more developed countries, agriculture in North Korea relies much more on mass-mobilisation of workers rather than mechanisation such as harvesters and tractors.

So while a lack of oil would likely slow the harvest, the overall impact would not be significant, according to Linda Lewis of the American Friends Service Committee, an NGO running farm projects in North Korea.

Several local trains in India&#39;s western city of Mumbai were canceled after heavy downpour as the Metrological office predicted more rains in the next 48 hours.

WION reports traffic in the city has been disrupted due to heavy waterlogging in Sion, Dadar, Mumbai central, Kurla, Andheri and Sakinaka.

&quot;From 8 am to 3 pm on Tuesday, three of BMC-run weather stations in the city recorded heavy and incessant rains. The weather station in Mumbai city recorded 30.92 mm rain, while those in eastern and western suburbs recorded 15.56 mm and 12.42 mm rainfall respectively during that period,&quot; a statement issued by civic body said.

Mr Kerry was of course was referring to the heavy rain that had lashed the Indian capital on Wednesday morning, gridlocked traffic, and made the US secretary of state late for his talk by about an hour. (As anybody who lives in Delhi will tell you, it does not take much rain to bring the city to a dead stop. It rains, the roads get waterlogged, and traffic gets gridlocked.)&nbsp; 
 
Mr Kerry was supposed to start speaking at 10 am. He was finally able to at 11, which is when he came up with the quip.&nbsp; 
 
That however was not the end of his woes. Mr Kerry was today supposed to visit three places of worship --&nbsp;the Gauri Shankar temple, the Jama Masjid, and the Gurdwara Sisganj Sahib -- in the old Delhi area at around 11 am today&nbsp;but the rains and the accompanying traffic forced him to call off his plans..&nbsp; 
 
Kerry also talked about pluralism and democracy -- he had after all wanted to visit a temple , a mosque, and a gurudwara or a Sikh place of worship&nbsp;--&nbsp; in his speech. &nbsp; 
 
This has not been the first of Mr Kerry&#39;s traffic woes in India. He had found himself stuck in traffic for an hour when he landed on Monday night; the roads then too had been waterlogged.&nbsp; 
 
Even should Mr Kerry have wanted to escape from his rain and traffic woes, he might have found that difficult too for the rains also led to a slight delay in flights taking off from Delhi airport.

Kerry misses the boat, gets to his talk an hour late

Persistent rains inundated several villages and settlements in parts of India, leaving hundreds of people stranded in the deluge. 
 
In Allahabad city of northern Uttar Pradesh state, increased water levels of the Ganga river submerged several settlements on Sunday (August 21), forcing people to stay indoors. 
 
Hundreds of people remained stranded in the affected areas even as rescue officials tried to reach out to them through boats. 
 
Locals rued that local administration arrangements were not enough as they were now hit by food and water scarcity. 
 
&quot;Water levels are increasing rapidly and gradually residents are also getting worried and are not coming out of their houses. Many of the houses are submerged in water. People are stuck and so are animals, among whom many are dying. There are no arrangements here. Nothing much is happening. There are no arrangements. There are just boats ferrying people but there is no food or water here. There is no way to survive,&quot; said a local, Anuradha Tripathy. 
 
In Vadodara district of western Gujarat State, around 150 villages were inundated after officials released seawater from an upstream dam on Sunday. 
 
Officials have been closely monitoring the situation, keeping rescue teams on stand-by for carrying out evacuation operation, if the condition worsens.

Persistent rains inundated several villages and settlements in parts of India, leaving hundreds of people stranded in the deluge. In Allahabad city of northern Uttar Pradesh state, increased water levels of the Ganga river submerged several settlements on Sunday (August 21), forcing people to stay indoors. Hundreds of people remained stranded in the affected areas even as rescue officials tried to reach out to them through boats. Locals rued that local administration arrangements were not enough as they were now hit by food and water scarcity. "Water levels are increasing rapidly and gradually residents are also getting worried and are not coming out of their houses. Many of the houses are submerged in water. People are stuck and so are animals, among whom many are dying. There are no arrangements here. Nothing much is happening. There are no arrangements. There are just boats ferrying people but there is no food or water here. There is no way to survive," said a local, Anuradha Tripathy. In Vadodara district of western Gujarat State, around 150 villages were inundated after officials released seawater from an upstream dam on Sunday. Officials have been closely monitoring the situation, keeping rescue teams on stand-by for carrying out evacuation operation, if the condition worsens. Locals flood the internet as #DelhiRains pour in

Four people died and several more were injured in southern Germany after violent storms with torrential rains caused severe flooding, authorities said on Monday. 
 
One of those killed was a 13-year-old girl who was hit by a train Sunday while seeking shelter from the rains under a railway bridge. 
A boy, 12, who was with her was not physically injured but had to receive trauma counselling, said police in the southern city of Aalen.&nbsp; 
 
In Schwaebisch Gmuend near the city of Stuttgart, a volunteer firefighter died on Sunday trying to rescue a man trapped in a shaft of a flooded railway station, municipal authorities said. 
The man who was trapped was also presumed dead although neither body has been recovered, according to local police. 
 
In Weissbach, just to the north, a 60-year-old man died in a flooded underground garage on the same day.&nbsp; 
 
The regional authorities in the state of Baden-Wuerttemberg put the number of injured at around 10. 
 
A number of people had to be rescued from cars trapped in the floods. 
 
National news agency DPA said a river broke its banks in Braunsbach, destroying one house and damaging several others. 
Eyewitnesses posted videos on social network sites showing cars being carried away by the floods and crashing into shop windows.

The head of one rural district in Schwaebisch Hall, Michael Knaus, said that more rain fell in the space of a few hours than normally falls over several months.&nbsp;
