For India to arise, for Bharat to be resurgent, Kashmir must be reintegrated into India. It is a question of national security, national identity and throwing off outside interference. Otherwise, India's war of independence will continue at a proxy level with Pakistan and the numerous terrorist organisations allied with it.

India's national sentiment about Kashmir has shifted radically since the February 14 Pulwama terror attack, in which a Pakistan-supported Jaish-e-Mohammed suicide bomber took the lives of more than forty of India's paramilitary forces. India's change of mindset over Kashmir is irreversible and the old appeasement policy is no longer acceptable. A new national vision has arisen that wants a permanent solution to the problem.

The airstrike on terrorist bases in Balakot, Pakistan, on February 26 is a clear manifestation of this new policy and will be followed with similar strong actions as required. It marks the new and determined response of the Narendra Modi government. Pakistan does not listen to the language of diplomacy, which only becomes a cover for its subversive actions. India understands this well and the global community is coming to recognise it too.

There is no going back to the old attitudes that have prevailed since 1947. No more tolerance for terror. No more protection for separatists. Full integration of Kashmir into India. This is the only solution and long term befitting reply to Pakistan's continual terrorist attacks on India.

The outpouring of emotion and outrage after Pulwama has been exceptional and has reached all parts of the country. This is particularly notable given the comparable lack of outrage when the entire Kashmiri Pandit population was driven out by militants in 1990, along with a massive loss of life and property - a veritable genocide of a religious community. This emotion continues after the Balakot retaliatory strikes and is likely to be sustained until Pakistan stops its aggression.

What has caused this radical shift in attitude? It begins with the greater sense of identity and nationalism that we find today in the Modi era, in which it is no longer wrong to be patriotic and proud of India as a nation and a great civilization. It reflects the new aspirational ethos for which being Indian or even being Hindu is no longer something to make excuses about.

It is a complete loss of patience as the Kashmir issue remains problematic after seventy years that have failed to bring peace, despite extensive dialogue, compromise, and the extension of special benefits for Kashmir.

Most importantly, it is not just an issue of local separatists but of global terrorism, with ISIS coming into India. The tactics and sophisticated explosives used in the Pulwama attack indicate training and support by both the Pakistan Army and groups connected to ISIS. If not dealt with firmly, these radical forces can threaten India as a whole, and affect other countries as well.

The response

Removing security from and arresting separatists, stringent economic sanctions against Pakistan and diverting river waters from flowing into Pakistan are important initial steps. The Balakot airstrike and continued retaliatory measures are the second and more significant phase that demonstrates India's new resolve.

All Indians should be allowed to move, conduct business and own property in Kashmir - just as Kashmiris are allowed to do so in the whole of India, as they possess many properties and businesses throughout the country. The special status and autonomy afforded to Kashmir should be revoked and the concerns of Jammu and Ladakh be given their place, not just those of the Valley.

Military retaliation is certainly justified. It is no longer a question merely of Kashmir or India, but of global terrorism centered in Pakistan. The new Prime Minister of Pakistan, Imran Khan, appears as impotent as previous Prime Ministers to control Pakistan's military domination and support for terrorism. In fact, he came to power with the help of the same jihadi groups behind the Pulwama attack, with Jaish-e-Mohammed supporting his campaign in Punjab.

The roots of terrorism in Pakistan must be addressed, not simply the branches that extend into Kashmir. While it is necessary to engage the international community with diplomatic sanctions on Pakistan, India must act according to its own interests extending to military responses. The world does not honour a weak country, particularly in the face of terrorism. We must compare how the United States, China or Russia firmly deal with terrorism with the softness that India has followed until Narendra Modi's new policy today.

This stronger Indian response is better for Kashmiris, whom Pakistan will never bring peace to. Full integration with India will result in greater prosperity for Kashmir and restore cultural harmony. Show us one province in Pakistan where there is harmony, even among Muslim sects and where any minorities are treated fairly?

While dangers exist in a more aggressive policy relative to Pakistan, there are more significant dangers in continuing the same policies that have resulted in the current situation. The Narendra Modi government knows this and is carefully planning action on all levels, including military, to comprehensively address Pakistan's ongoing proxy war with India through Kashmir.

Why India's new assertive Kashmir policy is essential

Union Minister Arun Jaitley on Wednesday suggested that India is capable of carrying out an operation similar to the 2011 US action in Pakistan to eliminate Al Qaeda chief Osama bin Laden.

His remarks at an event related to the campaign to clean River Ganga came a day after the Indian Air Force pounded the main terror camp of Jaish-e-Mohammed terror outfit in Balakot in Pakistan's Khyber-Pakhtunkhwa province.

Referring to the US operation in Abbottabad, Jaitley said, "It is said that a week is too long a time in politics. In our country the way people get enthusiastic, if you look at the last 24 hours, one week would appear to be a day.

"The kind of things we see...I remember when the US Navy SEAL had taken Osama bin Laden from Abbottabad, can't we do the same?"

"We could earlier only imagine, desire and get frustrated and disappointed (for failing to conduct such operations). But today, it is possible," he said at the event dedicated to generating funds to clean river Ganga.

The event was organised by the Ministry of Water Resources and Ganga Rejuvenation at DRDO. Jaitley contributed Rs one lakh in his personal capacity for the programme to clean the river.

Tensions are on the rise between India and Pakistan since the pre-dawn airstrikes on Jaish-e-Mohammed launch pads on Tuesday in retaliation to Pulwama terror attack; though military combat looks unlikely at the moment, it is important to take note of the capabilities of the two nuclear-armed countries.

As both India and Pakistan have significantly strong air forces, here is a look at how Pakistan's air force compares with India's.

In terms of personnel, the Indian air force (IAF) is the fourth largest in the world with over a lakh and 20 thousand soldiers and with nearly 813 combat aircraft, India's air force is significantly stronger.

On paper, the Indian air force is a more advanced and developed force than that of Pakistan.

Pakistan air force (PAF) has over 65 thousand personnel and possesses nearly half the number of combat aircraft that India does.

India ranks fourth among the countries in terms of combat aircraft with 5 per cent of the total share. Pakistan is ranked at number eight.

In terms of tankers, India is ranked seventh in the world with seven active fleets. Pakistan has seven airborne early warning and control aircraft while India has only four.

But the devil-as always is in the detail.

India has 33 fighter squadrons while Pakistan has 25. A ratio of 1.3 to 1, still better than the Pakistan air force. But down from the 3 to 1 ratio three decades ago.

One, a squadron-to-squadron comparison does not throw much light on-field capabilities.

And two, IAF's serviceability is much better than PAF's which means more IAF aircraft is available for a mission at any given time.

The nature of the fleet is also important for understanding capabilities.

As of 2017, Pakistan air force had 141 F-7 combat jets, 37 F-16a/c jets, 40 JF-17 jets and 69 Mirage 999 ep jets. It also had 90 Mirages 5-EF fighter jets. Besides these,

Pakistan has ordered around 60 j-f-17 jets.

The country also has two falcons 20/200, 4 king air 350, 4 Saab special mission jets and 4 II-78 tankers.

The Indian air force, in comparison, has 117 Jaguar M/S combat aircraft, 262 MiG-21 fighter jets, 79 MiG-27, 66 MiG-29, 44 Mirage 2000 h, 162 Su-30MKI and one Tejas LCA fighter jets.

India has placed orders for nearly 144 T-50 Sukhoi fighter jets and 36 Rafale fighter jets.

India also has one 707, 2 g-100 Astra, 3 Gulfstream III special mission jets and 7 II-78 tankers.

However, size is just one side of the story when it comes to comparing the capabilities of air forces.

It's one thing to have more and superior jets, which India clearly has. But conflicts in the present-day run the risk of turning nuclear.

And both India and Pakistan are nuclear powers.

India has nine types of operational missiles, including the long-range Agni-3 missile.

Agni's range is between 3000-5000 kilometres.

In comparison, Pakistan's missiles are short to medium range missiles which can reach up to 2000 kilometres.

Pakistan has 140-150 nuclear warheads while India has 130-140 such warheads.

India's defence budget is five times that of Pakistan's and with this year's high allocation, India will have more to build its arsenal.

But, the presence of old fighter jets which are retiring soon and the ability to replace them in time have bogged India down while Pakistan air force has modernised its inventory in the meantime.

India though remains a superior power in terms of its air force, but time is running out. Indian air force needs an upgrade. The recent incidents only serve to highlight this aspect.

Indo-Pak standoff: A look at how India's air force compares with Pakistan's

India Tuesday carried out pre-dawn airstrikes on terror launch pads in Pakistan and is believed to have destroyed terrorist targets, sources said.

The strike comes amid heightened tension between India and Pakistan after the February 14 suicide attack by Pakistan-based Jaish-e-Mohammad terror group in Kashmir's Pulwama district that killed 40 CRPF soldiers.

Gandhi also put out the Indian flag along with his tweet.

The Congress said on its official Twitter handle, "We salute the @IAF_MCC for their consistent & determined effort to keep Indians safe. Jai Hind."
Delhi Chief Minister Arvind Kejriwal also hailed the IAF pilots for the air strikes.

In Islamabad, the Pakistan Army alleged that the Indian Air Force violated the Line of Control (LoC) in Muzafarabad sector.

"Indian aircraft intruded from Muzafarabad sector. Facing timely and effective response from Pakistan Air Force released payload in haste while escaping which fell near Balakot. No casualties or damage," Major General Asif Ghafoor, Director General of Inter-Services Public Relations (ISPR), the media wing of the Pakistan Army, said in a tweet.

"Indian Air Force violated Line of Control Pakistan. Pakistan Air Force immediately scrambled. Indian aircraft gone back," he tweeted.

Hours later, the ISPR said Indian aircrafts' "intrusion" across the LoC in Muzafarabad Sector was within 3-4 miles in Pakistan-occupied Kashmir.

India's External Affairs Minister Sushma Swaraj will be leaving for China for the 16th Russia, India, China (RIC) meet on Tuesday. The meet will take place on Wednesday in Wuzhen, Zhejiang. The meet will be chaired by Chinese Foreign Minister Wang Yi and will be attended by Russian Foreign Minister Sergei Lavrov and Sushma Swaraj.

Announcing the visit, India's Ministry of External Affairs (MEA) in a press release said, "The ministers are expected to exchange views on the global situation, regional developments of common concern, address global challenges such as terrorism and discuss trilateral exchanges and activities. "

Speaking on the RIC meet, Chinese Foreign Ministry Spokesperson Geng Shuang said, "During this meeting, the foreign ministers of the three countries will take the implementation of the important consensus of the leaders as the main thrust, focus on the current international landscape, exchange in-depth views on major regional and international issues of mutual interest and deepen third-party cooperation. "

The Russian foreign ministry said the focus will be on Afghanistan, Syria and the situation in Korea. Russia's Foreign Ministry Spokesperson Maria Zakharova said, "The foreign ministers plan to exchange views on the most pressing international and regional matters, in particular, resolving the situation in Afghanistan, the Middle East, Syria, Libya and Yemen, the nuclear issue on the Korean Peninsula, and to discuss fighting terrorism, extremism and drug trafficking, as well as ensuring international information security."

EAM Sushma Swaraj will also hold bilateral meets with her Russian and Chinese counterparts.

The meeting comes in the backdrop of the Pulwama terror attack whose responsibility was claimed by Pakistan based terror group Jaish-e-Mohammed(JEM). India has been trying to declare the chief of JEM Masood Azhar as an international terrorist under the 1267 committee of the United Nation Security Council but has been blocked many times by China.

China has been non-committal about its listing of Azhar. Last week in its daily briefing Geng Shuang said, China will engage in relevant discussions in a "constructive and responsible manner" and "keep close communication and coordination with India and other parties concerned."

The last RIC foreign ministerial meeting took place in New Delhi on 11 December 2017. That meet came in the backdrop of Doklam crisis when Chinese forces tried to build a road on Bhutanese territory and the attempt was thwarted by Indian forces but led to a two-month-long standoff, the worst in many decades.

RIC meet at the leaders level — Prime Minister Modi, Russian President Vladimir Putin and Chinese President Xi Jinping took place on 30 November last year on the sidelines of the G20 summit in Argentina. The meet took place after a gap of 12 years.

Terror, Afghanistan in focus as EAM Sushma Swaraj heads to China for RIC meet

At a time when US president Donald Trump is holding peace talks with the Taliban terrorists and has decided to withdraw 7,000 troops in the next few months, at least 40 CRPF personnel were killed in one of the deadliest terrorist attacks carried out by the Jaish-e-Mohammad (JeM) in Pulwama.

While Indian security forces have killed the three main terrorists behind the Pulwama attack and the Indian government is weighing all possible options to dismantle terror outfits operating against India from across the border, this attack has once again reinforced the fact that the language of peace cannot be an effective tool to deal with terrorists.

In fact, ever since the Trump administration started peace talks with the Taliban, there were apprehensions in India, the US and elsewhere that such efforts would only embolden the Taliban.

Sure, it was during the Obama administration that the US decided to hold talks with the Taliban and during the 2016 presidential election campaign, Trump too promised to end the war in Afghanistan.

Interestingly, the Trump Administration’s South Asia Policy released in 2017 underscored the need for US troops to stay on in Afghanistan. In fact, on the issue of promoting peace, security, stability and development in Afghanistan, Trump’s South Asia Policy mentioned that the US will deploy more troops in Afghanistan without fixing a timeline for the return of US forces.

However, over a year later in July 2018, President Trump shifted his position on Afghanistan issue with the intention of clinching a deal with the Taliban. It would give the US a morally legitimate reason to withdraw its troops.

At the same time, Russia and China’s efforts to hold talks with the Taliban was seen by the US as a major geo-strategic threat to its interests in the region.

While the possible re-emergence of the Taliban is being seen as the onset of another phase of darkness for that blighted country, for India, which has always supported the “Afghan-led, Afghan-owned and Afghan-controlled,” process with participation of the elected government in Kabul, peace talks between the US and the Taliban and Trump’s decision to withdraw US troops, now pose serious security challenges.

Ever since reconstruction work began in Afghanistan, India has invested over $3 billion building roads, hospitals, schools, providing training, arms and fighter aircraft to the Afghan armed forces.

Taliban’s arrival on the centre stage will not only put India’s economic interests at stake in Afghanistan, it will also pose a huge security threat to India because Pakistan’s prominence in Afghanistan will increase and Islamabad could use the Taliban against Indians there.

Since Russia has also moved to improve ties with Pakistan and is more than keen to play an important role in Afghanistan’s internal affairs, as evident from Moscow’s own peace talks with the Taliban last year, the possible emergence of a strategic China-Russia-Pakistan axis along the Taliban, could jeopardise India’s position.

The Pulwama attack has only validated India’s security concerns. Counter-terrorism experts in the US have argued that it has highlighted the utter failure of the Trump administration in pressurising Pakistan to act against terrorist organisations operating from its soil.

They have also argued that the ISI must have helped JeM in carrying out the Pulwama attack. Afghanistan has also complained to the UN Security Council against Pakistan’s recent engagement with the Taliban.

While US National Security Adviser John Bolton has told his Indian counterpart Ajit Doval that America supports India’s right to self-defence, with both sides reaffirming to work together to ensure that Pakistan ceases to be a safe haven for the JeM and other terror outfits, it remains to be seen how the Trump administration fulfills such promises.

At the same time, the Indian government needs to give up the tag of a soft-power state and take long-lasting punitive action against terrorist organisations and the country whose only aim is to destabilise India.

The National Investigation Agency (NIA), which is probing the cross-border terror attack in Jammu & Kashmir's Pulwama, has found that the vehicle used in the fidayeen strike was a minivan 'Maruti Eeco'.

The car owner has been identified as one Sajjad Bhat, a resident of Shopian district.

Sajjad Bhat studied at Siraj-ul-Uloom in the same district has since been on the run and is believed to have become an active terrorist now.

According to an NIA statement, he had purchased a Maruti Ecco car on February 4, 2019, and later the same car was used to carry out Pulwama attack.

“Piecing together remnants of the vehicle used by the suicide bomber in the Pulwama terror attack on CRPF convoy, from the scene of incident, NIA investigators, with the support of forensic and automobile experts have been able to identify the vehicle used for the blast,” NIA said in a statement adding that a Maruti Ecco vehicle having Chassis number MA3ERLF1SOO183735 Engine G12BN164140 was used by the Jaish-e-Mohammed.

The vehicle according to the investigation agency was initially, sold to Mohammad Jaleel Ahmed Haqqani, a resident of Heaven colony, Anantnag in the year 2011. Later, it was purchased by Sajjad, who according to reports has joined Jaish.

The statement said that “a raid was conducted by NIA team at his house with the help of J&K Police on 23rd February. However, Sajjad was found not present in his house and thereafter has been evading arrest since then,” adding that he has reportedly now joined JeM.

Former Uttar Pradesh Chief Minister and Samajwadi Party (SP) leader Akhilesh Yadav on Sunday said that India cannot defeat Pakistan if the central government does not form a long-term strategy to safeguard the country's borders.

Akhilesh on Sunday met the family of Ajit Kumar, a CRPF jawan, who lost his life during the Pulwama terror attack on February 14.

Asked why Opposition leaders were are now pointing fingers at the central government even when they agreed to stand united with the Centre over the issue of national security, Akhilesh told media, "The Opposition stands united (with the central government) in teaching a lesson to Pakistan. But the government should not forget that China is with them (Pakistan). We feel that the government should have a long term strategy to safeguard our borders and make the country strong. If long term strategy won't be adopted then you can't defeat Pakistan."

Talking about Saudi Crown Prince Mohammed Bin Salman recent visit to India, Akhilesh said, "Recently media showed how a Crown Prince first visited Pakistan and helped them. Then he came to India and hugged Prime Minister Narendra Modi. Later he went to China. In today's times, the role of neighbouring countries matters... BJP leaders are the most 'milawati'."

Akhilesh also urged the central government to give Rs 1 crore to the families of all the CRPF jawans, who lost their lives in the Pulwama terror attack.

"The government should fulfill its promises given to the jawans. Most of the state governments have given Rs 1 crore to the families of CRPF jawans killed in Pulwama attack. The Uttar Pradesh and central government should also do the same and give Rs 1 crore to them," he said.

Pakistan's Foreign Minister Shah Mahmood Qureshi has postponed his scheduled visit to Japan, amid tensions with India following the Pulwama terror attack that killed 40 CRPF soldiers.

Qureshi telephoned his Japanese counterpart Taro Kono and apprised him about the reason behind the postponement of his official visit to Tokyo.

He said the situation in the South Asian region, including Kashmir, is tense following the Pulwama attack. He said in such a sensitive situation, it was important and inevitable for him to stay in the country, Radio Pakistan reported.

"I have written to the UN secretary general to play his role in easing tensions and also request Japan to play an active role to do the same," he said.

He said in such a sensitive situation, it was important and inevitable for him to stay in the country, Radio Pakistan reported. "I have written to the UN secretary general to play his role in easing tensions and also request Japan to play an active role to do the same," he said. Pakistani authorities have appointed two administrators to supervise a seminary and a mosque believed to be the headquarters of the Jaish-e-Mohammad, the terror outfit which claimed responsibility for the Pulwama suicide attack that killed 40 CRPF personnel in Jammu and Kashmir.

The Punjab government appointed the administrators two days after it announced taking over the control of Madrassatul Sabir and Jamia-e-Masjid Subhanallah in Bahawalpur, over 400-km from Lahore.

The seminary and mosque are believed to be the headquarters of Jaish-e-Mohammad (JeM) outfit.

"The Punjab government has appointed Mohammad Ali, district Auqaf administrator and Ghulam Abbas, regional Auqaf administrator to supervise the administrative affairs of Jamia-e-Masjid Subhanallah and Madrassatul Sabir, Bahawalpur, respectively," said a senior official of the Punjab government.

Jamia-e-Masjid Subhanallah is located in the densly populated industrial area in Model Town-B of Bahawalpur while Madrassatul Sabir is situated on Bahawalpur-Ahmed East highway on the outskirts of the city.

Earlier in a complete U-turn, the Pakistan government dismissed its own claim of taking over the control of JeM headquarters in Bahawalpur and said the complex had no link with the JeM.

In a video message on social media, Pakistan's Information Minister Fawad Chaudhry said the Punjab government took administrative control of Madrassatul Sabir and Jamia-e-Masjid Subhanallah in Bahawalpur in line with the decisions taken during the National Security Council meeting held on Thursday and as part of the National Action Plan.

Rejecting his earlier announcement that the complex was JeM headquarters, Chaudhry said, "This is the madrassah (seminary) and India is doing propaganda that it is the JeM headquarters".

On Friday, the minister told PTI that the Punjab government had "taken over the control of the JeM headquarters in Bahawalpur".

"The government of Punjab has taken over the control of a campus comprising Madressatul Sabir and Jama-e-Masjid Subhanallah in Bahawalpur, allegedly the headquarters of Jaish-e-Mohammad, and appointed an administrator to manage its affairs," he had said.

It was the first time in years that the campus, about 430-km from Lahore, had been acknowledged by Pakistan to be the headquarters of the Masood Azhar-led JeM.

A statement issued by the Interior Ministry on Friday also said the crackdown on Jaish "has been taken in line with the decision of the National Security Committee meeting held on Thursday under the chairmanship of Prime Minister Imran Khan".

The Islamic seminary in the campus has a faculty of 70 teachers and currently, 600 students were studying in it, the statement said, adding that Punjab police were providing security and protection to the campus.

Since 2002 when the JeM was banned, different intelligence agencies have been regularly monitoring the mosque and the seminary, the Punjab government official said.

Pakistan on Thursday also banned the 2008 Mumbai attack mastermind Hafiz Saeed-led Jamat-ud-Dawa and its charity wing Falah-e-Insaniat Foundation.

Earlier, the two outfits were kept on the watchlist of the interior ministry.

The JuD is believed to be the front organisation for the Lashkar-e-Toiba militant group which is responsible for carrying out the Mumbai attack that killed 166 people.

It was declared a foreign terrorist organisation by the US in June 2014.

Forty CRPF personnel were killed and five injured on February 14 in one of the deadliest terror attacks in Jammu and Kashmir when a JeM suicide bomber rammed a vehicle carrying a huge quantity of explosives into their bus in Pulwama district.

The European Union has asked Pakistan to take "clear and sustained" actions targeting not only all UN-listed transnational terrorist groups but also individuals claiming responsibility for attacks in the wake of the Pulwama terror strike.

The statement came amid heightened tension between the two nuclear-armed arch-rivals after the February 14 suicide attack by Pakistan-based Jaish-e-Mohammed that killed over 40 CRPF soldiers in Jammu and Kashmir's Pulwama district.

Federica Mogherini, High Representative of the EU for Foreign Affairs and Security Policy and Vice President of the EU Commission, urged Pakistan and India to urgently "de-escalate" the tension which has built up after the attack.

She spoke to foreign minister Shah Mahmood Qureshi on Sunday and discussed the current situation, a delegation of the European Union (EU) said in a statement here.

The EU is also in contact with India, it said.

Mogherini also highlighted the need to "continue addressing terrorism including clear and sustained actions targeting not only all United Nations-listed transnational terrorist groups but also individuals claiming responsibility for such attacks" the statement said.

She said the EU's policy has always been to promote a dialogue between Pakistan and India to sort out differences.

After the attack, which was claimed by the UN-proscribed JeM, India launched a major diplomatic offensive against Islamabad after the attack and highlighted Pakistan's role in using terrorism as an instrument of state policy.

US President Donald Trump voiced alarm Friday at the "very dangerous situation" between India and Pakistan, warning that New Delhi was considering "very strong" action after Pulwama terror attack in Kashmir.

"It's very dangerous situation between the two countries. We would like to see it stop," Trump said, adding that the United States was seeking talks with Pakistan.

"Right now there is a lot of problems between India and Pakistan because of what happened," he told reporters as he met a senior Chinese official in the Oval Office.

Tensions have soared between the nuclear-armed rivals since a suicide attack last week killed over 40 soldiers in Jammu and Kashmir's Pulwama district, the deadliest attack in years.

"India is looking at something very strong. India just lost almost 50 people with an attack. So I can understand that also," Trump said.

India has been demanding action against militants from Pakistan. The attack was claimed by Jaish-e-Mohammed, an Islamist extremist group based in Pakistan, although the suicide attacker came locally from Kashmir.

Pakistan's military on Friday warned India against any "misadventure," saying it was capable of responding.

The United States in recent years has allied with India, seeing common interests with a fellow democracy that has been battling Islamist extremists.

The Trump administration last year cut off $300 million in military aid to Pakistan, saying that Islamabad has not done enough to fight extremists at home or close safe havens for militants in neighboring Afghanistan.

"Pakistan was taking very strong advantage of the United States under other presidents," Trump said. "I ended that payment because they weren't helping us in a way that they should have."

India and Pakistan have fought two of their three full-fledged wars over Kashmir since their partition at independence from Britain in 1947.

Pulwama attack: Police crackdown on Jamaat-e-Islami Jammu and Kashmir, top leaders detained

India will exercise all options, diplomatic or otherwise, to win a decisive battle against Pakistan which is responsible for Pulwama terror attack, Finance Minister Arun Jaitley said Friday.

Describing Pakistan as a "rogue state", he said it is not acting against perpetrators of the attack, though the guilty have themselves admitted to the attack and were taking credit for it.

Referring to Pakistan Prime Minister Imran Khan's speech, Jaitley said, "the head of the government says, give me actionable intelligence. You need an actionable intelligence if it is a blind offence, but here is a man sitting in your own country who owned up to the offence. So when there is a confession...You have people sitting in your own country and admitting to the offence and saying that yes we have done it and taking credit for it".

Pakistan leadership, he said, is "riding a tiger on this issue and tiger never spares its own rider".

As many as 40 CRPF personnel died in a terrorist attack on February 14 at Pulwama in Jammu and Kashmir.

India today is extremely angry, he said, adding "in my lifetime, we have seen wars, we have seen human tragedies, we have seen prime ministers assassinated by terrorists. But the kind of anger which has been there, even on previous occasions, the one this time is unprecedented".

Prime Minister Narendra Modi has already stated that India will exercise all its instruments at its commands, whether it is diplomatic or otherwise.

"Therefore, we have to act in a manner that this battle has to be decisively won by us because Pakistan is not willing to give up its traditional role in our neighbourhood as a rogue state," the finance minister added.

"This is not a one week battle. It should be undertaken in various forms," he said while speaking at the Global Business Summit here.

Talking about India playing a cricket match with Pakistan, he said at this juncture the atmosphere is hostile and hence the country cannot be seen playing friendly or even competitive matches with them.

"The feeling of the people (on this issue) is understandable," Jaitley added.

The Committee of Administrators (CoA) running Indian cricket Friday decided against taking any stand on the World Cup clash against Pakistan, which is scheduled for June 16 in Old Trafford in England, but said it would individually urge ICC members to "sever ties with any nation that is a terrorist hub".

In a meeting to address the spiralling speculation around the match, the CoA deliberated on the matter but did not take any position for now.

There is also a view that India stands to lose by boycotting Pakistan in the upcoming cricket World Cup as it will lose points, harming its prospect in the championship.

India to exercise all options to win decisive battle against Pakistan: Finance Minister Arun Jaitley

In a major development and victory for India's diplomatic campaign against Pakistan, the United Nation Security Council (UNSC) has not only condemned the Pulwama terror attack but also mentioned Jaish-e-Mohammed (JEM), the group responsible for the attack. The motion for the press statement was moved by the United States.

UN Security Council in a press statement said, "The members of the Security Council condemned in the strongest terms the heinous and cowardly suicide bombing... for which Jaish-e-Mohammed has claimed responsibility".

The resolution was adopted unanimously by the UNSC (permanent and non permanent members). It contains specific language that India had proposed via partner countries including on the naming of JeM, and bring perpetrators to justice.

This is significant since China is one of the 5 permanent members of UNSC. The other 4 are - US, Russia, UK and France. China did try to create issues due to which negotiations were prolonged.

China has been blocking the listing of JeM chief Masood Azhar as an international terrorist under 1267 committee of UNSC and has blocked India's bid to list him many times citing lack of consensus. France is expected again to propose his listing.

Further, reaffirming that "terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security," members of the Security Council underlined the need to hold the "perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice".

Without taking names, the UN body urged all states to cooperate actively with the Government of India and all other relevant authorities in this regard.

Pulwama attack: UN Security Council condemns 'heinous and cowardly suicide bombing'

Adding further, sources said due to rising diplomatic pressure from New Delhi, "Pakistan is increasingly getting isolated globally and is acting in desperation to be seen as taking action."

Pakistan was put on the FATF grey list last year which means the country comes under financial jurisdiction with “structural deficiencies” in anti-money laundering (AML) and combating financing of terrorism (CFT) -- simply put, for supporting financing of terror.

Pakistan is getting globally isolated; move to ban JuD, FIF is cosmetic response to our diplomatic campaign: India

The Pulwama attack has once again brought the spotlight on Pakistan and it’s proxies operating in India. The Jaish-e-Mohammed, an organisation founded by Masood Azhar and headquartered in Bahawalpur in Pakistan’s Punjab province, has claimed responsibility for the attack.

It should be borne in mind that organisations like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed and Jaish-al-Adl (which carried out a similar suicide attack on Iran’s Islamic Revolutionary Guard on February 13, killing 27 soldiers), the Haqqani network and the Afghan Taliban are all creations of Pakistan’s intelligence agency, the ISI.

These organisations must be considered as armed wings of the ISI to wage undeclared war on its neighbours and to give the Pakistan state a strong element of deniability.

It should also be recognised that since the 1980’s, Pakistan has been a state sponsor of terror and has consistently used terror as an instrument of state policy.

The ISI has been using such organisations to carry out Pakistan’s objectives, mainly in India, but also in Afghanistan and Iran.

In India, the main aim is to wrest away the Indian state of Jammu and Kashmir by terror and force, while in Afghanistan it is to have a client government, which will carry out the bidding of Islamabad and provide it with strategic depth in a possible conflict with India.

The Jaish-e-Mohammed in general and Masood Azhar, in particular, have been considered as strategic assets and very important to Pakistan’s regional aspirations.

Unlike foot soldiers, who take the risk of entering India by crossing the Line of Control (LOC), Masood Azhar was sent to India on a Portuguese passport and arrived in Delhi from Dhaka in 1993 pretending to be Adam Issa, a Portuguese of Gujarati descent.

In February 1994, he and Sajjad Afghani, the then Chief Commander of Harkat-ul-Ansar were captured by the J&K police near Anantnag, South Kashmir.

Pakistan almost immediately started making attempts to free him. In June that year, two British nationals – Kim Housego and David Mackie — were kidnapped for the same purpose. However, Kim’s father, David Housego, who was the Financial Times New Delhi correspondent, was able to use his contacts in the UK and the USA to secure the release of these two without harm after a 17- day custody.

In October 1994, a Britisher of Pakistani descent, Ahmed Omar Sheikh, was sent from England and he successfully kidnapped three Britishers and an American from the backpackers paradise of Paharganj, New Delhi, to force the government of India to release Masood Azhar.

However, this plan did not succeed as the UP police were able to rescue the hostages from Ghaziabad, UP. Two policemen and a terrorist were killed in this rescue operation, but all the tourists were freed unhurt. Ahmed Omar Sheikh was sent to Tihar jail where he remained till December 1999.

The infamous hijacking of IC 814 from Kathmandu was also done for the same purpose and the ISI finally succeeded in getting Masood Azhar, Ahmed Omar Sheikh and a small time Kashmiri youth Mushtaq Ahmed Zargar freed in December 1999.

Zargar’s family ran a small shop called Latrum store in downtown Srinagar and he was added to the list of those to be released only to give a Kashmiri touch to the entire episode.

It should be borne in mind that Pakistan has never been a friend of the Kashmiris and distrusts them thoroughly. However, it covets their land for its strategic location and water resources.

Pakistan does not have any border with China except through Gilgit-Baltistan, a part of J&K, which has been under its illegal occupation since 1947. The people living here do not have any political or human rights and the original Shia inhabitants are now a minority due to the settling of Pathan and Afghan refugees and presence of thousands of Chinese for construction activity along the Karakoram highway.

The fight, against terrorism and militancy, is being fought primarily by the Jammu and Kashmir police since 1988. The Army, BSF, CRPF and other security agencies are playing a very significant role, but it is the J&K police which bears the brunt of the attacks and is usually the first responder to any terrorist attack.

Similarly, a large chunk of the Kashmiri population is pro India, but not very vocal about it.

The Pulwama attack poses a serious challenge to India and cannot be allowed to go unanswered. Not just the perpetrators, but also their handlers and masters in GHQ, Rawalpindi, have to be brought to book through all available means at the disposal of the Indian government.

Just as the Jaish-e-Mohammed is an auxiliary of Pakistan, stone pelters and those who interfere in anti-terror operations are their auxiliaries and must be dealt with sternly.

However, the rest of the Kashmiri population must be treated with honour and respect. This calls for careful calibration of the security forces response and J&K police can play a major role in that.

There have been unanimous parliamentary resolutions asserting that the whole of Jammu and Kashmir is an integral part of India. The Indian state must work resolutely to make that happen.

Pulwama attack cannot be allowed to go unanswered

Shortly after India decided to stop sharing water with Pakistan, the neighbouring South Asian nation reacted calling New Delhi's move a political one.

Government sources told WION that Pak Indus Water Commissioner has reacted over the report of India cutting water supply to Pakistan from its eastern rivers.

Pakistan maintained that according to the Indus Water Treaty, India cannot stop the water flow to Pakistan from the rivers, the amount of which belongs to Pakistan under the treaty, sources informed WION.

"On the western rivers, India cannot intervene under any circumstances. India cannot unilaterally end the Indus Water Treaty," sources told WION citing Pak Indus Water Commissioner.

India has blamed Pakistan for the Pulwama terrorist attack which occurred last week even as the Jaish-e-Mohammed(JeM) took responsibility for it.

A water ministry official told WION, "This is not a new decision. Mantriji is simply reiterating what he has always said. He is talking about diverting India's share of Indus water which was going to Pakistan - and he has always been saying this."

India and Pakistan have been trying to arrive at a consensus over the Indus water dispute. Last month, committees from both nations had met to evolve a compromise over the contentious water issue.

In August 2018, during the 115th meeting of the Permanent Indus Commission in Lahore, India and Pakistan agreed to undertake the treaty-mandated tours of the Indus basin on both sides.

The three projects include the Shahpur Kandi dam project, a second Sutlej-Beas link in Punjab and the Ujh Dam project in Jammu and Kashmir.

Under the Indus Waters Treaty, waters flowing in three of Indus tributaries - the Sutlej, Beas and Ravi - have been allotted to India; while the Chenab, Jhelum and Indus waters have been allotted to Pakistan.

India can't unilaterally end Indus Water Treaty: Islamabad on New Delhi's move to stop sharing water flow to Pakistan

Terrorist activities of Jehadi Islamic organisations in a part of Jammu and Kashmir has reached a new and crucial stage that calls for decisive and conclusive response from the Indian state.

The recent terrorist act in Pulwama, causing the death of 40 CRPF jawans travelling in a bus and not engaged in battle, makes it the turning point. It is “now or never” for ending terrorism in these parts of J&K.

Violence to overawe a civilian population to attain political goals is terrorism. This type of violence is also a tool for dismembering a nation. The concern today is how, we as Indians, deter this terror and safeguard national integrity?

In Tamil Nadu, I was in charge in the Chandrashekar government [1990-91] and the process began by dismissing the Karunanidhi government. Tamils fully cooperated and we were able to decimate the LTTE without any civilian death. In the ensuing Assembly elections, the DMK won only two seats in the 224-seat House.

The dismemberment of Kashmir and the religious cleansing of Hindus from the state are the goals of J&K Islamic terrorism.

In a cassette distributed in a mosque in Srinagar on June 8, 2007, Al Qaeda [now morphed into ISIS] confirmed that for Islam, India as presently constituted, is the target for terrorist acts and religious cleansing. The forced exodus of five lakh Hindu Kashmiris, principally the Pandit community, was beginning of religious cleansing in the Kashmir Valley.

In J&K, terrorism today is a premeditated, politically motivated and Jehadi Islamic religion-inspired violence perpetrated against the non-combatant target population, primarily those of Hindu faith, by clandestine agents to secure compliance by intimidation, to overawe the Hindu civilian population.

Terrorism in the state, thus, is a strategy of violence to generate fear and disruption, with the ultimate aim to secure the balkanisation of the Indian nation, the rubbishing of its ancient Hindu civilisation, secured through capitulation of law-abiding civilian citizens.

J&K is thus today a terrorist-challenged state, which has profound national security implications.

Combating such terrorism has, however, become extremely complicated and multi-dimensional. Hence, we need to understand it’s nature and scope clearly before an effective strategy to deter terrorism can be formulated. There has been a paradigm change in terrorism’s character since 1968, caused by three specific innovations of the 20th century.

First, the invention of television with instant satellite relay, which has suddenly given small unknown groups the possibility of worldwide publicity.

Internet has raised that publicity potential manifold. The fact that most terrorist incidents take place in democratic states, may in part, be due to its availability.

Under an authoritarian regime like China, terrorists can be cut off from their media audience in the target country, thereby reducing to a minimum all the expected impact of their actions.

With freely available media, small groups of terrorists can attain heavy leverage against powerful opponents by getting wide publicity on small political events. The impact is mostly psychological and meant for media coverage. But it has the desired effect of promoting fear, shock and awe in the civilian population.

Hence, democratic India now need to formulate their counter-terrorist strategy keeping this in view, by imposing reasonable restrictions permitted in the Constitution on democratic freedom without destroying the basic structure of democratic practice itself.

Second is the incredible sophistication of hand-held weapons, especially it’s miniaturisation and proliferation that have enabled a small number of criminally-minded persons to do great harm.

Third, easy communication through internet and cell/satellite phones-enabled networking between various disparate terrorist groups. The ISI of Pakistan is engaged in assisting this enterprise to unravel India, and push it toward balkanisation. Hence, a terror cartel and networking has emerged in India.

A counter-terror strategy for India thus requires a paradigm shift from the traditional law & order approach of providing more personnel and sophisticated weapons.

What then are the elements of this counter-terror strategy? In my view, there are three steps for an effective strategy to eliminate terror in J&K.

First, all remaining traces of so-called “disputed status” of Jammu and Kashmir must be erased. For that, India must write to the United Nations withdrawing the illegal application filed by then Prime Minister Nehru.

It is illegal because it violated the 1935 British Indian Constitution on the Instrument of Accession Clause, which the J&K Maharaja had signed merging the state into India. Also Nehru never took Cabinet approval for the application. Hence, it is illegal and not binding on successive Indian governments since the Cabinet had not cleared it.

Second, Article 370 of the Constitution labelled as “temporary” by the Constituent Assembly, should be deleted as per procedure laid out in the Constitution itself, which is that a notification prepared by the Cabinet for its abolition is issued by the President of India. With that, Article 35 A will also fade away.

Third, 10 lakh former servicemen should be liberally provided with funds and weapons and requested to go to the Valley and settle down there with their families. After five years, they can return and the houses they acquire can be occupied by the expelled Hindu Kashmiris.

Fourth, liberally help the Kashmiri Muslim youth with clean credentials, and even surrendered extremists, to get education and jobs anywhere in India.

I know many who are today more patriotic and able than the average citizen.

Finally, for five years, impose AFSPA all over the state, introduce POTA and have no election for the first two years. The success of these proposals will be obtained only in the next two years. Pakistan, which is ripe for dismemberment, needs to be broken into four — Baluchistan, Pakhtoonistan, Sindh, and residual West Punjab.

For this, India has to obtain the tacit support of China and US by their non-interference. For doubting Thomases remember, China did not interfere in 1965, 1971 and 1999 Indo-Pak wars.
