Over the summer, and since, that trepidation manifested in the complicated saga of one pool in one condominium on one beach where a turtle came to nest the story of how Puerto Rico’s bucolic past came to meet its paved present.

“Without that turtle, none of this would have happened,” said Miguel Canals Silander, director of the University of Puerto Rico’s Center for Applied Ocean Science and Engineering, who lives not far from the beach.

Up and down the beach, hotels and homes damaged by the hurricane have been rebuilt right by the water, some of their decks and backyards acting now as sea walls. At high tide, stairs intended to provide beach access instead lead directly into the breaking ocean waves.

Nearby lie other reminders of Maria’s wrath. In Córcega Beach, destroyed homes jut into the ocean, a jumble of cracked tiles and walls. A three-story condo building next door is slated for demolition. Farther south, an abandoned fishery tilts sideways off the sand.

The problem extends far beyond Rincón. In 2017, Puerto Rico found that about 60% of beaches had experienced erosion over the previous four years. Maria caused more erosion along 35% of the coast, according to a 2020 study by the University of Puerto Rico.

“The time will come when the water line moves further inland and the beach will be lost completely,” said Maritza Barreto, the study’s lead researcher. “The government’s priority should be to adapt and protect what we have and not build new infrastructure in at-risk areas.”

Smaller towns worry that their plight will be overshadowed by Rincón and San Juan, the capital. The U.S. Army Corps of Engineers recently completed a long-awaited retention wall made of rocks along part of the shoreline in the eastern town of Loíza, where severe erosion ruined a waterfront promenade nearly a decade ago and threatened homes and businesses.

Rincón lives off tourism, so protecting beaches is crucial to its survival. Many Americans from outside Puerto Rico have bought properties, enticed by a 2012 law that exempts them from most taxes on interest, dividends and capital gains. Given the island’s financial straits, the law’s backers contend that it helps attract necessary redevelopment dollars and other spending, even if just for a few months a year. Critics counter that such development is coming at the expense of environmental preservation.

Against that backdrop, Condominio Sol y Playa, a handsome four-story building with ample balconies, tried to rebuild its pool.

Not all unit owners approved. José G. Barea Fernández, an owner, filed a complaint in May with the Puerto Rico Department of Natural and Environmental Resources, which oversees public coastal areas, arguing that it had erred when it did not exercise its authority to stop a separate agency from granting construction permits.

Also in May, Eliezer Molina, an activist and former candidate for governor for the Puerto Rican Independence Party, recorded a Facebook Live video from outside the chain-link fence as construction was underway.

“These are your beaches,” he told viewers. “Soon, you’re not going to be able to use them if they keep allowing all these people to come and build.”

Hundreds of thousands watched. Protesters made their way to the beach. Police officers arrested Molina and several others. The condo association defended its plans.

Then, in early July, the hawksbill crawled under the construction fence, laid 166 eggs and could not get out until volunteers came to help.&nbsp;

Tensions grew. Construction stopped. The fight went to court. Lawmakers held hearings. Other towns questioned if construction permits near their beaches had been properly issued.

The pool became a rare, tangible example of what poor planning and enforcement&nbsp; at a time when accelerating climate change is causing higher seas and more intense hurricanes&nbsp; look like, said Pedro M. Cardona Roig, an architect and former member of the Puerto Rico Planning Board.

“People have to see the impacts of what we’re talking about: a photo of a hawksbill in a construction site,” he said.

Cardona Roig argued that the pool was illegally built even in its original form, citing a 1997 memo from a land surveyor for the Department of Natural and Environmental Resources. The controversy swirling around the rebuild illustrates how officials failed for decades to enforce existing regulations or write new ones to protect public beach access and limit development in areas prone to storm surge, he said.

“The Sol y Playa pool was destroyed because it was built in that zone,” Cardona Roig said, “and the storm surge swept it away.”

A lawyer for the condo association declined to comment, citing the ongoing litigation. In past statements, the association has blamed a small group of politically motivated detractors for orchestrating protests that resulted in vandalism, threats and the invasion of residents’ privacy through the use of drones, loudspeakers and bright lights.

“We have been the innocent victims of a brutal, selective persecution by people dedicated to destabilizing the democratic systems of law and order,” the association said in August, after the planning board found that the permits to rebuild the pool had been improperly granted.

The board ordered construction to remain suspended until December.

In a statement, Rafael A. Machargo Maldonado, secretary of the Department of Natural and Environmental Resources, maintained that the department had been “proactive” in the case and was working to enforce the law.

For now, the construction site sits mostly empty, an eyesore next to sunbathers. A nearby tent&nbsp;“Camp Carey,” or hawksbill camp stores coolers and other supplies for activists, although daily protests have ceased.

The hawksbill is thought to have come back twice to try to nest again, said Carlos Diez, coordinator of the sea turtle conservation program in the Department of Natural and Environmental Resources. Once, volunteers saw tracks indicating that it ran into a half-built wall on the construction site and turned back without laying any eggs. The second time, it nested nearby.

On a recent morning, Carlos Rodríguez, one of the activists, walked by with his dog, Almendra, who is named after Los Almendros Beach. Protesters found her as a tiny puppy. Rodríguez, a fisherman, took her in.

Clad in a T-shirt with the colors of the Puerto Rican flag and a necklace with a turtle charm, Rodríguez, 63, recalled the pristine beach of his youth. He would pick fruit off trees that have long since been replaced by buildings.

“There was beach to walk,” he said. “Now, there’s nothing.”

Puerto Rico’s governor announced Wednesday that officials will start vaccinating all those 16 and older beginning Monday, prompting celebrations across a US&nbsp;territory facing a spike in COVID-19 cases.

Currently, only people 50 years and older as well as anyone 35 to 49 with chronic health conditions are authorised to receive a vaccine. More than 1 million vaccines have been administered since inoculations on the island of 3.2 million began in December.

“We continue to face a terrible pandemic, along with the entire world, and its consequences have been enormous,” said Gov. Pedro Pierluisi.

During his first state of the territory address, Pierluisi also announced he would implement more stringent measures to fight a recent surge in COVID-19 cases. A curfew that has remained in place for more than a year was expanded again and will run from 10 p.m. to 5 a.m. starting Friday. In addition, businesses will be forced to close by 9 p.m., two hours earlier than currently allowed.

“Unfortunately, as in many other jurisdictions, we are seeing a dangerous spike in COVID cases that has caused a rise in hospitalizations and deaths,” he said.

Pierluisi also announced that his administration would assign $20 million to establish a genomics surveillance program in the island’s Health Department to help officials monitor coronavirus variants and possible mutations. He said he also will set aside $1.5 million to create a digital vaccine passport, adding that people’s personal information would be protected. Details on the proposed passport were not immediately available.

The upcoming changes come as Puerto Rico reports more than 199,000 confirmed and suspected cases and more than 2,000 deaths.

Pierluisi praised the US&nbsp;government for treating Puerto Rico fairly as he announced the island is slated to receive millions of additional dollars in federal funds to help those affected by the pandemic.

At least $50 million would go to the restaurant and bar industry, which has been hit hard by ongoing restrictions to fight the coronavirus. Bars in Puerto Rico have not been allowed to reopen for more than a year. Another $50 million would go to help clinics and private hospitals, and the same amount would be set aside for agricultural workers.

Pierluisi also announced that $250 million would be distributed as part of a special payment to first responders, nurses, medical technicians and others in the health sector who have put their lives at risk.

During the roughly hourlong address, Pierluisi made numerous other pledges, including securing statehood for Puerto Rico, improving potable water service to needy communities and building a new hospital in the nearby island of Vieques after Hurricane Maria in 2017 damaged the former one, which remains shuttered.

Those pledges were dismissed by legislators of the main opposition Popular Democratic Party, who noted that Puerto Rico has been mired in a serious economic crisis for more than a decade and one deepened by hurricanes, a string of recent earthquakes and the pandemic as it tries to restructure a portion of its more than $70 billion public debt load.

Puerto Rico to open vaccination for people aged above 16 years

To Black Americans in the 1960s who were targeted and harassed by the police, 21-year-old Fred Hampton was an empowering figure.

To the FBI and its director, J. Edgar Hoover, Hampton, the chairman of the Illinois Black Panther Party, was a radical threat.

Hampton was killed by Chicago police officers early on the morning of Dec. 4, 1969, during a raid on his West Side apartment, which was a block south of the Black Panther Party’s Chicago headquarters. The ambush, and the months of FBI surveillance of Hampton and the Panthers that preceded it, are dramatized in Shaka King’s film “Judas and the Black Messiah,” which began streaming Friday on HBO Max.

 
At the time of Hampton’s death, Chicago was the site of political protests and violent clashes with law enforcement. The infamous trial of the Chicago 7, a court battle that involved seven Vietnam War protesters charged with conspiring to incite riots during the 1968 Democratic National Convention (a saga chronicled in Aaron Sorkin’s recent film “The Trial of the Chicago 7”), had been underway for a little over two months.

King, who co-wrote the script with Will Berson, drew mostly from fact while taking viewers inside the Black Panther Party in the months leading up to Hampton’s death, though they took a few dramatic liberties. For instance, the film’s star, Daniel Kaluuya, is a decade older than the 21-year-old Hampton was when he was killed.

Who were the Black Panthers?

The Black Panther Party was founded in 1966 in Oakland, California, by a pair of Black college students, Bobby Seale and Huey P. Newton, to oppose police brutality and racism in local neighborhoods. The Panthers, who were known for their military-style black berets, leather jackets and raised-fist salute, believed in removing abusive officers from communities by any means necessary, including armed resistance.

The FBI viewed the Panthers as a radical group capable of galvanizing a militant Black nationalist movement. (Hoover, the bureau’s first director, called the Black Panther Party “the greatest threat to the internal security of the country”). But the Panthers also launched a number of social initiatives: Members ran medical clinics, provided free transportation to prisons for family members of inmates, and started a free breakfast program that fed thousands of schoolchildren.

Who was Fred Hampton?

The charismatic community organizer enjoyed a meteoric rise that took him from campaigning for an integrated community pool and recreational center in his hometown, Maywood, Illinois, to preaching to thousands as the chairman of the Illinois Black Panther Party.

In 1969, a few months after helping to found the party’s Illinois chapter, the 20-year-old Hampton brokered an alliance he called the Rainbow Coalition, which united the Black Panthers, the Young Patriots (Southern white leftists) and the Young Lords (a Puerto Rican civil and human rights organization) in an effort to combat poverty and racism in their Chicago communities.

Broadway may be dark for several months to come, but actors from four shuttered shows have been given the opportunity — a rare one during the coronavirus pandemic — to put on their costumes and perform. The venue: Macy’s Thanksgiving Day Parade.

The term parade is being used loosely this year. The helium-filled balloons and star-studded floats will not be traveling their typical jam-packed, 2 1/2-mile route starting at West 77th Street. They will be gliding just one city block down 34th Street, near the flagship department store, and without an audience.

But even if it’s more television show than crowd fest this year, the parade will provide a respite from the doldrums of a closed Broadway with performances by the casts of “Hamilton,” “Mean Girls,” “Jagged Little Pill,” and “Ain’t Too Proud: The Life and Times of the Temptations,” all shows that have not taken the stage since March.

Parade organizers said the Broadway performances will be filmed and then aired with the rest of the parade on the morning of Nov. 26. Given the virus and the long layoff since March, the appearances are requiring rigorous rehearsals and meticulous planning to make sure that the entertainers are back on game and the performers and production team do not pose a health risk to one another.

Sergio Trujillo, the Tony Award-winning choreographer of “Ain’t Too Proud,” said that he choreographed a new number to a medley of two Temptations songs, “My Girl” and “Get Ready.” Last year, the entire cast of the show performed at the outset of the parade broadcast, but this time, Trujillo kept the number to the five stars. He said he choreographed with social distancing in mind, making sure that the formations were staggered and the performers could keep separated while dancing.

“Anything we can do to make sure our Broadway lovers stay engaged and invested,” Trujillo said.

Anyone involved in the performance gets a coronavirus test and a temperature check before convening, and everyone will wear masks on the set, though the performers will be able to remove them to sing, he said.

In a typical year, Macy’s and NBC work together to select the Broadway shows that will perform live on Thanksgiving Day, usually emphasizing productions with flashy, dance-heavy numbers. This year, some producers said that they would not be able to make the performance work because their cast members were spending the pandemic shutdown period outside the state or country, said Wesley Whatley, the parade’s creative producer.

The four performances that ultimately came together are being paid for by NBC, giving the performers a welcome paycheck after months of no work.

The show, to air on NBC, will be hosted by Savannah Guthrie, Hoda Kotb and Al Roker and will feature a typical roster of celebrities from the worlds of music and television. The spectacular scene was spotted as the Orionid meteor shower was peaking in the area. Authorities in Puerto Rico have issued a search warrant against the US territory's governor and 11 other men who exchanged derogatory chat messages mocking gays, hurricane victims and others, officials said Tuesday the latest twist in a scandal engulfing the island's leadership.

The release of those chats two weeks ago helped trigger huge demonstrations demanding the <a href="https://www.wionews.com/world/puerto-rico-governor-refuses-to-resign-as-island-braces-for-big-protest-237577">resignation of Governor Ricardo Rossello</a>, with hundreds of thousands taking to the streets of San Juan.

The search warrant was issued Monday, said Kelvin Carrasco of the Puerto Rico Justice Department.

Carrasco declined to specify if the warrant has been carried out yet or what premises are named in it, only saying the probe is underway.

Hours after the announcement, celebrity musician Rene Perez ("Residente") called for an island-wide strike and another mass demonstration on Thursday.

Perez and other local celebrities, including pop star Ricky Martin and trap musician Benito Martinez ("Bad Bunny"), have been leading the protests.

"We don't believe in the government," Perez said in a video posted on Instagram. "We aren't going to leave, there are more of us, dammit!"

The newspaper El Nuevo Dia reported that the 12 men involved in the chat case have been ordered to surrender their cell phones, quoting the island's justice department.

At least one of these officials or former officials have refused, the paper said.

Rossello is facing a full-blown political crisis over the chat scandal and corruption cases involving money that was supposed to help victims of Hurricane Maria, which devastated Puerto Rico in 2017 and killed nearly 3,000 people.

Hundreds of thousands of people marched in San Juan Monday, demanding that Rossello step down in the largest protest yet that lasted into the night.

Hundreds gathered in front of the governor's residence for a much smaller demonstration, chanting slogans such as "They will not stop us" and holding signs that said, "Ricky resign."

By late Monday, police in riot gear fired tear gas to clear the area after protesters on the other side of a barricade hurled rocks and bottles at officers.

Embattled Puerto Rico Governor Ricardo Rossello may resign on Wednesday after 11 days of protests against his administration, local media reported, but some protesters warned his resignation would not end demonstrations.

Rossello had made no announcements as of early Wednesday.

His chief-of-staff resigned on Tuesday as prosecutors investigated a scandal in the administration that has fueled demands the Caribbean island's leader step down.

Some protesters said the governor’s resignation would not end the demonstrations. If he does step down his replacement would likely be Justice Secretary Wanda Vazquez, seen among protesters as sullied for her association with the governor.

"The first step is he has to quit, but that’s only the beginning," said protester Marielie Hernández, 31.

Only Llerandi has so far said publicly he has handed in his phone.

The protests have united Puerto Ricans of different political parties, social backgrounds and ages.

Helena Yordan, 65, is one of many Puerto Ricans living on the US mainland who has returned to the island to march alongside family and friends.

"I have five nephews protesting, do you think that I'm going to let them be alone," said Yordan, as she arrived in San Juan on Tuesday from New York, where she has lived for 25 years. "It's brought generations together."

Puerto Ricans have found creative ways to protest, demonstrating on horseback, yoga mats and riding jet skis. On Tuesday night hundreds of cyclists pedalled into San Juan's old city which has become the hub of daily rallies near the governor's colonial mansion, known as "The Fortress."

Police broke up protests in the area on Monday night by firing tear gas into the largely peaceful crowds.

A first-term governor in his first elected office, the 40-year-old Rosselló has resisted calls to step down as leader of the US territory and its 3.2 million residents, though he has vowed not to seek re-election in 2020.

Hurricane Maria aftermath: International Space Station releases Puerto Rico pictures

By September 20, 2017, weather experts were already forecasting that Hurricane Maria, characterised as a category 4 storm, had potential to cause major catastrophic damage in Puerto Rico,&nbsp;a United States territory. President Donald J. Trump also initially acknowledged the measured severity of the storm through his Presidential tweet-communications that seem to by-pass, if not, displace traditional White House communication practices. Trump tweeted, &ldquo;Puerto Rico being hit hard by new monster Hurricane. Be careful, our hearts are with you &ndash; will be there to help&rdquo;. This was Trump assuring Puerto Ricans,&nbsp;who are also U.S. citizens, that the federal government would be ready to assist immediately post-Hurricane Maria.

When Trump delivered this direct communication to U.S. citizens in Puerto Rico, most would have assumed, perhaps somewhat surprisingly, that his confident posture stemmed &ndash; not from his usual campaign-style bravado &ndash; but rather from knowing the needs of the island-residents and physical damage to the island. Thus, the popular assumption was that the president stood ready to send Federal Emergency Management Agency (FEMA) and Department of Health &amp; Human Services (DHHS) officials and workers as emergency first-responders to the overseas U.S. territory.&nbsp;

Thus, when U.S. citizens in Puerto Rico needed presidential moral and substantive leadership, Trump made the wrong choices, which he continues to downplay, or blame others for and not his failed leadership.

Trump had the chance to show real leadership by immediately sending the necessary resources, including the assistance of the military to Puerto Rico where U.S. citizens are lacking sufficient food, water and electricity.

Puerto Rico is now a major humanitarian crisis: at least 16 deaths have been reported, and some experts estimate that over $30 billion in physical &amp; economic damages will accrue. The federal government&rsquo;s slow response under Trump&rsquo;s callous attitude &ndash; despite his tweets &ndash; reflects something fundamental: Trump&rsquo;s increasingly wrongheaded choices since assuming office January 2017.&nbsp;

As a U.S. citizen from Puerto Rico, I take President Trump&rsquo;s slow response to the Puerto Rico humanitarian crisis seriously as should others. I was born in Rio Piedras, Puerto Rico, which is located a few miles south of San Juan and raised in New York City and Trenton, New Jersey. &nbsp;My perspective is not unique, but&nbsp;I share it solely to highlight the fact that, since at least the mid-2000s, Puerto Rico&rsquo;s population has declined from 3.7 million to 3.4 million partly due to having access to mainland economic markets through a limited statutory form of U.S. citizenship on the island.

Puerto Rico&rsquo;s long-standing colonial territorial status, deceivingly called Free Associated State or Commonwealth, means the U.S. Congress not only maintains complete sovereign rule over the territory, including having the final word on the political status question but also controls over 80 per cent of the island&rsquo;s economy. The Jones Act, as already mentioned, reinforces the colonial ties between the U.S. and Puerto Rico, which diminishes any form, or level of individual citizenship.&nbsp;

Last, let&#39;s look at Puerto Rico&rsquo;s humanitarian crisis from a slightly different perspective, and think more clearly about Trump&#39;s wrongheaded choices.&nbsp;Puerto Rico has a current population of approximately 3.4 million, which means there are more U.S. citizens living on the island than there are in at least 17 mainland states: Iowa (3.1), Utah (3.0), Arkansas (2.9), Kansas (2.9), Mississippi (2.9), Nevada (2.0), New Mexico (2.0), Nebraska (1.9), West Virginia (1.8), Idaho (1.6), Hawaii (1.4), Maine (1.3), Rhode Island (1.0), Montana (1.0), Delaware (0.9), South Dakota (0.8), and Alaska (0.7).&nbsp;

If any of these states were to experience the similar level of devastation as is seen in Puerto Rico, I doubt Trump and the federal government would have taken so long to provide the necessary assistance, resources, and funding. Beyond tweeting, Trump as the president and a businessman should have known the complexity surrounding Puerto Rico&rsquo;s pre- and post-Hurricane Maria humanitarian crisis: &quot;This is an ISLAND, surrounded by water. Big water. Ocean water.&quot;

What Trump's response was to Puerto Rico's humanitarian crisis

President Donald Trump on Sunday defended US efforts to bring relief to storm-battered Puerto Rico, even as one island official said Trump was trying to gloss over &quot;things that are not going well.&quot;

A day after Trump launched a Twitter attack against San Juan Mayor Carmen Yulin Cruz following her desperate pleas for more help, he tweeted that &quot;we have done a great job with the almost impossible situation in Puerto Rico.&quot;&nbsp;

Trump said US military teams and the Federal Emergency Management Agency were doing &quot;amazing work&quot; and credited the island&#39;s governor and others with a &quot;fantastic job.&quot;&nbsp;

But two weeks after devastating Hurricane Maria left much of the island without electricity, fresh water or sufficient food, many Puerto Ricans seemed to have a far gloomier outlook.&nbsp;

Hilda Lopez, in her 80s, broke into tears when approached as she left Mass at San Juan&#39;s Cathedral.

&quot;It pains me that the president of the United States has expressed himself the way he has in recent days. I don&#39;t know if it&#39;s because he doesn&#39;t appreciate the pain&quot; that Puerto Ricans are suffering.

&#39;Looking for an excuse&#39;

Trump, in one tweet Sunday, said that those who continued to criticize the relief effort were either &quot;Fake News or politically motivated ingrates.&quot;

Mayor Cruz, in an interview with CNN, shrugged off the criticism. She told CNN that millions were still in dire circumstances and that Trump seemed to be &quot;looking for an excuse for things that are not going well.&quot;

Trump&#39;s criticism has drawn sharp retorts even from within his Republican Party.

&quot;When people are in the middle of a disaster, you don&#39;t start trying to criticize them,&quot; Ohio Governor John Kasich, a presidential hopeful in 2016, said on CNN. &quot;You got to be bigger than the nonsense.&quot;

And Senator Bernie Sanders, an independent who ran for the Democratic presidential nomination in 2016, told CNN: &quot;Speaking from his fancy golf club, playing golf with his billionaire friends, attacking the mayor of San Juan, who is struggling to bring electricity to the island, food to the island, water to the island, gas to the island, that is just -- it is unspeakable.
