Shanahan is expected to be confirmed by senators, though he could face a tough confirmation process because of his tenure at Boeing.

The Pentagon inspector general started the investigation of Shanahan in March for allegedly promoting Boeing in Pentagon meetings and disparaging competitors. But a report published on April 25 said none of the allegations was substantiated.

Defence secretaries have traditionally come from a political or policy background, serving as a counterweight to the military brass in decision making. Mattis, a retired Marine general, was one of the few former military leaders to become the secretary.&nbsp;

Mattis implicitly criticised Trump in his resignation letter for failing to value allies who fight alongside the United States, including in places like Syria.

Shanahan is unlikely to be an effective counterweight to Trump`s often impulsive decision making. He toured the US border with Mexico in February in what was seen as a show of support for Trump`s planned border wall.&nbsp;

Shanahan has been serving in an acting capacity since the start of the year, making him the longest acting defence secretary ever. He joined Boeing in 1986 and spent more than three decades there, working on the 737 and 787 Dreamliner commercial aeroplanes.&nbsp;

Shanahan was also the president and general manager of Boeing Missile Defense Systems and worked on the Apache, Chinook and Osprey military aircraft.&nbsp;

Trump himself has been a strong proponent of military products made by US&nbsp;defence companies. In phone calls and public appearances with world leaders, Trump has gone further than any of his predecessors to act as a salesman for the US defence industry.

A senior administration official, speaking on condition of anonymity, said Shanahan believed that he was answerable to Trump and it was his job to implement decisions made by the president.&nbsp;

In February, the chairman of the Senate Armed Services Committee, Senator James Inhofe, said he did not think Trump would nominate Shanahan. But since then, officials say Inhofe has privately told Shanahan he would back him.&nbsp;

"We need a confirmed leader at the Department and, after working with him closely over the last few months, I welcome his selection," Inhofe said in a statement on Thursday.

Shanahan said that the US military had more than 4,000 service members on the border along with 19 aircraft.

A US&nbsp;official, speaking on the condition of anonymity, said the latest transfer would include $604 million from funds for the Afghan security forces, which are struggling to hold territory against Taliban militants.

The United States had appropriated $4.9 billion in support for Afghan security forces for fiscal year 2019. The official said the money was taken from that account because they found savings in contracts.

"It is not reflective of anything related to our commitment ... It took less money to meet the policy commitment than we thought," another US official said, adding that this was not the first time the United States had reprogrammed money from the account.

The move comes as the United States is in talks with the Taliban to end the more than 17-year-old war. US and Taliban negotiators wrapped up their sixth round of peace talks on Thursday with "some progress" made on a draft agreement for when foreign troops might withdraw from Afghanistan.

But there is a concern that the over-stretched Afghan forces could crumble if US troops leave the country.

"China's pattern of aggressive behaviour elsewhere will inform how it treats the Arctic," he said.

Pompeo also slammed Russian territorial claims on new, faster trade routes opening up through the region due to melting sea ice.

"In the Northern Sea Route, Moscow already illegally demands that other nations request permission to pass, requires Russian maritime pilots to be aboard foreign ships, and threatens to use military force to sink any that fail to comply," Pompeo said.

"These provocative actions are part of a pattern of aggressive Russian behaviour in the Arctic."

Pompeo said the US would strengthen its security and diplomatic presence in the Arctic, in part through military exercises, an increased military presence, and by rebuilding the US's icebreaker fleet.

"Just because the Arctic is a place of wilderness does not mean it should become a place of lawlessness," he said.

Russia has previously insisted that Moscow's drive for military and economic development in the Arctic is not a threat to other countries.&nbsp;

"We are not doing anything else besides ensuring security of the country. All we're doing in the Arctic is geared toward this and only this. We are not threatening anyone," Foreign Minister Sergei Lavrov said at an Arctic forum in St Petersburg last month.

On the sidelines of the Arctic Council, Pompeo will also meet Lavrov to discuss Venezuela, where the United States is trying to oust President Nicolas Maduro, an ally of Moscow.

The Chinese embassy has reacted to the local media reports saying "We remind both Chinese and Pakistani citizens to remain vigilant and not to be cheated. We also welcome valuable clues to combat such offences."

The North Korean Central News Agency (KCNA) announced on Thursday that Kim Jong-un had overseen the testing of a new tactical guided weapon - a short-range battlefield weapon designed for use in combat scenarios.

As is usual for the North Korean regime, the location of the test was not specified, and the report merely said that it was a "new type of guided tactical weapon" and that "the design indexes of the ... weapon whose advantages are appreciated for the peculiar mode of guiding flight and the load of a powerful warhead were perfectly verified at the test-fire."

News of Wednesday's test raised concerns around the world due to the fact that Pyongyang announced last month that it was considering breaking off negotiations with Washington and resuming its ballistic missiles tests after 15 months.

"And therefore, they feel they have to have a capability to defend themselves in space," Hyten told Senate Armed Services Committee while responding to a question from Senators on the need for India to do anti-satellite missile test, and the debris it generated in the space.

After India's test, NASA had termed as a "terrible thing" the country's shooting down of one of its satellites, saying it created about 400 pieces of orbital debris, endangering the&nbsp;International Space Station (ISS).

NASA Administrator Jim Bridenstine had said about 60 pieces were tracked and out of which 24 are going above the apogee of the ISS.

Hyten advocated for the development of some kind of international norms of behaviour in space.

"And where those norms of behaviour should begin, from my opinion, is with debris, because as the combatant commander responsible for space today, I don't want more debris," said the top Pentagon commander.

Raising the issue, Senator Tim Kaine said India announced last month that it had successfully conducted a test of an anti-satellite weapon.

"So, they had something in low earth orbit. They used an anti-satellite weapon to down, and it resulted in - the estimate's right now 400 pieces of debris, 24 which are large enough to potentially pose a threat to the International Space Station," he said.

"There have been other instances like this. There was a Chinese - a similar effort in 2007 that led to the catalogued 100,000 pieces of debris, many of which are still observing in debris fields that pose danger to other assets in space," he said.

There was a collision in '09 between a working US satellite and a sort of defunct Soviet-era satellite that - kind of a fender bender that produced debris. Then this debris causes challenges, he added.

"If we think that space is going to be more of a traffic jam, more satellites for all kinds of purposes up there, what should we be thinking about as a Senate in this committee or in Foreign Relations about sort of the rules?" he asked.

"What should the rules environment be, and what should we be doing to try to promote rules? India is an ally. We're not talking about an adversary doing something. We're talking about them testing some capacity, but then that creates challenges for all kinds of uses of space. How should we be solving problems like that?" Kaine asked.&nbsp;

"No US assets were spying on India. In fact, the US continues to expand its enduring partnership with India, resulting in enhanced interoperability and stronger economic ties," US Defense Department spokesperson Lt Col David W Eastburn told PTI.

Aircraft Spots, which monitors military air movements, had said that a US Air Force's reconnaissance aircraft from its base in Diego Garcia went "for a mission in the Bay of Bengal to monitor India's anti-satellite missile test".

This was interpreted by many that the US spied on Indian ASAT test.

"I don't think that it implies coordination between India and the US," astronomer Jonathan McDowell from the prestigious Harvard-Smithsonian Center for Astrophysics told PTI on the Aircraft Spots report.

"This implies that the US intelligence community were aware of the test in advance because to some extent they're spying on India," he alleged.

"Everybody spies on their friends as well as their enemies. That's the way the world works these days. It would be surprising if the US were not detecting or observing the launch site and aware of activities preparing for the test. So one assumes that they knew it was coming," he claimed.

McDowell, who is a staff member at the Chandra X-ray Center and author and editor of Jonathan's Space Report, an e-mail-distributed newsletter documenting satellite launches, said he has not looked into the issue of the aircraft, but it is certainly not surprising that the US would fly a sensor aircraft to try and observe the test.

The Pentagon, however, strongly denied the spying allegation.

"It's a relationship so strong that no topic is off limits," Eastburn said.

"Both nations enjoy shared principles regarding our respect of sovereignty, free and fair trade, adherence to international norms, and peaceful resolution of disputes," he said.

India and the US have identified small air launch unmanned aerial vehicles and a lightweight small arms technology project along with aircraft maintenance for defence collaboration, a top Pentagon official has said.

The US statement came as defence officials from the two countries held their latest round of Defence Technology and Trade Initiative (DTTI) talks in Washington.

The India-US DTTI meeting focused on encouraging the US and Indian industry to work together and develop next-generation technologies.

"One project we're looking at is small air launch UAVs," US Undersecretary of Defence for Acquisition and Sustainment Ellen Lord told a media round table at the Pentagon on Friday.

Lord, who co-chaired the meeting along with Secretary of Defence Production Ajay Kumar, said the teams are looking at very specific deliverables on the specific dates with key individuals having responsibility.

"Overall, we look at this as a cost-efficient, cost-effective way to provide additional capability to the warfighter. There are three proposed mission scenarios, humanitarian assistance/disaster relief, cross border operations and cave tunnel inspection," Lord said.

On the drones, the discussions are mainly between the US Air Force Research Laboratory and India's Defence Research and Development Organisation. In April, the two sides will write the technical planning document.

"We plan to sign that sometimes in September timeframe," she said, adding that the potential exists to involve the Indian industry in its co-development.

The two sides also talked about virtual, augmented mixed reality for aircraft maintenance, which she stressed can deliver very significant potential to the two countries.

"What we want to do is take both the US and Indian technology and translate that into a warfighting capability that both the US and the Indians can use. This is very much a collaboration in terms of our governments, our industries and our overall know-how. The beneficiaries will be both the US as well as the Indians," Lord said.

The next meeting will be held in India in September.

With some of these systems, whether it be launching UAVs or virtual, augmented mixed reality, they are trying to focus on bolstering capabilities of platforms the two countries can share, she said.

"There is lightweight, small arms technology project," Lord said. The key is the combined weapons and ammunition offer a 40 per cent weight reduction and improved accuracy.

The ammunition uses full polymer casings that significantly reduced weight and give less heat transfer and recoil.

"This is an area where there's co-development as well as co-production opportunity. What we're interested in technologies, where the US has brought them to a certain level and there's an appetite for more investment and for whatever reason we're not able to get to that in the US right now," the top Pentagon official said.

Under the DTTI, the two countries have a number of joint working groups to identify areas for co-development and co-production. These are a joint working group in aircraft carrier technology, land systems, naval systems, air systems, and other systems.

It all started in 2012 when then Defence Secretary Leon Panetta directed Deputy Secretary of Defence Ashton Carter to undertake an initiative to provide increased US senior level oversight and engagement to get beyond these obstacles.

The DTTI's aim is to transform the bilateral defence relationship into one that is limited only by independent strategic decisions, rather than bureaucratic obstacles or inefficient procedures; and strengthen India's defence industrial base by moving away from the traditional "buyer-seller" dynamic toward a more collaborative approach.

It also aims at exploring new areas of technological collaboration from science and technology cooperation through co-development and co-production and expands US-Indian business ties.

"These interactions really form the basis of a very, very strong industry interaction as well," Lord said.

The DTTI meeting included updates on ongoing projects and collaborative opportunities in land, naval, air, and aircraft carrier technologies; a meeting with the US and Indian industry representatives; a visit to Norfolk Naval Station to tour the aircraft carrier USS Abraham Lincoln and destroyer USS Bainbridge; and a visit to a US defence company.

"The DTTI is really delivering some opportunities, for both of our industrial bases to both better interact, as well as to bring the best of technology and innovation," Lord added.

Pentagon sets limits on transgender troops

The Pentagon has not received any order from President Donald Trump to withdraw troops from war-torn Afghanistan, a top US commander said Thursday.

"We've not--congressman, we've not been directed to withdraw (troops from Afghanistan), and there are no orders to withdraw anything," Commander of the US Central Command, General Joseph Votel told members of the House Armed Services Committee during a Congressional hearing.

Trump had in December last year announced that the US would pull troops from Afghanistan.

General Votel said his advice is that any decision to reduce forces in Afghanistan should be done in full consultation with its coalition partners, and of course the government of Afghanistan.

"It should pivot off political progress and the reconciliation process," he said, responding to questions from lawmakers on news reports about a timeline of withdrawal of troops from this war-ravaged country.

The US General said any drawdown or withdrawal of troops from Afghanistan should be based on conditions on the ground and the progress in the political process as well.&nbsp;

A high-level US team led by Special Representatives Zalmay Khalilzad is currently holding talks with the Taliban representatives in Qatar's capital, Doha.

"Khalilzad's efforts are really focused on developing a framework that can lead to inter-Afghan discussions," Gen Votel said, adding that this involves overcoming some obstacles that, right now, are preventing the Taliban from talking to the government of Afghanistan.&nbsp;

"But Khalilzad is working through those issues. Once those inter-Afghan discussions are commenced, then I think we will have the opportunity to address the issues that you are talking about directly," he said when Congresswoman Debra Haaland asked if he can tell how the framework addresses the rights of women in Afghanistan and how women were being included in the negotiation process.&nbsp;

The US Commander said that the US and the Taliban are in the very early in the process of talks.&nbsp;

"There have been no agreements from either side. We have not given anything up and they have not given anything up," he said, adding that the US and Special Representatives Khalilzad is not leaving out the democratically-elected government of Afghanistan in the process.

Winning in Afghanistan, the general described means a negotiated settlement between the government of Afghanistan and the Taliban, and safeguarding US national interests.

"Particularly ensuring that this country, this region can't be used to attack our homeland. So that would have to be satisfied as part of an overall agreement here in terms of that and I think is a lot of the nuance of the ongoing discussions that are taking are taking place right now," Gen Votel said.

He also advocated the need to have a sustained presence of the US in Afghanistan.&nbsp;

"I think we have to ensure that there, either through our own presence or through whatever other arrangements we can make, that we can address that particular threat," he said.&nbsp;

No direction to withdraw troops from Afghanistan: US general

The administration of US President Donald Trump has asked the Department of Defense to prepare to house up to 5,000 unaccompanied migrant children amid what it calls a mounting "crisis" at the US-Mexico border, the Pentagon said Thursday.

The Department of Health and Human Services (HHS) "requested DoD support to identify space to house up to 5,000 unaccompanied alien children on DoD installations, if needed, through September 30, 2019," said Pentagon spokesperson Lieutenant Colonel Jamie Davis.

"DoD will work with the military services to identify potential locations for such support, and will work with HHS to assess any DoD facilities or suitable DoD land for potential use to provide temporary shelter for unaccompanied alien children," he said.&nbsp;

The request for beds is preventative -- they will not definitely be used.

But it comes amid a surge in the number of families and unaccompanied children crossing the US border from Mexico illegally, most of them fleeing poverty and violence in Central America. Most request asylum.

According to the Customs and Border Protection Agency (CBP), the number of minors apprehended after entering the country illegally without family in February hit 6,825, up from 5,119 in January and 4,968 in October.

CBP hands the children over to HHS's Administration for Children and Families, which seeks to place them with relatives or other families in the United States while their requests to remain in the country are processed, which can take two years.

The Administration for Children and Families said Thursday that they currently have about 11,500 such children in custody.

The figure changes daily, they said, because of new referrals from Homeland Security and releases of children to sponsors.

Customs and Border Patrol Commissioner Kevin McAleenan said Tuesday that illegal immigration in February surged to the highest level in years, with 76,000 people stopped or apprehended, and was straining government facilities.

"We are currently facing a humanitarian and national security crisis along our southwest border," he said.

"The vast increases in families and children coming across our border, in larger groups and in more remote areas, presents a unique challenge to our operations and facilities, and those of our partners."

On Wednesday Homeland Security Secretary Kirstjen Nielsen said they were expecting the numbers to grow in the coming months.

Nielsen though said in many cases the children were being used as "pawns" to get into our country, and even "recycled" by smuggling rings to help multiple groups cross the border and get a foothold on US soil.

She said she sympathized with the migrants but insisted that, as Trump formally declared last month, "It is an emergency."

US military asked to house 5,000 child migrants: Pentagon

US President Donald Trump said on Saturday that North Korea does not have any economic future with nuclear weapons as the Pentagon confirmed the United States and South Korea had agreed to end joint large scale spring military exercises.

"North Korea has an incredible, brilliant economic future if they make a deal, but they don't have any economic future if they have nuclear weapons," Trump said at a Conservative Political Action Conference.

He added that the relationship with North Korea seemed to be "very, very strong."

According to a statement, acting Pentagon Chief Patrick Shanahan spoke with his South Korea counterpart on Saturday and they agreed to adapt their training programs.

The two "made clear that the Alliance decision to adapt our training program reflected our desire to reduce tension and support our diplomatic efforts to achieve complete denuclearisation of the Korean Peninsula in a final, fully verified manner," the Pentagon said.

South Korea's military issued a similar statement also confirming plans to end the spring joint military exercises. Special Representative for Korean Peninsula Peace and Security Affairs Lee Do-hoon is planning on visiting the United States in the coming week to meet with US officials to discuss the second US-North Korea summit as well as the future agenda, according to a South Korean official.

The Pentagon said the US and South Korea had agreed to "newly designed Command Post exercises and revised field training programs." US officials have long said the scope of the spring exercises, known as Foal Eagle and Key Resolve, would be reduced.

Reuters and others reported on Friday that such an announcement would take place. To encourage talks, the United States and South Korea have suspended a number of military exercises since the first summit last year between Kim and Trump.

In Vietnam this week, the second meeting between Trump and North Korean leader Kim Jong Un ended without a deal on sanctions relief North Korea would get in exchange for steps to give up its nuclear program.

Noting that both countries have developed robust and capable space services, including space-based intelligence, surveillance and reconnaissance, the report said China and Russia were making improvements to existing systems including space launch vehicles and satellite navigation constellations.

"These capabilities provide their militaries with the ability to command and control their forces worldwide with enhanced situational awareness, enabling them to monitor, track and target US and allied forces," it said.

Running into more than 40 pages, the report mentions India a few times and describes China and Russia as a major challenger to the US, Iran and North Korea as other space challenges.

The Pentagon lists India as one of the nine countries and one international organisation which can independently launch spacecraft: China, India, Iran, Israel, Japan, Russia, North Korea, South Korea, the United States, and the European Space Agency (from French Guiana).

While the European Union, Russia and the US' satellite navigation constellations offer global coverage, Japan and India operate regional systems, it said.

China operates both a regional and worldwide satellite navigation system.

"Beijing and Moscow will continue to see space as integral to winning modern wars. They are developing systems that pose a threat to freedom of action in space.
