The Pakistan government claimed that its defence budget was kept unchanged at Rs 1,152,535 million <a href="https://www.wionews.com/south-asia/pakistans-rich-people-could-pay-more-tax-226648">for next fiscal (2019-20)</a>, but the official documents showed that there was nominal increase of 4.5 per cent in the defence expenditure as compared to the last year.

The original allocation for defence for outgoing fiscal (2018-19) was Rs 1,100,334 million but it was revised later on to shot up to Rs 1,137,711 million, up by 3.4 per cent, by the end of year.

So the actual rise from previous allocation was Rs 52,201 million, which is 4.5 per cent.

But minister of state for revenue Hammad Azhar in his<a href="https://www.wionews.com/south-asia/imran-khan-vows-to-go-after-thieves-responsible-for-pakistans-economic-woes-226438"> 2019-20 budget speech on Tuesday</a> did not provide intricate details and just said that the defence budget would remain unchanged at Rs 1.15 trillion.

Pakistan Army chief General Qamar Bajwa had announced last week that the armed forces were "foregoing routine increase in annual defence budget".

Prime Minister Imran Khan also said the military had "voluntarily agreed" to cut its expenditures due to "critical financial situation".

A closer analysis of the current defence allocation showed that it makes 14 per cent of the total outlay and 2.62 per cent of the GDP. In the outgoing year, the amount earmarked for defence was 18.5 per cent of the total pie and 2.87 per cent of the GDP.

These figures do not include Rs 327 billion set aside or pensions of retired defence personnel. Originally pension of retired soldiers was part of defence allocation but it was transferred to civil heads during regime of military ruler Pervez Musharraf.

Dawn reported that freeze on defence budget would affect the civil works' head the most as it has received a 12.77 per cent cut. The civil works head accounts for the funds marked for maintenance of existing infrastructure and construction of new buildings.

The other head to get relatively lesser increase is that of operating expenses, which would grow by 4.4 per cent. Operating expenses cover transport, POL, ration, medical treatment, training, etc.

Meanwhile, employee-related expenses, which include salaries and allowances paid to troops in uniform and civilian employees, are proposed to go up by 6.5 per cent.

In line with the announcement by the civilian and military leadership that defence capacity would not be affected, the expenditure on physical assets' is set to increase by 11.7 per cent. This head provides for local purchase and import of arms and ammunition and related procurements.

Last year when the defence budget was hiked by massive 18 per cent, the physical assets head had received a 16 per cent raise. 
The army traditionally had the lion's share in defence budget. This year the allocation for the army would remain static at Rs 523 billion. It still accounts for 45.4 pc of the total defence allocation.

The budget of the Pakistan Air Force (PAF) would increase by 9.64 per cent. Over 22 per cent of the defence allocation would go to the air force.

The Navy's share would expand by 9.6 per cent. Its share in the defence pie is 11.3 per cent. The defence establishment/inter-services institutions are getting 8.78 per cent hike in their budget. They account for 21 per cent of the remaining defence allocation.

The pink book, which carries the details of budgetary demands, further revealed that initially the government had planned to allocate Rs 1.2 trillion for defence. However, the figure was at the eleventh hour revised downward to Rs 1.15 trillion.

The figure of Rs 1.2 trillion has remained in the book and an addendum had to be added to reflect the changed allocation along with its breakdown. 
In the original scheme of things, the army's share was static, whereas that of the PAF was to increase by 18.31 per cent, Navy by 19.95 per cent and defence establishment/inter-services by 18.48 per cent.

In 2009, without mincing his words, he wrote a brilliant essay on the treachery of the Pakistan Army in letting down its nation and the PAF by attempting to go alone into Kargil in an ill-conceived operation in 1999. The essay was well received in the Indian strategic community for various reasons. Very recently Tufail has employed communication skills mixed with his vast knowledge of aviation technology and air operations, to write a seminal piece for his popular blog.

This time he has taken on the Indian Air Force (IAF) and its operations post-Pulwama. These operations involved the air strike against terrorist facilities at Balakot and subsequent actions against the PAF in J&amp;K leading to the downing of an IAF Mig 21 Bison which culminated with the capture of Abhinandan and the alleged shooting down of an IAF Mi-17 helicopter in alleged friendly fire. &nbsp;It is well known that the PAF’s reputation has been in the dock ever since the US launched a helicopter based operation to eliminate Osama bin Laden in 2011. The Balakot operation made that reputation no better with the IAF’s extraordinary operation to avenge Pulwama; the PAF was outwitted and left to do no better than defend its reputation through the skilful use of information operations in which disinformation has played a major role. Kaiser Tufail’s essay appears an attempt to atone for what many in the Pakistan Armed Forces would have considered sacrilege when he wrote the piece on Kargil.&nbsp;

Being appreciative of the adversary’s ways and critical of one’s own win is never popular. What is, however, important for us to realise is cogent, focused and a continuous onslaught of information which Pakistan has put out to the world to make the international community believe in the narrative that it wishes to be known. He who wants to convince communities of the righteousness of his narrative will always make strident efforts to bring information to the fore; it is immaterial what type of information. In information operations which are nothing new, truth is immaterial; it is the narrative control which must remain in your hands.&nbsp;

Modern day information operations are facilitated hugely by emerging information technology. The instant availability of information for the asking, woven into events, writings, videos, chat groups and blogs goes around the world in milliseconds and we have yet witnessed only the tip of the iceberg. Pakistan has ardently followed and employed ‘information warfare’ having realised very early the power of information in influencing the adversary or even its own population. It will never be known why it decided to raise the information arm of the Pakistan Air Forces, within two years of independence. This has been mentioned ad nauseam in writings and discussions; that in India everyone knows the Inter-Services Intelligence (ISI) wing of Pakistan but hardly anyone knows the Inter-Services Public Relations (ISPR) wing, raised in 1949. The latter is far more devious and for many years has run campaigns on behalf of Pakistan on narratives that the government wants to be believed. The most significant and strategic of these narratives is the one on J&amp;K which the ISPR repeatedly plays out at important cities, universities and institutions of the world.&nbsp;

As part of India’s strategic culture, the power of information as a game changer and force multiplier has hardly been realised. Information operations are also an essential part of hybrid warfare to form narratives and generally to influence political opinion-making among the target populations. We have been hesitant in its use in the insurgencies of the last half-century or more. While surprise and deception continue to rule strategic planning involving military or quasi-military operations the information domain remains relatively ignored. We all agree that our opinion and narrative is the right one, yet we are rarely able to convince the world that this is so. One sometimes tends to think that the Indian character and approach to life has an ethical element attached to it. We are straight-faced and insufficiently ingenious in using available instruments and have never attempted playing the information game to strategic advantage. We believe that there is no reason for anyone to disbelieve our version of things given our credibility as a successful democracy with a value-based leadership. However, that may not be the way that the world looks at things and that is why India needs to get realistic about the use of information as a system for the future. There can be no denying that veteran aviators of repute did step in to write their post-Balakot analyses but the voice was insufficiently heard internationally due to lack of institutional backing. Nations whose weapons and technology were employed for strategic effect should have been asked to partner in building a credible information campaign.

This is not the end of a narrative spin and narrative control for India. During Doklam 2017 the Indian government played the information game with greater credit than China. Post the event there was much analysis of the operational standoff but the information domain remained relatively neglected in terms of analyses for lessons learnt. For a nation whose advertising industry is one which arrived early and has accomplished much, there is no reason why the need for information strategy cannot be included in the system which addresses security issues. It’s not for nothing that I have been strongly recommending the constitution of a body to institutionalise the use of information for strategic gain.&nbsp;

It’s not just the current which should concern us, it’s also how things will be viewed by history. If we wish to leave behind legacies of achievements the information should be able to justify the narratives we wish to be remembered. It’s about time India thought more strategically about information as a system to win standoffs in the entire spectrum of military operations; that includes hybrid wars where the people matter more than anything else.

In 2015 it was no better with the Pakistan military taking the cake at Rs 772 billion compared to Rs&nbsp;70.31 billion for the education sector. The same story repeated itself next year as the defence allocation&nbsp;hit a new high at Rs 860.1 billion with education lagging far behind at Rs 79.5 billion.

In 2017, Pakistan's defence allocation&nbsp;grew once again as it spent Rs 920 billion, however, the country's education expenditure at the time is&nbsp;still unclear.

Last year, Pakistan's military allocation&nbsp;leapt to Rs 1.26 trillion for the first time even as the&nbsp;education sector was allocated&nbsp;Rs 111.23 billion. However, in the last one year as Nawaz Sharif was forced to step down due to corruption charges, Pakistan's economy went downhill.

After PTI chief Imran Khan became the new prime minister promising a "Naya Pakistan", the country's fiscal health continued to slide. The IMF has come to its rescue in the past month promising a $60 billion bailout with PM Imran Khan leaving no stone unturned to garner financial aid from friends abroad namely China, Saudia Arabia and Malaysia.

However, with the FATF noose tightening, Pakistan finds itself in a tight spot. PM Imran Khan today announced Pakistan will be cutting its defence budget, however, he did not specify the exact figure.

As things stand, the onus is now the military to press the austerity button as Pakistan seeks to crawl out of its acute financial crisis having spent decades spending billions on its military.

A brief <a href="https://www.wionews.com/india-news/pak-troops-open-fire-along-loc-in-jk-indian-security-forces-retaliate-215261">exchange of fire</a> took place between terrorists and security forces in Shopian district of Jammu and Kashmir on Friday.

As per officials, the firing was reported in Adkhara area of Imam Sahib. The area has now been cordoned off.

A joint team of 34 Rashtriya Rifles (RR) and Special Operations Group (SOG) Shopian launched an operation in Imam Sahib after having inputs about the presence of terrorists in the area.

On Thursday, around 9:30 am (IST), the Pakistan army initiated unprovoked firing along the Line of Control (LoC)&nbsp;which was immediately retaliated by the Indian army.

As Dawn reported: “There were nearly 50 projects and units functioning in the country under the administrative control of Fauji Foundation, Shaheen Foundation, Bahria Foundation, Army Welfare Trust (AWT) and Defence Housing Authorities (DHAs).&nbsp;

According to the details provided in the reply, eight DHAs were established in major cities. These DHAs — mostly created through ordinances — are in Karachi, Lahore, Rawalpindi-Islamabad, Multan, Gujranwala, Bahawalpur, Peshawar and Quetta. Besides, there are 16 projects/units functioning under the AWT, 15 under the Fauji Foundation and 11 under the Shaheen Foundation.”

Projects under the Fauji Foundation include plants manufacturing everything from cement and fertiliser to energy and cereal. The Fauji Foundation itself claims on its website that it runs 18 industries. Quite apart from official holdings, the Pakistani army controls benami land and foreign bank accounts.&nbsp;

The country’s defence budget at $10 billion is 3.5 per cent of Pakistan’s GDP —nearly double India’s (1.8 per cent) as a ratio of GDP. Few countries spend more on defence as a percentage of GDP than Pakistan. China’s defence budget is 1.4 per cent of GDP. A significant portion of Pakistan’s defence budget is siphoned off by the army’s top brass. There is little oversight.&nbsp;

To keep the defence budget high and the illicit money machine ticking over, the Pakistani army needs an enemy. India fits the bill. The Pakistani army is not interested in Kashmir. It uses the state to prosecute a low-cost, low-intensity proxy conflict with India, deploying its terrorist arms to attack India and keep tensions simmering just below boiling point.&nbsp;

A key part of this strategy is to maintain a facade of seeking talks with India. For the Pakistani military, talks and terror go together. Structured &nbsp;dialogue with India gives Islamabad respectability in the eyes of the international community, diluting the impression that it is a pariah state. But the Pakistani army has no intention of allowing talks, when they do take place, to actually succeed in resolving the Kashmir issue. A resolution would end the conflict. The army’s role in Pakistan would diminish. So would the Fauji Foundation’s fortunes.&nbsp;

India’s peace lobby comprises several well-meaning activists. The Pakistani army’s civil society proxies engage in endless track two meetings with them. The purpose: build a bridge to eventually open a dialogue between India and Pakistan at the political level. Meanwhile, the Pakistani army’s terror proxies — Jaish-e-Mohammed, Lashkar-e-Taiba and Hizbul Mujahideen — launch periodic attacks on Indian targets to ensure that the low-intensity conflict continues.&nbsp;

The Indian Air Force’s Balakot strike deep inside Pakistan changed the low-cost terror business model that the Pakistani army had perfected over years. Suddenly, the cost had risen. The loss of hundreds of terrorists and several Pakistani army officers in Balakot was just one blow.&nbsp;

An equally punishing one could be lying around the corner: blacklisting by the Financial Action Task Force (FATF). The Paris-based body monitors money laundering and terror financing globally. The Pakistani establishment engages copiously in both. If the FATF blacklists Pakistan, it could severely damage that country’s already fragile economy.&nbsp;

Shah Mahmood Qureshi, Pakistan’s foreign minister, was so rattled by the possibility of blacklisting that he told journalists at a recent press conference in Lahore: “The Foreign Office is calculating the annual loss if Pakistan is pushed in the blacklist by the FATF as India is lobbying for this.”&nbsp;

Indian foreign policymakers have been ambivalent over Pakistan. Diplomatic relations remain unchanged. A private member’s bill to declare Pakistan a state sponsor of terrorism has been shelved. Cross-border trade continues as before, notwithstanding the withdrawal of Most Favoured Nation (MFN) status. Even the ludicrous retreat ceremony at the Wagah border post between BSF jawans and Pakistani Rangers goes on unabated daily. Pakistan craves equivalence with India. Indian policymakers give it far too many opportunities to claim false equivalence.&nbsp;

Meanwhile, the Pakistani army keeps a beady eye on India, obsessing over every Pakistani rupee it can extract from the longest geopolitical fraud it has pulled off for decades through its proxy war of terror against &nbsp;India. The new Indian government, whichever alliance forms it, must end the charade that enriches the Pakistani army at the cost of Indian lives.

Pakistan army is obsessed with India because it justifies its indispensability

The media wing of the Pakistan armed forces, ISPR, issued a press release today informing that three of their troops had been killed in firing by Indian forces along the Rakchakri, Rawalkot sector at the Line of Control (LoC).

However, Indian Army sources said that Pakistan was downplaying the extent of damage their forces suffered in the severity of Indian retaliatory fire in response to constant ceasefire violations by Pakistan along the LoC. The sources indicated that the death toll in the Pakistan side was higher than the official admission of three Pakistan soldiers dead.

Pakistan violated ceasefire in the Poonch sector with heavy shelling and small arms fire mainly targeting civilian areas which caused significant injuries. Late last night, a constant bombardment of Indian civilian areas, in Mankote sector in Poonch district resulted in four injuries with the injured being treated in District Hospital Rajouri.&nbsp;

Subsequent to this aggression, Indian forces targeted multiple Pakistan positions across the LoC resulting in heavy casualties according to army sources aware of operational decisions.

Yesterday, an Inspector of the BSF and a 5-year girl were&nbsp;killed and at least four others were injured in the firing by Pakistan Army in the same sector.&nbsp;

There were no casualties but the shelling caused panic among those present at the centre, he said, adding that the main building remained safe.

Kohli said the cross-LoC trade was suspended for the day in view of the shelling. Officials said the shelling started in Krishna Ghati sector around 10.30 am and later spread to Poonch sector.

The Indian Army retaliated strongly and effectively, they said, adding that the shelling was continuing when last reports were received.

The cross-LoC trade between Poonch on this side and Rawalakot in Pakistan-occupied Kashmir (PoK), which started in October 2008, takes place from Tuesday to Friday every week on barter system.

The latest ceasefire violation comes after a two-day lull in the cross-border skirmishes which had witnessed a spurt after India's pre-emptive air strike on a Jaish-e-Mohammed (JeM) terror camp in Balakot on February 26.&nbsp;

He relied on inside information to report on the continuing infiltration of extremists into the Army and the Jihadi connect. But when he put out a story on the Mehran naval base attack in 2011, saying that it had been an insider job, he had crossed the line as far as the deep state was concerned. In the last week of May, Shahzad was kidnapped, tortured and killed, and his body was left in a drain as a grim reminder to anyone who may have harboured thoughts challenging the status quo. &nbsp; 
 
The heavily protected Mehran naval base, situated near Karachi, had been attacked by a handful of Pakistani Jihadists, and several names complicit in the incident, including retired defence personnel, came to light. The audacious attempt was eventually contained, but not before severe damage was done to some of the navy's expensive assets and the Pakistani defence force’s image. Predictably, in the hysteria that erupted, two things happened. First, denial. And second, approving blame to the US, India and Israel. The second was not bought by the world community, and the first had no leg to stand on after the Pakistani establishment led by General Pervez Musharraf had to crack down on the local perpetrators and weed out radical elements from within the ranks of its Armed Forces.&nbsp;

Shahzad’s Mehran report was the last major one that he would file. He not only wrote that the Mehran attack was an insider job, but also reported that a purge had been in progress which had divided security personnel as well as the rogue elements outside along ethnic and religious lines. But he was not the only journalist to be punished thus. There was the American Daniel Pearl, who too had crossed the Rubicon almost a decade before Shahzad did.&nbsp;

Pearl, who was primarily based in Mumbai while reporting on the south Asian region for The Wall Street Journal, had visited Pakistan as part of an investigative report he was working on, with a view to unravel links involving the Al Qaeda and a British citizen, better known as the ‘Shoe Bomber’. In February 2002, he was kidnapped, tortured and executed by his captors. His decomposed body and the severed head were discovered a few months later. He had entered dangerous territory, one that could expose the complicity of the deep state.&nbsp; 
 
The group that claimed ‘credit’ for the kidnapping and subsequent action was the National Movement for the Restoration of Pakistani Sovereignty. This outfit accused Pearl of being an American spy. It demanded the release of all Pakistani terror detainees as well as lifting of the embargo on the US shipment of F-16 fighter planes to Pakistan, as some of the conditions for Pearl’s release. It is inconceivable that an outfit could so brazenly function right inside Pakistan without some sort of official ‘turning the blind eye’ at the least.&nbsp;

It’s not only journalists in Pakistan, whether Pakistani or otherwise, who have paid with their lives for crossing the Rubicon. Even high-profile politicians who summoned the courage to challenge extremist elements, either inside or out of the system, fell to radical elements while the official establishment remained inactive — or implicitly supportive of the fanatics. Salman Taseer is a case in point. A liberal politician associated with the Pakistan Peoples Party of Benazir Bhutto, he was assassinated in January 2011 in Islamabad by his bodyguard, who shot him with an assault rifle 27 times hear his home. Taseer’s crime was that he had vehemently and publicly opposed his country’s blasphemy law, which had the backing of not just extremist groups but also influential sections of the Pakistani Deep State. A show of state mourning was thereafter organised but it deceived none. &nbsp;

Radical elements, both outside the political system and within, had been enraged by his public pronouncements in support of one Asia Bibi, who had been sentenced to death by a court of law for having ‘blasphemed’ Islam. After the assassination, hundreds of prominent Pakistan clerics had lent support to the assassin and urged the people to boycott Taseer’s funeral. &nbsp; 
 
The connect between extremist elements and the Pakistani state has been often commented upon by one of the country’s most prominent former envoy, Husain Haqqani, in his books and public discourses. Haqqani is now located outside Pakistan and has many times quipped that terrorists are more secure in Pakistan than he would be if he were to return to his country. He too crossed the Rubicon many times, but fortunately, he remains safe for now.&nbsp;
