It expressed concern over Pakistani authorities' inability to demonstrate why they considered eight proscribed entities to be low risk as opposed to the high-risk view of the Asia Pacific Group (APG) and the ICRG.

Therefore, the FATF urged "Pakistan to swiftly complete its action plan, particularly those with timelines of May 2019" to address strategic deficiencies, the report said.

The FATF will undertake the next review of Pakistan's progress in June 2019, which will be preceded by a face-to-face meeting with the Joint Group in May.

In June 2018, Pakistan made a high-level political commitment to work with the FATF and APG to strengthen its AML/CFT regime and to address its strategic counterterrorism financing-related deficiencies by implementing an action plan to accomplish these objectives.

The successful implementation of the action plan and its physical verification by the APG will lead the FATF to clear Pakistan out of its 'grey list' or move it into the 'blacklist' by September.

The FATF blacklist means the country concerned is "non-cooperative" in the global fight against money laundering and terrorist financing. The Pakistan army Wednesday targeted dozens of forward posts and villages with artillery guns along the Line of Control (LoC) in Jammu and Kashmir’s Rajouri and Poonch districts, officials said.

The intense shelling and firing from across the border continued throughout the night in Sunderbani sector of Rajouri district, while it started in Krishna Ghati sector of Poonch in the early hours of Wednesday, they said.

Officials said the Indian Army retaliated strongly and effectively, and the exchange of heavy fire caused panic among the border residents. However, there was no report of any casualty on the Indian side, they said.

Pakistan had resorted to cross-border firing at Nowshera and Sunderbani in Rajouri and Krishna Ghati in Poonch on Tuesday as well. While the cross-border skirmishes lasted for over three hours in Nowshera sector which left a soldier injured, the firing in Krishna Ghati took place from 6 pm to 8:15 pm.

Firing in Sunderbani sector started at 8:30 pm Tuesday and ended around 4:30 am on Wednesday, the officials said. Minutes later, they said the guns once again roared in Krishna Ghati sector and firing was underway between the two sides when last reports were received. "It's a medical fact that every episode of angina worsens the heart disease and can damage the heart irreversibly. Who will I blame or who will be responsible if anything happens to him God forbid? The callousness, I repeat, is shocking," she said.

Maryam's comments came as the Supreme Court on Tuesday rejected a plea moved on Sharif's behalf for early hearing of his appeal against last month's Islamabad High Court order of turning down his bail petition on medical grounds, the report said.

On February 15, Sharif was shifted to a hospital on the request of his personal physician to the government. It was the second time in February that he was shifted to a hospital from the prison.

A spokesman for Punjab chief minister said Chohan submitted his resignation to the chief minister which was immediately accepted.

According to a senior government official, the chief minister had "forgiven" Chohan after he publicly apologised for his remarks, but the prime minister directed Buzdar to immediately remove him from the ministry.

Chohan had come under severe criticism from senior members of his party, ministers and social media users with #SackFayazChohan trending on Twitter for his controversial remarks while addressing a gathering on February 24 in the aftermath of the Pulwama terror attack.

Earlier in the day, Chohan apologised for his remarks following intense criticism.

"I was addressing Indian Prime Minister Narendra Modi, Indian armed forces and their media not the Hindu community in Pakistan," he said.

"I apologise if my remarks hurt the Hindu community in Pakistan," Chohan said. "My remarks were in no way directed at Pakistan's Hindu community."

The Pakistan Tehreek-e-Insaf government "will not tolerate this nonsense", party leader Naeemul Haque, who is special assistant to Prime Minister on Political Affairs, said Monday night in response to Chohan's remarks.

"The derogatory and insulting remarks against the Hindu community by Fayyaz Chohan the Punjab Info Minister demand strict action. PTI govt will not tolerate this nonsense from a senior member of the govt or from anyone. Action will be taken after consulting the Chief Minister," Haque tweeted. 
Haque's tweet was followed by condemnation from Shireen Mazari and Asad Umar, the federal ministers of human rights and finance, respectively.

"Absolutely condemn this. No one has the right to attack anyone else's religion. Our Hindu citizens have given sacrifices for their country," Mazari tweeted. "Our PM's msg is always of tolerance &amp; respect &amp; we cannot condone any form of bigotry or spread of religious hatred," she added. 
Financer Minister Umar tweeted, "Hindus of Pakistan are as much a part of the fabric of the nation as I am. Remember the flag of Pakistan is not just green...Its not complete without the white which represents the minorities."

Foreign Office spokesperson Mohammad Faisal also took to Twitter and said, "Pakistan proudly owns the white in the flag as much as the green, values contributions of the Hindu community and honours them as our own."

Several members of the Hindu community in Pakistan also took to Twitter to condemn the minister's remarks.

Hindus form the biggest minority community in Pakistan.

According to official estimates, 75 lakh Hindus live in Pakistan. However, according to the community, over 90 lakh Hindus are living in the country.

Majority of Pakistan's Hindu population is settled in Sindh province where they share culture, traditions and language with their fellow Muslim countrymen.&nbsp;

Sources added, "Pressure was built not only by P5 but by others also, and this was instrumental (in the release) and it should not be attributed to Imran Khan's generous Pathan heart."

On the death of Masood Azhar, chief of JeM, sources dismissed it saying we take such news with a pinch of salt.

India hopes to list Masood Azhar as an international terrorist under the 1267 committee of the United Nations Security Council which it believes will send a message that Pakistan is the epicentre of terror in the world.

He had requested bail on the grounds that his health was deteriorating in jail.

Pakistan has long used some Islamist groups to pursue its aims in the region, but it has denied Indian accusations it actively supports militants fighting Indian forces in India's part of the disputed Muslim-majority region of Kashmir.

From time to time - usually as a result of outside pressure - Pakistan has cracked down on anti-India militants but most factions manage to survive and resume activities.

Pakistan's foreign ministry late on Monday said a new order, updating existing laws that deal with those on UN sanctions lists, had been issued "to streamline the procedure for implementation of Security Council sanctions against designated individuals and entities".

Ministry spokesman Mohammad Faisal said the order was passed by the cabinet of Prime Minister Imran Khan.

Many Pakistani groups and individuals are sanctioned by the United Nations, including the JeM, and Hafiz Saeed, the founder of the Lashkar-e-Taiba (LeT) militant group that carried out the 2008 attacks in Mumbai, in which 166 people were killed.

Saeed, who holds public gatherings in Pakistan, has been at the heart of criticism that Pakistan does not enforce its anti-militancy laws.

On Monday, Information Minister Fawad Chaudhry said Pakistan had developed a "full-fledged strategy" to deal with militants and the government was looking to close "loopholes" that allowed banned groups to operate.

"With banned groups it will be made sure that they will be banned in practical terms also," he said.

A senior counter-terrorism official told Reuters the government was looking to set up a coordination "cell" to oversee action against militants.

"This cell will coordinate with finance ministry, counter-terrorism departments, state bank, and financial monitoring units to see what actions have been taken against the militant groups, their assets and their sources of income," he said.

The ministry had no immediate comment.

Over the weekend, both the United States and Britain urged Pakistan to deal with militant groups. Britain urged Khan to "address the causes of this conflict" with its neighbour.

Pakistan and India have gone to war three times, twice over the divided Himalayan region of Kashmir, which they both rule in part. India controls most of the region, including the populous Kashmir Valley.

Pakistan says Kashmir was unfairly made part of India when British India was partitioned at the end of colonial rule, and the people of Kashmir should be allowed to decide if they want to join Pakistan or remain part of India.

While walking through the pathways, a bearded and overweight Moulvi with a limp tried his best to attract the attention of the visiting media persons. From behind the grills, he tried telling the scribes that he was one of them — a writer.

The visitors, more eager to see Afghan war veterans and highly placed Harkat-ul-Ansar commanders, Nasrullah Mansoor Khan Langrial and Sajjad Khan Afghani, declined.

Ironically, it was not just the media which was taken in by the looks of a short squat man who was dismissed as no more than a harmless terrorist sympathiser. The investigating agencies thought the same! They neither filed a case against him nor began prosecution till they were forced to release him in exchange of passengers of the IC814 plane hijacked in December 1999.

Azhar had been sent to Kashmir to discipline Afghani, who had gone berserk after security forces had captured his colleague, Langrial, in January 1994.

An enraged Afghani attacked an Army camp at Elahi Bagh in Srinagar on January 16, but was pushed back. He later kidnapped Major Bhupinder Singh to negotiate Langrial’s release. When authorities refused to negotiate, he executed the officer. Afghani’s actions were creating concern back in Pakistan, where Harkat had planned to lie low and seek entrenchment in South Kashmir.

The problem was - who would bell the errant commander? The planners zeroed in on the innocuous-looking general secretary of the dreaded organisation, Maulana Masood Azhar.

With Portuguese passport in hand, he arrived at the Indira Gandhi International Airport (IGIA) at New Delhi on January 29, 1994, on a Bangladesh Biman flight from Dhaka. Attired in a western suit, with a trimmed beard, he looked every inch an executive, but the immigration officer checked his passport several times. According to Azhar’s own confession, he was sweating down his trousers. But he was allowed to go and he headed for Ashoka Hotel at Chanakyapuri.

Before boarding for Srinagar on February 9, he visited Deoband, getting rid of his western dress. He arrived in Srinagar wearing a skull cap and kurta-pajama to pass off as someone returning from Mecca after performing the pilgrimage.

How Azhar was accidentally captured in 1994

After meeting his contacts in Srinagar, he summoned all commanders who were busy setting embryonic cells for the Harkat in the region. After lecturing the terrorists, urging them not to deviate from the plan, Afghani suggested him to deliver the Friday sermon at the Jamia mosque in Anantnag, to make a defiant statement. Leaving the guards behind, Afghani and South Kashmir local commander, Sikandar’s deputy, Raees, walked to the car.

Interrogation reports later suggested that the car broke down midway and they took an auto-rickshaw. But short of reaching Anantnag, they were encircled by a posse of BSF, who had somehow tracked Raees. The latter opened fire and lobbed grenades, before melting into the forest.

Masood and Afghani were taken to the Khundroo Army camp. Nobody recognised the catch. Intelligence records suggest that at the camp, Afghani, in order to save Azhar, revealed his identity, but not of the short portly man by his side. He told interrogators that this Moulvi has nothing to do with him: “I had kidnapped him. He was arrested when you arrested me.”

Authorities almost caved in, but before releasing, called Azhar into the interrogation room, where he broke down within 30 minutes and blurted out the truth, state intelligence records.

Several attempts were made to free Azhar

Despite several audacious attempts to free Masood, no effort was made to try him in a court of law. The first attempt came in early summer of 1994, when Harkat district commander Sikandar kidnapped two British citizens Kim Housego and producer David Mackie, but had to release them after Housego’s father, a former British journalist based in New Delhi, launched a public campaign.

The same year in October 1994, British Pakistani Omar Sheikh Sayeed lured three British and one American backpacker away from their guest houses in Paharganj and held them hostage at a remote house in a Ghaziabad village. The next day, Sayeed delivered a note at Delhi’s BBC office, demanding the release of Masood Azhar and his two associates, along with passport details of hostages. The BBC office passed on the documents to the Ministry of External Affairs, who sought information from Ministry of Home Affairs and the Delhi Police.

Upon confirmation that foreigners had been kidnapped, intelligence and security officials went into a tizzy. Nobody had a clue about the kidnappers, but good luck came their way when two UP police constables chased a petty thief, who had taken refuge in the same house where Sheikh, who had just returned from Delhi after delivering the note, was stationed. The British Pakistani took it as a police raid and started firing from an AK-47 rifle. Puzzled, the UP policemen called for reinforcements and found a few western hostages, all tied and trussed up. While other terrorists escaped, Omar Sheikh was arrested.

Another bid to release him again came on July 4, 1995, when a little known terrorist group, Al-Faran, kidnapped six western tourists in the Pahalgam mountains. Author Adrian Levy says the incident changed the face of modern terrorism. Finally, in December 1999, the biggest plan to secure Azhar’s release was sought in exchange of passengers of the hijacked IC814 flight. Along with Omar Sheikh Sayeed and Mushtaq Ahmed Zargar, Azhar was transported to Kandahar.

Just a month ago, Sajjad Afghani was killed during an unsuccessful attempt at escape from the Kot Balwal Jail. Curiously, plane hijackers didn’t demand the release of Langrial, whose arrest had triggered the entire chain of events. He, after spending 18 years in jail, was finally repatriated in 2011.

Predictably, in the hysteria that erupted, two things happened. First, denial. And second, approving blame to the US, India and Israel. The second was not bought by the world community, and the first had no leg to stand on after the Pakistani establishment led by General Pervez Musharraf had to crack down on the local perpetrators and weed out radical elements from within the ranks of its Armed Forces.&nbsp;

He not only wrote that the Mehran attack was an insider job, but also reported that a purge had been in progress which had divided security personnel as well as the rogue elements outside along ethnic and religious lines. But he was not the only journalist to be punished thus. There was the American Daniel Pearl, who too had crossed the Rubicon almost a decade before Shahzad did.&nbsp;

Pearl, who was primarily based in Mumbai while reporting on the south Asian region for The Wall Street Journal, had visited Pakistan as part of an investigative report he was working on, with a view to unravel links involving the Al Qaeda and a British citizen, better known as the ‘Shoe Bomber’. In February 2002, he was kidnapped, tortured and executed by his captors. His decomposed body and the severed head were discovered a few months later. He had entered dangerous territory, one that could expose the complicity of the deep state.&nbsp; 
 
The group that claimed ‘credit’ for the kidnapping and subsequent action was the National Movement for the Restoration of Pakistani Sovereignty. This outfit accused Pearl of being an American spy. It demanded the release of all Pakistani terror detainees as well as lifting of the embargo on the US shipment of F-16 fighter planes to Pakistan, as some of the conditions for Pearl’s release. It is inconceivable that an outfit could so brazenly function right inside Pakistan without some sort of official ‘turning the blind eye’ at the least.&nbsp;

It’s not only journalists in Pakistan, whether Pakistani or otherwise, who have paid with their lives for crossing the Rubicon. Even high-profile politicians who summoned the courage to challenge extremist elements, either inside or out of the system, fell to radical elements while the official establishment remained inactive — or implicitly supportive of the fanatics. Salman Taseer is a case in point. A liberal politician associated with the Pakistan Peoples Party of Benazir Bhutto, he was assassinated in January 2011 in Islamabad by his bodyguard, who shot him with an assault rifle 27 times hear his home. Taseer’s crime was that he had vehemently and publicly opposed his country’s blasphemy law, which had the backing of not just extremist groups but also influential sections of the Pakistani Deep State. A show of state mourning was thereafter organised but it deceived none. &nbsp;

Radical elements, both outside the political system and within, had been enraged by his public pronouncements in support of one Asia Bibi, who had been sentenced to death by a court of law for having ‘blasphemed’ Islam. After the assassination, hundreds of prominent Pakistan clerics had lent support to the assassin and urged the people to boycott Taseer’s funeral. &nbsp; 
 
The connect between extremist elements and the Pakistani state has been often commented upon by one of the country’s most prominent former envoy, Husain Haqqani, in his books and public discourses. Haqqani is now located outside Pakistan and has many times quipped that terrorists are more secure in Pakistan than he would be if he were to return to his country. He too crossed the Rubicon many times, but fortunately, he remains safe for now.&nbsp;
