According to the media reports, Yoon said on Thursday (Nov 7) in a press conference that Trump raised the topic in the first 12 minutes of the call during which the two discussed various issues, such as intercontinental ballistic missiles being developed by Pyongyang. It was not clear what Trump said about the issue during the call. Claiming that he can build a strong relationship with the Republican, Yoon said, “We will strongly protect our freedom and peace by establishing a perfect South Korea-US security posture with the new administration in Washington," Bloomberg reported. At the same time, the South Korean president added that he would work to minimise any potential impact of the Trump administration on South Korea's economy. ‘Threat to US security,’ NATO chief’s warning on Russia-North Korea ties, says will discuss with Trump

A majority of the 15-member UN Security Council on Tuesday called on North Korea to give up its ballistic missile programme and condemned its launch of an intercontinental missile last month.

"This launch, in addition to the more than 100 ballistic missile launches since 2022 to date, is a clear violation of multiple UN Security Council resolutions, jeopardizes international peace and security and threatens to undermine the global nonproliferation regime," the countries said in a joint statement read out by the deputy US ambassador, Robert Wood.

According to the statement, in response to the ICBM launch on October 30, the United States asked the council to adopt a text declaring North Korea to be in violation of UN resolutions. This would need to be approved by all 15 members.

"However, two council members refused to join a united denunciation," the statement said.

The text does not name the two countries, but the United States regularly accuses Russia and China of protecting North Korea at the United Nations.

"We call on the DPRK to return to negotiations, comply with its obligations under numerous UN Security Council resolutions and abandon its weapons of mass destruction and ballistic missile programs," the joint statement said.

It made no mention of a salvo of short range ballistic missiles that North Korea fired, according to the South Korean military, just ahead of the US presidential election on Tuesday.

North Korea has been under UN sanctions since 2006 because of its weapons programmes and they were toughened three times in 2017.

But since then, the council has failed to achieve a common position on North Korea.

In May 2022, China and Russia vetoed a draft resolution that would have slapped new sanctions on North Korea.

The Kremlin had said last week there were no plans for Putin to meet Choe.

The U.S. and South Korea say North Korea has shipped ballistic missiles, anti-tank rockets and millions of rounds of ammunition for Russia to use against Ukraine. Moscow and Pyongyang have denied weapons transfers.

North Korea on Sunday (Nov 3) accused South Korean President Yoon Suk Yeol of exposing his country to the danger of nuclear war through his policies towards Pyongyang.

North Korea on Sunday (Nov 3) accused South Korean President Yoon Suk Yeol of exposing his country to the danger of nuclear war through his policies towards Pyongyang. According to a white paper released by North Korean state media, Pyongyang criticised Yoon's "reckless remarks" about war, abandoning the elements of an inter-Korean government, engaging in nuclear war planning with the US, and seeking closer ties with Japan and the North Atlantic Treaty Organization (NATO). Also read | Russia questions why West can support Kyiv but North Korea can’t back Moscow The paper said that Seoul's ever-worsening military moves resulted only in the paradoxical consequences of pushing North Korea to stockpile its nuclear weapons at an exponential rate and further develop its nuclear attack capability. The paper further listed Yoon’s domestic political woes, including scandals involving his wife Kim Keon-hee. A hardline taken on North Korea South Korean President Yoon has taken a hardline on North Korea. Yoon's administration has blamed Pyongyang for raising tensions with weapons tests and providing military aid and troops to aid Russia's war in Ukraine. The two Koreas are still technically at war after their 1950-53 war ended in an armistice, not a peace treaty. In October, North Korea blew up sections of inter-Korean roads and rail lines on its side of the heavily fortified border between the two Koreas. South Korea's Yoon has raised risk of nuclear war, says N Korea

North Korea test-launched a new ballistic missile&nbsp;on Thursday (Oct 31), flexing its military muscle.&nbsp;

The country's state-run television aired video footage of the test of a huge new solid-fuel intercontinental ballistic missile dubbed Hwasong-19.

The Korean Central News Agency (KCNA) lauded it as "the world's strongest strategic missile."

The missile flew higher than any previous North Korean missile, according to the North, as well as militaries in South Korea and Japan, which tracked its flight deep into space before it splashed down in the ocean between Japan and Russia.

In the video, North Korean leader Kim Jong Un and his daughter were seen watching the missile launch.

While questions remain over North Korea's ability to guide such a missile and protect a nuclear warhead as it re-enters the atmosphere, the Hwasong-19, like North Korea's other latest ICBMs, demonstrated the range to strike nearly anywhere in the United States.

"The new-type ICBM proved before the world the hegemonic position we have secured in the development and manufacture of nuclear delivery," KCNA quoted Kim as saying,

<h2>A 'perfected weapon system'</h2>

Developing advanced solid-fuel missiles, which are quicker to launch and harder to detect and destroy, has long been a goal for Kim.

The test proved that North Korea's "development and manufacture of nuclear delivery means... is absolutely irreversible", according to KCNA.

The missile is now a "perfected weapon system", the agency said, with Kim describing the launch as an "appropriate military action" to send a message to the country's rivals.&nbsp;

North Korea "would never change its line of bolstering up its nuclear forces," it said.

The missile is now a "perfected weapon system", the agency said, with Kim describing the launch as an "appropriate military action" to send a message to the country's rivals. North Korea Test-Fired ICBM For The First Time In Almost A Year

The U.S. government has warned that North Korea's potential deployment of missiles could extend and intensify the ongoing conflict in Ukraine. Officials express concerns that North Korea's military actions may embolden Russia or disrupt international support for Ukraine, complicating diplomatic efforts. This development underscores the interconnected nature of global security threats and the challenges faced by the international community in addressing multiple crises simultaneously.

US: North Korea Missile Deployment Could Lengthen, Broaden Ukraine War

Russia’s representative to the United Nations on Wednesday raised questions regarding the stance of Western nations, arguing why allies like North Korea should not be allowed to assist Moscow in its conflict with Ukraine if the West claims the right to support Kyiv.

At a Security Council meeting, Russia's Vassily Nebenzia faced strong criticism from the United States, the United Kingdom, South Korea, Ukraine, and other nations. These countries accused Russia of breaching UN resolutions and the fundamental principles of the UN Charter by involving North Korean troops (DPRK) in support of Moscow.

South Korea’s UN Ambassador, Joonkook Hwang, said, “Supporting an act of aggression, which completely violates the principles of the UN&nbsp;Charter, is illegal. Any activities that are entailed with the DPRK's dispatch of troops to Russia are clear violations of multiple UN&nbsp;Security Council Resolutions.”

US Defense Secretary Lloyd Austin said that approximately 10,000 North Korean troops were already stationed in eastern Russia and might soon be engaged in combat operations within Russia’s Kursk region, near Ukraine’s border.

Nebenzia defended Russia’s cooperation with North Korea, arguing it does not breach international laws. While Russia has not refuted the deployment of North Korean soldiers, which aligns with its ongoing conflict in Ukraine&nbsp;since February 2022.&nbsp;

He questioned, “Even if everything that's being said about the cooperation between Russia and North Korea by our Western colleagues is true, why is it that the United States and allies are trying to impose on everyone the flawed logic that they have the right to help the Zelenskiy regime ... and Russian allies have no right to do a similar thing.”

Ukraine’s UN Ambassador, Sergiy Kyslytsya, said, “None of the countries that provide assistance to Ukraine is under Security Council sanctions,” and added that obtaining support from a fully-sanctioned North Korea is a “brazen violation of the UN Charter.”&nbsp;

He continued, “Sending the DPRK troops to support Russia's war of aggression against Ukraine is a flagrant violation of international law.”

North Korea’s UN Ambassador, Song Kim, said, “If Russia's sovereignty and security interests are exposed to and threatened by continued dangerous attempts of the United States and the West, and if it is judged that we should respond to them with something, we will make a necessary decision."

Since 2006, North Korea has been under UN Security Council sanctions, which have been tightened over the years to deter its pursuit of nuclear weapons and ballistic missiles. Kim Jong Un Oversees North Korea's Longest Missile Test

North Korea has reportedly launched a new intercontinental ballistic missile (ICBM) that may represent a new and advanced addition to Pyongyang's missile arsenal.

North Korea’s ICBM Launch Raises Fears of a New Weapon

North Korea Tests Most Powerful ICBM

North Korea said it tested an intercontinental ballistic missile on Thursday, upgrading what it called the "world's most powerful strategic weapon", as Seoul warned Pyongyang could get missile technology from Russia for help with the war in Ukraine.

North Korean leader Kim Jong Un said the test was a warning to enemies that have been threatening the country's security, KCNA state news agency said.

"The test-fire is an appropriate military action that fully meets the purpose of informing the rivals, who have intentionally escalated the regional situation and posed a threat to the security of our Republic recently, of our counteraction will," Kim was quoted as saying by KCNA.

The muscle-flexing comes amid an international outcry and rising alarm over what the US&nbsp;and others say is North Korea's deployment of 11,000 troops to Russia - 3,000 of them close to the western frontlines with Ukraine.&nbsp;

The launch drew swift condemnation from South Korea, Japan, and the United States.

A day earlier, Seoul cited military intelligence suggesting the North may test-launch an ICBM or conduct a seventh nuclear test around the U.S. presidential election on Tuesday, seeking to draw attention to its growing military prowess.

Shin Seung-ki, head of research on North Korea's military at the state-run Korea Institute for Defense Analyses, said the launch was likely to test improved booster performance of an existing ICBM - possibly with Russia's help.

"North Korea will want to keep getting help like this because it saves times and costs while improving performance and upgrading the stability of weapons system," he said.

It could also be Pyongyang's response to pressure over its engagement with Russia, Shin said.

"The intention may be to show that it will not bow to pressure, that it will respond to strength with strength, and also to seek some influence on the US presidential election."

<h2>New records</h2>

The launch early on Thursday was the longest ballistic missile test by the North with a flight-time of 87 minutes, according to South Korea.&nbsp;

KCNA said the test set new records for its missile capabilities.

The missile took off on a sharply lofted trajectory from an area near the North's capital and splashed down about 200 km (125 miles) west of Japan's Okushiri island, off Hokkaido.

It reached an altitude of 7,000 km (4,350 miles)and flew a distance of 1,000 km, the Japanese government said.

The so-called lofted trajectory of a projectile flying at a sharply raised angle is intended to test its thrust and stability over much shorter distances relative to the designed range, partly for safety and to avoid the political fallout of sending a missile far into the Pacific.

North Korea's last ICBM, dubbed the Hwasong-18, was tested in December 2023. Fuelled by solid-propellant and fired from a road launcher, it was also launched at a sharply raised angle and flew for 73 minutes, translating to a potential range of 15,000 km on a normal trajectory.

That is a distance that puts anywhere in the mainland United States within range.

South Korea announced on Thursday new export controls on materials needed by North Korea to produce solid-fuel missiles.

Asked about the missile launch, Chinese foreign ministry spokesperson Lin Jian said China "has always believed that peace and stability, and promoting a political solution to the peninsula issue is in accordance with the common interests of all sides."

Pyongyang's latest test came just hours after U.S. Secretary of Defense Lloyd Austin and his South Korean counterpart Kim Yong-Hyun met in Washington to condemn the North Korean troop deployment in Russia.

Neither Moscow nor Pyongyang has directly acknowledged the deployment, but Russia's U.N. Ambassador Vassily Nebenzia on Wednesday questioned why its allies like North Korea could not help Moscow in its war against Ukraine when Western countries claim the right to help Kyiv.

South Korea said the deployment directly threatened its security because the North would gain valuable combat experience in modern warfare and was likely to be rewarded by Moscow with "technology transfers" in areas such as tactical nuclear weapons, ICBMs, ballistic missile submarines, and military reconnaissance satellites.

Russia-Ukraine War: Biden Says, Deployment Of North Korean Troops 'Very Dangerous'

Some high-ranking North Korean military officials and troops deployed to Russia for the war in Ukraine might move to the frontline, South Korean lawmakers said on Tuesday after being briefed by the country's spy agency.

The lawmakers did not give any timetable but the comments come as NATO confirmed Pyongyang's dispatch of troops to Russia, and said that military units had been deployed to Russia's Kursk region on the border with Ukraine.

The Russian military was teaching military terminology to the North Korean troops, Park Sun-won, a member of a parliamentary intelligence committee, said during the briefing.

North Korean military troops deployed in Russia might go to frontline, Seoul spy agency says

North Korea says deployment of troops in Russia won’t breach international law

Russian lawmakers on Thursday&nbsp;ratified a pact with North Korea envisioning mutual military assistance, a move that comes as the US confirmed the deployment of 3,000 North Korean troops to Russia.

The lower house of the Russian parliament, the State Duma, voted quickly to endorse the “comprehensive strategic partnership” treaty that Russia's President Vladimir Putin signed with North Korean leader King Jong Un on a visit to Pyongyang in June. The upper house is expected to follow suit soon.

The pact obliges Russia and North Korea to immediately provide military assistance using “all means” if either is attacked. It marked the strongest link between Moscow and Pyongyang since the end of the Cold War.

The US said on Wednesday that 3,000 North Korean troops have been deployed to Russia and are training at several locations, calling the move very serious and warning that those forces will be “fair game” if they go into combat in Ukraine.

Asked at a news conference during the BRICS summit in Kazan, Russia, whether North Korean troops were inside his country, Putin noted the lawmakers' ratification of the “strategic partnership” with Pyongyang.

“We have never doubted that the North Korean leadership takes our agreements seriously. What and how we will do within the framework of this article (of the agreement) is our business,” he said.

Russia and North Korea have previously rejected assertions by the US and its allies that Pyongyang has given Moscow ballistic missiles and millions of artillery shells for use in Ukraine.

Asked in June whether North Korean troops could fight alongside Russian forces in Ukraine under the pact, Putin said there was no need for that but he also announced for the first time that Russia could provide weapons to Pyongyang.

Observers said that in exchange for military support Moscow could share sophisticated weapons technologies with Pyongyang to help improve its ballistic missile and satellite capabilities.

The United States, for the first time, said on Wednesday (Oct 23) that it had seen evidence of North Korean troops in Russia. The US assessed that at least 3,000 North Korean troops were transported by ship to the eastern Russian city of Vladivostok in early-to-mid October.

The White House confirmed the soldiers were transported from North Korea's Wonsan region to the eastern Russian city of Vladivostok. They were then taken to multiple military training sites in the east of Russia, where they underwent training.

"If these North Korean soldiers decide to join the fight against Ukraine, they will become legitimate military targets," Kirby said.

He further added, "It would also demonstrate an unprecedented level of direct military cooperation between Russia and North Korea, with security implications in Europe, as well as the Indo-Pacific. As we've said before, Russia's cooperation with the North Korean military violates multiple UN Security Council resolutions which prohibit the procurement of arms from North Korea and military arms training. This move is likewise a violation."
