He later told US&nbsp;diplomats in Brussels he wanted to mend and "modernise" relationships to focus on new challenges, which he has listed as China's rise, COVID-19, climate change, a newly assertive Russia and keeping a technological edge on rivals.

Blinken won European Union support on Wednesday for a US&nbsp;plan to confront Chinese power together through a formal dialogue that Beijing had hoped to avoid, praising EU officials who Trump actively sought to undermine.

"A basic tenet of the Biden-Harris administration is consulting with our friends, early and often," Blinken said.

Biden will address EU leaders via video conference later on Thursday, the first such gesture since President Barack Obama did so in 2009.

Issues remain, however, including Turkey's purchase of Russian missiles and discussions with Moscow to buy more, and the Nord Stream 2 pipeline under construction between Russia and Germany, which Blinken reiterated that Washington opposes.

"Some of our allies are moving in the wrong direction," he said on Wednesday, referring to backsliding on democracy in Hungary, Poland and Turkey, although he did not name countries.

He stressed that alliances need to serve U.S. interests and that NATO allies must help pay for their own security, saying: "We can't sustain effective alliances without showing how they deliver for the American people."

But China's decision on Monday to retaliate strongly against Western sanctions over human rights abuses has appeared to bring Europe and the United States closer together. European governments have summoned Chinese envoys to explain measures against EU nationals that were seen as going far beyond what Brussels imposed.

"We're convinced that it is (through) enduring relationships, like the one between our countries, and like the ones that exist through the European Union and through NATO ... that we can overcome any of these challenges," Blinken said.

Citing the "devastating" COVID-19 pandemic, Blinken promised to work with the EU and NATO on global distribution of vaccines, and to ensure they are prepared for future pandemics.

While insisting Europe does not have to choose between the United States and China, Blinken insisted throughout his trip that the West must show authoritarian states that democracy is a superior system and stand up for liberal values.

NATO chief says 'all options open' on Afghan withdrawal

Norway&nbsp;has suspended the sale of a Norwegian engine maker owned by Rolls-Royce Holdings to a Russian-controlled company while it assesses the security implications for the country's navy and the civilian sector, the government said on Tuesday.

Norway's NSM security agency is assessing the 150 million-euro ($178 million) sale announced on February&nbsp;4 of Bergen Engines to a company controlled by Russia's TMH Group, NSM and the justice ministry said.

Britain's Rolls-Royce said it was selling Bergen Engines as part of a disposal plan aimed at helping the maker of engines for aircraft and ships survive the pandemic.

Based in Bergen on&nbsp;Norway's west coast, Bergen Engines is, among other things, a supplier to NATO member&nbsp;Norway's navy which is headquartered nearby.

"There is significant uncertainty in relation to national security interests, and this uncertainty must be dealt with," Justice Minister Monica Maeland told a news conference to announce the suspension. "We don't know which conclusion we will draw."

TMH Group said it would cooperate with Norwegian authorities and it was hopeful of completing the transaction.

"We are fully aware of and take seriously our export control compliance obligations," TMH said in a statement.

"This will include those obligations that relate to Bergen Engines, relating to the protection of any controlled technology including to prevent it being used for unauthorised end use."

Norway's justice ministry said any ongoing due diligence linked to the sale must also be put on hold during the review.

In 2019,&nbsp;Norway&nbsp;introduced a new security law strengthening the government's ability to impose conditions or block foreign acquisitions when vital national interests are at stake.

While NSM assesses corporate takeovers from time to time,&nbsp;Norway&nbsp;has yet to block any business transactions since the law came in, the agency said.

"It's very difficult to estimate how long this process will take," NSM department head Frode Skaarnes told Reuters.

Rolls-Royce shares closed down 2.3 per cent&nbsp;on Tuesday, lagging a 0.2&nbsp;per cent&nbsp;rise in the FTSE 100 benchmark index.

'Sensitive information'

A spokesman for Rolls-Royce said it had alerted the government in the proper way before announcing the sale.

"We understand, however, that the Norwegian Government now wishes to further investigate the deal and Rolls-Royce will co-operate in any way we can with that review. As requested, we have paused the sales process," the spokesman said.

Relations between&nbsp;Norway&nbsp;and Russia, which share a border in the Arctic, gradually improved in the post-Cold War era before suffering a setback when Moscow annexed Crimea in 2014.

That triggered more tension in the north with a military build-up on both sides and more frequent manoeuvres.

The Russian embassy in Oslo did not immediately respond to a request for comment.

Besides Bergen Engines' commercial relations with&nbsp;Norway's navy, authorities must also consider the wider implications of the Rolls-Royce deal, said Jakub Godzimirski, a research professor at the Norwegian Institute of International Affairs.

"It must be decided under&nbsp;Norway's security law whether the new owners would get access to sensitive information," he said. "If a Russian firm acquires a leading maker of engines, it could also give the Russian navy access to new technology."

"The protection of our troops remains paramount, and we will take all necessary measures to keep them safe," Stoltenberg said.&nbsp;

Allies are waiting anxiously for Biden to make his decision on whether to end two decades of involvement in Afghanistan -- but say they are willing to remain if the US stays too. &nbsp;

While Trump cut US forces to just 2,500 troop in January, the other NATO members rely on the American capabilities to keep the mission going.&nbsp;

US officials said new Defence Secretary Lloyd Austin, keen to revitalise ties after years of tensions under Trump, was going to listen to the allies and pass on their input to Biden.&nbsp;

Secretary of State Antony Blinken discussed the review with Afghan President Ashraf Ghani in a call on Wednesday and vowed the US would consult closely "on the way ahead", Washington said. &nbsp;&nbsp;

That move was put on hold by the coronavirus pandemic and worries about instability, but is now being pushed through with strong backing from Iraqi Prime Minister Mustafa al-Kadhimi.&nbsp;

There is currently also a force from a US-led coalition against IS based mainly in the northern city of Arbil in Iraq's Kurdish region.&nbsp;

Since Iraq declared victory over IS in late 2017, the coalition presence has been reduced to fewer than 3,500 troops, of whom 2,500 are American.

The expanded NATO mission is expected to take over some of the training currently being conducted by the anti-IS coalition.&nbsp;

US House introduces bill to terminate Pakistan as major non-NATO ally

Recently, the North Atlantic Treaty Organisation (NATO) in its report 'NATO 2030 - United for a New Era report' urged its member states to devote more time, political resources, and action to counter the security challenges posed by China. It also recommended a special unit within the Joint Intelligence and Security Division (JISD) to monitor Russia-China cooperation impacting Euro-Atlantic security.

The report stated that the internal political differences are "dangerous" as they help the "external actors, and in particular Russia and China, to exploit intra-Alliance differences and take advantage of individual Allies in ways that endanger their collective interests and security".

"This includes actions that are directly relevant to NATO's traditional geographic and functional mission but also extends to the cyber, technological, and strategic-commercial realms--and indeed, the democratic way of life. Without cohesion, NATO's Allies would face these challenges alone. And neither Europe nor North America, for all their strength, are powerful enough to manage these threats alone, while also dealing with the growing array of non-traditional threats and risks that affect our societies," read the report.

The NATO report has recommended that the organisation "must adapt" to meet the challenges for a "more demanding strategic environment marked by the return of systemic rivalry, persistently aggressive Russia, the rise of China, and the growing role of EDTs, at the same time that it faces elevated transnational threats and risks".

It further said that NATO must devote more attention and political resources for the security challenges posed by China.

"NATO must devote much more time, political resources, and action to the security challenges posed by China - based on an assessment of its national capabilities, economic heft, and the stated ideological goals of its leaders. It needs to develop a political strategy for approaching a world in which China will be of growing importance through to 2030," the report said.

It further said, "The Alliance should infuse the China challenge throughout existing structures and consider establishing a consultative body to discuss all aspects of Allies' security interests vis-a-vis China. It must expand efforts to assess the implications of China's technological development and monitor and defend against any Chinese activities that could impact collective defence, military readiness or resilience in the Supreme Allied Commander Europe's (SACEUR) Area of Responsibility."

In its list of recommendations, the report said that NATO needs to establish a special unit within the Joint Intelligence and Security Division (JISD) "to monitor and assess how Russia-China cooperation in the military, technological and political fields, including coordination in disinformation and hybrid warfare, impacts Euro-Atlantic security, and provide regular updates to the North Atlantic Council (NAC)".

As China in recent decades has "proven its willingness to use force against its neighbours, as well as economic coercion and intimidatory diplomacy well beyond the Indo-Pacific region," NATO report said that it is likely that in the coming decades' China can challenge "NATO's ability to build collective resilience, safeguard critical infrastructure, address new and emerging technologies such as 5G, and protect sensitive sectors of the economy including supply chains".

In the longer term, China is increasingly likely to project military power globally, including potentially in the Euro-Atlantic area, the report said.

"China's industrial policy and military-civil fusion (MCF) strategy are central components of this systemic challenge. Its military modernisation in all domains, including nuclear, naval, and missile capabilities, introduces new risks and potential threats to the Alliance and to strategic stability," the report said while adding that Beijing's approach to human rights and international law also poses risk to the "fundamental premise of a rules-based international order".

"Grave risks are posed by China in some critical sectors such as telecommunications, space, cyberspace, and new technologies, as well as disinformation campaigns. Since the start of the COVID-19 pandemic, China has conducted a disinformation campaign in numerous Allied states. It has also committed widespread intellectual property theft with implications for Allied security and prosperity, as well as cyber attacks on NATO governments and societies which have been attributed by Allies as originating inside China," the NATO said in its report.

Meanwhile, 2020 also saw the world leaders forming new alliances or conducting military exercises to counter China. In the international Summits too, the call was given to unite against China.

"This includes actions that are directly relevant to NATO's traditional geographic and functional mission but also extends to the cyber, technological, and strategic-commercial realms--and indeed, the democratic way of life. And neither Europe nor North America, for all their strength, are powerful enough to manage these threats alone, while also dealing with the growing array of non-traditional threats and risks that affect our societies," read the report. The NATO report has recommended that the organisation "must adapt" to meet the challenges for a "more demanding strategic environment marked by the return of systemic rivalry, persistently aggressive Russia, the rise of China, and the growing role of EDTs, at the same time that it faces elevated transnational threats and risks". "Grave risks are posed by China in some critical sectors such as telecommunications, space, cyberspace, and new technologies, as well as disinformation campaigns. Since the start of the COVID-19 pandemic, China has conducted a disinformation campaign in numerous Allied states. It has also committed widespread intellectual property theft with implications for Allied security and prosperity, as well as cyber attacks on NATO governments and societies which have been attributed by Allies as originating inside China," the NATO said in its report. "From our NATO ally the United States, we expect to support in our battle against terrorist organisations and forces that have plans for our region, not sanctions. We are never a country that chases after conflict or tensions with its neighbours or any other. We are fighting for the prosperity of our entire region and the world."

For the first time, and after Ankara tested the system this fall, White House officials have informed Turkish diplomats that the Trump administration will not oppose the congressional sanctions, according to two people involved in the discussions.

Instead, they said, the sanctions are meant in part to warn Egypt, India, Saudi Arabia and other nations that have signaled interest in purchasing Russian military equipment.

At a meeting of foreign ministers from NATO nations last week, Secretary of State Mike Pompeo criticized Turkey on several fronts, according to a person briefed on his comments. His statements — against Turkey’s defense purchases, its exploration of natural gas in disputed waters in the eastern Mediterranean Sea and its support of foreign forces in external conflicts such as Libya — showed that Pompeo had wearied of trying to temper rising tensions among European allies and American lawmakers.

Last month’s basing of a U.S. Navy expeditionary ship at Souda Bay, off the Greek coast, signaled that Turkey was no longer the key U.S. ally in the Eastern Mediterranean, the senior official said.

The Abraham accords brokered this fall by the Trump administration — fostering normalized relationships among Israel and three Arab states, Bahrain, Sudan and the United Arab Emirates — harnessed Middle Eastern countries that are hostile to the Muslim Brotherhood. The Islamist movement is supported by Erdogan.

The senior Turkish official also described feeling snubbed by Pompeo’s visits this fall to rivals in Cyprus and Greece and then his tour of Istanbul with his wife in November instead of going to Ankara to meet with government leaders.

The expected sanctions are sure to hammer Turkey’s already strained economy and may force Erdogan to pull back from most of his military missions abroad. (One exception would be in neighboring Syria, where Turkey is battling Islamic State militants and American-backed Kurdish fighters; Erdogan considers both of the groups to be terrorists and is unlikely to retreat.)

Experts warn that this could push Turkey into Russia’s arms if Biden is not careful.

“Relations with Turkey will be a major, urgent question for the Biden administration,” said James F. Jeffrey, a former U.S. ambassador to Turkey and Iraq who retired last month as the State Department’s special envoy for Syria policy and the coalition to defeat the Islamic State.

“Given the country’s size, location, economic and military power, and the pro-Western sentiments of the population — if not its president — does it make sense to sideline Turkey or push it into the Russian camp?” Jeffrey said.

He noted that Turkey and Russia have been on opposite sides in ongoing conflicts in Syria, Libya and Nagorno-Karabakh. It also remains a critical NATO ally in Iraq and Afghanistan, and opposes Iran’s regional advances.

The senior Turkish official described Erdogan’s interests as ultimately having more in common with the West than with Russia. But, he said, how the Biden administration approaches the dispute over the missile defense systems will be a first test.

It is far from certain a compromise can be struck. But the Turkish official said Biden’s advisers have indicated in low-level discussions they were open to considering compromises as they are proposed, including convening a NATO working group to look at whether Russia could indeed penetrate Western military systems through the missile defense systems.

A spokesman for Biden’s transition team declined to comment.

The senior Turkish official also said that Biden’s advisers have made clear they will engage with Turkey through traditional and technical diplomatic channels — and not rely on the kind of spontaneous and direct lines of communication that marked the relationship between Trump and Erdogan.

That was welcome news to the Turks, the senior official said.
