India: Women's Reservation bill passed in parliament as Rajya Sabha gives nod with absolute majority

Congress leader Sonia Gandhi&nbsp;declared her party's backing for the women's reservation bill in the Lok Sabha (lower house of the Indian parliament)&nbsp;during the discussion on the proposed legislation advocating a 33 per cent quota for women in both the Lok Sabha and state legislative assemblies.

Speaking as the Congress parliamentary party chief, she said, "On behalf of the Indian National Congress, I stand in support of the Nari Shakti Vandan Adhiniyam 2023."

<h2>What did her speech encompass?</h2>

She credited her late husband, Rajiv Gandhi, for his efforts in bringing about a constitutional amendment to bring women's representation in local body elections.

She recounted how this amendment was initially defeated in the Rajya Sabha (upper house of the Indian parliament)&nbsp;but was eventually passed under the leadership of Prime Minister PV Narasimha Rao, resulting in the election of 15,00,000&nbsp;women leaders across the nation in local bodies.

She further said that Rajiv Gandhi's vision remains only partially fulfilled and that its realisation lies in the passing of this bill.

Gandhi highlighted the patience and dedication of Indian women, urging the immediate implementation of the bill. While expressing the Congress party's support for the bill, she raised concerns about the prolonged wait of Indian women for political responsibilities and called into question the appropriateness of this delay.

She said&nbsp;that the Indian National Congress demands immediate implementation of the bill and also advocates&nbsp;for a caste census and provisions for the reservation of SC, ST, and OBC women.

She warned against any delay in the implementation of the women's reservation bill, stating that it would amount to gross injustice to women.&nbsp;

BJP MP&nbsp;Nishikant Dubey launched an attack on Congress, suggesting that the party&nbsp;was squandering the opportunity to empower women by politicising the issue.

"I thought Sonia Gandhi would speak rising above political lines but she did not mention Geeta Mukherjee and Sushma Swaraj who worked extensively for women's reservation,"&nbsp;said Nishikant Dubey.&nbsp;

As per news agency ANI, Congress MP Rahul Gandhi extended his support to the Women's Reservation Bill. However, he said that the measure was "incomplete" as it lacks a quota for Other Backward Classes (OBC).

"The moment the opposition raises the issue of caste census and Adani, the BJP tries to raise a new event so that the OBC community and the people of India look the other way. In my research for the speech, I took a look at the different institutions that define how our country moves forward. There are many&nbsp;— Lok Sabha, Rajya Sabha, Vidhan Sabha,&nbsp;bureaucracy, the press. And I look with an eye to understand what is the participation of the OBC community in these institutions," said&nbsp;Gandhi during a speech in Lok Sabha.&nbsp;

He further said that the Women's Reservation Bill is a big step, but that he would&nbsp;like to see the OBC reservation included in this bill.&nbsp;

"It (Women's Reservation Bill) is a big step and I am sure everybody - the treasury benches and the Opposition - in this room agrees that this is a very important step for the women of our country. There is one thing, in my view, that makes this bill incomplete. I would like to have seen the OBC reservation included in this bill."

Comparing the bill to&nbsp;the 1959 implementation of the Panchayati Raj, he said the bill was another big step to facilitate the transfer of power to women.&nbsp;

"Women have fought for independence and they are as capable as many men. One thing makes this women's reservation bill incomplete, would like to have seen the OBC reservation included. I think it is very important that a large chunk of India's population and women has access to the reservation and that is missing in this bill," he added.&nbsp;

While introducing the bill, Union Minister Meghwal said that once the Nari Shakti Vandan Adhiniyam is passed, the number of seats for women in Lok Sabha will increase to 181.

Congress General Secretary in-charge of Communication, Jairam Ramesh, as per news agency PTI, has pointed out that the reservation will come into effect only after the publication of the next census and the subsequent delimitation exercise.

3. The reservation of "as nearly as may be, one-third of the total number of seats to be filled by direct election" will come into effect after a delimitation exercise is undertaken.

The delimitation exercise involves the redrawing of boundaries of Lok Sabha and state assembly seats to appropriately represent changes in population. These exercises seek to provide equal representation to the various segments of society.

4. As per the government, the bill will enable greater participation of women in policymaking at the state and national levels. It also said that the 'Nari Shakti Vandan Adhiniyam' will help achieve the goal of making India a developed country by 2047.

5. For the bill to be passed, it will require the ratification of at least 50 per cent of the states. This is necessary as the bill will affect their rights.
