Maharashtra Chief Minister Devendra Fadnavis Wednesday said the prime minister's post has been booked for the next two general elections.&nbsp;

Fadnavis was replying to a question asked by actor Riteish Deshmukh during an award ceremony in Mumbai.

When Deshmukh asked who from Maharashtra, including Sharad Pawar and Nitin Gadkari, can become the prime minister, Fadnavis said, "Let me tell you, this question does not arise, because the post for prime minister has already been booked... Not only for this year's election, but also for the 2024 polls."

"Though, I would be more than happy if someone from Maharashtra becomes the prime minister after that," he added.

He also dismissed reports that BJP workers and leaders were not happy with the alliance as the party would contest only 144 seats in the 288-member House.

Speaking at the inauguration of the New Academic Complex and a gurukulam named after late RSS sarsanghchalak Golwalkar guruji at Kavikulaguru Kalidas Sanskrit Vishwavidyalaya (KKSV) at Ramtek near here, the governor said the journey of the Sangh has been spectacular as well as tough.

M S Golwalkar, popularly known as guruji, was the second Sarsanghchalak of the Rashtriya Swayamsewak Sangh (RSS).

"The sapling planted by (RSS founder) Dr KB Hedgewar in the form of Sangh has grown into a large banyan tree having its branches all over the world," an official release quoted Rao as saying.

"This journey (of RSS) has been both spectacular and tough. The toughest challenge to the Sangh came soon after the assassination of Mahatma Gandhi, when it was banned by the government on February 4, 1948," he said.

Rao said Golwalkar played a crucial role and gave the call for a nationwide satyagraha from the prison.

"'Guruji" challenged the government to prove the charges against the RSS or lift the ban, which was finally lifted on July 12, 1949 thanks to persistent efforts of Golwalkar," he said.

Rao further said, "contrary to what the opponents of the Sangh say, the RSS is one of the most secular and inclusive organisations. RSS has always respected the right of individuals to practice their own faith and religion".

The governor said the RSS remembers saints, social reformers and patriots from various parts of the country in its morning prayer, which underlines "inclusiveness" of Sangh.

Fadnavis confident of BJP's pre-poll alliance with Shiv Sena

The Maharashtra government Saturday gave administrative approval to a pension scheme for senior journalists in the state, which has been a long-pending demand of the media fraternity.

Last year, the government had made a budgetary provision of Rs 15 crore towards implementation of such a scheme in view of rising demands from various quarters.

As per a Government Order (GO) issued Saturday, the "Acharya Balshastri Jambhekar Sanman Yojana" will be implemented by the board of trustees of the 'Shankarrao Chavan Suvarna Mahotsavi Patrakar Kalyan Nidhi'.

The pension amount is not yet finalised.

Under the scheme, working journalists, photographers, editors of newspapers and other news broadcast media as well as freelancers who have attained 60 years of age and above and have completed 30 years in profession, will be eligible.

The senior journalists have to be accredited for minimum ten years, and journalism should be their only source of income.

Except the Employee Provident Fund (EPF), the applicant should not be getting any pension from any other source, the GO said.

Interestingly, one of the eligibility criteria makes it mandatory that the applicant should not be a Income Tax payee.

The pension will be given only during the beneficiary's lifetime and not to his/her kin after death, it said.

To avail of the scheme, senior journalists nearing their retirement will have to submit requisite documents to district information office. The documents will be scrutinised by a committee of Directorate of Information and Public Relations.

It will be committee's discretion to decide about granting pension to non-accredited journalists who fulfill the eligibility conditions.

Absar, a resident of Jasora village in Meerut district of western Uttar Pradesh, had presented himself before the agency after being a served a notice under Section 41 of the CrPC but was later produced by the agency as arrested, according to Noorullah, news agency PTI reported.&nbsp;

An NIA spokesperson said Absar was arrested by the agency from Hapur on Friday night. He said Absar used to teach at Jamia Husania Abul Hassan in Piplera area of Ghaziabad.

The NIA has so far arrested 12 people in connection with the case.

Maharashtra: Earthquake hits Palghar twice within three hours

<a href="http://www.wionews.com/india-news/obc-outfit-to-challenge-maratha-reservation-in-court-180304">The Bombay High Court </a>Wednesday sought to know if the Maharashtra government had conducted any study or survey before issuing a notification in 1967 inducting several castes in the OBC category for reservation.

A division bench of Chief Justice N H Patil and Justice N M Jamdar was hearing a public interest litigation (PIL) filed by activist B A Sarate challenging the inclusion of several castes in the Other Backward Class (OBC) group.

Sarate's counsel V M Thorat told the HC that out of the 96 castes included in the OBC category, nearly 40 per cent were not even eligible for reservation.

"Inclusion of these castes is unconstitutional. There is a procedure laid down while deciding which caste should be included in a particular category for reservation. The government is not following this procedure," Thorat said.

The bench then sought to know if the government had carried out any study or survey before issuing the Government Resolution (GR) in 1967 inducting a particular caste in the OBC category.

The petitioner has challenged the GR enlisting 180 castes and sub-castes for inclusion in the OBC category, and also another GR, dated March 1994, which increased the OBC quota percentage from 14 per cent to 32 per cent.

The petition claimed that various castes or communities were included in the OBC category without any survey, quantifiable data, investigation to determine the social, educational and economic backwardness.

"There has to be a comprehensive commission to carry out study and collect data. This is what the petition also seeks," Chief Justice Patil said.

The bench then directed that the petition be placed for hearing before an appropriate bench next week.

The Bombay High Court Wednesday sought to know if the Maharashtra government had conducted any study or survey before issuing a notification in 1967 inducting several castes in the OBC category for reservation. A division bench of Chief Justice N H Patil and Justice N M Jamdar was hearing a public interest litigation (PIL) filed by activist B A Sarate challenging the inclusion of several castes in the Other Backward Class (OBC) group. Sarate's counsel V M Thorat told the HC that out of the 96 castes included in the OBC category, nearly 40 per cent were not even eligible for reservation. "Inclusion of these castes is unconstitutional. There is a procedure laid down while deciding which caste should be included in a particular category for reservation. The government is not following this procedure," Thorat said. The bench then sought to know if the government had carried out any study or survey before issuing the Government Resolution (GR) in 1967 inducting a particular caste in the OBC category. The petitioner has challenged the GR enlisting 180 castes and sub-castes for inclusion in the OBC category, and also another GR, dated March 1994, which increased the OBC quota percentage from 14 per cent to 32 per cent. The petition claimed that various castes or communities were included in the OBC category without any survey, quantifiable data, investigation to determine the social, educational and economic backwardness. "There has to be a comprehensive commission to carry out study and collect data. This is what the petition also seeks," Chief Justice Patil said. The bench then directed that the petition be placed for hearing before an appropriate bench next week.

The BJP chief said after this battle, the country was "enslaved" for 200 years. "If we win this election, our ideology will continue to rule for next 50 years. We should put in extra efforts to win this election," Shah said.

"In 2014, the BJP won 73 seats (in Uttar Pradesh). This time even if SP and BSP join hands, we will win 74 seats," he said.

Echoing Fadnavis, Shah said, "We should aim to win at least 40 out of 48 seats (in Maharashtra)."

This is for the first time the BJP has taken an assertive stand in the matter of alliance with the Shiv Sena.

The Sena has been regularly hitting out at the BJP despite being part of the government in the state and the Centre. Its leaders have often said they would contest the next polls on their own.

Speaking before Shah, Fadnavis said, "The party president will decide what to do with the Shiv Sena and the proposed alliance. But the BJP should aim to win 40 out of 48 Lok Sabha seats in the state."

"The victory of 2019 will be bigger than 2014. Last time we won 122 seats in (state) Assembly and received 1.50 crore votes. We need two crore votes to attain power on our own. The number of people who have benefited from the state government's policies is more than that."

Shah had reportedly told party MPs from Maharashtra at a meeting in Delhi last Thursday that they should be ready to contest the coming elections without an alliance, though efforts to forge a pre-poll tie-up with the Sena were on.

The Maharashtra government on December 19, extended administrative approval to the total expenditure of Rs 3643.78 crore over five years, which includes survey and investigation of the site to the implementation of security measures by the police.

The construction of the statue would cost Rs 2581 crore, while Rs 309.72 crore would be the GST on the amount. Rs 236 crore would be spent on security infrastructure, Rs 45 crore for permanent water and electricity supply at the completed statue, the GR said.

It stated that Rs 1 crore is allocated for the formation of SPV which will maintain and do repair work while Rs two crore will be spent on study tours for the project.

"Amounts of Rs 112.68 crore, Rs 56.34 crore and Rs 140.85 crore are allocated for a contingency fund, computerisation, and centage charges, respectively. A project management consultant would be paid Rs 82.46 crore while Rs 76.73 crore is for construction of jetty", it stated.

According to the timetable set by the government, the statue work and construction of a seawall will begin in 2019-20.

"Construction of balance pedestal building works, architectural works, electrical works, mechanical works, construction of Entrance Forecourt will take place in 2020-21", it said.

Since 2013, a total of Rs 36.86 crore have been spent on the project which is yet to take-off, which also includes Rs eight crore spent on stone-laying ceremony conducted by the Public Works Department in presence of Prime Minister Narendra Modi in 2016.

"His badly mauled body was found further into the forest, indicating the animal tried to drag it along," Krisna Tiwari, a senior police officer in the region, told AFP.

The forest, roughly 825 kilometres (510 miles) west from the state capital Mumbai, falls within a protected reserve for big cats where four other fatal attacks have occurred in recent weeks.

The monks, in the area for an annual prayer conference, had ignored warnings from local officials about venturing too far into the forest, police said.

The attack followed a separate fatal incident on Monday, when shopkeeper Sandeep Arjun was killed outside his stall on the outskirts of the forest.

It was unclear whether the same leopard was responsible for both attacks.&nbsp;

Three more deaths attributed to leopards and tigers have been reported around the reserve in the past month, officials say.

Official estimates suggest there are between 12,000 and 14,000 leopards in India.&nbsp;

Urban expansion has reduced their numbers as forest habitats shrink, bringing them into closer contact -- and conflict -- with humans.

An estimated 431 leopards were killed in 2017, according to government figures. Most were killed by poachers for their hides and body parts.

In a statement issued Sunday morning, Athawale said, “Police did not provide sufficient protection, that helped the assailant to target me. My popularity is growing and it may have resulted in a jealous person charging against me. I am going to meet chief minister of Maharashtra regarding the same.”

Athawale had just got off the dais after delivering a speech on the Constitution when the incident happened at around 10.15 pm Saturday.

Maharashtra Chief Minister Devendra Fadnavis Friday said his government plans to complete the construction of 30,000 kilometres of rural roads by June next year.

He was speaking at the inaugural function of the Indian Road Congress being held here.

He said these roads were being built under the aegis of the Mukhyamantri Gram Sadak Yojana and 10,000 kilometres had already been completed out of the 30,000 km planned.

"The Asian Development Bank (ADB), which was assessing the quality of roads, gave 95.5 percentage grading to these (rural) roads, indicating best quality," Fadnavis told the gathering.

Speaking on the Nagpur-Mumbai Samruddhi Corridor, Fadnavis claimed it would be the smartest expressway in the world and among the longest in the country.

The Rs 49,250-crore Nagpur-Mumbai Samruddhi Mahamarg, alternatively referred to as a Super Communication Expressway, will be 700 kilometres long and will pass through 392 villages, spread over 11 districts.

"We are trying to make 22 smart cities along this expressway which will provide a huge boost to economic growth. Moreover, this expressway will connect 24 districts to the Jawaharlal Nehru Port near Mumbai," Fadnavis said.

He said work on the 22-kilometre long Mumbai Trans Harbour Link (MTHL) between the metropolis and neighbouring Navi Mumbai had begun and it would be the longest sea bridge in the country.

"We expect to finish the project in four years," he added.

He said the state government is also working on building a coastal road from Nariman Point to Worli and a sea link from Versova in Mumbai to Virar in a neighbouring Palghar district.

Fadnavis cited a Deutsche Bank report which said that 51 per cent of all big infrastructure projects currently being executed in the country are located in Maharashtra.

For more than three months, Forest Department officials were planning to catch her with the help of latest technology. Trained sniffer dogs, trap cameras, drones and a hang-glider, expert trackers, sharp-shooters and around 200 ground personnel were roped in for the task, he said.

The Forest Department Friday carried out the operation in Borati with the help of sharp-shooter Asgar Ali, he said.

"Urine of another tigress and American perfume was spread in some part of the compartment, following which Avni came by sniffing it," the official said.

"The forest officials initially tried to nab her alive. However, due to dense forest and darkness, they were unable to do so and finally a bullet was fired in which the tigress fell on the spot," he said.

"After she became motionless, forest officials went closer to her and later rushed her to a hospital in Nagpur, where she was declared dead," the official said. 
The post-mortem was in progress, he said.

The Maharashtra government Thursday moved the Supreme Court challenging the Bombay High Court order by which the extension of time granted to state police to conclude probe in the Koregaon Bhima violence case was set aside.&nbsp;

The Bombay High Court Wednesday had quashed the lower court’s decision by which the Maharashtra Police was granted more time to conclude the investigation and file the charge sheet in the violence case in which several rights activist had been made accused.

A bench headed by Chief Justice Ranjan Gogoi considered the submissions of lawyer Nishant Katneshwar, appearing for the Maharashtra government, that the appeal needed to be heard on an urgent basis.&nbsp;

The lawyer said if the high court order is not stayed then accused in the violence case would become entitled to grant of statutory bail for want of non-filing of charge sheet within the stipulated period.

Women prisoners and inmates of open jails across Maharashtra can now make video calls to their families and relatives, said a senior official of the prison department of the state government.

This could be the first-of-its-kind initiative for prisoners in the country, claimed the official.

Under the initiative, the prison department has started a smart video calling facility for inmates lodged in women's jails and open prisons, the official said.

A prisoner can talk to his/her family members for five minutes and is charged Rs 5 for availing the service, he said.

"It was initiated on a pilot basis at the Central Prison at Yerawada in Pune and now it has been started in women's jails and open prisons across the state," he said.

Through the video calling facility, prisoners can speak to their relatives or family members for five minutes on a given day on mobile phone numbers registered with the department, he said.

Smartphones being used for the video facility, which brings inmates and their family members face to face, have been purchased by dipping into the Prisoners Welfare Fund, the official said.

The whole conversation is monitored by a police constable to ensure the video chat centres only around family issues and well-being of each other, he said.

Earlier, the department had installed coin box phones inside jails to enable inmates to speak to their family members. These phones were installed on court orders and prisoners could use them for five minutes, he said.

Around 28,000 prisoners, including convicts and undertrials, are lodged in 54 jails across the state. Among them, 13 are open prisons and two are women's jails, he said.

Besides, the department has set up high-tech rooms in all the prisons with thick glass partitions separating inmates and visitors, the official said.

In these rooms, inmates and their family members can see each other and converse through a mike, he said.

Maharashtra has taken a lead in using video conferencing facility to produce undertrail prisoners in courts for hearings, the official said.

Last year, 1.11 lakh undertrials were produced before various courts through video conferencing, he said, adding, "This year, we are expecting this number to top 1.5 lakh."

In another initiative called 'Galabhet' (embrace your child), children aged below 16 years are allowed to meet their parents lodged in jails, the official said.

"We have also started tele-medicine initiative for prisoners, under which they can get medical advice over the telephone from doctors," he said.

The Maharashtra prison department, headquartered in Pune, oversees nine central jails, 31 district jails, 13 open jails and 172 sub-jails. There are two separate prisons for women at Pune and Mumbai, according to the department's website.
