Altogether 3.11 crore voters are eligible to exercise their franchise across the 17 seats of Mumbai metropolitan region and parts of northern and western Maharashtra.

The constituencies up for grabs are - Nandurbar, Dhule, Dindori, Nashik (North Maharashtra), Palghar, Bhiwandi, Kalyan, Thane, Mumbai-North, Mumbai-North West, Mumbai-North Central, Mumbai-North East, Mumbai-South and Mumbai-South Central in the Mumbai region, Maval and Shirur in Pune district, and Shirdi in Ahmednagar district.

There are 65 critical booths in suburban Mumbai where the polling process will be monitored through web-casting, an election official said.

People will not be allowed to take their mobile phones inside the polling booths, he said.

A total of 33,314 polling stations are set up across the 17 constituencies.

Out of 3,11,92,823 eligible voters, 1,66,31,707 are men, 1,45,59,698 women and 1,418 members of the third gender.

In the 2014 general polls, the BJP won eight out of these 17 seats and its ally Shiv Sena bagged nine.

The BJP last year also won the bypoll to Palghar Lok Sabha seat, where sitting MP Rajendra Gavit is contesting on Shiv Sena's ticket this time.

An FIR has been registered at LT Marg Police Station against Mumbai Congress president Milind Deora for violating Model Code of Conduct (MCC), police said on Sunday.

This comes two days after the Maharashtra State Election had asked LT Marg police to file an FIR against Deora after his comments on the Jain community were found "false and religiously sensitive".

The EC looked into the matter after it received a complaint from a Shiv Sena leader. On April 4, Deora, while addressing an event at Zhaveri Bazar, had accused Shiv Sena of hurting religious sentiments of Jain followers.

The Mumbai Congress president urged the community to teach them a lesson by not voting for the party in the ongoing Lok Sabha elections.

"Shiv Sena has been against the minorities. A few years ago, the party insulted the Jain religion by cooking meat outside Jain temples during Paryushana festival. Remember, you have to teach them a lesson through your votes," he had said at an event.

The FIR has been registered under section 171 of Indian Penal Code (giving a false statement for elections) and section 125 of the Representation of People Act (RPA), 1951 ( promoting enmity between classes in connection with elections).

Speaking to ANI, Advocate Dharmendra Mishra, who is a complainant in the case, said,&nbsp;"We complained to Ashwin Kumar who is a collector and returning officer. By taking a Suo Motu action in the matter, he has proved that the MCC is not a toothless law."

"It does not matter how big politician you are, if you violate poll conduct then action will be taken against you. I have been registering complaints for the past four years in the cases of MCC violation. But for the first time, an action has been taken against a politician," he said.

Mishra further said that he has also a complaint against Congress as he has taken full advantage of his political legacy.

"A defamation case has been filed against Deora in the court, which is scheduled to be heard on Monday," he said.

"Jain people were targeted by Deora to take advantage in the ensuing Lok Sabha elections. A private complaint has been filed by me under section 153 A of the RPA (promoting enmity between different groups on grounds of religion," advocate Sunny Jain told ANI.

"I have an appeal to all politicians to not contest elections on religious sentiments but on their work and productivity," he said.

Paryushana, an annual event where Jain community observes fast for a period of eight days, is usually celebrated in August or September.

The Lok Sabha polls for 48 parliamentary seats in Maharashtra began on April 11. It has been staggered in four phases till April 29.

The results will be declared on May 23.&nbsp;

Rajasthan witnessed the maximum casualties with 21 people killed in rain-related incidents following by Madhya Pradesh where 15 were killed. While 10 people were killed in Gujarat, three were killed in Maharashtra.

Prime Minister Narendra Modi took to Twitter in the morning to express anguish over the loss of lives in the rains in Gujarat and announce relief.

Soon afterwards Madhya Pradesh Chief Minister Kamal Nath hit out at the prime minister, accusing him of being concerned only about his home state Gujarat.

The PMO in a tweet later said, "PM @narendramodi has expressed grief at the loss of lives due to unseasonal rains and storms in MP, Rajasthan, Manipur &amp; various parts of the country".&nbsp;&nbsp; &nbsp;&nbsp;

"An ex-gratia of Rs 2 lakh each for the next of kin of those who lost their lives due to unseasonal rain &amp; storms in MP, Rajasthan, Manipur &amp; various parts of the country has been approved from the PM's National Relief Fund. Rs 50,000 each for the injured has also been approved," the PMO said.

Home Minister Rajnath Singh said the government is closely monitoring the situation in rain-hit areas and is ready to provide all possible help to states affected by rains and thunderstorm.

In Jaipur, Rajasthan Relief Secretary Ashutosh A T Pednekar said 21 people died due to unseasonal rains.&nbsp;

"4 deaths were reported in Jhalawar, Udaipur and Jaipur each, two each in Jalore and Bundi and one each in Baran, Rajsamand, Bhilwara, Alwar and Hanumangarh,? he said.

Compensation of Rs. 4 lakh each has been announced to the families of victims.

Another official said crops have suffered damage and the assessment is being done.

Several cattle were also killed in rain-related incidents.

Condoling the deaths, Chief Minister Ashok Gehlot said in a tweet, "Deeply pained by the loss of lives due to unseasonal rains and storms in various parts of the country including Rajasthan. My thoughts and prayers are with bereaved families. I pray for the speedy recovery of those injured".

Of the total 21 deaths, 7 are in Kota division. Heavy dust storm accompanied by moderate to heavy rains, thundershowers also lashed parts of Hadouti region (Kota division) on Tuesday causing damage to crops.

Survey of crop damage is underway.&nbsp;

BJP candidate from the constituency Om Birla demanded the state government declare compensation to farmers for crop damage.&nbsp;

Birla also blamed the state government for not issuing an alert and taking measures to prevent crop damage.

The department has predicted dust storm/thunderstorm accompanied by high-velocity winds and lightning at a few places during the next 24 hours.&nbsp;

Officials in Bhopal said unseasonal rain accompanied by thunderstorm and lightning hit various parts of Madhya Pradesh, leaving 15 people dead and injuring some others.

Rains claimed three lives each in Indore, Dhar and Shajapur, two in Ratlam and one each in Alirajpur, Rajgarh, Sehore and Chhindwara districts.

BJP media head and Rajya Sabha MP Anil Baluni said in Delhi that Nath is well aware of the procedure that the state government has to first inform the Centre about the damage in such a natural tragedy to get relief but instead of doing so, he was tweeting and doing politics.&nbsp;

"Instead of informing the Centre, he chose to do politics over the tragedy," Baluni charged.

In Ahmedabad, Gujarat government's director of relief G B Manglpara, told PTI that at least 10 people have died in the rain and dust storm reported from various areas including districts in North Gujarat and Saurashtra region.

Also, a portion of a tent erected for Prime Minister Modi's rally in Himmatnagar town of North Gujarat was also damaged in the dust storm, an official earlier said.&nbsp;

Gujarat Chief Minister Vijay Rupani announced an aid of Rs 2 lakh each to the kin of the deceased in the western state.

"While the PM has already announced ex-gratia of Rs 2 lakh, the Gujarat government will also give Rs 2 lakh to kin of those who lost their lives," Rupani told reporters in Dahod.

"We will also conduct a survey to assess the damage to crops and pay accordingly to affected persons," he added.&nbsp;

Apart from the rain, the storm also resulted in hailstorm in some parts of Rajkot district of Saurashtra and Banaskantha district of north Gujarat.

In Mehsana, farm produce kept in the open in the agriculture produce market committee premises got damaged, an official said.

Besides, officials in Banaskantha said the watermelon crop, mainly grown in and around Deesa, got damaged due to hailstorm and thunderstorm.

The Bharatiya Janata Party (BJP) chief Amit Shah on Wednesday hit out at Congress president Rahul Gandhi and NCP chief Sharad Pawar claiming that under their government Maharashtra lagged behind in every area and it was BJP and Shiv Sena which have restored the state's lost glory.

Addressing an election rally in Maharashtra's Sangli, Shah said, "The credit to bring development in Maharashtra goes to the BJP government as it lagged behind in every area under the rule of Congress and NCP. It was the BJP and Shiv Sena government who worked very hard to restore Maharashtra's lost glory."

"Rahul Baba is sympathising with the poor now. Sharad Pawar ruled for so many years... the Gandhi family ruled the country for five generations... But they did nothing for the upliftment of the underprivileged sections of the society," he said.

Comparing the funds allocated for the state under BJP and Congress government, Shah said, "Under the 13th Finance Commission, the UPA government gave only Rs 1.15 billion for the development of Maharashtra. But, when you made Narendra Modi, the Prime Minister of this country, Maharashtra received Rs 4 lakh 38 thousand 760 crores under the 14th Finance Commission."

The BJP president also lambasted the Congress for raising questions over the country's security. He said, "For ten years, there was the United Progressive Alliance (UPA) government in the country; they put the security of the country at stake for vote bank. They did nothing even when our soldiers were beheaded by terrorists."

Union minister Nitin Gadkari, Maharashtra Congress chief Ashok Chavan and Dalit leader Prakash Ambedkar were among prominent candidates who Monday filed their nomination papers in the state for the Lok Sabha elections.

Gadkari filed his papers for the Nagpur Lok Sabha seat, where polls will be held on April 11.

The BJP stalwart, who had defeated Vilas Muttemwar (Congress) in the 2014 elections by a margin of 2.84 lakh votes, said he will win with a bigger margin this time around.

"This time, I will win with a bigger margin. People have a good opinion of the work done by the Narendra Modi-led government in the last five years. Our government did more than (what was promised) in the poll manifesto," Gadkari told reporters.

The former BJP president was accompanied by Chief Minister Devendra Fadnavis, Energy Minister Chandrashekar Bawankule, family members and a large number of party workers, while filing his papers.

"Your support and love is the biggest strength for us," said Gadkari, who handles a number of infrastructure-related portfolios in the Modi government. 
Fadnavis said Gadkari will register a "historic win" in Nagpur.

"He will create a record in Maharashtra," the chief minister said, adding the "BJP-Shiv Sena combine would win 45 of the 48 Lok Sabha seats in the state.

Shiv Sena's Krupal Tumane, the sitting MP from Ramtek (SC) seat, also filed his nomination papers for the Ramtek seat.

Nana Patole of the Congress, who will take on Gadkari in Nagpur, and former IAS officer Kishor Gajbhiye, pitted against Tumane in Ramtek, also filed their nomination papers later in the day.

Patole claimed Nagpur and Ramtek seats were Congress bastions, and said he would defeat Gadkari comfortably.

Chavan filed his papers from the Nanded constituency.

He was accompanied by NCP leader Kamal Kishore Kadam on the occasion.

Chavan, the sitting MP from Nanded, exuded confidence that the Congress will emerge victorious in the country winning seats "in big numbers".

The former Maharashtra chief minister claimed the present atmosphere in the country was against the BJP.

"People are fed up. Farmers, students, unemployed and traders are fed up with the government. The (BJP-led) government has not kept its promises. Hence, there will definitely be a change in guard," Chavan claimed.

Chavan is pitted against Shiv Sena MLA Pratap Chikhlikar, who is contesting on a BJP ticket.

Another senior Maharashtra Congress leader, Manikrao Thakre, filed his papers from the Yavatmal-Washim seat.

Meanwhile, Bharip Bahujan Mahasangh leader Prakash Ambedkar, who has formed a new political front, the Vanchit Bahujan Aghadi, along with AIMIM chief Asaduddin Owaisi, filed his papers from the Solapur seat.

He will take on Congress veteran Sushilkumar Shinde there. The seat is held by BJP's Sharad Bansode, who defeated Shinde in the 2014 polls by a margin of 1.49 lakh votes.

Ambedkar accused Shinde, a former Union Home Minister, of not protecting the interests of backward class communities from the constituency.

Union Minister of State for Home Hansraj Ahir of the BJP also filed his nomination papers. He is contesting from the Chandrapur constituency and will take on Suresh Dhanorkar of the Congress.

The other BJP candidates who filed their papers included Sanjay Dhotre (Akola), Ashok Nete (Gadchiroli-Chimur), Jaysiddheshwar Swami (Solapur) and Dr Pritam Munde (Beed).

Dhotre will contest against NCP's Hidayat Patel, while Munde will take on NCP's Bajarang Sonawane. BJP's Nete will take on Congress candidate Dr Namdev Usendi.

The three sitting MPs of the Shiv Sena from western Vidarbha -- Anandrao Adsul (Amravati), Prataprao Jadhav (Buldana) and Bhavana Gawali (Yavatmal-Washim) also filed their nomination papers.

Yuva Sena chief Aaditya Thackeray was present when Adsul, whose candidature has been opposed by a Sena faction, filed his nomination papers.

Shiv Sena candidate Omraje Nimbalkar filed his nomination papers from the Osmanabad Lok Sabha constituency. The sitting Sena MP from Osmanabad Ravindra Gaikwad has been denied ticket this time.

Announcing the break-up, Chavan said, "Congress will contest on 24 seats, NCP on 20 seats, Bahujan Vikas Aghadi on one seat, Swabhimani Shetkari Sanghatana on two seats and Yuva Swabhimani Paksha on one seat."

Maharashtra will go to polls in four phases - April 11, 18, 23 and 29. Counting of votes will take place on May 23.

Before joining the Congress, Balasaheb Vikhe Patil was closely associated with the Communist Party of India.

His past communist link was not ignored by senior Congress leaders who used it to question his "loyalty" to the party, said Bal Bothe-Patil, a journalist from Ahmednagar district.

When the then Prime Minister Indira Gandhi imposed Emergency in 1975, Balasaheb Vikhe Patil left the Congress like many other leaders in those days and became chairman of the Maharashtra Samajwadi Congress in 1978 along with his party colleague from Nanded, Shankarrao Chavan.

However, both returned to the Congress fold when Indira Gandhi stormed back to power after losing the post-Emergency Lok Sabha polls.

"The Vikhe Patils could not stay away from power for long. The same pattern was followed by his son (Radhakrishna Vikhe Patil) and grandson Sujay, who is now in the BJP," said Bothe-Patil, whose doctorate thesis was on political parties in Ahmednagar district since Independence.

Balasaheb Vikhe Patil again rebelled against former Prime Minister Rajiv Gandhi in 1989, and under the leadership of V P Singh formed a political group, the Congress Forum for Action, that roped in 45 MPs across the country, he said.

It was a strong message to other Congress leaders from Maharashtra, including Sharad Pawar, that the clout of the Vikhe Patils is growing, Bothe-Patil added.

"The biggest-ever rift in Congress was witnessed when Balasaheb Vikhe Patil, defeated in polls, in early 1990s filed a lawsuit against (then) Congress leader Sharad Pawar for his alleged suggestion over acceptance of freebies.

"Though Pawar (who later quit the Congress and formed NCP) had to face the Supreme Court's strictures, (it appears that) he did not forget the case," he claims. 
This may be the reason behind the NCP's refusal to drop its claim on the Ahmednagar Lok Sabha constituency as part of its seat-sharing agreement with the Congress for the upcoming polls, he said.

Pawar's "stubbornness" left Sujay Vikhe Patil with no other option but to join the BJP, probably the only major party his family has not been associated with till now, Bothe-Patil added.

In 1990s, the BJP-led coalition came to power at the Centre as well as in Maharashtra (in alliance with the Shiv Sena).

Balasaheb Vikhe Patil switched over to the Shiv Sena and later became Union Minister for Heavy Industries in the Vajpayee cabinet.

The inaugural ceremony of the exercise held at the Aundh military station was attended by defence attaches and other senior officials of the participating nations.&nbsp;

The inaugural ceremony of the exercise held at the Aundh military station was attended by defence attaches and other senior officials of the participating nations. "The exercise will focus on exchange of best practices between the participating nations, team building and tactical level operations in conduct of the UN mandated tasks," the Army said. In the last few years, India has been gradually enhancing military and defence cooperation with a number of African countries.

Union minister Nitin Gadkari Friday said the shortage of water is the main problem in Maharashtra, but the issue is being addressed by the state and central governments.

Both governments are doing a considerable amount of work to address this problem by increasing irrigation potential and stop farmer suicides in drought-prone areas, he said.

Gadkari was addressing the gathering at a joint meeting the BJP and the Shiv-Sena, who have stitched a pre-poll alliance in Maharashtra for the Lok Sabha elections.

He said in a democracy, elections are an opportunity for the ruling dispensation to tell citizens whether it has fulfilled the assurances made to them.

"The BJP-Shiv-Sena alliance under the leadership of CM Devendra Fadnavis has done a wonderful job in Maharashtra. The biggest problem of Maharashtra is its water problem.

"We had consistently fought on the issue of irrigation inside and outside the Vidhan Sabha.

"I feel happy to tell that the irrigation potential of Maharashtra has increased from 18-20per cent to 48-50 per cent due to the efforts of the Fadnavis government," he said.

In Maharashtra, the "real memorial" of the Congress- NCP is the irrigation projects which have become defunct.

"These projects were pending for the last 20 years due to corruption," said Gadkari.

He said around 26 half completed irrigation projects in Maharashtra have been taken up for completion under the Pradhan Mantri Krishi Sinchayee Yojana.

Similarly, Rs 20,000 crore funds were given to Maharashtra for irrigation projects, the Union minister said.

Besides, 108 projects in drought-affected areas were given funds by the Union water resources ministry, the BJP leader said.

"Similarly, works worth around Rs 1 lakh crore will be initiated after the model code of conduct ends to improve water capacity in Maharashtra, he said.

"The Maharashtra government recently got an award for outstanding work in water conservation in the entire country. Water is the most important issue in the state," he said.

Whatever has been done in the last five for irrigation and water conservation was not achieved in Maharashtra in the last 25 years, said Gadkari.

"There will development of the country, protection of the country and social justice and economic equality as said by Dr Babasaheb Ambedkar," said Gadkari.

Gadkari took a swipe at the Congress, saying the party is spreading "lies" on the issues of casteism and communalism as it cannot debate with the BJP on development.

The BJP leader shared a question posed to him by electronic media Thursday - why NCP chief Sharad Pawar decided not to contest the Lok Sabha polls.

"I said he may have realised that he could not win this time and hence he withdrew. He knows this time it won't be possible.

"Hence, our work has become so popular that people are ready to help us irrespective of caste, religion or language.

"We should take benefit of this opportunity and try to win all the 10 Lok Sabha seats in Vidarbha," opined Gadkari.&nbsp;

Maharashtra Chief Minister Devendra Fadnavis has announced that paddy farmers in the state will get a bonus of Rs 500 per quintal for the crop.

Till last year, the government was giving a bonus of Rs 200 per quintal for paddy, the key Kharif crop.

"The previous government gave bonus only around the time of elections. But, the BJP-led government gave Rs 200 bonus per quintal for paddy crop every year, irrespective of polls," Fadnavis said addressing a gathering at Sakoli taluka in Bhandara district on Saturday.

"There is a demand for a hike in paddy crop bonus. The government has decided to increase the bonus from Rs 200to Rs 500 per quintal," he added.

To woo distressed farmers ahead of the general polls, the NDA government at the Centre had last year hiked the minimum support price (MSP) of paddy by a sharp Rs 200 per quintal for the 2018-19 crop year.

With that decision, the MSP of paddy (common grade) was increased to Rs 1,750 per quintal.

Meanwhile, Fadnavis also said that no lease will be recovered for fishing in lakes up to 500-hectare area.

Also, fishing contracts will be allocated only to fishing cooperative societies, he said.&nbsp;

The All India Kisan Sabha (AIKS), backed by the CPI(M), announced suspension of the 180-km march from Nashik to Mumbai after a three-and-a-half hour meeting of its representatives with state ministers Girish Mahajan and Jaykumar Rawal.

The <a href="http://www.wionews.com/photos/farmers-protest-in-last-2-years-255#farmers-protest-tamil-nadu-49354">farmers</a> had embarked on the march on Thursday morning, but it was called off later.

"The meeting (held Thursday) yielded positive results. We will suspend the march today," AIKS president Ashok Dhawale told PTI after the meeting between the two sides at Ambebahula village in Nashik.

This is the second time in the last one year that farmers were on the roads to protest against the "betrayal" of peasants by the BJP governments at the Centre and in the state.

Earlier, they had planned to launch the march on Wednesday but it was deferred by a day allegedly after the state police stopped scores of farmers approaching Nashik from districts like Thane, Palghar and Ahmednagar.

In a late night meeting on Wednesday, the AIKS had asked the government to give its assurances in writing, a demand Mahajan agreed to. Mahajan had held parleys on behalf of the Devendra Fadnavis dispensation.&nbsp;

The AIKS, however, had decided to proceed with its march from Nashik till the government kept its word.

Accordingly, the third round of meeting was held Thursday.

AIKS representatives had held the first meeting with the government on February 17 ahead of the launch of the long march.

According to AIKS president Dhawale, around 50,000 farmers from Nashik, Thane, Palghar, Ahmednagar and other districts of Maharashtra had taken part in the march.

Dhawale said the farmers will again launch the protest in case the government failed to keep promises made in writing.The meeting was also attended by CPI(M) MLA J P Gavit.

Dhawale said the government has given in writing that the ministers and AIKS representatives will take stock of the implementation of assurances every two months.

"Such meetings did not happen over the past year. Now, they have given it in writing that these meetings will be held to review progress of implementation," Dhawale added.

Besides accepting the demands raised by the farmers, the AIKS said the government has assured that water flowing in Maharashtra's rivers like Nar, Par, Damanganga and Pinjal will be transferred to the Godavari basin through lift irrigation and used in drought-hit areas of the state.

"The meeting went for three-and-a-half hour. The concerns raised by the AIKS representatives were conveyed to the chief minister.

"The meeting was positive. I am sure the AIKS representatives are satisfied," Mahajan said.

Following the suspension of the agitation, farmers left for their respective native villages, the AIKS said.&nbsp;
