Two days after being sworn-in as the Chief Minister of Maharashtra, Uddhav Thackeray led government will face a trust vote in Maharashtra Assembly today. 
 
Thackeray is heading the government of the newly formed alliance - Maha Vikas Aghadi, which enjoys the support of Shiv Sena, NCP and Congress legislators. 
 
The floor test proceeding will be conducted by pro tem Speaker Dilip Walse Patil, who had replaced BJP's Kalidas Kolambkar on Friday for the two-day special Assembly session. 
 
Ahead of the trust vote, Shiv Sena leader Sanjay Raut expressed confidence of the alliance winning the floor test. Taking to Twitter, he claimed that the Maha Vikash Agadhi had the support of over 170 MLAs. 
 
"Today is the day to prove majority... 170 +++++..." he tweeted.

At 2 pm today, the vote of confidence will be conducted following the formal introduction of new ministers, six in number, to the Assembly.

As per the assembly results, the Shiv Sena has 56 MLAs, NCP has 54 and Congress has 44 in the 288-member state assembly.

After the Maha Vikas Aghadi comfortably won the floor test in Maharashtra Assembly on Saturday, NCP leader Ajit Pawar said that the tri-party alliance has passed the first test and was confident of clearing the second test regarding the election of the Speaker.

"We have passed the first exam of floor test and the second test is for the speaker's post and we are confident of clearing it too," he said while speaking to reporters.

NCP's Nawab Malik slammed the BJP for walking out of the state Assembly ahead of the floor test saying that the party was only trying to save face.

"Oath taking ceremony was conducted, Vidhan Sabha session held and Pro tem speaker appointed with the consent of the Governor and floor test was held as per the orders of the Supreme Court. BJP is only trying to save face," he said.

Following weeks of political twists and turns, Shiv Sena-NCP-Congress alliance, Maha Vikas Aghadi, on Saturday comfortably won the floor test in the Maharashtra Assembly with 169 votes in its favour.

Maharashtra: Uddhav Thackeray-led government passes floor test in state assembly 

There were always two strings to the bow of the Shiv Sena. One, that of Hindutva, has been carried off-stage bound in chains by its “secular” partners. But, there is still the other, unfettered- that of the Marathi Manoos. &nbsp;

Uddhav Thackeray, Chief Minister of Maharashtra asserted as much. Amongst his first acts was the allocation of another Rs&nbsp;30 crores towards the 600 crore restoration of Chhatrapati Shivaji’s fabled fort in the Raigad mountains.&nbsp;&nbsp;

Uddhav announced this in front of a statue of Shivaji, at Shiv Sena’s own Shivaji Park, made the party’s launchpad from the 1960s. The stage for the oath-taking was built in a day to resemble the self-same Raigad Fort&nbsp;by one of Uddhav’s Bollywood set-making friends.&nbsp;

Meanwhile,&nbsp;former Chief Minister Devendra Fadnavis&nbsp;is looking for another house. One to lead his 105-seat strong opposition from. Fadnavis has made an unmitigated mess of round two, or is it three, in less than a fortnight, duped by the senior Pawar and let-down by the junior one. &nbsp;

But Fadnavis has completed a full term of five years very successfully, a rarity in Maharashtra politics, not seen since VP Naik of Congress, who was CM for 11 years. Sharad Pawar himself never lasted a full term, not once in three stints. &nbsp;

This time, Sharad Pawar, at 79 going on 80, has humbled the political acumen and dexterity, not only of the portly Fadnavis, but that of Prime Minister Modi, Home Minister and Party President Amit Shah and his understudy Nadda, Governor Koshyari, and President Ram Nath Kovind too. &nbsp;

He was indefatigable,starting on Saturday the November, 23 soon after the Devendra Fadnavis- Ajit Pawar swearing-in, and stopping only three days later, on the November 26, when the duo were forced to resign. &nbsp;

Sharad Pawar conducted the entire orchestra of leaders, including Sonia Gandhi in Delhi and Uddhav Thackeray, pretty much at his side. &nbsp;

This, plus over 162 MLAs in all three parties, that make up the Maha Aghadi. He personally exhorted them to stick together, herding them into pens in a number of five-star hotels in Mumbai. He trooped them on or off buses, and into an anti-defection oath-taking ceremony under the gaze of national TV. Sharad Pawar also relentlessly pressurised rebellious nephew Ajit Pawar for all three days, till he had no option but to cry, uncle.&nbsp;

But, now, after the restrictions have been lifted, and the spectacular oath-taking ceremony&nbsp;has been concluded, can the surveillance and unity be sustained?&nbsp;

Sharad Pawar seems to think so by virtue of ensuring all three parties are involved in the government. But, since this alliance is largely to do with the loaves and fishes of office, what about those MLAs who do not get a ministry or other jagir to milk? Will they remain loyal through the projected five years of the Aghadi government?&nbsp;

The threat of being thrown out of the party if any of them resign is balanced by the relatively slim majority the Aghadi will command at the floor-test on December 3. &nbsp;&nbsp;

Ajit Pawar, though back in the NCP fold without punishment, and possibly the Deputy Chief Minister and Leader of the NCP legislative party once more come the December 4, has demanded a rotational CMship after 2.5 years. Congress too has also asked for a &nbsp;second Deputy CMship, instead of the Speaker’s post offered to it. How long therefore before the Congress, with 44 seats, to the Shiv Sena’s 56 and the NCP’s 54, also demands a turn as Chief Minister- perhaps in a 2-2-1 year formula?&nbsp;

If some 15 or 20 MLA’s in aggregate, depending on how many independent MLAs are roped in, from any or all of the three parties were to resign, the Aghadi government would fall. &nbsp;

Given the strictures of the anti-defection law, this would trigger a fresh election. If these 20 odd MLAs resign with the encouragement of Fadnavis’s BJP, they would probably be assured of BJP tickets and funding for their re-election. &nbsp;

In the meantime the BJP will hopefully win the forthcoming assembly elections, both in Jharkhand and later in Delhi, to restore their prestige somewhat. &nbsp;

The hyper-critical intelligentsia and BJP backing middle-class, disillusioned by the recent unprincipled but failed power grab, may yet be mollified by a good budget, with sops in their favour. The general economy too may be in for a cyclic if not a reform fuelled revival. Public memory is best served by success. &nbsp;

Will the BJP try to wrest power back in Madhya Pradesh and Rajasthan, both lost very narrowly to the Congress, to restore their diminishing national foot-print? The answer is probably yes, given the opportune moment. And then there is the battle for West Bengal.&nbsp;

In the potentially $1 trillion economy of Maharashtra, from the BJP point-of-view, there will be no redemption short of winning back the state. If this comes about, it will be not only payback to the old war-horse, but a significant setback to Opposition dreams, including those of Uddhav, of coming to power at the centre in 2024.&nbsp;

Back in October, the felling of trees in the Aarey Colony had drawn a wedge between former allies BJP and Shiv Sena, with then chief minister Devendra Fadnavis pushing for the project and the Thackeray-led party coming out in protest of the proposed car shed.

"It is going on in my mind, what I can do for the city," Thackery said at his presser today, adding that he was the first chief minister who was born in Mumbai.

Over 2,185 trees were razed in the area in concurrence with the Bombay High Court's order which had upheld the permission granted to the Brihanmumbai Municipal Corporation's (BMC) tree authority to cut down trees to make a metro-car shed.

In pursuance of the widespread protests which erupted after the felling of trees in Mumbai's Aarey colony, the apex court late in October ordered the Maharashtra government not to axe any more trees and maintain the status quo till further orders.

As many as 166 people lost their lives while over 300 suffered injuries in the attacks.

The Supreme Court will pass its order on Tuesday morning over a joint petition filed by Shiv Sena, Congress and Nationalist Congress Party against the decision of the Maharashtra Governor Bhagat Singh Koshyari to invite BJP to form the government in the state. 
 
A bench of Justices N V Ramana, Ashok Bhushan, and Sanjiv Khanna on Monday heard the arguments put forth by counsels appearing for Governor, Maharashtra BJP and other parties and reserved its order. 
 
The petitions were filed after BJP's Devendra Fadnavis took oath for the second consecutive term as the state Chief Minister, with NCP's Ajit Pawar as his Deputy Chief Minister on Saturday morning. 
 
This came when deliberations among Congress, NCP and Shiv Sena on the government formation had reached the final stage. 
On the directions of the top court, Solicitor General Tushar Mehta, appearing for the Maharashtra Governor's office, handed over an original letter of Governor inviting BJP leader Devendra Fadnavis to form a government. 
 
Mehta said that the Governor, in absolute discretion, invited the largest party [BJP] to form the government on November 23. 
 
"Devendra Fadnavis staked claim following the letter of NCP's Ajit Pawar along with letters of support of 11 independent and other MLAs. The Governor then wrote to the President and requested for revocation of the President's Rule; Governor in his wisdom invited the leader of the largest party," he submitted. 
 
The Solicitor General added that Fadnavis has a support of 170 MLAs. He also sought two-three days' time from the court to file a reply by asserting that he wants to place additional material on record. 
 
Meanwhile, Advocate Mukul Rohatgi, appearing for Maharashtra BJP, echoed similar sentiments and said that the governor has an absolute discretion to appoint the Chief Minister. 
 
"Judicial review not permitted. The floor test is imperative. But it is the discretion of the Speaker to decide when the floor test is to be held," he said. 
Senior Advocate, Maninder Singh next made his submissions on behalf of NCP's Ajit Pawar and said that there was nothing contrary to show that his client was not the NCP leader as of November 22. 
 
"My list [granting support to BJP] was constitutionally, legally correct. There is nothing to show that I was not the NCP leader on November 22. I will resolve disputes within my party but this petition must end now," Singh told the court on behalf of Ajit Pawar. 
 
The contentions were made after NCP chief Sharad Pawar said that the decision to support the BJP was not backed by him and was his nephew's [Ajit Pawar] personal one. 
 
Senior advocate Kapil Sibal, appearing for Shiv Sena, said, "What was the national emergency that President rule was revoked at 5.17 am and swearing-in was at 8 am? President Rule was revoked at 5.17 am which means everything happened before 5.17." 
 
He further said that a floor test must be conducted within 24 hours with videography and a single ballot. 
 
Advocate Abhishek Manu Singhvi, representing Congress, referred the motion to invite the BJP to form the government in Maharashtra as "murder of democracy". 
 
"What BJP alliance has shown to Court are signatures of 54 NCP MLAs electing Ajit Pawar as legislative party leader. They were not signed in support of joining the BJP alliance to form a government. NCP's support to Ajit Pawar was without any covering letter. How can the Governor turn a blind eye to this," he told the court. 
 
On Monday, NCP legislative party leader Jayant Patil along with Shiv Sena leader Eknath Shinde, Congress leader Prithviraj Chavan and others visited Raj Bhawan and gave a letter showing the strength of 162 MLAs to the officials at Raj Bhavan.

A sudden turn of events in the last 48 hours in Maharashtra has done many things simultaneously in Indian politics. It has humbled modern-day Chanakyas who tried to pull a rabbit out of the hat at last minute.

BJP’s midnight drama was being showcased as the killer instinct of BJP and failure of the opposition to come together in time. But ultimately BJP had to bite the dust. Maharashtra proved that there is a limit to political manoeuvring which BJP must have realised when Ajit Pawar resigned from the position of Deputy Chief Minister.

Ajit Pawar continues to be one of the most tainted politicians in Maharashtra. BJP which projects itself as the party with a difference came out bruised and battered. By aligning with Ajit Pawar, it not only lost its credibility but also lost power within 48 hours as Ajit Pawar ditched BJP. BJP lost its handle on the issue of corruption forever. The shortsighted alliance has done more&nbsp;damage to BJP than what party top brass thinks to be. BJP will find it difficult to beat other parties on the issue of corruption again.

It bruised political credibility of Home Minister Amit Shah and also impacted the image of the Prime Minister Narendra Modi who tweeted after Devendra Fadnavis’s swearing-in. BJP by creating a constitutional and political turmoil in the state also ended up alienating a lot of political players. BJP wanted to send the signal that there cannot be a united opposition against them, but circumstances proved them wrong.

BJP successfully sent a similar message right before the Lok Sabha election when they poached back Nitish Kumar into their fold. Today, BJP stands isolated in the context of regional parties. BJP forgot that it was able to grow by building strong and organic alliances wherever it was limited by an ideological appeal.

By getting into a fist-fight with a junior partner, BJP came across as an unfair giant who ended up being defeated by political pygmies. Both Congress and NCP were decimated by BJP in Lok Sabha elections. Today, by forging an alliance with ideologically different parties, the idea of a united opposition looks possible. Lok Sabha elections are far away but there are a number of state elections where BJP is pitched directly against regional parties. Imagine, if all political parties merge their differences to support an anti-BJP front? Maharashtra escapade of BJP has made those ideas thinkable which in past would have been ridiculed.

This is not to say that this alliance can run smoothly or can finish the entire term together. The alliance marks a churning in Indian politics where Congress party will need to play a supportive role in large parts of India. Congress which ruled Maharashtra for decades is the smallest player in the alliance. The state unit of Maharashtra prevailed over Sonia and Rahul Gandhi. On top of it, the Congress old guard was active, and Rahul Gandhi was nowhere to be seen. 
 
The old guard led by Ahmed Patel was able to negotiate a deal with Sharad Pawar and Udhhav Thackery. It just goes on to show how little Rahul Gandhi counts when it comes to ‘real’ politics in the country. The old guard not only managed to give a good fight but also ensured that the alliance succeeds. Maharashtra alliance may function or may not but throws open a lot of political opportunities for India’s opposition which is both faceless and disunited.

BJP, on the other hand, should moderate its stand when it comes to managing regional parties. What happens is future is a larger debate but for now, regional parties are a reality and they feel threatened by BJP.

The BJP had won 105 seats in the 288-member assembly in last month's assembly polls followed by Shiv Sena 56, NCP 54 and Congress 44. Although BJP and Shiv Sena got the mandate to form the government, the two parties parted ways over power-sharing.

On the occasion of Constitution Day today, Opposition parties, including Congress staged a protest against government formation by BJP in Maharashtra in front of Ambedkar Statue inside Parliament complex while a joint sitting of both the houses was underway in the Central Hall. (ANI)
