The suspects, 23-year old Manvir Basram of Surrey, 20-year old Sahib Basra of Surrey, 23-year old Harkirat Jhutty of Surrey, and 20-year old Keilon Francois of Ontario, were charged with first degree murder.

Goyal worked as a sales executive in Surrey. His father owns a firewood business in Ludhiana while his mother is a homemaker.&nbsp;

He reportedly had no criminal record and the motive behind his killing is under investigation, the Royal Canadian Police said.

While&nbsp;initial evidences into the incident point towards a targeted killing, an inquiry is underway to ascertain the actual reason behind his death.

Punjab Health Minister Dr Balbir Singh also confirmed the deaths and said,&nbsp;"So far 11 people have died, and 4 are admitted. I will meet the family members of the deceased and provide Rs 2 lakhs ex-gratia compensation and Rs 50,000 will be provided to the people who are admitted to the hospital. A proper investigation will be done." 
 
Police have sealed the area while a fire brigade and an ambulance have been deployed there, Malik added.

The deceased — six males and five females — include two kids. They have been identified as Sourav (35), Varsha (35), Aryan (10), Chulu (16), Abhay (13), unknown female (40), unknown female (25), Kalpesh (40) unknown male (25), Neetu Devi and Navneet Kumar, reported Chandigarh-based newspaper Tribune.

NDRF personnel have been called by the authorities and the whole area has been sealed. Locals have been asked to move to safer places.

The gas leak victims have been admitted to nearby hospitals.&nbsp; 
 
As per reports, some people were found lying dead on the road.

The incident caused panic among locals, some of whom fled their homes to save lives. 
 
The gas leak seems to have emanated from a dairy product manufacturing facility&nbsp;or a nearby store, said&nbsp;locals.&nbsp;Reports,&nbsp;however, suggested that the leak was purportedly from the cooling system of the unit,&nbsp;resulting in many residents of nearby houses losing&nbsp; consciousness.&nbsp;Officials have deemed the lane where the gas leak occurred as hazardous for individuals.

She said a team from the National Disaster Response Force (NDRF) is at the spot to determine the source of the gas leak. Presently, officials are not aware of the nature of the gas that caused the fatalities.

The people who fell unconscious have been admitted to a nearby hospital. The&nbsp;condition of the 11 admitted people is said to be critical.

Further, there have been reports of people in nearby areas, within a 300-metre range of the gas leakage, finding it difficult to breathe, and as a result, they have been evacuated. Police and civil administration personnel are present at the location to offer aid and support&nbsp;while ambulances also reached the spot to relocate the affected individuals.

Punjab Chief Minister Bhagwant Mann termed the incident "sad" and assured to provide all possible help.

"The incident of gas leak in the factory in Giaspura area of Ludhiana is very sad. Police, administration and NDRF teams are present at the spot. All possible help is being provided," Mann tweeted in Punjabi.

Water from Buddha Nullah enters various canals and affects the population of the nearby areas that use it for irrigation purposes.

Despite scores of efforts, the stream has continued to get filthier over the years.&nbsp;

Ludhiana district administration imposed article 144 around the nullah in the year 2009. People were banned from littering and polluting the nullah. The same year, Punjab government allotted Rs 500 million for cleaning the nullah. Illegal encroachments around the stream were removed in August 2009.

An In Situ Bio-Remediation Project was launched to clean the nullah in April 2011.

The Ludhiana police arrested an alleged &quot;serial killer&quot; on Friday after he confessed to murdering seven people in the past 22 years, reports said.&nbsp;

Forty-seven-year-old Jagroop Singh, who hailed from Basti Badlowal in Ludhiana, is an auto-rickshaw driver.&nbsp;

Singh was found guilty after the police were investigating a murder in Model town in Patiala, saying that all clues led to Jagroop including a footage of him on the CCTV at the crime scene.&nbsp;

According to reports, Jagroop killed the man upon finding out that he was having an alleged affair with his lover Hema.&nbsp;

Jagroop killed the man on December 30 after mixing his drink with sedatives and stabbing him with weapons.&nbsp;

Singh committed his first murder in 1995 when he killed a woman during a robbery in Ludhiana. His next murder was in 1998 when he killed another woman in Badowal area in Ludhiana as well.&nbsp;

In 2004, Jagroop was involved in an illicit affair with Paramjeet Kaur. He killed her husband and threw him in Yamuna river, reports said.&nbsp;

Jagroop was later reportedly involved with Hema from Patiala in 2011 and killed her husband Nand Lala, he dumped his dead body in a remote area.&nbsp;

He later killed another man in 2015 and stacked his body in a bag and dumped it in Vikas Nagar, reports said.&nbsp;

In 2016, Paramjeet came to know about Jagroop&rsquo;s illicit relationship with Hema after which they killed Paramjeet in Ludhiana, the police said.&nbsp;

A case was registered against Jagroop and Hema under Sections 302 (murder) and 201 (destruction of evidence) of the Indian Penal Code (IPC).

A 45-year-old man was beaten to death by a mob at Ludhiana&#39;s Tibba road after the car he was driving ran over a child.&nbsp;

As reported by Daily Post, the man identified as Sanjeet was driving an Indica car when it hit the child. He was&nbsp;reportedly rash driving when the child came under his wheels and died on the spot.&nbsp;

The driver, Sanjeet also suffered some injuries&nbsp;with 4 others on the road.&nbsp;

Soon after the mishap, a mob gathered and started beating the driver.&nbsp;Sanjeet lost his consciousness, when someone known&nbsp;to the accused, pulled him out of the crowd and rushed him to nearby DMC hospital. Driver succumbed to the injuries and died on his way to the hospital.&nbsp;

The deceased child has been identified as 8-years-old Armaan Rasool.&nbsp;

The death toll in a massive fire that broke out at a plastic manufacturing factory near Ludhiana&#39;s Sufia Chowk on Monday has risen&nbsp;to ten, officials confirmed on Tuesday.&nbsp;

The suspected killers of the Punjab RSS leader shot dead Tuesday morning have been caught on CCTV.&nbsp;

News reports, citing CCTV footage, had said the killers had recced the area before the shooting.&nbsp;

Ravinder Gosai had been shot in Ludhiana while walking home from a shakha.&nbsp;

In the CCTV footage, two men on a motorcycle can be seen driving down a narrow lane with houses on either side.&nbsp;

Both men have their faces covered.&nbsp;

A few seconds later, the two men are seen returning the way they had gone.&nbsp;

News reports quoted eyewitness as saying Gosai was shot at close range.&nbsp;

And that he was rushed to hospital but he died from his injuries.&nbsp;

This is not the first time a senior RSS leader has been killed in Punjab.&nbsp;

Brigadier (retd) Jagdish Gagneja, senior&nbsp;vice-president of the Punjab RSS, was shot dead by young men on a bike in Jalandhar last year.

Gagneja&#39;s killers have not been caught so far.
