In one of the deadliest shipwrecks this year in the Mediterranean, 145 migrants were rescued but scores of others were feared drowned after their flimsy boat went down off Khoms, 120 kilometres (75 miles) east of Tripoli.

Despite the high number of those missing, estimated at more than 110 by the International Organization for Migration (OIM), the Libyan coast guard does not have the capabilities to launch a high seas search.

"There were bodies floating on the surface of the water where the boat went down" on Thursday, said one of the fishermen who were the first on the scene to rescue survivors.

Libyan navy spokesman General Ayoub Kacem said most of the rescued migrants were from Eritrea, although Palestinians and Sudanese were also among the group waiting to be taken on to reception centres.

In general, humanitarian agencies provide medical care and food for survivors, who are then transported to Libyan detention centres.

Amnesty International lambasted the European Union over the latest deaths.

"This high number represents a new low for European leaders. They have done everything they can to pull up the drawbridge to Europe," it said, "yet people are still risking their lives to come to Europe".

"We understand that around 300 people left Libya from Al Khoms and came into trouble off the coast of Libya. They were initially rescued, some of them by local fishermen, who were then joined by the Libyan coastguard," UNHCR spokesman Charlie Yaxley said.

"Together, they were able to save around 150 people, but from what we understand, another 150 people have tragically lost their lives at sea," he added. &nbsp;

The ship left Libya from Al Khoms, a town 120 km east of Tripoli. There were around 300 people traveling, according to the first available accounts from survivors, but it was unclear if one or two vessels were involved.

The survivors were picked up by local fishermen and then returned to the coast by Libyan coastguard, Yaxley said.

If confirmed, the number of dead would be the highest for a shipwreck in the Mediterranean this year.&nbsp;

Washington's refusal to condemn an <a href="https://www.wionews.com/world/nearly-40-killed-in-air-strike-on-libya-migrant-centre-232617/amp">airstrike on a detention centre</a> that killed dozens of migrants blamed on Libyan strongman Khalifa Haftar by his rivals shows tacit US support, experts say.

The decision could prove damaging for the internationally-recognised Government of National Accord (GNA) led by Fayez al-Sarraj -- as well as for the UN's influence and human rights in war-torn Libya.

Washington's move "should not come as a surprise", said James Dorsey, a researcher at Singapore's S&nbsp;Rajaratnam School of International Studies. "It is a sign of US policy changing towards Libya."

Following more than two hours of deliberations on Wednesday, the United States blocked the UN Security Council from adopting a unanimous statement condemning the incident.

Bodies were strewn on the floor of a hangar in Tripoli's Tajoura suburb, mixed with the blood-soaked clothes of migrants following the strike condemned by UN chief Antonio Guterres as "horrendous". At least 44 people were killed and more than 100 injured.

The US representatives at the UN gave no explanation for the Trump administration's decision not to condemn the outrage.

The British-drafted text did not lay the blame with either side of the bitter conflict that has pitted Haftar's eastern power-base against forces aligned with the UN-recognised government in Tripoli.

Instead, it called for a ceasefire and a resumption of talks.

But Washington refused to give the final go-ahead for the text to be adopted, according to a European diplomatic source.

'Shared vision'?

"This latest US stand is perfectly consistent with the policies of the past few years which have turned a blind eye to egregious human rights violations when committed by US allies," said Karim Bitar, a senior fellow at the Paris-based IRIS think-tank.

"The Trump administration and its Gulf allies have fully embraced Haftar's heavy-handed methods and authoritarian agenda."

Mired in chaos since the 2011 toppling of Moamer Kadhafi, Libya is ruled by two rival factions -- Sarraj's GNA in the west, and Haftar's in the east.

The UN has previously failed to agree a unified position after Haftar's self-styled Libyan National Army (LNA) launched an assault on GNA-held Tripoli in April.

"The US have not withdrawn in any form or sense their recognition of -- nor revoked their support to -- the GNA, but de facto there has been contacts with Haftar at the highest level," added Dorsey.

After Haftar began to wage war on the country's west, US President Donald Trump called him to praise his "significant role in fighting terrorism and securing Libya's oil resources" and "shared vision".

'Our son of a bitch'

"Haftar fulfils two criteria in the eyes of Washington. One, he is projecting himself against the Islamists. Two, he is backed by the US's two closest allies in the region, the United Arab Emirates (UAE) and Saudi Arabia," said Dorsey.

Haftar has also received more subtle support from Egypt and France -- while even Russia has unusually sided with Washington and tilted towards him even as the GNA won backing from Turkey and Qatar.

"The last two months have witnessed a massive lobbying offensive in Washington with Haftar being represented by his own public relations firm backed by the extensive lobby apparatus of the UAE," said Andreas Krieg, a lecturer at King's College London.

"It looks as if the joint Haftar-UAE lobbying of Trump over the past months has been successful in convincing the White House that Haftar's LNA might be a partner to work with -- despite growing evidence of war crimes committed."

Haftar, 75, has sought to present himself as Libya's saviour while his rivals accuse him of once again seeking to subject Libya to a military dictatorship.

The US, which previously granted Haftar political asylum, knows him well.

Bitar, the IRIS analyst, summed up Washington's position by recounting the apocryphal comments of former US president Franklin D&nbsp;Roosevelt about Nicaraguan dictator Anastasio Somoza.

"He may be a son of a bitch," the 32nd president reputedly said. "But he's our son of a bitch."

<a href="https://www.wionews.com/world/khalifa-haftars-forces-shoot-down-tripoli-government-warplane-south-of-capital-216782">Libyan strongman Khalifa Haftar</a>, who is leading a military offensive against the UN-recognised government in Tripoli, said in an interview published Sunday he will continue fighting until militias in the city laid down their arms.

Haftar had justified the offensive last month by saying he was fighting against "private militias and extremist groups" who he said were gaining influence in the capital under Prime Minister Fayez al-Sarraj.

"Of course a political solution is the objective," Haftar told the Journal de Dimanche newspaper in France. "But to return to politics, we need to finish with the militias.

"The problem in Tripoli is a security one."

He offered an amnesty to fighters in Tripoli who laid down their arms, saying they would be allowed to "return home safe and sound."

He also took aim at UN mediator Ghassan Salame, who has warned the country is "committing suicide" due to a conflict that 6-10 foreign states are involved in.

"Salame is making irresponsible statements," Haftar said. "He wasn't like that before, he has changed. From an impartial and honest mediator, he has become a biased one."

Salame has warned that Haftar's offensive is "just the start of a long and bloody war".

More than 75,000 people have been driven from their homes in the latest fighting and 510 have been killed, according to the World Health Organization.&nbsp;

The investment vehicle`s companies are exempted from taxes and import duties, as part of a welfare state envisaged by Haftar, but they need banks to deal with partners abroad and expand their businesses, analysts say.

"If the banks fail, Haftar`s welfare state will come under pressure," said a Western diplomat.

SUPPORT NETWORK

Functioning banks are also needed for Haftar`s parallel government to pay salaries and serve an LNA support network, analysts say.

The central bank in Tripoli covers some public salaries in eastern Libya but not LNA soldiers hired after 2014 when the country split into western and eastern administrations.

The Tripoli central bank has already cut three eastern banks from Libya`s electronic banking system to curb their operations.

Lenders have still been able to get hard currency via other banks but in a further step the Tripoli central bank might shut access completely, diplomats and business sources said.

The Tripoli central bank (CBL) has vowed to stay neutral and but diplomats say it is also helping Serraj, approving his plans to allocate some 2 billion dinars for his own war effort.

CBL did not respond to mailed questions.

There has been a banking crisis building up all across Libya and especially in the east, where three eastern banks have struggled to keep a required 20 percent of customers` deposits at the Tripoli central bank.

They have been paying out more hard currency in recent months, but need to balance accounts.

"Their deposits with CBL have fallen short of their statutory minimum requirements," Husni Bey, a prominent business leader and owner of HB group.

Data received by Reuters confirmed his.

Diplomats do not expect Tripoli central bank governor Sadiq al-Kabir to shut eastern banks completely as this would pose risks for western lenders.

The same banks operate in the west and east with money flows hard to differentiate.

But they fear the longer the conflict lasts, the harder it will be to unify the central banks and repay debt.&nbsp;

The west has piled up a debt of 68 billion dinars, bringing Libya`s total deficit and public debt to 130 billion, including unpaid state obligations such as social insurance, said Bey.

The biggest worry among diplomats is that Haftar, who surprised world powers with his offensive, might try selling crude from oilfields and ports, bypassing NOC.&nbsp;

Momentous developments across North and East Africa suggest the long-drawn-out process of political transition in the region — as well as the Middle East — is still in its infancy. So too does popular discontent in Syria, despite eight years of war, as well as in Egypt, notwithstanding a 2013 military coup that rolled back the advances of protests in 2011 that toppled President Hosni Mubarak.

What developments across North Africa and the Middle East demonstrate is that the drivers of the 2011 Arab Spring that swept the region and forced the leaders of Egypt, Tunisia, Libya and Yemen to resign not only still exist, but constitute black swans that can upset the apple cart at any moment. The situation also suggests that the regional struggle between forces of change and ancient régimes and militaries backed by the United Arab Emirates and Saudi Arabia is far from decided.

With protesters emboldened by their initial successes in forcing leaders to resign, both the demonstrators and the militaries, including officers with close ties to Saudi Arabia and the UAE, are internally divided about how to proceed. Moreover, neither side has any real experience in managing the crossroads at which they find themselves, while it is dawning on the militaries that their tired playbooks are not producing results.

In a telling sign, Sudan’s interim leader, Abdel Fattah Abdelrahman Burhan, praised his country’s “special relationship” with Saudi Arabia and the UAE as he recently met with a Saudi-Emirati delegation at the military compound in Khartoum, a focal point of the protests. Saudi Arabia has expressed support for the protests, in what many suspect is part of an effort to ensure that Sudan does not become a symbol of the power of popular sovereignty and its ability to defeat autocracy.

The ultimate outcome of the dramatic developments in Algeria and Sudan and how the parties maneuver is likely to have far-reaching consequences in a region pockmarked by powder kegs ready to explode. Mounting anger as fuel shortages caused by Western sanctions against Syria and Iran bring life to a halt have sparked rare and widespread public criticism of Syrian President Bashar al-Assad’s government. The anger is fueled by reports that government officials cut in line at petrol stations to fill up their tanks and buy rationed cooking gas and take more than is allowed.

Syria is Here, an anonymous Facebook page that reports on economics in government-controlled areas, took officials to task after state-run television showed the oil minister, Suleiman al-Abbas, touring petrol stations that showed no signs of shortage. “Is it so difficult to be transparent and forward? Would that undermine anyone’s prestige? We are a country facing sanctions and boycotted. The public knows and is aware,” the Facebook page charged.

The manager of Hashtag Syria, another Facebook page, was arrested when the site demanded that the oil ministry respond to reports of anticipated price hikes with comments rather than threats. The site charged that the ministry was punishing the manager “instead of dealing with the real problem.” Syrian journalist Danny Makki said, “It [Syria] is a pressure cooker.”

Similarly, authorities in Egypt, despite blocking its website, have been unable to stop an online petition against proposed constitutional amendments that could extend the rule of President Abdel Fattah el-Sisi until 2034. The petition, entitled Batel (meaning “void” in Arabic), is, according to Netblocks — a group that maps web freedom — one of an estimated 34,000 websites blocked by Egyptian internet providers in a bid to stymie opposition to the amendments.

President Sisi is a reminder of how far Arab militaries and their Gulf backers are willing to go in defense of their vested interests in a bid to oppose popular sovereignty. Libyan renegade Field Marshall Khalifa Haftar is another. General Haftar’s Libyan National Army (LNA) is attacking the capital Tripoli, the seat of the UN-recognised Libyan government that he and his Emirati, Saudi and Egyptian backers accuse of being dominated by Islamist terrorists.

The three Arab states’ military and financial support of Haftar is but the tip of the iceberg. 
 
The general has modeled his control of much of Libya on Sisi’s example of a military that not only dominates politics, but also the economy. As a result, the LNA is engaged in businesses ranging from waste management, metal scrap and waste export, and agricultural mega projects to the registration of migrant labor workers and control of ports, airports and other infrastructure. The LNA is also eyeing a role in the reconstruction of Benghazi and other war-devastated or underdeveloped regions.

What for now makes 2019 different from 2011 is that both sides of the divide realise that success depends on commitment to be in it for the long haul. Protesters also understand that trust in military assertions of support for the people can be self-defeating. They further grasp that they are up against a regional counterrevolution that has no scruples.

All of that gives today’s protesters a leg up on their counterparts from the Arab Spring of 2011. The jury is out on whether that will prove sufficient to succeed where the people of eight years ago failed.

Residents said that they saw an aircraft circling for more than 10 minutes over the city and explosions were heard across Tripoli`s southern districts.

This comes a day after clashes broke out in Tripoli after the forces loyal to Libya Unity Government on Saturday launched a counterattack against renegade General Khalifa Haftar`s fighters.

Libya has been largely divided into two factions ever since the death of its dictator Muammar Gaddafi.

The LNA-backed parliament controls the east of Libya, while the UN-backed interim Government of National Accord (GNA) governs Libya`s western region from Tripoli.

Military sources have said that both sides are using ageing Soviet and Russian fighter jets.

According to the United Nations, nearly 30,000 have been displaced so far amid hostilities in the country.

Libya has been largely divided into two factions ever since the death of its dictator Muammar Gaddafi. The LNA-backed parliament controls the east of Libya, while the UN-backed interim Government of National Accord (GNA) governs Libya`s western region from Tripoli. Military sources have said that both sides are using ageing Soviet and Russian fighter jets. More than 200 people have lost their lives and 913 have been wounded ever since clashes erupted in the region as Haftar`s Libyan National Army advanced towards Tripoli. According to the United Nations, nearly 30,000 have been displaced so far amid hostilities in the country. While the US government has primarily backed the GNA which is led by Prime Minister Fayez al-Sarraj, American diplomats and military officers have maintained contacts with Russia backed Haftar.
