Explosions were heard from the city centre overnight, and some witnesses said there were air strikes.

Mesmari said the LNA's westward advance had been long planned and delayed before by a shortage of weapons, and the operation aims to clear out terrorist groups in Libya.

"This battle comes within the framework of a comprehensive war on terrorism. In 2014, the decision was made to purge the country of terrorist organizations, gangs and armed groups. Government of National Accord (GNA) is now a completely paralyzed government whose decisions are now invalid," said Mesmari.

The internationally-recognized GNA led by Prime Minister Serraj said the only condition for a truce is for the LNA to withdraw to its eastern stronghold, but the LNA said it will not stop the offensive until victory.

"We know that the battle is very large and we also know that the battle is decisive and therefore we take all the measures to accomplish this task successfully, Second, we have taken all the measures through which we protect lives and civilians as well as public and private property," said Mesmari.

He said that terrorist groups must be eliminated before rebuilding Libya, which must fall to Libya's new leaders.

Fighting raged around Tripoli and an air strike closed its only functioning airport Monday, as Libyan strongman Khalifa Haftar defied international calls to halt his advance on the capital.

Thousands were also reported by the United Nations to be fleeing the capital city in face of Haftar's surprise assault which has left dozens dead.

The EU's foreign policy chief on Monday added her voice to those urging the eastern strongman to stop his offensive, in the wake of calls for restraint by the UN Security Council and the United States.&nbsp;

"I make a very strong appeal to Libyan leaders and in particular to Haftar to stop all military activities ... and to return to the negotiation table", Federica Mogherini said after talks with EU foreign ministers.

Dozens of people have been killed and thousands displaced in the fighting since Haftar's forces launched their onslaught against Tripoli and its unity government on Thursday.

A security source at Mitiga airport, east of the capital, said no side had yet claimed responsibility for Monday's air raid, which hit a runway without causing casualties.

The civil aviation authority decided "to suspend aerial traffic until further notice" to the capital, said Mohammed Gniwa, a spokesman for national carrier Libyan Airlines.&nbsp;

An airport source, who did want to be named, confirmed the suspension.

The US has appealed for an "immediate halt" to combat operations and the UN Security Council has called on Haftar's forces to stop their advance.

On Sunday Russia blocked proposals for the council to adopt a formal statement, instead insisting that all Libyan forces be urged to stop fighting, diplomats said.&nbsp;

Moscow is a key supporter of Haftar, along with Egypt and the United Arab Emirates.

But the Kremlin on Monday urged "all sides to reject actions that could provoke bloodshed in battle and the deaths of civilians".

Fierce clashes Sunday near Tripoli saw Haftar's fighters and other powerful western Libyan armed groups exchanging fire including air strikes.

Forces backing the Tripoli-based GNA on Sunday announced a counteroffensive dubbed "Volcano of Anger".

Spokesman Colonel Mohamed Gnounou said it was aimed at "purging all Libyan cities of aggressor and illegitimate forces", in reference to Haftar's fighters.

Unity government health minister A'hmid Omar told Libya's Al-Ahrar television station late Sunday that around 50 people had been wounded along with those killed.

His ministry on Monday put the death toll at 35.

The UN Humanitarian Coordinator in Libya, Maria Ribeiro, said Monday the fighting had displaced more than 2,800 people, blocked rescuers from reaching casualties and damaged electricity lines.

She again urged the warring parties to implement a temporary humanitarian ceasefire.

The US carried out an air strike against <a href="http://www.wionews.com/world/us-increases-bounty-to-10-million-for-information-on-al-qaeda-leader-172217">Islamist group Al-Qaeda in southern Libya </a>on Wednesday night, Tripoli's UN-backed government of national accord said.

The strike near the town of Ubari, some 900 kilometres (550 miles) south of the capital, was coordinated with the GNA, said President Fayez al-Sarraj's spokesman.&nbsp;

It targeted "a number of members of terrorist organisation Al-Qaeda", Mohamad al-Sallak said in a statement, giving no further details.

"France is one of those countries that by printing money for 14 African states prevents their economic development and contributes to the fact that the refugees leave and then die in the sea or arrive on our coasts," he said.

France argues that the CFA franc has brought welcome monetary stability to the countries that use it, but French President Emmanuel Macron said in 2017 that it was up to African governments to decide what to do with the currency.

The new Italian government has frequently clashed with Paris, be it on immigration or policy in Libya, eager to mark the difference between itself and the previous centre-left administration which had good ties with the French authorities.

Arrivals in the first 16 days of 2019 totalled 4,449, almost all by sea, compared with 2,964 in the same period of 2018.
