The Lebanese presidency said it had delayed consultations to designate a new prime minister until Thursday in response to a request from caretaker leader <a href="https://www.wionews.com/world/lebanons-hariri-may-be-named-pm-but-faces-struggle-to-form-government-268476">Saad al-Hariri</a>, who had been expected to be named premier again.

Hariri had requested the delay to the consultations, which had been scheduled for Monday, in a phone call with President Michel Aoun to allow "more consultation on the subject of the government formation", the presidency said in a statement.

There was no immediate comment from Hariri's office.

Lebanon is in urgent need of a <a href="wionews.com/world/lebanon-is-a-sinking-ship-parliament-speaker-warns-262944">new government</a> to tackle the worst economic crisis since the 1975-90 civil war.

His political adversaries, including <a href="https://www.wionews.com/world/lebanon-president-calls-for-merit-based-government-in-nod-to-protesters-259178">Aoun </a>and the powerful, Iran-backed Shi'ite group Hezbollah, say the new cabinet should include politicians alongside technocrats.

Lebanon's prime minister, who must be a Sunni Muslim, is appointed in binding consultations convened by the head of state with lawmakers. The president must designate the candidate with the greatest support among the 128 lawmakers.

Hariri has been seen as the only candidate for the position since the failure of efforts to form a consensus on several other Sunni figures, and he enjoys the backing of the Sunni religious establishment.

WION Dispatch: Dozens wounded in Lebanon Protests

Tear gas engulfed central Beirut as security forces chased protesters near Lebanon's parliament on Sunday (December 15) in a second night of street clashes that wounded dozens of people.

"We will not leave": anti-government protests rock Beirut

<a href="https://www.wionews.com/world/lebanese-police-clash-with-anti-government-protesters-268354">Thousands protested in Lebanon's capital on Sunday</a>, while Interior Minister Raya El-Hassan ordered security forces to open a "rapid and transparent" enquiry after dozens were wounded in clashes the night before.

Undaunted by the violence, demonstrators flooded central Beirut once more ahead of parliamentary consultations due to begin Monday to appoint a new prime minister after weeks of largely peaceful street protests forced the previous cabinet to quit.

The unprecedented rallies have swept Lebanon since October 17, demanding the overhaul of a political system deemed inept and corrupt and the formation of an independent government of technocrats.

Late Saturday security forces used tear gas and rubber bullets to disperse demonstrators who gathered near parliament, and beat protesters who tried to breach metal barricades.

The Lebanese civil defence said they took 36 injured to hospital and treated 54 people at the scene while the Lebanese Red Cross reported it took 15 injured to hospital and treated 37 people on site.

Both protesters and members of the security forces were injured, the Red Cross said, with some affected by tear gas and others struck by stones.

Lebanese security forces said on Twitter about 20 from their ranks were hospitalised, while others were injured and treated on the spot.

An AFP photographer saw men in plainclothes hitting protesters, while anti-riot police fired rubber bullets at protesters throwing stones.

Hassan demanded the identification of those responsible for the most violent episode since the anti-government protests began in October.

Excessive use of force

She warned against "infiltrators" seeking to use protests to provoke "confrontations".

Amnesty International's Diala Haidar decried the "excessive use of force" in response to "overwhelmingly peaceful protest".

"The intention was clearly to prevent protesters gathering," she said, condemning the presence of masked men in civilian clothes joining security forces in "violently attacking protesters".

The clashes lasted until the early hours of Sunday, with demonstrators chanting slogans against outgoing prime minister Saad Hariri, who stepped down on October 29, and parliament's veteran speaker Nabib Berri.

The names of various potential candidates to replace Hariri have been circulated in recent weeks but powerful political parties in the multi-confessional country have failed to agree on a new premier.

Last Sunday the Sunni Muslim establishment threw its support behind Hariri returning, further angering protesters.

On Sunday afternoon they began gathering again in central Beirut to vent their wrath, as anti-riot police stood by.

Waving Lebanese flags, they chanted slogans vowing "Hariri will not return".

"Change needs time and patience and we will not stop until we achieve our goals and remove this regime completely," Carla, a 23-year-old protester, said.

"We don't want Hariri because he is a partner in (official) corruption", she added.

Economic woes

Nour, a pharmacist, said Saturday's clashes were "shameful because we (the demonstrators) were peaceful and did not carry any weapons".

"I am opposed to Hariri returning as head of the government and I don't understand why they can't find anyone else.

"There are many competent people... who are independent," she said.

The head of the Internal Security Forces, Brigadier Imad Othman, toured central Beirut on Sunday afternoon and chatted with some protesters, urging them to be restrained.

"We must all be peaceful," he told them, asking them to allow security forces to carry out their duties unhindered.

The process of forming a government will take place as Lebanon's debt-burdened economy has been sliding towards collapse.

The country is facing a dollar liquidity crisis that has crippled imports and seen banks limit greenback withdrawals and transfers.

With banks failing to provide sufficient dollars, the US currency has been selling for more than 2,000 Lebanese pounds on the parallel market for the first time since it was officially pegged at 1,507 in 1997.

The international community has urged a new cabinet to be formed swiftly to implement key economic reforms and unlock international aid.

French Foreign Minister Jean-Yves Le Drian on Sunday urged Lebanese leaders to push to resolve the crisis paralysing the country.

"Political authorities should get moving because the country is in a dramatic situation," he told French public radio.

Parliamentary consultations are due to begin Monday at 10:30 am (0830 GMT).

Lebanon: Troops intervene to separate groups

Lebanese Sunnis want <a href="https://www.wionews.com/world/lebanons-hariri-says-he-does-not-want-be-pm-264904">Saad al-Hariri</a> to be prime minister of the next government, businessman Samir Khatib said on Sunday after meeting Lebanon's top Sunni cleric, spelling the end of his own candidacy for the position.

Hariri quit on October 29, prompted by protests against the corruption of Lebanon's ruling elite. The protests have continued since then and Lebanon is in dire need of a new government to start tackling an economic crisis.

The prime minister's post is reserved for a Sunni Muslim in <a href="https://www.wionews.com/world/lebanese-pm-saad-al-hariri-resigns-as-crisis-turns-violent-258682">Lebanon's sectarian power-sharing system</a>. Hariri said last week he backed Khatib as consensus appeared to emerge among Lebanon's main parties on him being designated in formal consultations that President Michel Aoun is due to convene on Monday.

But Khatib, speaking after a meeting with Grand Mufti Sheikh Abdul Latif Derian, said the mufti backed Hariri.

"I learnt ... that as a result of meetings and consultations and contacts with the sons of the (Sunni) Islamic sect, an agreement was reached on nominating Saad al-Hariri to form the coming government," Khatib said.

Khatib said he would head to <a href="https://www.wionews.com/world/hariri-ready-to-be-lebanese-prime-minister-again-but-with-conditions-report-258873">Hariri's Beirut residence</a> to inform him of this "because he is the one who nominated me to form the new government".

Hariri had said he would only return as prime minister if he could lead a government of specialist ministers which he believes would be best placed to deal with the crisis and attract foreign aid.

But his demand was rejected by groups including the powerful Shi'ite party Hezbollah and its ally Aoun. Both say the government must include politicians.

Sunnis want Hariri to be Prime Minister again: Lebanon's Khatib

President Donald Trump's administration said Monday it has released $100&nbsp;million&nbsp;in military <a href="https://www.wionews.com/world/lebanons-hariri-says-he-does-not-want-be-pm-264904">assistance to&nbsp;Lebanon</a>&nbsp;that had been quietly frozen for months amid US complaints about the clout of Hezbollah.

A State Department official and a congressional aide, both speaking&nbsp;on&nbsp;condition of anonymity, said that the assistance has been unblocked by the White House's Office of Management and Budget.

"The money is good to go," the State Department official said.

The Trump administration has been tight-lipped&nbsp;on&nbsp;the reason for the hold-up in support for&nbsp;Lebanon&nbsp;but has been pressing the government to distance itself from Hezbollah, the Shiite militant movement close to Iran.

Prime Minister Saad Hariri, who included Hezbollah members in his cabinet, resigned a month ago in the face of major street protests.

The State Department official said there had been "some disagreements about the efficacy of US&nbsp;aid" to the Lebanese Armed Forces.

But the official defended the military as a "national institution" in a country long divided&nbsp;on&nbsp;confessional lines, and praised its "high level of capability" in fighting extremists such as Al-Qaeda and the Islamic State movement.

"It defends&nbsp;Lebanon's borders; it is an excellent partner to the United States in counterterrorism and fighting Sunni jihadi Islamists," the official said.

"They have responded in recent weeks,&nbsp;I think in impressive fashion,&nbsp;in terms of protecting demonstrators from violence, demonstrating, I think, the fact that they are a national institution," he said.

But the official said that detractors pointed to "isolated incidents" in which the military has kept its distance from Hezbollah, considered a terrorist group by the United States.

The militant group has fought Israel for decades, including through a guerrilla campaign to end the Jewish state's occupation of southern&nbsp;Lebanon.

David Hale, the number-three official of the State Department, last month confirmed the delay in the&nbsp;aid&nbsp;when he was questioned under oath by Congress in the impeachment inquiry into Trump.

Asked about the&nbsp;freeze&nbsp;in&nbsp;aid&nbsp;to Ukraine, a key element of the impeachment question, Hale said that he learned in June that assistance was&nbsp;on&nbsp;hold to both Ukraine and&nbsp;<a href="https://www.wionews.com/world/lebanon-protesters-continue-in-defiance-despite-hezbollah-attack-264509">Lebanon&nbsp;"without any explanation"</a>.

Two senior Democrats, in a recent letter to the White House, said that hold affected $105&nbsp;million&nbsp;in&nbsp;aid&nbsp;to&nbsp;Lebanon&nbsp;including military vehicles, weapons and ammunition.

Eliot Engel, chairman of the House Foreign Affairs Committee, and Ted Deutch, head of its Middle East subcommittee, wrote that&nbsp;Lebanon&nbsp;needed support to face "imminent threats."

United States ends freeze on Lebanon aid worth $100 million

Lebanon's Saad al-Hariri said on Tuesday he did not want to be prime minister of a new government, putting the onus on adversaries including the Iran-backed group Hezbollah to find an alternative who can steer the country out of crisis.

<a href="https://www.wionews.com/.../lebanese-protesters-clash-with-supporters-of- hezbollah-amal-in-beirut-264299">Hariri</a>, who is Lebanon's leading Sunni Muslim politician and is aligned with Western and Gulf Arab states, said his decision was final. He quit on October&nbsp;29 in the face of nationwide protests against Lebanon's ruling elite over rampant state corruption.

His decision leaves no clear frontrunner to form a government that must tackle the worst economic crisis since the 1975-90 civil war. The post is reserved for a Sunni Muslim in Lebanon's sectarian power-sharing system.

Five weeks since the protests began, the situation facing <a href="https://www.wionews.com/.../lebanon-protesters-continue-in-defiance-despite -hezbollah-attack-264509">Lebanon</a> is as grave as any since the end of the civil war, raising concerns for the stability of a heavily indebted state riven by sectarianism.

Hezbollah and its allies had wanted Hariri to return as premier but rejected his demand for the formation of a cabinet of expert ministers with no political parties represented. Instead, they sought a government comprising both technocrats and politicians.

"I am sticking by the rule 'not me, rather someone else' to form a government that addresses the aspirations of the young men and women," Hariri said in a written statement.

"I have full hope and confidence, after announcing this clear and decisive decision, that the president of the republic ... will immediately call the binding parliamentary consultations" to designate a new prime minister, he said.

A prominent contractor mooted by political sources as a candidate, Samir Khatib, told Lebanese broadcaster MTV he was ready to take on the job if there was consensus in his favour.

A statement from Hariri's office denied he had proposed names currently circulating on social media and said his choice would be determined when the formal process of designating the prime minister had begun.

CONSULTATIONS

President Michel Aoun, a Maronite Christian allied to Hezbollah, must now hold official consultations with members of parliament to designate a new prime minister. The candidate with the greatest support will be nominated.

A ministerial source close to Aoun said the next government would not be of "one colour" and efforts would be made with Hariri to agree on the next prime minister.

Aoun's consultations with lawmakers are expected to be held on Thursday or Friday, the source said.

Druze leader Walid Jumblatt, a political ally of Hariri, said Hariri had taken the decision after attempts to impose "unacceptable conditions" on him.

"He decided to leave the way for somebody else, which is good," Jumblatt told Reuters.

"The prime minister did his best to have an acceptable technocratic government, to find a compromise. It was rejected, so he decided to quit. Let's hope that the new one can succeed and basically concentrate on the economic crisis," he said.

The long-brewing economic crisis, which is rooted in state corruption and waste, has been exacerbated by a shortage of hard currency that has led the pegged Lebanese pound to weaken sharply on the black market.

The pound slid further on Tuesday with five foreign exchange dealers offering dollars at rates of between 2,100 and 2,130 pounds or 41 per cent&nbsp;weaker than the official rate of 1,507.5 pounds.

President Donald Trump's administration has been holding off on more than $100 million of military assistance to Lebanon already approved by Congress.

David Hale, US&nbsp;Undersecretary for Political Affairs at State Department earlier this month confirmed the freeze in his testimony during the Trump impeachment inquiries.

On Tuesday, David Schenker, US&nbsp;Assistant Secretary of State for Near Eastern Affairs said a review was underway but gave no further details.

Lebanon's Hariri says he does not want be PM

Protesters&nbsp;remained&nbsp;defiant&nbsp;Monday after supporters of main Shiite groups&nbsp;Hezbollah&nbsp;and Amal attacked demonstrators overnight, sparking a UN call to keep protests peaceful.

Demonstrators demanding a <a href="https://www.wionews.com/world/protesters-see-real-independence-coming-as-lebanon-turns-76-263919">complete government overhaul</a> have stayed mobilised since protests began on October 17, but a bitterly divided political class has yet to find a way forward.

Frustrated by the stalemate,&nbsp;protesters&nbsp;had called for roadblocks and a general strike on Monday, but an&nbsp;attack&nbsp;by supporters of allied parties&nbsp;Hezbollah&nbsp;and Amal on Sunday night weakened the turnout.

Political parties "are trying to instil fear in us as a people, so we don't progress and stay at home," said Dany Ayyash,&nbsp;21, who was blocking a key road in Beirut's Hamra district.

But "the&nbsp;attack&nbsp;gave us all,&nbsp;at least the ones here right now,&nbsp;a sense of determination," Ayyash said.

At around midnight on Sunday, backers of&nbsp;Hezbollah&nbsp;and Amal attacked demonstrators at a flyover near the capital's main protest camp.&nbsp;

Brandishing party flags, they hurled stones at demonstrators and taunted them as riot police deployed to contain the violence.

The attackers also ravaged a nearby encampment, tearing down tents and damaging storefronts in their most serious assault on&nbsp;protesters&nbsp;so far.

At least 10 demonstrators were injured, civil defence said.

Protesters remained defiant Monday after supporters of main Shiite groups Hezbollah and Amal attacked demonstrators overnight, sparking a UN call to keep protests peaceful. Demonstrators demanding a complete government overhaul have stayed mobilised since protests began on October 17, but a bitterly divided political class has yet to find a way forward. Frustrated by the stalemate, protesters had called for roadblocks and a general strike on Monday, but an attack by supporters of allied parties Hezbollah and Amal on Sunday night weakened the turnout. Political parties "are trying to instil fear in us as a people, so we don't progress and stay at home," said Dany Ayyash, 21, who was blocking a key road in Beirut's Hamra district. But "the attack gave us all, at least the ones here right now, a sense of determination," Ayyash said. At around midnight on Sunday, backers of Hezbollah and Amal attacked demonstrators at a flyover near the capital's main protest camp. Brandishing party flags, they hurled stones at demonstrators and taunted them as riot police deployed to contain the violence. The attackers also ravaged a nearby encampment, tearing down tents and damaging storefronts in their most serious assault on protesters so far. At least 10 demonstrators were injured, civil defence said. Lebanon protesters continue defiance despite Hezbollah attack

Clashes broke out between <a href="https://www.wionews.com/world/lebanon-deploys-security-forces-in-beirut-before-parliamentary-session-263099">anti-government demonstrators</a> and supporters of the Shi'ite groups Hezbollah and Amal in the Lebanese capital, Beirut, early on Monday, as tensions escalated when demonstrators blocked a main bridge.

Lebanon has faced five weeks of anti-government protests, fuelled by anger at corruption among the sectarian politicians who have governed Lebanon for decades. Demonstrators want to see the entire ruling class gone from power.

Hezbollah and Amal were both represented in the coalition government led by Prime Minister <a href="https://www.wionews.com/world/hariri-ready-to-be-lebanese-prime-minister-again-but-with-conditions-report-258873">Saad al-Hariri</a>, who quit on October&nbsp;29 after the protests began. The heavily armed Hezbollah, which is backed by Iran, had opposed Hariri's resignation.

Army soldiers and riot police formed a barrier separating the protesters from the supporters of the Shi'ite groups on a main road known as the Ring Bridge as rocks were thrown by both sides, television footage broadcast by Lebanese media showed.

Lebanon Protest: Hezbollah accuses the U.S of Interference in Lebanon

Lebanon marked 76 years of self-rule Friday, with protesters kicking off festivities nationwide instead of a military parade to mark what they say is a first year of "real independence".

An unprecedented <a href="https://www.wionews.com/world/lebanon-deploys-security-forces-in-beirut-before-parliamentary-session-263099">protest movement </a>has gripped the small Mediterranean country since October 17, demanding the complete overhaul of politicians deemed inept and corrupt.

In west Beirut, protesters staged a small musical parade, banging percussion instruments, singing traditional songs and dancing.

"There are loads of marches but this one is the craziest. I hope this independence day will be a turning point," said Leila, a woman carrying cymbals in both hands.

"Previously, the politicians had been treading on our heads. Our pockets are still empty but we've have found a new dignity," she told AFP, before zipping back into the crowd.

A man carried his child on his shoulders, while another woman joined in the rhythm, using a spoon and metal coffee pot.

On November 22, 1943, Lebanon achieved independence after 23 years under a French mandate, following a wave of demonstrations that brought together the country's Christians and Muslims.

But the country was ripped apart in the 1975-1990 civil war.

Two more foreign powers occupied the tiny multi-confessional country -- Israel from 1978 to 2000, and Syria from 1976 to 2005.

A post-war accord sought to share out power between Lebanon's various religious communities, but the country remained deeply divided along sectarian lines.

'Organic' independence&nbsp;

The demonstrations since last month have brought together people from different religious and political backgrounds, and given them hope of sweeping out a system they say is broken.

"It's the first time Lebanese from all religious communities have protested en masse without a political party calling for it, and against all parties," said 21-year-old university student Tamara.

"That's real independence -- one that's organic".

Wajed, 26, said this year's independence day was different.

"We want to emancipate ourselves from the corrupt people governing us," he told AFP, his beard shaved short and a cap on his head.

"After the French left, others occupied us," he said, alluding to Lebanese politicians, some of whose families have been in power ever since.

Faced with such anger from the street, President Michel Aoun again called for dialogue, saying in a televised address it was "the only pertinent path to solving the crisis".

In a sign of increased confidence among activists, television cameras on Friday followed hundreds of protesters marching in a lush green valley south of Beirut to protest against the planned construction of a dam there.

Activists say the structure in Bisri would flood farms growing everything from strawberries to pomegranates, as well as a centuries-old church and possible Roman ruins.&nbsp;

They also fear the consequences of it being built on a seismic faultline.

Revised anthem&nbsp;

A traditional annual military parade along the seafront was cancelled and replaced by a smaller event in front of dignitaries at the defence ministry.

Wajed said the change was just the latest "victory" for protesters.

The street movement brought down the government last month, though a new cabinet has yet to be formed.

On Sunday, an independent candidate was elected head of the Bar Association, and two days later demonstrators prevented a parliament vote on a controversial amnesty law.

Two people have so far been killed during the protests, a far cry from the hundreds dead in similar demonstrations in Iraq.

Lebanese of all ages maintain hope they can draw the country out of endless political deadlocks and revive its crumbling economy.

A revised version of the national anthem is making the rounds online to celebrate Lebanese women, many of whom have played a central role in the recent protests.

On social media, activists have urged fellow demonstrators to wave high "the light of independence" after nightfall -- with a candle, lighter or the torch on mobile phones.

Members of Lebanon's huge diaspora have also been heading home to take part.

Tracy Saad, 23, said she would fly in from the Netherlands to "celebrate independence from the warlords and their sectarian regime", referring to politicians who were warlords during the civil war.

A total of about 600 people were expected to travel in from the Gulf, Europe, North America and from as far afield as Australia.

Protesters see 'real independence' coming as Lebanon turns 76

Mass anti-government protests in several Arab countries are turning into competitions to determine who has the longer breath, the protesters or the government.

In Algeria, Lebanon and Iraq, countries in which the leader was either forced to resign or has agreed to step down, authorities appear to be dragging their feet on handovers of power or agreed transitional power-sharing arrangements in the hope that protesters, determined to hold on to their street power until a political transition process is firmly in place, either lose their momentum or are racked by internal differences.

So far, protesters are holding their ground, having learnt the lesson that their achievements are likely to be rolled back if they vacate the street before having cemented an agreement on the rules of the transitional game and process.

Algerians remain on the streets, seven months after President Abdelaziz Bouteflika was forced to step down, in demand of a complete change of the political system.

Scores of recent arrests on charges that include “harming national unity” and “undermining the morale of the army” have failed to deter Algerians who refuse to accept the military’s proposed December 12 date for elections.

Lebanon enters its second months of protests with the government going through the motions but ultimately failing to respond to demands for a technocratic government, a new non-sectarian electoral law and early elections.

An effort to replace Prime Minister Saad Hariri with another member of the elite, Mohammad Safadi, a billionaire businessman and former finance minister, was rejected by the protesters.

"We are staying here. We don't know how long - maybe one or two months or one or two years. Maybe it will take 10 years to get the state we are dreaming of, but everything starts with a first step," said filmmaker Perla Joe Maaloula.

Weeks after agreeing to resign in response to popular pressure, Iraqi prime minister Adil Abdul Mehdi appears to be increasingly firm in his saddle.

Much like what prompted US President George H W Bush to first call in 1991 for a popular revolt against Saddam Hussein and then give the Iraqi strongman the tools to crush the uprising, Mehdi is holding on to power in the absence of a credible candidate acceptable to the political elite to replace him.

Mehdi’s position is strengthened by the fact that neither the United States nor Iran wants a power vacuum to emerge in Baghdad.

Backtracking on Mehdi’s resignation and refraining from appointing a prime minister who credibly holds out the promise of real change is likely to harden the battle lines between the protesters and the government.

The tugs of war highlight the pitfalls protesters and governments need to manoeuvre in what amounts to a complex game with governments seeking to pacify demonstrators by seemingly entertaining their demands yet plotting to maintain fundamental political structures that anti-government activists want to uproot.

The risk of a tug of war is that protests turn violent as happened in Hong Kong or in Lebanon where cars of parliamentarians were attacked as they drove this week towards the assembly.

Meeting protesters’ demands and aspirations that drive the demonstrations and figure across the Middle East and North Africa, irrespective of whether grievances have spilled into streets, is what makes economic and social reform tricky business for the region’s autocrats.

It is where what is needed for sustainable reforms bounces up against ever more repressive security states intent on exercising increasingly tight control.

Sustainable reform requires capable and effective institutions rather than bloated, bureaucratic job banks and decentralisation with greater authorities granted to municipalities and regions.

Altering social contracts by introducing or increasing taxes, reducing subsidies for basic goods and narrowing opportunities for government employment will have to be buffered by greater transparency that provides the public insight into how the government ensures that it benefits from the still-evolving new social contract.&nbsp;

To many protesters, Sudan has validated protesters’ resolve to retain street power until transitional arrangements are put in place.

It took five months after the toppling of President Omar al-Bashir and a short-lived security force crackdown in which some 100 people were killed before the military, the protesters and political groups agreed and put in place a transitional power-sharing process.

The process involved the creation of a sovereign council made up of civilians and military officers that is governing the country and managing its democratic transition.

Even so, transitional experiences have yet to prove their mettle. Protesters may have learnt lessons from the 2011 popular Arab revolts that toppled the leaders of Tunisia, Egypt, Libya and Yemen.

Yet, this time round, protesters lack the broad-based international empathy that 2011 uprisings enjoyed and are up against more than domestic forces backed by conservative Gulf states.

Powers like Russia and China make no bones about their rejection of protest as an expression of popular political will.

So has Iran that has much at stake in Iraq and Lebanon, countries where anti-sectarian sentiment is strong among protesters, even if the Islamic republic was born in one of the 20th century’s epic popular revolts and is confronting protests of its own against fuel price hikes.

Middle East protests: A tug of war over who has the longer breath

Lebanon's parliament was blocked from holding its first session for two months on Tuesday after protesters prevented lawmakers from reaching the building, escalating a wave of demonstrations against rulers blamed for steering towards economic collapse.

Queues built at banks that reopened after a <a href="https://www.wionews.com/world/lebanese-banks-schools-shut-as-protesters-push-on-261582">one-week closure</a>, with police deployed at branches and banks imposing tight restrictions on hard currency withdrawals and transfers abroad.

Lebanon has slid further into economic crisis since the <a href="https://www.wionews.com/world/lebanon-is-a-sinking-ship-parliament-speaker-warns-262944">protests erupted</a> on October&nbsp;17. The political situation has been deadlocked since Saad al-Hariri resigned as prime minister on October&nbsp;29, with no progress towards a deal on a new government.

Gunfire was heard as a group of several dozen protesters forced two SUVs with official number plates and tinted windows to turn back as they approached the parliament, footage broadcast by Lebanese broadcasters showed.

The vehicles sped away after they were struck by demonstrators chanting "Out, out, out!"

Authorities later announced that the session had been postponed indefinitely.

The agenda of the <a href="https://www.wionews.com/world/lebanon-deploys-security-forces-in-beirut-before-parliamentary-session-263099">parliamentary session</a> had included reelecting members of parliamentary committees and discussion of a controversial amnesty law that is expected to lead to the release of hundreds of prisoners.

Parliament Speaker Nabih Berri had already postponed the session last week due to security concerns.

The security forces had fanned out on Tuesday before dawn in central Beirut, shutting down roads around parliament with barbed wire in what proved to be a failed attempt to prevent the protesters from blocking the session.

Police scuffled with a group of protesters who were trying to use a cable to remove a barbed wire barricade.

"How are they holding a session and not responding to the people? Those that are in the session have nothing to do with us, and it's not what we asked for," said a protester who gave her name as Maria.

The protests have been fuelled by perceptions of corruption among the sectarian politicians who have governed Lebanon for decades and are blamed for leading the country into its worst economic crisis since the 1975-90 civil war.

Lebanon's parliament was blocked from holding its first session for two months on Tuesday after protesters prevented lawmakers from reaching the building, escalating a wave of demonstrations against rulers blamed for steering towards economic collapse. Queues built at banks that reopened after a one-week closure, with police deployed at branches and banks imposing tight restrictions on hard currency withdrawals and transfers abroad. Lebanon has slid further into economic crisis since the protests erupted on October 17. The political situation has been deadlocked since Saad al-Hariri resigned as prime minister on October 29, with no progress towards a deal on a new government. Gunfire was heard as a group of several dozen protesters forced two SUVs with official number plates and tinted windows to turn back as they approached the parliament, footage broadcast by Lebanese broadcasters showed. The vehicles sped away after they were struck by demonstrators chanting "Out, out, out!" Authorities later announced that the session had been postponed indefinitely. The agenda of the parliamentary session had included reelecting members of parliamentary committees and discussion of a controversial amnesty law that is expected to lead to the release of hundreds of prisoners. Protests force Lebanese parliament to postpone session; banks reopen

Lebanon&nbsp;slid deeper into political crisis on Sunday after the <a href="https://www.wionews.com/world/crisis-swept-lebanon-in-gridlock-after-safadi-withdrawal-262758">withdrawal of a top candidate</a> for prime minister narrowed the chances of creating a government needed to enact urgent reforms.

Mohammad Safadi, a former finance minister, withdrew his candidacy late on Saturday, saying it was too hard to form a "harmonious" government with broad support.

Safadi was the first candidate who had appeared to <a href="https://www.wionews.com/world/lebanons-safadi-emerges-as-prime-minister-of-choice-for-three-parties-262186">win some consensus</a> among&nbsp;Lebanon's fractious sectarian-based parties since Hariri quit as prime minister on October&nbsp;29, pushed out by sweeping protests against the ruling elite.

Faced by the worst financial strains since a 1975-1990 civil war,&nbsp;Lebanon&nbsp;has pledged urgent reforms it hopes will convince donors to disburse some $11 billion pledged last year.

The unrest has kept banks shut for most of the last month. They have imposed controls on transfers abroad and US&nbsp;dollar withdrawals, and the pegged Lebanese pound is under pressure on an informal market.

Safadi became the presumed front-runner for prime minister after a meeting between Hariri, a Sunni politician, and Shi'ite groups Hezbollah and Amal, according to political sources and Lebanese media, but no political force later endorsed him.

Lebanon's prime minister must be a Sunni Muslim, according to its sectarian power-sharing system.

Protesters who have filled the streets since October&nbsp;17 hit out at the choice of Safadi, a prominent businessman and longtime politician they said was part of the elite they sought to oust.

Later on Sunday large crowds of <a href="https://www.wionews.com/world/lebanon-slides-deeper-into-chaos-no-sign-of-new-government-261811">anti-government protesters</a> waving Lebanese flags poured back into streets across the country, chanting for revolution in rallies to mark a month since the start of the uprising and keep up pressure.

In comments published on the Lebanese army's website, army chief General Joseph Aoun said the military would not stop people from demonstrating in squares but would intervene to open roads, calling freedom of movement "sacred".

Aoun said recent arrests were directed only at those rioting and confronting the army or who were found to possess drugs.

"We are in a deadlock now. I don't know when it will move again. It is not easy," said a senior political source. "The financial situation doesn't tolerate any delay."

A second political source described efforts to form a new government as "back to square one."

Reflecting the brittle political climate, President Michel Aoun's Free Patriotic Movement (FPM) accused Hariri of failing to rally support for Safadi's bid in order to undermine his candidacy and keep the job for himself.

An FPM statement criticised Hariri for insisting on a policy of "me or no one" to lead the next government, a reference to Hariri's insistence on returning as premier only if he can be the sole politician in a cabinet of specialists.

A statement by Hariri's office rejected FPM's assertion that he undermined Safadi's candidacy as an irresponsible attempt to "score points" despite&nbsp;Lebanon's "major national crisis".

But in a statement Safadi later blamed Hariri for not keeping "promises on the basis of which I accepted to be named prime minister of the next government".

He did not say what the promises were, but added: "There was nothing left for me to do but announce my withdrawal."

Safadi's withdrawal leaves the powerful, Iran-backed Hezbollah and its allies with even fewer options unless they push for a close Sunni ally, a scenario that would likely reduce the chances of&nbsp;Lebanon&nbsp;winning international support. Hezbollah is classified as a terrorist group by the United States.

Hezbollah and Amal, along with Aoun, a Maronite Christian, have sought for Hariri to return as premier while including both technocrats and politicians in a new cabinet.

But Hariri, aligned with Gulf Arabs and the West, has said he will return as prime minister only if he can form a cabinet composed of specialists who can attract international support.

Global ratings agency S&amp;P flashed the latest warning on&nbsp;Lebanon's debt-saddled economy on Friday, lowering its foreign and local currency sovereign credit ratings deeper into junk territory to 'CCC/C' from 'B-/B'.

S&amp;P cited rising pressure on central bank foreign currency reserves and diminished depositor confidence.

Lebanon's bank staff said they would continue a nationwide strike on Monday that has kept banks shut. The strike is over safety fears as depositors demand access to their money.

Lebanon is a sinking ship, parliament speaker warns

Three major <a href="https://www.wionews.com/world/lebanon-slides-deeper-into-chaos-no-sign-of-new-government-261811">Lebanese parties</a> agreed to nominate Mohammad Safadi, a former finance minister, to become prime minister, three sources familiar with the situation said, suggesting progress towards a new government at a time of acute economic crisis.

Saad al-Hariri quit as prime minister on October&nbsp;29 in the face of an unprecedented wave of protests against ruling politicians who are blamed for rampant state corruption and steering Lebanon into its worst economic crisis since the 1975-90 civil war.

The consensus on Safadi emerged in a meeting late on Thursday between Hariri, a leading Sunni politician aligned with Western and Gulf states, and representatives of the Iran-backed Shi'ite group Hezbollah and its Shi'ite ally Amal.

The news was first reported by Lebanese broadcasters LBCI and MTV.

A source familiar with the meeting said Hariri had expressed no objections to Safadi's nomination, adding that MPs from Hariri's Future Movement would nominate Safadi in a formal process expected to begin soon.

A second source, a senior figure close to Amal and Hezbollah, said agreement in principle on Safadi's nomination had emerged at the meeting.

There was no official confirmation from the parties or Safadi.

Safadi, 75, is a prominent businessman and former member of parliament from the predominantly Sunni city of Tripoli. He previously served as finance minister and minister of economy and trade.

Lebanon's prime minister must be a Sunni Muslim, according to its sectarian power-sharing system.

The next government will face huge challenges.

It must win international financial support seen as critical to alleviating the economic crisis while addressing the challenge posed by a nationwide protest movement that wants to see the old elite gone from power.

Lebanon's long-brewing economic crisis, rooted in years of state waste, corruption and mismanagement, has deepened since the protests began. Banks have imposed controls on transfers abroad and US&nbsp;dollar withdrawals.

Served under Mikati, Siniora

Hariri had said he would only return as prime minister of a Cabinet of specialist ministers that he believed would be best placed to win <a href="https://www.wionews.com/world/united-nations-urges-lebanon-to-form-government-of-competence-banks-close-261669">aid and save Lebanon</a> from the crisis. To that end, he has been holding many closed-door meetings with other parties.

But while Hezbollah and Amal wanted Hariri to return as premier, the Shi'ite groups and President Michel Aoun, a Hezbollah ally, have been insisting that the Cabinet include both technocrats and politicians.

Listed as a terrorist group by the United States, the heavily armed Hezbollah and groups politically aligned with it hold a majority of seats in parliament.

The process requires Aoun, a Maronite Christian, to formally consult MPs on their choice for prime minister. He must designate whoever gets the most votes.

Hariri remains caretaker prime minister for now.

Safadi was finance minister from 2011 to 2014 under Prime Minister Najib Mikati.

In 2008, he became minister of economy and trade in the government of Western-backed Prime Minister Fouad Siniora. He held that post again in a Hariri-led Cabinet formed in 2009.

Safadi was part of the Hariri-led "March 14" alliance that emerged after the 2005 assassination of Rafik al-Hariri, Saad's father. March 14 mobilised against the presence of Syrian forces that withdrew from Lebanon in 2005 and was then locked in years of political conflict with Hezbollah over its weapons.

A 2009 US&nbsp;Embassy cable published by WikiLeaks described Safadi as having made his fortune in Saudi Arabia and being close to the Saudi royal family.

He was first elected as an MP in Tripoli in 2000 but did not stand in the last election.

His wife, Violette Safadi, is the minister of state for economic empowerment of women and youth in the Hariri cabinet.

Lebanon's Safadi emerges as prime minister of choice for three parties

President Michel Aoun said on Tuesday <a href="https://www.wionews.com/world/lebanese-banks-schools-shut-as-protesters-push-on-261582">Lebanon faced a catastrophe</a> if protesters did not go home, igniting a new wave of demonstrations during which a protester was shot and killed after an altercation with Lebanese soldiers near Beirut.

The shooting in Khaldeh south of Beirut was the first of its kind in nearly four weeks of nationwide protests against Lebanon's ruling elite, escalating tensions in a country mired in deep political and economic crisis.

The man who was killed was a member of the political party led by Druze leader Walid Jumblatt, a civil war adversary of Aoun. Jumblatt urged his supporters to remain calm during a visit to the hospital where the man had been taken.

In a statement, the army said a soldier had opened fire to disperse protesters who were blocking a road in Khaldeh, wounding one person. The soldier was detained and the incident was under investigation.

Tensions flared in Beirut late into the night. In the Cola district near Beirut, dozens of men pelted stones at soldiers and a tank.

Already grappling with the worst economic crisis since the 1975-90 civil war, Lebanon has been plunged deeper into turmoil since the <a href="https://www.wionews.com/world/lebanese-protest-again-as-army-works-to-open-blocked-roads-260212">protests erupted </a>on October&nbsp;17.

In a prime time televised interview, Aoun indicated there was no breakthrough in talks over forming a new government to replace Saad al-Hariri's coalition cabinet. Hariri, who quit on October&nbsp;29, was hesitant about being prime minister again, he said.

Aoun also said a purely technocratic government, as demanded by many protesters, would not be able to govern Lebanon and so it should include politicians.

Addressing protesters in his interview, he said, "If you continue in this way, you will strike Lebanon and your interests."

"We are working day and night to get the situation in order. If they keep going, there is a catastrophe. If they stop, there is still room for (us) to fix things," he said.

As Aoun's interview was ending, protesters blocked several main roads across Lebanon, some with burning tyres.

Linda Boulos Mikari, protesting on a road north of Beirut, said Aoun's interview had brought her back onto the street.

"We are tired of the authorities always (acting) as if we are doing nothing. The president goes live and talks to us as if we are children, 'go home'. Respect us a little," she said.

Commercial banks, seeking to avoid capital flight, have been imposing tight restrictions on financial transfers out of Lebanon and US&nbsp;dollar withdrawals.

Banks, which were closed for half of October during the protests, shut their doors again on Tuesday in strike action by bank employees who are concerned about security risks posed by depositors demanding their money and protesters.

The strike will continue on Wednesday.

Aoun called on the Lebanese not to rush to the banks, saying their money was safe.

The <a href="https://www.wionews.com/world/united-nations-urges-lebanon-to-form-government-of-competence-banks-close-261669">United Nations urged Lebanon</a> to form a competent new government better able to seek international aid and warned the country was in a critical financial and economic situation.

Hariri, who is aligned with Western and Gulf Arab states, wants to be prime minister of a technocratic cabinet that he believes would be better placed to secure urgently needed international financial support, political sources have said.

But the heavily armed group Hezbollah and its ally Amal believe Hariri aims mainly to keep Hezbollah out of government, a senior source familiar with the two Shi'ite groups' view said on Sunday.

The Iran-backed Hezbollah is classified as a terrorist group by the United States. On Monday, its leader said talks were continuing over the new government and Hezbollah wanted to leave open the way for an agreement.

Aoun, a political ally of Hezbollah, said he was awaiting answers before calling formal consultations with MPs to designate the next prime minister.

"A technocrat government cannot define the policy of the country ... and I back forming a government that is half political and half technocrat," Aoun said. "I met Hariri and I found him hesitant between yes and no."

Asked if a cabinet headed by a prime minister other than Hariri and which includes Hezbollah would receive foreign support, Aoun said: "This is an issue that can also be solved."

"I will not give you the solution while I am here on television."

Man killed as protests sweep Lebanon after Aoun interview

How Israel's Iron Dome missile defence system blunts rockets from Gaza

Main roads across <a href="https://www.wionews.com/world/united-nations-urges-lebanon-to-form-government-of-competence-banks-close-261669">Lebanon</a> were closed on Wednesday in fresh protests after President Michel Aoun angered demonstrators by urging them to end their revolt against corruption among the country's ruling elite.

His remarks in a television interview late on Tuesday ignited demonstrations overnight in which a protester was shot and killed after an altercation with Lebanese soldiers at a roadblock south of Beirut.

The killing marked a bloody twist to the <a href="https://www.wionews.com/world/hezbollah-says-its-arms-wont-be-twisted-as-lebanon-crisis-deepens-261378">crisis that has gripped Lebanon</a> for nearly a month, escalating tensions in a country ensnared in a deep political and economic crisis.

The man was a follower of Walid Jumblatt, a veteran Druze politician and former civil war militia leader, who has urged his supporters to remain calm.

Schools and banks were closed for a second straight day. They have been shut for much of the four weeks since the start of the protests against political leaders seen as venal and unable to rescue Lebanon from rising poverty and unemployment.

One banker said all transfers were frozen for now.

"The reaction was very spontaneous. People felt we have to ramp up the pressure," said Joelle Petrakian, who was protesting at a blocked highway in central Beirut, describing Aoun's interview as "very dismissive".

"I think they are trying all the ways to let us cool down but on the contrary, we will not stop."

Several dozen protesters watched by troops and police sat blocking the normally busy road. Nearby lay smouldering debris ignited during protests overnight triggered by Aoun's remarks.

"Aoun ignites the intifada (uprising)," ran the front page headline in the daily Ennahar newspaper.

In his interview, Aoun indicated there was no breakthrough in talks over forming a new government to replace Saad al-Hariri's coalition cabinet. Hariri, who quit on Oct. 29, was hesitant about being prime minister again, he said.

Prime Minister Saad al-Hariri called the head of the army and the police and stressed the need to protect citizens and ensure the safety of the protesters. He called Jumblatt and conveyed his condolence, his Twitter feed said.

Dollars 'under the pillow'

Commercial banks, seeking to avoid capital flight, have been imposing tight restrictions on financial transfers out of Lebanon and U.S. dollar withdrawals. The authorities have not however announced official capital controls.

Banks, which were closed for half of October during the protests, shut their doors on Tuesday and again on Wednesday in strike action by bank employees who are concerned about security risks posed by depositors demanding their money and protesters.

Aoun called on the Lebanese not to rush to the banks, saying their money was safe. He also said Lebanese were keeping dollars "under the pillow", referring to money withdrawn from banks and kept at home.

"I think they are trying all the ways to let us cool down but on the contrary, we will not stop." Several dozen protesters watched by troops and police sat blocking the normally busy road. Aoun also said a purely technocratic government, as demanded by many protesters, would not be able to govern Lebanon and so it should include politicians. Addressing protesters in his interview, he said, "If you continue in this way, you will strike Lebanon and your interests ... If they keep going, there is a catastrophe. If they stop, there is still room for (us) to fix things." As Aoun's interview was ending, protesters blocked several main roads across Lebanon, some with burning tyres. Tensions flared in Beirut late into the night. In the Cola district near Beirut, dozens of men pelted stones at soldiers and a tank. Prime Minister Saad al-Hariri called the head of the army and the police and stressed the need to protect citizens and ensure the safety of the protesters. He called Jumblatt and conveyed his condolence, his Twitter feed said. Dollars 'under the pillow' Commercial banks, seeking to avoid capital flight, have been imposing tight restrictions on financial transfers out of Lebanon and U.S. dollar withdrawals. The United Nations urged Lebanon to form a competent new government better able to seek international aid and warned the country was in a critical financial and economic situation.

Lebanon slides deeper into chaos, no sign of new government

The United Nations urged <a href="https://www.wionews.com/world/hezbollah-says-its-arms-wont-be-twisted-as-lebanon-crisis-deepens-261378">Lebanon</a> on Tuesday to form a competent new government that would be better placed to seek international aid, warning the country was in a critical financial and economic situation.

Lebanon's banks and schools were shut in a new wave of disruption as politicians struggled to agree on a new government to steer the country out of its worst economic crisis since the 1975-90 civil war.

<a href="https://www.wionews.com/world/fuel-shortage-price-hikes-squeeze-protest-hit-lebanon-261109">Lebanon has been swept by weeks of protests</a> fuelled by anger at the ruling elite, including several former civil war militia leaders, widely perceived to have overseen rampant state corruption for decades.

The top UN&nbsp;official in Lebanon called for the urgent formation of a cabinet made up of people known "for their competence and integrity" that would be "trusted by the people". Such a government would be in "a better position to appeal for support from Lebanon’s international partners".

"The financial and economic situation is critical, and the government and other authorities cannot wait any longer to start addressing it," the UN&nbsp;Special Coordinator for Lebanon, Jan Kubis, said after meeting President Michel Aoun along with a group of foreign ambassadors.

The head of an importers' syndicate said restrictions on payments abroad were getting worse and further bank closures were not helping.

Aoun said formal consultations with MPs to nominate a new prime minister and form the cabinet would be held soon. Ahead of the formal discussions, politicians have been trying to agree on the composition of the government to replace caretaker Prime Minister Saad al-Hariri's outgoing cabinet.

Bank branches, which were closed for nearly half of October, shut again as staff went on strike over security fears, a union leader said, citing intimidation by customers demanding access to their money and by protesters who have gathered at banks.

The union, representing bank employees, called for the closure to continue on Wednesday.

The economic crisis stems largely from a slowdown of capital inflows which has led to a scarcity of US&nbsp;dollars and generated a black market where the Lebanese pound has weakened below its official pegged rate.

A foreign exchange dealer said a dollar cost 1,820 pounds, about the level on Friday when banks were last open and around 20% weaker than the pegged rate of 1,507.5 pounds. Some retailers used the higher rate for the purchase of goods priced in dollars, although it did not appear on official receipts.

Sluggish economy

Since reopening on November&nbsp;1 after a two-week closure, banks have been seeking to prevent capital flight by imposing restrictions on dollar withdrawals and transfers abroad.

"We aim to meet with the Association of Banks in Lebanon today and decide how we're going to work together to solve this issue so that bank employees are not harassed," President of the Federation of Syndicates of Bank Employees George al-Hajj said.

ATM machines will be stocked so that depositors do not feel "punished" by the strike action, Hajj said.

Lebanon's central bank said on Monday that bank deposits were secure and it had the ability to preserve the stability of the pegged Lebanese pound.

Hani Bohsali, general manager of Bohsali Foods and president of the Syndicate of Importers of Foodstuffs, Consumer Products and Drinks, which represents around 50 importers, said while some shortages were being felt these were not yet "strategic".

"There is a lack of outgoing transfers, so in return there is a lack of inflow of goods, and suppliers are now starting to hold shipments that have not been paid for," he said.

While some payments had been processed since banks reopened, he added: "The trend is negative, it is decreasing".

"People are angry"

At a news conference, central bank governor Riad Salameh said on Monday capital controls were not on the table and there would be no haircut - or value-reduction - on deposits.

Schools were also closed on Tuesday, a decision the education minister announced because of calls for a wider strike and out of respect for "students' right to express their views".

Protesters rallied in several towns and cities, and in Tripoli they blocked the main highway linking the northern city, Lebanon's second biggest, to Beirut with burning tyres.

"People are angry, the authorities colluded against us and are delaying us. They are not sympathising with our feelings, nor our pain, nor with the time we are spending on the streets," said one of the protesters, Rabih al-Zein.

United Nations urges Lebanon to form government of 'competence', banks close

Banks and schools were closed in Lebanon on Tuesday as protesters tried to prevent employees from clocking in at state institutions nearly one month into an anti-graft street movement.

Unprecedented protests erupted across Lebanon on October 17, demanding the ouster of a generation of politicians seen by demonstrators as inefficient and corrupt.

The government stepped down on October 29 but it remains in a caretaker capacity as no overt efforts have been made to form a new one.

Dozens of protesters gathered near the Palace of Justice in central Beirut on Tuesday morning, demanding an independent judiciary as they tried to prevent judges and lawyers from going to work, an AFP correspondent said.

In the town of Aley east of Beirut, in the southern city of Tyre, and the eastern town of Baalbek, demonstrators held sit-ins outside or inside the offices of the state telecommunications provider, local media reported.

Many schools and universities were closed, as were banks after their employees called for a general strike over alleged mistreatment by customers last week.

Banks have restricted access to dollars since the start of the protests, sparking fears of the devaluation of the local currency and discontent among account holders.

The central bank on Monday, however, insisted the Lebanese pound would remain pegged to the dollar and said it had asked banks to lift restrictions on withdrawals.

Students, who have emerged as key players in the uprising, were expected to hold further demonstrations later in the day ahead of a presidential address in the evening.

The leaderless protest movement first erupted after a proposed tax on calls via free phone applications, but it has since morphed into an unprecedented cross-sectarian outcry against everything from perceived state corruption to rampant electricity cuts.

People in the street say they are fed up with the same political families dominating government institutions since the end of the 1975-1990 civil war.

Protesters are demanding a fresh cabinet include independent experts not affiliated to traditional political parties, but no date has yet been set for required parliamentary consultations.

Government formation typically takes months in Lebanon, with protracted debate on how to best maintain a fragile balance between religious communities.

The World Bank says around a third of Lebanese live in poverty and has warned the country's struggling economy could further deteriorate if a new cabinet is not formed rapidly.

Lebanese banks, schools shut as protesters push on

Political talks to agree an urgently needed <a href="https://www.wionews.com/world/fuel-shortage-price-hikes-squeeze-protest-hit-lebanon-261109">Lebanese government</a> are still deadlocked, three senior sources said on Sunday, as the powerful Shi'ite group Hezbollah indicated it would not be forced into concessions.

The latest failure to break Lebanon's political impasse will worsen pressures on an economy gripped by its deepest crisis since the 1975-90 civil war, amid protests against a political establishment widely regarded as corrupt and inept.

Since reopening a week ago, commercial banks have been seeking to stave off capital flight by blocking most transfers abroad and imposing curbs on hard-currency withdrawals, though the central bank has announced no formal capital controls.

A big part of Lebanon's economic crisis stems from a slowdown of capital inflows which has led to a scarcity of US&nbsp;dollars and spawned a black market where the Lebanese pound has weakened below its official pegged rate.

A meeting on Saturday evening between caretaker Prime Minister Saad al-Hariri and senior officials from Hezbollah and its Shi'ite ally Amal failed to yield any breakthrough towards forming the new cabinet, the sources said.

"The crisis is deepening," one source familiar with Hariri's position said. A senior source familiar with the view of Hezbollah and Amal said: "Nothing has changed. So far the road is completely blocked." A third senior source said the situation was still deadlocked.

Hariri quit on October&nbsp;29 in the face of unprecedented protests fuelled by poverty, joblessness and lack of basic services like electricity.

Hariri wants to lead a technocratic government devoid of other politicians, while Amal, Hezbollah and its Christian ally the Free Patriotic Movement want a government mixing technocrats and politicians.

"Nothing has changed"

The source familiar with Hariri's views has said he believes a cabinet composed of both technocrats and politicians would not be able to secure Western assistance and would also anger protesters who want to see a change of leadership.

Hariri reiterated his position in the meeting with caretaker Finance Minister Ali Hassan Khalil of Amal and top Hezbollah official Hussein Khalil, the senior source familiar with Hezbollah and Amal's view said.

Both Hezbollah and Amal communicated their view, that Hariri should return as premier of a new 'technopolitical' cabinet, at the meeting. Hariri said he would only agree to head a technocratic cabinet.

"Practically, what he wants is a government devoid of Hezbollah," the senior source said. "After 10 days have passed, matters must be decided."

The source familiar with Hariri's position said he believed Hezbollah, Amal and the FPM were seeking the inclusion in the cabinet of politicians rejected by the protesters.

These include FPM leader Gebran Bassil, foreign minister in the outgoing cabinet and a son-in-law of President Michel Aoun.

"If these faces return to government we will have pushed the street to return to protest in a greater way," the source familiar with Hariri's position said.

One dollar was buying 1,800 pounds or more on Friday compared to 1,740 on Thursday, two market sources said. The pegged rate is 1,507.5 pounds.

In a statement apparently referring to the deadlock and to <a href="https://www.wionews.com/world/petrol-pumps-shut-down-in-protest-hit-lebanon-over-dollar-shortage-261057">Hezbollah's loss of fighters</a> in various conflicts, Hezbollah lawmaker Mohammad Raad said: "Our arms will not be twisted nor can we be neutralised from achieving the goals of the martyrs."

Lebanon's highest Christian authority urged the president to hasten the appointment of a prime minister and the formation of a government that meets protesters' demands.

Hezbollah says its 'arms won't be twisted' as Lebanon crisis deepens

A rationing of dollars by banks in protest-hit Lebanon sparked growing alarm on Saturday as some petrol pumps ran dry and grocery stores hiked prices.

The president and banking officials responded by pledging to take steps to improve the situation and help businesses to stay open.

For two decades, the Lebanese pound has been pegged to the greenback and the currencies are used interchangeably in daily life.

But banks have been reducing access to dollars since the end of the summer, following fears of declining central bank reserves.

Access was further limited this week after banks reopened for the first time since an unprecedented popular uprising began on October 17.

On Saturday, several petrol stations ran out of fuel because of a shortage of dollars needed to pay for imports, a syndicate head said.

"The petrol stations that opened today are the ones that still have reserves. They will close down as soon as supply runs out," said Sami Brax, the head of the Syndicate of Gas Station Owners.

He said if officials do not facilitate access to dollars by Tuesday, "we will be forced to stop imports and close down all petrol stations".

His warning came a day after hospitals threatened to stop receiving patients because of a lack of dollars to pay for medical imports.&nbsp;

Current medical stocks in the country "will not last more than a month", hospital syndicate head Suleiman Haroun said.

Price hikes

Grievances driving Lebanon's protests range from power cuts and poor social security to alleged state corruption.

The government yielded to popular pressure and stepped down last month, with the World Bank urging the quick formation of a new cabinet to prevent the economy from deteriorating further.

But the economic crisis continued to deepen this week as banks further limited dollar supplies upon reopening.

Banks halted all ATM withdrawals in dollars, introduced an additional charge on dollar withdrawals made at branches, and severely restricted conversions from Lebanese pounds.

This has forced people to change money on the black market where they are charged higher exchange rates, in what amounts to a de-facto devaluation of the pound.

The official exchange rate remains fixed at 1,507 Lebanese pounds to the dollar, but the rate on the parallel market has passed 1,800.

According to Zouhair Berro, the head of the Lebanese Consumers Association, the dollar shortage is leading to price hikes, particularly for meat, vegetables and dairy.&nbsp;

Suppliers are demanding payment in dollars, he said.

Economist Nassib Ghobril said banks are "under pressure" due to large demand for dollars from Lebanese inside the country and abroad.

'Guarantee a future'

President Michel Aoun discussed the economic situation on Saturday with the ministers of finance and economy, the central bank governor and the head of the Association of Banks.

A statement released after the meeting said deposits in banks were safe and urged people not to panic.

It said the central bank governor and the head of the Association of Banks were asked to help meet the needs of depositors so that businesses remain operational.

The meeting came as hundreds took part in student-led demonstrations across the country to press the government to meet their demands.

The rallies gained fresh momentum in recent days after pupils and university students boycotted lessons to spearhead protests.

"We want to guarantee a future for ourselves," said Mohammad, an 18-year-old high-school student.

"I shouldn't be forced to leave the country after I graduate to find a job," he said, speaking at a protest in a central Beirut square.

"The current political class is not capable of providing this."

Even before protests erupted last month, growth in Lebanon had stalled following repeated political deadlocks in recent years, compounded by the war in Syria.

Public debt stood at more than $86 billion, over 150 per cent of gross domestic product, according to the finance ministry.

Moody's rating agency this week downgraded Lebanon's sovereign debt, saying the anti-government protests had hit investor confidence and threatened economic stability.

The World Bank had forecast a contraction of 0.2 per cent before the turmoil, but has said that it now expects Lebanon's recession "to be even more significant".

Without quick steps to address the crisis, about half of Lebanon's population could fall into poverty and unemployment could "rise sharply", the lender said.

Fuel shortage, price hikes squeeze protest-hit Lebanon

Several petrol stations in protest-hit Lebanon stopped services Saturday, as reserves ran dry due to a shortage of US dollars to pay suppliers, a syndicate head said.

The shuttering of petrol stations came as demonstrators again took to the street across the country, keeping up their three-week-long movement against a political class regarded as inefficient and corrupt.&nbsp;

"The petrol stations that opened today are the ones that still have reserves. They will close down as soon as supply runs out," said Sami Brax, the head of the Syndicate of Gas Station Owners.

He said if officials do not facilitate access to dollars by Tuesday, "we will be forced to stop imports and close down all petrol stations."

Petrol stations receive payment from customers in Lebanese pounds but have to pay importers and suppliers in dollars.&nbsp;

For two decades, the Lebanese pound has been pegged to the US dollar, with both currencies used interchangeably in daily life.

But banks have been reducing access to dollars since the end of the summer, following fears of a shortage in central bank dollar reserves.

In recent days, banks halted all ATM withdrawals in dollars and severely restricted conversions from Lebanese pounds.

Many Lebanese have had to instead buy dollars from money changers at a higher exchange rate, in what amounts to a de-facto devaluation of the local currency that has sparked price hikes.

The official exchange rate has remained fixed at 1,507 Lebanese pounds to the dollar, but the rate in the parallel market has surpassed 1,800.

Lebanon has since October 17 witnessed an unprecedented popular uprising against everything from power cuts and poor social security to alleged state corruption.

The government yielded to popular pressure and stepped down last month, with the World Bank urging for the quick formation of a new cabinet to prevent the economy from further deteriorating.

Several petrol stations in protest-hit Lebanon stopped services Saturday, as reserves ran dry due to a shortage of US dollars to pay suppliers, a syndicate head said. The shuttering of petrol stations came as demonstrators again took to the street across the country, keeping up their three-week-long movement against a political class regarded as inefficient and corrupt. "The petrol stations that opened today are the ones that still have reserves. They will close down as soon as supply runs out," said Sami Brax, the head of the Syndicate of Gas Station Owners. He said if officials do not facilitate access to dollars by Tuesday, "we will be forced to stop imports and close down all petrol stations." Petrol stations receive payment from customers in Lebanese pounds but have to pay importers and suppliers in dollars. "The banks are under pressure from people, both inside Lebanon and abroad," said economist Naseeb Ghabreel, after many rushed to withdraw their dollar savings or convert Lebanese pound accounts. Since September, petrol station owners have accused banks of failing to provide them with the dollars they need and threatened strikes. Petrol pumps shut down in protest-hit Lebanon over dollar shortage

2019 saw the biggest protests ever in history.

2019: A year of global uprising

The World Bank urged protest-hit Lebanon on Wednesday to form a new government quickly, warning that an economic downturn would deepen poverty and worsen unemployment.

Students boycotted classes during the day and anti-government demonstrations continued into the evening.

Since October 17, an unprecedented protest movement has targeted a political class deemed incompetent and corrupt. Demonstrations have continued despite the government's resignation last week.

The outgoing cabinet is serving in a caretaker capacity as leaders haggle over the make-up of the next government -- a delay donors say the debt-saddled country can ill afford.

The World Bank warned Wednesday that a "rapid government formation that meets the expectations of all Lebanese people is the most urgent step".

Representatives from the Washington-based global lender met earlier with embattled President Michel Aoun, who has pledged various reforms to combat corruption following the protests.

The World Bank had forecast a contraction of 0.2 percent before the turmoil, but said Wednesday that it now expected Lebanon's recession "to be even more significant".

Without quick steps to address the crisis, about half of Lebanon's population could fall into poverty and unemployment could "rise sharply", the lender said in a statement.

"With every passing day, the situation is becoming more acute," World Bank regional director Saroj Kumar Jha warned.

Corruption

Even before protests erupted last month, growth in Lebanon had stalled following repeated political deadlocks in recent years, compounded by the war in Syria.

Public debt stood at more than $86 billion, or higher than 150 percent of Gross Domestic Product, according to the finance ministry.

Moody's ratings agency on Tuesday downgraded Lebanon's sovereign debt, saying the anti-government protests had hit investor confidence and threatened macroeconomic stability.

Petrol stations owners said they would meet Thursday over persistent difficulties in paying for hydrocarbon imports due to dollar shortages.

A long list of grievances have spurred exasperated Lebanese to protest, but poor living conditions and corruption are near the top.

On Wednesday, the financial prosecutor asked former premier Fouad Siniora to appear next week over $11 billion allegedly spent between 2006 and 2008 when he was in office, the state-run National News Agency reported.

Siniora denied the accusations.

Last month, another prosecutor pressed charges against former prime minister Najib Mikati over allegations he wrongly received millions of dollars in subsidised housing loans, charges he denies.

Lebanon is ranked 138th out of 175 countries in Transparency International's 2018 corruption perceptions index, with key sectarian leaders accused of running demi-fiefdoms.

After meeting the World Bank on Wednesday, Aoun said no suspect would be exempt from investigations into corruption involving current and former officials.

He said 17 such cases have already been referred for investigation.

"The next government will include competent ministers, who are not suspected of corruption," Aoun said on Twitter, seemingly endorsing the demands of protesters.&nbsp;

'Women's rights not a footnote'

Banks opened again on Wednesday and classes resumed at many schools after a two-week gap, as demonstrators protested in various ways.

On Wednesday evening, thousands of women gathered in a central Beirut square near the seat of government, carrying candles as some banged on saucepans, an AFP correspondent said.

"O patriarchal powers, women's rights are not a footnote," they chanted.

On the Beirut waterfront, security forces and activists clashed after protesters tried to enter a private seaside resort, denouncing what they say is illegal privatisation of public property.

Earlier near the Palace of Justice, hundreds demanded an independent judiciary free from political interference, another AFP correspondent reported.&nbsp;

"We don't want judges who receive orders," read one protester's placard.

Across the country, hundreds of students skipped school, refusing to return to class until protest demands are met.

On pupil in Beirut asked Lebanese TV: "What will I do with a school-leaver's certificate if I don't have a country?"&nbsp;

Economist Nassib Ghobril said protesters' demands were aligned with those of international donors, especially in terms of the "fight against corruption" and achieving "good governance and financial rehabilitation".

"Today, there is an opportunity to see real change," he said.&nbsp;

World Bank urges Lebanon to form government, warns of recession

Lebanese demonstrators hit the streets again on Tuesday evening to demand a new government, facing off in some areas with security forces attempting to re-open blockaded roads.

An unprecedented <a href="https://www.wionews.com/world/roads-blocked-as-lebanon-protesters-battle-on-259828">protest movement</a> has gripped&nbsp;Lebanon&nbsp;since October 17, demanding an overhaul of a political class that has remained largely unchanged since the end of the country's 1975-1990 civil war.

Rallies took place across the country, from Tripoli in the north to Sidon in the south, with demonstrators carrying Lebanese flags and chanting "Revolution! Revolution!"

Protesters gathered on Tuesday night in a square in Tripoli, hours after the army prevented them from closing public institutions and banks, as they had on the previous day.

An AFP correspondent in Tripoli said young demonstrators paraded through the city banging pots and pans to express their solidarity with Sidon, where the army had broken up a protest camp in the morning.

"I'm banging pots to protest against the political class that doesn't think about our future. It's time for them to wake up and listen to us," said Abdul Ghani, 19, a protester in Tripoli.

"We won't leave the streets until they've all fallen."

Throughout the day, the army and security forces worked to open roads closed by small groups of demonstrators to exert pressure on the authorities.&nbsp;

'Come on Beirut, revolt' - Lebanon's protesters return to streets

Demonstrators in Lebanon tried to block key roads Monday after a weekend of mass rallies confirmed that political promises had failed to extinguish the unprecedented protest movement.

In a now almost daily game of cat-and-mouse with riot police, increasingly organised protesters erected temporary roadblocks using dumpsters and parked vehicles.

In the capital Beirut, they sat cross-legged on a key flyover and gathered near the Central Bank, which protesters blame for fuelling Lebanon's economic crisis.

Schools had been due to reopen on Monday after weeks of sporadic closures, but some remained shuttered as much of the country remained on partial lockdown for a third Monday.&nbsp;

Unprecedented cross-sectarian demonstrations have gripped Lebanon since October 17, demanding a complete overhaul of a political system deemed inefficient and corrupt.

The nationwide street movement has brought down the government, in what is regarded as its first major win.

Protesters have however vowed to keep up the street movement until all their demands are met, including the formation of a technocratic government.

Yusef Fadel, a demonstrator, ruled out the possibility that the next government could also include party loyalists.&nbsp;

"I reiterate, we are demanding a technocratic government and not a techno-partisan one," said the 25-year-old who holds a masters degree in finance but remains unemployed.

"We need new blood."

Lebanon's president has said the country's next cabinet should include ministers picked on skills, not political affiliation, seemingly endorsing protester demands.&nbsp;

On Sunday, tens of thousands took to the streets, calling for an end to President Michel Aoun's tenure, as well as the removal of a political system dominated by the same figures and families since the end of the civil war.

The mobilisation followed a large rally organised by Aoun supporters in front of the presidential palace.

Roads blocked as Lebanon protesters battle on

Thousands of backers of <a href="https://www.wionews.com/world/us-withholding-105-million-in-security-aid-for-lebanon-sources-259197">Lebanon's embattled president</a> rallied Sunday in a show of support, after more than two weeks of massive nationwide anti-graft protests that brought down the government.

They paid tribute to President Michel Aoun outside the capital, ahead of another demonstration planned in Beirut to demand a complete overhaul of a political system deemed inefficient and corrupt.

In the town of Baabda, supporters of the retired general turned head of state filled up a two-kilometre-long&nbsp;road leading to the presidential&nbsp;palace, an AFP correspondent said.

Fans of the president waved large Lebanese flags and orange-coloured banners of the political party he founded, the Free Patriotic Movement, he said.

"We are here, General. We won't abandon you as long as we live," one poster read, responding to a cross-sectarian movement calling for an end to his term.

Some Aoun supporters wore orange T-shirts while others held up portraits of the 84-year-old president.

"General Aoun is a reformist and sincere man,&nbsp;not corrupt nor a thief," said one supporter who gave her name as Diana.

"There has been corruption in the state for 30 years. The president isn't responsible. He's trying to fight against graft," she said.

In Baabda, Aoun supporters said they backed the general demands of protesters nationwide but insisted the president was the only man able to bring about reforms.

"There were slogans against the president. That's not fair," said Hanna Nader, an unemployed man in his forties.

More than 25 percent of the <a href="https://www.wionews.com/world/lebanon-president-calls-for-merit-based-government-in-nod-to-protesters-259178">Lebanese live in poverty</a>, the World Bank says.
