These areas are Galwan Area, Patrolling Point 15 and hot springs area. As reciprocity, Indian troops also went back. But the issue of de-escalation at Pangong Tso remained China has already reacted to the latest development saying both sides have reached a "positive consensus" over border row. And the question becomes all the more significant. Does the PLA live up to the eulogizing reports by the Chinese state media? Is their ground enough for the hyperbole and hubris around its capabilities? It is the largest military force in the world. It has the second-largest defence budget in the world and it's under the absolute control of the Chinese communist party. The People's Liberation Army has grown more assertive during this pandemic. It is militarizing disputed islands in the South China sea, it is intensifying pressure on Taiwan and is attempting to grab territories at the India-China border. But lost in the hyperbole of its might and technological prowess is a sense of perspective. The PLA continues to be plagued by enduring weaknesses. The conscription challenge Technically the military service is mandatory for all Chinese citizens. The practice of conscription is held high even in the Chinese constitution. But the conscription cycle comes with its own set of challenges. The PLA is said to rely on approximately 800,000 conscripts that have to serve for a period of two years. Each conscript is trained for 90 days along with 15 days of political indoctrination. Due to this policy, the forces lose 20 to 35 per cent of their combat power for a period of three to four months annually. It recruits heavily but fails to retain professionals. Professionalism of recruits The second big challenge is recruiting and retaining qualified personnel. China's army recruits a higher number of poor youth from rural backgrounds. They join for the perks. The educated city dwellers tend to leave. Experts blame the one-child policy for this. A policy which is said to produce pampered children who cannot withstand military discipline. When in the army, they're dissatisfied the post-service perks are few. This weakens the force by depriving it of high-quality professionals. Civilian oversight The PLA is characterized by extremely weak civilian control. There's an almost total absence of civilian oversight. The only civilian in the military's chain of command is said to be the chairman of China's Central Military Commission President Xi Jinping himself. This leads to rampant corruption and allows the PLA to demand and spend its budget without accountability. There is no discussion or debate over the levels of allocations funding or PLA strategies in the National People's Congress. Operational initiative The CCP doesn't allow decision making at lower levels. It's the same with the PLA. This prevents the front-line commanders from taking initiative. It hinders soldiers from responding quickly to developments. The result is confusion and frustration at lower levels as troops await decisions from above. Insufficient training The videos don't tell the real story, they gloss over the fact that China's soldiers undergo insufficient training in conditions that are not challenging enough. Military exercises are not seen as a chance to identify problems. The aim is to always succeed. This reduces military training into opportunities to impress superiors. A few headlines give a preview to what it is. The military's orienteering team was disqualified for cheating at the military world games held in China last year and in 2015, Chinese troops as part of a UN peacekeeping force in Sudan are said to have fled the battlefield rather than engage in combat. This is the People's Liberation Army, burdened with organizational problems and riddled with inefficiencies. Neither perfect nor invincible.

The American read out of the talks said, "Secretary Esper and Minister Singh discussed a range of regional security issues and the secretary expressed his firm commitment to India’s leadership across the Indo-Pacific".

The Pentagon read out added,"Secretary&nbsp;Esper reiterated his support for a strong and enduring US-India defense partnership and the two leaders discussed ways to advance several important bilateral initiatives."

Defence ministry readout of the meet said COVID-19 crisis was also discussed with both side briefing "each other on the respective experience of fighting the COVID-19 pandemic and vowed to continue the excellent bilateral cooperation in this regard."

Cyclone Amphan which struck West Bengal earlier this month was also mentioned with defence minister briefing about India’s relief efforts to his counterpart.

Union defence minister Rajnath Singh today held a meeting with the chiefs of India's Army, Navy, and Air Force along with CDS chief Bipin Rawat to review the situation in Ladakh. The Prime Minister's Office also held a meeting to discuss the India-China standoff.

China, meanwhile, is in no mood for dialogue. In fact, Beijing is blaming India and China's state-run newspaper the Global Times is at it again. It has been publishing aggressive and anti-India commentary. It claims that India has "illegally constructed defence facilities across the border into Chinese territory".&nbsp;

Needless to say, the Global Times is echoing Beijing's line since it is the state mouthpiece.&nbsp;

India and China haven’t fired a bullet at each other in decades but, the situation at the border is precarious. It is being called an escalation of a scale not seen since the 1962 war and that too in the middle of a pandemic.&nbsp;

The Line of Actual Control(LAC) runs at 15,000 feet above sea level and it is an undefined border. On one end is Kashmir and on the other is Myanmar. The India-China border is close to 3,500 km long. In the past couple of weeks, two places have emerged as border hotspots- Sikkim and the other close to Ladakh.&nbsp;

Right now the focus is the Galwan valley. Chinese troops are said to have moved in the Galwan valley.

India has been ramping up its border infrastructure. Last year, India’s border roads organization built a road called the Darbuk–Shyok-DBO road which is in Indian territory. It is at least 10 kilometers inside the LAC which is also technically Indian territory but China doesn't agree.

The road runs perpendicular to the Galwan river. In order to connect this road to the LAC, India was building feeder roads which worked up China. All of this construction is well within Indian territory.&nbsp;

India is stepping up infrastructure, on its own side of the border, and on its own land. The idea is to help Indian forces reach remote locations quickly. It saves them time and effort and allows them to keep Chinese military aggression under check and that is why China is protesting because its border transgressions are being challenged.

Meanwhile, China has been building its way to glory along the border but has been protesting when India does the same on its side although India needs these border checks because China’s expansionism knows no bounds.&nbsp;

The Galwan valley was a flashpoint in the 1962 war. According to a report, China has changed its claims over the valley thrice. It started with a small territory. Now, Beijing says that the entire Galwan valley belongs to China which the &nbsp;Global Times editorial also repeats.&nbsp;

China has reportedly positioned 5,000 PLA troops along the LAC. Many of them are said to be in Indian territory. In the Galwan valley, the PLA is said to have erected around 100 tents in the last two weeks. In fact, an open source intelligence expert has captured some satellite images of the Ngari Gunsa airport, 200 kilometers away from the Pangong lake in Ladakh - the site of the skirmish between the Indian and Chinese forces earlier this month.

There are Chinese fighter jets now positioned on what looks like a runway. India is stepping up its own presence at the border. On Wednesday, Indian Army chief MM Naravane will meet his top commanders as part of the two-day Army commanders conference in which the situation at the border is expected to come up.&nbsp;

So this is where things stand right now, a large number of Chinese troops positioned at the border at multiple locations with assertive and aggressive commentary from China. Beijing seems to be fine with this unprecedented level of tension at the border and it is making territorial claims at a time when the world is trying to control the virus, that came from China.

The Indian Army field Commanders have been holding talks with their Chinese counterparts on the situation and finding a way out of it, the sources said. 
 
The stand offs have taken place mainly due to the Chinese objection to Indian road construction activities in the Galwan Nala area and the DBO sector. 
 
Sources said that it was after the Chinese infrastructure development that the Indian side also built proper network of roads on its side of the LAC using the Border Roads Organisation. 
 
Even though the Chinese choppers have been flying close to the Indian patrolling line in the Galwan Nala area, they raise objections over Indian flying activities in the area. 
 
The situation is being monitored closely by the top brass in the national security domain and efforts are being made to deescalate the situation.

Army chief visits Ladakh to review LAC situation amid rising tensions

There is no commonly delineated Line of Actual Control (LAC) and there are areas along LAC where India and China have differing perception of LAC, while 1,025 incidents of transgression were reported during the past three years, the Lok Sabha was informed on Wednesday.

In a written reply, the Ministry of Defence said,&nbsp;"There is no commonly delineated Line of Actual Control (LAC) and there are areas along LAC where both sides have differing perception of LAC."

Sharing details about the transgression, the ministry said that in 2016, there were 273 incidents of transgression, 426 in 2017, 326 in 2018 and for the current year, the information is being collected, "Due to both (India and China) sides undertaking patrolling up to their respective perception of the LAC, transgressions do occur," said the ministry.

In reply to the question, if the matter of such incursions and transgressions has been discussed with the Chinese President during his visit to India in the recent past, the ministry said, "During the recent visit of Chinese President (Xi Jinping) to India, views were exchanged on outstanding issues including on the boundary question."

Earlier in the day, the Chinese foreign minister publically raised the issue at press statements at the media forum, Wang Yi said, "there are some differences between our two countries, we don't shy away from those differences. We exchanged view on those matters in a candid manner. Regarding recent tensions between India and Pakistan, we made clear China's concerns and issues regarding China's sovereignty, we stated China's principled position."

Jaishankar during the same press statement had called for "mutual sensitivity to each other's core concerns" and "properly managing differences is therefore vital. As our leaders agreed in Astana, differences should not become disputes. That is how India-China relations can remain a factor of stability in an uncertain world."

On India Pakistan tensions in the backdrop of New Delhi's decision, Jaishankar explained to the Chinese side that despite Pakistan's provocative rhetoric and actions, India "has always stood for normalisation of the ties in an atmosphere free of terror."

He also emphasised that administrative changes announced on Jammu and Kashmir won't have a &nbsp;"bearing on Pakistan as it was an internal matter" and "It did not impact the LoC", suggesting China to "base its assessment on realities".

Indian troops capable enough to restrict China's entry: Arunachal Pradesh Governor

India's "provocations" on the border with China will "destroy" the foundation of mutual trust and undermine bilateral ties, a Chinese analyst has said.

The statement comes after top Indian Army officials told PTI that the Indian troops have been deployed along the disputed Sino-India border in the Himalayan range to increase their patrolling at a tri-junction of India, China and Myanmar to prevent a repeat of a Doklam-like standoff.

Reacting to India's increased deployment of troops along the border, Zhao Gancheng, director of the Center for Asia-Pacific Studies at the Shanghai Institute for International Studies, claimed that India's "provocations" on the border will "destroy" the foundation of mutual trust and undermine bilateral ties.

"India keeps enhancing its military deployment along the border because it has never believed the border region will become peaceful," Zhao was quoted as saying by the Global Times yesterday.

"India thinks that border conflicts with China will eventually happen," Zhao said.

"India's provocations will destroy mutual trust and aggravate the delicate regional situation," Zhao added. The mutual military distrust will ultimately undermine Sino-Indian relations in all sectors including diplomacy, economy and cultural exchanges, he said.

The Indian officials said the tri-junction, located around 50km from Walong, the easternmost town of India near the Tibet region, is extremely important for India to help it maintain its dominance in the nearby mountain passes and other areas.A senior Indian Army official said Chinese troops did not enter the tri-junction too frequently but had developed a road infrastructure near the area which could be advantageous for the mobilisation of army personnel.

Troops of India and China were previously locked in a 73-day-long standoff in Doklam from June 16 last year after the Indian side stopped the building of a road in the disputed area by the Chinese Army. Defence Minister Nirmala Sitharaman had said earlier this month that China was involved in the construction of helipads, sentry posts and trenches for its army personnel in Doklam.

Not very often journalists get the chance to go to no-go areas in the North-East. After a decade of exposure to Siachin glacier and Line of Control (LoC), the attention of the government has shifted to a region which has been draped in mystique, myth, war, defeat and heroism.

To be able to visit the remotest part of Arunachal Pradesh as part of a group and understand the life around Line of Actual Control (LAC) - which divides India and China - is a privilege. The decision by the government to give access to areas which saw brutal war of 1962 and understand the functioning of the Army in changed geo-political climate in Asia reflects a change in its mindset and evolution of different priorities of both the Army and civilian leadership. 
&nbsp 
The Siachin and LoC exposure made people understand the violence in the border areas - general rhetoric usually suits political parties but not the soldiers on the border. They die. They take the bullet. Their bodies are consumed on TV screens but the men in coffin do not go back to their families.

They become fodder on TV nationalism. 
&nbsp 
The North-East is different. It is accepted cutting across the Army and political leadership. When you talk about the North-East, it is not Pakistan but China which is the issue.

The situation gets complicated politically as a hyper-nationalist mindset wants the Indian Army to teach the PLA one lesson every week.

It does not suit anyone.

Doklam was one example. The Army and the government showed more restraint than the media and civil society. Maybe this needs to change. Someone wants that the civil society should understand the difficulty and complexity of the North-East.

Perhaps for the first time, the difficulty of the terrain and inhumanness of geography in the North-East would stand exposed to an audience sitting in the drawing room.

It is not that the Indian Army is afraid of action, it is just that it wants to impart a sense of realism in civil society.

China can build roads right up to the border but the Indian Army cannot because of the terrain. After years of defensive posturing whereby lack of roads and bridges stood as a defensive strategy, the state is executing a 1,703 km long Trans-Arunachal Pradesh Highway and another stretch of 780 km of roads to inter-connect valleys which in the past was never done.&nbsp 
&nbsp 
Even the bridge-building had been slow in the North-East. Many would argue that the lack of infrastructure perhaps reflected a thinking that it would slow down a raging Chinese Army. Today, the opposite is happening. Slightly more confident India is building infrastructure, the latest example is the Bhupen Hazarika bridge (spanning the Lohit river and connecting Arunachal Pradesh with Assam) which is 9.15 km long. 
&nbsp 
But it does not match the Chinese size and scale. The Chinese have been able to build buildings and concrete huts with air conditioners near the border. The assessment is that they are trying to bring smaller settlements huddled together. It also reflects their confidence. Indian patrolling around disputed areas known as Fish Tail 1 and Fish Tail 2 is far more aggressive and frequent. The Chinese don’t go there much.

India has its problem. The Army has inherited a burden of bad connectivity and slow decision making. Whether it is of their making or top-down political percolation, the blame is difficult to pin down.

There are areas - not on our map - which India claims as its own. Long patrolling is conducted in those areas. Indian troops travel 28 days and cover 90 km area on long treks on smaller treks, they take 20 days. The trek is needed as there are no roads and the border needs to be checked diligently.

It shows how contentious the border issue really is!&nbsp

The LAC is divided into sensitive and disputed areas. Disputed areas are those where both parties acknowledge a dispute. "Sensitive areas" are those where despite different perspective, the "dispute" is not acknowledged and the "claim" is laid. The latter is more sensitive than the former as it doesn’t have any rules of engagement.

Lastly, LAC is not LoC. It never will be and perhaps this is the message which the Army wants to send across. It wants to break the stereotype. Unlike other places, Hindi binds all the tribes in Arunachal Pradesh. They are better Hindi speakers than many mainland states.

Siachin killed more people with its cold fury than bullets. The message went across as journalists visited the barren cold beast.

The fervour of Siachin war was subdued with reality. The Eastern theatre also needs this dose of reality. The civil society should realise that this theatre will never witness localized violence or skirmish. It will not create a crass Hollywood style consumable violence for the TV audience.

Any exchange in LAC has potential to derail India’s growth story. China waited long to assert itself. Indians can also be a bit patient allowing elbow room to the Indian Army which is already facing two nuclear-armed foes who are each other’s best friends.

Opinion: Arunachal & North-East - Old frontier but a new challenge for the Indian Army

After reports of China upgrading its <a href="http://www.wionews.com/india-news/china-upgrading-air-defence-in-tibet-to-counter-india-threat-says-state-media-33664">air defence along the Line of Actual </a>Control (LAC), a report said it has equipped one its Army branch stationed at the border with US-style integrated individual soldier combat system to prepare for &quot;informatised warfare&quot;.

Military experts say the QTS-11 system is similar to the US army as it contains soldier combat system, including detection and communications, Song Zhongping, a Chinese military expert told state-run Global Times newspaper. &nbsp;

&quot;The individual soldier combat system is only part of the digitalised army, something countries are attempting to do. Developing the integrated individual soldier combat system adapts to informatized warfare in the future,&quot; Song said.

China&#39;s sky wolf commandos have reportedly been equipped with QTS-11 system in their training.

The commandos belong to the western theatre command which belong to 3,488 km-long Line of Actual Control (LAC) with India.

China equipping soldiers with US-style digital combat gear along India border: Report

Days after the Indian and Chinese troops were locked in a stand-off in Ladakh over the construction of an irrigation canal being built by India, the national security advisors of both nations met in the southern city of Hyderabad today. Ajit Doval held talks with his Chinese counterpart Yang Jiechi on measures to improve bilateral ties that have been strained over a host of issues, including Beijing's repeated blackade of India's NSG bid and the UN ban on Jaish-e-Mohammed chief Masood Azhar.
