The Uttarakhand government has ordered the Haridwar district administration to register an FIR in a Covid testing scam during the Mahakumbh, an official said on Wednesday.

State government spokesperson Subodh Uniyal told ANI that an order has been issued to file a case against labs from Delhi and Haryana, which conducted testing at five places in Haridwar during the Kumbh Mela.

This action comes days after reports of fake COVID-19 testing during Mahakumbh surfaced. It was reported that at least 1 lakh COVID-19 reports of tests conducted during Kumbh Mela have been found to be fake.

The Maha Kumbh Mela was held from April 1 to 30 this year and was spread over Haridwar district and Rishikesh region, which includes Rishikesh in Dehradun district, Muni ki Reti in Tehri and Swargashram in Pauri.

Earlier on Wednesday, Annop Nautiyal, the Social Development for Community Foundation said: "The COVID-19 test data of Kumbh Mela area and its results were not shared in the public domain, cases, investigations, deaths, recoveries and other information of 13 districts of Uttarakhand were being shared in the state health bulletin In this way, the complete picture of the Kumbh Mela area was never available.

Additionally, he said that due to these alleged irregularities in Haridwar, the COVID-19 data of the entire state has come under suspicion.

"A judicial inquiry should be conducted not only by getting the matter investigated by the agencies of the state government. If any lab or officer is found guilty in this case, then penal action should be taken against them as per law," Nautiyal said.

If a person returning from Haridwar Kumbh fails to upload his particulars on the Delhi government portal, he will be sent to institutional quarantine centre for 14 days by district magistrates concerned, the order said.&nbsp;

Violators of the DDMA order will be liable to be proceeded against under the Disaster Management Act 2005 and other legal provisions, it added. &nbsp;

A total of 1,701 people had tested positive for Covid-19 in the Haridwar Kumbh Mela area from April 10 to 14 confirming fears that one of the world's largest religious gatherings may contribute further to the rapid rise in coronavirus cases.&nbsp;

Mandatory 14-day quarantine for Delhi residents returning from Kumbh Mela

Nepal King reaches Haridwar to participate in Kumbh festival 

The Niti Aayog has lauded Yogi Adityanath led government in Uttar Pradesh for its successful arrangements in the state during 2019 Kumbh Mela in Allahabad.

A report prepared by the Centre-run organisation stated that requisite measures were not only taken to manage the crowds but also to keep the premises of the event clean.

"The Yogi government also took care of every aspect, including institutional arrangements in Prayagraj, development of infrastructure in the city, efficient traffic management through technology and disaster management," the report read.

It also mentioned about the use of artificial intelligence tools to manage scores of devotees while proving them the facilities.

"To make it historic, the development of both permanent and temporary infrastructure was done on the instructions of Chief Minister Yogi Adityanath. For this, Uttar Pradesh Prayagraj Mela Authority was created. The Prayagraj Act 2017 came into force on November 30, 2017. In Kumbh Mela, the authority coordinated five departments of the central government and 28 departments of the state government," the report stated.

The Niti Aayog official also complimented the laying out of the key infrastructure like electricity, water and sanitation facilities, public accommodation, convenience shops, food courts, vending zones, banks, ATMs, transport facilities, 40 police booths and health centers.

"The Indian Inland Waterways Authority set up five jetties in the Mela area which facilitated the operation of large cruises and motorboats in the Ganga and Yamuna rivers in Prayagraj for the first time," the report read.

Talking about the sanitation, the report lauded the state government for building lakhs of the toilet at a regular distance.

"More than 1.2 lakh toilets were built at every 200 meters. Along with this, a proper system of electricity, water supply and waste management was planned, which is a new chapter in the history of Kumbh Mela. Water ATMs, stand posts and hand pumps were also installed in the fair area to ensure 24 x 7 supply of drinking water," the report read.

"Under Swachh Bharat Mission, more than 15,00 cleaners and paid volunteers were deployed in the area. These workers were making people aware to use toilets and maintain cleanliness in the fair area. The Sangam, confluence of the Ganga, Yamuna and the mythical Saraswati, is all set to witness the last dip of the Kumbh Mela on Mahashivratri Monday, after more than 22 crore devotees took a holy bath here.&nbsp;

"This day symbolises the last holy bath of the Kalpvasis and is directly related to Lord Shiva. As per the mythology, this day is awaited in the heavens as well," Gunjan Varshney, president of Ram Naam Bank situated at Civil Lines here, told PTI.

She also said it was on this day that Lord Shiva got married, and hence is eagerly awaited by his followers, who worship him.

Elaborating about the significance of Mahashivratri, Ashutosh Varshney of Grah Nakshtram, who has set up his camp here, said, "Mahashivratri marks the culmination of the Kumbh and the prominent bathing days. And this time Mahashivratri is falling on a Monday ? the day dedicated to Lord Shiva, which is falling after a long time."

The Kumbh Mela, one of the largest religious gatherings in the world, held in Uttar Pradesh's Allahabad from January 15 on Makar Sakranti to March 4 this year.

"This is a very rare coincidence and the Sangam area will remain more crowded than previous years since it is the last bating day," he said.

Varshney said Kumbh will conclude on a rare occasion, Mahashivratri.

He also said 'Rudrabhishek' of 'shivling' is also done on this day. In the Kumbh held in Sangam city, there were six bathing dates. "Of these, shahi snaans were held on occasions of Makar Sankranti (January 15), Mauni Amawasya (February 4) and Basant Panchami (February 10).&nbsp;

"Apart from this, 'parv snaans have been held on the occasion of Paush Poornima (January 21) and Maghi Poornima (February 19)," Varshney said.&nbsp;

On February 28, the PMA authorities had set the Guinness World Record for the “largest parade of buses.”

A total of 500 buses with the Kumbh Mela logo were used to make the record. The buses covered a stretch of 3.2 kilometres in the district.&nbsp;

At Kumbh, Modi washes feet of safai karamcharis; Twitter is agog

Chants of 'Har Har Mahadev' and 'Ganga Maiya Ki Jai' rented the air as lakhs of devotees took dip at Sangam the confluence of Ganga, Yamuna and the mythical Saraswati rivers here on the auspicious occasion of Maghi Purnima.

The penultimate bathing day of the over 50-day-long Kumbh Mela, Maghi Purnima marks the end of the month-long penance period of Kalpwasi pilgrims.

"Kalpwasis are usually regarded the most faithful pilgrims of Prayaga Kumbh Mela. They vow to live an austere and minimalist life on the banks of the Ganga for a month.

"After today's holy bath they all will head back to their respective homes," explained an old ascetic.

A nip in the air failed to deter the overwhelming crowd of devotees seen taking the holy dip as early as 4 am, despite vehicle restrictions in the vicinity of the makeshift township of Kumbh Nagri.

Prime Minister Narendra Modi on Monday said that the central government is committed to ensuring quality food to children while highlighting that well-nourished children are a key asset for a country`s strength.

Speaking at the 'Akshaya Patra'&nbsp;mid-day meal programme, where Prime Minister Modi served the third billionth meal to the children, he said that the Centre stressed on the health of the mother and child in the last five years, adding that vaccination has been a priority for his government for eradicating diseases.

&nbsp;"I am fortunate that I am serving the 300th crore thali. We are committed to ensuring quality food to our children. The first thali was served during Atal Bihari Vajpayee`s regime.&nbsp;

For a strong nation, we need well-nourished children," the Prime Minister said.

Prime Minister Modi underlined that the Centre is committed to ensuring a healthy childhood, adding that quality food, vaccination and cleanliness are the aspects for a child to be well-nourished.

Noting that the Centre`s flagship initiative — Swachh Bharat Abhiyan was receiving global attention, the Prime Minister informed that under the programme, the lives of about three lakh people could be saved according to an international report.

"The way that the workers are racing against time to ensure immunisation to all women and children, the day is not far when we achieve total immunisation in our country," he added.

Acknowledging that the immunisation programme is receiving worldwide attention, Prime Minister Modi said that the same has been listed under the list of `12 best practices` according to a renowned medical journal.

Stressing that banks are now accessible for all cattle owners, the Prime Minister further said, "Now, banks are offering loans up to Rs 3 lakhs. This move is going to benefit all our livestock farmers."

Even before 2 am, a number of devotees were seen taking the exit route from the Mela area and searching for a mode of transport to reach their respective destinations.

It was 1.45 am, and Rakesh Kumar, a resident of Banda, was heading home.

"The main reason to take the (holy) dip early was that I will get ample amount of time to reach home. The crowd was relatively less and hence there were no problems," he said.

Deepak Kumar, who runs a cafe and is a resident of Fatehpur district, said, "I took the dip at around 1.00 am. I now have time to explore the city. Apart from this, it also helps me in returning home in time."

The devotees appeared excited and the cold breeze sweeping the Sangam area could not deter their spirit. Chants of 'Har Har Gangey' and 'Jai Ganga Maiyya' filled the air around the venue. Visitors were also seen clicking selfies at various locations in the Mela area.

As the number of visitors began increasing, police officials issued instructions to them to take a specific exit route.

"Close to 50 lakh devotees had already taken dip before sunrise," Kumbh Mela Adhikari Vijay Kiran Anand told PTI.

Siddh Pratap Singh Baghel, who came from Katni in Madhya Pradesh along with his friends Pramod Chaurasia and Brijesh Kumar Pandey, said, "Initially when we went to take a dip, the rush was relatively less. However, as soon as we came out, the number of devotees started increasing."

On their way back home, the three carried the holy Ganga water with them.

Residents of Bhadohi, Dharmendra Vishwakarma and his wife Malti Devi took the holy dip at around 12.30 am and were seen leaving the Mela venue before 2.00 am.

Dharmendra Vishwakarma said, "People had started taking a dip at around 12.30 am, and we were able to reach there in time. As we were leaving the ghat, we noticed the number of devotees reaching there increasing."

Malti Devi said she wanted to reach home early and hence wanted to take an early dip.

Shahi snaan at Sangam the confluence of Ganga, Yamuna and the mythical Saraswati is a central highlight of the Kumbh Mela.

The two previous shahi snaans were on Makar Sankranti on January 15 and Mauni Amawasya on February 4. And the third fell on Basant Panchami, which heralds the arrival of spring and is dedicated to Goddess Saraswati.

According to Mela administration, 14.94 crore devotees have visited the Kumbh so far.

Police are using gas balloons as an indicator for the public to locate the lost and found centres run by them.

According to Confederation of Indian Industry,(CII), the mega Kumbh Mela is expected to generate a revenue of Rs 1.2 lakh crore for Uttar Pradesh, but so far it seems impossible in absence of foreign tourists.

A 4,000 tent-strength city of temporary accommodation has also come up at the Mela for tourists. These tents can be booked for as cheap as Rs 650 a bed or Rs 35,000 for the whole tent.&nbsp;

We visited a tent city with a strength of 1800 tents, which had only 10 foreign tourists staying on January 21, the day of Mauni Amavasya. However, the government had predicted more than 1 crore people visiting Kumbh that day.

They had huge expectations from this Kumbh and these tents were supposed to be booked by now, but so far only a small number of foreign clients have turned up.&nbsp;

One of the studies by CII claims that the hospitality sector aims at employing 2,50,000 people; aviation sector around 1,50,000 and tour operators around 45,000. Apart from this, there will be around 55,000 new jobs in the unorganised sector comprising tour guides, taxi drivers, interpreters and volunteers.&nbsp;

But who are the consumers of these facilities in 2019 Kumbh Mela which has maximum arrivals from some of the poorest states of India, such as Uttar Pradesh and Bihar?

An average Indian visiting Prayagraj Kumbh Mela won't spend the money on tour guides and taxies. India's common man doesn't have such spending capacity. Even in the case of 100 million Indians attending the event, to generate revenue above 1 lakh crore we need foreign tourists arriving and staying at Kumbh.&nbsp; 
 
Organisers say 122,000 portable toilets and 20,000 trash cans have been installed for the visitors. Due to a lesser number of toilets in the previous Kumbh, people were forced to defecate in the open. Almost everyone who has attended the Kumbh this year is impressed with the cleanliness and hygiene maintained throughout.&nbsp;

For Kumbh's business, the trump card could be the 12 crore people who are expected to visit the Kumbh between now and the Maha Shivratri on March 4, when the Mela will come to a closure.

Elaborating on the significance of Paush Purnima, Swami Adhokshanand said, Paush Purnima is a significant day for Hindus which falls on the full moon day of Paush in the Hindu calendar. On this day, devotees from different parts of the country assemble at Sangam to take a holy dip. Even Lord Krishna had said that in the Hindu calendar, he represents the month of Paush, he said.

Satish Shukla, who had come from Kanpur for the holy dip, said, "Various facilities at the mela venue have improved significantly. River Ganga looks a lot cleaner now as compared to earlier times."

DS Nikam, who had come from Aurangabad with his family for the holy dip, praised the cleanliness at the mela area.

I have been camping here since January 15. Today's bathing experience was really nice and the arrangements were good," he said.

Yesterday, UP Chief Minister Yogi Adityanath had greeted people on the eve of Paush Purnima.

In a statement issued in Lucknow, Adityanath said, Paush Purnima, which is symbolized by 'Jap', 'Tap' and 'Daan', is one of the most ancient parv (festivals) of India.?

Unlike the Shahi Snaans, Makar Sankranti, Mauni Amawasya and Basant Panchami, Paush Purnima is a 'Parv Snaan' (a bathing ritual), and hence the pomp of Akharas leading the bathing procession in the morning was missing, Chairman of Akhil Bharatiya Akhara Parishad Mahant Narendra Giri said.&nbsp;

Union Minister of State for Food Processing Industries and Bharatiya Janata Party (BJP) leader Sadhvi Niranjan Jyoti visited the Sangam on Monday.

Uttarakhand Chief Minister Trivendra Singh Rawat was also in Sangam City to extend an invitation for the Kumbh Mela, which will be held in Haridwar later, and met office bearers of various Akharas, Giri said.
