The ministry of external affairs, in a release announcing the visit said, "The visit is in keeping with the tradition of regular high-level exchanges between the two countries and the priority India attaches to its relations with Nepal. During the visit, Foreign Secretary will meet his counterpart and other Nepalese dignitaries to discuss the wide ranging bilateral cooperation between the two countries."

Now ruling party leaders have also begun to speak against land encroached by China in Nepal`s Humla district. 
 
The local elected representatives have also accused China of encroaching upon Nepali territory and asked with the government to send a fact-finding team to find out the truth. 
 
Shahi told IANS the China side has recently replaced the boundary pillar no 12 so that a large chunk of Nepali territory has slipped into China. 
 
Though the Oli administration in Nepal has kept denying that China has encroached on Nepali territory, a senior ruling party leader, Bhim Rawal, on Monday urged the government to make public the facts about the Nepal-China border issue. 
 
He also demanded an on-site study on the Nepal-China border in Namkha Rural Municipality of Humla, Limi Lolungjang by a team comprising government officials , including the Department of Survey and Ministry of Foreign Affairs among others. 
 
Rawal, who is a staunch opponent of Oli, said that the issue related to the territorial integrity of the country should be resolved through an objective way. 
 
About his findings, Shahi said that China has unilaterally repaired and replaced the boundary pillar which is against the border protocol signed between two countries in the past. 
 
"A team of experts should visit the Nepal-China border in Humla district to make a scientific assessment of what China has done. Our findings have clearly shown that China has entered into one and half kilometre inside our territory after replacing the boundary pillar," said Shahi. 
 
During the inspection across the border, when the Shahi-led team reached nearby pillar no 11, the Chinese side allegedly fired tear gas shells targeting them. "We noticed that a huge Chinese force was deployed across Nepal-China border," said Shahi, "We have poor presence on the border. Since the disputed area is far from human settlement, the Nepali side hardly rarely goes across for inspection owing to high-altitude, difficult geographical terrain, cold weather among others," he added. 
 
"Some of our team members who had visited close to the pillar area had felt a burning sensation in his eyes and suspected that it might have been caused by tear gas canisters," he further said.

Reacting to Indian Prime Minister Narendra Modi's speech on Independence day, Acharya agreed that, "Indian PM has rightly emphasised on century-old relations in the region and unleashing the potential of the future cooperation. India's Independence movement has inspired many movements in the world. We neighbours in south Asia have things in common, not only emotionally, culturally, socially, morally but spiritually as well. We have common aspirations for the future."

Modi during his independence day speech called "cooperation and partnership" in South Asia is needed and "peace and harmony" in the region will help in "welfare of humanity".

On Monday both sides will sit together to discuss New Delhi's development projects in the country. Sources close to Prachanda said that the meeting was postponed at the request of Prime Minister Oli.

The two leaders held marathon meetings on Sunday and Monday but failed to agree on a power-sharing deal.

Oli and Prachanda have held at least ten meetings in recent weeks to sort out the differences between them. But, as the Prime Minister did not accept the condition of a one-man-one-post, the talks failed. Oli has refused to give up his post as prime minister as well as a co-chairman of the NCP.

A bitter internal feud has been brewing in the ruling NCP since the last few weeks after top party leaders, including Prachanda, demanded Oli's resignation, saying his recent anti-India remarks were "neither politically correct nor diplomatically appropriate."

They are also against Oli's autocratic style of functioning.

The differences grew further after Oli said that some of the ruling party leaders are aligning with the southern neighbour to remove him from power after his government issued a new political map incorporating three Indian territories of Kalapani, Lipulekh and Limpiyadhura.

The two leaders are also engaged in tightening their grip within the party with the escalation of intra-party feud.

On July 28, Prime Minister Oli postponed the crucial Standing Committee meeting for the ninth time.

While Oli wants to call the Secretariat meeting to resolve the differences, Prachanda says it would be inappropriate to call the Secretariat meeting as the Standing Committee meeting that was put off on July 28 is yet to be over.

An Indian national has been injured in firing by the Nepal Armed Police Force (NAPF) in the 'no man's land' on the Indo-Nepal border in Bihar's Kishanganj district, a senior police officer said on Sunday.

The incident occurred around 9:30 pm on Saturday near pillar number 152 when Jitendra Kumar Singh and two others had gone there to bring back their cattle that had strayed into the 'no man's land', Superintendent of Police Kumar Ashish said.

The victim is a resident of Mafia Tola village under Fatehpur police station of the district.

The family members rushed the injured man, who received a bullet injury on his left arm, to Kishanganj Sadar hospital from where doctors referred him to Purnea for better treatment.

No conclusion was reached during the meeting of the Nepal Communist Party's (NCP) nine-member Central Secretariat though the party leaders discussed the agenda to be presented during Sunday's crucial Standing Committee meeting, according to senior party leader Ganesh Shah. During their discussions, senior leaders agreed to resolve the issues through consensus, party spokesperson Narayankaji Shrestha told media persons after the 9-member Central Secretariat meeting. After the meeting, the NCP co-chairs Prime Minister Oli and Prachanda called on Nepal President Bidya Devi Bhandari at her official residence. The reason behind the two top NCP leaders meeting the President is not known but it has further added to the political uncertainty in the country, The Himalayan Times reported. The NCP called a secretariat meeting after the two top leaders agreed to call a conclave of the highest body of the party ahead of the 45-member Standing Committee meeting on Sunday in a bid to strike a new power-sharing deal by sorting out their differences. The Standing Committee meeting of the party is scheduled to take place at 3 pm on Sunday. The Standing Committee meeting was postponed until Sunday to give more time to Oli and the rival faction led by Prachanda, the executive chairman of the NCP to have more talks to end the intra-party infighting. During previous meetings, Oli has refused to resign or give up his position as chairman of the NCP as demanded by the faction led by Prachanda. Sunday's Standing Committee meeting is expected to fix the date for the CWC meeting, which will ultimately decide the future of Prime Minister Oli, Shah, a Standing Committee member, said earlier. Oli and Prachanda have held at least eight meetings in recent weeks to sort out their differences. But, as the Prime Minister did not accept the condition of a one-man-one-post, the talks failed, party sources said. Top NCP leaders, including 'Prachanda', have been demanding Prime Minister Oli's resignation, saying his recent anti-India remarks were "neither politically correct nor diplomatically appropriate." They are also against Oli's autocratic style of functioning. The differences grew further after Oli alleged that some of the ruling party leaders are aligning with the southern neighbour to remove him from power after his government issued a new political map incorporating three Indian territories of Kalapani, Lipulekh and Limpiyadhura. The differences between the two factions of the NCP, one led by Oli and the other led by Prachanda on the issue of power-sharing, intensified after the prime minister unilaterally decided to prorogue the budget session of Parliament. Prachanda was made the executive chairman of the NCP in November last year under a deal between him and Oli. But the former prime minister was rarely given a chance to lead the party on his own, which some leaders say is one of the reasons he decided to form his own faction against Oli. The Kathmandu Post recently reported that Prachanda might not agree for something less than the prime minister's post, but since Oli has taken some drastic steps, including the House prorogation, he could step back for some time, fearing he would be blamed in the event of a split in the party. The Prachanda faction until a few weeks ago was so confident that it looked like they would manage to force Oli to capitulate. But two days after proroguing the House on July 3, Oli told his Cabinet that the rival faction was plotting to oust him and impeach President Bhandari, putting Prachanda and his faction on the back foot, the newspaper noted.
