Pyongyang blew up 10 guard posts in the Demilitarized Zone Tuesday as the two Koreas pursue a reconciliation drive, even while denuclearisation talks stall between the US and the North.

The move is one of the steps agreed during the Pyongyang summit between the South's President Moon Jae-in and the North's leader Kim Jong Un in Pyongyang in September.

The North told the South that it would blow up the 10 facilities almost simultaneously, Seoul's defence ministry said, adding that Southern soldiers "observed and confirmed the guard posts were completely ruined at the announced time".

Seoul has been tearing down 10 guard posts of its own, mostly using excavators, a defence ministry spokesman said.

The North has more of the facilities - which include both surface structures and underground elements - and according to Yonhap news agency the moves will leave it with around 150 in the area, with the South having about 50.

The dovish Moon has pursued a policy of engagement with its isolated, nuclear-armed neighbour, in increasing contrast to Washington, which insists pressure should be maintained on Pyongyang until it denuclearises.

Despite its name the area around the DMZ is one of the most fortified places on earth, replete with minefields and barbed-wire fences.

But under plans to ease tensions agreed in Pyongyang, the two Koreas are demilitarising the border truce village of Panmunjom, to leave it manned by 35 unarmed personnel from each side.

Officially called the Joint Security Area (JSA), the enclave is the only spot along the 250-kilometre (155-mile) frontier where soldiers from the two Koreas and the US-led UN Command stand face to face.

Watch: North Korea blows up 10 guard posts in demilitarised zone

North Korean leader Kim Jong Un inspected the testing of a newly developed tactical weapon, calling it "another display of our rapidly-growing defence capabilities to the whole region," North Korean state media said on Friday.

It was the first mention by state media of a new development in North Korea's weapons programme in months.

"This result today is a justification of the party's policy focused on defence science and technology, another display of our rapidly-growing defence capabilities to the whole region, and a groundbreaking change in strengthening our military's combat capabilities," Kim said.

KCNA said the test was successful.

Kim said that the weapons system tested was one that his father, Kim Jong Il, was especially interested during his lifetime and led the development of personality.

This is Kim's first field visit to a testing site since his unprecedented summit with US President Donald Trump in June, when the two leaders agreed to work toward denuclearisation and peace on the Korean peninsula and to establish new relations between the United States and North Korea.

The agreement was short on specifics, and negotiations have made little headway since, however.

A North Korean delegation is currently in South Korea visiting economic-related sites as part of inter-Korean reconciliation efforts.

Any testing of new weapons is likely to raise tensions with Washington, which has said there will be no easing in international sanctions until North Korea takes more concrete steps to abandon its nuclear weapons or long-range missiles.

The White House referred questions about the latest development to the State Department, which did not immediately respond to a request for comment.

Trump on Tuesday criticized what he called "inaccurate" media reports that North Korea had not declared an estimated 20 missile bases and added in a tweet: "I will be the first to let you know if things go bad!"

US Secretary of State Mike Pompeo had been due to meet North Korea's Kim Yong Chol, a senior aide to Kim Jong Un, in New York earlier this month, but it was postponed to a later date.

US Vice President Mike Pence said on Thursday Trump plans to meet Kim Jong Un again in 2019 and will push for a concrete plan outlining Pyongyang's moves to end its arms programs.

North Korea's Kim inspects testing of newly developed 'tactical' weapon: Report

US Vice President Mike Pence said on Thursday President Donald Trump plans to meet North Korean leader Kim Jong Un in the new year but won't repeat past mistakes of allowing promises to be broken on pledges to end arms programmes.

The United States and North Korea have been discussing the second meeting between their leaders to follow up the Singapore summit in June and lay the groundwork for ending a nuclear stand-off between the old foes.

"The plans are ongoing. We believe that the summit will likely occur after the 1st of the year but the when and the where of that is still being worked out," Pence told reporters after meeting South Korean President Moon Jae-in.

"We don’t want to repeat the mistakes that prior administrations, frankly in both political parties, have made over the last several decades where promises are made, sanctions are lifted, economic support comes and then promises are broken."

Pence and Moon were meeting on the sidelines of an Asia-Pacific summit hosted by Singapore.

A US think tank said on Monday it had identified at least 13 of an estimated 20 active, undeclared missile bases inside North Korea, underscoring the challenge for American negotiators hoping to persuade Kim to give up his weapons programmes.

North Korea had entered into agreements with regional powers in 1994 and in 2005 to dismantle its nuclear programme in return for economic benefits and diplomatic rewards, but those deals broke down after Pyongyang clandestinely continued to pursue building weapons of mass destruction.

With scant sign of progress on negotiations since the June summit and recent high-level meetings cancelled, Trump said last week he's now in "no rush" but still wants to meet with Kim for the second time.

US officials have said sanctions forced North Korea to the negotiating table and vowed to keep pressure until complete denuclearisation. But North Korea has credited its nuclear and missile breakthroughs for providing it the standing to meet the world's biggest powers.

Pence said Moon agreed to work closely with the United States towards the second US-North Korea summit, as Washington maintains the "maximum pressure" campaign by keeping the sanctions against Pyongyang in place.

North Korea has not tested a nuclear device or ballistic missile since last year and has said it has shuttered its main nuclear test site with plans to dismantle several more facilities.

But it has warned it could restart its nuclear programme if the United States does not drop the sanctions regime.

Trump to meet North Korea's Kim Jong-un next year: US vice president Pence

By Randy Kluver, Robert Hinck and Skye Cooley

When North Korean leader Kim Jong Un in June pledged to work toward “complete denuclearisation of the Korean Peninsula” by 2020, the White House hailed the agreement as “a tremendous moment for the world.”

The agreement came after a year of tense negotiations between North Korean leader Kim Jong Un and US President Donald Trump – an undiplomatic diplomatic process that included insults, threats, name-calling and cancelled diplomatic visits.

“I was really being tough. And so was he,” Trump later said. “And we’d go back and forth. And then we fell in love. OK?”

With all the bilateral drama, it’s easy to forget that this nuclear showdown does not involve just the US and North Korea.

The China-Korea connection

The Korean peninsula has been in a protracted conflict since 1950, when Communist North Korean troops invaded South Korea.

North Korea has been considered a dangerous nuclear power since withdrawing from the international nonproliferation treaty on nuclear weapons in 1985, with neighbouring Japan and South Korea most at risk of nuclear attack.

Both are strong US allies who essentially support Trump’s negotiations with Kim’s regime.

Less certain is the position of China, North Korea’s Communist northern neighbour.

China accounts for 90 percent of North Korea’s foreign trade and is perhaps the only true “friend” North Korea has.

It is also an economic behemoth with its own ambitions of global dominance.

In recent years China has flexed its foreign policy muscles, paying for major infrastructure development in Africa, Pakistan and the Caribbean. Its diplomacy budget has almost doubled since Xi took office in 2013.

Chinese Foreign Ministry Spokesperson Lu Kang has assured the United States that China supports “the US and [orth Korea in actively seeking a political settlement of the Korean Peninsula issue” and is “committed to achieving denuclearisation.”

Korea experts have their doubts.

Many believe China fears that a successful Trump negotiation could lead the US to replace China as North Korea’s top ally. Its government “does not want a reunified Korea, indebted to Washington, sitting just across its border,” Richard McGregor, senior fellow at Australia’s Lowy Institute, told CNN in May.

So where does China’s government really stand on the US-led denuclearisation of North Korea?

China defends North Korea

To answer this question, we analyzed one year of Chinese news coverage and commentary on North Korean denuclearatisation.

Because journalism in China is heavily state-controlled, media analysis can shed light on government positions that may not be public as official policy.

Our project examining China’s view of the US-North Korea negotiations is part of ongoing research into the domestic media coverage of global affairs in Russia and China, two countries that contest America’s dominance in the current world order.

We read China’s position on the Trump-Kim process as delicately balanced between defending its Korean ally while signaling its respect for the international community.

Chinese media makes sure to report North Korea’s side of the argument, tacitly supporting Kim Jong Un’s need for security while questioning American intentions in the Asian region.

For instance, Xinhua reported in Oct. 2017 that “Kim justified the development of nuclear and missile programs by [North Korea] as the only way of defence against ‘protracted nuclear threats’ by the United States.”

As an op-ed from the English-language Chinese daily Global Times further argues that the United States uses North Korea “as a pretext to justify its military presence in Northeast Asia.”

When Chinese media does denounce aggressive North Korean military actions, such as intercontinental missile tests, the articles usually go on to portray the United States’ anti-ballistic missile systems and joint military exercises with Japan and South Korea as far more destabilising for the Asia region.

China opposes “any strategic military deployment by the US that will cause threats to China’s security under the excuse of dealing with the peninsula situation,” declared China’s Global Times in 2016.

Towing the line

Still, China is careful to uphold international standards when it comes to North Korea.

It advocates for a cooperative and dialogue-based peace process and has endorsed and implemented all United Nations Security Council sanctions on North Korea.

After North Korea’s nuclear tests in fall 2017, for example, the UN unanimously adopted severe economic sanctions that further isolated the regime. China criticised US rhetoric about Kim’s regime as overheated but ultimately signed off on the sanctions.

In Chinese media, such actions – defending North Korean sovereignty while supporting the international community – confirm China’s role as a fair arbiter. China sees itself as perhaps the only nation appropriately balancing North Korea’s economic needs with the world’s security concerns.

For Chinese media, this confirms China’s importance in global diplomacy. When President Trump said that “China has aided efforts with North Korea,” his comment was widely quoted.

Will China help denuclearise North Korea?

Ultimately, our analysis finds that China’s global aspirations have not yet led President Xi to openly dispute American leadership in resolving world conflicts.

China is likely to play a supporting role in the gradual denuclearisation of North Korea, even as it seeks to shape that process to ensure that Chinese influence and prestige in the region is upheld.

Chinese media has even praised President Trump’s June 6 summit with Kim, saying it warmed relations between the nations and laid a foundation for further progress toward peace.

The Chinese government may well work “on both sides towards this goal,” as Foreign Ministry spokesperson Geng Shuang said in a December 2017 press conference.

But in the end, we believe Xi is more of a US partner than foe when it comes to Korea.

Will China help Trump denuclearise North Korea?

New York Times exposes North Korea's 16 hidden missile bases

North Korea postponed talks with the United States on Thursday "because they weren't ready," US Ambassador to the United Nations Nikki Haley said as she urged Pyongyang to implement a June deal between the two countries.

Speaking to reporters before and after a closed-door UN Security Council meeting on North Korea sanctions, Haley said it is now North Korea's turn to act. She also criticized Russia for trying to lift banking restrictions that are intended to curb the Asian nation's nuclear program.

"There's no time to stall or no time to delay or try and get past not going through with what was agreed in Singapore," said Haley, who will step down at the end of the year.

North Korean leader Kim Jong Un and US President Donald Trump pledged to work toward denuclearisation at their landmark June summit in Singapore. But the agreement was short on specifics and negotiations have made little headway.

Secretary of State Mike Pompeo had been due to meet North Korean officials in New York on Thursday, but the State Department said on Wednesday it would be postponed to a later date. It gave no reason for the delay.

The North Korean mission to the United Nations did not respond to a request for comment.

Describing the relationship between Washington and Pyongyang as "cordial," Haley said she did not think there was a "major issue" and she believed the talks would be rescheduled.

The UN Security Council met to discuss sanctions on North Korea on Thursday at the request of Russia. Haley has accused Russia of cheating on UN sanctions on North Korea.

After the short meeting, she told reporters Russia is looking to lift banking restrictions, which she said they are not following appropriately.

"We're concerned about the humanitarian situation in North Korea, but the truth always comes out," she said. "So now we know what their agenda is, we know exactly why they're trying to do it and we're not going to let it happen."

Russia's envoy did not speak to reporters after exiting the meeting. The Russian UN mission issued a statement later saying North Korea faces "serious humanitarian problems" due to the UN sanctions resolutions and urged the Security Council to fix the problem.

"We consider such a situation to be absolutely unacceptable and actually violating the decisions of the council as they should not be directed against the population of the DPRK (North Korea) or the activity of humanitarian agencies," the Russian mission said.

AID IN LIMBO

Several requests by humanitarian groups for approval to ship aid goods to North Korea have been in limbo for months after the United States repeatedly asked for more time to consider them, an issue some diplomats had planned to raise in Thursday's meeting, according to documents seen by Reuters.

The UN Security Council has unanimously backed sanctions since 2006 to choke off funding for Pyongyang's nuclear and ballistic missile programs. Aid groups, however, can request exemptions to send humanitarian assistance to the impoverished, isolated Asian state.

Requests are made to the 15-member Security Council's North Korea sanctions committee, which operates by consensus.

China and Russia have said the Security Council should reward Pyongyang for "positive developments" this year. But the United States and other Western powers say sanctions must be enforced until there is full denuclearisation.

"We have given a lot of carrots up until now. We're not going to get rid of the stick because they have not done anything to warrant getting rid of the sanctions yet," Haley said.

According to committee documents, a September request by a US-based charity and August requests by an Ireland-based aid group and the International Federation of Red Cross and Red Crescent Societies (IFRC) have yet to be given the green light.

"Our goal is to make sure that we don't do anything if it's going to be compromised and not go to the people," Haley said. "If it can be used in a different way, if we think they'll use it for another purpose, we are taking our time in vetting that very carefully."

North Korea postponed US talks because 'they weren't ready': Nikki Haley

US Secretary of State Mike Pompeo has shelved plans to meet with senior North Korean officials, including one of leader Kim Jong Un's top aides, the State Department said Tuesday.

The talks between President Donald Trump's top diplomat and the North Korean delegation, which had been due to take place in New York on Thursday, "will now take place at a later date," State Department spokeswoman Heather Nauert.

"We will reconvene when our respective schedules permit," she added in a statement.
The announcement came only a day after officials had said Pompeo and Kim Yong Chol -- one of the North Korean leaders right-hand men -- would discuss how much progress had been achieved towards securing denuclearisation since a landmark summit over the summer.

Although Trump has had warm words since he meet with Kim Jong Un in Singapore in June, his administration has nevertheless annoyed Pyongyang by maintaining a regime of sanctions.

North Korea's foreign ministry has warned that Pyongyang will "seriously" consider reviving its nuclear weapons program unless the sanctions are lifted.

In announcing the meeting with Kim Yong Chol, Pompeo said he expected to "make some real progress" including on laying the groundwork for a second summit between Trump and Kim Jong Un.

In announcing the meeting with Kim Yong Chol, Pompeo said he expected to "make some real progress" including on laying the groundwork for a second summit between Trump and Kim Jong Un. Kim Yong Chol is a general, a former top intelligence chief and right-hand man to the North Korean leader.

Moscow hopes that North Korean leader Kim Jong Un will visit the country next year, Russian President Vladimir Putin's advisor said on Wednesday.

"I hope this visit will be possible next year," Kremlin foreign policy advisor Yuri Ushakov said, Russian news agencies reported.

He did not confirm recent reports by South Korean media that Kim could visit Russia this month.

Last month, South Korean President Moon Jae-in said he believed the youthful North leader could visit Russia "soon."

Moscow has repeatedly invited Kim to visit Russia but he has yet to respond to the offer to meet Putin.

The rapid diplomatic thaw on the Korean Peninsula since the Winter Olympics has seen Kim meet with his South Korean counterpart Moon Jae-in twice, as well as Chinese President Xi Jinping and US President Donald Trump.

In June, Trump and Kim signed a vaguely-worded agreement on denuclearisation but little progress has been made since then.

Hope Kim Jong-un will visit Russia next year: Putin's advisor

Sexual harassment offences against women by people in positions of power like government officials and the police in North Korea are normal and part of a women's daily routine.

A report by the Human Rights Watch, a global, non-governmental organisation, which prepared the report by interviewing at least 50 North Koreans who fled the country, gives an insight into the everyday happenings in markets, detention facilities, checkpoints, army bases, etc, Fox News reported citing a Guardian report.

"The North Koreans we spoke with told us that unwanted sexual contact and violence is so common that it has come to be accepted as part of ordinary life: sexual abuse by officials, and the impunity they enjoy, is linked to larger patterns of sexual abuse and impunity in the country," the report read.

"Interviewees told us that when a guard or police officer ' pick' a woman, she has no choice but to comply with any demands he makes, whether for sex, money or other favours. Women in custody have little choice should they attempt to refuse or complain afterwards, and risk sexual violence, longer periods in detention, beatings, forced labour or increased scrutiny while conducting market activities," the report added.

A woman, who escaped North Korea in 2014, described her experiences in a prison, where she was sexually abused by a guard.

"Click, click, click was the most horrible sound I ever heard. It was the sound of the key of the cell of our prison room opening. Every night a prison guard would open the cell. I stood still quietly, acting like I didn`t notice, hoping it wouldn`t be me the one to have to follow the guard, hoping it wouldn`t be him," she said.

"It happens so often nobody thinks it is a big deal. Men who sexually assault women don`t think it is wrong, and we (women) do not either. We don`t even realize when we are upset. But we are human, and we feel it. So sometimes, out of nowhere, you cry at night and don`t know why," another woman said.

The report comes amid North Korea's ongoing nuclear disarmament efforts, led by the United States.

While North Korean leader Kim Jong Un's propaganda has labelled the country a "socialist paradise" and completely crime-free, Kenneth Roth, the executive director of the Human Rights Watch said that the country cannot overlook the report.

After this report, North Korea can`t say sexual violence doesn`t exist, so they have to either change their tune or fix the problem. Kim Jong-un could stop this, he could enforce the laws North Korea already has on the books," Roth said.

Sexual abuse part of daily routine in North Korea: Report

A North Korean official urged the United States on Thursday to immediately lift sanctions against his country, warning that the country's "confidence-destroying measures" would undermine denuclearisation talks.

The US has insisted on maintaining stringent international sanctions on North Korea until it gives up its nuclear weapons, even as the two countries' leaders are expected to hold a second summit soon.

"We think that sanctions and pressure do more harm than good," Song Il Hyok, deputy director general of the North Korean foreign ministry's Institute for Disarmament and Peace, said at a defence forum in Beijing.

The sanctions, Song said, "are not at all" confidence-building measures "but confidence-destroying measures".

At their first summit in Singapore in June, US President Donald Trump and North Korean leader Kim Jong Un signed a vaguely-worded pledge on denuclearisation, but little progress has been made since then as both sides spar over how to interpret the text.

Song said Trump and Kim "recognised that the mutual confidence-building can promote the denuclearisation of the Korean peninsula" during their meeting in Singapore.

He called on Washington to "lift immediately the sanctions and this hindrance" to confidence-building.

Song spoke at the Xiangshan Forum, a regional defence dialogue hosted by China since 2006 as part of Beijing's efforts to step up its global influence.

North Korea warns US against 'confidence-destroying measures'

North and South Korea and the UN Command agreed on Monday to withdraw firearms and guard posts in the demilitarised zone village of Panmunjom this week, Seoul's defence ministry said, the latest move in a fast-improving relationship.

The three sides held their second round of talks at Panmunjom to discuss ways to demilitarise the border in line with a recent inter-Korean pact reached last month's summit in Pyongyang.

The US-led UNC, which has overseen affairs in the DMZ since the end of hostilities in the 1950-53 Korean War, was not immediately available for comment, but it said on Friday it supports the two Koreas' efforts to implement their military deal.

The announcement comes amid US concerns that the inter-Korean military initiative could undermine defence readiness and comes without substantial progress on North Korea's promised denuclearisation.

The neighbours are looking to withdraw 11 guard posts within a 1-km (0.6-mile) radius of the Military Demarcation Line on their border by the end of the year.

They also plan to pull out all firearms from a Joint Security Area (JSA) at Panmunjom and cut to 35 each the numbers of personnel stationed there and share information on surveillance equipment.

At Monday's meeting, the three sides agreed to remove firearms and guard posts from the JSA by Thursday, and carry out a joint inspection over the following two days, the ministry said.

The two Koreas have been removing landmines around the area as part of the agreement and they confirmed the completion of the demining operation at the talks with the UNC.

"We discussed the timeline of the pullout of firearms and guard posts, as well as ways to adjust the number of guard personnel and conduct joint inspections," the ministry said in a statement.

The agreement also includes a halt in "all hostile acts" and a no-fly zone around the border.

North and South Korea are technically still at war because the 1950-53 conflict ended in a truce, not a peace treaty, but relations have improved considerably in the last year.

After his third summit in Pyongyang, South Korean President Moon Jae-in said the North was ready to invite international experts to watch the dismantling of a key missile site and would close the main Yongbyon nuclear complex if Washington took reciprocal actions.

Those actions could include putting a formal end to the 1950-53 war, opening of a US liaison office in North Korea, humanitarian aid and an exchange of economic experts, Moon said.

But Washington demands North Korea takes irreversible steps to scrap its arsenal, such as a full disclosure of nuclear facilities and material.

Two Koreas, UN forces agree to remove weapons at border

Pope Francis is ready to visit North Korea if its leader Kim Jong Un extends a formal invitation, South Korean President Moon Jae-in said on Thursday after meeting the pontiff.

Moon briefed the pontiff about his visit to Pyongyang in September when Kim had "expressed his wish to welcome the pope into his country" saying he would "ardently" welcome him, the South Korean leader's spokesman said.

"When President Moon asked the pope if it would be alright for Kim to send an invitation... the pope said: 'What you just told me is enough, but it would be good if a formal invitation is sent'," he said, speaking in Korean.

"If the invitation comes, I will definitely respond to that, and I can go," he quoted the pope as saying.

In a statement, the Vatican said: "Strong appreciation was expressed for the common commitment to fostering all useful initiatives to overcome the tensions that still exist in the Korean Peninsula, in order to usher in a new season of peace and development."

And Vatican spokesman Greg Burke told AFP: "I can confirm that a verbal invitation was made."

Moon's spokesman also quoted the pope as saying that he "strongly" backed the peace process, telling the South Korean leader to "march ahead without stopping," adding: "Do not be afraid."

In a separate statement, the Vatican said the pope was not planning a trip to Taiwan.

Taiwanese Vice President Chen Chien-jen made the invitation during a weekend audience with the pope, later telling reporters that Francis had "smiled" when he made the offer.

Last month, the Vatican forged a landmark deal with Beijing on the appointment of bishops, paving the way for a rapprochement. The Vatican has not had diplomatic relations with Beijing since 1951.

That has raised questions over the future of official ties between Taiwan and the Holy See -- the island's only official ally in Europe -- as China makes a concerted effort to poach its dwindling number of diplomatic allies.

Pope ready to visit Pyongyang if invited: South Korea's Moon

North Korean leader Kim Jong Un means to abolish all nuclear weapons, materials and facilities to achieve "complete" denuclearisation, South Korean President Moon Jae-in said on Friday.

Moon also said the North and the United States are in working-level discussions to arrange a second summit between Kim and US President Donald Trump as soon as the US midterm elections are over, according to a script of Moon's interview with BBC shared by his office.

South Korea's Moon says North Korea means to abolish all nuclear weapons

US President Donald Trump said on Tuesday his second summit with North Korean leader Kim Jong Un would be held after US congressional elections on Nov. 6.

Speaking to reporters as he flew to Iowa for a political rally, Trump said: "It’ll be after the midterms. I just can't leave now."

Earlier on Tuesday, Trump told reporters that plans were being made for his second summit with Kim and that he thought "incredible" progress had been made in US talks with the long-isolated North Asian country.

He said Secretary of State Mike Pompeo had very good talks with Kim over the weekend and that three or four locations were being considered.

Pompeo echoed Trump's comments when he spoke briefly to reporters during a Tuesday afternoon visit to the White House.

"While there's still a long way to go and much work to do, we can now see a path where we will achieve (our) ultimate goal, which is the full and final verified denuclearization of North Korea," he said.

Trump and Kim held a historic first summit in Singapore on June 12 at which Kim pledged to work toward denuclearization of the Korean peninsula. His actions have fallen short, however, of Washington's demands for a complete inventory of its weapons and facilities and irreversible steps to give up its nuclear arsenal, which could threaten the United States.

'No rockets flying'

Still, Trump was upbeat on progress so far.

"You got no rockets flying, you have no missiles flying, you have no nuclear testing," Trump said in the Oval Office. "We've made incredible progress - beyond incredible.

"But I have agreed to meet," he said. "We have a very good relationship with Chairman Kim. I like him, he likes me, the relationship is good."

Pompeo said on Monday the two sides were "pretty close" to agreeing on details for a second summit.

He added that Kim had said he was ready to allow international inspectors into North Korea's Punggye-ri nuclear testing site and the Sohae missile engine test facility as soon as the United States and North Korea agreed on logistics.

But experts questioned what Pompeo achieved on Sunday on his fourth visit to Pyongyang this year. They said the North Korean leader appeared simply to be repackaging and dragging out past pledges.

Trump noted that the United States had not lifted the "very big sanctions" it has imposed on Pyongyang.

"I'd love to remove them, but we have to get something for doing it," Trump said.

North Korea is very interested in reaching some sort of agreement on denuclearization so that it can grow economically with the benefit of the foreign investment closed to it now, Trump said.

The UN World Food Program said on Tuesday that the supply of food remained precarious in North Korea, where one in five children is stunted by malnutrition. More than 10 million North Koreans, nearly 40 per cent of the population, are undernourished and need humanitarian aid, it said.

"I will tell you they're calling, wanting to go there and wanting to invest," Trump said. "At some point, when Chairman Kim makes that decision, I think he's going to unleash something that's going to be spectacular, really spectacular.

"And I think he knows it and I think that's one of the reasons that we're having very successful conversations."

Meeting with North Korea's Kim being set up: Trump

South Korean President Moon Jae-in said Monday he believed North Korea's Kim Jong Un would soon meet with the leaders of China and Russia as part of an ongoing diplomatic effort to reduce tensions on the Korean peninsula.

It comes a day after the North Korean leader agreed to hold a second summit with US President Donald Trump "as early as possible", following a meeting with US Secretary of State Mike Pompeo in Pyongyang.

"Separately from the second US-North Korea summit, Chairman Kim Jong Un's visit to Russia and President Xi Jinping's visit to North Korea are expected to take place soon," Moon told a cabinet meeting.

The possibility of a summit between Kim and Japanese Prime Minister Shinzo Abe is also "open", Moon said, adding: "A new order is being created on the Korean peninsula."

Kim and Xi have met three times in China this year as the two countries seek to repair relations frayed by tensions over the North's nuclear activities and Beijing's backing of United Nations sanctions against its Cold War-era ally.

The North Korean leader has yet to meet with Russian President Vladimir Putin, who has previously invited Kim to Moscow.

Japan has historically taken a hard line on Pyongyang and stressed the need to maintain pressure on the regime. More recently, however, Abe has expressed interest in a face-to-face meeting with former international pariah Kim.

The latest chapter in the diplomatic flurry comes as Trump sent Pompeo on a whirlwind trip to the region to rekindle stalled denuclearisation talks with Pyongyang.

Pompeo tweeted Monday that he was heading to China to work on a "final, fully-verified" denuclearisation of North Korea.

Kim Jong Un expected to meet 'soon' with Putin, Xi Jinping: Seoul

US Secretary of State Mike Pompeo headed to Pyongyang Sunday for new talks with Kim Jong Un on denuclearisation and a second US-North Korean summit.

Pompeo departed from Tokyo, where he spent the first leg of a tour that will include stops in Pyongyang, South Korea and China.

"Next stop Pyongyang to meet with Chairman Kim and continue our work to fulfil the commitments made (by) POTUS and Chairman Kim," Pompeo tweeted, using an acronym to refer to US President Donald Trump.

The trip will be Pompeo's fourth to Pyongyang, as the contours of a possibly historic US-North Korea deal take shape.

On the flight to Tokyo, Pompeo said his aim was to "develop sufficient trust" between Washington and Pyongyang to inch towards peace.

"Then we are also going to set up the next summit," said Pompeo.

However, he played down expectations for a major breakthrough.

"I doubt we will get it nailed but begin to develop options for both location and timing for when Chairman Kim will meet with the president again. Maybe we will get further than that," said the top US diplomat.

Bumpy road

In June, Trump met Kim in Singapore for the first-ever summit between the countries.

No sitting US president has ever visited North Korea, which according to human rights groups remains one of the most repressive countries on Earth.

Since the Singapore summit, which yielded what critics charge was only a vague commitment by Kim towards denuclearisation of the Korean peninsula, the road towards warmer ties has been bumpy.

Trump scrapped a previously planned trip by his top diplomat to Pyongyang after what he said was insufficient progress towards implementing the terms of the Singapore declaration.

But the unorthodox US president has since declared himself "in love" with the strongman in Pyongyang.

Pompeo's stop in Tokyo before the summit was intended to reassure the US ally that Washington's diplomacy will not leave Japan out in the cold.

Speaking alongside Japanese Prime Minister Shinzo Abe, Pompeo said the two historic allies would have a "fully coordinated, unified view of how to proceed, which will be what is needed if we are going to be successful on denuclearising North Korea."

Japan, which has seen North Korean missiles fly over its territory and been threatened with annihilation, has historically taken a hard line on Pyongyang and stressed the need to maintain pressure on the regime.

More recently, however, Abe has said the only way to improve strained ties is a face-to-face meeting with former international pariah Kim.

Pompeo has repeatedly declined to be drawn publicly on the shape of an eventual agreement. The United States has called for a comprehensive accord and strict enforcement of sanctions on North Korea in the meantime.

Grand bargain

After Pyongyang, Pompeo travels to South Korea, whose dovish president Moon Jae-in has served as a go-between for the two sides.

South Korean Foreign Minister Kang Kyung-wha has given a hint of what a grand bargain between the two countries could look like.

In an interview with the Washington Post, she said the North could agree to dismantle Yongbyon, its signature nuclear site.

In exchange, the United States would declare a formal end to the 1950-53 Korean War -- which concluded with an armistice rather than a full-blown peace treaty -- but North Korea would stop short of delivering an exhaustive list of its nuclear facilities, she said.

Pompeo did not discuss the possible outlines of a deal, saying only that his "mission is to make sure that we understand what each side is truly trying to achieve."

After Seoul, Pompeo closes his trip Monday in China, North Korea's political and economic lifeline.

The Beijing stop could be tense as it comes days after Vice President Mike Pence delivered a blistering speech accusing China of military aggression, commercial theft, rising human rights violations and electoral intervention against Trump.

News brief: Big stories of the day

Kim Jong Un has agreed to hold a second summit with US President Donald Trump as soon as possible, Seoul said Sunday, after Washington's top diplomat held "productive" talks on denuclearisation with the North Korean leader in Pyongyang.

US Secretary of State Mike Pompeo met with Kim on Sunday morning for around two hours of talks followed by a lunch in the North's capital, before flying to Seoul on a whirlwind diplomatic visit to the region.

Pompeo said "he agreed with Chairman Kim to hold the second US-North Korea summit at the earliest date possible," South Korea's presidential office said in a statement, although no specific time or location has yet been agreed.

Pompeo and Kim also discussed "denuclearisation steps that will be taken by North Korea and the issue of attendance by the US government," as well as "corresponding measures" to be taken by the US, the statement said.

The visit was Pompeo's fourth to North Korea.

US President Donald Trump met Kim in Singapore in June for the first-ever summit between the countries, resulting in what critics say was only a vague commitment by Kim towards denuclearisation of the Korean peninsula.

"We continue to make progress on agreements made at Singapore Summit. Thanks for hosting me and my team," Pompeo tweeted.

Kim also praised their "nice meeting", telling Pompeo via an interpreter following the morning's talks that it was "a very nice day that promises a good future ... for both countries."

'Gangster-like demands'

Since the Singapore summit, the road towards warmer ties has been bumpy.

Washington and Pyongyang have sparred over the exact terms of the vaguely-worded agreement in Singapore, with the US pushing to maintain sanctions and pressure against the North until its "final, fully verified denuclearisation".

Last month the North's foreign minister told the United Nations there was "no way" his country would disarm first as long as tough US sanctions remain against his country.

After a previous visit to Pyongyang in July, Pompeo had said the two foes made progress on key issues -- but within hours of his departure the North condemned "gangster-like" demands from the US, raising questions over how much the two sides really saw eye to eye.

Another planned trip by Pompeo to Pyongyang was scrapped after what Trump said was insufficient progress towards implementing the terms of the Singapore declaration.

An official on Sunday's latest visit to Pyongyang with Pompeo said the trip was "better than the last time", but added: "It's going to be a long haul."

Following his arrival in Seoul from Pyongyang on Sunday, Pompeo said at a meeting with South Korean President Moon Jae-in that he had "a good productive conversation" with Kim, in talks which represented "another step forward".

The dovish Moon, who held three summits with Kim this year and also brokered the Trump-Kim summit in Singapore, said Sunday the "whole world" was watching with keen interest the outcomes of Pompeo's trip.

"I hope your trip to North Korea and the upcoming second US-North Korea summit will provide a good opportunity for achieving irreversible, decisive progress in terms of denuclearisation and the peace process on the Korean peninsula."

Grand bargain

Analysts say Washington may now consider new options as China, Russia and South Korea seek to relax sanctions.

"North Korea took some steps towards denuclearisation and the US will face criticism from the international community if it continues to demand complete denuclearisation without any lifting of sanctions," said Yang Moo-jin, a professor at the University of North Korean Studies in Seoul.

"We can't rule out the possibility that Washington... may move in the direction of partial easing of sanctions based on progress in denuclearisation," he said.

South Korean Foreign Minister Kang Kyung-wha has given a hint of what a grand bargain between the two countries could look like.

Pompeo hails 'progress' after talks with Kim Jong Un in Pyongyang

US Secretary of State Mike Pompeo said on Saturday he would coordinate closely with Japan during denuclearization talks with North Korea and promised to raise the issue of the abductions of Japanese citizens in his meetings in Pyongyang.

"We will have a fully coordinated, unified view of how to proceed, which will be what is needed if it is going to be successful in denuclearizing North Korea," Pompeo told Japanese Prime Minister Shinzo Abe in Tokyo. "We will bring up the issue of the abductees as well," he said.

Abe thanked Pompeo, who arrived in Tokyo on Saturday, for coming to Japan before he meets North Korea's leader Kim Jong Un on Sunday.

Pompeo also said Japan and the United States were in a position to finalise a trade agreement after Abe and US President Donald Trump discussed the issue in New York last month.

The two sides have agreed to start trade talks in an arrangement that, for now, protects Japanese automakers from further tariffs, seen as a major threat to the export-dependent economy. Trump is unhappy with Japan’s $69 billion trade surplus with the United States - nearly two-thirds of it from auto exports - and wants a bilateral agreement to address it.

Despite Kim's pledge to denuclearize the Korean peninsula, Japan, Washington's key ally in Asia, still considers North Korea to be a "dire threat," and is pushing ahead with plans to bolster its ballistic missile defenses with Aegis Ashore batteries that can target warheads in space.

Tokyo also insists that North Korea give a full accounting of Japanese citizens it abducted to train as spies and return any who are still alive before it agrees to normalise ties. A restoration of ties could lead to Japan releasing what could be billions of dollars of war reparations and economic assistance to its impoverished neighbour.

Pompeo will travel to Seoul after leaving Pyongyang and will head to Beijing before returning to the United States on Monday.

Speaking to a pool reporter en route to Tokyo, Pompeo said his aim in Pyongyang was "to make sure we understand what each side is truly trying to achieve." He also said he hoped to be able to agree a "general date and location" for a second summit between Trump and Kim following their first meeting in Singapore in June.

Pompeo's last visit to North Korea failed to make progress with Pyongyang denouncing him for making "gangster-like demands."

Recently, he angered North Korea by insisting that international sanctions must remain in place until it gives up its nuclear weapons. On Wednesday, he said there was unanimous support for this at last week's UN General Assembly, even if Russia and China "had some ideas about how we might begin to think about a time when it would be appropriate to reduce them."

He declined to say if he would agree to North Korea's demand for a declaration to end the 1950-53 Korean War or to South Korea's suggestion that he avoid pressing again for an inventory of Pyongyang's nuclear weapons to break the stalemate.

He declined to say if he would agree to North Korea's demand for a declaration to end the 1950-53 Korean War or to South Korea's suggestion that he avoid pressing again for an inventory of Pyongyang's nuclear weapons to break the stalemate.

Pompeo pledges coordination with Japan in North Korea talks, to raise abduction issue

North Korea has accused Japan of trying to create tension on the Korean Peninsula and rebuilding its military.

Yonhap News Agency quoted local North Korean media as stating, "The maritime `Self-Defense Force` (MSDF) of Japan recently conducted a test-fire of the interceptor missile SM-3 Block 1B on an Aegis destroyer in waters off Hawaii of the US.It is reportedly the first time that the MSDF conducted an interceptor missile test-fire."

The local media further reported that Japan was trying to rebuild a military capable of waging war against others.

"The present reactionary regime of Japan seeks to put the Asia-Pacific region under control by turning Japan into a country capable of going to war," it added.

North Korea further claimed that Japan is seeking to disrupt the joint efforts of North and South Korea to establish and maintain peace on the Korean peninsula.

"No matter how desperately it (Japan) moves, it can never dampen the aspirations of all Koreans and the international community for peace and stability of the Korean peninsula and the region," North Korea asserted.

These allegations come after Japanese Prime Minister Shinzo Abe expressed his hope to meet North Korean leader Kim Jong-un during a bilateral summit with South Korean President Moon Jae-in on the sidelines of the United Nations General Assembly.

North Korea accuses Japan of rebuilding military on Korean Peninsula

US President Donald Trump said he and North Korea's Kim Jong Un have fallen "in love" –- their bromance fuelled by "beautiful letters" he received from the leader of the nuclear-armed state.

Opinion: Trump-Kim Summit was a gamble beyond optics

Trump on Saturday elevated his recent praise of Kim to new heights, at a West Virginia rally in support of local candidates for his Republican Party.

"And then we fell in love -- OK? No really. He wrote me beautiful letters and they're great letters. We fell in love," Trump told the crowd.

On Monday at the United Nations General Assembly Trump lauded the North Korean strongman -- who is accused by the UN and others of widespread human rights abuses -- as "terrific", one year after Trump eviscerated Kim from the same platform.

Trump followed those comments by saying Wednesday he had received an "extraordinary letter" from Kim, and sounded optimistic about prospects for a second summit between the two leaders "fairly quickly."

Trump used his debut address at the UN General Assembly 12 months ago to threaten to "totally destroy" North Korea and belittle its leader as "rocket man," prompting Kim to respond by calling the president a "mentally deranged US dotard."

Those were among a series of playground-type slurs the leaders of the two nuclear-armed states hurled at each other, setting the world on edge.

Last August, after US media reported Pyongyang had successfully miniaturized a nuclear warhead to fit into a missile, Trump warned Pyongyang not to threaten the United States or it would face "fire and fury like the world has never seen."

Kim had earlier compared comments by Trump to the bark of a "rabid dog," and Trump derided Kim as a "sick puppy" -- before the apparent outbreak of puppy love.

Trump met Kim in Singapore in June for the first-ever summit between the two countries that have never signed a peace treaty.

The summit led to a warming of ties and a halt in Pyongyang's missile launches, but there has been little concrete progress since.

North Korea's foreign minister Ri Yong Ho on Saturday told the UN there was "no way" that his country would disarm first as long as the US to push for tough enforcement of sanctions against Pyongyang.

US President Donald Trump says he and Kim Jong-Un are 'in love'

US Secretary of State Mike Pompeo warned on Thursday that sanctions against North Korea must be "vigorously" enforced, during a Security Council meeting attended by the foreign ministers of Russia and China.

"Enforcement of UN Security Council sanctions must continue vigorously and without fail until we realize final, fully-verified denuclearization," Pompeo said.

On Wednesday, Pompeo agreed to return to North Kora next month to push forward denuclearisation talks.

Pompeo met on the sidelines of the UN General Assembly with his North Korean counterpart, Foreign Minister Ri Yong Ho, to discuss plans for his fourth trip to the longtime US arch-enemy.

Pompeo accepted an invitation from North Korean leader Kim Jong Un to return to Pyongyang in October to move ahead on efforts for "the final, fully verified denuclearization of the DPRK," news agency AFP reported.

Pompeo will also try to arrange a second summit between Trump and Kim, whose meeting in June in Singapore was the first ever between sitting leaders of the two states.

Trump has hailed his initiative with North Korea as a signature foreign policy success and heaped praise on Kim.

North Korea sanctions must be 'vigorously' enforced: Pompeo tells UN

North Korea and Iran will dominate this week's gathering of world leaders at the United Nations, where President Donald Trump will be in the spotlight as he continues to upend global diplomacy.

After warming up to North Korean leader Kim Jong Un and ditching the Iran nuclear deal, the unpredictable Trump takes the podium on Tuesday to face foes and increasingly uneasy allies at the UN General Assembly.

On Wednesday, he will for the first time chair a Security Council meeting on non-proliferation and weapons of mass destruction that will focus heavily on Iran -- likely triggering a clash with other big powers.

"It will be the most watched Security Council meeting ever," US Ambassador Nikki Haley said of Trump's first time wielding the gavel.

The diplomatic gathering will take stock of the thaw in relations between North and South Korea, and groundbreaking US-North Korea moves to address the threat from Pyongyang's nuclear and ballistic missile programs.

Last year, world leaders shuddered when Trump threatened to totally destroy North Korea and belittled Kim as "Rocket Man" who was "on a suicide mission."

An exchange of insults ensued, with Kim calling out the "mentally deranged US dotard."

U-turn on North Korea

Trump's address to the assembly will be the "polar opposite of what we heard last year," said Suzanne DiMaggio, an expert on North Korea and Iran at the Carnegie Endowment for International Peace.

The president will tout his June face-to-face with Kim as a major diplomatic win but "he should think twice if he plans to repeat his claim that North Korea is no longer a nuclear threat," she said.

Despite the Trump-Kim landmark summit in Singapore, there has been little concrete progress on denuclearization.

North Korean Foreign Minister Ri Yong Ho has been invited by US Secretary of State Mike Pompeo for talks on the sidelines of the assembly meeting. Ri is scheduled to deliver his address on September 29.

South Korea's President Moon Jae-in will encourage Trump to press on with the rapprochement, but the US president is likely to get a different message from Japanese Prime Minister Shinzo Abe, who has taken a tough stance on maintaining sanctions pressure on Pyongyang.

When he takes the podium shortly after Trump on Tuesday, Iranian President Hassan Rouhani will meanwhile address the fall-out from the US decision to abandon the 2015 nuclear deal which lifted international sanctions in exchange for curbs to Iran's nuclear program.

European countries along with Russia and China are still working to salvage the accord and will use the council meeting chaired by Trump to defend what they consider a milestone in non-proliferation.

"The members of the Security Council are not going to take kindly to being lectured by President Trump on the subject of Iran," said DiMaggio.

"These very countries, which include our closest allies, are now facing US sanctions as they scramble to save the agreement."

Pompeo reiterated Sunday that Trump is willing to meet Rouhani as part of a "constructive dialogue" -- but added on NBC's "Meet the Press" that that seemed unlikely at present.

In a weekend op-ed in the Washington Post, Rouhani charged that Trump's offer of direct talks was not "genuine" and came with a list of "openly insulting pre-conditions."

And Haley -- while she condemned "any terrorist attack" after the deadly assault on a military parade in southwest Iran -- urged Rouhani to acknowledge popular discontent.

"He has oppressed his people for a long time," Haley told CNN on Sunday.

UN under fire

The UN rendezvous takes place during a sharp divide between the United States, accused of turning its back on multilateralism, and countries that view the global rules-based order as their best hope to tackle the world's problems.

Struggling with tighter budgets from US cuts, the United Nations has been put on the defensive as its peace efforts in Syria, Libya and Yemen fall short.

"Multilateralism is under attack from many different directions precisely when we need it most," UN Secretary-General Antonio Guterres said.
About 130 heads of state and government are turning up for the six-day marathon of speeches and meetings on tackling a long list of issues from climate change to poverty.

Russia and China will be represented by their foreign ministers.

Among those making their debut on the world stage will be Ethiopia's Prime Minister Abiy Ahmed, who has signed a historic peace deal with Eritrea, Zimbabwe's Emmerson Mnangagwa and Cuban President Miguel Diaz-Canel.

World leaders at UN look for progress on North Korea, brace for Trump

A jubilant-sounding President Donald Trump declared Wednesday that his "deal" with Kim Jong Un has ended the North Korean nuclear threat, as his top diplomat said he hoped to see "major disarmament" of the country by 2020.

Despite the lack of detail, or binding terms in the joint statement agreed with Kim -- which has alarmed a majority of observers of the nuclear standoff -- Trump struck a resolutely bullish tone.

"There is no longer a Nuclear Threat from North Korea," he tweeted in one of a series of early morning pronouncements.

Trump added that everybody "can now feel much safer than the day I took office" and people could "sleep well tonight!"

Critics said the unprecedented encounter between Kim and Trump was more style than substance, producing a document short on specifics about the key issue of Pyongyang's atomic weapons.

But the US president trumpeted the outcome as a "deal" with North Korea and vowed there would be "no more rocket launches, nuclear testing or research!"

Secretary of State Mike Pompeo, speaking to reporters in Seoul, said the United States hoped for "major disarmament" of North Korea by the end of 2020.

In the summit statement, Kim pledged to "work toward the complete denuclearization of the Korean Peninsula" -- a stock phrase favored by Pyongyang that stopped short of longstanding US demands for North Korea to give up its atomic arsenal in a "verifiable" and "irreversible" way.

When questioned on the wording, Pompeo said Trump's intention was to allow the US the opportunity to pursue further productive conversations on the issue with Pyongyang.

"Let me assure you that 'complete' encompasses verifiable in the minds of everyone concerned," Pompeo said.

"One can't completely denuclearize without validating, authenticating."

Pompeo said he expects the US would next speak to North Korean officials "fairly quickly after we return to our home countries," adding he was "very confident" that some form of engagement would occur in the next week.

Meeting of the century

In North Korea, state media praised Kim for "opening a new chapter" in relations with the United States, and said Trump had accepted an invitation to visit the North.

Just months ago, Kim and Trump were trading threats and personal insults as the North conducted its sixth and most powerful nuclear test.

Adam Schiff, a top US Democrat and staunch Trump critic, warned the standoff was far from resolved.

"North Korea still has all its nuclear missiles, and we only got a vague promise of future denuclearization from a regime that can't be trusted. North Korea is a real and present threat.&nbsp

"So is a dangerously naive president," Schiff said.

But Victor Cha, a former US pointman on North Korea, gave Trump more credit, writing in The New York Times: "Despite its many flaws, the Singapore summit represents the start of a diplomatic process that takes us away from the brink of war."

Pyongyang has reason to feel confident after the meeting, where Kim stood as an equal with Trump in front of their nations' flags.

In North Korea, the official KCNA news agency described the summit as an "epoch-making meeting" that would help foster "a radical switchover in the most hostile (North Korea)-US relations."

KCNA also asserted Trump had "expressed his intention" to lift sanctions against the North -- something the US president had said would happen "when we are sure that the nukes are no longer a factor."&nbsp

With the headline: "Meeting of the century opens new history in DPRK-US relations," the North's ruling Workers Party official daily Rodong Sinmun splashed no fewer than 33 pictures across four of its usual six pages.

In Pyongyang, commuters crowded round the spread of images.

U Sung Tak, 79, said the future was looking "bright" because Kim was "leading the world's political trend on the Korean peninsula, steering the wheel of history."

Ordinary North Koreans consistently voice unequivocal support for the leadership when speaking to foreign media.

War games

The Singapore summit was a major coup for an isolated and heavily sanctioned regime that has long craved international legitimacy, and whose autocratic leader stands accused of murdering opponents and members of his own family.

"Kim Jong Un got what he wanted at the Singapore Summit: the international prestige and respect of a one-on-one meeting with the American president, the legitimacy of North Korean flags hanging next to American flags in the background," said Paul Haenle, director of the Carnegie-Tsinghua Center.

In his post-summit press conference, Trump made the surprise announcement that the US would halt joint military exercises with its security ally Seoul -- something long sought by Pyongyang, which claims the drills are a rehearsal for invasion.

He defended that decision Wednesday, tweeting: "We save a fortune by not doing war games, as long as we are negotiating in good faith - which both sides are!"

The Pentagon could not immediately provide an estimate of how much the drills cost.

Both Seoul and US military officials have said they had no idea the announcement was coming, while Japan's Defense Minister Itsunori Onodera warned the drills played a "vital role in East Asia's security."

Still, Japan joined fellow world powers from China to the European Union and Russia in welcoming the summit -- while cautioning it was only a first step towards resolving the stand-off with Pyongyang.

Echoing that stance, Akira Kawasaki of the ICAN anti-nuclear group said the summit was "a great photo-op," but that "the substance needs to be followed up."

Putin invites Kim to Russia, praises Trump summit

Tough sanctions will remain on North Korea until its complete denuclearisation, the US Secretary of State Mike Pompeo said on Thursday, apparently contradicting the North's view that the process agreed at this week's summit would be phased and reciprocal.

US President Donald Trump and North Korean leader Kim Jong Un issued a joint statement after their Singapore meeting that reaffirmed the North's commitment to "work toward complete denuclearisation of the Korean peninsula", while Trump "committed to provide security guarantees".

Trump later told a news conference he would end joint US-South Korean military exercises.

"President Trump has been incredibly clear about the sequencing of denuclearisation and relief from the sanctions," Secretary of State Pompeo told reporters after meeting South Korea's president and Japan's foreign minister in Seoul.

"We are going to get complete denuclearisation only then will there be relief from the sanctions," he said.

North Korean state media reported on Wednesday Kim and Trump had recognised the principle of "step-by-step and simultaneous action" to achieve peace and denuclearisation on the Korean peninsula.

The summit statement provided no details on when North Korea would give up its nuclear weapons programme or how the dismantling might be verified.

Sceptics of how much the meeting achieved pointed to the North Korean leadership's long-held view that nuclear weapons are a bulwark against what it fears are US plans to overthrow it and unite the Korean peninsula.

However, South Korean President Moon Jae-In said the world, through the summit, had escaped the threat of war, echoing Trump's upbeat assessment of his meeting with Kim.

"What's most important was that the people of the world, including those in the United States, Japan and Koreans, have all been able to escape the threat of war, nuclear weapons and missiles," Moon told Pompeo.

Pompeo insisted North Korea was committed to giving up its nuclear arsenal but said it would "be a process, not an easy one".

Kim understood getting rid of his nuclear arsenal needed to be done quickly and there would only be relief from stringent UN sanctions on North Korea after its "complete denuclearisation",Pompeo said.

Moon later said South Korea would be flexible when it comes to military pressure on North Korea if it is sincere about denuclearisation.

Also on Thursday, North and South Korea held their first military talks in more than a decade. The talks followed on from an inter-Korean summit in April at which Moon and Kim agreed to defuse tension and cease "hostile acts".

Speaking later in the day in Beijing, Pompeo thanked China for its efforts to ensure the Trump-Kim summit happened, but also struck a note of caution.

"I wanted to thank you for the kind words you had for President Trump and work he did to put us in this place where we now believe we have a path forward which can truly, for the first time in so many years, create peace on the peninsula," Pompeo told the Chinese government's top diplomat, State Councillor Wang Yi.

"And there is still a lot of work to do. There are still risks that we won't achieve that."

Wang said the meeting brought the Korean peninsula nuclear issue back to the correct track of resolving it peacefully.

"It accords with the all parties' joint interests, including those of the United States and North Korea," he said.

'EVERYBODY MUCH SAFER'

The United States has long insisted on complete, verifiable and irreversible denuclearisation by North Korea.

But the summit statement reference to North Korea committing to work towards the complete denuclearisation of the peninsula has used been by North Korea in the past to include a US nuclear umbrella in the region, and echoes promises it has failed to keep.

Trump returned to the United States on Wednesday and took to Twitter to hail the meeting, the first between a sitting US president and a North Korean leader, as a major win for American security.

"Everybody can now feel much safer than the day I took office," Trump tweeted. "There is no longer a nuclear threat from North Korea."

Democratic critics in the United States said the agreement was short on detail and the Republican president had made too many concessions to Kim, whose country is under U.N. sanctions for its nuclear and weapons programmes and is widely condemned for human rights abuses.

Pompeo said Trump's comments about the reduced threat from North Korea were made "with eyes wide open".

"It could be the case that our effort won’t ... work but we are determined to set the conditions so that we can right this failure of decades and reset the conditions for North Korea's participation in the community of nations," Pompeo said after a trilateral meeting with South Korean Foreign Minister Kang Kyung-wha and Japanese Foreign Minister Taro Kono.

Trump later told a news conference he would end joint US-South Korean military exercises

Mike Pompeo says North Korea sanctions to remain until complete denuclearisation

The UN Security Council should consider steps toward lifting sanctions on North Korea following its agreement with the United States to scrap its nuclear program, Russia's UN ambassador said Wednesday.

The council last year adopted three rounds of tough economic sanctions on North Korea, banning most of its exports of raw commodities and severely restricting oil supplies.&nbsp

Asked about lifting sanctions, Russian Ambassador Vassily Nebenzia told reporters: "I think that it is only natural that we should be thinking about steps in that direction."

"There is progress on the track that should be reciprocal. There should be a two-way street," he said. "Of course the other side should see encouragement to go forward."

At the first-ever meeting between sitting leaders of the US and North Korea on Tuesday in Singapore, President Donald Trump and Kim Jong Un pledged in a joint statement to work toward the "complete denuclearization of the Korean Peninsula."

The United States along with Japan and European countries maintain that the raft of tough sanctions must remain in place until North Korea has fully dismantled its weapons programs.

Russia and China argue that there should be a gradual approach, offering some sanctions relief in exchange for concrete action from Pyongyang along the path toward denuclearization.&nbsp

The council is expected to meet to discuss the results of the Singapore summit, but Nebenzia, who holds the council presidency this month, said nothing had been scheduled yet.

"It would be interesting to hear from those who were directly involved their assessment of the results," said the Russian ambassador.

Many diplomats credit the UN move to ramp up sanctions as a decisive factor in pressuring Kim to agree to negotiate an end to North Korea's military program.&nbsp

Kim came to understand that "having a nuclear bomb is not compatible with having an economy," said a Security Council diplomat.&nbsp

Dutch Ambassador Karel van Oosterom, who heads the council's sanctions committee on North Korea said the punitive measures were still being applied in full force.

"We will continue to keep up the pressure with the full implementation of the sanctions," he said.

News brief: Read big stories of the day

China urges all parties concerned to the Korean Peninsula issue to build perseverance, maintain patience and make unremitting efforts to find a political settlement of the Peninsula issue, said Chinese Ministry of Foreign Affairs spokesman Geng Shuang.

Geng, the spokesman, made the remarks at a regular briefing in Beijing on Wednesday.

The top leader of the Democratic People's Republic of Korea (DPRK) Kim Jong Un and US President Donald Trump met in Singapore on Tuesday for a landmark summit. The two leaders signed a "comprehensive" joint statement after their summit. The United States would be committed to providing security guarantees to the DPRK in exchange for Pyongyang's commitment to complete denuclearization of the Korean Peninsula.

Geng said that a good beginning is half done.

"We think that after a long time of hostility and confrontation between the DPRK and the US, it was of great and positive historic significance for the top leaders of the two countries to sit together and have dialogue on an equal footing. The achievements reached by the two leaders are an important step toward denuclearization of the Korean Peninsula, ending hostility and confrontation, and pursuing lasting peace and prosperity of the peninsula. The Korean Peninsula issue has its complexity and particularity, which cannot be resolved overnight. It requires all parties to build perseverance, maintain patience and make unremitting efforts over the Korean Peninsula issue," said Geng.

Geng said China hopes and supports the two sides to implement the consensus reached by the two leaders, promote follow-up consultations, further consolidate and expand the achievements, and make the political settlement of the Peninsula issue a sustainable and irreversible process.

"As a close neighbor of the peninsula and an important party to the issue, China stands ready to work with other relevant parties toward denuclearization and the establishment of a mechanism for peace on the Korean Peninsula, and make positive efforts and contribution to early realization of long-term peace and stability of the peninsula," said Geng.

Geng also reiterated China's stance over the sanctions that United Nations (UN) has imposed on DPRK when answering a reporter's question.

"China always believes that sanctions are not the goals. All parties should support and cooperate with the efforts of diplomatic dialogues and denuclearization, and push forward the process of political settlement of the Peninsula issue," said Geng.
