Kim Jong Un, the leader of North Korea has called on his country folk to become “self-sufficient” amid rising economic concerns due to the coronavirus pandemic. During a meeting of the politburo, the leader talked about domestic economic issues. North Korea had already been suffering economically due to the international sanctions against the country’s nuclear programmes. And the country is currently in a spat with its neighbour, South Korea, over the matter of defectors.

North Korea has threatened to end an inter-Korean military agreement signed in 2018 to reduce tensions, over flying anti-Pyongyang leaflets along the border by the South.

North Korea considers the leaflets an attack on its government and has long demanded that South Korea ban activists from sending them. South Korea however refuses, saying the activists are exercising freedom of speech.

To this end, North could permanently shut a liaison office with the South and an inter-Korean factory park in the border town of Kaesong, which have been major symbols of reconciliation between the rivals.

North Korean defectors and other activists in recent weeks have used balloons to fly leaflets criticising Kim Jong Un over his nuclear ambitions and dismal human rights record across the border.

North Korea threatens to halt military agreement with the South over anti-Kim leaflets

South Korea has planned to stop people sending balloons with anti-North Korean messages across the border.

The announcement came after Kim Yo-jong -- sister of North Korean leader Kim Jong-un -- said recently balloon-senders were "human scum" and "mongrel dogs" who betrayed their homeland, adding it was "time to bring their owners to account," referring to the government in Seoul.

The South Korean government said it was planning legislation against the balloons.

"Actually, most of the leaflets have been found in our territory, causing environmental pollution and increasing burden on local people to get rid of them," said Ministry of Unification spokesperson Yoh Sang-key.

"Any act that could pose a threat to the life and property of those people should be stopped."

South Korea to stop people sending cross-border messages after threat from the North

North Korean leader Kim Jong Un has proposed new policies to increase the nation's nuclear deterrence, a media report says.

The meeting is Kim's first known public appearance ever since the world speculated about his health. The global overthought was preceded by his attendance at a ceremony marking the opening of a fertiliser factory.

Kim presided over a meeting of the Workers' Party of Korea Central Military Commission (CMC), according to state news agency KCNA.

The meeting "served as a historic turning point of great significance in increasing the capabilities of the revolutionary armed forces," according to KCNA.

The news agency said "crucial measures for considerably increasing the firepower strike ability of the artillery pieces of the Korean People's Army" were taken at the meeting, as well as actions "putting the strategic armed forces on a high alert operation."

At the meeting, Kim signed seven orders. The orders concerned "enhancing" the responsibility and roles of major military educational institutions, reorganising the military command system "to meet the mission and duty of the security institutions" and promoting the military ranks of commanding officers, KCNA said.

The meeting also "reviewed and analysed a series of drawbacks in the military and political activities of the overall armed forces of the DPRK" and discussed "methodological issues for overcoming them and bringing about drastic improvement," according to KCNA.

Denuclearisation talks with the US stalled last fall. Kim warned the United States that it had until the end of that year to jump start the negotiations.

North Korea then began ramping up missile testing earlier this year.

In late March, the country fired an unidentified projectile into the sea off the coast of Japan for the sixth launch by the regime in less than a month.

North Korea became a dictatorship. South Korea is a democracy. More than 70 years later, both countries are worlds apart. Watch report.

Kim Jong Un makes first public appearance after nearly three weeks

Nearly three weeks after North Korean leader Kim Jong Un's no-show at a key event sparked rumours he was seriously ill or even dead, state media published photos Saturday showing him in public.

Kim's conspicuous absence from the April 15 celebrations for the birthday of his grandfather, the North's founder, sparked feverish speculation over his health and who would replace him at the helm of the nuclear-armed country.

It is not the first time Kim has disappeared from public view. In 2014, he dropped out of sight for nearly six weeks before reappearing with a cane. Days later, South Korea's spy agency said he had undergone surgery to remove a cyst from his ankle.

Here is a look at why Kim's health has been the subject of so much conjecture.

Who is his successor?

Kim has been in power for nearly a decade and his death would have left Pyongyang facing an unplanned succession for the first time in its history.

Leadership has always been a family affair in the isolated North, dominated by the members of the "Paektu bloodline" -- a Northern term for the country's founder Kim Il Sung and his descendants.

Kim's three known children are still very young and there is no designated successor as far as the world is aware.

His younger sister Yo Jong -- one of his closest advisers -- is widely regarded as the top contender to succeed him but the North is a highly patriarchal society where seniority and gender both carry weight.

What happens to nuclear talks?

Kim is known in the North as the Supreme Leader and his authority spans the ruling Workers' Party and the military. All major decisions require his approval.

Kim's disappearance from public view came as Pyongyang's talks with Washington over the North's nuclear arsenal are at a standstill, despite three meetings between Kim and US President Donald Trump.

If Kim were incapacitated or dead, it would have increased uncertainty over the process.

Analysts also say it could have led to a chaotic power struggle and triggered an exodus of refugees into China -- something the North's diplomatic backer and main trading partner Beijing has long feared.

"Kim's personal profile, family history, and the structure of the North Korean regime make his health a major variable for the country's stability and foreign policy," Leif-Eric Easley, a professor at Ewha University in Seoul, told AFP.

Why so many rumours?

North Korea is an unusually opaque country, where even economic growth figures are treated as a state secret.

Observers and even diplomats in Pyongyang rely heavily on the closely controlled state media for hints of what is going on.

Secrecy is strictest of all around the leadership and the absence of information creates ample room for speculation to flourish unchecked.

Kim was last seen presiding over a ruling party meeting on April 11. But four days later he missed the celebrations for the birthday of his grandfather -- the most important date in the North's political calendar -- sparking questions over his whereabouts.

Daily NK, a South Korea-based outlet run mostly by North Korean defectors, reported Kim had undergone a cardiovascular procedure and was recovering at a villa in North Pyongan province.

Soon after CNN reported that Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery, quoting an anonymous US official.

A Japanese report even said he was in a "vegetative state".

But a top security adviser to South Korea's president later told the broadcaster Kim was "alive and well". Trump also downplayed reports of Kim's poor health and possible demise.

"This incident is a reminder of how vulnerable we remain to groundless rumours about North Korea," former US government North Korea analyst Rachel Lee told AFP.

"We need more experts who can analyse North Korea using solid tradecraft."

Analysts say Kim is likely to make another public appearance in the coming days that will be reported by state media.

But an official explanation for his absence is unlikely.

"We need more experts who can analyse North Korea using solid tradecraft." Analysts say Kim is likely to make another public appearance in the coming days that will be reported by state media. But an official explanation for his absence is unlikely.

"Our government position is firm," said Moon's special adviser on national security Moon Chung-in, in an interview with CNN on Sunday. "Kim Jong Un is alive and well."

The adviser said that Kim had been staying in Wonsan — a resort town in the country's east — since April 13, adding: "No suspicious movements have so far been detected."

Kim has not made a public appearance since presiding over a Workers' Party politburo meeting on April 11, and the following day state media reported him inspecting fighter jets at an air defence unit.

His absence has unleashed a series of unconfirmed media reports over his condition, which officials in Seoul previously poured cold water on.

"We have nothing to confirm and no special movement has been detected inside North Korea as of now," the South's presidential office said in a statement last week.

Daily NK, an online media outlet run mostly by North Korean defectors, has reported Kim was recovering after undergoing a cardiovascular procedure earlier this month.

Citing an unidentified source inside the country, it said Kim, who is in his mid-30s, had needed urgent treatment due to heavy smoking, obesity and fatigue.

Soon afterwards, CNN reported that Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery, quoting what it said was an anonymous US official.

US President Donald Trump on Thursday rejected reports that Kim was ailing but declined to state when he was last in touch with him.

On Monday, the official Rodong Sinmun newspaper reported that Kim had sent a message of thanks to workers on the giant Wonsan Kalma coastal tourism project.

It was the latest in a series of reports in recent days of statements issued or actions taken in Kim's name, although none has carried any pictures of him.

Satellite images reviewed by 38North, a US-based think tank, showed a train probably belonging to Kim at a station in Wonsan last week.

It cautioned that the train's presence did not "indicate anything about his health" but did "lend weight" to reports he was staying on the country's eastern coast.

Reporting from inside the isolated North is notoriously difficult, especially on anything to do with its leadership, which is among its most closely guarded secrets.

Previous absences from the public eye on Kim's part have prompted speculation about his health.

In 2014 he dropped out of sight for nearly six weeks before reappearing with a cane. Days later, the South's spy agency said he had undergone surgery to remove a cyst from his ankle.

"I just hope he's doing fine," Trump said, adding he "may" reach out to Kim to see how he is doing.

"If he is in the kind of condition that the reports say, that the news is saying, it's a very serious condition."

Trump declined to say whether he had direct information about Kim's health and suggested he was basing his information on news reports.

"I don't know that the reports are true," he said.

The US president's comments follow a flurry of questions about Kim's health after a report Tuesday that Kim was being treated after surgery.

South Korea has played down the report, which followed mounting speculation over Kim's absence from a key anniversary.

Pyongyang marked the birthday of its late founder, Kim's grandfather Kim Il Sung, on April 15 — by far the most important date in its annual political calendar. Kim was not seen in attendance.

Daily NK, an online media outlet run mostly by North Korean defectors, said Kim underwent a cardiovascular procedure earlier this month and was recovering at a villa in North Phyongan province.

"Excessive smoking, obesity and fatigue were the direct causes of Kim's urgent cardiovascular treatment," it cited an unidentified source inside the country as saying.

CNN, citing an anonymous US official, said Washington was "monitoring intelligence" that Kim was in "grave danger" after undergoing surgery.

In a statement, a spokesman for the South's presidential Blue House said: "We have nothing to confirm and no special movement has been detected inside North Korea as of now."

Trump and Kim have held two summits, beginning June 2018 in Singapore, which was the first-ever face-to-face meeting between leaders of the two countries.

The summit focused on security and denuclearization issues, but subsequent talks between the two leaders collapsed in Hanoi, Vietnam in 2019.

North Korea's Kim Jong Un may be in 'grave danger' after surgery: Report

The relationship between North Korea and the United States continues to sour, with both sides issuing constant threats and statements against each other, especially with Donald Trump in power. The presidents holds back no words, and has been constantly critical of North Korea.

Donald Trump had recently claimed to have received a friendly letter from North Korean leader Kim Jong Un.

However, the Korean side recently denied the existence of any such letter and further attacked Trump for using the relationship between the two countries to further his “selfish” interests.

Just on Saturday, Trump announced in a press briefing that he had received a written note from Kim. “It was a nice note… I think that we’re doing fine”, he had said.

Additionally, Trump claimed that both the countries would have gone to war by now, had it not been for his diplomacy.

Amid the ongoing COVID-19 crisis, Trump has referred to himself as a “war time president”. This was countered by Joe Biden, his Democrat rival in this year’s elections, who asked him to “behave like one”.

“There was no letter addressed recently to the US president by the supreme leadership of the DPRK (Democratic People’s Republic of Korea),” the Korean ministry announced on KCNA, a state run media channel.

“[Their relations] are not an issue to be taken up just for diversion, nor should [they] be misused for meeting selfish purposes,” the ministry pointed out.

Trump and Kim first met in 2018 during a summit in Singapore. The US president has constantly pushed for the denuclearisation of the Korean Peninsula.

But North Korea’s rhetoric continues to intensify. They recently announced plans to hit US hard, and that the time for diplomacy and talks was over.

After Kim called for withdrawal of sanctions against his country, which Trump rejected, the relationship between the countries continued to become stressful in 2019.

In the end of March, Trump has sent a letter to Kim and offered assistance in handling coronavirus. According to North Korean media, Trump claimed to have been “impressed” by Kim’s handling of the killer pandemic.

While the US continues to be battered by coronavirus, with over 40,000 deaths recorded so far - the highest for any country. Trump had recently announced that he expects 60,000 people to die in the country.

On the other hand, North Korea denies having any positive cases of coronavirus. However, a North Korean professor recently claimed that the country has many cases, however it’s hard to ascertain the exact number.

North Korea denies sending a 'nice note' to Donald Trump

While a North Korean deadline for the United States to soften its stand on denuclerisation talks passed uneventfully over the New Year, state media and propaganda efforts have been focussing on the prospect of a long confrontation with the United States.

Optimism that two years of contacts between leader Kim Jong Un and US President Donald Trump would usher in a new age, and related hopes for economic improvement after decades of deprivation, appear to have faded.

Instead, the government has been hard at work in recent weeks using state media, propaganda posters, and performances to warn the public of a bumpy road ahead under US and international pressure.

The propaganda effort has included calls for North Koreans to "breakthrough barriers" and strengthen the country.

The weekend's Lunar New Year celebrations included a concert for Kim and other dignitaries with tributes to the country's leaders for overcoming adversity.

It is a familiar message for North Koreans, but one that now underscores that the leadership does not foresee a breakthrough in diplomacy any time soon.

"The message will be that because of the US hostile policy and sanctions, that things will be more difficult for the foreseeable future," said Andray Abrahamian, a visiting scholar with George Mason University Korea.

Behind the scenes, North Korean officials still say they are seeking badly needed sanctions relief, said one European scholar who regularly attends informal meetings with North Korean representatives.

Publicly, North Korea has said it is no longer bound by commitments to halt nuclear and missile testing, blaming the United States for failing to meet the year-end deadline for it to show more flexibility in the nuclear talks and its "brutal and inhumane" sanctions.

Since Kim came to power in 2011, many North Koreans have steadily seen living conditions improve compared with deprivation and even famines of the 1990s.

In 2018, Kim doubled down by declaring the "completion" of the nuclear weapons programme would allow the government to focus on economic development.

But the failure to win sanctions relief is putting Kim in a sensitive spot.

"In 2012, Kim promised that there would be no more belt-tightening, so for him to call on the country to prepare for exactly that sends a very clear message," Abrahamian said.

"Most North Koreans have seen their economic prospects improve under Kim Jong Un so I’m sure this is a worrying time for them."

The propaganda push is designed to support a line Kim set out in a speech at the end of last year calling for North Koreans to brace for an “arduous and prolonged struggle” and to foster a self-reliant economy because of a delay in the anticipated lifting of sanctions, analysts said.

Kim used that speech to acknowledge North Korea may need to "tighten our belts" for the time being.

But state media and propaganda have not yet widely pushed that line widely, likely in part because of Kim's past promises, said Rachel Minyoung Lee, an analyst with NK News, a website that monitors North Korea.

"It is a controversial term and North Korea will likely roll it out very subtly and carefully," she said.

The final months of 2019 saw senior officials warning the United States not to ignore its threat of a "new way" if it did not offer more concessions in talks aimed at getting North Korea to abandon its nuclear weapons.

Beyond a warning from Kim that the world would soon see a "new strategic weapon", however, the deadline passed uneventfully.

Since then, the North's state media has been ominously quiet on the issue of talks with the United States.

"I have a feeling they're biding their time to roll out some changes to their foreign policy, including US policy, and North Korea may make its intentions clearer as it gets closer to the showcasing of its 'new strategic weapon'," Lee said.

North Korea urges citizens to 'break through barriers' as nuclear standoff continues

The aunt of North Korean leader Kim Jong Un made her first public appearance in about six years, state media reported Sunday, quelling rumours that she was purged or executed by her nephew.

According to a Korean Central News Agency dispatch, the name of Kim Kyong Hui was included in a list of top North Korean officials who watched a performance marking Lunar New Year's Day with Kim Jong Un at a Pyongyang theatre on Saturday.

North Korea's main newspaper also released a photo showing Kim Kyong Hui sitting near Kim Jong Un and his wife, Ri Sol Ju, at the Samjiyon Theater.

Kim Kyong Hui, 73, was once an influential figure in North Korea as the only sister of late North Korean leader Kim Jong Il, the father of Kim Jong Un.

She held a slew of top posts such as a four-star army general and a ruling Workers' Party departmental director.

She was also believed to have played a key role in grooming Kim Jong Un as the next leader after Kim Jong Il suffered a stroke in 2008.
Kim Jong Un eventually inherited power after his father died of a heart attack in late 2011.

Kim Kyong Hui's fate had been in doubt after Kim Jong Un had her husband, Jang Song Thaek, executed for treason in December 2013.
He was once considered the North's No. 2.

Days after Jang's execution, Kim Kyong Hui's name was mentioned in a KCNA dispatch as a member of a funeral committee for another top official.

But she missed a state ceremony commemorating the second anniversary of Kim Jong Il's death days later. Her name had since never been mentioned in North Korean state media until Sunday's KCNA report.

Some North Korea monitoring groups in Seoul and foreign media outlets had speculated Kim Jong Un had his aunt also executed or purged, or she died of health problems.

Outside experts said Kim Kyong Hui had long suffered from liver and heart problems and high blood pressure.

Analyst Cheong Seong-Chang at South Korea's private Sejong Institute said Kim Kyong Hui's reemergence suggested Kim Jong Un was attempting to strengthen the unity of his ruling family as he's pushing to harden his position toward the United States installed nuclear negotiations.

Cheong, however, predicted that Kim Kyong Hui won't likely regain her political influence as she has no position in the North's powerful Politburo, whose memberships have already been filled with new figures.
