Protestors against police brutality | Kenya | More than 300 people arrested

Kenyan police on Tuesday fired teargas and arrested activists gathering for a march against perceived government injustice that has been given extra impetus this year by allegations by rights groups of police brutality during the COVID-19 lockdown.

Activists said protesters from several areas had planned to march from their homes to the centre of the capital Nairobi, but many were dispersed or arrested before reaching there. Samuel Kiriro said six of his colleagues from rights group the Ghetto Foundation in the Mathare slum had been arrested.

For those who made it into the city centre, police fired more teargas and made further arrests, a Reuters witness said.

Activists rally each year on July 7, marking the date in 1990 when opponents of late president Daniel Arap Moi launched a bid to open up multiparty politics. The protest is called "Saba Saba" - "seven seven" in Swahili - because of the date.

This year, protesters have been galvanised by mounting accusations of police brutality during the coronavirus lockdown.

"The police have been killing a lot of people ... During this pandemic, it has gotten worse," said Michael Njau, an activist at Kiamaiko Justice Centre.

Police were not immediately available to respond to multiple requests for comment.

Rights group Amnesty International said Kenyan police had killed at least 100 people in 2020, with 21 related to COVID infractions, such as curfew or mask violations. In March, in the first 10 days of the curfew, at least six people were killed, Human Rights Watch has said.

In April, President Uhuru Kenyatta said there had been "some challenges" in the initial stages, adding: "I want to apologise to all Kenyans maybe for some excesses that were conducted."

Locusts are destroying farmlands across the world. But, some people have turned the pests into food - serving them fried or as kebabs.

Gravitas: Serving Locusts as Kebabs

Welcome to Nairobi. Here, craving locusts means being spoilt for choice.

Nairobi has a vivid menu -- grilled locust salad, locusts in skewers, and the good old locust kebabs.

If one is really hungry, they are free to order all the above. And there is no shortage of supply.

The swarms of flying protein are in abundance in Kenya, and the inhabitants are putting them to the best use.

To this end, Icipe researcher, Chrystanus Tanga, says, "A lot more people should engage in this practice rather than shying away and thinking that it is a primitive man's food."

In all honesty, if we see it the other way, these locusts aren't shy of devouring our farmlands. So we also must not be ashamed of putting them on our chopping board.

Here, one can crush them into meals, or deep fry the locusts and serve them with tartar sauce. Or come up with your own recipe.

This is neither pandemic lunacy nor one of the many weird things happening this year.

Locusts have been chef's favourite for a long time now. Everytime they invaded a country, people were quick to catch, chop and cook them.

In 2013, Israel was going gaga over fried locusts, the winged creatures also found themselves being served as desserts.

In 2004, when locusts devastated crops in Australia, people retaliated by eating them. The gallantry was lauded by government workers.

They are sky prawns, they said. And they are free.

Soon, a cook book was released. With not one, not two -- but 20 sky prawn recipes.

The rest, they say, is history.

In the 1970s, Thailand was so smitten by locusts that researchers felt sad while calling them pests.

And maybe this is how we corroborate the saying -- when life gives you lemon, make lemonade.

And when it gives you locusts aka sky prawns... Well, make kebabs.

Huge swarms of desert locusts are hovering over the skies in Kenya especially when it is windy after hopper bands conquered control strategies and finally matured.

WION Dispatch: New generation of Locust threat looms in Kenya

The branches on trees around Kenya's northern town of Lodwar have been stripped bare of leaves, bending downwards under the weight of voracious young locusts.

Numbers of locusts exploded in East Africa and the Red Sea region in late 2019, exacerbated by atypical weather patterns amplified by climate change. Swarms of insects flew west from Yemen, and this year reached Kenya, Somalia and Ethiopia.

The new generation has hatched in Turkana, Kenya's poorest region. The young locusts are eating everything in sight, and when their wings mature the swarms will be able to travel up to 130 kilometres (80 miles) in a day.

The hatchings have occurred as crops are planted in a region where 20 million people struggle for food.

"The locusts have come to destabilise an already bad situation," said Daniel Kirura, head of the United Nations Food and Agriculture Organization in Turkana.

Kirura fears the swarms will spread quickly and said teams are working frantically to spray them with insecticide before they become airborne.

"Within one week they may mature to swarms that may fly away," Kirura said. "Our wish is to control them before they leave Turkana."

Turkana is a vast, dry scrubland in northwest Kenya that borders Uganda, South Sudan and Ethiopia. Residents say the insects are devastating farmland and grazing areas.

Residents are beating tin drums to scare away the insects.

"They have destroyed our maize, pawpaw tree," Christopher Lotit told Reuters. "So because they do not want noise, we use noise to get rid of them."

Kenya: Nairobi Gurdwara serves hot meals to hungry amid COVID-19 crisis

Gurudwaras and temples in Kenya have come together to reach out to the people in Kenya over COVID-19 crisis, with many opening doors and providing food. Speaking exclusively to our Diplomatic Correspondent Sidhant Sibal from Nairobi, Indian envoy to Kenya Rahul Chhabra said, "Kenyan govt appreciative the Indian community's support during COVID-19 crisis".

He also said that Kenya is following on the footsteps of India on handling the COVID-19 situation and taking inspiration as well on imposing the lockdown. Meanwhile, New Delhi will be soon training many Africans including Kenyan healthcare workers to deal with COVID-19 crisis under thee ITEC courses. WION: How are India and Kenya cooperating with each other on Covid crisis? Rahul Chhabra: External Affairs Minister Dr Jaishankar spoke to the Foreign Minister of Kenya last week and during the course of the call, they discussed how India is showing solidarity to African countries and find a way on working forward. In that conversation, Kenya's Cabinet Secretary requested Dr Jaishankar for the relaxation of the export ban and for HCQ and that was granted on the spot by Dr Jaishankar and they were very much appreciative of the fact. In addition, we are also running an e-ITEC course. We managed to get five Kenyans to register for it and they are specially meant for health care professionals. This training on COVID-19 and it is extremely timely. This is the first of the course and we are hoping to have many more courses coming up and many more Kenyans participating in it. We had over 400 Kenyans go for ITEC courses just last year. So ITEC is a very popular programme. So we are helping in collaborating, in terms of the evacuation of Kenyan nationals who are currently in India. Many of them go there for treatments of all kinds, cancer, operations, knee.. because health care here is little weak and these Kenyans have received the treatment for other diseases and now waiting to come back. So Kenyan govt has requested us and we have facilitated not only the approval of flights to take off from India and bring back here but also in terms of road transport because these people are all over, in Chennai, Hyderabad and flight will take off only in Mumbai and Delhi. We need to get them all together, helping them get the permission to do road transport and in medium-term we looking to collaborate on -ArogyaBharti (Tele-medicine) which is a collaboration of hospitals through the internet. WION: This ITEC course for other African countries too? Rahul Chhabra: It is not only for Africa, but it is also for SAARC countries. It is for al our partner countries. ITEC has over 100 partner countries. They are tailormade and different languages. It is very interesting and fascinating. It is very timely and I am sure Kenyan govt will benefit from it and so will the rest of the people. WION: How many Indians stranded in the country due to COVID? Rahul Chhabra: 100 Indians stranded in Nairobi, over 150 in Mombasa which is a port town in Kenya, 5 in Somalia, so there are these 255-260 Indians who are actually stranded, meaning they came here for tourism, they came here for business or meet friends or relatives and now they can't go back. For them what we are doing is that we have maintained a list, we are regularly in contact with them, talking to them, advising them to be calm. Bear with all of us, bear with the country, bear with the world to beat this pandemic. we are also helping them fill up the visa form online from the Kenyan govt side. 20,000 Indian passport holders, 60,000 OCI cardholder in Kenya. For them, I have been doing a video conference with heads of the community associations. I have done calls over 25 heads came online and we discussed best practises, what they doing, shared experiences. There are more than 20 Gurudwaras, the one Gurudwara in Nairobi is serving hot meals to 400 people daily and dry rations to 150 people daily. The Hindu community has been giving 20,000 litres of disinfectant and hand sanitisers, 50,000 litres to govt and police personnel and 2 cubicles for testing COVID. The Hindu community's chapter in Nakuru fed 4000 families last month. The Lohana samaj is having a helpline for seniors so that they don't have to go out and expose themselves. This helpline is managed by teenagers and youth, so it is inculcating a sense of service. If you get a call on this helpline, you go out and shop and supply these elderly people. It is a very good way of fo training and upbringing. I want the other communities to hear what communities are doing so that each of them can share the practices. On OCI cardholders, a number of prominent Indians here, like Mr Narendra Raval, he is a very big businessman here and he has donated a lot of money and he has now on President Kenyatta's emergency response fund. More like Bimal Shah, Manu Chandaria big business here who are donating generously to President Kenyatta's fund. When I briefed Cabinet Secretary for Foreign Affairs Raychelle Omamo, she is very happy with Indian community's support. In two small instances, there was an Indian solider in Indian army deployed in South Sudan. His flight was transiting via Nairobi, from here he left for Juba and just as he was about to land, South Sudan closed airspace and said no foreigner allowed. He was put on the flight back and he landed in Nairobi, which also closed itself and India also closed itself. The Indian soldier was in no man's land and we stepped in and helped him and he is still here and we look after him. Another Indian was stuck in Malawai. We got clearance for his plane, as a med evacuation, come to Nairobi and is currently in the city getting himself treated. He is quite happy and well looked after. WION: We are sending medicines to these countries also? Rahul Chhabra: Last week, over one and half-million dollars worth of HIV medicine arrived. Kenyan govt is very happy about it. This was a commitment made by PM Modi when he visited Kenya, few years back. The medicines have been coming in tranches but very welcome time. Kenya is purchasing 379 thousand tablets of HCQ from us and we have allowed. Other APIs they asking for permission, so we are going to process that and they will be able to access that. It is just not medicines, we just focus on the medicine part of it. Kenyan govt has requested for 1000 tonnes of chlorine, calcium hypochlorite which is a water disinfectant. We try best to supply them with that, we will probably give them as a grant. Locust issue is going on at the moment here for the last several weeks and FAOs consignment was coming here from India and India declared a lockdown. All the trucks were held up, again the embassy had to step in and get the permission and passes, and all the pesticides have arrived here to deal with the locust menace. Lastly, EXIM bank gave them a loan, year and a half back to modernise its textile factory which is the largest factory in East Africa at $30 million. Today, that factory to producing thousands and thousands of face mask. WION: Are we preparing a quarantine facility for stranded Indians? Rahul Chhabra: No need to do that, since no one requiring quarantine facility. No Indian has been infected but in anticipation of that Indian community members have been encouraged and they have done that, they have gone and spoken to hospitals and hotels to negotiate the rates in case, anyone requires to stay under quarantine. The community has also raised funds and kept money aside if somebody needs money and is admitted to these facilities, this money will be used to pay for the expense. WION: How has been the situation on the ground and how are diplomats coping up with it? Rahul Chhabra: The first case was identified in Kenya on March 6. Now, two months later we are at 400 cases and15 deaths. While testing is limited, they are ramping up testing, promising to really ramp it up a lot. In the meantime, authorities have taken a lot of measures. For example, 7 pm onwards there is a night curfew and even diplomats can not go out. Everyone is subject to night curfew till 5 am in the morning. Bars, mall are shut at 7 am and no congregations are allowed, including religious ones are banned. Schools, colleges are also suspended. Use of mask is also compulsory, they have taken a lot of measures. We hope they will come out of it and they had the experience of other countries going forward. We are taking full abundant precautions, maintaining social distance while still trying to keep up with our duties. We are trying our best to be ahead of the curve, monitor the evolving situation very closely and what all we can do to counter it. Like for example, visa wing is close so we using the time to renovate that wing to make it more professional and more user friendly. All the Indian diplomats and spouses are feeling safe and comfortable, in fact, my wife has regular skype calls with the wives of all the Indian diplomats and officers here. So every 2-3 days they catch up, chat for an hour. I have skype calls with them once in a while and we exchange that to keep our morale up. It is a tough situation and we try to keep up with that. WION: Have we shared any model of containment with them? Rahul Chhabra: The Kenyans are actively looking at all models across. They were looking at our lookdown, they said if India which is a country of 1.3 billion can have a full lockdown, why can we have a partial curfew. This is also a third world developing country, so they looked at that sort of intermediate step and they are quite strictly enforcing it. And also that eITEC COVID training, I am sure they going to pick up on how to handle the situation. They very closely monitor the situation in India and try and adapt it to own situation.

New Delhi to train Kenyan healthcare workers amid COVID-19 crisis

Eva Nabagala hoped she and her young son would be safe from her family when they fled Uganda for a Kenyan refugee camp - but instead, the 28-year-old says she was attacked and raped there as punishment for being a lesbian.

"I have been threatened with death, I have been beaten, I have been harassed sexually, and I have been sexually abused, raped," Nabagala told Reuters by phone.

She`s one of a group of around 300 gay, lesbian and transgender refugees in Kakuma refugee camp in northwestern Kenya, who say other refugees repeatedly attack them because of their sexual orientation. The group say police and the United Nations refugee agency, UNHCR, have failed to protect them.

UNHCR Kenya told Reuters that police investigate reports of violence, assault, or other crimes and UNHCR offers support to survivors.

"Whenever we are informed ... we do our utmost to provide medical, legal and social-economic support and psychosocial counselling to survivors," the agency said.

Kenya`s national police spokesman Charles Owino said he was unaware of any violence against the group of refugees.
Nabagala said she and her now two-year-old son came to Kenya in 2018 after her family threatened to kill her because she is a lesbian.

"I ran from my home ... because I wanted to be safe, I wanted protection, but it has turned into something the opposite," Nabagala said.

Stephen Sebuuma, another Ugandan refugee in Kakuma, said refugees armed with iron bars, sticks and machetes damaged their houses on three occasions, injuring four adults and two children.

"Police insult us instead of helping us," Sebuuma, 32, told Reuters by phone.

Pictures Sebuuma and another refugee sent to Reuters from the camp showed holes punched in the walls of homes made of corrugated iron. Kambungu Mubarak, 31, also from Uganda, said the attackers also burnt two houses.

UNHCR Kenya said as soon as they were informed of the attack, they contacted Kenya`s Refugee Affairs Secretariat, and sent an ambulance. UNHCR also contacted police, who had started investigations, the agency said. But Sebuuma said the police never helped them.

"We have written complaints, people have gotten OBs (Occurrence Book reports) from police. So many of them, and police even sometimes chase us, saying `we are tired of you`," he said.

Same-sex relationships are punishable in Kenya by 14 years in jail. It is rarely enforced but discrimination is common.

Kenya also requires refugees to stay in camps, and on Tuesday the government announced it was suspending all movements in and out of camps and the resettlement of refugees in a bid to stem the spread of the new coronavirus.

Some refugees have tried to leave the camp in the past, but say life was so hard that they returned. Nabagala left but was raped again in Mombasa, where she had gone seeking shelter, so she came back.

Another refugee, 23-year-old Winnie Nabaterega, told Reuters by phone that she fled Uganda in 2019 after being raped and becoming pregnant. Her father pressurised her to marry her attacker. Her daughter, now two, lives with her. She is constantly threatened by other refugees, she said.

"We were told because we were homosexuals ... they would put poison in the water," she said.

Another country to recently join in on the decongestion process is Kenya.

Over the last 30 days, the country has released over 4,800 prisoners across different prisons to ease the potential consequences of a cluster in the prison.

Most states are now taking steps based on the new information that keeps coming in about the pandemic.

What’s interesting is how these prisoners were released. With social distancing the new norm, the release sessions were conducted on video chatting applications like Skype and Zoom.

The prioritisation was based on the gravity of the crimes as well as the time left to serve in the prison.

As of now, Kenya, and largely Africa, has remained untouched by the killer virus. With just 110 cases, the country has enforced a dusk to dawn curfew. Nobody is allowed to leave their homes between 7 pm to 5 am.

The first case in the country was reported on March 12, after which all sports, religious, and other mega-events stand cancelled.

Kenya's longest-serving president Daniel Arap Moi, whose rule was marred by corruption and torture of opponents, died on Tuesday, the office of the president said.

He was 95.

There was no immediate explanation for Moi's death, but he had been in and out of the hospital with breathing problems in recent months.

Plaudits poured in from Kenyan politicians, but some of his victims were less forgiving.

"Our nation and our continent were immensely blessed by the dedication and service of the late ... Moi, who spent almost his entire adult life serving Kenya and Africa," President Uhuru Kenyatta said in a statement.

Moi died peacefully in hospital at 5.20 a.m. (0220 GMT), surrounded by his family, said his son Gideon Moi, a senator.

Moi came to power in 1978, when he was serving as vice-president and the nation's first leader President Jomo Kenyatta died. He remained in power until the end of 2002 when his constitutional term ran out.

Uhuru Kenyatta, the son of Jomo Kenyatta, was Moi's preferred successor but lost the election to the opposition. Uhuru Kenyatta became president in 2013.

Moi is credited for keeping Kenya relatively stable compared with its troubled neighbours, and he worked for peace in the region.

But he oversaw massive corruption scandals that are still costing Kenyan taxpayers. One scandal, Goldenberg, led to the loss of at least $1 billion in central bank money via compensation payments for bogus gold and diamond exports.

The economy stagnated under Moi, leaving millions mired in poverty.

Diplomats said an attempted coup in 1982 transformed Moi from a cautious, insecure leader into a tough autocrat.

Moi rewrote the constitution to legalise de facto one-party rule, which secured power for his Kenya African National Union (KANU) until 1991, when Moi caved in to international pressure to reintroduce multi-party politics.

"I still carry scars"

His government set up interrogation chambers in the basement of Nyayo House, a government building in central Nairobi that now houses the immigration department.

Thousands of activists, students and academics were held without charge in the underground cells, some of them partly filled with water.

Prisoners say they were sometimes denied food and water and beaten to confess fictitious crimes or just for revenge.

"There remains the legacy of disappearances and unexplained deaths, detention without trial, repression of freedom of expression and the media," said human rights lawyer Gitobu Imanyara, who was held in solitary confinement for two years.

"I never knew if I was going to make it out alive - I still carry scars. Some people were not as lucky as I am. They died. These are the people we need to remember."

Moi barely survived demands for his resignation over the 1990 murder of Foreign Minister Robert Ouko, an important Luo leader. In 2010, a government inquiry into the death, presented to parliament five years after it was written, said the murder was carried out in one of Moi's official residences.

Raising objections over the allotment of 5-acre land to Sunni Muslims, Uttar Pradesh Shia Central Waqf Board chairman Wasim Rizmi on Tuesday said that the land should be given to Shias and not Sunnis as Mir Bakshi was a Shia.

Several police officers were among at least eight people killed in an attack on a bus in northeast Kenya claimed Saturday by the Somali Islamist Al-Shabaab group.

Kenyan President Uhuru Kenyatta had been briefed on the "brutal" murders of eight people, including police, during the attack in Wajir county, a presidential spokesperson said Saturday.

However, a senior police source told AFP that the toll was 10 dead, seven of them police.

"We lost seven police officers in the bus attack," the source said, asking not to be named.

"The total number of people killed is 10. One was identified as a local doctor."

A police statement released Friday evening gave no casualty toll, just noting that the bus, which linked the towns of Wajir and Mandera, came under attack about 17:30 local time (1430 GMT).

"Security forces are pursuing the killers," the state house spokesperson said, adding, "the government will not relent in its ruthless crackdown on criminal elements including suspected terrorists in its solemn duty to safeguard the lives and property of Kenyans".

The Shabaab released a statement taking responsibility for killing "10 crusaders among them secret security agents and government employees".

The area where the attack took place borders Somalia, which is regularly the scene of Shabaab raids.

On June 15, at least eight police officers were killed in similar circumstances in Wajir county.

Home-made weapons and bombs have been used to kill dozens of police and soldiers in the northern and eastern border regions, where such attacks are relatively common.

Heavy rains lashing East Africa have caused of dozens of deaths, with 29 buried by landslides in Kenya, and 10 people drowned in a river in Tanzania, officials said Saturday.

The landslides and floods come amid weeks of destructive rains and flooding across the wider East African region.

At least 29 people were killed in Kenya when their homes were swept away in landslides during ferocious overnight rainstorms.

Their homes were hit in the early hours of Saturday amid torrential rains in the Pokot region, 350 kilometres (220 miles) northwest of the capital Nairobi.

"We are saddened to confirm that 12 people from Tapach and Parua in Pokot South, and 17 from Tamkal in Pokot Central lost their lives," Kenya's Interior Minister Fred Matiang'i said in a statement.

"Our profound sympathies go to the families and friends of those who have been affected."

Army and police helicopters have been sent, Matiang'i said, with efforts delayed because roads had been cut and bridges closed after streams turned into raging torrents.

Two children were pulled out alive from the smashed wreckage of their mud-covered homes, and rescue efforts to dig bodies out of the dirt continued.

"Our profound sympathies go to the families and friends of those who have been affected." Army and police helicopters have been sent, Matiang'i said, with efforts delayed because roads had been cut and bridges closed after streams turned into raging torrents. Two children were pulled out alive from the smashed wreckage of their mud-covered homes, and rescue efforts to dig bodies out of the dirt continued.
