Britain has administered more than 62 million shots so far, mainly using the Pfizer and AstraZeneca vaccines. It has also approved the use of the Moderna vaccine.

After months of falling cases, infections have started to rise again due to the emergence of the Indian variant, which has put in doubt plans for a full reopening of the country on June 21.

The problem lies in 'adenovirus', a common cold virus that is used to deliver the spike protein of COVID-19 into the body, Rolf Marschalek, professor of Goethe university explained.

"The adenovirus life cycle includes the infection of cells … entry of the adenoviral DNA into the nucleus, and subsequently gene transcription by the host transcription machinery," Marschalek explained. "And exactly here lies the problem: the viral piece of DNA…is not optimised to be transcribed inside of the nucleus."

The European Medicines Agency was due to hold a press conference from Amsterdam on Tuesday, after reviewing four cases, one fatal, of rare blood clots reported among people, who got the J&amp;J shot.&nbsp;

But the number of reported clots were 'extremely small' compared with the 4.5 million J&amp;J shots administered worldwide, the EMA has said.&nbsp;

That comparison echoes the comments by top US pandemic advisor Anthony Fauci, who described the clots as 'an extraordinarily rare event'.&nbsp;

Fauci said on Sunday, he believed the US would resume use of the jab, possibly with some restrictions or warnings.&nbsp;

The J&amp;J vaccine concerns follow similar reports of blood clots in a very small number of people, who received the AstraZeneca shot.&nbsp;

The EMA described those clots as a 'very rare' side effect, stressing that the AstraZeneca jab's benefits outweigh the risks.&nbsp;

Yet Spahn warned that Germany would have to wait at least another month to receive the first doses from the US firm, as Berlin cited production issues and US reluctance to export vaccines.&nbsp;

"It's a pain with Johnson &amp; Johnson. We have a European authorisation, but the deliveries will only be there from mid-to-late April at the earliest," said the minister at a weekly press conference in Berlin.

He added that the European Commission was in talks with the company over the problem.&nbsp;

"We made an advance payment of 300 million euros for production and signed a contract in October, so we of course have to ask what has happened," he said.&nbsp;

He said that Germany and the EU were now working on "short-term solutions" to the problem such as setting up production facilities in Germany.

While Johnson &amp; Johnson's vaccine production actually begins in Europe, the doses are subsequently sent to the US for the so-called "fill and finish" process of bottling and packaging.

Speaking about the issue later Friday, Angela Merkel's spokesman Steffen Seibert raised US reluctance to export doses as another problem for Europe's supply.

While European-produced vaccines were benefitting countries around the world, other countries like the US and UK were exporting "almost nothing", he said.&nbsp;

"This is also something that the European Commission will discuss... with the companies and the governments of other countries," he added.&nbsp;

The EU has been struggling with a disappointing vaccination rollout that started in January and faltered because of a shortage of doses produced by the three suppliers so far.

On Friday, Spahn said that while Germany expected to receive nine million doses from Pfizer/BioNTech in April, other producers had been less reliable.&nbsp;

"With AstraZeneca and Moderna, the planning periods and the question of whether there will be adjustments is a little more volatile, which has to do with production processes," he said.&nbsp;

"It all depends on whether and to what extent producers are able to keep to their delivery commitments."

Problems with supplies have contributed to a stuttering inoculation rollout that has left EU nations trailing behind the likes of the United States, Britain and Israel.

"There are a lot of bags, filters and critical items that manufacturers need," Adar Poonawalla said. "The Novavax vaccine, which we are a major manufacturer of, needs these items from the U.S."

He said the recent invocation of the U.S. Defence Production Act to preserve vaccine raw materials for its own companies went against the global goal of sharing vaccines equitably.

The White House said this week it had used the act to help drugmaker Merck &amp; Co produce Johnson &amp; Johnson’s COVID-19 vaccine.

"This really needs to be looked at because if they are talking about building capacity all over the world, the sharing of these critical raw materials, which just can't be replaced in a matter of six months or a year,&nbsp;is going to become a critical limiting factor," Poonawalla said.
