No president has ever packed as much of his agenda, domestic and foreign, into a single piece of legislation as President Joe Biden has with the $3.5 trillion spending plan that Democrats are trying to wrangle through Congress over the next six weeks.

The bill combines major initiatives on the economy, education, social welfare, climate change and foreign policy, funded in large part by an extensive rewrite of the tax code, which aims to bring in trillions from corporations and the rich. That stacking of priorities has raised the stakes for a president resting his ambitions on a bill that could fail over the smallest of intraparty disputes.

If successful, Biden’s far-reaching attempt could result in a presidency-defining victory that delivers on a decadeslong campaign by Democrats to expand the federal government to combat social problems and spread the gains of a growing economy to workers, striking a fatal blow to the government-limiting philosophy of President Ronald Reagan that has largely defined U.S. politics since the 1980s.

But as Democrats are increasingly seeing, the sheer weight of Biden’s progressive push could cause it to collapse, leaving the party empty-handed, with the president’s top priorities going unfulfilled. Some progressives fear a watered-down version of the bill could fail to deliver on the party’s promises and undermine its case for a more activist government. Some moderates worry that spending too much could cost Democrats their seats in the 2022 midterm elections, erasing the party’s control of Congress.

The legislation contains the bulk of Biden’s vision to overhaul the rules of the economy in hopes of reducing inequality and building a more vibrant middle class. But its provisions go beyond economics.

Democrats hope the package will create a pathway to citizenship for as many as 8 million immigrants living in the country illegally, make it easier for workers to form unions, and lower prescription drug costs for seniors. They want to guarantee prekindergarten and community college for every American, bolster the nation’s strategic competitiveness with China, and stake an aggressive leadership role in global efforts to fight climate change and corporate tax evasion.

The plan includes a large tax cut for the poor and middle class; and efforts to reduce the cost of child care, expand access to home health care for older and disabled Americans, and create the first federally guaranteed paid leave for American workers.

Awkward Aukus: Joe Biden forgets Scott Morrison's name, calls him 'that fellow down under'

Gravitas: White House to host first in-person meeting of the quad

US Prsident Joe Biden on Tuesday denied a media report that Chinese President Xi Jinping turned down an offer last week for a face-to-face meeting.

The Financial Times cited multiple people briefed on a 90-minute call between the two leaders last week as saying Xi did not take Biden up on the offer and instead insisted that Washington adopt a less strident tone toward Beijing.

"It's not true," Biden said when asked by reporters if he was disappointed that Xi did not want to meet with him.

Jake Sullivan, Biden's National Security Advisor said earlier on Tuesday that the report was "not an accurate portrayal of the call. Period"

A source who was among those briefed on the call confirmed the report was accurate.

"Xi apparently intimated that the tone and atmosphere of the relationship needed to be improved first," the source told Reuters.

There was no immediate response from Chinese embassy in Washington.

The Financial Times quoted one of its sources as saying Biden had floated the summit as one of several possibilities for follow-on engagement with Xi, and he had not expected an immediate response.

It cited one US official as saying that while Xi did not engage with the idea of a summit, the White House believed that was partly due to concerns about COVID-19.

The G20 summit in Italy in October has been talked about as a possible venue for a face-to-face meeting, but Xi has not left China since the outbreak of the pandemic early last year.

In his statement, Sullivan added: "As we’ve said, the Presidents discussed the importance of being able to have private discussions between the two leaders, and we’re going to respect that."

The call between Biden and Xi was their first in seven months and they discussed the need to ensure that competition between the world's two largest economies does not veer into conflict.

Biden says Xi Jinping did not turn down meeting offer

US President Joe Biden is set to propose a target of vaccinating nearly 70 per cent of world’s population within next year.

Biden will reportedly make an announcement at a global vaccines summit that he is planning to attend soon. His ambition will be in line with World Bank’s target which are in partnership with the International Monetary Fund (IMF), the WTO and the World Health Organization (WHO).

As per the White House, led by Biden, this target of vaccinating 70 per cent of the world’s population "is ambitious but consistent with existing targets".

His new target has come a little after the chiefs of World Bank, IMF, WTO and WHO decided that the world leaders will come together to vaccinate at least 60 per cent of the world’s population by middle of 2022.

Biden will also urge other wealthy countries to purchase or donate at least one billion additional doses of coronavirus vaccines, in addition to the already pledged two billion vaccines. The world leaders have also been requested to donate $3bn (£2.2bn) in 2021 and $7bn in 2022 for financing "for vaccine readiness and administration, combating hesitancy, and procuring ancillary supplies".

The WHO, meanwhile, reported that this month only 20 per cent of people in low and lower-middle income countries have received the first dose of coronavirus vaccine. This figure shows a drastic contrast with the developed and wealthy nations where nearly 80 per cent people were vaccinated.

Experts of the WHO have assured that they are still trying to protect the vulnerable people in the world as it "continues to be hampered by export bans, the prioritisation of bilateral deals by manufacturers and countries, ongoing challenges in scaling up production by some key producers, and delays in filing for regulatory approval".
