The Asia-Pacific Economic Co-operation (APEC) is a regional economic forum and was formed in 1989. It has 21 members in its groups, however, India is not one of them. 
 
The grouping stated that its aim was to “leverage the growing interdependence of the Asia-Pacific and create greater prosperity for the people of the region through regional economic integration”. 
 
The grouping's current members are Australia, Brunei, Hong Kong (which the APEC website refers to as Hong Kong, China), New Zealand, Papua New Guinea, the Philippines, Indonesia, China, Japan, South Korea, Russia, Canada, the United States, Mexico, Peru, Chile, Malaysia, Vietnam, Singapore, Thailand and Chinese Taipei (Taiwan). 
 
The focus of APEC has been on trade and economic issues and hence, it terms the countries as “economies”. Taiwan and Hong Kong, which China has continued to claim as its own, take part separately in the grouping. 
 
As per a report published by Reuters, APEC accounts for nearly 62 per cent of global GDP and nearly half of global trade. It has been operating on the basis of non-binding commitments with decisions taken through commitments and consensus undertaken on a voluntary basis.

In 1991, India made a request to become a part of the grouping. It was the same year when liberalisation was introduced in the Indian economy which changed its trajectory in entirety. 
 
Although many members have been in favour of the inclusion of India, some even opposed the idea citing the economic reforms which took place in the country and claiming that it has 'protectionist instincts'. 
 
Another reason for not making India part of the grouping was a membership freeze which came into force in 1997 but was not extended in 2012.

Since its formation, the grouping championed the lowering of trade tariffs, free trade, and economic liberalisation. As per the US State Department, “During its first five years of operation, APEC established its core objectives. The experts at the think tank Centre for Strategic and International Studies (CSIS), in an article, stated, “The dynamic growth attributable to APEC initiatives contributed significantly to the development of a growing middle class in the developing Asia-Pacific region. APEC economies’ 2.9 billion citizens make up roughly 60 per cent of global GDP. As of 2018, they represented 48 per cent of global trade.”

It has been reported that Xi was severely chided by senior party leaders at this summer’s Beidaihe meeting. This is the annual summit of veteran CCP leaders, which is held at the seaside resort of Beidaihe, Hebei Province.

This was the 11th Beidaihe summit to have taken place under Xi Jinping’s presidency, and it had a starkly different feel from the previous ten.&nbsp;

Xi was given this straight message at the summit that if the persistent political, economic and social problems are not taken care of, the current turmoil may snowball into an existential crisis for the ruling party.

‘We cannot have more turmoil,’ the seniors reportedly pointed out.

Xi was reportedly so frustrated after the summit that he later vented his anger before his loyalists.&nbsp;

Relations between India and China came under fresh strain this week after Beijing released a map that showed the Indian territory of Arunachal Pradesh as part of China. The map also includes Doklam Plateau, a region the two countries have feuded over, within Chinese borders.

On Tuesday, India lodged a formal objection with China while the latter urged India to "stay calm" over the map. Wang Wenbin, Spokesperson of the Chinese Foreign Ministry, called on nations to not over-interpret the map that&nbsp;also laid claim to the South China Sea.&nbsp;

According to the Japanese news outlet Kyodo, Li is also expected to attend a summit of East and Southeast Asian leaders in Jakarta. The summit will take place between September 5 and 7.

Biden has confirmed his presence at the G20 Summit. Given the strained relations between the US and China, it was expected that Biden and Xi Jinping would meet to ease the tension.

Russian President Vladimir Putin has already said that he will not be travelling to New Delhi. Russian Foreign Minister Sergei Lavrov would represent Russia during the summit.

India is coming off a successful lunar landing and G20 Summit is likely to be an important showcase for the country. India is seeking to project itself as a rising power with a vast market and a destination for global supply chain diversification.

Such content includes that which endangers national unity, sovereignty or territorial integrity, violates state religious policies by propagating cults or superstitions, or which encourages illegal activities such as gambling and drugs, the ministry said on its website on Tuesday.

Content providers to such karaoke venues will be responsible for auditing the songs, it said, adding that&nbsp;China&nbsp;has nearly 50,000 entertainment outlets with a basic music library of over 100,000 songs, making it difficult for venue operators to identify illegal tracks.

The ministry said it encouraged content providers to supply "healthy and uplifting" music to these venues.

China&nbsp;heavily regulates and scrubs content like violence, pornography, or politically sensitive commentary from social media and websites and has in recent months punished live streaming to video platforms for hosting content it deems "low taste".

It comes after Human Rights Watch said in a detailed report released Monday that&nbsp;China is guilty of ongoing "crimes against humanity" in its oppressive treatment of Uyghurs and other Muslim minorities.

China, under growing global pressure over its coronavirus response and treatment of minority Muslim Uighurs in far west Xinjiang, is mounting an unprecedented and aggressive campaign to push back.

Beijing has imprisoned more than one million members of the main ethnic group in its western Xinjiang region and keeps millions more under a tough system of surveillance and controls, said the report by HRW and Stanford Law School’s Human Rights &amp; Conflict Resolution Clinic. &nbsp;

"The Chinese government has committed, and continues to commit, crimes against humanity against the Turkic Muslim population," the report said.

"The Chinese government's apparent goal in creating the camps is the erasure of Turkic Muslim culture and religion," it said, specifying Uyghurs, Kazakhs, Kyrgyz, and other groups in Xinjiang.

The ongoing policies violate the 1998&nbsp;Rome Statute of the International Criminal Court, which says widespread or systematic attacks on a civilian population are a crime, the report said.

It faulted the Chinese government for illegal imprisonment, torture and murder of Uyghurs, and of intentional policies of forced labor and sexual violence toward them.

HRW said Beijing's mistreatment of Uyghurs dates back more than two decades, but said that they have intensified since 2013 under Chinese President Xi&nbsp;Jinping.

Driven by nationalism and Islamophobia, Xi's government wants to "Sinicize" the Muslim communities, the report said.

HRW and the Stanford researchers did not go so far as to accuse Beijing of genocide in Xinjiang, an accusation that has been made by the US government, legislatures in Belgium, Canada and Netherlands, and other rights groups.

HRW said it hadn't documented evidence of "genocidal intent" by Beijing, but also said its report does not preclude such a finding.

"If such evidence were to emerge, the acts being committed against Turkic Muslims in Xinjiang, a group protected by the 1948 Genocide Convention,&nbsp;could also support a finding of genocide."

HRW called for governments to work together to pressure China to change its policies and to help identify the perpetrators.

It also called for the United Nations to set up a commission of inquiry to investigate allegations.

Under international law, crimes against humanity are defined as widespread and systematic, whereas the burden of proof for genocide - the intent to destroy part of a population - can be more difficult to prove.
