Japanese Prime Minister Sanae Takaichi is targeting ¥370tn (£1.7tn/$2.3tn) in combined public-private investment across 17 strategic industrial sectors by 2040, covering AI, semiconductors, quantum technology and energy. Takaichi has stated that her investment plan will lift the productive capacity of the economy, keep Japan at the forefront of the AI revolution, and free the economy from its increasing dependence on trade with China. However, Sanae Takaichi’s coalition government, along with her own party sacred that the decision could blow up the Japanese economy, similar to a Liz Truss-style economic shock. Financial markets are unsettled by the Japanese government's departure from its typically cautious approach, as it moves to rewrite budget rules for a sweeping, largely unfunded investment push. Takaichi's determination dates back to the 1991 property market collapse, when the post-export-boom prosperity of Tokyo gave way to bank failures within months. A second banking crisis followed before the decade's end, as major financial institutions buckled under bad debt from the earlier crash. In the late 1980s, Japan's debt-to-GDP ratio was once around 60 per cent, surging to 130 per cent by the 1990s following sector-wide bailouts. Since the 2008 global financial crisis, the economy has largely stagnated, with the government routinely spending roughly 10 per cent more than it collects in taxes, driven partly by an ageing population, pushing debt-to-GDP as high as 260 per cent by 2020. Tighter budgets have since brought that figure down to just below 230% in 2025. Takaichi stated that her investment plan will lift the productive capacity of the economy, putting Japan ahead of the AI revolution, and providing relief to the country's economy from its increasing dependence on trade with China. Also read: 'We were sent flying...': Minab school teacher reacts after Trump claimed Iranian school photos could be AI-generated
How will it impact Japan?
Takaichi's ¥370tn investment drive aims to keep Japan competitive in AI, semiconductors and advanced manufacturing; however, its unfunded nature has rattled markets, forcing JGB yields to 29-year highs, and driven the yen to a four-decade low against the dollar, raising fears of a Truss-style shock. Ever since the proposals were unveiled in June, the stock market has experienced a succession of downward steps despite the renewal of hostilities in the Middle East and the prospect of higher oil prices, which could not help. Following the development, several investors sold up their shares almost as soon as the government arrived in office. The most affected shares were of the country's big companies, which include Sony and Toyota Motor Corporation. Sony is grappling with fierce competition from South Korean and Chinese rivals, while Toyota, having resisted the shift to all-electric vehicles, now risks being outpaced by China's heavily subsidised auto industry. Meanwhile, both domestic and international lenders have driven Japanese government bond yields up to 2.8 per cent, their highest level in 29 years. The yen has also taken a hit as global confidence in Japan's economic direction wavers. Takaichi's assertive fiscal stance, often likened to recklessness, much like former UK PM Liz Truss, has further weighed on the currency, dragging it down to 163 against the US dollar, a four-decade low. Much of the rising debt burden stems from inflation, which has climbed alongside the yen's decline, as a weaker currency pushes up costs for imported energy and raw materials. While core inflation has stayed under the Bank of Japan's 2 per cent target for four straight months, analysts expect a jump into the mid-2% range last quarter, driven by higher oil prices following the Iran conflict. Kelvin Lam of Pantheon Macroeconomics said markets are most concerned about the absence of clarity on how the new spending will be funded, warning that continued ambiguity could trigger a "Liz Truss moment." “The markets were already worried about Japan’s long-term fiscal health, and this plan hasn’t helped.” Takaichi’s conservative coalition government won last autumn with a slim majority, where it received a big boost after she called February’s snap election and gave her a two-thirds majority in the lower house. Takaichi understands the risks surrounding her initiative, especially now that financial markets have made their doubts clear. Observers are questioning whether a manufacturing-focused strategy can succeed as China moves up the value chain, encroaching on high-tech territory long dominated by Japan, Germany, and the US.
How will it impact China and India?
At the heart of the debate is whether Japan has the means to compete with China and secure a market share substantial enough to sustain itself through the 2030s. While exports climbed 20 per cent year-on-year in June, that growth was largely offset by the yen's decline, leaving the real gain close to negligible. For China, the plan signals Japan's intent to counter Beijing's dominance in high-tech manufacturing and reduce economic dependence on Chinese supply chains, potentially sharpening competition in semiconductors, EVs and advanced materials as both nations race up the value chain. For India, the strategy could translate into deeper economic ties, as Japan increasingly treats India as a hedge against China. Recent visits by Takaichi have been framed as a summit about semiconductors and supply chains, as Tokyo seeks to lock India in as a trusted economic-security partner amid mounting global uncertainty. Japan Inc has already announced $12.5 billion in investment across 120 deals spanning semiconductors, AI, clean energy, mobility and manufacturing, positioning India as a key beneficiary of Japan's broader industrial recalibration.

As Japanese Prime Minister Sanae Takaichi holds talks with Narendra Modi in Delhi for the 16th India-Japan Annual Summit, the relationship being discussed in policy terms — trade, technology, defence — has a much older foundation: a shared Buddhist heritage tracing back to Varanasi.
Origins: Sarnath, 5th century BCE
The India-Japan relationship is framed around modern metrics — bilateral trade, infrastructure financing, trade, and defence. However, its oldest connective thread runs back roughly 2,500 years, to Sarnath, near present-day Varanasi, where the Gautama Buddha is said to have delivered his first sermon. This event, known in Buddhist tradition as the "turning of the wheel of dharma," marks the starting point of Buddhism as an organised religious and philosophical practice and one that would eventually reach Japan years later.
How it travelled: India to Japan
Buddhism did not move from India to Japan directly. It spread in stages, through Central Asia and China, reaching Korea before formal transmission to Japan in the sixth century CE. Centuries later, in the 13th century, the Japanese monk Nichiren Daishonin, following the Mahayana sect of Buddhism, founded a distinct school of Buddhist practice centred on the Lotus Sutra. This transmission — spanning multiple countries and roughly a thousand years — is well documented by historians and remains one of the clearest examples of Indian religious philosophy shaping East Asian civilisation.
The growth of Bharat Soka Gakkai
That history is not confined to textbooks. Japan and India must leverage our respective strengths to become stronger and more prosperous together. In the midst of international affairs in disarray, the establishment of such an inter-complementary cooperative relationship has become ever more important.”She added, “We confirmed to place the following three points at the centre of our cooperation. First, to deepen the strategic cooperation between Japan and India.” Takaichi said that India and Japan share the vision on the profile of international order that should be established under the current international situation. “I recently announced the updated FOIP (Free and Open Indo Pacific) which focuses on self-reliance and resilience to realise FOIP. On the other hand, Prime Minister Modi positions the ocean as a shared space that supports regional stability and growth and is promoting the Mahasagar, the Great Ocean Initiative for countries across the Indian Ocean to defend their sovereignty and the sea through their own efforts, which is perfectly aligned with FOIP,” she said. “Thus, we agreed to deepen the strategic cooperation between Japan and India to achieve such common goals. Expansion of maritime security cooperation is especially important for regional peace and stability.”Takaichi also announced India-Japan joint naval exercises in the Indian Ocean involving a Japanese Maritime Self-Defense Force destroyer and an Indian Navy vessel to promote naval maintenance, repair and overhaul cooperation and strengthen equipment cooperation under the Make in India framework.

Decoding Japan’s soft power and cultural influence India, others tend to overlook

Japan's escalating infrastructure investments in India's Northeast represent a strategic alignment between Tokyo and New Delhi. By pouring funds into this vital borderland, Japan is establishing a transparent, sustainable alternative to China's Belt and Road Initiative. Interestingly, neither Japanese nor Indian officials explicitly name Beijing as the target. Instead, their diplomatic vocabulary focuses on building a Free and Open Indo-Pacific and securing regional stability.
The strategic importance of the Northeast
India's Northeast shares borders with Bangladesh, Bhutan, China, and Myanmar. For Japan, this region is a vital geographical bridge connecting South Asia to Southeast Asia. It serves as the physical gateway for India's Act East Policy, a framework that aligns seamlessly with Japan's Free and Open Indo-Pacific vision. To facilitate this, India and Japan established the Act East Forum in 2017, a dedicated institutional mechanism aimed at modernising the Northeast. By developing infrastructure here, Tokyo ensures alternative trade routes that bypass Chinese-funded networks.
Key Japanese infrastructure projects
Japan's financial footprint in the region is extensive, primarily channelled through the Japan International Cooperation Agency (JICA). The agency's stated strategy is to assist Northeast India in becoming a hub for the Bay of Bengal region. The investments focus on practical, high-value developments: Dhubri-Phulbari Bridge: Financed by a JICA loan, this massive project over the Brahmaputra River will connect Assam and Meghalaya, significantly reducing travel time. Road network expansion: JICA is funding major highway corridors, including the Shillong-Dawki road and NH-127B stretches, to facilitate seamless cross-border trade with Bangladesh. Renewable energy and forestry: Beyond roads, Tokyo is backing hydroelectric power modernisation in Meghalaya, water supply systems in Assam, and sustainable forest management across Tripura, Nagaland, and Sikkim.
Countering with capital
While China's Belt and Road Initiative expands rapidly across Asia, Japan and India are responding with substantial financial commitments. During bilateral summits, Japan set a new target of 10 trillion Japanese Yen in private investment to India over the next decade, with a significant portion expected to flow into the Northeast. Japan's targeted investments in Northeast India represent a quiet but significant geopolitical manoeuvre. By building roads, bridges, and energy systems, Tokyo and New Delhi are securing vital supply chains. This partnership proves that high-quality, transparent development can effectively counterbalance expanding global monopolies without firing a single rhetorical shot.

Japanese firms continue to support India’s transport and industrial development, while Hitachi Energy has been selected to deliver a 950-kilometre high-voltage direct current transmission system capable of transmitting 6 GW of renewable energy across the country. For India, attracting advanced Japanese manufacturing capabilities remains central to its long-term industrial strategy. The summit is expected to conclude with several memorandums of understanding aimed at expanding business partnerships and technology collaboration. With government leaders and industry executives working in tandem, the visit at its conclusion could reflect a deeply shared commitment to building resilient supply chains, accelerating industrial cooperation and advancing one of the Indo-Pacific’s most significant strategic partnerships.

India and Japan seek to deepen their economic cooperation at a time when global supply chains are being reshaped and competition for advanced technologies is intensifying. A strong, mutually beneficial partnership can help the two complementary economies accelerate growth for both nations.
