Gilgit Baltistan in an open letter has stressed that the territory, which has been administered by Pakistan, is a "compelling part of the state of Jammu and Kashmir" and Pakistan`s status is only that of an "assumed supervisor" that has no right to change its borders.

In an open letter addressed to the freedom seeking organisations of Jammu and Kashmir, Gilgit Baltistan said, "Be it the United Nations resolutions, the Karachi Agreement (28/04/1949), the constitution of Pakistan, the judgements of Pakistan`s apex courts or the freedom seeking organisations of Jammu and Kashmir and even according to the viewpoint of those political parties (in AJK) committed to accession with Pakistan; the current (territory) of Gilgit Baltistan is a compelling part of the State of Jammu and Kashmir."

"Pakistan`s status here is that of an (assumed) supervisor and it has no right to change the borders (of this territory)," the letter stated.

The open letter stated that this matter is not confined to (the territory of) Gilgit-Baltistan but is directly connected to the erstwhile state of Jammu and Kashmir and its (assumed) disputed status.

"On account of the natural routes of the territory of Jammu and Kashmir being deliberately restricted, it is difficult to transmit news of events occurring in one part of the (erstwhile state) to other parts (of the State)," it said.

"In 1947, when the State of Jammu and Kashmir was divided into three (parts), whereupon after the ceasefire and UN (United Nations) involvement, the third Northern province of Gilgit Ladakh was split in two, of which an area of c.28,000 square miles was separated from Muzaffarabad and Srinagar upon coming under the control of Pakistan," the letter added.

"In contrast to Pakistani and Indian controlled Jammu and Kashmir, (the territory of) Gilgit Baltistan has endured various changes (in its geographic structure). C. 2,000 square miles of the territory was given - in the interim - to China (as part of the Sino-Pakistan Agreement in 1963). The State Subject Rule of Jammu and Kashmir (20/04/1927) has been (practically) been laid dormant," it noted.

Emphasizing another important issue addressed as a "dangerous game", the letter further said, "This game involves the adjacent borders (of Gilgit-Baltistan) with KPK (Khyber Pakhtoon khwa - a province in Pakistan) which meet the State (of Jammu and Kashmir)`s borders at various geographic points. For the past 71 years, KPK has been subtly encroaching into our State."

"At the first instance, interference took place in the district of Diamer (as an occupation of the land) beyond Basha (in KPK) reached Basri. From where (effectively the Pakistani State) successfully encroached up to 30 kilometres into (GB) territory. If this area had remained with us (GB), then KPK would not even have a claim on Diamer Basha dam at all," the letter added.

"In the second stage, the area of Chitral in KPK which is adjacent to district Ghizer (in GB) encroached into the latter area where the historic polo ground of Shandur is situated. Here, the Chitral scouts with the help of FC (Frontier Constabulary of Pakistan) occupied this ground. Shandur boasts the world`s highest polo ground and tourist resort. This area is the State of Jammu and Kashmir`s third Northern province`s historic part, whose (geographic) boundaries were (mutually) agreed upon (and settled) by Mahar," it stressed.

The letter was addressed to the leaders of Jammu and Kashmir National Awami Party (JKNAP), Jammu Kashmir People`s National Party (JKPNP), Jammu Kashmir Liberation Front (JKLF), Jammu Kashmir National Student`s Federation (JKNSF), Kashmir National Party (KNP), United Kashmir People`s National Party (UKPNP), Jammu Kashmir National Independence Alliance (JKNIA) among others.

As many as 95,923 pilgrims have performed the Amarnath Yatra since it started on July 1. However, no fresh batch of pilgrims was allowed to move towards the cave due to a protest called by locals to commemorate the death of Hizbul militant Burhan Wani.

India has said that a UN report on the situation in Jammu and Kashmir is a mere continuation of the earlier "false and motivated narrative".

"The report of the OHCHR is merely a continuation of the earlier false and motivated narrative on the situation in the Indian state of Jammu and Kashmir. Its assertions are in violation of India's sovereignty and territorial integrity and ignore the core issue of cross-border terrorism," Ministry of External Affairs (MEA) spokesperson Raveesh Kumar said on Monday.

The report by Office of the High Commission for Human Rights (OHCHR) slammed both India and Pakistan for failing to improve situation in the state, and called for an international probe into violations.

Noting that four major armed groups in J&K are believed to be based on the Pakistan side of the Line of Control, the OHCHR report said, "No steps have been taken to resolve the main issues, including a number of highly problematic legal restrictions." This is a follow-up report by OHCHR on its first-ever report on Kashmir released last year.

"A situation created by years of cross-border terrorist attacks emanating from Pakistan has been 'analysed' without any reference to its causality. The update seems to be a contrived effort to create an artificial parity between the world's largest and the most vibrant democracy and a country that openly practices state-sponsored terrorism," MEA spokesperson Raveesh Kumar said in his statement today.

It is a matter of deep concern that this update seems to accord legitimacy to terrorism that is in complete variance with the UN Security Council (UNSC) positions, he added.

Modi government working on Atal ji's path of 'Jamuriyat, Kashmiriyat, aur Insaniyat': Amit Shah

Union Home Minister Amit Shah on Monday took a dig at Congress leader Ghulam Nabi Azad saying that the BJP is in power in "enough state governments" and that President's Rule in Jammu and Kashmir was only due to security reasons.

"We don't prefer ruling through President's Rule in Jammu and Kashmir as you said, with God's grace and Modi ji's (Prime Minister Narendra Modi) popularity, we have enough state governments, 16 in total. So, it was due to security concerns that elections were not held," he said responding to the jibe from the Leader of Opposition in Rajya Sabha.

The Home Minister made the remarks during his address in the Upper House on Jammu and Kashmir Reservation (Amendment) Bill.

"Stop running the government from Delhi. That will be biggest confidence-building measure," Ghulam Nabi Azad had said earlier during the debate on the extension of President's Rule in the state.

"When it comes to Assembly elections, the government is hesitant. You want to run the government without accountability," the Congress leader had said.

The Home Minister also dismissed assertions by the Opposition leaders that the government was spreading misinformation against late Prime Minister Pandit Jawaharlal Nehru.

"Ghulam Nabi Azad ji and Manoj Jha ji (RJD leader) said that we (government) want to spread misinformation against Nehruji among the Indian public. This is wrong. This is not our intention and never will be. But the nations which don't learn from their mistakes in history don't have a bright future," he said.

Azad had strongly defended the role of Jawaharlal Nehru in relation to the developments in the state after BJP leaders accused the late Prime Minister of committing mistakes.

He said BJP can keep blaming Nehru but it was because of him that Kashmir was an integral part of India.

The Home Minister also said that his party walked out of the alliance with PDP after realising that separatism was being encouraged.

We have enough state governments, don't prefer ruling Jammu and Kashmir through President's Rule: Amit Shah

Home Minister Amit Shah on Monday said that the Centre is committed to bringing Kashmiri Pandits and Sufis back to the valley saying a time will come when they will offer prayers at the famous Kheer Bhawani temple.

"Kashmiri Pandits were forced to leave Kashmir. Many of their shrines were demolished. Sufism was targeted in Jammu and Kashmir. Sufism used to talk about unity and harmony but they were attacked. No voice was raised in favour of Kashmiri Pandits and Sufis when they were brutally attacked. Sufis used to talk about the unity among Hindus and Muslims but they were forced to leave the Valley. Modi-led government is committed to bringing back Kashmiri Pandits," he said.

Shah was replying to the debate in the House on the extension of President's rule in the state and the bill providing job and educational reservation for those living along the International Border in Jammu on the lines of the facility being enjoyed by those living along the Line of Control.

Talking at length about Kashmir Pandits and Sufis who were thrown out of their homes in the valley, Shah said, "We will be the ones protecting the culture of Kashmir. A time will come when Kashmiri Pandits will be seen offering prayers at Mata Kheer Bhawani temple and Sufis will also be seen alongside them. Modi government is committed to retaining the culture of Kashmir."

Mata Kheer Bhawani temple is one of the holiest shrines of Kashmiri Pandits, located about 14 km east of Srinagar.

Attacking the Opposition, Shah said, "Kashmiri Pandits have been thrown out of Kashmir" and asked if destroying their shrine was Kashmiriyat.

Ever after more than two decades, the Kashmiri Pandit community has still not been able to return to their ancestral land.

The Kashmiri Pandits were forced to flee the Valley as a result of being targeted by Islamist insurgents during late 1989 and early 1990.

On June 28, Lok Sabha approved the statutory resolution to extend President's Rule in Jammu & Kashmir with effect from July 3rd, 2019.

Union Home Minister Amit Shah had moved a resolution earlier in the lower house and had said that the extension was essential to facilitate fresh Assembly elections in the state later this year.

Shah, earlier in the day, said the government has no other option but to extend President's Rule in Jammu and Kashmir as the Election Commission wants to hold Assembly elections in the state by the end of 2019.

Previously, former J&K Chief Minister and National Conference leader Omar Abdullah criticised Shah’s argument in the House as an "unacceptable one".

“So the Home Minister’s argument is that because the Congress has used Article 356 more times than anyone else the Modi government is justified in denying the people of J&K an elected government. That’s an unacceptable argument,” Abdullah tweeted on Friday.

The Congress strongly opposed the extension, blaming the "incompatible" alliance of BJP and PDP for the current security situation in the state.

"Today the situation is such that we have to extend the President's Rule in Jammu and Kashmir for every six months. Its roots are in the incompatible alliance of PDP and BJP in 2015," Congress leader Manish Tewari said in the Lok Sabha on June 28.

The President's Rule was implemented in the state in June last year following the collapse of the PDP-BJP alliance. The State Assembly, initially kept in suspended animation was dissolved by Governor Satya Pal Malik in November.

The annual Amarnath pilgrimage will begin today amid tight security arrangement given the terror threat in Jammu and Kashmir. Around forty thousand security personnel have been deployed and modern technology has been pushed to service to thwart any attempts to disrupt the yatra.

The 46-day-long Amarnath pilgrimage to the cave shrine located at an altitude of 3,880 meters in south Kashmir's Anantnag will witness lakhs of devotees. Thousands of pilgrims have already reached Kashmir from different parts of India for the holy pilgrimage. Foolproof arrangements have been made to thwart any attempts by the terrorists to derail the yatra.

The Indian Army, the CRPF, the BSF and other paramilitary forces are dotting the national highway where terrorists frequently target security forces in the state. Strong directions by Home Minister Amit Shah to strictly implement the standard operating procedures for the pilgrimage has got the administration on toes.

But what has been interesting this year is the use of modern technology. CCTV cameras have been installed almost at every corner and street. Modern bulletproof vehicles have also been sent to the valley on the directions of the union government. Drones have also been pressed into service to monitor the dense forest area which could be used by terrorists to hide.

“For the yatra, we have made all security arrangements. Pilgrims are coming here with enthusiasm and the government has made all necessary arrangement for the safe yatra,” DS Ambeah, DIG CRPF told WION.

The government has been directed to ensure optimum use of the latest technologies and gadgets including tracking chips. These chips have been installed in vehicles to locate and check the locations. This will also help the administration to keep a check of every vehicle and stop unregistered pilgrims.

“The security arrangements are very good, in fact, I am coming here for the second time. We aren’t worried at all. We were escorted in bulletproof cars by the security forces,” said a pilgrim from Punjab.

This all is part of the big move by the Centre to stop any Pulwama-like suicide blast.

Rocked by militant attacks in the recent past, Jammu and Kashmir's Kishtwar district is updating the list of ultras whose whereabouts are not known and those who are presently in Pakistan or Pakistan-occupied Kashmir (PoK), police said on Friday.

The decision in this regard was taken at a crime review meeting of police subdivisions of Kishtwar and Atholi, chaired by Senior Superintendent of Police, Kishtwar, Shakti K Pathak, they said.

It said the meeting held a threadbare discussion on the police station wise list of militants whose whereabouts are not known and those who are presently in Pakistan or Pakistan-occupied Kashmir (PoK).

"During the meeting, variation was found in the list of such militants maintained by the District Police Office (DPO), Kishtwar, and police stations of the district. In order to update the list of such militants, various instructions and directions were imparted among the Sub-Divisional Police Officers and Station House Officers concerned for necessary action," the police said.

The district, which falls in Jammu region, was rattled by the killing of state secretary of BJP Anil Parihar and his brother Ajeet Parihar on November 1 last year, followed by the assassination of senior RSS leader Chanderkant Sharma and his security guard inside a health centre on April 9.

Besides the killings, militants also snatched the service rifle of a policeman in the district on March 8, days before police circulated pictures of seven wanted terrorists and announced a cash reward and a job for anyone providing information leading to their arrest or killing. Inspector General of Police, Jammu, M K Sinha recently said at least 10 local militants -- eight belonging to Hizbul Mujahideen and two affiliated with Lashker-e-Taiba (LeT) -- were active in the district, which also witnessed two encounters between militants and search parties in Marwah area on May 31 and Keshwan forest on June 21

While two special police officers were injured in the brief Marwah gunfight, the militants managed their escape after another brief encounter in Keshwan forest, though one of them was believed to have got injured.

According to police sources, about three dozen local militants have crossed the LoC and are presently living in Pakistan or Pakistan-occupied Kashmir.

The police said the meeting discussed all sensitive and sensational cases with SSP personally checking the case files of such cases and directed the Investigation Officers concerned for speedy disposal of these cases.

"The investigating staff was directed to conduct the investigation of cases with zeal, dedication and with transparency at the earliest and bring the pendency to the minimum," the police said, adding the police station staff was also advised to conduct foot patrolling in their respective jurisdictions.

The meeting also discussed the measures to improve the quality of investigation of accident cases, motor vehicle theft, burglary, NDPS Act and other cases.

Besides, missing persons, inquest proceedings, the arrest of absconders and action taken under preventive measures were also reviewed, the police said, adding the issue of public complaints pending with police sub-division were also discussed.

Meanwhile, the SSP Kishtwar advised the police officers posted in the district in various capacities to provide an honest, clean and fair policing to the general masses.

He directed that there is zero tolerance to corruption, crime and indiscipline at any level.

Inspector General of Police, Jammu, M K Sinha recently said at least 10 local militants -- eight belonging to Hizbul Mujahideen and two affiliated with Lashker-e-Taiba (LeT) -- were active in the district, which also witnessed two encounters between militants and search parties in Marwah area on May 31 and Keshwan forest on June 21 While two special police officers were injured in the brief Marwah gunfight, the militants managed their escape after another brief encounter in Keshwan forest, though one of them was believed to have got injured.
