"However, as part of the build-up to the main event, numerous activities have been planned to be organised all over the country from the first week of July," an official said.

The celebrations in the national capital will begin on July 14 with the illumination of a 'Victory Flame' from the National War Memorial in Delhi, which would traverse through 11 towns and cities to finally culminate at Dras where it will be merged with the eternal flame at the 'Kargil War Memorial', he said.

The objective of these celebrations is to evoke the feeling of patriotism through nationwide campaigns especially amongst the youth and to pay homage to the valiant soldiers.

"The Kargil War will always be remembered for its strategic and tactical surprises, the self-imposed national strategy of restraint in keeping the war limited to Kargil-Siachen sectors, and the swiftly executed tri-services military strategy and plans," the Army had said.

Jammu and Kashmir: Army major injured in ongoing encounter in Anantnag

Nine Army personnel and two civilians were injured when militants triggered an improvised explosive device (IED) fitted in a vehicle near an Army patrol in the militancy-hit Pulwama district of south Kashmir Monday, officials said.

The injured have been admitted to a hospital and all of them were reported to be in stable condition, the officials said.

Srinagar-based defence spokesman Col Rajesh Kalia said it was a "failed attempt" to attack the patrol and except for a "few minor injuries, all troops are safe".

"A failed attempt was made to attack a mobile vehicle patrol of 44 RR with a vehicle-based IED while the Army patrol was moving in the general area Arihal in district Pulwama today evening," he said in a statement here. "Troops are all safe, (except a) few minor injuries," the defence spokesman said, adding the damage was minimised due to the alertness of the patrol team. The area has been cordoned off and a search operation is in progress, he said. The site of the blast is 27 kms from the area where a convoy of vehicles carrying security personnel on the Jammu-Srinagar National Highway was attacked by a suicide bomber on February 14 in which 40 CRPF personnel were killed.

More than 100 militants have been killed in around 50 encounters in the state of Jammu and Kashmir since January 2019. However, terror attacks continue to take place in the Valley. To put an end to this and to ensure concerted action against terror groups, the Ministry of Home Affairs has constituted a 'terror monitoring group'.

Wednesday's attack on security forces, which led to the killing of five Central Reserve Police Force (CRPF) personnel in south Kashmir's Anantnag district, has thrown a new challenge and raised concerns about the safety and security of those who will be coming to the state for the holy pilgrimage this year.

The Amarnath Yatra will commence next month in Kashmir valley. Part of the Yatra passes through the stretch of the road that came under the attack by terrorists yesterday.

"Whenever situation improves in the Valley and when forces have an upper hand, directions are given from outside for fidayeen (suicide) attacks," Malik said adding that security for the Amarnath pilgrimage will be improved.

"Hundred per cent this was done on the behest of Pakistan and fidayeen attacks happen after Pakistan gives a signal," the J&K Governor told media.

Advisor to Governor and retired IPS officer, K Vijay Kumar, who was involved in the killing of Veerappan during Operation Cocoon, 2004, says arrangements are foolproof and there is no need to worry.

"We will take sufficient precautions. We will factor in what happened in Anantnag. We also look at the previous incidents and this will also be part of the overall planning. People living along the India-Pakistan international border (IB) in Jammu and Kashmir will get the benefits of reservation in direct recruitment, promotion and admission in different professional courses, at par with those living along the Actual Line of Control (ALoC).

The decision was taken at a meeting of the Union Cabinet chaired by Prime Minister Narendra Modi here on Wednesday.

In keeping with its pro-people initiatives and especially for those at the last mile of the development, the Union Cabinet cleared the decks for approval of the Jammu and Kashmir Reservation (Amendment) Bill, 2019, which will be introduced in the forthcoming session of Parliament, according to an official statement.

"The Cabinet decision is a reflection of Prime Minister Modi's vision of a pro-people government committed to Sabka Saath, Sabka Vikaas and Sabka Vishwas," the statement said.

The move will go a long way in providing relief to the people living in areas adjoining the international border in Jammu and Kashmir.

They can now avail the benefits of reservation in direct recruitment, promotion and admission in different professional courses, the statement said.

The Bill will replace the Jammu and Kashmir Reservation (Amendment) Ordinance, 2019 through amendments in the Jammu and Kashmir Reservation Act, 2004 and bringing the persons residing in areas adjoining the IB within the ambit of reservation, at par with those living in areas adjoining the ALoC.

The people living in areas adjoining the IB in Jammu and Kashmir were not included in the ambit of the Jammu and Kashmir Reservation Act, 2004 and Rules, 2005.

The rules provided for reservation in direct recruitment, promotions and admission in different professional courses to various categories, including the residents of areas adjoining the ALoC. Thus, those living in areas adjoining the IB in Jammu and Kashmir were not getting these benefits for a long time.

Due to continuous cross-border tensions, persons living along the IB suffer from socio-economic and educational backwardness. Shelling from across the border often compels these residents to move to safer places, which adversely impacts their education as schools and colleges remain closed for long periods.

Hence, it was felt justifiable to extend the reservation benefits to persons residing in the areas adjoining the IB, on the lines of those living in areas adjoining the ALoC.

Since Jammu and Kashmir is currently under the President's Rule, the powers of the state Assembly are vested with Parliament and hence, it was decided to replace the Jammu and Kashmir Reservation (Amendment) Ordinance, 2019 with the Bill to be placed in both the Houses of Parliament.

Jammu and Kashmir Governor Satya Pal Malik on Wednesday urged the youth to shun the path of violence while appealing media to highlight the positive aspects of Kashmir to boost the tourism sector.

At a press conference in Srinagar, Malik, accompanied by four advisors and chief secretary, gave a detailed report of the administrative achievements since he took over. The Governor slammed the political parties for misguiding the population and the youth of the state. ”I am asking youth to shun violence and I'll host dinner for them,” he said.

“Politicians here are lying to masses here. Local kids (who joined militancy) should return to their families. Firstly, people here have to vote because leaders here are elected with few votes, so people should be told the power of the vote,” he stated.

He lauded the local population for their cooperation in elections and said that ”although some pockets witnessed less percentage, still representatives were chosen. We did elections peacefully. I'm thankful to people,” Malik told media.

Malik added that although the scrapping of article 35-A and 370 were part of political manifestoes of political parties, he asked people not to worry. He said a massive reach-out programme was on cards and in a month, the administration will start working on the outreach.

Chief Secretary BVR Subrahmanyam said "before July 12, we will bring a massive reach-out programme. We need to tell children that life is about living and not dying”.

On terrorism, Malik said Pakistan was in trouble itself and recruitment of local youth in terror ranks has gone down as the administration was taking a humanitarian approach. "LTTE was powerful but it vanished despite the support from several countries,” he said.

While blaming Delhi and local leadership of committing mistakes on Kashmir, Malik said that the PM was ready to meet anyone and discuss everything.

During his initial days, the Governor was vocal about corruption on the state by people in power. On being asked about the recent raids and the sacking of J&K bank chairman, he said that ”we have acted against J&K Bank. You will see a lot of things which will come out of this investigation which I'm privy to”.

The Chief Secretary of the state revealed that a letter from the RBI sought action against alleged misappropriation in J&K bank. "We will make a committee and they will decide the new chairman. Under recommendations, people have been appointed in the bank under CSR. How can this happen? 50 Crore rupees have been spent on a golf course in Srinagar. How can they do this?" he said.

The Governor urged the people in India to visit Kashmir valley as there was no fear and people were welcoming.

”Channels are running negative propaganda stories about Kashmir. I want to tell people that Kashmir is safe and they should come,” advisor to Governor, Khurshid Ganai said.

Later at the event, they released ’New Vision New Horizon’, a document carrying the details of the future projects and work that has been done.
