An Iranian general said on Sunday the chances of a <a href="https://www.wionews.com/world/iran-will-take-third-step-to-reduce-commitments-to-2015-nuclear-deal-iran-foreign-minister-240373">conflict breaking out in the Gulf</a> region have decreased, after a spate of <a href="https://www.wionews.com/world/uk-warship-commander-says-iran-trying-to-test-britain-in-gulf-239693">hostile acts </a>in the key waterway.

"At first glance, it may seem that the situation in the Persian Gulf is heading towards a military conflict but when studying the situation more deeply, we see that chances for such a conflict become less probable," said Brigadier General Ahmadreza Pourdastan.

"All countries which have interests in the region are by no means willing to see a new crisis in the Middle East," he said, quoted by Mehr news agency.

"The military capabilities of our armed forces are to such an extent that the enemies don't dare go for a military option against us.

"The Persian Gulf is like a tinderbox and explosion of the first firecracker can lead to a huge disaster," the general said.

Tensions between arch-enemies <a href="https://www.wionews.com/videos/iran-3-women-get-55-years-in-jail-for-defying-compulsory-hijab-240344">Iran</a> and the United States have soared this year after Washington stepped up its "maximum pressure" campaign against Tehran.

Ships have been attacked, drones downed and oil tankers seized since May, after the United States withdrew from a landmark nuclear deal between Iran and world powers and reimposed biting sanctions against the country.

At the height of the crisis, US President Donald Trump called off air strikes against Iran at the last minute in June after the Islamic republic's forces shot down a US drone.

The United States on Wednesday imposed sanctions on Iran's Foreign Minister Mohammad Zarif. Watch full video to know more.

U.S Treasury department impose sanctions on Iran's FM Zarif

The United States on Wednesday <a href="https://www.wionews.com/world/sanctions-hit-iran-to-cut-zeros-and-rename-plunging-currency-239766">imposed sanctions</a> on Iranian Foreign Minister <a href="https://www.wionews.com/world/will-continue-to-reduce-nuclear-deal-commitments-unless-europe-protects-iran-from-us-sanctions-javad-zarif-239698">Mohammad Javad Zarif</a>, targeting the country's top spokesman and potentially hurting chances of diplomatic talks amid rising tensions between the two countries.

Zarif, a critical figure in the 2015 Iran nuclear deal, dismissed the action and said it would not affect him.

US President Donald Trump pulled the United States out of the deal last year and ramped up sanctions to put pressure on Iran's economy. The move dismantled part of President Barack Obama's legacy and upset US allies who were a party to the agreement, which was designed to restrict Tehran's pathway to a nuclear bomb in exchange for sanctions relief.

Strains between Washington and Tehran have risen more in recent months after attacks on tankers in the Gulf that the United States blames on Iran and Iran's downing of a US drone that prompted preparations for a US retaliatory airstrike that Trump called off at the last minute.

"Javad Zarif implements the reckless agenda of Iran’s Supreme Leader, and is the regime’s primary spokesperson around the world. The United States is sending a clear message to the Iranian regime that its recent behavior is completely unacceptable," Treasury Secretary Steven Mnuchin said in a statement.

The sanctions against Zarif would block any property or interests he has in the United States, but the Iranian Foreign Minister said he had none.

"The US` reason for designating me is that I am Iran's 'primary spokesperson around the world'," Zarif said on Twitter. "Is the truth really that painful? It has no effect on me or my family, as I have no property or interests outside of Iran. Thank you for considering me such a huge threat to your agenda."

Zarif lived in the United States, from the age of 17 as a student of international relations in San Francisco and Denver, and subsequently as a diplomat at the United Nations in New York, where he was Iranian ambassador from 2002 to 2007.

The Trump administration said it would make decisions on whether to grant Zarif travel visas, including for trips to the United Nations, on a case by case basis, holding open the possibility that he might attend the annual UN&nbsp;General Assembly in September.

If Zarif received such a visa, that would allow direct or indirect US&nbsp;contacts with him during that gathering, which brings most of the world`s leaders to New York and has been the venue for previous US-Iranian contacts.

Negotiator

A senior US official reiterated that Trump was open to talks with Iran, but said the administration would want to deal with a key decision-maker, which it did not consider Zarif to be.

Zarif, who has said a so-called B-team including Trump’s national security adviser John Bolton, an ardent Iran hawk, and conservative Israeli Prime Minister Benjamin Netanyahu could goad Trump into a conflict with Tehran, said in a later tweet,&nbsp;"We know that calling for dialog &amp; peace is an existential threat to #B_Team."

Senator Chris Murphy, a Democratic member of the Foreign Relations Committee, questioned the administration`s move.

"If our position is really that we want to negotiate with Iran than maybe we shouldn’t sanction their chief negotiator," Murphy posted on Twitter.
Wendy Sherman, who was the lead US negotiator for the Iran nuclear deal under Obama, echoed that view and said placing sanctions on Zarif "risks dangerous escalation."&nbsp;

She linked the action to what Bolton said was a US decision to renew sanctions waivers for Iranian nuclear programs that allow Russia, China and European countries to continue their civilian nuclear cooperation with Tehran.

"One assumes sanctioning Zarif is the price for those waivers. The internal administration battle of war or diplomacy apparently wages on," said Sherman, who is director of the Center for Public Leadership at the Harvard Kennedy School.

On June 24 Trump targeted Iranian Supreme Leader Ayatollah Ali Khamenei and other top Iranian officials with sanctions.

Mnuchin said then that Zarif would be blacklisted that week, but the designation did not happen quickly. Reuters reported in mid-July that the administration had decided to hold off on sanctions against him for the time being.

US Secretary of State Mike Pompeo said on Wednesday the Trump administration still sought a diplomatic solution but said Zarif`s foreign ministry was advancing the Iranian Supreme Leader`s "destabilizing" policies.

"The only path forward is a comprehensive deal that addresses the full range of its threats. Until then, our campaign of diplomatic isolation and maximum economic pressure will continue," Pompeo said.

Mnuchin said Zarif used social media to spread Iranian "propaganda and disinformation" while the government did not allow its citizens to use such mediums themselves.

US imposes sanctions on Iranian Foreign Minister Mohammad Javad Zarif

Iranian President Hassan Rouhani accused the United States of "childish behaviour" and acting out of fear on Thursday after Washington imposed sanctions on Iran's foreign minister amid rising tensions between the two countries.

The United States on Wednesday imposed sanctions on <a href="https://www.wionews.com/world/us-imposes-sanctions-on-iranian-foreign-minister-mohammad-javad-zarif-239805">Iranian Foreign Minister Mohammad Javad Zarif</a>, blocking any property or interests he has in the United States. But Zarif said he had none.

"They (Americans) are resorting to childish behaviour... They were claiming every day 'We want to talk, with no preconditions' ...and then they sanction the foreign minister," Rouhani said in remarks carried live on state television.

In recent months bilateral relations have worsened significantly after attacks on tankers in the Gulf that the United States blames on Iran, a charge denied by Tehran, and Iran's downing of a US&nbsp;drone.

"A country which believes it's powerful and a world superpower is afraid of our foreign minister's interviews," Rouhani said in an apparent reference to numerous interviews Zarif gave to US&nbsp;media when he visited New York for a United Nations meeting in July.

"When Dr Zarif gives an interview in New York, ... they (Americans) say Iran's foreign minister is misleading our public opinion," Rouhani said. "What happened to your claims of liberty, freedom of expression and democracy?"

"The pillars of the White House are made to tremble by the words and the logic of a knowledgeable and self-sacrificing man and diplomat," Rouhani said.

The United States is set to announce this week it will renew sanctions waivers for five Iran nuclear programs that allow Russia, China and European countries to continue civilian nuclear cooperation with Iran, the Washington Post reported on Tuesday.

President Donald Trump, in an Oval Office meeting last week, sided with Treasury Secretary Steven Mnuchin who argued for renewing the waivers over objections by Secretary of State Mike Pompeo and national security adviser John Bolton, the Post said.

Mnuchin "argued to Trump that if the sanctions were not again waived as required by law by August&nbsp;1, the United States would have to sanction Russian, Chinese and European firms that are involved in projects inside Iran that were established as part of the 2015 nuclear deal," the Post said, citing six unnamed officials.

A State Department spokesman declined to comment to Reuters.

Pompeo in May extended five of seven sanctions waivers for 90 days. The waivers allow work at Iran`s Bushehr nuclear plant, the Fordow enrichment facility, the Arak nuclear complex and the Tehran Research Reactor.

Trump abandoned the 2015 nuclear agreement with Iran and six world powers last year, arguing that he wanted a bigger deal that not only limited Iran`s atomic work but also reined in its support for proxies in Syria, Iraq, Yemen and Lebanon, and curbed its ballistic missile programme. Trump tightened sanctions on Iran in May to try to choke off its oil exports.&nbsp;

The Post said the Treasury Department asked for more time to consider the effects of possible sanctions on Russian, Chinese and European companies, and quoted a senior administration official as saying the goal of ending the waivers remained.

"These waivers can be revoked at any time, as developments with Iran warrant. But because of the Treasury Department`s legitimate concerns, we`ve decided to extend them for now," the official said, according to the Post.

Fears of a direct US-Iranian conflict have risen since May with several attacks on oil tankers in the Gulf, Iran`s downing of a U.S. surveillance drone, and a plan for US air strikes on Iran last month that Trump called off at the last minute.

US to renew sanctions waivers for five Iran nuclear programs: Report

The government in <a href="https://www.wionews.com/world/will-continue-to-reduce-nuclear-deal-commitments-unless-europe-protects-iran-from-us-sanctions-javad-zarif-239698">sanctions-hit Iran</a> on Wednesday approved a plan to remove zeros from the rial and rename the currency -&nbsp;something its people have long been doing to simplify transactions.

"The cabinet today agreed on a bill to eliminate four zeros from the currency and that 'toman' will be our national currency," government spokesman Ali Rabiei told reporters in Tehran.

The value of the Iranian rial has hit low after record low since last year.

The currency was trading at about 37,000 to the dollar three years ago, but it slumped to around 180,000 last year.

That was after US President Donald Trump announced the United States was unilaterally withdrawing from the <a href="https://www.wionews.com/world/its-normal-for-iran-to-test-missiles-iranian-defence-minister-amir-hatami-239724">2015 Iran nuclear deal</a> and reimposing biting sanctions.

At the time, long queues were seen outside exchange offices, before the Iranian government took drastic measures by arresting unlicensed dealers and freezing the accounts of speculators.

Currently, the rial is trading at around 120,000 to the US dollar on the street, while the official rate is 42,000.

This means anyone without a bank card has had to virtually abandon coins and carry around thick wads of banknotes in their purses or wallets just to make everyday purchases.

In a bid to simplify transactions, Iranians have long referred to their currency as the toman and chopped off a zero -&nbsp;a unique system that is a source of confusion for foreign visitors.

The Iranian government has now acknowledged this with its latest move, which needs to be forwarded to parliament for final approval.

"This will make the national currency more effective," said the spokesman Rabiei.

"It will be more in line with common practice in society... the rial is not used that much.

"Coins will once again come into circulation," he added.

The International Monetary Fund has to forecast Iran's economy to shrink by 6.0 per cent this year due to sanctions and rising instability in the Middle East.

News brief: Big stories of the day

Iran's defence minister said on Wednesday it was "normal" for the country to test missiles as part of its defence research, Iranian media reported after Washington said Tehran had test-fired a medium-range missile last week.

Brigadier General Amir Hatami stopped short of explicitly confirming the test. A US&nbsp;defence official said last week Iran had launched what appeared to be a medium-range ballistic missile that travelled some 1,000 km (620 miles) and added that the test by Washington's arch-foe in the Middle East posed no threat to shipping or US&nbsp;personnel in the region.

"Such things are normal across the world," Hatami was quoted by the semi-official news agency ISNA as saying, after being asked about the reported missile test.

"The research programmes of the armed forces are drawn up and carried out every year...including missile tests."

US&nbsp;President Donald Trump left world powers' 2015 nuclear deal with Iran last year, arguing that he wanted a wider accord that not only limited Iran's nuclear activity but also curbed its ballistic missile programme and reined in its support for proxies in Syria, Iraq, Yemen and Lebanon. Trump tightened sanctions on Iran in May to try to scuttle its oil exports.

Iran has ruled out talks with Washington over its military capabilities, particularly the missile programme that it says has only defence and deterrent purposes. The Islamic Republic denied that its missiles are capable of being tipped with nuclear warheads and says its nuclear programme is peaceful.

On Saturday, Iran said missile tests were part of its defensive needs and were not directed against any country, without confirming last Wednesday's reported test.

Iran is set to further cut its commitments to its international nuclear deal unless its European partners move to <a href="https://www.wionews.com/world/us-to-renew-sanctions-waivers-for-five-iran-nuclear-programs-report-239595">protect it from US sanctions</a> by ensuring it can sell oil and receive income, its foreign minister said on Wednesday.

"Under the current circumstances and until the necessary measures are taken (by the Europeans), the Republic of Iran will absolutely implement the third step (in cutting commitments)," Mohammad Javad Zarif said, adding that its European partners should guarantee Iran could sell its oil and collect the revenue.

Iran has said it will reduce its commitment to the nuclear accord in stages and may even withdraw from the pact unless the Europeans find ways to shield its economy from the US sanctions.

Meanwhile, the commander of a British warship accompanying UK-flagged ships through the Strait of Hormuz amid heightened tensions with Iran said Wednesday that <a href="http://wionews.com/world/uk-warship-commander-says-iran-trying-to-test-britain-in-gulf-239693">Tehran appeared to be testing the Royal Navy's resolve</a>.

William King, commander of HMS Montrose, said during 27 days patrolling the flashpoint entrance to the Gulf he had had 85 "interactions with Iranian forces", which had often led to "an exchange of warnings" over the radio.

"That gives you some idea of the intensity... (it) is perhaps more than we've seen of recent times," he told BBC Radio in a phone interview from aboard the frigate.

"The Iranians seem to be keen to test our resolve, test our reactions most of the time," King added.

"They'll claim that perhaps our presence is illegitimate, even though we're completely lawfully in international waters.

"They may also run boats in at speed towards us, to test what warning levels we get to."

Will reduce more nuclear deal commitments unless Europe protects Iran from US sanctions: Javad Zarif

Oil prices fell on Monday after Iran described emergency talks on a multi-party nuclear agreement with a group of signatories as "constructive", suggesting an easing of tensions in the Middle East.

Brent crude futures were up 23 cents, or 0.4%, at $63.23 a barrel by 0054 GMT. Prices rose 1.6% last week.

US&nbsp;West Texas Intermediate crude was down by 12 cents, or 0.2%, at $56.08 a barrel. WTI gained 1% last week.

An emergency meeting with parties to Iran's 2015 nuclear deal was constructive but there are unresolved issues and Tehran will continue to reduce its nuclear commitments if Europeans fail to salvage the pact, Iranian official Abbas Araqchi said on Sunday.

"The atmosphere was constructive. Discussions were good. I cannot say that we resolved everything, I can say there are lots of commitments," Araqchi, the senior Iranian nuclear negotiator, told reporters after the meeting in Vienna.

The meeting did not include the United States, which pulled out of the agreement in May 2018 and slapped sanctions back on Iranian oil exports.

Still, tensions remain high around the Strait of Hormuz, the world's most important oil passageway, as Iran refused to release a British-flagged tanker it seized but granted India consular access to 18 Indian crew members.

Denmark welcomed the British government's proposal for a European-led naval mission to ensure safe shipping through the strait.

The United States is also working on a multinational maritime security initiative in the Gulf.

Traders and investors are also focussed this week on meetings of major central banks including the US&nbsp;Federal Reserve, which is expected to lower interest rates.

US&nbsp;economic growth slowed less than expected in the second quarter with a boom in consumer spending, strengthening the outlook for oil consumption.

Growth outside the United States is slowing faster due partly to the impact of the US-China trade war. Senior US&nbsp;and Chinese negotiators are meeting this week for the first time since trade talks broke down in May.

A positive outcome may boost crude prices, analysts said.

Oil falls after 'constructive' talks on Iran's nuclear deal

Dan Coats, the spy chief who has clashed with U.S. President Donald Trump over-assessments involving Russia, Iran, and North Korea, plans to step down soon, a source familiar with the matter said on Sunday. A person with direct knowledge of that matter told Reuters that Coats advised Trump last week that he planned to step down fairly soon as director of national intelligence. He offered the president some thoughts on who might succeed him, the source said. The New York Times, citing people familiar with the matter, reported the departure was expected "in the coming days." Coats' office did not immediately respond to a request for comment.

The audio message was accompanied by aerial video footage of a <a href="https://www.wionews.com/world/south-korea-navy-may-join-us-led-coalition-in-strait-of-hormuz-report-239177">warship</a> thought to be the HMS Montrose, which the UK defence ministry says has now been joined in Gulf waters by another warship, the HMS Duncan.

Iran's Islamic Revolutionary Guard Corps seized the British-flagged tanker "Stena Impero" on July 19.

His Iranian counterpart responds by saying: "British warship Foxtrot 236, this is Sepah Navy warship... your tanker British Heritage under my control. You are ordered do not to interference in my operation."

Britain said on July 11 that three Iranian vessels attempted to "impede the passage" of the "British Heritage" commercial oil tanker in the Strait of Hormuz.

Tensions have been escalating in the region for weeks, with US President Donald Trump last month calling off at the last minute an airstrike on Iran over its downing of a US spy drone.

Tehran has suggested the July 19 seizure of the Stena Impero was in retaliation for UK Royal Marines helping Gibraltar authorities detain an Iranian tanker in the Mediterranean Sea two weeks earlier.

Iranian forces warned a British warship's crew against putting their "life in danger" during the seizure of a tanker this month, in a new recording of the incident released Monday.

An emergency meeting with parties to <a href="https://www.wionews.com/world/iran-links-tanker-row-to-ailing-nuclear-deal-239002">Iran's 2015 nuclear deal </a>was constructive but there are unresolved issues and Tehran will continue to reduce its nuclear commitments if Europeans fail to salvage the pact, Iranian official Abbas Araqchi said on Sunday.

"The atmosphere was constructive. Discussions were good. I cannot say that we resolved everything, I can say there are lots of commitments," Araqchi, the senior <a href="Iran invites Mike Pompeo for interview by reporter once detained in US">Iranian nuclear negotiator</a>, told reporters after the meeting in Vienna.

Parties to the agreement - Britain, Germany and France plus Russia and China - met Iranian officials for talks called in response to an escalation in tensions between Iran and the West that included confrontations at sea and Tehran's breaches of the nuclear accord.

"As we have said, we will continue to reduce our commitments to the deal until Europeans secure Iran's interests under the deal," Araqchi said.&nbsp;
The parties have been trying to salvage the pact since the United States withdrew from it in May 2018 and re-imposed and toughened sanctions on Iran, crippling an already weak economy.

The Europeans say further breaches of the agreement by Iran would escalate confrontation at a time when Tehran and Washington are at risk of a miscalculation that could lead to war.

However, their efforts to protect trade with Iran against the US sanctions have yielded nothing concrete so far. Earlier this month, Tehran followed through on its threat to increase its nuclear activities in breach of the agreement.&nbsp;

The meeting came after Iran’s elite Revolutionary Guards seized a British-flagged oil tanker on July 19, two weeks after British forces captured an Iranian oil tanker near Gibraltar which it said was violating sanctions on Syria.

Parties to the agreement - Britain, Germany and France plus Russia and China - met Iranian officials for talks called in response to an escalation in tensions between Iran and the West that included confrontations at sea and Tehran's breaches of the nuclear accord. "As we have said, we will continue to reduce our commitments to the deal until Europeans secure Iran's interests under the deal," Araqchi said. However, their efforts to protect trade with Iran against the US sanctions have yielded nothing concrete so far. Earlier this month, Tehran followed through on its threat to increase its nuclear activities in breach of the agreement. <a href="https://www.wionews.com/world/iran-intends-to-restart-activities-at-arak-heavy-water-nuclear-reactor-report-238974">Iran</a> on Sunday slammed as "provocative" a British proposal for a European-led naval mission to escort tankers in the Gulf, amid <a href="https://www.wionews.com/world/iran-ships-stranded-in-brazil-are-set-to-depart-officials-238954">soaring tensions over the seizure of ships</a>.

"We heard that they intend to send a European fleet to the Persian Gulf which naturally carries a hostile message, is provocative and will increase tensions," government spokesman Ali Rabiei said, quoted by ISNA news agency.

Britain said on Monday it was planning a European-led force to escort tankers through the world's busiest oil shipping lane in response to Iran's seizure of a UK-flagged vessel on July 19.

The seizure of the Stena Impero came two weeks after British authorities detained an Iranian tanker the Grace 1 off its overseas territory Gibraltar on allegations it was breaching EU sanctions on Syria.

In his comments on Sunday, the government spokesman said Iran believed the security of the oil-rich Gulf had to be maintained by countries in the region.

"We are the biggest agent of maritime security in the Persian Gulf," said Rabiei.

Britain on Thursday ordered its navy to escort <a href="https://www.wionews.com/world/irans-zarif-calls-for-prudence-and-foresight-as-tensions-mount-with-uk-237486">UK-flagged ships </a>through the Strait of Hormuz, where the Stena Impero was seized by Iran's Islamic Revolutionary Guard Corps.

But it has so far only received a cool response from the continent to its proposal for a multi-national escort fleet that would exclude the United States.

France said on Thursday it was not willing to send extra military assets to the Gulf, but would share information and coordinate its currently deployed assets.

The US military has said it is already monitoring the strait, and that it is developing a "multinational maritime effort" dubbed Operation Sentinel to increase surveillance and security in key Middle East waterways.

The 33-kilometre (22-mile) wide Strait of Hormuz provides the eastern entrance and exit point into the Gulf and runs between the United Arab Emirates and Iran.

Iran's high-seas standoff with Britain comes amid rising hostilities between the Islamic republic and the UK ally the United States.

The arch-enemies have been locked in a battle of nerves since President Donald Trump withdrew the US from a landmark 2015 deal aimed at limiting Iran's nuclear programme and began reimposing sanctions.

The situation has worsened since the Trump administration began a campaign of "maximum pressure" against Iran this year, with drones downed and tankers mysteriously attacked in Gulf waters.

Iran says European naval mission in Gulf would be 'provocative'

<a href="https://www.wionews.com/world/iran-intends-to-restart-activities-at-arak-heavy-water-nuclear-reactor-report-238974">Iran</a> said Sunday it considered Britain's seizure of an Iranian oil tanker a breach of the ailing 2015 nuclear deal, as the remaining parties to the accord meet in Vienna in another attempt to salvage the agreement.

On July 19, a British-flagged tanker was impounded by Iran's Revolutionary Guards with its 23 crew aboard in the Strait of Hormuz, which was seen by the UK as a tit-for-tat move.

Arriving at the meeting in Vienna, <a href="https://www.wionews.com/world/irans-deputy-foreign-minister-says-tehran-has-not-lost-any-drones-237039">Iranian Deputy Foreign Minister Abbas Araghchi</a> linked the tanker row to discussions over the nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA).

"Developments have occurred, such as the seizure of the tanker carrying Iranian oil in Gibraltar, which in our view is considered a breach of the JCPOA," Araghchi said in comments carried on Iranian state TV.

"Countries party to the JCPOA must not create any obstacles in the way of Iran exporting its oil," he added.

Araghchi was speaking as envoys from Britain, France, Germany, China, Russia, and Iran gathered for talks in the Austrian capital, a month after a similar meeting failed to achieve a breakthrough.

Mounting tensions

Tensions between Tehran and Washington have escalated since last year when <a href="https://www.wionews.com/world/us-supreme-court-lets-trump-use-disputed-funds-of-25-billion-for-border-wall-238745">US President Donald Trump</a> pulled out of the accord that was aimed at curbing Iran's nuclear programme and imposed punishing sanctions.

Iran said in May it would disregard certain limits the JCPOA set on its nuclear programme and threatened to take further measures if remaining parties to the deal, especially European nations, did not help it circumvent the US sanctions.

Even before the latest tanker seizures, pressure had been mounting in the region with a string of incidents involving tankers and drones.

The US has said it brought down one and possibly two Iranian drones last week, and blamed Tehran for a series of mysterious attacks on tanker ships in strategic Gulf water.

Iran shot down an unmanned US aircraft in June, after which Trump announced that he had called off retaliatory airstrikes at the last minute because the resulting death toll would have been too high.

The US and Gulf powerhouse Saudi Arabia has accused Iran of being behind multiple attacks on tankers in the Gulf in June, which Iran denies.

Efforts by European powers, notably France's President Emmanuel Macron, to salvage the nuclear deal have so far come to nothing.

The remaining signatories, however, have pledged to work towards a breakthrough at a future ministerial session, for which no date has yet been fixed.

Referring to the need for a "preparatory meeting before the ministerial-level meeting that will be necessary", one European diplomat told AFP it was "imperative to talk to the Iranians after the proven violations of their commitments".

The European Union said earlier this week the extraordinary meeting would be chaired by the secretary-general of the European External Action Service, Helga Schmid.

It said the talks were requested by Britain, France, Germany, and Iran and would examine issues linked to the implementation of the JCPOA.

Britain's seizure of oil tanker breach of ailing 2015 nuclear deal: Iran

The head of <a href="https://www.wionews.com/world/us-sanctions-network-selling-materials-for-iran-nuclear-programme-237033">Iran's Atomic Energy Organization</a>, Ali Akbar Salehi, told lawmakers on Sunday that Iran will restart activities at the Arak heavy-water nuclear reactor, the ISNA news agency reported.

ISNA cited a member of parliament who attended the meeting. Heavy water can be employed in reactors to produce plutonium, a fuel used in nuclear warheads.

In May Iran announced planned measures to breach the nuclear agreement with major world powers following the US withdrawal from deal and Washington's reimposition of tough sanctions.

On July 3, President Hassan Rouhani said Tehran would increase its uranium enrichment levels and start to revive its Arak heavy-water reactor after July 7 if the nations in the nuclear pact did not protect trade with Iran promised under the deal but blocked by the US sanctions.&nbsp;

Iran intends to restart activities at Arak heavy water nuclear reactor: Report

The owners of Stena Impero, a British-flagged oil tanker seized by Iran this month, said on Saturday that Indian, Russian and Philippine embassy officials met crew members from their respective countries and reported that they were in good health.

"We hope this situation can be resolved swiftly and will continue to hold an open dialogue with all involved governments and authorities to secure the release of the crew and vessel," Stena Bulk and Northern Marine Management said in a statement.

The Stena Impero was detained by Iran on July 19 in apparent retaliation for the British capture of an Iranian tanker two weeks earlier.

Meanwhile, Iran has freed <a href="https://www.wionews.com/india-news/government-urges-iran-to-free-all-its-crew-after-nine-released-238784">nine Indian crew members</a> of a Panama-flagged tanker it seized this month, the Indian foreign ministry said on Saturday, and it <a href="https://www.wionews.com/india-news/government-urges-iran-to-free-all-its-crew-after-nine-released-238784">appealed for the release of three remaining crew members</a> held from the same ship.

Dozens of Indian crew members on ships in the Gulf have been caught up in rising tensions between Iran and the West.

The MT Riah was detained by the Iranian coastguard on July 13, with 12 Indian crew members on board, the Indian foreign ministry said.

"Nine crew members have been released and they will be on their way to India soon," foreign ministry spokesman Raveesh Kumar said.

"Our mission in Iran has requested the concerned Iranian authorities for the release of remaining crew members."

No reason was provided as to why the three were being held.&nbsp;

Iranian state TV aired footage of the vessel a few days after it was seized, saying it had been detained by Iran’s elite Revolutionary Guards for smuggling fuel.

Indian and Iranian authorities said this week Iran had granted India consular access to 18 Indian crew seized on another ship, the British-flagged Stena Impero, that Iran seized in the Strait of Hormuz on July 19.

The seizure of the British tanker in the world’s most important waterway for the oil trade has deepened a crisis between Iran and the West that was triggered in May when the United States tightened sanctions, effectively barring all countries from buying Iranian oil.

Iran said it had seized the Stena Impero because it had collided with a fishing boat.&nbsp;

India’s junior foreign minister, V Muraleedharan, said India was pushing for the release of the Indian crew on the British vessel.&nbsp;

India has had long-standing political and energy ties with Iran, but it has cut off all its oil supplies from it because of US sanctions.

Iran said it had seized the Stena Impero because it had collided with a fishing boat. India’s junior foreign minister, V Muraleedharan, said India was pushing for the release of the Indian crew on the British vessel. India has had long-standing political and energy ties with Iran, but it has cut off all its oil supplies from it because of US sanctions.

Iran said on Saturday <a href="https://www.wionews.com/world/iran-will-not-abandon-its-missile-programme-supreme-leader-ayatollah-ali-khamenei-224364">missile tests</a> were part of its defensive needs and were not directed against any country, after Washington said Tehran had test-fired a medium-range missile.

A US defence official said Iran tested what appeared to be a<a href="https://www.wionews.com/world/us-military-drone-shot-down-in-international-airspace-by-iranian-missile-official-228888"> medium-range ballistic missile</a> on Wednesday that travelled about 1,000 km (620 miles), adding that the test did not pose a threat to shipping or US personnel in the region.

"An informed source at the staff of the armed forces said Iran's missile tests are natural within its defensive needs. This missile capacity is not against any country, and only aims to respond to possible aggression," Iranian news agencies reported.

"Iran does not need the permission of any power in the world for its self-defence," the reports quoted the military source as saying.

US&nbsp;President Donald Trump pulled out of an international agreement on Iran’s nuclear programme last year and stepped up sanctions on Tehran.

He said the nuclear deal was flawed because it did not include curbs on Iran's development of ballistic missiles or its support for proxies in Syria, Yemen, Lebanon and Iraq.

Iran has ruled out talks with Washington over its military capabilities, particularly the missile programme that it says is defensive. It denies the missiles are capable of being tipped with nuclear warheads and says its nuclear programme is peaceful.

Iran says missile tests defensive, needs no one's permission

Iran's neighbours have made talks impossible through their "hasty and arrogant moves", a top security official told Oman's foreign minister in Tehran on Saturday amid a tanker crisis.

Oman, a past mediator between Iran and its foes, sent its top diplomat to the Islamic republic amid amplified tensions between Iran and the United States and its allies, including in the Gulf.

"Some of the region's countries have not only removed the possibility of talks because of hasty and arrogant moves and behaviour but have also made managing regional crises a serious challenge," said Rear Admiral Ali Shamkhani, secretary of Iran's Supreme National Security Council.

Shamkhani, who spoke after meeting with Omani Foreign Minister Yusuf bin Alawi, also hit out at a British plan for a European coalition to escort tankers in the Gulf.

"Security measures for the region must use local capabilities and cooperation between regional countries, and foreign countries' interference will achieve nothing but increase problems," he said, quoted by the website of Iran's state television.

Tensions in the Gulf have soared since last year when President Donald Trump withdrew the United States from a landmark 2015 nuclear deal with Iran and reimposed sanctions on the country.

In retaliation, Iran said in May it would disregard certain limits the deal set on its nuclear programme and threatened to take further measures if remaining parties to the accord, especially European nations, did not help it circumvent US sanctions.

Tensions have escalated further in the region with a string of incidents involving tankers and drones.

The United States and Gulf powerhouse Saudi Arabia accused Iran of being behind multiple attacks on tankers in the Gulf in June, which Iran denies.

On July 19, a British-flagged tanker was impounded by Iran's Revolutionary Guards with its 23 crew aboard in the Strait of Hormuz.

The seizure was seen by London as a tit-for-tat move for British authorities detaining an Iranian tanker off the UK overseas territory of Gibraltar in early July.

Shamkhani called on all countries to "respect international maritime law in order to maintain security".

"In contrast to the British maritime piracy, who illegally detained an Iranian oil shipment in Gibraltar, Iran's move was completely legal and was made in order to implement maritime rules and maintain maritime security," he said.

Bin Alawi also held talks with Iran's foreign minister, Mohammad Javad Zarif, in Tehran on Saturday.
