Lucknow Regional Sports Officer Ajay Sethi&nbsp;asked Pandey for an explanation via a letter where he&nbsp;wrote, "Anandeshwar Pandey is staying in the KD Singh&nbsp;'Babu' Stadium in Lucknow, beside which there is a girls' hostel. The viral photos showing him in a compromising position are bringing a bad name to Uttar Pradesh."

Nonetheless, Pandey has opened up on the whole controversy and has denied all allegations, calling them baseless and a political conspiracy to demean and defame him. Pandey&nbsp;told&nbsp;The Bridge, "Somebody is out to defame me. I have made a complaint against unnamed individuals, but this is a political conspiracy and there must be a big person's hand behind it."

"If any of the athletes who come to train ever complains against me, hang me. I will kill myself. I have been in sports since the 1970s, there has never been any such incident," he added.

"The history of persistent recalcitrance of the IOA for almost half a century to comply with the Sports Code, despite its consistent assurance to the Government, the societal concerns, and the larger public good, make it imperative that the IOA's affairs be put in the hands of a Committee of Administrators (CoA)," it said.

"Accordingly, persons of eminence from the fields of law, public administration, elections, and international relations are appointed as members of the CoA, to be assisted by eminent sportspersons, as Consultants," the court ordered.

It directed the centre to not grant recognition or facilities to any sports bodies that do not comply with the sports code and further called for the implementation of "structural reforms" to remove the mismanagement in the sports bodies and to democratize these institutions.

"This Court is of the view that the Sports Code must be made applicable to every constituent of every NSF, including IOA as well as its constituents". "Accordingly, respondent No.1/Union of India is directed not to grant recognition or any facility (monetary or otherwise) to the IOA or to any NSF and/or any of its affiliated Associations, if they refuse to comply with the Sports Code as directed by this Court," it said.

"The Central and State Governments may well consider passing a comprehensive legislation with regard to recognition and management of sports bodies incorporating the best practices and the IOC Charter without which no facility (monetary or otherwise) should be granted by any State and Union of India," the court said.

The court recorded the present petition highlighted that "the electoral colleges of most of the sports bodies are controlled by a few individuals where genuine sportsmen find it difficult to get elected and play an important role in management&nbsp;and IOA Constitution in vogue stipulates that President of IOA can be for life".

The court said the government monitoring of compliance is expected to be prompt, robust, and meticulous at all times and a sports federation that does not comply with the law of the land would receive no recognition from the government and the same applies to IOA as well.

"If the compliance is not done by IOA, within the time specified hereinabove, its recognition by the Government shall stand suspended. The urgency for cooperation with the CoA and onus for compliance with the Sports Code is upon the IOA," it said.

It clarified, that the COA shall assist in the preparation and adoption of the constitution of IOA as per the Sports Code and court rulings and facilitate the holding of elections and the handing over of the affairs of the body to a democratically elected body in terms of its constitution which will be adopted, preferably within a period of 16 weeks from the date the CoA members give their assent.

The honorarium payable to the CoA members and facilities to be extended to them will be akin to what may be fixed by the Supreme Court in the case related to the All India Football Federation and for the moment, as interim honorarium, a deposit of Rs 3 lakh per month shall be made with each CoA member and Rs 1.5 lakh each with the consultant sportsperson, the court said.

The Indian Olympic Association (IOA) will review its tie-up with sportswear maker Li Ning while the Indian Premier League (IPL) will review its various sponsorship deals following a public backlash against Chinese companies.

Chinese companies in India are facing a backlash after the killing this week of 20 Indian soldiers by Chinese forces in a Himalayan border dispute.

A wave of anti-China sentiment has led the IOA to reconsider its association with Chinese company Li Ning, its apparel partner.

"We have a tie-up with them until the Tokyo Olympics," IOA secretary-general Rajeev Mehta told Reuters.

"We'll discuss the matter in our annual general meeting. Our approach will always be country-first."

"People are naturally emotional but we have to differentiate -- whether it's helping the Chinese companies, or their sponsorship is helping India's cause," Dhumal told Reuters.

"Rather than the money going back to China, if that's retained here as sponsorship money, and I'm able to pay tax to the government, that's helping India's cause, isn't it?"

Vivo did not respond to a Reuters request to comment.

Dhumal said the BCCI would not engage any Chinese company in stadium construction but sponsorship was a different issue.

"We are not giving any building contract to any Chinese company, when money flows out of BCCI to China. This is the other way round."

The Indian Olympic Association on Wednesday decided to ask the Sports Ministry to allow national campers undergo outdoor training inside major sports centres in the country by following necessary precautions during the lockdown and after that.

All sports activities have been stopped due to COVID-19-forced nationwide lockdown which has been extended till May 3 and the athletes are barred from any outdoor training even inside their facilities. They have to follow the social distancing guidelines of the government strictly.

Campers at the NIS-Patiala had already written to the Ministry requesting to allow them outdoor training (but inside the facility) in small numbers and different timings in the day so that they can follow social distancing.

"(We will) request SAI and MYAS that there are few SAI centres such as Patiala, Bangalore etc where athletes were training prior to the lockdown. These athletes who are in these centres should be allowed to train and the athletes will respect &amp; follow all required restrictions and protocols," the IOA said.

"Similarly discussion should to be taken up with SAI and MYAS as to how other SAI centres can also be opened for other Olympic Sports by following &amp; respecting all the required restrictions and protocols," it said after a meeting of the IOA Preparations Committee.

The meeting, held via video conference under the chairmanship of Lalit Bhanot, was attended by IOA President Narinder Batra, Secretary General Rajiv Mehta and Tokyo Olympics Indian contingent Chef De Mission BP Baisya.

The meeting attended by 62 representatives from various National Sports Federations agreed that Olympic-bound athletes should train within the country till end of the year in order to avoid any risk to them.

"Both the domestic and international calendars are in shut down mode as of now for majority of the sports and such a situation is likely to carry on maybe till end of the year. Most of the international Federations also do not have any competitions lined up till end of the year.

"All further developments regarding this situation will be monitored regularly and continuously," IOA President Batra said.

The IOA also agreed that the "decisions on extension of contracts for High Performance Directors, chief/head coaches, coaches and other support staff till 2021 or 2024 needs to done on priority by SAI and the ministry for smooth handling of training for 2021 and thereafter".

"Regarding kitchen and hygiene at SAI centres, all of us respect and acknowledge that this is being monitored strictly by SAI. Our request to SAI and MYAS is that it needs to continue to be monitored, handled vigilantly and strictly.

"Due to sudden lockdown, few NSFs have their equipment (eg Sailing Federation) left outside india and assistance is required from MYAS &amp; SAI for it to be got back to India as soon as possible."

The IOA top brass also took stock of the implications of the postponement of the Tokyo Olympics to next year due to the COVID-19 pandemic.

"Indian athletes who have qualified are young in age, it will give them more time to train, gain more experience and confidence to perform better in 2021," it said as an advantage of the Games being postponed.

On the disadvantages of the postponement, it said, "Athletes who have been carrying injuries and who have already matured may find it difficult to carry on for another year under extreme conditions.

"Some Athletes have already taken maximum load to peak in 2020, they may find it difficult to sustain for another year and may risk injuries."

Target Olympic Podium Scheme CEO Rajesh Rajagopalan also took part in the virtual meeting.

More than 70 Indian athletes have so far qualified for the Tokyo Olympics, which has been rescheduled for July 23 to August 8 next year.&nbsp;

The Indian Olympic Association (IOA) has helped raise Rs 71 lakh through donations from its state affiliates and National Sports Federations (NSF) as a contribution towards the country's fight against the COVID-19 pandemic.

"IOA is deeply grateful to its NSFs and state associations and other federation and bodies for extending their support and humble contributions towards the cause of our nation's fight against the COVID-19 pandemic," the IOA said in a statement issued by its Secretary General Rajeev Mehta.

"In these challenging times, the coming together of the Olympic family to support the nation's need once again reinforces our belief that we shall always come out stronger to serve sports and make the nation proud."

The IOA will transfer the donations to Prime Minister Cares Fund, the statement added.

The coronavirus outbreak, which originated in the Chinese city of Wuhan, has claimed over 53,000 lives worldwide while infecting more than a million people.

In India, it has led to 56 deaths as per official estimates with over 2,000 people infected by the deadly virus.

The Indian Olympic Association (IOA) had threatened to boycott the Birmingham Games over shooting's exclusion before their climbdown last week.

The Indian shooting federation has offered to host a&nbsp;Commonwealth&nbsp;shooting championship in 2022 and the IOA also wants to organise a similar competition for archery, which will not feature in Birmingham either.

"We are in the process of sending our proposal for the shooting and archery competitions to the&nbsp;Commonwealth&nbsp;Games Federation (CGF)," said IOA secretary general Rajeev Mehta.

"As of now, shooting federation will finance the shooting competition and we're seeking government fund for archery."

Indian officials also want the medals won in both the tournaments to count in the final table in Birmingham.

IOA was most upset at the exclusion of <a href="https://www.wionews.com/sports/india-firms-up-commonwealth-games-boycott-threats-over-shooting-exclusion-239030">shooting</a> which supplied 16 of India's 66 medals, including seven golds, at the 2018 Gold Coast Games.

"It's a simple proposal to have an adjunct competition, either in New Delhi or Chandigarh, three months before the main Games in Birmingham," NRAI president <a href="https://www.wionews.com/sports/young-guns-of-indian-shooting-ready-for-gold-rush-at-tokyo-olympics-249259">Raninder Singh</a> told sources.

The proposal follows CGF president Louise Martin's meeting with her international shooting federation (ISSF) counterpart Vladimir Lisin in Munich last month.
