<p>The Indian Coast Guard has launched a massive search operation after one of its helicopters made an emergency landing in the Arabian Sea Monday night (Sep 2). Four aircrews, including two pilots, were on board the helicopter, deployed on a rescue operation.</p>

<p>While one diver was recovered later, three crews are still believed to be missing. A search operation is underway. The diver who was recovered from the sea is understood to be in a stable condition.</p>

<p>On Sunday afternoon (Aug 25), the Indian Coast Guard's Maritime Search and Rescue Coordination Centre (MRCC) Chennai received a distress email from the MV ITT Puma at 4:25 PM. In response to the evolving situation, ICG Regional Headquarters (North East), Kolkata mobilized ICG vessels Sarang, Amogh, and a Dornier maritime patrol aircraft for the search and rescue operations.</p>

<p>The Dornier aircraft, equipped with advanced night-capable sensors reached the area around 7:50 pm and commenced the search for the missing crew. Within 25 minutes, the aircraft detected adrift life rafts and spotted distressed crew firing red flares to indicate their position.&nbsp;</p>

<p>With visual contact established, the aircraft directed the ICG ships toward the location of the survivors. On reaching the area, ICG ships identified two life rafts with orange canopies tied together. The survivors were seen signaling with whistles. This led to an unprecedented and extensive sea-air coordinated night Search and Rescue (SAR) operation, resulting in the rescue of eleven crew members during the late hours of Sunday and early hours of Monday.</p>

<p>While sailing from Kolkata to Port Blair, the cargo vessel MV ITT Puma is said to have sunken 90 nautical miles south of Sagar Island, off West Bengal.</p>

<p>Defence Minister Rajnath Singh visited the new Maritime Rescue Coordination Centre (MRCC) building in Chennai. Following the inauguration of the MRCC, he also dedicated the Regional Marine Pollution Response Centre, located at the Chennai Port premises, and the Coast Guard Air Enclave in Puducherry.&nbsp;</p>

<p>Senior officers of Ministry of Defence, ICG &amp; Armed Forces, dignitaries from State governments, and guests from friendly countries attended the event.</p>

<p>This state-of-the-art facility aims to significantly enhance the coordination and effectiveness of maritime rescue operations. <p>This is a first-of-its-kind facility for coordinating response against marine pollution, particularly oil and chemical pollution, in waters adjoining the coastal states in the Indian Ocean Region. The creation of this centre was first announced by Raksha Mantri Shri Rajnath Singh during the maiden Indo-ASEAN meeting held in Cambodia on November 22, 2022.</p>

<p>The setting-up of this centre was spearheaded by Coast Guard Regional Headquarters East at its premises within Chennai Port. It has an Emergency Response Centre, which will be staffed 24x7 by ICG personnel to monitor marine oil pollution incidents. The Centre will also impart training in pollution response techniques to various organisations, such as ports, oil handling agencies, government organisations and private participants. It will also train personnel from friendly countries in combating oil pollution at sea.&nbsp;</p>

<h2><b>Coast Guard Air Enclave, Puducherry&nbsp;</b></h2>

<p>This facility marks a significant milestone for ICG and will play a vital role in maritime security along the Puducherry and South Tamil Nadu coast. The Air Enclave will be equipped with Chetak and Advanced Light Helicopter Squadrons. Both these helicopters are indigenously built and capable of undertaking maritime patrol, search &amp; rescue, and other such missions both from land as well as from Coast Guard ships patrolling at sea.</p>

<p>As part of the firefighting efforts, the Indian Coast Guard has deployed five vessels - Samrat, Sujeet, Sachet, Varaha and Samudra Prahari, and their on-board helicopters, to fight the blaze that has been spreading to different parts of the cargo vessel that is ferrying International&nbsp;Maritime Dangerous Goods (IMDG). <p>One of Maersk Frankfurt's 21 crew members has died in the ongoing fire tragedy on the cargo vessel, that is about 65 kilometres southwest of Mangalore, Karnataka.</p>

<p>For more than 40 hours, Indian Coast Guard(ICG) ships and helicopters have been leading the firefighting efforts.</p>

<p>The boat was first spotted by a&nbsp;Dornier aircraft on the night of July&nbsp;16, as per a statement from the Defence Ministry.</p>

<p>In a significant development, the Indian Coast Guard (ICG) rescued 27 Bangladeshi fishermen aboard a boat that drifted inside Indian waters,&nbsp;officials said on Friday (Apr 5).</p>

<p>The swift operation took place on Thursday (Apr 4) after the ICG spotted the fishing boat (BFB) Sagar II, adrift inside Indian waters&nbsp;during a patrol at Indo-Bangladesh International Maritime Border Line (IMBL).&nbsp;</p>

<p>During the probe it was revealed that the boat's steering gear suffered a breakdown, leaving the fishermen stranded at the sea.</p>

<p>''At about 1130 hrs on April 4, Indian Coast Guard Ship 'Amogh' during a patrol at Indo-Bangladesh International Maritime Border Line (IMBL) sighted a Bangladeshi fishing boat (BFB) 'Sagar II' adrift inside Indian waters,'' the ICG said in a statement.</p>

<p>"The boat had a steering gear breakdown for the last two days and had been adrift since then which led to the boat drifting inside Indian waters'', it added.</p>

<p>The Indian Coast Guard's technical team attempted to determine and fix the defect, however, the team observed that the rudder of the boat was "completely damaged" and that its repair could not be done at sea.</p>

<p>The move is in line with India’s ‘Make in India’ initiative, which aims to make the country self-reliant in the defence sector while also boosting the security apparatus.</p>

<p>The project is estimated to be worth INR 29,000 crore ($3.5 billion).</p>

<p>The aircraft would be fitted with the required radars and sensors. India’s Defence Research and Development Organisation's (DRDO) Centre for Airborne Systems (CABS) will turn them into maritime patrol planes.</p>

<p>"There are plans for acquiring long-range maritime surveillance aircraft, which the Air Force has taken, and the contracts will be signed with TASL (Tata Advanced Systems Limited), wherein we are about to get six C295 transport aircraft,"&nbsp;Indian Coast Guard Chief Director General Rakesh Pal was quoted as saying by ANI.</p>

<p>He said, "The Ministry of Defence is giving us adequate funds to ensure that our acquisition processes are all fast-tracked."</p>

<h2><strong>Significance of the move</strong></h2>

<p>The procurement of 15 aircraft for the navy and coast guard will boost the surveillance, reconnaissance, and patrol capabilities of the two forces.</p>

<p>Earlier on Wednesday (Feb 14), the Ministry of Defence also inked an INR 1,752.13 crore contract with a Kanpur-based firm for manufacturing and supply&nbsp;of 463 indigenously built 12.7 mm stabilised remote control guns for the Indian Navy and the Indian Coast Guard.</p>

<p>The ones aboard the boat were stranded at high seas due to engine failure since February 5.&nbsp;</p>

<p>The vessel was safely towed from 280 nautical miles west of Minicoy Island and handed over to ICGS Minicoy, said the official.</p>

<p>The collaborative efforts with the Fisheries Department ensured the boat's shelter at Minicoy Harbour, the official further added.</p>

<p>Earlier, on Dec 23, a missile strike damaged MV Chem Pluto off India's coast, which was carrying crude oil and was heading towards Mangalore from a port in Saudi Arabia.&nbsp;</p>

<p>The Indian Navy, responding to the missile strike incident that occurred in the Arabian Sea on MT Chem Pluto on Saturday (Dec 23), diverted a maritime patrol aircraft operating in the area while undertaking routine surveillance.&nbsp;</p>

<p>It also diverted the Indian naval ship Mormugao to assess the situation and provide assistance to MT Chem Pluto.</p>

<p>"The naval maritime patrol aircraft overflew MT Chem Pluto at 1315 h on 23 Dec and established contact with the crew. The crew reported all 22 crew members to be safe and that the fire had been extinguished. Navy also communicated details of the developing situation to all Indian maritime agencies for rendering necessary assistance," the Indian Navy said in a statement.</p>

<p>"Indian Naval Ship Mormugao communicated with MT Chem Pluto at 1930 h on 23 Dec 23 to ascertain if any assistance was required. CGS Vikram, also present at the scene, was directed to escort the vessel to Mumbai. "MV Chem Pluto has also requested to be escorted by ICGS Vikram and is expected to reach Mumbai by early December 25," the officials told ANI.</p>

Four districts in southern Tamil Nadu - Tirunelveli, Thoothukudi, Tenkasi and Kanyakumari had received unprecedented amounts of rainfall during the weekend as well as Monday.</p>

<p>It is estimated that the worst-hit districts of Thoothukudi and Tirunelveli received their entire quantum of annual rainfall in a span of two days. It is under such circumstances that the Tamil Nadu Government sought the assistance of the Indian armed forces, Coast Guard and National Disaster Response Force (NDRF).&nbsp;&nbsp;</p>

<p>The Indian Coast Guard (ICG) had deployed ICG Ship Sujay, with an onboard helicopter, well before the heavy rainfall began. Later, as the flood situation started affecting the districts, the ICG enhanced its presence by deploying a fixed-wing Dornier maritime patrol aircraft and two Advanced Light Helicopters of the latest Mark 3 variant, to undertake relief operations.</p>

<p>Seven ICG disaster relief teams with rescue boats and essential aid, continue to provide succour to the affected population. ICG teams have rescued more than 200 persons, at the time of writing.&nbsp;</p>

<p>Operating from the Madurai Airport, an IAF Mi-17V5 chopper and four ALH choppers undertook humanitarian aid and disaster relief operations. In all, the helicopters flew 22 hours on Tuesday and air dropped more than 10 tonnes of supplies. The relief team also rescued four persons including one pregnant lady and a 17-month-old baby, who were winched into the chopper and flown to Madurai.&nbsp;</p>

<p>The Indian Navy has positioned two Dornier planes at Madurai airport to transport relief material to Thoothukudi Airport. The Navy planes have transported more than 400 kg of relief material and plan to ferry more than 3.5 tonnes of material to Thoothukudi airport on Wednesday. Two flood relief teams of the Navy have been deployed in the affected regions and continue to distribute relief material and carry out evacuations.</p>

<p>In addition to this, the Navy's Advanced Light Helicopters and First Response Teams are being continuously deployed to render assistance to the affected people. Notably, the Indian Navy chopper dropped 150 kg of food and essential supplies for the train passengers (approx 800 persons) stranded at Srivaikundam railway station in the Tuticorin district.</p>

In 2008 terrorists arrived in Mumbai through sea route and claimed over 170 lives including 18 security personnel while wounding many others during a 60 hour siege. <p>Conducted off the Gulf of Kutch, in the western state of Gujarat, the 9th edition of the National Pollution Response Exercise (NATPOLREX) involved assets of the Indian Coast Guard and Air Force and those of oil refineries.</p>

<p>NATPOLREX was aimed at re-validating and exercising the collective strategy to combat maritime pollution:&nbsp;oil and chemical spills at sea.</p>

<h2><strong>Significance of Gulf of Kutch for trade of India's energy needs</strong></h2>

<p>The Gulf of Kutch region is crucial for India's energy security, as more than 70 per cent of India's oil imports arrive at the oil refineries here.</p>

<p>It is also a highly eco-sensitive region, with Gulf of Kutch marine national park's presence aimed at ensuring the conservation of marine species exclusive to Arabia Sea. An oil spill or chemical spill at such a location could quickly spread far and cause damage, given the high wind speeds and ocean current.&nbsp;</p>

<p>Speaking of the daily deployment of ICG assets, Director General Pal told WION that almost 55-60 ships and 12-14 aircraft undertake patrol duty, covering the vast Indian coastline that spans almost 7,500 km.</p>

<p>In total, the ICG operates around 160 ships and 80 aircraft, therefore, nearly one-third the fleet of ships and one-sixth the fleet of aircraft are deployed on a daily basis.</p>

<p>He added that the ICG also works closely and undertakes Coastal Security exercises with the State and Central government agencies, thereby improving synergy and inter-operability.&nbsp;</p>

<p>In terms of the Indian Coastal Security network being enhanced and modernised, Director General Pal said that multiple radars and infra-red cameras are being placed at various locations.</p>

<p>In terms of the presence of the Coast Guard, he added that there are 42 Coast Guard stations (for surface vessels) and almost a dozen Coast Guard Air Stations for the air assets.&nbsp;</p>

<p>In the next two years, he said that the Surface and Air fleet would be significantly enhanced with newer inductions and that the force is on track to having a fleet strength of 200 vessels and 100 aircraft (planes and helicopters).</p>

<p>Referring to the specific platforms being ordered, he said that it would include Indian-made platforms such as 9 Dornier-228 Maritime patrol aircraft, 9 Advanced Light Helicopters of Mark 3 variant, and the Airbus-Tata C-295 transporter aircraft.</p>

<p>As for the vessels, he said that orders were being placed for one training ship and six Offshore Patrol Vessels.</p>

<p>The Indian Coast Guard is responsible for patrolling and safeguarding more than 2million square kilometres of India's Exclusive Economic Zone(EEZ) and handles Search and Rescue in a zone that is more than twice as large as the country's &nbsp;EEZ.</p>

<p>The first day of NATPOLREX involves discussions, presentations, and tabletop exercises. The sea-going of the exercise and the assessment of real-world capabilities will be done on Saturday (Nov 25), off the coast of Vadinar.</p>

<p>The two-day NATPOLREX is happening just a day after the coast guard and related agencies re-validated the National Oil Spill Disaster Contingency Plan (NOSDCP) and preparedness.</p>

<p>NOSDCP and preparedness meeting was attended by more than 80 delegates from various ministries of the Indian Government, representatives of Ports and Oil Handling companies. The national capabilities and collective preparedness to respond to any oil spill contingency in the South Asia region (as per the South Asia Co-Operative Environment Programme- SACEP) were reviewed during the meeting. The SACEP covers the coast of India, Bangladesh, Pakistan, Maldives, Sri Lanka.</p>

<p>Speaking at the inauguration of NATPOLREX, Director General Rakesh Pal, Chief of the Indian Coast Guard said that the exercise was an opportunity to put theory to practice and assess the performance of the Pollution response teams and the equipment. Speaking about the importance of conducting the exercise in the Gulf of Kutch region in Gujarat, he said that the region was eco-sensitive with 42 islands along the Jamnagar coast.&nbsp;</p>

<p>"These islands form the habitat of 70 species of sponges, 52 species of corals, and 90 species of birds. This region is the hub of three major oil refineries, they handle more than 130 million metric tons of imports and 50&nbsp; million metric tons of export, annually. There are also nine single point moorings. Almost 70 percent of the crude oil that India imports arrives at this region," Director General Pal said.</p>

<p>Indian Coast Guard Station Mandapam, Tamil Nadu, deployed Interceptor Boat C-432 on February 7, for a period of two days, to maintain surveillance in the Gulf of Mannar on February 8, the boat followed and intercepted a suspicious boat that was escaping at a high speed. On boarding and rummaging the vessel, the suspected contraband was not found.&nbsp;</p>

<p>Later, a diving operation carried out by the Indian Coast Guard in a certain area, led to the recovery of the gold from the sea bed. The fishing boat and its three-member crew have been handed over to Coastal Security Group, Mandapam for further legal action.&nbsp;</p>

<p>In their official press release, the ICG said that they received inputs from the Gujarat Anti-Terrorist Squad.&nbsp;</p>

<p>The Coast Guard then deployed its fast patrol ship 'ICGS Arinjay' for patrolling in the area close to the International Maritime Border Line (IMBL) on the intervening night of December 25 and 26.&nbsp;</p>

<p>The release revealed that in the early hours of the day, the Pakistani fishing boat 'Al Soheli' was observed moving suspiciously in Indian waters.&nbsp;</p>

<p>When the Indian authorities challenged them, the boat started evasive manoeuvring. The boat also did not stop even after firing warning shots.</p>
