“India will be the first major country to experience urbanisation after the Paris Agreement.” &nbsp;I was attending a panel called 'Urban Skylines of the Future'&nbsp;at the 2020 Jaipur Literature Festival when Professor Navroz K Dubash from India’s Centre for Policy Research made this statement.&nbsp;

The panel was hosted in response to a UN report that claimed that by 2050, 35 per cent of the world’s urban population growth will happen in Nigeria, China, and India, with India responsible for the greatest portion of that growth. &nbsp;

Earlier in the day, I attended a session, also featuring Professor Dubash, with journalist David Wallace-Wells, author of the 2017 landmark climate piece, 'The Uninhabitable Earth.'&nbsp;Last year, Wallace-Wells released a full book edition of the piece, which paints, in heavily researched, terrifying detail, the worst case (but certainly not impossible) scenario if humans do not act fast to slash our carbon emissions, protect biodiversity, and take the steps available to us to prevent runaway climate change. &nbsp;

These two sessions put into stark relief a question that I have been wrestling with since I first arrived and started working in India a few months ago - can a fast-growing country like India develop both quickly and sustainably? Or put more fundamentally: Are economic development and environmental sustainability even compatible? &nbsp;

Which brings me back to Professor Dubash’s statement—“India will be the first major country to experience urbanisation after the Paris Agreement.” Whether your source material is the Intergovernmental Panel on Climate Change’s landmark 2018 report (which gives us roughly a decade to make major changes if we are to avert the most serious consequences of climate change by limiting temperature rise to 1.5 degrees Celsius), Wallace-Wells’ book (which shows us a near-future world with social and ecological collapse), or some other research-based publication, the urgency of climate change is clear. But as I’ve quickly learned - whether in conversations with peers and coworkers, through readings, or through the panels I attended—the fair question comes up about who bears the responsibility for solving the climate crisis? &nbsp;

We can look at the list of countries most responsible for the historical emissions that are largely responsible for the climate crisis—the top 10 being the US, China, Russia, Germany, UK, Japan, France, India, Canada, and Ukraine.&nbsp; 
 
Contrasting this to the 10 countries most impacted by climate change today—Japan, Philippines, Germany, Madagascar, India, Sri Lanka, Kenya, Rwanda, Canada, Fiji - we see some overlap, but generally, climate change can be perceived as a problem caused by the Global North that devastates the Global South. As these countries work to develop and urbanise, is it the responsibility of poorer, more vulnerable countries to solve a problem they didn’t create?

In fact, when we look to the behaviours of small island nations, we can see that they clearly recognise the existential threat that climate change poses to them, and have made major commitments when it comes to reducing their emissions, greening their infrastructure, and making sure they are designing for a resilient future. Their ability to change the global trajectory, however, is unfortunately limited, unless the most major polluters step up and change their ways. &nbsp;

But this is where India has a particularly interesting role to play: It holds the unfortunate distinction of being both one of the world’s fastest-growing and most major polluters, and one of the countries most vulnerable to the impacts of climate change. In fact, during Wallace-Wells and Dubash’s panel, one of the panellists shared the fact that India will bear a disproportionate burden of the world’s climate impact because of its population density, geography, and inequality.

To me, in this sobering position, there is an exciting possibility for India. Unlike many countries which have largely completed their urbanisation, India has the opportunity to create a blueprint for what it looks like for a massive country to urbanise in an era where carbon neutrality is imperative. India has to find ways of tackling climate risks - extreme heat waves, drought, air pollution, floods and other natural disasters while addressing major urbanisation realities like transportation, energy, construction, supply chain management, and sanitation.

If India is able to innovate its way into a low to no carbon future, imagine the precedent it could set for other countries—big and small, high and low polluting—all across the world. While climate change will, over time, impact all of the top 10 polluters on the list, India must address the problem with an even greater sense of urgency given the impact its already having on its population (just look at 2019’s flooding, heatwaves, delayed monsoon, and more). Beyond solving a problem for its own people, India could help safeguard the futures for other countries as well - stepping into an even greater international leadership role. &nbsp;

Growth in India’s dominant service sector accelerated at a pace not seen in over seven years last month, boosted by a recovery in foreign demand and solid business confidence, a private survey showed on Wednesday.

The Nikkei/IHS Markit Services Purchasing Managers’ Index climbed to 57.5 in February from January’s 55.5. It was the highest reading since January 2013 and comfortably above the 50-mark separating growth from contraction for a fourth month.

“Behind the resilience in the trend for business activity stands healthy demand for services from both the domestic and international markets,” Pollyanna De Lima, principal economist at IHS Markit, said in a release.

“Positive gains in new work across the manufacturing and service sectors suggest that private-sector output will likely increase markedly again in March, boding well for final quarter GDP following expectations of a flat growth rate in Q3 FY 2019/20.”

The pace of expansion in a sub-index tracking new business slowed slightly from January’s seven-year high but remained above the long-term average since the index was first published in December 2005.

New export business - a proxy of foreign demand - returned to expansion territory last month after contracting for the first time in 11 months in January. However, firms failed to significantly increase the pace of hiring.

“Service providers experienced a marked improvement in workforce productivity, with the sharp rise in business activity happening despite a softer and only modest increase in employment,” de Lima said.

A sister survey on Monday showed factory activity growth slowed in February from January’s eight-year high due to a modest weakening in demand and output.

However, the composite PMI, which includes both manufacturing and services, rose to 57.6 in February from January’s 56.3, its highest in eight years.

Service providers remained optimistic about growth in the year ahead and the expectations index strengthened to a six month high.

On the price front, growth in both input cost and prices charged weakened only modestly in February, suggesting retail inflation is unlikely to slow significantly anytime soon.

Health minister Harsh Vardhan has said that more than 25 cases of coronavirus have been confirmed in India. &nbsp;Union Home Minister Amit Shah on Sunday said the country has zero-tolerance towards terrorism and has developed a "proactive" defence policy under the leadership of Prime Minister Narendra Modi.

Shah also said that India has now joined the league of countries like the US and Israel that can carry out surgical strikes.

"We have zero tolerance towards terrorism. India had no proactive defence policy. Now, after Modiji became the PM, we have developed a proactive security policy that is distinct from the foreign policy," he said in Rajarhat here after inaugurating the 29 Special Composite Group complex of the National Security Guard (NSG).

Shah said the NSG is a globally recognised counter-terror force.

"India did not carry out any attack on its own in 10,000 years of history. But if one enters our soil and dares to attack our citizens and jawans, we will give them a befitting reply," he said.

The home minister said the central government is working on a policy to improve the "housing satisfaction ratio" to enable jawans to stay with their families for at least 100 days in a year.

Hailing NSG personnel for fighting terrorism, Shah said, "We have taken measures to make it the best force in the world."

There should always be efforts to "neutralise terrorists in the minimum possible time" during an operation, he said.

Shah said he had seen two anti-terror operations, the 2002 Akshardham temple attack and the 2008 Mumbai attack, from very close quarters as he was the then home minister of Gujarat.

The home minister inaugurated the 29 Special Composite Group complex of the NSG here and the force's residential clusters in Hyderabad, Chennai and Mumbai.

He said all the projects together entailed an expense of Rs 245 crore.

Shah later inspected a mock drill by NSG commandos that included rescuing people trapped in a high rise.

He arrived here earlier in the day amid protests by opposition parties against the Citizenship (Amendment) Act.

The protests were held in various parts of the city, including areas in the vicinity of the Shaheed Minar Ground, where Shah addressed a rally later in the day.

NSG Director General Anup Kumar Singh said Shah has a "strong personality and vision and the ability to take decision" which has given new direction to the security force.

He said after the Mumbai attack, a decision was taken to set up five regional NSG hubs for reaching out to any spot in the quickest time."Another hub is coming up," he said.

The NSG hub in Kolkata caters to several north- eastern states apart from Bihar and West Bengal, an official said.
