India's capital city has decided that all unvaccinated staff members will be marked as 'on leave' from October 15.

The Delhi government has declared that&nbsp;if any teaching and non-teaching staff member is not vaccinated till October 15, they will not be allowed to return to school till they are fully vaccinated. To top it, their absence from the school campus will be marked as a leave.

"We all are aware that the country is threatened with the <a href="https://www.wionews.com/topics/coronavirus">COVID-19 pandemic</a>, it is necessary to take all effective measures to prevent the spread of the same," said Directorate of Education (DoE) Director Udit Raj in an official order.&nbsp;

This decision comes as the local schools are slowly reopening after months of staying closed due to the coronavirus pandemic.

"The schools under DoE have been reopened in a phased manner, so it is the prime concern of the Delhi government that the environment of the schools remain safe with the appropriate implementation of SoPs and measures," he said.&nbsp;"All such teachers and school staff who have not got themselves vaccinated by October 15 should not be allowed to attend the school and their absence would be treated as on leave."

However, this decision has not come as a shock. A little while ago the DoE had ordered all government schools to make sure their staff members are fully <a href="https://www.wionews.com/topics/coronavirus-vaccine">vaccinated</a> before the students return to classrooms.

Meanwhile, the decision to reopen school for students of classes VI to VIII will be declared after the incoming Indian festivals are over, the minister reported.

In order to address the twin challenges of climate change and malnutrition, India’s Prime Minister Narendra Modi on Tuesday launched 35 crop varieties with special traits, saying that science and technology are being used on priority for solutions to tackle the climate change impact on agriculture.

These special traits crop varieties also include those that address the anti-nutritional factors found in some crops that adversely affect human and animal health.

Stating that climate change is adversely impacting agriculture, Modi said, “Due to climate change, new types of pests, new diseases, epidemics are coming. Due to this, there is a big threat to the health of humans and livestock and crops are also being affected.”

“Intensive research on these aspects is necessary continuously. When science, government and society work together, it gets even better results. This nexus of farmers and scientists will further strengthen the nation to face new challenges,” PM Modi said while addressing the nation via video conferencing.

The 35 such crop varieties with ‘drought-tolerant’ characteristics include chickpea, wilt- and early-maturing soybean, disease-resistant rice varieties, and biofortified wheat, pearl millet, maize, and chickpea, quinoa, buckwheat, winged bean, and faba.

He said relations between India and Germany saw a significant upswing including in areas of trade and investment in the last over one decade and that the upward trajectory in ties is likely to continue.

"None of the global issues can be solved without India, be it climate change, global warming, trade issues, COVID-19 vaccination and terrorism...India is important for us," he told reporters.

His comments came as a new coalition government is expected to take the reins in Berlin following the parliamentary elections.

India will export eight million coronavirus vaccine jabs by the end of October after ending its ban on sending doses abroad, a top foreign ministry official said Saturday.

Prime Minister Narendra Modi promised to resume exports at a meeting of leaders from the so-called Quad in Washington as India, Japan, Australia, and the US try to counter growing Chinese influence across the Asia-Pacific region.&nbsp;

Foreign secretary Harsh Vardhan Shringla told reporters on Saturday that most of the eight million doses of the Johnson &amp; Johnson single-shot vaccine will be sent to Asia-Pacific countries.&nbsp;

"This would be ready by the end of October. This is an immediate delivery, from the Quad into the Indo-Pacific region," Shringla told reporters.

India is one of the world's biggest vaccine producers and had pledged earlier this year to export one billion Covid-19 jabs by December 2022.&nbsp;

But New Delhi halted exports in May after a devastating coronavirus wave ravaged the country.

India lifted its vaccine export ban this week with new Covid-19 infections and deaths slowing down.

The country suffered weeks of vaccine shortages as a coronavirus surge between March and May killed at least 250,000 and infected tens of millions of people.

He also revealed that MrNA vaccine development in the country is at final stage.

Speaking of vaccine development, PM Modi also said that India is engaged in developing a nasal vaccine.&nbsp;"Come, make vaccine in India," PM Modi exhorted the world, during his address.&nbsp;

Modi began his speech by paying respects to those who succumbed to the COVID-19 pandemic, adding that the world faced its worst pandemic in the last 100 years.

Cyclone Gulab&nbsp;started making landfall on Sunday evening, triggering heavy rains along with strong winds over north coastal Andhra Pradesh and adjoining south coastal Odisha. 
 
The landfall process commenced around 6 p.m. between Kalingapatnam in Andhra Pradesh and Gopalpur in Odisha as the cloud bands entered the coastal region. The process will continue for next two to three hours, said the India Meteorological Department (IMD). 
 
The cyclone is likely to impact Srikakulam, Vizianagaram and Visakhapatnam districts in north coastal Andhra. 
 
In Srikakulam district, authorities evacuated 1,100 people from low-lying areas and shifted them to 61 relief centres. 
 
Two teams of National Disaster Response Force (NDRF) and four teams of State Disaster Response Force (SDRF) have arrived in the region as the meteorologists have warned that heavy rainfall could lead to floods. 
 
The entire coastal region has been put on alert in view of the impact of cyclone. The district administration have opened control rooms monitor the situation. 
 
Prime Minister Narendra Modi spoke to Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy and took stock of the situation arising in the wake of cyclone. The PM tweeted that he assured all possible support from the Centre. "I pray for everyone`s safety and well-being," Modi wrote 
 
Indian naval ships and aircraft are on standby for rescue and relief operations in the areas likely to be affected by the cyclone. 
 
The Navy is closely monitoring the movement of the cyclonic storm. Headquarters, Eastern Naval Command, and Naval Officers-in-Charge Odisha area have carried out preparatory activities to combat the effects of cyclone and are in constant liaison with the state administrations for rendering assistance as required, an official release said. 
 
As part of the preparedness, flood relief teams and diving teams are positioned at Odisha and are ready at Visakhapatnam to render immediate assistance. 
 
Two naval ships are at sea with Humanitarian Assistance and Disaster Relief (HADR) material and medical teams to render assistance in the most affected areas. Naval aircraft are kept ready t Naval Air Stations, INS Dega at Visakhapatnam and INS Rajali near Chennai to undertake an aerial survey of the most affected areas, casualty evacuation, and airdrop of relief material as required. 
 
Earlier, the Cyclone Warning Centre, Visakhapatnam warned that tidal wave of about 0.5 m height above the astronomical tide likely to inundate low lying areas of Srikakulam, Vizianagaram, and Odisha`s Ganjam districts during the time of landfall. 
 
The cyclonic storm is likely to trigger heavy rains at one or two places over Srikakulam, Vizianagaram and Visakhapatnam districts over the next 24 hours. The IMD has issued red warning for these districts. 
 
Heavy to very heavy fall at a few places is very likely over East Godavari, West Godavari districts, and Yanam. Heavy rainfall very likely to occur at one or two places over south coastal Andhra Pradesh, the IMD bulletin said. 
 
Squally wind speed reaching 45-55 kmph gusting to 65 kmph likely to prevail along and off north Andhra Pradesh coast. It will gradually increase becoming gale wind speed reaching 75-85 kmph, gusting to 95 kmph, from afternoon of September 26 till midnight along and off north Andhra Pradesh (Srikakulam, Vizianagaram and Visakhapatnam districts). Squally wind speed reaching 40-50 kmph gusting to 65 kmph likely to prevail over remaining districts of coastal Andhra Pradesh. 
 
As sea condition will be rough to very rough, fishermen have been advised not to venture into sea till September 27. 
 
Local cautionary signal- III was hoisted at Visakhapatnam, Gangavaram and Kakinada ports. Distant warning signal-II was hoisted at Machilipatnam, Nizampatnam and Krishnapatnam ports. 
 
Strong winds and very heavy/extremely heavy rainfall are likely to damage thatched huts, cause minor damage to power and communication lines due to breaking of branches and uprooting of trees, cause major damage to Kutcha and minor damage to pucca roads, some damage to paddy crops, banana, papaya trees and orchards, and there could be sea water inundation in low-lying areas after erosion of embankments, localised flooding of roads, inundation and water-logging in low-lying areas and closure of underpasses mainly in urban areas of the region. 
 
In Bhubaneswar, Met Centre scientist U.S. Das said that the cyclone will have major impact on Ganjam and Gajapati districts of Odisha. 
 
Besides, districts like Rayagada, Malkangiri, Koraput, and Nabarangpur would also witness heavy windfall of 55-65 kmph gusting to 75 kmph, Das added. 
 
"We are in touch with the district administrations of Rayagada, Gajapati, Ganjam and Koraput. So far, we have not received any info about heavy rainfall or windfall in those districts. However, low to medium rainfall activity has started in Gajapati district," said Special Relief Commissioner P.K. Jena. 
 
As per the report, till afternoon, over 16,000 people have evacuated from low-lying and vulnerable areas, he said. 
 
About 600 pregnant, old, and disabled people have also been shifted to safe shelter or hospitals in the likely affected districts, Jena said. "We expect that the system will cross Odisha by tomorrow (Monday) forenoon," he added.

The landfall process commenced around 6 p.m. between Kalingapatnam in Andhra Pradesh and Gopalpur in Odisha as the cloud bands entered the coastal region. The process will continue for next two to three hours, said the India Meteorological Department (IMD). The cyclone is likely to impact Srikakulam, Vizianagaram and Visakhapatnam districts in north coastal Andhra. In Srikakulam district, authorities evacuated 1,100 people from low-lying areas and shifted them to 61 relief centres. Two teams of National Disaster Response Force (NDRF) and four teams of State Disaster Response Force (SDRF) have arrived in the region as the meteorologists have warned that heavy rainfall could lead to floods. The entire coastal region has been put on alert in view of the impact of cyclone. The district administration have opened control rooms monitor the situation. Prime Minister Narendra Modi spoke to Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy and took stock of the situation arising in the wake of cyclone. The PM tweeted that he assured all possible support from the Centre. "I pray for everyone`s safety and well-being," Modi wrote Indian naval ships and aircraft are on standby for rescue and relief operations in the areas likely to be affected by the cyclone. The Navy is closely monitoring the movement of the cyclonic storm. Headquarters, Eastern Naval Command, and Naval Officers-in-Charge Odisha area have carried out preparatory activities to combat the effects of cyclone and are in constant liaison with the state administrations for rendering assistance as required, an official release said. As part of the preparedness, flood relief teams and diving teams are positioned at Odisha and are ready at Visakhapatnam to render immediate assistance. Two naval ships are at sea with Humanitarian Assistance and Disaster Relief (HADR) material and medical teams to render assistance in the most affected areas. Naval aircraft are kept ready t Naval Air Stations, INS Dega at Visakhapatnam and INS Rajali near Chennai to undertake an aerial survey of the most affected areas, casualty evacuation, and airdrop of relief material as required. Earlier, the Cyclone Warning Centre, Visakhapatnam warned that tidal wave of about 0.5 m height above the astronomical tide likely to inundate low lying areas of Srikakulam, Vizianagaram, and Odisha`s Ganjam districts during the time of landfall. The cyclonic storm is likely to trigger heavy rains at one or two places over Srikakulam, Vizianagaram and Visakhapatnam districts over the next 24 hours. The IMD has issued red warning for these districts. Heavy to very heavy fall at a few places is very likely over East Godavari, West Godavari districts, and Yanam. Heavy rainfall very likely to occur at one or two places over south coastal Andhra Pradesh, the IMD bulletin said. Squally wind speed reaching 45-55 kmph gusting to 65 kmph likely to prevail along and off north Andhra Pradesh coast. It will gradually increase becoming gale wind speed reaching 75-85 kmph, gusting to 95 kmph, from afternoon of September 26 till midnight along and off north Andhra Pradesh (Srikakulam, Vizianagaram and Visakhapatnam districts). Squally wind speed reaching 40-50 kmph gusting to 65 kmph likely to prevail over remaining districts of coastal Andhra Pradesh. As sea condition will be rough to very rough, fishermen have been advised not to venture into sea till September 27. Local cautionary signal- III was hoisted at Visakhapatnam, Gangavaram and Kakinada ports. Distant warning signal-II was hoisted at Machilipatnam, Nizampatnam and Krishnapatnam ports. Strong winds and very heavy/extremely heavy rainfall are likely to damage thatched huts, cause minor damage to power and communication lines due to breaking of branches and uprooting of trees, cause major damage to Kutcha and minor damage to pucca roads, some damage to paddy crops, banana, papaya trees and orchards, and there could be sea water inundation in low-lying areas after erosion of embankments, localised flooding of roads, inundation and water-logging in low-lying areas and closure of underpasses mainly in urban areas of the region. In Bhubaneswar, Met Centre scientist U.S. Das said that the cyclone will have major impact on Ganjam and Gajapati districts of Odisha. Besides, districts like Rayagada, Malkangiri, Koraput, and Nabarangpur would also witness heavy windfall of 55-65 kmph gusting to 75 kmph, Das added. "We are in touch with the district administrations of Rayagada, Gajapati, Ganjam and Koraput. So far, we have not received any info about heavy rainfall or windfall in those districts. However, low to medium rainfall activity has started in Gajapati district," said Special Relief Commissioner P.K. Jena. As per the report, till afternoon, over 16,000 people have evacuated from low-lying and vulnerable areas, he said. About 600 pregnant, old, and disabled people have also been shifted to safe shelter or hospitals in the likely affected districts, Jena said. "We expect that the system will cross Odisha by tomorrow (Monday) forenoon," he added.

They will have to “present the test report with a QR code issued by this laboratory to the air operator before boarding,” an updated travel advisory from the Canadian government stated.

It further said that those who “have previously tested positive for Covid-19 can present a positive molecular test report issued by a certified laboratory in India. The date of collection must be between 14 and 180 days before their scheduled departure to Canada."

“Airlines will refuse boarding to any traveller who’s unable to meet these requirements,” it added.

Also, if renewable energy is used to generate electricity for the electrolysis of water then the green hydrogen can be generated without any harmful emissions. What makes green hydrogen 'green'? Hydrogen, on Earth, does not appear pure in nature and requires energy to separate. The most common technique is to extract hydrogen from water. This is done by using heat and chemical reactions to release hydrogen from organic materials such as fossil fuels. Worldwide hydrogen production is responsible for CO2 emissions, which are equivalent to that of the United Kingdom and Indonesia combined. There is a cleaner way of getting hydrogen, which is, through electrolysis. Hydrogen atoms form hydrogen molecules and oxygen molecules pair up too. Each can then be bottled up. If the electricity is generated from renewable sources such as solar or wind, the production of hydrogen in this way emits no greenhouse gasses. Also, this is how different shades of hydrogen are created. These include brown hydrogen, grey hydrogen, blue hydrogen, and green hydrogen. Can be expensive While conventional hydrogen and blue hydrogen cost about $2 per kilogram, green hydrogen is around twice as much. That price, however, is falling steeply with renewable energy prices and cheaper costs to make equipment used for electrolysis, called electrolysers. An Australian National University report last year estimated Australia could currently produce green hydrogen at about $3.18-3.80 per kg and at $2 per kg by the end of the decade. At that price, it would be cost-competitive with fossil fuels, experts say.

There was a clear concern expressed on Pakistan's role in Afghanistan and the continuing support for an approach that did not seem to be conducive to the international community's expectations of what the war-ravaged country should be like, Shringla added.
